Israeli Human Rights Violations in Palestine (Weekly Update 26 January- 01 February 2023)

Violation of right to life and bodily integrity:

16 Palestinians were killed, including 7 civilians: one was a woman, by the Israeli Occupation Forces (IOF)’ fire.  Among those killed, one was shot dead by an Israeli settler, and three, including 2 children, succumbed to their previous injuries. Meanwhile, 51 Palestinians, including 12 children, were injured by IOF fire, and dozens of others suffocated. All those incidents took place in the West Bank, including occupied East Jerusalem, except for a child who succumbed to his previous injuries in the Gaza Strip. Details are as follows:

On 26 January 2023, IOF killed 9 Palestinians, including 4 civilians; one of them was a woman, and injured 29 others, including 2 children and 9 seriously injured, during IOF’s incursion into Jenin Refugee camp, west of Jenin. On 29 January 2023, a member of Palestinian armed groups succumbed to his injury. (Details available at PCHR’s press release.)

On the same day, Yousef Yehia Muhassin (22) was killed after being shot with a live bullet in his abdomen and two other Palestinians, including a child, were injured by IOF’s fire during the latter’s incursion into al-Ram village, north of occupied East Jerusalem, and being thrown with stones and Molotov cocktails.

On the same day, Nayif Khaled al-‘Ewidat (11) died after sustaining a shrapnel injury in his head as Israeli warplanes fired a missile at an agricultural land in ‘Abasan village, east of Khan Yunis, on 06 August 2022.

On 27 January 2023, Wadee’ ‘Aziz Abu Romouz (16) succumbed to an explosive bullet injury he sustained in his abdomen on 25 January 2023 during clashes with IOF in Silwan village in occupied East Jerusalem. During his treatment at Shaare Zedek Medical Center, he received around 150 blood units and underwent 3 surgeries to stop the severe bleeding caused by the explosive bullet. Despite his critical health condition, IOF remained him under arrest, tied him to the bed, deployed inside and outside the room, and kept his body in custody.

On the same day, Khairy Mousa ‘Alqam (21) was killed during an exchange of fire with IOF in Beit Hanina village, north of occupied East Jerusalem. ‘Alqam was being chased by IOF after he carried out a shooting attack in Nabi Jacob settlement.

On 29 January 2023, Karam ‘Ali Salman (18) was killed by a settlement guard’s fire in the industrial area, east of Qalqilya, while trying to infiltrate into Kedumim settlement with a rifle as shown in a footage published by the Israeli media.

On 30 January 2023, Naseem Nayif Fouda (26) was killed after being shot with a live bullet in his head while driving his vehicle near a military checkpoint at the entrance to al-Salaymah neighborhood, southeast of al-Ibrahimi Mosque in Hebron. ( Details available in PCHR’s press release.)

Meanwhile, those injured were victims of IOF’s excessive use of force and shooting during their incursion into the Palestinian cities and villages, or suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 26 January 2023, 7 Palestinians, including 2 children, were shot with live and rubber-coated bullets during clashes with IOF in front of Beit Eil military checkpoint at the northern entrance to al-Bireh City.

On the same day, 2 Palestinians, including a child, were shot with rubber-coated bullets during clashes with IOF at the northern entrance to Jericho.

Also, a child sustained a live bullet injury in his hand during IOF’s incursion into Tammun village southeast of Tubas. Before their withdrawal, IOF arrested a Palestinian.

On 27 January 2023, 3 Palestinians were injured with rubber-coated bullets during IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On the same day, 2 Palestinians, including a child, were injured with rubber-coated bullets during clashes with IOF at ‘Azzun village entrance, east of Qalqilya. Additionally, a child was shot with a rubber-coated bullet during clashes with IOF in southern Qalqilya. 

On 28 January 2023, a Palestinian was injured with an explosive bullet during clashes with IOF in front of Mavi Dotan checkpoint at the entrance to Ya’bad village, southwest of Jenin. As a result, part of his right foot was amputated.

On the same day, a child was injured with a live bullet in his right foot during clashes with IOF at Abu al-Rish military checkpoint near al-Ibrahimi Mosque, south of Hebron. Also, a child was shot with 2 live bullets in his foot during IOF’s incursion into Al- Izzariya village in occupied East Jerusalem. Additionally, a child was injured with a live bullet during IOF’s incursion into Bir Nabala village, northwest of occupied East Jerusalem.

On 29 January 2023, 2 Palestinians, including a child, were injured by IOF’s fire during clashes with IOF in front of a military watchtower established at the entrance to Nabi Salih village, northwest of Ramallah. The child was shot with a rubber-coated bullet and the other Palestinian was shot with a live bullet.

In the Gaza Strip, 5 IOF shootings were reported on agricultural lands in eastern Gaza Strip.

So far in 2023, IOF attacks killed 36 Palestinians, including 17 civilians; 6 of them were children, and the rest were members of the Palestinian armed groups, including a child and 3 were killed by settlers allegedly for carrying out stabbing and shooting attacks. Meanwhile, dozens were injured in the West Bank, including East Jerusalem.

Land razing, demolitions, and notices

IOF displaced 5 families of 25, including 12 children and 6 women, after demolishing 5 houses and 8 civilian facilities.  IOF also handed cease-construction notices in the West Bank, including occupied East Jerusalem. Details are as follows:

On 27 January 2023, IOF forced a Palestinian to self-demolish his 65-sqm house in Jabel Mukaber village in occupied East Jerusalem under the pretext of unlicensed construction, rendering a family of 5, including a woman and 3 children, homeless.

On 28 January 2023, IOF forced a Palestinian to self-demolish his 50-sqm under-construction house in Silwan village in occupied East Jerusalem under the pretext of unlicensed construction.

On 29 January 2023, IOF demolished a 250-sqm house of 2 floors in Jabel Mukaber village in occupied East Jerusalem under the pretext of unlicensed construction. As a result, 3 families of 11, including 4 women and 3 children, were displaced.

On the same day, IOF handed a cease-construction notice for a 100-sqm under-construction house and a 100-sqm tinplate barrack in Al-Burj village, west of Dura in Hebron.

On 30 January 2023, IOF demolished a 200-sqm auto repair shop built of bricks and tinplate in Jabel Mukaber village in occupied East Jerusalem under the pretext of unlicensed construction.

On the same day, IOF demolished 3 livestock barracks built on an area of 150 sqms in Silwan village in occupied East Jerusalem, under the pretext of unlicensed construction.

On 01 February 2023, IOF demolished a 100-sqm house in Al-Walaja village, northwest of Bethlehem, under the pretext of unlicensed construction.  As a result, a family of 9, including a woman and 6 children, was displaced.

On the same day, IOF demolished a 120-sqm under-construction house in Beit Jala village, northwest of Bethlehem, under the pretext of unlicensed construction. Also, IOF demolished a 250-sqm café in Beit Hanina village in occupied East Jerusalem in addition to a 30-sqm wooden room in Silwan village in occupied East Jerusalem.  Moreover, they demolished two 30-sqm containers and a 5-meter retaining wall surrounding a 800-sqm plot of land in Sur Baher village in occupied East Jerusalem under the pretext of unlicensed construction. Meanwhile, IOF demolished a 500-sqm barrack that included agricultural tools and handed 9 cease-construction notices for inhabited and under-construction houses in Deir Ballut village, west of Salfit. 

Since the beginning of 2023, IOF made 31 families homeless, a total of 207 persons, including 27 women and 96 children. This was the outcome of IOF demolition of 31 houses; 5 were forcibly self-demolished by their owners and 3 were demolished on grounds of collective punishment. IOF also demolished 36 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks on Palestinian civilians and their properties:

Settlers, protected by IOF, carried out 12 attacks on Palestinians and their property in the West Bank, including occupied East Jerusalem. Details are as follows:

On 27 January 2023, 5 Palestinians were injured with live bullets after an Israeli settler directly opened fire at them at Beita village intersection, southeast of Nablus.

On the same day, Israeli settlers assaulted a Palestinian near Wadi al-Mutawi, west of Kafr ad-Dik village in western Salfit, causing bruises to him. Also, settlers opened fire at Palestinians in Sidat al-Tha’la area, east of Yatta in southern Hebron, but no casualties were reported.

On 28 January 2023, Israeli settlers, under IOF’s protection, burned 3 vehicles and smashed windows and lights of an ambulance belonging to the Palestine Red Crescent Society (PRCS) in ‘Aqraba and Majdal Bani Fadil villages, southeast of Nablus.

On the same day, setters burned a house, smashed the windows of another, uprooted 6 olive trees, and closed the main street connecting Turmus’Ayya village with Al-Mughayyir village in northern Ramallah. Also, Israeli settlers, protected by IOF, threw stones at Palestinians’ vehicles on a road connecting Nablus with Qalqilya near Kedumim intersection, and on a road connecting Turmus’Ayya village with Al-Mughayyir village, north of Ramallah. They also smashed the windows of 2 vehicles.

