Possible ICC arrest warrant against Netanyahu: US hypocrisy, explained

This is how ICC arrest warrants work, their importance, why Netanyahu might not get away with murder this time, and how the US has continued to be a hypocrite.

Here’s an idea for a potential bedtime story: There once was a very very bad man leading an over 200-day genocide against the people of Palestine in Gaza, they called him Israeli Prime Minister Benjamin Netanyahu also known as “Bibi”. In conformity with a belief popular among Israeli settlers who stole Palestinian land over 75 years ago supported by some bad bad imperialist countries, Bibi thought he was above the law.

You cannot entirely blame him as the world helped enable this belief by constantly overlooking the fact that Palestine is occupied, its people are being forced out of their homes, murdered, raped, tortured, detained and the list of horrible crimes goes on. Until one day Bibi sensed that there might be a chance he was not actually above the law as word spread about the International Criminal Court (ICC) potentially slapping him, alongside other bad men, with arrest warrants.

Bibi then rushed to his beloved mother, let’s call her the United States. He cried for help in a video online asking “free leaders of the world to stand against the ICC outrageous assault” and his mother threatened to retaliate against the court. 

So far, this story does not have an end as it will determined by what happens next, and how everything plays out and unfolds.

On a serious note, however, here is a deeper legal and political dive into the importance of such arrest warrants and why it might be hard for Netanyahu to get away with murder this time with a sprinkle of US hypocrisy. 

How legal proceedings at the Court work

The ICC in the Hague has jurisdiction over four types of crimes:

  • Genocide
  • Crimes against humanity,
  • War crimes
  • Crime of aggression

The legal process in the court includes six stages:

  1. Preliminary examinations
  2. Investigations
  3. The pre-trial stage
  4. The trial stage
  5. The appeals stage
  6. The enforcement of the sentence. 

On 17 November 2023, the Chief Prosecutor of the Court, Karim Khan, issued a statement announcing that based on a referral five Court States Parties: South Africa, Bangladesh, Bolivia (Plurinational State of), Comoros, and Djibouti, his office confirms that it is investigating the situation in the State of Palestine. 

Khan said that this investigation began on March 3, 2021, and includes actions committed in Gaza, the West Bank, and the eastern part of al-Quds since June 13, 2014, that can amount to crimes listed in the Rome Statute. The Chief Prosecutor said that this investigation is ongoing and “extends to the escalation of hostilities and violence since the attacks that took place on 7 October 2023.”

Why the arrest warrants are vital 

In the investigation stage of the legal process, the Prosecution can request the ICC judges from the pre-trial chamber, after piling up evidence and identifying a suspect, to issue an arrest warrant against the latter to summon for appearance that is if the suspect is willing to cooperate with the court and appear voluntarily. 

Article 63 of the Rome Statute says that the accused, labeled as a suspect at the pre-trial stage, should be present during the trial. This means that the judicial process cannot begin without the presence of the accused and in turn, without the arrest of the suspect, their summon, or voluntary presence. 

So, for the Court to actually be able to move to the hearings stage following the investigation stage, it is legally required to arrest Benjamin Netanyahu and other individuals it has deemed as suspects in the case. Knowing that “Israel” lied at the International Court of Justice before in front of the whole world and that it still to this day denies all crimes it has committed in Gaza, one would expect it not to be cooperative with the Court, especially amid recent statements attempting to discredit the Court and throw in “the right of self-defense” again. 

Netanyahu will most probably not voluntarily appear at the Court, so who would assist in executing his arrest especially since “Israel” is not part of the parties of the Court? 

Primarily, the power to execute the arrest warrants is vested in the States which are part of the Court. According to Article 59 of the Statute any State Party that has gotten a request for provisional arrest or for arrest and surrender “shall immediately take steps to arrest the person in question in accordance
with its laws and the provisions of Part 9.” 

According to Article 86 of the Rome Statute, “States Parties shall, in accordance with the provisions of this Statute, cooperate fully with the Court in its investigation and prosecution of crimes within the jurisdiction of the Court.” 

Not only that but according to Article 88 of the Statute, “States Parties shall ensure that there are procedures available under their national law for all of the forms of cooperation which are specified under” Part 9 of the Statute which addresses international cooperation and judicial assistant. Article 89 also addresses how States should comply with requests for arrest and surrender by the Court. 

All of these provisions mean that even if Netanyahu does not cooperate with the Court any State that is a member of the Court should cooperate with the latter and aid in executing the arrest warrant which would limit Netanyahu’s movements and put further pressure on him especially since arrest warrants remain in effect until otherwise ordered by the Court. 

The responsibility does not fall on State Parties only as the Court can also ask non-state Parties for assistance in the arrest of the suspect especially if the trigger behind the Court’s jurisdiction is the United Nations Security Council as all relevant UN Member States are bonded by the duty to cooperate even if they are not a State Party to the Rome Statute.

Ne bis in idem

Article 20 of the Rome Statute addresses the Ne bis in idem also known as the principle of complementarity which means that the ICC can practice its jurisdiction when the national courts have failed or are unwilling to investigate the crimes within the jurisdiction of the court. 

First things first, the fact that the Court is in the investigations phase means that it probably already decided that there are not any genuine national proceedings. Why? Well, according to the Court itself during the preliminary examinations phase, the Office of the Prosecutor must decide whether there is “sufficient evidence of crimes of sufficient gravity falling within the ICC’s jurisdiction, whether there are genuine national proceedings, and whether opening an investigation would serve the interests of justice and of the victims.” 

So this implies that the Court decided on all of the above including that there are not “genuine national proceedings.” 

On the other hand, how reliable are the Courts of the occupation in this sense? And no, this is not coming from the fact that it is quite literally an occupation, but from actual live examples of how Netanyahu has attempted to overhaul the occupation’s “legal system” or how he was even exempted from accountability. 

In three cases filed in 2019, Netanyahu has been charged with fraud, bribery, and breach of trust also known as cases 1,000, 2,000, and 4,000.

In March 2023, the Knesset approved a law that gave Benjamin Netanyahu immunity from prosecution on criminal charges. This law prevents a sitting Prime Minister from being dismissed from office and announced as incapable of fulfilling their duties. 

In July 2023, the Knesset also passed the “reasonableness law” which took away the power of occupation’s the Supreme Court to declare government decisions unreasonable. Who was the Prime Minister back then? It was Benjamin Netanyahu. It was widely announced and reported as Netanyahu trying to overhaul the occupation’s “legal system”. 

These are to name a few of how much power and influence he has in occupied Palestine. They cannot even hold him accountable for such crimes, how would they hold him accountable for a genocide they approve of? 

Irrelevance of official capacity

But would he not benefit from his capacity as an official? Well, according to Article 27 (1) of the Rome Statute, the latter applies equally to “all persons without any distinction based on official capacity.” 

Not only this but it also specifies that the “official capacity as a Head of State or Government, a member of a Government or parliament, an elected representative, or a government official shall in no case exempt a person from criminal responsibility” under the Statute, and should not even affect the sentence. 

The most important part is immunities. Section 2 of the same Article says that immunities or special procedural rules linked to the official capacity of a person under both national and international law “shall not bar the Court from exercising its jurisdiction over such a person.”

Some legal scholars might argue that this only applies to State Parties of the ICC, or might argue based on special mission immunity or certain precedents, however, an article by Hugh King, Judges’ Clerk to the High Court of New Zealand at Auckland, addresses this issue and mentions the case of Prosecutor v Charles Ghankay Taylor, specifically submissions of the Amicus Curiae on Head of State immunity by Philippe Sands and Alison Macdonald. 

King says that international tribunals mentioned by Sand and Macdonald all have one thing in common and that is “consent of States whose nationals were being tried.” So, he says, this consent alongside the constitutive basis of an international tribunal explains why international tribunals can actually try State officials and overlook immunities. 

Referencing the examples that happened in international tribunals again, King said that Statutes can steer away from the rules set by customary international law rules on immunities because they were “were adopted by the Security Council under Chapter VII of the Charter, and as such, bind all UN member States.”