On 29 January 2023, settlers beat a Palestinian and fractured his leg, and burned two vehicles in Jalud village, southeast of Nablus.

On 30 January 2023, Israeli settlers, under IOF’s protection, uprooted 50 olive trees and wrote racist slogans dubbed “Death to Arabs” in Sinjil village, northeast of Ramallah.

On the same day, settlers punctured the tires of 30 vehicles in al-Eskan area near the industrial area in Al-Bireh.

On 01 February 2023, settlers punctured the tires of 10 vehicles and wrote racist slogans against Arabs calling for revenge in Deir Dibwan village, east of Ramallah.

Since the beginning of the year, settlers conducted at least 29 attacks against Palestinian civilians and their property.

Collective Punishment:

On 29 January 2023, as part of their collective punishment policy, IOF sealed off a residential apartment in al-Tur village in occupied East Jerusalem. The apartment belongs to the family of Khairy ‘Alqam, who was killed after carrying out a shooting attack in occupied East Jerusalem on 27 January 2023. A As a result, a family of 9, including 5 children and 3 women, were displaced. Following the shooting attack, IOF raided ‘Alqam’s family house, arrested his parents and some of his relative, expelled the rest of his family members, and prevented anyone from entering it. Meanwhile, IOF is still stationed around the house.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 280 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 113 Palestinians were arrested, including 3 women and 8 children; one of them was with a mobility impairment.

So far in 2023, IOF conducted 1103 incursions into the West Bank, including occupied East Jerusalem, during which 510 Palestinians were arrested, including 8 women and 55 children.

Israeli closure and restrictions on freedom of movement:

Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 192 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 10 Palestinians at those checkpoints.

On 26 January 2023, IOF closed Shu’fat military checkpoint, northeast of occupied East Jerusalem, and reopened it later.

On 28 January 2023, IOF blocked traffic at al-Zaytona military checkpoint in al-Tur village and closed with cement cubes the entrance to Anata village in occupied East Jerusalem.

On the same day, IOF closed the western entrance to Husan village to vehicles’ movement, and closed the military checkpoint 300 in northern Bethlehem, and reopened them later.

On 29 January 2023, IOF closed Qalandia and al-Jib checkpoints in occupied East Jerusalem and later reopened them. On the same day, IOF closed the northern and western entrances to Tekoa village and reopened them later.

On 30 January 2023, IOF obstructed vehicles’ movement at Jab’ military checkpoint and closed Qalandia military checkpoint in occupied East Jerusalem and reopened it later. On the same day, IOF tightened restrictions at al-Container military checkpoint in Bethlehem, blocking traffic.

On 31 January 2023, IOF closed the western entrance to Husan village to vehicles’ movement and reopened it later.

On 28 January 2023, IOF tightened restrictions at military checkpoints established at the main and sub entrances to Jericho, including blocking traffic, searching vehicles and checking Palestinians’ IDs. 

So far in 2023, IOF established 618 temporary military checkpoints and arrested 31 Palestinians at those checkpoints.

عدوان على جنين.. ومقاومون يتصدون لاعتداءات الاحتلال في الضفة الغربية

مقاومون من مخيم جنين يتصدون لعدوان إسرائيلي على المخيم شمالي الضفة الغربية، وارتقاء عدد من الشهداء، ووقوع إصابات برصاص الاحتلال في المخيم. 

من تصدي أهالي مخيم جنين لاعتداءات قوات الاحتلال

أفادت وزارة الصحة الفلسطينية، اليوم الخميس، بارتقاء 9 مواطنين فلسطينيين على الأقل بينهم سيدة مسنة، وإصابة عدد كبير من الإصابات، جرّاء عدوان الاحتلال الإسرائيلي على مخيم جنين، في حصيلةٍ غير نهائية. 

أفادت وزارة الصحة الفلسطينية، اليوم الخميس، بارتقاء 9 مواطنين فلسطينيين على الأقل بينهم سيدة مسنة، وإصابة عدد كبير من الإصابات، جرّاء عدوان الاحتلال الإسرائيلي على مخيم جنين، في حصيلةٍ غير نهائية. 

وأشارت الوزارة إلى وجود 16 إصابة بينها 4 بحالة خطيرة، مشيرةً إلى أنّ شهداء قسم الطوارئ هم المواطنة ماجدة عبيد، وعبد الله مروان الغول، ومحمد صادق جرار.

ولفتت الوزارة إلى أنّه باستشهاد شهداء جنين اليوم، يرتفع عدد شهداء المخيم منذ بداية العام الحالي إلى 19 شهيداً.

واستشهد الشاب الفلسطيني عز صلاحات برصاص الاحتلال في مخيم جنين، في إثر العدوان على المخيم، بالتوزاي مع منع الاحتلال أطقم الإسعاف من الدخول إليه. 

كما أفادت وزراة الصحة الفلسطينية باستشهاد الشاب صائب عصام محمود ازريقي (24 سنة)، فيما أصيب 6 آخرين بينها إصابتين خطيرتين بالصدر والفخذ.

وأشارت وزارة الصحة الفلسطينية إلى وصول إصابة بالرصاص الحي في الشريان الرئيسي بالفخذ إلى مستشفى ابن سينا في جنين، مضيفةً أنّ وضعها حرج للغاية.

كما تحدثت وزارة الصحة عن إصابات بالاختناق في صفوف المرضى بينهم أطفال داخل مستشفى جنين الحكومي نتيجة إطلاق قوات الاحتلال قنابل الغاز في تجاه المستشفى. 

كذلك، استهدفت قوات الاحتلال سيارة إسعاف بشكل مباشر في مخيم جنين.

وانتشرت مشاهد فيديو تظهر جرافات الاحتلال وهي تعبث بالمخيم وتحطّم سيارات المواطنين وتدمر أي عائق أمام الآليات العسكرية خلال اقتحامها للمخيم. 

عدوان كبير وغير مسبوق على جنين

وشدّدت وزيرة الصحة الفلسطينية، مي الكيلة، أنّ “الوضع في مخيم جنين حرج”، مشيرةً إلى أنّ “الاحتلال يمنع إسعاف المصابين”. 

وأضافت الكيلة أنّ الوزارة تبلغت من الهلال الأحمر بوجود إصابات عديدة يصعب إنقاذها وإخلاؤها حتى الآن، مؤكّدةً أنّ “قوات الاحتلال يمنع دخول مركبات الإسعاف إلى داخل مخيم جنين”. 

وأفادت وزيرة الصحة الفلسطينية بأنّ “قوات الاحتلال الإسرائيلي اعتدت على مشفى جنين وأطلقت قنابل غاز في اتجاه المرضى”. 

وفي السياق، قال مراسل الميادين إنّ “جيش الاحتلال يستعد لتشكيل القبة الحديدية خوفاً من رد فعل من غزة في أعقاب العملية غير العادية في جنين”.

ووصف العدوان الإسرائيلي بالـ”عدوان الكبير غير المسبوق منذ سنوات لقوات الاحتلال الإسرائيلي على المخيم”. 

وتابع أنّ “العدوان الاسرائيلي على مخيم جنين غير مسبوق منذ سنوات، وهو جريمة منظمة”، مشدداً على أنّ “معظم الإصابات هي في الأطراف العلوية”. 

بدورها، ذكرت قناة “كان” الإسرائيلية أنّ “العملية العسكرية في جنين انطلقت بعد معلومات استخبارية من جهاز الشاباك حول نية حركة الجهاد الإسلامي تنفيذ عملية كبيرة ضد أهداف إسرائيلية، وكان الهدف من العملية اعتقال عضو بارز في الحركة”.

25 عملاً مقاوماً في الضفة الغربية والقدس

بالتزامن، رصد مركز المعلومات الفلسطيني، تنفيذ 25 عملاً مقاوماً في الضفة الغربية والقدس المحتلة خلال الـساعات الـ24 الماضية، بينها 5 عمليات إطلاق نار، وتفجير عبوات ناسفة وإلقاء زجاجات حارقة ومحاولة طعن.

وأوضح المركز بأنّ أعمال المقاومة تتواصل في الضفة الغربية والقدس المحتلة ضد قوات الاحتلال ومستوطنيه، حيث تصدى الشبان لاعتداءات المستوطنين أصيب خلالها اثنان من جنود الاحتلال.

كذلك، استهدف مقاومون حاجز قلنديا العسكري بالرصاص، وأطلقوا النار وألقوا العبوات الناسفة والزجاجات الحارقة في اتجاه قوات الاحتلال خلال اقتحامها مخيم شعفاط في القدس المحتلة.

وكان استشهد في مخيم شعفاط الفتى محمد علي محمد علي (16 عاماً)، برصاص قوات الاحتلال خلال المواجهات والاشتباكات التي اندلعت دفاعاً عن المخيم، أثناء هدم الاحتلال لمنزل ذوي الشهيد البطل عدي التميمي.

هذا وأطلق المقاومون النار وألقوا الزجاجات الحارقة في اتجاه قوات الاحتلال عقب اقتحامها بلدة بيت أمر في الخليل، وخلال اقتحام مخيم نور شمس في طولكرم.

وألقوا عبوات ناسفة على حاجزي الجلمة ودوتان في محافظة جنين، كما حاول الشهيد عارف لحلوح من مخيم جنين، تنفيذ عملية طعن ضد قوات الاحتلال قرب قلقيلية.

كذلك، اندلعت مواجهات في 9 نقاط متفرقة، شهدتها مناطق القدس ورام الله ونابلس وسلفيت وطولكرم والخليل.

شار إلى أن المقاومين يتصدّون بشكل كثيف لاقتحامات الاحتلال في الضفة الغربية.

حملة اعتقالات في الضفة الغربية

في غضون ذلك، اعتقلت قوات الاحتلال، فجر اليوم الخميس، 3 مواطنين من الضفة الغربية.

وأفاد مكتب إعلام الأسرى، بأنّ قوات الاحتلال اعتقلت الأسير المحرر أحمد خليل أبو لطيفة بعد مداهمة أحد المحال التجارية خلال اقتحامها لمدينة رام الله.

وأضاف مكتب إعلام الأسرى أنّ قوات الاحتلال اعتقلت الطالب في الثانوية العامة، أحمد محمد أبو نفيسة، بعد مداهمة منزله في بلدة طمون جنوب طوباس.

كما اعتقلت قوات الاحتلال الشاب عيسى المعطي بعد مداهمة منزله في مخيم الدهيشة في بيت لحم.

The Palestinian man Hamdi Shaker Abu Dayyeh, 40, was shot martyred today by Israeli occupation soldiers near Al-Khalil (Hebron), according to the Ministry of Health.

Security sources said that Israeli occupation soldiers manning a checkpoint at the northern entrance to the town of Halhoul, north of the southern West Bank city of Al-Khalil (Hebron), opened fire at a Palestinian man, critically injuring him before he was pronounced dead.

Witnesses said the soldiers prevented Palestinian ambulances from reaching the Palestinian, whose body was held by the army.

Abu Dayyeh is the 15th Palestinian to be shot and killed by Israeli occupation soldiers since the start of the year, including four minors.

Clashes in Jenin

The Zionist occupation forces stormed on Tuesday the two towns of Qabatiya and Barqin in Jenin, arresting four Palestinians and clashing with the Resistance fighters.

The Islamic Jihad Movement announced that its fighters managed to strike the Israeli occupation troops and confront the invasion.

Meanwhile, the spokesman of Hamas Resistance Movement Hazem Qassem stressed that the Zionist captives will never be released except in context of an honorable swap deal, adding that the video Al-Qassam Brigades circulated on Monday confirms the movement’s seriousness in this regard.

Hamas spox highlighted the procrastination of the Israeli government aimed at deluding the Zionists regarding the captives file.

The Zionist paper, Haaretz, indicated that the Israeli command is attempti9ng to escape any concession in the prisoners’ issue, while the military correspondent Amos Hariel tried to cast doubt on the veracity of Hamas video.

Palestinian Prisoner Maher Younes

The Zionist occupation authorities moved the Palestinian prisoner Maher Younes 40 hours before the end of his 40-year sentence from Negev jail to an unknown destination in an attempt to spoil his joy.

It is worth noting that the Zionist occupation police had warned against holding any event to celebrate Younes release.

Al-Aqsa Mosque

Guarded by the Israeli occupation forces, dozens of Zionist settlers stormed on Tuesday Al-Aqsa Mosque courtyards and wandered provocatively across them.

Meanwhile, the Palestinian worshipers continued flocking into the Holy Shrine despite the Zionist measures, amid calls to boost preparations to confront the Zionist assaults on the Mosque.

As the Religious Zionist Party forms part of Israel’s new government, fears arise of tensions over the Al-Aqsa Mosque compound leading to a new regional escalation. Israeli settler provocations at Jerusalem’s holy sites have a long history of causing civil unrest that runs counter to Washington’s foreign policy goals, which is why U.S.-based non-profits that finance Israeli extremists are all the more outrageous.

With far-right Israeli lawmaker Itamar Ben-Gvir pledging to fight for unfettered access to Al-Aqsa Mosque for extremist settlers, the conditions that could lead to an explosion of violence throughout occupied Palestine – and even regionally – are ripe. In May 2021, Israeli settler incursions into the Al-Aqsa Mosque, combined with routine attacks on worshipers by Israeli police, caused a war to break out between Israel and the Gaza Strip.

Once on the fringes of Israeli society, the extremist Temple Mount and Eretz Yisrael Faithful Movement have now entered the mainstream, with a leader of the second most powerful Israeli political party on their side. The temple mount group openly states on its website its intentions of destroying the Al-Aqsa Mosque compound as we know it today and building the Jewish “Third Temple” in its place – a virtual declaration of war against the Muslim world.

Although the extremist settlers who routinely storm the mosque are not necessarily close to achieving their end goal, they are hoping to see the new Israeli government grant them the full right to storm at will and perform religious rituals in Al-Aqsa. Such provocations could spark a round of tensions inside the Old City of Jerusalem and its surroundings, leading to a situation that the Secretary General of Lebanese Hezbollah, Seyyed Hassan Nasrallah, has vowed to challenge using a united resistance front, formed of a number of regional actors, including Yemen’s Ansar Allah.

THE ORIGINS OF THE AL-AQSA MOSQUE TENSIONS

Since the early days of the British Mandate period in Palestine, the Al-Aqsa Mosque compound and its surroundings have been central to both the Palestinian national struggle and to creating the grounds for greater conflict between Zionists and Palestinians.

The Zionist movement’s attempts to take over the Western (Wailing) Wall – attached to the outer walls of the Al-Aqsa site, have sparked a number of riots and clashes, culminating in the bloody 1929 al-Khalil (Hebron) uprising.

During the Ottoman Rule of Palestine, Chaim Weizmann, then head of the Zionist Organization, saw the Western Wall site as a prize to attain, initially in order to bring ultra-orthodox Jews into the Zionist camp. He attempted to purchase the site from the Islamic religious trust known as the Waqf. In Tom Segev’s book, “One Palestine, Complete,” he cites a letter written by Weizmann to his wife, where he described, “the minarets and the bell-towers and the domes rising to the sky are crying out that Jerusalem is not Jewish,” clearly indicating a need to change the city’s character.

According to Yehoshua Porath’s book, “The Emergence of the Palestinian-Arab National Movement 1918-1929”, during tensions between Zionists and Palestinians in 1920s Jerusalem, the precedent was already set for Muslim fears over any change in the status quo at Jerusalem’s holy sites. Porath writes that the Palestinians understood Zionist attempts to change the status quo at the Western Wall site as a gradual attempt to take over the Haram al-Sharif (otherwise known as the Dome of the Rocks mosque), located in the Al-Aqsa Mosque compound.

In reaction to Zionist attempts to attain more control in the Old City, the former Grand Mufti of Jerusalem, Haj Amin al-Husseini, created a large campaign to both refurbish the site and to signal to Muslims that the Al-Aqsa Mosque was under attack. This campaign ended up increasing the importance of the third-holiest site in the Islamic faith and in the Palestinian national struggle, combining the religious significance of al-Aqsa with the Palestinian fight for national liberation. The fact that Judaization attempts were being made by leaders of the Zionist movement, pre-dating the British Mandate rule itself, remains stored in the Palestinian collective consciousness until this day.

AL-AQSA UNDER THE LAW

The position that is maintained by the United Nations, despite Israel having passed its own legislation to annex Jerusalem in 1980, is that under international law, the territory is considered to be occupied. The international community “rejects the acquisition of territory by war and considers any changes on the ground illegal and invalid”, is the way the issue of Israel’s claims to sovereignty over the city it viewed by the UN. In addition to this, the status quo, as per Israel’s agreement with Jordan, is that the Jordanian Waqf has the right to maintain security inside the Al-Aqsa compound, whilst Israeli forces have the right to manage security on the Holy Site’s exterior.

Despite attempts to change it, Israeli law states that performing acts of religious worship inside the site is forbidden for Israeli Jewish citizens. Jewish Israelis are allowed to enter as tourists, as is the case for non-Muslim international travelers to the site. However, the Israeli police that operate security checks surrounding Al-Aqsa clearly do not abide by this precedent.

Israel has no right, under international law, to any of Jerusalem. One way that Tel Aviv could have been granted legitimacy in Jerusalem was through a potential peace deal with the Palestine Liberation Organization (PLO), with no such deal having yet taken place. Between 1993 and 1995, both Israel and the PLO signed what was known as the Oslo Accords. Oslo gave birth to a semi-autonomous Palestinian governing body – the Palestinian Authority – in some limited areas of the West Bank and Gaza. The series of agreements between the PLO and the Israeli government was supposed to lead to a process by which a Palestinian State could be created.

Although Israeli negotiations with the Palestinian Authority (PA), currently based out of the city of Ramallah, never resulted in a peace deal, the PA had only ever claimed for their state to include East Jerusalem. Under international law, without a viable Palestinian state – one that has its capital in East Jerusalem, Israel has no legal right to any part of the city.