According to Article 103 of the UN Charter also mentioned by King, the obligations of all member states under the Charter prevail over any other obligation through a different international agreement. This means, as he said, that UN member States therefore indirectly have consented to waiving their immunities. 

“Mother” is a hypocrite 

In 1943 the United Nations War Crimes Commission(UNWCC) was established in London with a satellite office in China by seventeen allied nations, including China and India, before the end of World War II and it had its main focus on war crimes. 

Guess who was deeply involved in its creation and work? The United States of America which back then supported launching a permanent international criminal tribunal through a multilateral treaty. 

In 1945, the International Military Tribunal at Nuremberg was created, also by deep US involvement, to try German wartime leaders for crimes against peace, crimes against humanity, and war crimes and it specifically stated that individuals are accountable are accountable for international crimes regardless of their official position. It was followed by another similar tribunal a year later to try crimes by Japanese leaders. 

In 1993, the International Criminal Tribunal for the former Yugoslavia was established which of course, once again, the US had a deep involvement in and even took part in forming its statute and other essential documents. This also applied to the establishment of the International Criminal Tribunal for Rwanda in 1994. 

In 1995, the US was part of the Ad Hoc Committee on the establishment of the ICC and then later took part in a preparatory session before the Rome conference and the conference itself as it even aided in drafting the Rome Statute but then ended up voting against it. 

In 1999, the US was quick to draft a Foreign Relations Authorization Act including prohibitions against sending any US financial support to the ICC and the extradition of any US citizen to a foreign country that may surrender them to the ICC. 

But in 2000, it aided in drafting the ICC Rules of Procedure and Evidence alongside the Elements of Crimes part of the Rome Statute. It then signed the Rome Statute but did not ratify it and declared in 2002 that it had no intention of ratifying it. 

This back and forth went on for years after as the US took part in creating the basis of a Court it clearly refuses to be a part of and for obvious reasons that were evident in a pattern of US behavior over the years utilizing international organizations, laws, courts for its benefit then standing against them when they scratch those benefits, just like it is currently doing in the case of “Israel.” 

As previously mentioned, it is still not clear how the bedtime story will end, but in one way or another, it might not look very good for the US and “Israel” even away from all the legal and political talk, “You reap what you sow” has always come true and if there is one thing you can learn from How to Get Away with Murder is that, you do not.

Nasrallah said that the “image of deterrence” within the Israeli occupation entity is declining, especially after Iran’s Operation True Promise.

Secretary-General of the Lebanese Hezbollah movement, Sayyed Hassan Nasrallah affirmed on Monday that the Lebanese front continues, in various forms and methods, its operations in support of the Resistance in the Gaza Strip and imposes its own rules of engagement.

In a speech delivered on the eighth anniversary of the martyrdom of Commander Mustafa Badreddine, Sayyed Nasrallah underlined that the continuation of the Lebanese Resistance’s operations in support of the Gaza front is “a settled matter not open for discussion.”

He stressed that the entire world “has accepted this fact,” adding that this is why the Americans conveyed to Israeli Prime Minister Benjamin Netanyahu that there is no solution for the Northern front without a ceasefire in Gaza.

The Resistance leader addressed the settlers in northern occupied Palestine who are eager to return to their settlements, calling on them to pressure their government to end the aggression on the Gaza Strip.

Hitting a Brick

Nasrallah explained that evaluating the results of the war requires assessing the battlefield and not relying on Israeli claims about victory, indicating that “there is a consensus on the failure of Israel.”

He also pointed out that even allies of Netanyahu mock him when he says he is “one step away from victory,” emphasizing that the issue “is not limited only to Israeli failure to achieve objectives but extends to include more strategic losses.”

The Hezbollah leader touched on Israeli opinion polls regarding confidence in Israel as a state and in its army, highlighting that at least 30% of settlers believe that Israel is uninhabitable.

The Hezbollah chief considered that the “real achievement” is the failure of Israel, backed by the West, to retrieve its captives or achieve any form of victory, not to mention its inability to protect its ships from missiles launched from thousands of kilometers away.

Nasrallah added that the “image of deterrence” within the Israeli occupation entity is declining, especially after Iran’s Operation True Promise.

In the same context, he mentioned that senior Israeli generals say that Netanyahu, through his insistence on war, “is leading us to the abyss,” noting that Israelis also speak of “daily attrition in Gaza, in the support fronts, and in the economy.”

He added that Israel fears withdrawing from Gaza because that would mean its defeat, which comprises a “disaster” for the entity, indicating that the Israeli leadership “has no vision for the day after the war.”

In light of this, Nasrallah asserted that the Israeli occupation “has hit a brick and is searching for any image of victory,” pointing out that “Netanyahu wants to invade Rafah to efface the image of defeat.”

As for the mediators’ proposal that Hamas agreed to, Nasrallah said that it surprised Netanyahu because it meant his defeat and victory for Hamas (because it fulfilled Hamas’ demands).

Therefore, “the Israeli occupation has two options, either return to the mediators’ document, which means defeat for Israel, or pursue the (war of) attrition,” he maintained.

‘US Deception’

In a similar vein, the Secretary-General of Hezbollah spoke about the continued US support for the Israeli occupation in its war on Gaza, stressing that “even if the United States stops an arms deal bound for Israel, it will re-allow it as this constitutes an American deception because what is happening is nothing more than a tactical dispute between the United States and Israel.”

“These theatrics that we are witnessing nowadays should not deceive anyone, as Washington stands with Israel (no matter what),” he stressed.

Below are more highlights from Nasrallah’s speech. The translation below was provided by Hezbollah’s Telegram channel, and is used here without editorial intervention from the Palestine Chronicle. 

‘A Settled Matter Not Open for Discussion’

“I send greetings to the steadfast and brave fighters on all fronts, who are writing the finest scenes of heroism, courage, strength, determination, enthusiasm, and conviction.

“Greetings to the wounded fighters in all arenas, and I pray to Allah for their healing.

“The resistance is the cumulative result of the sacrifices of those who have passed, from martyrs and leaders, to the resistance fighters who are still on the covenant.

“Despite the blockade and difficult conditions, Syria still maintains its firm and steadfast position on the Palestinian cause.

“The resistance fighting today on the front is the cumulative result of the past, present, and future.

“Among the goals of the resistance in Gaza is to revive the Palestinian cause and remind of the rights of the Palestinian people.

“The scene of demonstrations in American and European universities bearing the name of Palestine was created by October 7th and what followed.

“The most significant scene that embodies the image of victory for the resistance is when the Israeli representative at the United Nations raised a photo of the leader Yahya Sinwar.

“The Arab rulers were about to sign the death papers of the Palestinian cause with the normalization step with the zionist enemy that was coming within months.

“Some Arab regimes and satellite channels are now promoting the enemy entity as the only democratic state in our region.

“The steadfastness of the Palestinians has forced the world to talk about a Palestinian state and has forced the hypocritical United States to speak about a Palestinian state.

“Israel’s image in the world is that of a killer of children and women, arrogant towards international laws and human and moral values.

“In the eighth month of the war on Gaza, there is a consensus in Israel on the failure to achieve the war’s objectives.

“One of the most significant results is that this entity admits it has not achieved victory, and 70% of Israel are demanding the resignation of the Chief of Staff.

“Opinion polls on confidence in the Israeli state as a state, and in the Israeli military, show that at least 30 percent say that this “state” cannot be lived in. 80 percent of those who left Israel say they will not return to it.

“Israel is incapable of protecting its entity and requires mobilization by the United States, Britain, and Arabs, yet it still fails to protect itself.

“After eight months, where has the deteriorating image of Israeli deterrence ended up?

“The real achievement is that Israel is incapable of protecting its ships from missiles coming from thousands of kilometers away.

“The real achievement today is that Israel is incapable of restoring the image of deterrence against the Palestinians, Yemenis, Lebanese, and Syrians.

“The war on Gaza today is the biggest battle the Palestinian people are fighting against the enemy state, which will emerge from the war in crisis.

“Blinken clearly expressed yesterday that Israel is in trouble. Senior Israeli generals also say that Netanyahu, by insisting on the war, is ‘dragging us into the abyss.’

“Israelis today are talking about daily attrition in Gaza, on the support fronts, and in the economy. 