Despite this, in 2000, then-Israeli opposition leader, Ariel Sharon, stormed the Al-Aqsa compound, causing a mass Palestinian revolt. Sharon’s move followed a march that had just taken place to commemorate the 1982 Sabra and Shatila massacres of around 3,500 Palestinians and Lebanese civilians – massacres that Sharon played a central role in facilitating.

For Palestinians, it was the act of an Israeli politician storming the Al-Aqsa Mosque site that served as the straw that broke the camel’s back. The uprising across the Occupied Territories known as the Second Intifada began in September 2000 and continued officially until 2005.

ISRAEL’S GROWING ENCROACHMENT ON AL-AQSA

Over the past two years, the Israeli assaults on Palestinian worshipers inside the Al-Aqsa Mosque compound have been extremely pronounced, especially during the Muslim holy month of Ramadan. Israeli riot police have repeatedly stormed the site, injuring hundreds of Palestinians and even killing a young man earlier this year. The war between Gaza and Israel in 2021 began as a result of tensions surrounding Al-Aqsa and the threat of an Israeli settler “death to Arabs” march penetrating the compound’s walls.

Leading up to the 2021 conflict, Israeli police had restricted access to the site for prayer during the month of Ramadan and even closed off the minarets at Al-Aqsa to prevent the call to prayer. In 2019, the Israeli Mayor of Jerusalem, Moshe Leon, pushed to install quiet speakers at the Mosque site, which indicates that the action performed by the Israeli police was likely not arbitrary and fits into a trend of extinguishing the Islamic presence in the city.

Going further back, in 2010, an Israeli terrorist attempted to detonate explosives in order to blow up the Al-Qibli Mosque inside the Al-Aqsa compound. This attack was followed by continued attempts by settlers to invade the area. 2015 however, was when the provocations began to take off in an unprecedented manner, with the number of Israeli settlers choosing to storm the Al-Aqsa Mosque steadily increasing since that time.

According to Yaraeh – an organization that promotes settler incursions into Al-Aqsa – from August to October 2021, approximately 10,000 Israeli settlers entered the Al-Aqsa mosque compound, representing a 35% increase from previous years. This October, Yaraeh proudly announced that almost 8,000 settlers stormed the site in one month – the highest on record and more than in the entirety of 2012

In 2021, Hagit Ofran, the director of Peace Now’s Settlement Watchdog, told +972 Magazine that Israeli prime minister Benjamin Netanyahu’s government had been responsible for tensions at the al-Aqsa site, “so much so that it was the reason Netanyahu was no longer in touch with Jordan’s King Abdullah II”. Since the occupation of Jerusalem in 1967, Israel and Jordan have been bound by an agreement that maintains the “status quo” at the site, which involves Tel Aviv respecting the Hashemite King of Jordan’s symbolic custodianship over Al-Aqsa.

With Netanyahu returning to power, the Jordanian element to this story is particularly important. Netanyahu is backed by fanatical Israeli lawmakers who would like to see Palestinian citizens of Israel expelled from the country altogether. Although Jordan’s King Abdullah II is not likely to abandon his nation’s 1994 peace treaty with Tel Aviv, it is clear that during the Trump administration years, the Hashemite ruler had been isolated after taking a stance against the Netanyahu-Trump “Deal of the Century” model to end the Palestine-Israeli conflict. There are even reports that Benjamin Netanyahu, along with Saudi Arabia’s Crown Prince Mohammed bin Salman, was involved in attempts to hatch a coup plot to overthrow the Jordanian monarch – one that was publicly quashed in April 2021. The Israeli role in the alleged U.S.-Saudi campaign to undermine Abdullah was said to have been part of an attempt to strip the Hashemites of their symbolic custodianship over Al-Aqsa.

Under the Biden administration’s combined efforts with the former Bennett-Lapid government of Israel, Amman had again grown closer to Tel Aviv and even signed a memorandum of understanding for a “water for clean energy” exchange agreement. However, with Netanyahu’s return to power and the current weakening of the Palestinian Authority, if tensions arise from the growing encroachment upon Al-Aqsa, Jordan’s ruler could again be undermined. The Jordanians and Palestinian Authority have already joined hands, sending a message to the U.S. and E.U. to demand that no change be made to the status quo at Al-Aqsa as the new Israeli government comes to power.

In addition to its plans for the expulsion of thousands of Palestinians in neighborhoods like Silwan, Israel is also demolishing Islamic burial sites in the Old City. The Israeli Supreme Court has also been complicit in rejecting appeals to prevent a cable car project in the Old City, which will economically impact local Palestinians, as well as destroy their heritage sites. Recently, the Grand Mufti of Jerusalem has condemned the rising settler attacks on holy sites throughout the city, but his statements largely fell on deaf ears.

Given all the context noted above, it is fair to assume that another escalation is only around the corner and that due to the silence of the international community, the Palestinian people will be left to defend their holy sites on their own. When this happens, however, it is likely that much of the Western world, along with Israel, will act as if the Palestinians are being violent and unreasonable, and motivated purely by anti-Semitism.

U.S. FUNDING OF EXTREMIST TEMPLE MOUNT GROUPS

The Temple Mount movement, which explicitly expresses its desire to not only change the status quo at Al-Aqsa but to build the ‘third temple’ by destroying the Islamic Holy site there, is spearheaded by American-born Israelis. There has been significant financial as well as promotional support from U.S. citizens and organizations. Lately, prominent conservative commentators Ben Shapiro and Jordan Peterson have themselves entered the site in the presence of extremist Temple Mount figures. Among both Christian and Jewish Americans, the issue has been of importance for starkly different religious reasons.

The Temple Institute, the most notable of a number of organizations that advocate changing the status quo at the Al-Aqsa compound and building the Jewish third temple, was revealed by a Haaretz news investigation to have been funded by a leading U.S. donor to Benjamin Netanyahu. The Temple Institute, founded in 1987 by Rabbi Yisrael Ariel, received $96,000 from the U.S.-based One Israel Fund in 2012 and 2013 alone, with a number of other American organizations also contributing donations during that time. The 2015 Haaretz report uncovered that the financing of extremist Temple Mount groups comes from a large pool of tax-exempt charitable organizations that are based in the United States, ranging from New York and California to Texas.

According to the Temple Institute’s last publicly available financial report, for the years 2019 and 2020, the organization received over $2.9 million in funding. Around half came from the Israeli government, with the other half coming from donations. To contribute funds from the United States to the Temple Institute, donors can be directed from a website called America Gives, partnered with Israel Gives, a website from which you can directly aid to the Temple Institute. American Support for Israel, U.K. Gives and Canada Charity Partners are all set up to receive donations from outside of Israel.

American-born ex-Likud Party Knesset member, Yehuda Glick is a prominent figure in the Temple Mount movement and heads the Shalom Jerusalem Foundation. On the foundation’s official website, you can find a donation campaign that hopes to attract people who seek to “see the rebuilding of the Third Temple speedily in our time”. The foundation collects money through a tax-exempt charity based in New Jersey called the Jerusalem Friendship Alliance INC and collected more than $1.8 million in total revenue between 2011 and 2020.

The above-noted means of donating from the United States to the Temple Mount movement are but only a sample of a much larger pool of charitable organizations, through which American organizations and private persons can give money to a cause that runs counter to U.S. policy. Washington supposedly supports maintaining the status quo at Al-Aqsa.

FEARING A REPEAT IBRAHIMI MOSQUE MASSACRE SCENARIO

In 1994, after years of attempts by extremists to change the status quo at the Ibrahimi Mosque in the West Bank city of al-Khalil (Hebron), the settlers were finally successful. On February 25, U.S.-born Israeli settler Baruch Goldstein entered the Ibrahimi Mosque with an automatic weapon, opening fire on Palestinian worshipers. The horrifying terrorist attack resulted in the murder of 29 people and the injury of 125 others, in what Palestinians claimed was a settler plot with indirect support from the Israeli military.

Shortly after the attack, Israel declared the old city of Al-Khalil a closed military zone, later seizing 60% of the Ibrahimi Mosque and turning it into a synagogue closed off to Palestinians. The attack was a resounding success for the Israeli terrorist, who had achieved his goal of making Palestinians pay for falling victim to his actions, and making the life of those living in the Old City miserable and subjected to constant checkpoint stops. Today, Al-Khalil’s Old City is one of the most disturbing areas to visit in all of Palestine, as settlers occupy homes that Palestinians have been expelled from, while simply visiting the Ibrahimi Mosque comes with a humiliating journey through a military checkpoint and a number of stops.

Although violent attempts to destroy the Al-Aqsa Mosque compound have not yet returned into the fold, the possibility of extremist attempts to use violence at the site is always a fear in the back of every Palestinian’s head. This fear is not unfounded, nor is it without historical precedent, as the Jewish Underground terrorist group had attempted just this back in the 1970s and 1980s; to not only blow up al-Aqsa Mosque but to detonate bombs on packed Palestinian civilian buses in East Jerusalem. Yehuda Etzion, a former member of the Jewish Underground who attempted to blow up Al-Aqsa in 1984, today still advocates building the third temple. Etzion continued to agitate, heading the Chai Vekayam movement that played a prominent role in promoting the Temple Mount movement in the early 2000s. The Jewish Underground is no longer operating, and many of its members were arrested for their violent attacks and plots. However, interestingly, the funding for this organization came primarily from within the United States.

The extremist settler, Baruch Goldstein, who was responsible for the Ibrahimi Mosque massacre, was a protégé of the extremist Israeli political figure known as Meir Kahane, the founder of the infamous Kach movement, whose armed wing was the Jewish Defense League (JDL).  The Kach movement was eventually outlawed in both Israel and the United States, with the JDL being designated a terrorist group for its violent antics. Today, former members of the Kach movement and those sympathetic to its cause, such as Itamar Ben-Gvir, are now about to take cabinet positions in the new Israeli government.

Those who follow the beliefs of Meir Kahane, whose group carried out bombing attacks on U.S. soil, are called Kahanists. A 2019 Investigation conducted by The Nation revealed that a web of non-profit American organizations was financing Kahanist groups affiliated with the Religious Zionism Party, which is poised to become the second most powerful Israeli political party under the new Netanyahu administration. An Intercept report in early November then followed up on The Nation’s findings and revealed that tens of millions of dollars had been donated to Israeli far-right groups affiliated with the Religious Zionism Party. Religious Zionism openly advocates for changing the status quo at Al-Aqsa. Its most prominent figures, Itamar Ben-Gvir and Bezalel Smotrich, have both stormed the Al-Aqsa mosque this year.

The Biden administration has not changed Washington’s long-standing position of maintaining the status quo at al-Aqsa. However, its position of upholding “unwavering support” for Tel Aviv directly contradicts this position. The Israeli government, the recipient of $150 Billion in U.S. aid, directly finances the Temple Institute and other far-right organizations. Some of Israel’s most prominent political figures also support the idea of building the Jewish Third Temple and actively call for changing the status quo at Al-Aqsa.

Organizations that are the most prominent in promoting these ideas receive a large sum of their finances from U.S.-based tax-exempt organizations. If the U.S. government does not decide to put its foot down and make its support for Israel conditional, a major flare-up over the status of Al-Aqsa will be on its hands – an escalation that could cost Washington its relationship with Jordan and even leaderships in the wider Muslim world. The Al-Aqsa Mosque’s status is an issue that is close to the hearts of over 2 billion Muslims worldwide and attempts to destroy it will be tantamount to a declaration of Holy War, funded by tax-exempt U.S. organizations.

How did IOF become a symbol of division within the Israeli occupation?

    The lack of discipline within the Israeli occupation forces reflected in actions carried out in occupied Al-Quds and the West Bank is causing discord within the political and military establishments.

    Ever since the latest elections in the Israeli occupation showed right-wing and far-right parties winning the required majority for the formation of a cabinet, the Israeli occupation did not stop talking about the repercussions of the election results and its reflection on the performance of the security and military establishments.

    One of the most significant establishments in the limelight is the Israeli occupation forces, or the “Israeli army”, which is seen as one of the last establishments bringing illegal Israeli settlers together.

    Israeli media has been criticizing the undisciplined behavior of IOF soldiers, which was prevalent in the occupied West Bank and occupied Al-Quds through various actions carried out by the occupation forces.

    The actions in question have sparked a heated debate within “Israel” that reached the top of the political and military-security establishments in light of the public stances and statement, seen by many as “incitement” against senior IOF officials, as well as calls for soldiers to disobey direct orders from their superiors.

    The aforementioned debate saw Chief of the General Staff of the Israeli occupation forces Aviv Kochavi stressing that he would not allow for the IOF to be used to push certain political agendas.

    IOF warns government

    Several Israeli media reports said Kochavi held talks with the commander of the 84th “Givati” Brigade, Colonel Eliad Maor, and the commander of the Givati infantry brigade’s Tzabar battalion, Lieutenant Colonel Aviran Alfasi, during which he declared his support for the two and criticized the Knesset Members that attacked the IOF because the aforementioned officers sentenced a soldier to 10 days in military prison for taunting left-wing activists in Al-Khalil.

    This comes after far-right Otzma Yehudit chief Itamar Ben Gvir condemned the IOF for punishing the soldier, prompting Kochavi to draw the line at political interference in military decisions, saying that was “unacceptable”.

    “Slandering commanders on political grounds is a slippery slope that we as a society must not slide down. We will not allow any politician, neither from the right nor from the left, to interfere in command decisions and use the army to promote a political agenda,” Kochavi said, noting that any political interference in the IOF drastically impacts its ability to carry out tasks, as well as its so-called “legitimacy”.

    Kochavi had issued a letter to Israeli soldiers condemning their behavior in Al-Khalil and stressing that the IOF was an establishment that did not allow its members to express their political affiliations or carry out actions that stem from their political beliefs.

    Israeli Prime Minister Yair Lapid touched on far-right MKs’ criticism of the IOF and noted that the new government’s ministers were already inciting the Israeli soldiers against their officers and superiors before it even started performing its duties. “The incitement against the [Israeli army’s] officers is dangerous and destructive. It is unbelievable that ministers and MKs are asking soldiers to disobey their superiors,” Lapid said.

    Former Chief of the General Staff, the founder of the Dahya Doctrine, and Knesset member Gadi Eizenkot warned that the incoming government coalition could lead to the disintegration of the Israeli occupation forces.

    Meanwhile, incoming Israeli occupation Prime Minister Benjamin Netanyahu issued a statement commenting on the issue, saying: “The Israeli army is the army of all Israelis, and I call on everyone, whether the right or the left, to keep [the IOF] out of any political conversation.”

    Netanyahu had held back from commenting on the conduct of Israeli soldiers at a time when his son, Yair Netanyahu, attacked Kochavi several times over the past few days.

    IOF warns of dark future

    The increase in resistance operations in the occupied West Bank pushed the Israeli occupation forces to send a message to the Israeli government, basically telling “Tel Aviv” that the situation in the West Bank was getting worse.

    Israeli newspaper Yedioth Ahronoth political affairs analyst Yossi Yehoshua said IOF officials were highly pessimistic regarding whether the Palestinians were heading in the coming months, especially in light of the latest security and political development. 

    The status quo has promoted the Israeli occupation forces to send a strategic alert to the political institutions that the situation in the occupied West Bank, occupied Al-Quds, and the Gaza Strip could deteriorate at any given moment, Yehoshua added before noting that the faces of the officers that delivered the message looked just like the intelligence they provided, i.e., they looked pessimistic.

    The message came after data showed that 134 Palestinians have been martyred so far this year, a stark increase from last year’s 76 martyrs, according to an Israel Hayom correspondent.

    The newspaper reported that the Israeli Central Command (Pakmaz) described the latest developments in Al-Khalil, which saw a soldier facing off with several left-wing protestors, as highly dangerous, admitting that they need to find a way to nip such situations in the bud.

    The correspondent, Lilach Shoval, added that the Israeli security and military establishments perceived the future with cynicism due to violence being prevalent in the occupied West Bank, where Palestinians are increasingly using firearms as the Palestinian Authority is losing its grip on the region.

    Shoval also said that the aforementioned establishments were also worried about “local groups of violent subverters” in the West Bank that could try and follow in the footsteps of the Lions’ Den, noting that the heightened concern within “Israel” also goes back to the stark increase in nationality-based crimes committed by Israelis against Palestinians and the Israeli occupation forces.

    The uptick in violence and the Palestinian Authorities’ inability to establish control over its territories sparked pessimism within the security and military establishments, Shoval claimed, adding that the latter has long been noticing the lack of governance from the PA.

    Israeli Haaretz newspaper political affairs analyst Amos Harel said that the security coordination between the PA and the Israeli occupation was still working well for the occupation, especially in places where the PA had interests undermining Hamas and the Palestinian Islamic Jihad movement.

    Harel also spoke about the IOF’s preparedness for war after “Tel Aviv” called dozens of reserve battalions to service this year in an unplanned manner and against the proclaimed goals of the Chief of Staff to lessen the load on the reserve soldiers.

    IOF to become an army for half the Israelis

    The state of anxiety about the bleak future in the Palestinian and internal arenas, which was expressed by the IOF, was also echoed in Israeli media, whose commentators pointed out that recent events, such as the incident in Al-Khalil, indicate a division among Israeli settlers.

    Militias within the IOF: Israeli Walla! website political correspondent Barak Ravid, warned that the campaign in support of the soldier who attacked a left-wing activist in Al-Khalil was a guaranteed recipe for disaster for the Israeli occupation forces, as it could dismantle it from within and turn it into a group of militias.

    Kochavi’s weakness: Israeli Haaretz newspaper columnist Rogel Alpher criticized Kochavi harshly. He said that the message Kochavi sent Israeli soldiers, in which he condemned the incident in Al-Khalil, proves that he completely failed on a professional and moral level.