“The Israeli fears withdrawing from Gaza because it would mean its defeat, which would be a disaster for it.

“Imagine that the leadership of a ‘state’ that has no vision for the next day.

“The Palestinian presence on the ground and internationally has enabled it to impose its terms, while Netanyahu is at a dead end and continues to fight because he is looking for a picture of victory, hence his insistence on invading Rafah.

“In order to get out of the image of defeat, Netanyahu wants to enter Rafah. Even if the zionist enemy enters Rafah, it does not mean that the resistance has ended and that the Palestinian people have abandoned the resistance.

“Instead of turning the tragedy in Gaza into a means to expose the enemy and hold Israel accountable for everything happening, some Arab zionists use it as a means to frustrate and blame the resistance.”

“American theatrics and some tactical disagreements between America and Israel should deceive no one, all these are methods of deception and hypocrisy practiced by the United States, as America stands with Israel.

“What happened at the United Nations and the International Court of Justice confirms American support for Israel and that its position has not changed.

“The mediator’s proposal surprised Netanyahu after Hamas agreed to it, because it means his defeat and victory for Hamas.

“Hamas’ acceptance of the Egyptian proposal and Netanyahu’s rejection of it, in contrast, is an admission of his fall and defeat.

“Al-Aqsa Flood exposed the lies and deception of the west.

“We estimate that the enemy has two options: returning to the mediators’ proposal, which means its defeat, or to remain in a state of continual attrition, imposing a war that will also prolong for them. In both cases, the resistance will be victorious.

“No matter the sacrifices today, this battle is historic and creates a true and historic achievement.

“The Lebanese support front continues quantitatively and qualitatively, imposing equations, and the linkage of this front with the Gaza front is a decisive matter that the Americans and French must realize. 

“Ask the residents of the north to understand what is happening on this front.

“The goal of the Lebanese front is to pressure (us) to stop the war in Gaza.

“We say to the settlers in the north, if you want a solution, go to your government and tell them to stop the war on Gaza.

“When we are masters of ourselves and not slaves, and when we possess elements of strength, we can impose our terms on the enemy.”

In a significant tactical move, the Resistance used videos posted by Israeli settlers to identify and target newly deployed or repositioned Iron Dome platforms by the Israeli occupation forces.

The Islamic Resistance in Lebanon – Hezbollah announced on Sunday that it had targeted several Israeli occupation sites along the border with occupied Palestine, revealing the use of a new heavy rocket as part of its operations named “Jihad Mughniyeh”, in reference to the martyr Jihad Mughniyeh, son of renowned leader martyr Imad Mughniyeh.

The Resistance announced that its fighters, at 7:35 pm, targeted with anti-tank guided missiles the surveillance equipment at the al-Malikiyah site, confirming a direct hit.

In that regard, Al Mayadeen‘s correspondent in southern Lebanon reported direct gunfire from Lebanon toward the targeted site.

Significantly, and for the first time, the Resistance introduced the new heavy rockets dubbed “Jihad Mughniyeh”, which it employed in one of its operations.

In a statement, the Islamic Resistance announced that its fighters targeted at 4:25 pm an Israeli military gathering near the Zebdine site in the occupied Lebanese Shebaa Farms with several “Jihad Mughniyeh” rockets, achieving direct hits.

In the afternoon, the Resistance targeted at 2:10 pm a military vehicle carrying surveillance equipment, as well as other technical equipment at the Hounin barracks (Ramim) using guided missiles, confirming the destruction of the vehicle and equipment.

Hezbollah documents its operations

Meanwhile, the Islamic Resistance released footage of the operation in which its fighters targeted sites and surveillance equipment belonging to the Israeli Occupation Forces (IOF) deployed near the southern Lebanese border.

Additionally, the Islamic Resistance documented targeting the Israeli Ramya site at the Lebanese-Palestinian border.

Resistance drones hit the Iron Dome platform in Beit Hillel

More significantly, the Islamic Resistance in Lebanon displayed a clip from an operation targeting an Iron Dome platform at the Israeli Beit Hillel base located in the heart of al-Jalil Panhandle.

While there are several points to highlight in this operation, what was significant is that the Resistance utilized videos shared by Israeli settlers to locate Iron Dome platforms that were recently deployed or repositioned by the Israeli occupation forces.

Following the release of that video, Hezbollah then published footage documenting the scene of the drones hitting their intended targets.

Additionally, the footage highlighted the significance of the target, noting that the Beit Hillel base is the headquarters of the IOF’s 769th Territorial Brigade, Hiram, which serves under the 91st Galilee Division. Revealing more information, Hezbollah’s Military Media units said that the Beit Hillel base hosts the 91st Division’s mechanized combat engineering battalion and has recently included the 1st Infantry Golani Brigade’s 51st Infantry Battalion, known as the “First Breachers.”

Hezbollah’s reconnaissance drone has also revealed that the base contains a helipad and four Iron Dome launchers.

Yesterday, the Resistance announced that its fighters targeted the Beit Hillel military base and newly established Iron Dome platforms using one-way drones, adding that “the drones hit the base and Iron Dome platforms directly and completely disabled some of them.”

The statement said that its fighters launched another suicide drone to target a gathering of Israeli enemy officers and soldiers following the previous attack in the middle of the base. Despite the enemy’s attempt to intercept it with an F-16 fighter jet and their failure to do so, the drone reached its target and struck it precisely.

Meanwhile, Israeli attacks on southern Lebanese villages and towns continue, with the occupation’s aircraft launching two raids on the outskirts of Hebbariyeh and on the area of al-Kharayeb on the outskirts of the town of Rachaya al-Fokhar, according to Al Mayadeen‘s correspondent.

However, our correspondent noted a significant decrease in Israeli attacks on southern villages and towns.

In solidarity with the people of occupied Palestine and the resistance in the Gaza Strip, and amidst Zionist aggression on several villages in South Lebanon, the Islamic Resistance on Saturday persistently targeted Israeli occupation sites near the Lebanese-Palestinian borders.

Hezbollah military media released a series of statements outlining the conducted attacks and their outcomes:

First Operation

The first statement mentioned that on Saturday, May 11, 2024, the Islamic Resistance fighters targeted the Metula settlement, where IOF soldiers were stationed, with appropriate weaponry, inflicting a direct hit.

Second Operation

Islamic Resistance fighters targeted, at 7:10 a.m. on Saturday, May 11, 2024, the military camouflage, fortifications, and garrison of the Ramya site with direct and guided missile weaponry and artillery shells, scoring direct hits, as the second statement pointed out.

The third statement revealed that at 10:00 am on the same day, the fighters of the Islamic Resistance targeted the Ramya site again with artillery shells, striking it directly.

Fourth Operation

Iron Dome Bases Under Attack

The seventh statement revealed that X’s fighters conducted an aerial assault utilizing an explosive-laden drone, targeting the Beit Hillel military base and newly established Iron Dome Jal Al-Alam. Direct hits were achieved, rendering some targets completely disabled.

Following the aerial strike on the Iron Dome bases at the Beit Hillel military base, Hezbollah’s fighters targeted again, using another explosive-laden drone, the anticipated gathering point of IOF officers and soldiers within the center of the base. Despite the enemy’s futile endeavor to intercept it with F-16 fighter jets, the drone successfully reached its target and executed a precise strike, as per the eighth statement.

Hezbollah’s fighters conducted the last operation of the day at 11:40 p.m., targeting the Al-Marj site with artillery shells and achieving a direct hit.

During a meeting of “Israel’s” Conflict Zone Forum, the leaders of the Israeli northern settlements decided to announce the establishment of the State of Galilee and fully separate from “Israel”.

According to Israeli news website Walla!, the step is set to be announced on “Independence Day”. The media website explained that their decision was reached after Israeli Prime Minister Benjamin Netanyahu’s dismissive response to Benny Gantz’s inquiry about settlers returning home for the school year, saying, “What would happen if they return a few months after September 1?”

This latest action follows the forum members’ publication of protest advertisements in early April, where they publicly solicited bids to “locate the Israeli government.”