    Alpher highlighted how the IOF was acting in the West Bank contrary to the values ​​and morals cited in Kochavi’s letter. He said that the entire chain of command under Kochavi had a different spirit than the military leader wants, the spirit of Ben-Gvir. According to the writer, Kochavi’s letter proves that he has no control over his soldiers’ conduct, as they openly go against his directions.

    Ben-Gvir’s mood: The incident that took place in Al-Khalil once again caused a heated debate about the reality and repercussions of the politicization of the Israeli occupation forces and the polarization within them. 

    The discussion then arose about far-right MK Itamar Bin-Gvir and his prevalence within the IOF, as well as the challenges the military will face under a pure right-wing government where Ben-Gvir, a convict and Zionist extremist, the minister of security, and where Benjamin Netanyahu is the most “left-leaning” official.

    In a similar vein, a recent opinion poll conducted by Israel Democracy Institute showed that the mood of the general Israeli public was becoming increasingly violent and extremist toward Palestinians.

    Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages and suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

    On 18 November 2022, 3 Palestinians, including a child, were wounded with rubber bullets during IOF’s suppression of Kafr Qaddoum weekly peaceful protest, north of Qalqilya. In the evening, a child was injured with a rubber bullet in the arm during clashes with IOF near Checkpoint (300), north of Bethlehem. A child was also wounded with a live bullet in the foot during clashes with IOF at the entrance to Al-Arroub refugee camp, north of Hebron.

    On 19 November 2022, A Palestinian was wounded with a live bullet during clashes with IOF after the latter moved into Tulkarm, raided shops, and confiscated surveillance camera recordings.

    On 20 November 2022, IOF beat up and kicked two sisters namely Raghad (13) and Dina Mustafa ‘Abyat (14) before detaining them for some time when they were in an agricultural land adjacent to the “Abi HaNahal” settlement established on Kisan village lands, east of Bethlehem.

    In the Gaza Strip, 9 IOF shootings were reported on fishing boats off the Gaza shores  to the west, mostly in the northern Gaza Strip, and 2 other shootings were reported on agricultural lands in the eastern Gaza Strip.

    So far in 2022, IOF attacks killed 169 Palestinians, including 113 civilians: 35 children, 8 women, 2 Palestinians killed by Israeli settlers and the rest were activists; 18 of them were assassinated in IOF’s attacks in the Gaza Strip and West Bank. Moreover, 5 Palestinian detainees, including a woman, died in the Israeli prisons.

    Land razing, demolitions, and notices

    IOF demolished 3 houses, rendering 3 families of 16, including 3 women and 8 children, homeless, demolished 4 facilities, including a school, and removed a crescent and ceiling of a minaret in an old mosque in the West Bank, including East Jerusalem. Details are as follows:

    On 18 November 2022, IOF confiscated an agricultural tractor and stopped plowing a plot of land in Sha’ab al-Batem area, east of Yatta in Hebron, under the pretext of “closed military zone”.

    On 20 November 2022, IOF forced a Palestinian to self-demolish his under-construction house in Ras Al-‘Amoud neighborhood in East Jerusalem upon an Israeli municipal decision, under the pretext of unlicensed construction, noting that the house is a 2-stoery floor built of bricks and pellets.

    On 21 November 2022, IOF demolished a 2-storey house with an area of 250 sqms in Duma village, southeast of Nablus under the pretext of unlicensed construction in Area C, rendering 3 families of 16, including 3 women and 8 families, homeless. Also, IOF demolished a 40-sqm poultry farm in the same area. Meanwhile, IOF demolished a 2-story country house of 50 sqms and levelled a 1200-sqm agricultural land, including a 250-cup water container in southern Duma under the pretext of unlicensed construction in Area C. On the same day, IOF demolished a barrack used as a warehouse for agricultural tools in Nabi Elias village, east of Qalqilya under the pretext of unlicensed construction.

    On 22 November 2022, the Israeli municipality crews and the Israeli Antiquities Authority removed the ceiling and crescent of a minaret in the Jerusalem Qal’ah Mosque in Bab Al-Khaleel area, East Jerusalem under the pretext of carrying out restoration works in the area and turning it into a Judaized Museum. On the same day, the occupation forces handed notices to stop construction works in 8 houses in Qarawat Bani Hassan, west of Salfit, under the pretext of not having a license.

    On 23 November 2022, IOF demolished Al-Sumoud and Al-Tahadi School in Khirbet Safa Al-Fawqa, south of Hebron after confiscating students’ desks and seats. The 120-sqm school was built of bricks and tinplate and housed 4 classrooms, 2 administration rooms and a health unit. 22 students studied at this school coming from the mentioned area, noting that the school was established 3 months ago. On 17 November 2022, IOF handed a military order holding number (1797) to demolish the school within 96 hours.

    Since the beginning of 2022, Israeli occupation forces made 134 families homeless, a total of 783 persons, including 154 women and 354 children. This was the outcome of IOF demolition of 150 houses and many residential and agricultural tents. IOF also demolished 102 other civilian objects, leveled vacant areas of land, and delivered hundreds of notices of demolition, cease-construction, and evacuation.

    Settler-attacks

    Settlers carried out 10 attacks, causing bruises to Palestinian civilians and damage to homes and vehicles in the West Bank. Details are as follows:

    On 17 November 2022, settlers threw stones at Palestinian vehicles traveling on Street 55 between Nablus and Qalqilya. Also, settlers, protected by IOF, closed the entrance to Al-Tuwana village, south of Hebron, after organizing a march at the village entrance and chanting racist slogans calling for the death and expulsion of Arabs from the village.

    On 18 November 2022, a child sustained bruises and fractures after settlers assaulted a house in the ‘Arab al-Maleihat Compound on the main road between Jericho and Ramallah. On the same day, settlers moved into the Qurna area in Yasuf village, east of Salfit, established tents on the Palestinian lands and threw stones at the Palestinian vehicles traveling near the entrance to Kafl Haris village, north of Salfit. In the evening, settlers from “Kiryat Arba” settlement attacked a house and punctured the tires of two vehicles in Al-Mohawel area, east of Hebron.

    On 19 November 2022, a Palestinian was injured in the eye after settlers threw stones at him during a march they organized in Tel Rumeida in Hebron, under the pretext of celebrating the “Sarah Shabbat”. During the march, settlers, protected by IOF, attacked a house, removed the barbed-wire fence, forced shops to close on the old and new Al-Shalala Streets, attacked them with stones, assaulted vegetable stalls, broke the glass of a mosque door, and assaulted vehicles. Settlers also threw stones at the Palestinian vehicles traveling in northern Qalqilya.

    On 20 November 2022, a child sustained bruises when he fell off his bicycle after settlers chased him and threw stones at him, east of Hebron.

    On 21 November 2022, settlers slashed the tires of 4 cars, wrote racist slogans on two houses, and set fire to olive trees in Ramin village, south of Tulkarm.

    Since the beginning of the year, settlers conducted at least 247 attacks. In two of the attacks, 2 Palestinians were killed.

    IOF incursions and arrests of Palestinian civilians:

    IOF carried out 176 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 49 Palestinians were arrested, including 7 children. In the Gaza Strip, on 17 November 2022, IOF arrested a Palestinian from Deir al-Balah camp when he was on his way back from work via Beit Hanon “Erez” crossing.

    So far in 2022, IOF conducted 7924 incursions into the West Bank, including occupied East Jerusalem, during which 4442 Palestinians were arrested, including 439 children and 45 women. IOF also conducted 34 limited incursions into eastern Gaza Strip and arrested 99 Palestinians, including 58 fishermen, 32 infiltrators, and 9 travelers via Beit Hanoun “Erez” Crossing.

    Israeli collective punishment and closure policy and restrictions on freedom of movement:

    The Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update of the Gaza crossings.

    In the West Bank, IOF continue to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 89 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 2 Palestinians at those checkpoints.

    On 17 November 2022, IOF closed with sand berms Al-Zarzour intersection connecting several neighborhoods in Hebron with.

    During this week, IOF closed several times the checkpoints and entrances to villages in East Jerusalem and Bethlehem for long hours before reopening them after obstructing the citizens’ movement.

    So far in 2022, IOF established 4089 temporary military checkpoints and arrested 185 Palestinians at those checkpoints.

    Settler Pogroms Against Palestinians Will Become the Norm Under New Israeli Government

    Saturday, November 19, 2022, was according to Jewish tradition Shabat Chayei Sarah – the Shabbos, or Saturday commemorating the death and burial of the biblical matriarch Sarah. In the biblical story, her husband Abraham purchased her burial plot in the ancient city of Al-Khalil. According to Rabbi Yaakov Shapiro, the “commemoration” events that Al-Khalil has been subjected to over the last few decades have nothing to do with Jewish tradition, only, “Zionist Embellishments.”

    Al-Khalil, or Hebron in Hebrew, is the largest city in the West Bank, with close to a quarter of a million residents. The Old City part of Al-Khalil, also known as H-2, is a beautiful place, with narrow alleyways and architecture that bears witness to the centuries of grandeur it enjoys, the fourth-holiest city in Islamic tradition. Around 25,000 Palestinians and close to 800 Jewish settlers live in the old city. The settlers are vile, racist and violent to a point where 800 of them are able to terrorize thousands of their Palestinian neighbors.

    Besides that, there is a massive military presence in the Old City of Al-Khalil. This military presence includes at least one full combat brigade which monitors the more than five hundred checkpoints and movement barriers that exist within one square kilometer or approximately 0.4 square miles of the city. The military is there to assist the settlers, not protect the Palestinian civilians who they are constantly terrorizing.

    THIRTY THOUSAND SETTLERS

    The “settler” community is a deeply racist, anti-Palestinian movement that had appeared on the scene after the Israeli attack on its neighbors of 1967, and the consequent occupation of the West Bank, the Gaza Strip and East Jerusalem. This conquest was marketed as an act of the almighty, and a movement of thousands of religious Zionist zealots began invading the West Bank. Al-Khalil was one of their first targets, and they were successful in establishing a city for themselves on the lands of Al-Khalil called Kiryat Arba.

    Today, this settler movement mobilizes its people to wherever they want in order to terrorize Palestinians. In May 2021, they sent hundreds of their members to the occupied city of El-Lyd where they rioted and terrorized Palestinian residents of the city. During the attack, they murdered Musa Hassuna, a 31-year-old truck driver, whose family I met. They also rioted and attacked Palestinians in Bi’r Saba in the Naqab and tried to invade local Palestinian Bedouin communities, but were pushed back.

    Last weekend, 30,000 settlers converged on the city of Al-Khalil where they, along with the Israeli military, proceeded to terrorize local Palestinians. Even as they invaded Palestinian homes, destroyed shops and attacked people in the streets, the Israeli army was ordering Palestinians to close their shops and leave the area, thus permitting the Israeli setters to riot without interruption.

    Anyone who has been to Al-Kalil and particularly to H-2 knows how small and crowded it is. To imagine thirty thousand racist thugs with a license to destroy anything in their path is a terrifying image. And yet there they were.

    THE FIRST OF MANY

    The Israeli media described what happened in Al-Khalil as a pogrom. Pogroms were known as murderous riots perpetrated against Jews throughout Eastern Europe and usually resulted with entire communities destroyed and countless dead. This riot in Al-Khalil was by no means the first riot by the settler movement. It was, however, the first open riot since the Israeli elections. The election results gave the leaders of the settler movement unprecedented power, and it is expected that they will now be given influential cabinet and sub-cabinet positions, as well as control over important parliamentary committees and appropriation of government funds. This means more money and more licenses than ever before to build and to displace Palestinians.

    One portfolio they are demanding is a new government office titled, “The Negev, Galilee and the Periphery.” If they do receive this, it will mean control over areas within 1948 Palestine, where there are still large Palestinian communities.

    Their new-found power is also a sign for their base to continue and escalate their vigilantism on the ground, killing, destroying property and generally terrorizing Palestinians everywhere. Other areas where we see members of this movement rioting freely is in the northern West Bank around Za’atara Junction which leads to the cities of Nablus and Jenin.

    In that area surrounding Za’atara Junction are towns like the tiny and incredibly beautiful village of Yanoun and the larger town of Akraba, with close to twenty thousand people. All Palestinian communities in that area have seen settler violence and rioting, and they can expect to see a great deal more violence now that the elections have given them a boost. Similarly, the cities of Lyd, Ramle and Yafa as well as the Naqab are all in grave danger.

    NO SECURITY PROVIDED FOR PALESTINIANS

    The main point to be taken from the results of the Israeli elections is that the lives of Palestinian have never been in more danger than they are now. If one could assume that the reality for Palestinians will continue to be as it has, as one Israeli historian called it, a slow genocide, now it is clear this is not going to be the case. The Israeli politicians who are expected to be in the coalition – people like Itamar Ben-Gvir and Bezalel Smotrich – want the Palestinians out or dead. They will act with greater authority to accomplish the full ethnic cleansing of Palestine, as well as the destruction of Al-Aqsa Mosque and the erection of a so-called Jewish temple in its place.

    They demand full control of the budgets and policymaking regarding Palestinians throughout the country. They want an easing of the rules of engagement vis-à-vis the Palestinians and the death penalty for all Palestinian political prisoners. They also call for what they term “stronger governance” over the Palestinian population – a code word for tighter control, more expulsions, home demolitions, arrests, torture and killing.

    Palestinians are provided no security, no safety and no protection by anyone. The Israeli authorities are certainly not going to provide security or protection for Palestinians who are terrorized by the army or by groups of Israeli Jewish vigilante gangs. The international community is unwilling to intervene, and the United Nations has no means of enforcing its resolutions regarding Israel.

    So who may Palestinians turn to as the violence against them increases? One particularly disturbing video posted on Twitter during the riots in Al-Khalil shows a young Palestinian man, Yousef Azza from Tel-Rumeida, in the Old city of Hebron running to get help. Settlers invaded his home and attacked his mother and sisters. He tried to approach the soldiers, and his fury and fear are evident as he fails to find help.

    Just as Yousef Azza tried in vain, so do Palestinians everywhere try in vain to seek help from Israeli authorities, the Israeli public, the international community and the various non-governmental organizations that operate in Palestine. However, there is no entity that is willing to step in to save Palestinians as they continue to be terrorized by Zionist gangs.

    رام الله | دخلت الخليل وأريحا، على مسافة أيّام قليلة من انتخابات «الكنيست»، على خطّ الاشتباك، لتُبدِّد «نشوة النصر» الإسرائيلية في نابلس وجنين، ومعها جميع إجراءات الطوارئ الأمنية التي تتعزّز تباعاً خشيةَ تنفيذ عمليات فدائية. عمليات أقرّ وزير أمن العدو، بيني غانتس، أنه لن يكون في المستطاع «منْعها كلّها»، متحدّثاً عن «أثمان مؤلمة وصعبة… وتحدّيات كبيرة». وتُنذر عمليتا الخليل وأريحا بتداعيات سيتحدَّد حجمها في الأيام المقبلة، مع تمدُّد حالة الاشتباك من شمال الضفة إلى جنوبها، ما يضع المنطقة بأكملها – وذلك سيناريو الرعب الإسرائيلي – في حالة مقاومة لن يكون من الممكن تحجيمها


    في ذروة الاستنفار الإسرائيلي في الضفة الغربية المحتلّة، جاءت عملية «كريات أربع» التي نفّذها الشهيد محمد الجعبري، لتهدِم نشوة المنظومة الأمنية والاستخباراتية للعدو، والتي يعيشها الاحتلال منذ ارتكب جرائمه الأخيرة في نابلس وجنين؛ كما جاءت لتُبدِّد جميع الإجراءات التي اتّخذتها المؤسستَان العسكرية والأمنية مع اقتراب انتخابات «الكنيست»، خشيةَ تنفيذ عمليات فدائية. وتُنذر عملية الخليل التي تحمل في طيّاتها دلالات عسكرية وجغرافية غاية في الأهميّة، بتداعيات سيتحدَّد حجمها في الأيّام المقبلة. وإلى مقتل مستوطن وإصابة آخرين، فإن تداعياتها تبدو أكثر خطورة، مع تحرُّك مدينة الخليل بعد أشهر من حالة الهدوء النسبي الذي عاشته المحافظة، والذي من شأنه – إذا قُدِّر له أن يستمرّ ويتّسع – أن يقلب الأوضاع في الضفة رأساً على عقب، ولا سيما أن العملية استُتبعت بإطلاق نار آخر تجاه جنود الاحتلال قرب بلدة بني نعيم.

    وسارع رئيس حكومة العدو، يائير لابيد، إلى تقييم الوضع الأمني في أعقاب العملية، آمراً بتعزيز القوات الأمنية في المنطقة، على أن تستمرّ حالة التأهُّب في مختلف الساحات، فيما قامت قوات الاحتلال بإغلاق جميع الطرق والمداخل المؤدية إلى مدينة الخليل، ومنعت الدخول إليها أو الخروج منها. وإلى ذلك، اقتحمت منزل الجعبري، وأخذت قياساته تمهيداً لهدمه، كما اعتقلت شقيق الشهيد. من جهته، اعترف وزير الأمن، بيني غانتس، أنه «ليس في الإمكان منْع كلّ العمليات المسلّحة»، مضيفاً: «في الإمكان دائماً حدوث عمليات. والأثمان مؤلمة وصعبة، لكن الوضع معقَّد. وهناك تحدّيات كبيرة، واسعة وطويلة، وصمدنا أمام هذه التحديات في الماضي، وسنصمد أمامها الآن». وفي الإطار نفسه، ذكرت إذاعة جيش الاحتلال أنه سيتمّ نشْر سريتَين من «حرس الحدود» في الساعات المقبلة، لتعزيز منطقة الخليل، كما يدرس الجيش تعزيزات إضافية ستصل إلى المنطقة خلال الأيام القليلة المقبلة.
    يُعدّ الجعبري، منفّذ العملية، أحد عناصر حركة «حماس» في الخليل، وهو شقيق الأسير المحرّر والمبعد إلى قطاع غزة، وائل الجعبري، وقد تمكّن من تنفيذ عمليّته بعدما نجح في الوصول إلى مستوطنة «كريات أربع»، كبرى مستوطنات الضفة، حيث استهدَف مستوطنين عند مدخل أحد أحيائها ببندقية «M16»، ما أسفر عن إصابة مستوطن ونجله، فيما أصيب الآخرون خلال محاولتهم مساعدتهما، ومن بينهم أحد قادة المستوطنين، عوفر أوهانا. وذكرت مصادر عبرية أن السلاح المستخدَم في العملية تم الاستيلاء عليه مع كمية أسلحة أخرى، قبل أشهر، من إحدى قواعد جيش الاحتلال في النقب.