As cited by Israeli media, the ads read, “A public tender to locate a government in Israel!” and “The Conflict Zone Forum hereby invites proposals to be submitted to an alternative government in Israel as detailed in the tender documents.”

Most significant was the ad which depicted the extent of the despair of Israeli settlers on the border with Lebanon that reads:

“The full details of the tender can be found in the evacuated hotels and the accommodation apartments of the displaced throughout the country, with the business owners who collapsed in the north, in the dead tourism areas in the north, and in the offices of the authorities in the north.”

In parallel with these claims, settlers from abandoned settlements in northern occupied Palestine are planning demonstrations on May 16 in al-Quds and Haifa, advocating against a political agreement with Hezbollah and calling for security to be brought back to their region through military means.

This comes in the context of the intensified and unprecedented operations carried out by the Lebanese Resistance in support of the Palestinian Resistance in the Gaza Strip.

Nasrallah’s terror balance that ‘Israel’ can’t confront: Israeli media

TEHRAN (Tasnim) – The Iranian ambassador to the United Nations dismissed the Israeli regime’s accusation that proxies operate under Iran’s directive in the region, saying such allegations are made to obscure and justify the Zionist regime’s acts of aggression and destabilizing measures.

In a letter to President of the UN Security Council Pedro Comissario Afonso and UNSecretary General Antonio Guterres on May 7, Saeed Iravani categorically rejected the allegations that the representative of the Israeli regime has made against Iran.

He said the Israeli envoy has “resorted once more to lies and misinformation to make unfounded accusations against the Islamic Republic of Iran.”

“Contrary to unfounded claims, Iran has consistently upheld international law, adhered to the principles of the UN Charter, and complied with UN Security Council resolutions. Moreover, Iran has played an active role in promoting international peace and security through its constructive involvement across multiple spheres,” Iravani said.

“Iran made a clear position that the action taken on 13 April 2024 was conducted directly and officially from Iran in response to the Israeli recurring military aggressions, particularly its armed attack on 1 April 2024 against Iranian diplomatic premises in Damascus, the Syrian Arab Republic. Iran’s action was necessary, legitimate, and fully in line with its inherent right to self-defense under the UN Charter. The action only targeted military objectives and was carried out carefully and with prior notification to prevent civilian harm. I wish to emphasize that no resistance groups were involved in Iran’s legitimate action and any assertions to the contrary are rejected,” the envoy added.

“In contrast to Israel’s assertions, Iran does not have proxies in the region, and no individual, group, or nation operates under Iran’s directive. Additionally, resistance groups are not proxies; they are legitimate groups and their actions are lawful, and engaged only in fighting against Israeli occupation and aggression in Gaza and other occupied territories in Palestine, as well as against occupied forces in other nations in the region. Therefore, Israel’s attempt to label them as ‘proxies’ is only to obscure and justify its own acts of aggression and destabilizing actions in the region,” he stated.

“It is indisputable that the Israeli regime, characterized by a long history and record of blatant violations of international law, the UN Charter, and UNSC resolutions, remains the primary and longstanding threat to international peace and security. Any cynical attempt by this regime to obscure this reality through disinformation, smear campaigns, or unsubstantiated accusations against others is both futile and groundless. The Israeli regime cannot deny its direct and full responsibility for the ongoing massacre and humanitarian catastrophe in Gaza in defiance of UNSC resolutions. An obvious example of the Israeli regime’s persistent disregard for UNSC resolutions is exemplified in the Security Council’s resolution 2728 (2024), which urgently demands an immediate UNSC resolutions in the Gaza Strip. Despite clear demands from the Security Council, the occupying regime persists in its ruthless warfare against the Palestinian people and its military attacks in Rafah in blatant contempt for the Security Council’s demands,” the Iranian ambassador said.

“The occupying regime must finally bear full responsibility for the consequences of its actions and the Security Council must address Israel’s persistent destabilizing and irresponsible actions, as well as its atrocities against the Palestinian people and other nations in the region. These actions pose a genuine threat to both regional and international peace and security, demanding immediate attention and decisive action from the Security Council,” he added.

Israeli Chief of Staff Lt. Gen. Herzi Halevi again called to postpone an investigation into the occupation army’s failures over Hamas’ Operation Al-Aqsa Flood, as the number of Israeli soldiers killed in the fronts in Gaza and Lebanon reached six.

Halevi then raised objections, saying the state comptroller’s examination was unprecedented and would divert the attention of IDF commanders currently conducting operations in Gaza.

Meanwhile on Tuesday, the Israeli occupation military announced that two Israeli soldiers were killed in Hezbollah’s Monday drone strike on Metula.

Earlier, the occupation military revised the death toll of the Israeli soldiers killed in Hamas’ rocket attack on Karem Abu Salem site near Gaza to four.

The Israeli occupation army was on Monday investigating the failure over the Karem Abu Salem attack.

In response to the Israeli crime of raiding a residential area in Mais Al-Jabal and killing four civilians, Hezbollah fired dozens of missiles at Kiryat Shmona settlement.

Hezbollah military media issued a statement which affirmed that, in response to the heinous crime committed by the “Israeli” enemy in the town of Mais Al-Jabal, resulting in the martyrdom and injury of civilians, the Islamic Resistance fighters bombarded Kiryat Shmona settlement with tens of Katyusha and Falaq rockets on Sunday noon, May 5, 2024.

The Israeli war jets raided a house in Mais Al-Jabal town when its dwellers trying to move some piece of furniture out into the residence of displacement. The father, mother and two children were killed, and the rest of the family members were injured.

Hezbollah carried out more operations in response to the Zionist aggression on South Lebanon and support of Gaza.

The second statement mentioned that the Islamic Resistance fighters targeted the surveillance equipment at Ramya site with appropriate weapons at 3:20 pm on Sunday, May 5, 2024, and directly hit it.

In support of the resilient Palestinian people in Gaza and in solidarity with their brave and honorable resistance, the Islamic resistance carried out a number of operations against “Israeli” military sites and deployments along the Lebanese-Palestinian borders on Wednesday, May 1, 2024, as follows:

1- At 17:00, the Islamic Resistance fighters targeted a building in Al-Mutela settlement with appropriate weapons, causing direct damage, in response to “Israeli” attacks on the steadfast southern villages and civilian homes.

The details of the comprehensive ‘framework deal’ between the Palestinian Resistance and the Israeli occupation have been provided to Al Mayadeen.

Al Mayadeen has acquired the details of the latest proposed deal between the Palestinian Resistance and the Israeli occupation, specifically related to the prisoner exchange deal and related clauses. 

The framework of the agreement aims to achieve the release of all Israeli civilian and military captives, be they dead or alive, held in the Gaza Strip. The agreement will not only encompass captives taken on October 7 but all Israeli captives. 

Primarily, the deal’s objective is to achieve calm in the area and work on reaching a Israeli occupation, the document acquired by Al Mayadeen explains.  

What does the first stage of the prisoner exchange deal entail?

In the first stage of the prisoner exchange deal, Israeli occupation forces will withdraw eastward, away from densely populated areas. Forces will be relocated to areas near the separation fence between the Gaza Strip and Israeli-occupied ’48 Palestinian territories. 

Israeli aircraft, hosting attack and reconnaissance capabilities, will be barred from flying over the Strip for a period of eight hours on a daily basis. However, on days when prisoners are being exchanged, Israeli aircraft will not fly over the Gaza Strip for a period of 10 hours. 

On the seventh day of the deal and after women included in the deal are released, Israeli occupation forces will withdraw from al-Rashid Street and head eastwards, parallel to the Gaza Strip’s main road, to Salah al-Din Street. 

The withdrawal of occupation forces is expected to ease the entry of humanitarian aid to the Gaza Strip and will allow non-armed civilians to return to their homes. 

On the 22nd day, and after one-third of the Israeli captives are released, the Israeli occupation forces will withdraw from the central Gaza Strip to an area near the separation fence.

The return of displaced people and the entry of aid

This process will allow Palestinians forcibly displaced from the northern Gaza Strip to return to their residences. 

The entry of concentrated amounts of humanitarian aid, including relief aid and fuel, will be facilitated in all stages of the agreement. 

33 Israeli captives to be released

In the first stage, Hamas will release at least 33 captives, which includes all Israeli captives that are still alive. This group includes female Israeli servicepeople, civilians, children, elderly people, wounded individuals, and patients. 

In turn, “Israel” will release 20 Palestinian children and women for every female or male Israeli captive released. The names of the released detainees will be agreed upon by the sides, in pre-set lists. 

In detail, Hamas will release every living Israeli captive over the age of 50, wounded Israeli captive, and sick Israeli captive. “Israel” will therefore release 20 Palestinian captives, aged over 50, wounded, or sick.

Hamas will also release every living Israeli female conscript, who was serving on October 7, 2023. In return, “Israel” will release 40 Palestinian detainees in return for every Israeli servicewoman. 

This includes 20 Palestinian prisoners serving life sentences and 20 Palestinian prisoners serving shorter sentences. 

Hamas will also release three captives on the first day of the deal, which will be followed by three captives every three days, encompassing female civilians and soldiers. 

“Israel” will then release the agreed-upon number of Palestinian prisoners, according to the pre-set lists. 

On the seventh day of the deal, Hamas will submit a list of the names of the remaining captives that it holds. These captives will be released on the 34th day of the deal.

Halting military operations and the continuity of the deal

Military operations will be halted for a number of days, determined by the number of Israeli captives remaining in captivity. 

The continuity of the exchange process will be directly correlated with the Israeli side’s commitment to the clauses of the deal, including the halting of military operations, the relocation of occupation forces, and the return of the displaced people. 

Among the clauses is that released Palestinian detainees must not be re-detained on charges that they had previously been detained on. 

On the 14th day, an agreed-upon number of wounded Palestinian military personnel will be transferred to hospitals outside the Gaza Strip, through the Rafah border crossing with Egypt, to receive adequate medical attention. 

On the 16th day of the deal, the sides are obligated to participate in indirect talks for sustainable calm in the region. 

During the period of every stage, the United Nations, its agencies, and international organizations will begin to work on distributing and providing aid to Palestinians across the entirety of the Gaza Strip. 

Rebuilding Gaza

In the first stage, work will commence on the Gaza Strip’s destroyed infrastructure. A coordinating body will also begin delivering the necessary heavy equipment to the Palestinian Civil Defense. 

Facilitating the entry of necessary supplies, to establish temporary camps to accommodate forcibly displaced people who lost their homes during the war, is also among the clauses included in the deal. 

What about the second stage?

The second stage of the deal will extend for 42 days, in which both sides are expected to agree on the necessary actions to reach and implement a sustainable calm.

In the second phase, the necessary arrangements will be made for the comprehensive reconstruction of housing units, civil facilities, and civilian infrastructure.

The final stage of the deal: Exchanging bodies

The third stage of the deal will also extend for a period of 42 days, in which the bodies and remains of both killed individuals on both sides will be exchanged. 

A 5-year reconstruction plan for the Gaza Strip will be implemented which will include the construction of housing units and civilian facilities and infrastructure. The Palestinian side will refrain from rebuilding military installations and infrastructure during that period. 

Moreover, the Palestinian side will not import any equipment, raw materials, or other components to be used for military purposes. 

According to the document obtained by Al Mayadeen, Qatar, Egypt, and the United States are the stated guarantors of the agreement.

At least 22 people were martyred and dozens were injured in Israeli raids that targeted, on the night of Sunday – Monday, areas in the city of Rafah, south of the Gaza Strip, which has been subjected to an ongoing war for about 7 months, while the death toll in the Strip rose to 34,454 martyrs, since October 7.

The Israeli Air Force intensified its raids on various areas in the Gaza Strip, while Israeli artillery renewed its bombing of homes, residential squares, and populated areas, leaving martyrs and wounded, most of them children, women, and the elderly.

Media sources reported that occupation aircraft bombed several inhabited homes during the past two hours in the Gaza Strip.

For its part, the Gaza Civil Defense reported that its crews in the city of Rafah dealt with several attacks on populated homes, resulting in a number of martyrs, wounded, and others missing under the rubble.

During the past 24 hours, the Israeli army committed 7 massacres against families in the Gaza Strip, including 66 deaths and 138 injuries, according to what the Ministry of Health in Gaza reported.

Dozens were martyred and hundreds injured during the past 24 hours, as a result of the raids launched by the Israeli army on the central Gaza Strip and the city of Rafah, while the threats of a ground operation still threaten the city.

The Hamas Resistance movement announces that its delegation is returning to Gaza from Cairo to discuss the latest ceasefire proposal presented during the negotiations.

Hamas announced that its negotiating delegation in Cairo is heading back home for consultations regarding the ceasefire proposal presented to the Resistance movement by the mediators.

Hamas sent a letter to the remainder of the Palestinian Resistance factions regarding the ongoing ceasefire negotiations in Cairo adding that the Qatari and Egyptian mediators explained the details of the latest proposal.

The Hamas leadership on Monday informed the Palestinian resistance factions in a letter regarding the Cairo negotiations that its delegation traveled to Cairo and conducted consultations and inquiries about several issues related to the latest offer presented to it.

Egyptian media had reported that the Hamas delegation left Cairo and is to return again with a written response to the ceasefire proposal in Gaza.

The delegation listened to clarifications and observations from the Egyptian and Qatari mediators about the details of the latest proposals, the letter said, adding that it would leave Cairo to continue consultations after clarifying and inquiring about the proposal.

US Secretary of State Antony Blinken claimed Monday at the World Economic Forum in the Saudi capital of Riyadh that the Israeli occupation has given the Palestinian Resistance a “very generous” offer to release the Israeli captives, which could potentially lead to a ceasefire in Gaza.

Palestinian Islamic Jihad (PIJ) politburo member Ihsan Ataya told Al Mayadeen on Monday that the proposal presented to the Resistance in the negotiations is not as generous as the Americans, who are trying to deceive the world, are making it out to be.

“The proposed offer has major loopholes and malicious plots,” Ataya stressed. “The proposal presented is three and a half pages long and talks about details in three stages,” he revealed.

US officials claim that they are committed to securing a ceasefire deal and ending the Israeli war on Gaza due to it obstructing President Joe Biden’s vision for a post-war Middle East – not due to the countless massacred civilians and Israeli violations of international law.

The US is eyeing normalization between the Israeli occupation and Saudi Arabia, which Riyadh has ironically been massively hinging on a solution to the Palestinian issue, which in turn cannot start without a ceasefire in Gaza. 

About two weeks ago, The Wall Street Journal reported that the Biden administration was trying to conclude a diplomatic deal aimed at pressuring Israeli Prime Minister Benjamin Netanyahu to recognize a Palestinian state in exchange for normalizing relations with Saudi Arabia.

A source in the Saudi royal family told Makan that the ball was now in Netanyahu’s court, and he must choose between peace with Saudi Arabia and solving the Palestinian issue or continuing the conflict with the Palestinians without peace with Saudi Arabia.

Hezbollah goes ahead with its painful strikes against the Israeli enemy, with an Israeli being killed early on Friday in a double ambush carried by the Lebanese resistance group in occupied Shebaa Farms.

Hezbollah’s Military Media announced the strike on Sehbaa Farms early on Friday, saying that the Islamic Resistance fighters carried out a complex ambush, employing guided missiles, artillery, and rocket weapons.

The strike targeted a convoy of Israeli armored vehicles near the Ruwaisat Al-Alam site in the occupied Lebanese hills of Kfar Shuba.

“Upon its arrival at the ambush point, the convoy was targeted with guided, artillery, and rocket weapons, resulting in the destruction of two vehicles.”

The Israeli media also reported the attack, saying that Hezbollah operatives fired anti-tank missiles at an Israeli army force in Har Dov (occupied Shebaa Farms) last night.

The occupation army acknowledged that the strike killed an Israeli, with the Hebrew media claiming he was a “civilian contracted by the military.”

“The man is identified as Sharif Suad, a resident of the Bedouin town of Sallama near Karmiel,” The Times of Israel reported, adding that he was carrying out “infrastructure activity” for the Israeli military in the Mount Dov area (occupied Shebaa Farms) when the missile attack occurred.

The Lebanese border towns witnessed intensified Israeli shelling and air strikes on Friday, Al-Manar correspondent reported.

Local media reported that more than 100 artillery shells were fired by the Israeli occupation army, as well as air strikes on Kfar Shuba and Shebaa.

For its part, Israel Hayom reported that the occupation military managed to retrieve the body of the killed individual in Har Dov after a complex operation that lasted for hours under fire.

Meanwhile, Yedioth Ahronoth said that the Israeli army has opened an investigation into the attack on Har Dov, noting that the force was supposed to operate in the darkness so as not to be targeted.

The Palestinian Resistance factions have issued a powerful statement, declaring their readiness for any potential scenarios in the ongoing Israeli aggression against the Gaza Strip, including a ground invasion of Rafah, the southernmost city in the besieged territory.

In a joint statement released on Wednesday, the factions emphasized their determination to not stand idly by as they warned of the catastrophic and humanitarian consequences of an invasion of Rafah, where more than 1.4 million displaced Palestinians currently reside.

The factions held the US President Joe Biden’s administration and Western governments accountable for any potential Israeli aggression, stating that ongoing Western support to “Israel” despite its violation of international laws and conventions is unacceptable.

In a call to action, the factions urged the Palestinian masses in the West Bank to rise up vehemently against the Israeli threats of invading Rafah, urging them to turn the West Bank into a fireball to combat Western and soldiers.

Additionally, the factions warned of a comprehensive escalation that could threaten regional security, especially Egyptian national security, should an invasion of Rafah take place, given its proximity to Egypt.

Ismail Haniyeh, the head of Hamas’ Political Bureau, denounced Washington’s deceptive stance and affirmed that the Palestinian people will not surrender if an invasion occurs, stating that the resistance is prepared to defend itself.

Al Mayadeen’s correspondent explained that the targeting of the two US bases occurred approximately two months after attacks on the US bases in eastern Syria stopped.

Al Mayadeen‘s correspondent in Aleppo reported on Monday at dawn that four missiles struck the US military base in the al-Omar oil field and the American Kharab al-Jir base in eastern Syria was targeted with three missiles and a drone.

Al Mayadeen‘s correspondent confirmed that the targeting of the two US bases comes approximately two months after attacks on US bases in eastern Syria stopped. Our correspondent mentioned reports suggesting direct casualties within the US base in Kharab al-Jir.

Our correspondent reported that the two most significant US military bases in eastern Syria were targeted less than an hour apart. The first incident occurred with explosions heard from the US base in the Green Village near the al-Omar oil field in the countryside of Deir Ezzor in the eastern part of the country. Subsequently, three explosions were heard in the vicinity of the US base at Kharab al-Jir airport north of al-Hasakah.

The Israeli occupation forces have withdrawn from Nur Shams camp in Tulkarm after committing a massacre against residents, resulting in fourteen martyrs due to Zionist military aggression lasting three days, causing significant infrastructure and property damage.

The Palestinian Ministry of Health reported the deaths of fourteen Palestinians shortly after the occupation completely withdrew.

The camp endured a severe security siege, with the occupation killing young men in their homes, arresting hundreds, and interrogating and detaining dozens, all while basic services like water, electricity, and communications were interrupted.

Hamas has called for a general strike to mourn the martyrs of Nur Shams camp, condemning the crimes committed by settler militias under the occupation government’s orders.

The resistance movement urged Palestinians in the West Bank to unite, show solidarity with targeted villages, defend them, and continue protecting villages and towns through popular committees.

In Al-Mughayyir, a Zionist settler was injured attempting to remove a booby-trapped Palestinian flag on town land.

This incident is reminiscent of a flag ambush in February 2018 by the Salah al-Din Brigades on the Gaza Strip’s northern border, where a booby-trapped flag led to the death and injury of occupation soldiers.

Several areas in the occupied West Bank experienced shootings and targeting of occupation forces and checkpoints amid ongoing raids and arrests. In Al-Khalil (Hebron), gunfire targeted an occupation army force near Beit Einun, with clashes reported before two Palestinians were martyred, one of whom opened fire at occupation soldiers and the other attempted a stabbing.

In Nablus, resistance fighters fired at the Huwwara checkpoint, while a homemade device targeted an occupation army vehicle in Burqa. Additionally, a settler’s vehicle was targeted near the Yitzhar settlement with a Molotov cocktail.

The Lions’ Den group reported numerous shooting operations in the occupied West Bank. They targeted occupation forces at the Salem and Dotan checkpoints near Jenin, with the Al-Quds Brigades in the Jenin Brigade stating their mujahideen successfully targeted the Al-Jalama checkpoint in response to the Nour Shams Al-Samoud camp’s events.

In Ramallah, settlers’ vehicles were targeted with stones near Azzun and the hotel east of Qalqilya, while gunfire targeted a military vehicle near Beit Sira.

The occupied West Bank also witnessed a large-scale campaign of raids and arrests, with cities like Dura, Beit Ummar, and Umm Lasfa in Hebron; Beit Sira and Kharbatha Bani Harith in Ramallah; Atara in Ramallah’s north; and Al-Irsal neighborhood in Al-Bireh affected.

In Nablus, the town of Duma saw several young men arrested, while a student at An-Najah University, Salah Al-Kharaz, was arrested in Nablus city. The occupation forces also stormed the town of Salem and the Khallet Al-Amoud neighborhood.

In Bethlehem, the freed prisoner Hamza Daoud Asakra was arrested, and Beit Sahour was stormed. Azzun and Al-Ram were also targeted, and all cities in the occupied West Bank are observing a comprehensive strike to mourn Gaza and Nour Shams camp’s martyrs, with calls for marches to contact points across the West Bank.

Death toll of the Israeli aggression on Gaza neared 34,000 on Friday as the Zionist enemy went ahead with brutal war against the besieged enclave on day 196.

Israeli occupation carried out several strikes on Gaza’s Shati refugee camp, the Sheikh Radwan area north of Gaza City, and Nuseirat in the central area of the Palestinian territory.

Health Ministry in Gaza announced that at least 33,970 people have been martyred and 76,770 others have been wounded in the Israeli aggression on Gaza since October 7.

Nearly one-third of people martyred in the Gaza war – at least 10,000 people – have been women, according to the agency, UN Women.

Out of these women, 6,000 are mothers, whose deaths have left 19,000 orphans, according to UN Women.

Potential Attack on Rafah

Meanwhile, media reports said there were more signs on the horizon of a potential Israeli military incursion into Rafah.

According to the reports, the occupation military has deployed more troops in all areas that are adjacent to Rafah district.

“Since the early hours of this morning, they have been pounding the majority of the agricultural land in the eastern areas of Rafah,” Al-Jazeera reported on Friday, quoting sources.

US Veto

Earlier on Thursday, the United States blocked a United Nations Security Council resolution that would have recognized a Palestinian state.

Twelve members of the Security Council had voted in favor of the resolution, while two countries – the UK and Switzerland – abstained. The US vetoed it.

Palestinian Authority President Mahmoud Abbas said the US veto was “blatant aggression … which pushes the region ever further to the edge of the abyss”.

Hamas said it condemned the US’s “biased” position “in the strongest terms”.

Egypt expressed “deep regret” over the move, saying the US was violating its “legal and historical responsibility” by denying Palestinian statehood.

Russia said the US had demonstrated that it only considers the “the interest of Israel”.

The European Parliament removed 14 photos taken by an Al Mayadeen correspondent in the Gaza Strip from a photo exhibition exposing Israeli crimes, revealing the EU’s crackdown on pro-Palestinian content.

As part of the Western media crackdown on Pro-Palestinian content, the European Parliament Secretariat removed 14 photos taken by Al Mayadeen Media Network, from a photo exhibition organized by a leftist parliamentary group.

Al Mayadeen‘s correspondent, Moussa Assi, explained that the organizers planned the exhibition, set on April 16th in Brussels, intending to feature photos revealing the aftermath of the humanitarian crisis in Gaza. Al Mayadeen Media Network was extended an invite by the organizers to feature photos showing the impact of war, particularly on Gaza’s children, and showcasing the widespread destruction, the condition of Gaza’s hospitals, and more.

He further added that the Parliament Secretariat argued they didn’t have sufficient time to review the photos before displaying them. However, the organizers of the exhibition confirmed they had submitted the photos within the designated timeframe. They asserted that the decision to remove the photos was politically motivated and influenced by pressure from right-winged parties within the European parliament.

The organizers requested that our correspondent, a representative of Al Mayadeen Media Network, give a speech at the exhibition where the prohibited photos will be displayed on a screen in the background. However, the EU parliament desk employees intervened, demanded the photos’ removal, and proceeded to cut off the screen cables provocatively.

In his speech, Al Mayadeen’s correspondent mentioned that the European Parliament’s decision to remove the photos is a clear attempt to “conceal the truth” of what is happening in the Gaza Strip and the reality of “Israel’s” ongoing genocide in the Strip. 

He referred to the decision as a direct attack on Al Mayadeen, which has been subjected to several attacks concerning the Palestinian cause in occupied Palestine, Lebanon, and other countries on multiple occasions. Our correspondent stressed that Al Mayadeen‘s commitment to always speak the truth has come at a cost, leading to censorship.

Al Mayadeen affirms its commitment to Palestine

Last year, the Israeli war cabinet approved regulations that would allow the occupation government to ban and shut down Al Mayadeen Media Network, which comprises a foreign channel as per the emergency regulations descriptions and broadcasts in “Israel” in three languages: Arabic, English, and Spanish.

The occupation’s war cabinet issued an order to block Al Mayadeen‘s online operations in occupied Palestine as well and seize its broadcasting equipment.

Hezbollah Launches Aerial Attack on Israeli Defenses, Strikes Command Posts in Galilee

In support of the Palestinian people and resistance in Gaza and in light of the Israeli aggression on the various South Lebanon villages, the Islamic Resistance continued striking the Zionist occupation sites near Lebanon border.

Hezbollah military media issued consecutive statements to illustrate the attacks and their outcomes.

The first statement mentioned that the Islamic Resistance fighters targeted yesterday evening, Monday, April 15, 2024, a gathering of “Israeli” enemy soldiers in the vicinity of the Birket Risha site with rocket weapons.

According to the second statement, the Islamic Resistance fighters launched at 14:25 in the afternoon of Tuesday, April 16, 2024, a targeted aerial attack with unmanned aerial vehicles (UAVs) on two batches that targeted the missile defense system in Beit Hillel.

“The attack successfully hit the Iron Dome platforms, causing casualties among its crew, leaving them dead and wounded.”

Israeli Channel 12 reported that drones fell in the Galilee, adding that 3 firefighting teams were working to extinguish a fire that broke out in the area, and the incident was under control.

The third statement affirmed that Hezbollah fighters targeted at 15:40 on Tuesday, April 16, 2024, Zibdeen barracks in the occupied Lebanese Shebaa Farms with missiles.

According to the fourth statement, Hezbollah fighters targeted at 16:15 on Tuesday, April 16, 2024, Al-Samaqa site in the occupied Lebanese Kfarshouba Hills with artillery shells.

The fifth statement indicated that, in response to the Israeli attacks on the safe villages, the most recent of which was Ai Baal, the Islamic Resistance fighters bombarded Beit Hillel base with Katyusha missiles at 16:45 on Tuesday, April 16, 2024.

In response to the Israeli aggression on the Lebanese villages, including Ain Baal and Shehabiyah, the Islamic Resistance fighters bombarded at 19:25 on Tuesday, April 16, 202 the command headquarters of Brigade 769 in Kiryat Shmona with Katyusha missiles, according to the sixth statement.

The seventh statement mentioned that. in response to the Israeli aggression on the Lebanese villages, including Ain Baal and Shehabiyah, the Islamic Resistance fighters bombarded at 19:30 on Tuesday, April 16, 202 the command headquarters of air surveillance unit in Mount Meron with missiles and artillery shells.

Hezbollah military media issued two statements to mourn the fighters Esmail Youssef Baz (Abu Jaafar), Mahmoud Ibrahim Fadlullah, and Mohammad Hussein Mustafa Shehoury who embraced martyrdom all the way to Al-Quds.

Meanwhile, the Israeli media indicated that 40% of Israelis who have evacuated the northern settlements due to Hezbollah attacks will not return.

On the other hand, the Israeli drones and war jets raided several villages in southern Lebanon, targeting civilian houses and cars in Shahabiyeh, Ai Baal, Yaroun, and Alma al-Shaab.

In support of the steadfast Palestinian people in Gaza and in reinforcement of their courageous and honorable resistance, the Islamic Resistance carried out a number of operations against the positions and deployments of the “Israeli” enemy army along the Palestinian-Lebanese borders on Monday, April 15, 2024, as follows:

– Eastern Sector:

1- On Sunday, April 14, 2024, the Islamic Resistance fighters targeted the espionage equipment at Al-Radar site in the occupied Lebanese Shebaa Farms with appropriate weapons, inflicting direct hits.

2- At 5:45 pm, the Islamic Resistance fighters targeted Ruwaisat Al-Alam site in the occupied Lebanese hills of Kfar Shuba with rocket weapons, inflicting direct hits.

3- At 6:40 pm, the Islamic Resistance fighters targeted Al-Radar site in the occupied Lebanese Shebaa Farms with rocket weapons, inflicting direct hits.

– Western Sector:

1- At 6:20 am, after careful monitoring and anticipation of movements by “Israeli” enemy forces, the Islamic Resistance fighters planted several explosive devices in the area of Tal Ismail, adjacent to the border with occupied Palestine within Lebanese territory. When a unit belonging to the Golani Brigade crossed the border and reached the location of the devices, they were detonated, resulting in casualties among them, leaving them dead and wounded.

2- At 4:55 pm, the Islamic Resistance fighters targeted a gathering of “Israeli” enemy soldiers in the vicinity of Metat barracks with appropriate weapons, resulting in casualties among them, leaving them dead and wounded.

3- At 5:00 pm, the Islamic Resistance fighters targeted the deployment of “Israeli” enemy soldiers in the woods of Hanita with rocket weapons and artillery shells, inflicting direct hits.

The escalating confrontations in the West Bank are intricately linked to the ongoing genocide in Gaza, the Axis of Resistance’s support for Palestine, and Iran’s retaliatory operation, True Promise.

In recent months, the West Bank has witnessed a disturbing trend: a surge in attacks by settlers targeting Palestinian individuals and villages. While this pattern of aggression is not novel within the context of “Israel’s” policy of ethnic cleansing, its intensified manifestation, often concealed under the pretext of incidents such as the disappearance of a settler near Ramallah, underscores the volatile aftermath of Operation al-Aqsa Flood.

Amidst this backdrop, the launch of Operation al-Aqsa Flood emerges as a watershed moment that reaffirms the cause of Palestine as a central Arab and Islamic one, especially amid the existing critical juncture on the global scale.

Though carried out by the al-Qassam Brigades, this operation is like a sprout from the deep roots of the ongoing battle for Palestine’s freedom, led by what has become known as the Axis of Resistance.

Spanning from the Mashreq to the Maghreb (Orient to the Occident), across the breadth of the Arab and Islamic worlds, the events unfolding in the Gaza Strip, the West Bank, and throughout occupied Palestine have ignited a widespread response. These developments have set off a chain reaction, leading to escalations not only within the West Bank but also beyond, fueled by “Israel’s” “campaigns between wars.”

This campaign precipitated Iran’s remarkable retaliation following an Israeli assault on its consulate in Damascus. Understanding these unfolding events requires contextualizing them within the broader geopolitical landscape, where regional power dynamics intersect with longstanding conflicts and resistance movements.

Israeli settlers expelled under Resistance fire

Since October 7, the Israeli government has made public the displacement of over 250,000 Israeli settlers from their settlements. These settlements, largely constructed on land ethnically cleansed of its indigenous Palestinian and Arab communities, have become targets of Resistance operations spanning both northern and southern regions of occupied Palestine.

In the south, particularly in the Gaza envelope, where Palestinians besieged in the Gaza Strip once resided, a comprehensive evacuation has taken place after the Palestinian Resistance breached the Israeli separation walls and entered the settlements before showering its vicinity with missiles that have even reached “Tel Aviv” on multiple occasions.

The evacuation has significantly reduced the presence of settlers along the borders of the besieged Strip. Many settlers have relocated to central “Israel”, while others have scattered throughout the occupied territories. Some have chosen to return to their countries of origin, primarily in Europe or the Americas, based on their nationality prior to settling in “Israel”.

In the north, Resistance operations, spearheaded by Hezbollah and other factions, compelled Israeli settlers to evacuate settlements bordering Lebanon by a depth of 5 to 8 kilometers as reportedly revealed by Israeli journalists and Resistance sources.

While unprecedented since the so-called inception of “Israel”, these evacuations were anticipated. Hezbollah Secretary-General Sayyed Hassan Nasrallah previously underscored that in the next war with “Israel”, settlers would be forced to abandon their settlements, and while this is not even a widescale war, his words proved to be true once again. This strategic shift aims to bring the conflict to “Israel” rather than allow “Israel” to instigate hostilities against Lebanon, as it did in 2006 and 2000.

As Israeli deterrence erodes, it becomes increasingly apparent to settlers that they face an irreversible choice: either leave occupied Palestine or occupy another Palestinian home elsewhere in occupied Palestine.

Making up for what was lost on October 7

Israeli settlers faced a new reality following October 7, even vis-a-vis their daily life. Displaced settlers are now facing declining living standards after having initially migrated to “Israel” in pursuit of the material gains they had been promised once they settled in 

Instead, settlers are now struggling, not even to preserve their privileges against indigenous Palestinians, but to merely meet their daily needs as they lose their homes and the rest of the material gains they were promised at a time when the IOF has clearly failed to achieve any of its goals in the Strip or across the Northern Front – another issue which eliminates hope for Israeli settlers that things could get better in the foreseeable future.

Moreover, with the erosion of Israeli deterrence, settlers, once assured of their superiority over other regional powers such as Hezbollah, Hamas, and Iran, to name a few, now seethe with fury at their expulsion from territories they occupied during the 1948 Nakba and the 1967 Six-Day War. This resentment has boiled over, leading to a surge in attacks on Palestinian residents of the West Bank, surpassing previous levels of violence and reoccurring at a more frequent rate.

Simultaneously, Israeli occupation influencers-turned-government officials like Itamar Ben-Gvir and Bezalel Smotrich have spearheaded efforts to arm all settlers, going beyond the usual military program enforced upon Israeli settlers. The arming, which came under the guise of “fighting terrorism”, aims to revive historic terrorist Zionist organizations such as the Haganah, which conducted the initial Nakba in 1948, killing hundreds and thousands of Palestinians on purely racist grounds to occupy their homes and lands.

It’s crucial to recognize that “Israel’s” ethnic cleansing policies, which intensified notably after the events of Seif al-Quds in 2021 and further escalated following October 7, have emboldened settlers to perpetrate the same crimes of genocide as the Israeli occupation Forces are conducting the Gaza Strip [Over 33,000 martyrs] and the same crimes as the Haganah did in 1948.

Next stop on the path towards liberation: West Bank, East Bank

Looking for alternatives as the Israeli cities become overcrowded and the economy crumbles, settlers go stealing Palestinian homes and ethnically cleansing entire villages to accommodate their needs. This is not new, as we all remember the Israeli proverb put forward by the settler Yacob: “If I don’t steal it, someone else is gonna steal it.”

The killing of Palestinians and the destruction of their homes by settlers, under the protection of Israeli occupation forces, is fueling anger among the Palestinian people. This anger is exacerbated by the Israeli occupation government’s continuous announcement of new land seizures, extending over dozens of dunums in the West Bank, and even in al-Quds’ Sheikh Jarrah.

Coupled with widespread detention campaigns, assassinations, military raids, and other oppressive practices, this situation is pushing people toward embracing armed Resistance as the only means to achieve a free Palestine and live with dignity.

It is also important to note that in the West Bank, the Resistance has already begun establishing liberated zones, particularly across the triangle of hell: Jenin, Nablus, and Tulkarm. However, recent settler attacks have targeted areas in the Ramallah and Nablus governorates, farther from the refugee camps where the Resistance has garnered strong popular support and found a conducive environment to thrive.

This escalation is likely to ignite a widespread intifada across the West Bank, to expand the operation that was launched on October 7, bringing the war to the heart of occupied Palestine. This is especially likely given that the settler attacks are being conducted under the supervision of the IOF who have besieged multiple cities. These aggressions remain ongoing today, four days on, without stopping except when the Iranian missiles shook “Israel”.

The consequences of such an intifada, given its existential nature, may also provoke unrest across the East Bank of the Jordan River, where approximately 80% of the population is Palestinian.

Iran’s retaliation in context

In turn, Iran’s retaliation can be seen in the context of the West Bank and the historic struggle for the liberation of Palestine and the ending of Western hegemony in the region. This retaliation on Israeli-occupied Palestine consolidated the Axis of Resistance as a series of interconnected rings that had both the military capability and the strategic patience to coordinate operations to achieve a unified goal of an Israeli demise and ultimately US containment in the region.

As such, Iran’s successful cornering of the US and “Israel” in a well-calculated, below-threshold, but fully effective response, has underscored a new era in the struggle for the liberation of Palestine.

This meant that much like the Axis of Resistance did not leave the Gaza Strip and its Resistance alone, the West Bank Resistance would also have the support of the Axis.

This new era grants the Palestinian Resistance a larger margin of operation and limits if not ends “Israel’s” renowned “Campaign Between Wars” which was started in 2013 to “address Iran’s growing threat” following the start of the war on Syria. This means that Israeli deterrence has fallen even deeper than it has on October 7 with Hamas and on October 8 with Hezbollah and later in the face of Yemen and others.

To better understand the depth of that, one must look at Iran’s unprecedented retaliation against “Israel” following an attack on the Iranian consulate in Damascus. The retaliation, in fact, underscored the strategic maneuvering at play within the Axis of Resistance.

It stressed that beyond its primary objective of Palestinian liberation, this coalition seeks to dismantle the enduring legacies of colonialism and imperialism, epitomized by pivotal agreements like the Balfour Declaration, which allowed for the establishment of the Israeli occupation as a barrier “state” on occupied Palestinian soil with the aim of expansion and the Sykes-Picot Accords which partitioned the region into multi-purpose entities that serve colonialism.

Amidst escalating tensions and deepening geopolitical fault lines, it is impossible to understand unfolding events without delving into the complex and multifaceted dynamics of the existential war taking place at the heart of the Arab world; the war of the unmaking of the Sykes-Picot Accords.

In a more simplified way, one can explain the broader situation by saying that the Axis is determined to give the US and “Israel” a run for their money in the region. The Resistance movements in the region, backed by Iran and Syria, have one big mission: free Palestine and take down those pesky imperialist structures that have been causing trouble in the Arab and Islamic worlds.

Keep the big picture ahead, save your rage for the right time

Despite the ongoing genocide in which “Israel” has been targeting unarmed civilians, the Resistance continues to stand strong. It continues to conduct ambushes unimaginable by the Israeli occupation forces claiming their lives a dozen at a time.

As the leaders of the Palestinian Resistance have reportedly underscored, be it al-Qassam Brigades or al-Quds Brigades or others, Iran and the Axis of Resistance, especially Syria and Hezbollah, have played a key role in strengthening and transferring expertise to the Strip.

Much like in the Strip, the Axis of Resistance has no intention of allowing the West Bank and its Resistance to be wiped out and has a few tricks up its sleeve to turn the table on “Israel” and the West. 

In this context, it must be remembered that the struggle to liberate Palestine extends beyond the entity of Palestine as drawn by the Sykes-Picot Accords but involves the re-emergence of the historic Arab world with Palestine as the compass that has the ability to achieve that through the demise of the barrier “state” otherwise known as “Israel”.

In such situations, events unfold relatively quickly; however, there is no benefit in rushing liberation. Rather it is required to mature slowly in the sense that it becomes inevitable.