    ستعطي الخليل حالة المقاومة المتصاعدة في الضفة زخماً وقوّة هائلَيْن، بفعل خصوصيّتها


    وبتنفيذها هذه العملية، أثبتت المقاومة قدرتها على مفاجأة العدو بضربات قويّة، وكسْر الوهم الأمني الذي يحاول ادّعاء تجسيده على الأرض، خاصّة أنها جاءت بعد أيّام من معركة شرسة خاضتها مجموعة «عرين الأسود» في مدينة نابلس، واستشهد خلالها قائدها وديع الحوح. وبهذا، تكون العملية قد كسرت طَوْق الاحتواء والحصار المفروض على المقاومة في نابلس وجنين، وأبعدت خطر تفكيك وإنهاء «العرين» أو أيّ خليّة مسلّحة. كذلك، يمكن لعملية الخليل أن تمثّل شرارة إطلاق المارد في جنوب الضفة، وتحديداً الخليل، التي تُعدّ خزاناً بشريّاً وعسكريّاً هائلاً، إذ تتوفّر فيها الأسلحة بكثرة، وكذلك المستوطنون الذين سيتحوّلون إلى أهداف للمقاومين. كما يمكن أن تشكّل امتداداً لحالة المقاومة في شمال الضفة الغربية، كونها تُعدّ ضربة قويّة في الرأس، نظراً إلى البراعة في التنفيذ، والاحترافية في اختيار المكان والتوقيت. وتعيش منطقة شمال الضفة، وتحديداً مدينة نابلس، حالة حرب متواصلة وحصاراً إسرائيليّاً مطبِقاً، في ضوء استمرار العمل المقاوم، وعمليات إطلاق النار على الحواجز العسكرية، وفشل الاحتلال في إنهاء ظاهرة مجموعة «عرين الأسود»، التي من شأن عملية الخليل أن تخفّف الضغط عنها، إذا ما تداعت أحداثها وتطوّرت على الأرض. وستعطي الخليل حالة المقاومة المتصاعدة في الضفة زخماً وقوّة هائلَيْن، بفعل خصوصيّتها، التي تنبع أوّلاً من ضرب حالة الاستقرار والهدوء التي روّجها الاحتلال لمدينة الخليل كمثال للهدوء والاستقرار كونها المدينة الأكبر مساحة والأكثر تعداداً للسكان، ودخولها على خط الاشتباك الذي سيمتدّ من جنين شمالاً إلى الخليل جنوباً، سيعني – إذا ما تحقَّق – استنزاف جيش الاحتلال وقواته. وقد جاءت العملية بعد نحو أسبوعين من بيان «العرين» الذي قالت فيه إنها تنتظر «خليل الرحمن وبيت لحم لتخطّا أوّل بيان للعرين بالدم والرصاص».

    ويستهدف الاستيطان مدينة الخليل منذ اليوم الأوّل لاحتلالها، وهي تُعدّ من أكثر المناطق التي يرفض الاحتلال التنازل عنها أو تسليمها، وتحديداً بلدتها القديمة المجاورة لمستوطنة «كريات أربع». وهذا يعني أن العملية ستلقي بظلالها على ما تقدَّم، بعدما أفقدت العدو الشعور بالأمان، والذي سيتنامى إذا ما قُدّر لحالة المقاومة في المحافظة أن تنمو. وجاءت عملية الخليل في توقيت حسّاس وخطير عاشه الفلسطينيون في الأيام الأخيرة، في ظلّ محاولة الاحتلال كسْر مجموعة «العرين» بعد اغتيال قائدها في نابلس، وتكثيف بثّ الأخبار حول تسليم خمسة عناصر من المجموعة أنفسهم للسلطة، في محاولة لضرب الروح المعنوية للبيئة الشعبية الحاضنة، وللجمهور، وتشويه مقاتلي «العرين». لكنّ تلك المحاولات تبدَّدت مساء الجمعة، حين خرجت مسيرة شعبية عارمة وسط نابلس لدعم المجموعة وإسنادها، شارك فيها قادة «العرين»، محمولين على الأكتاف، في مشهد بدّد رواية الاحتلال، الذي عاد، بحسب وسائل إعلام عبرية ومن خلال «الشاباك»، لبعث رسائل تهديد إلى مجموعة من قيادة «العرين»، بتصفية أفرادها في الوقت القريب. وذكر موقع عبري، في هذا الإطار، أن التهديدات وصلت إلى القائد في «العرين»، أسامة الطويل، الذي يَعتبره الاحتلال أحد عناصر «كتائب القسام»، إضافة إلى محمد طبنجة، أحد قادة «الجبهة الشعبية» في «العرين»، وحسام إسليم أحد عناصر الذراع العسكرية لـ«حماس».
    ولا يمكن إغفال الأثر الذي ستتركه العملية على الساحة الداخلية الإسرائيلية، التي تشهد انتخابات مستعرة بعد أيّام قليلة؛ ففيما حاول المتطرّف إيتمار بن غفير استجلاب دعْم المستوطنين له بادّعاء تعرُّض منزله وعائلته لإطلاق نار في العملية – وهو ما نفته المصادر الأمنية لاحقاً -، إلّا أن من شأنها أن تترك أثراً على بيني غانتس ويائير لابيد اللذين يسعيان إلى الإبقاء على حظوظهما في الانتخابات من خلال الدم الفلسطيني في نابلس، لكن عملية الخليل يمكن أن تطيحهما أيضاً.

    وبعد ثمانية أشهر على إطلاقها عملية «كاسر الأمواج» للقضاء على المقاومة في مدينة جنين، عقب عمليتَي رعد خازم وضياء حمارشة، تجد إسرائيل نفسها أمام تسونامي من العمل المقاوم؛ فبينما هي فشلت في القضاء على المقاومة في جنين، فإنها انتقلت إلى مدينة نابلس التي شهدت ولادة «عرين الأسود»، فيما تثبت العملية الأخيرة أن الأمواج وصلت إلى جنوب الضفة الغربية، ما يعني أن الأخيرة باتت مرشّحة لموجة عمليات واسعة في الفترة المقبلة. وتعيش دولة الاحتلال حالة استنفار عالية، إذ جاءت العملية لتثبت مرّة أخرى أنها أوهن من بيت العنكبوت، وفق سيناريو إذا ما تحقَّق فإنه سيشكّل أسوأ الكوابيس التي كانت إسرائيل تخشاها، وهو امتداد حالة المقاومة والاشتباك في عموم الضفة الغربية.

    Palestinian Martyred after Injuring 5 Israeli Settlers in Car-Ramming Operation

    Israeli occupation forces have killed another Palestinian following a car-ramming operation that left five settlers injured near the city of Jericho in the occupied West Bank.

    The Palestinian Information Center, quoting Israeli media, said following the Sunday attack the Israeli occupation forces fatally shot the Palestinian man who was driving the car south of Jericho.

    The Palestinian news agency also cited Israeli media as identifying the driver as as 49-year-old Barkat Odeh from the town of al-Eizariya near East al-Quds.

    Israeli medical said the five injured Israelis are in their 20s and suffered different injuries following the incident.

    The reported attack came amid heavily intensified Israeli raids throughout the West Bank in search of alleged Palestinian gunmen responsible for a spate of deadly attacks on Israeli occupation forces by Palestinian resistance forces – which began in March.

    More than 100 Palestinians have so far been killed during the Israeli regime’s brutal crackdown on West Bank’s native residents.

    On Saturday, four Israelis and a Palestinian were injured in a gun attack near an Israeli checkpoint in the occupied West Bank city of al-Khalil, also known as Hebron.

    The Palestinian man was reportedly martyred by the occupying forces. Local news outlets cited Tel Aviv’s army as saying that the unidentified fighter “shot live fire” at the checkpoint in al-Khalil, also home to a community of radical Israeli settlers.

    “Soldiers are conducting searches in the area” for additional suspects, the occupying army said. The Palestinian Red Crescent also announced that the Palestinian victim was receiving treatment at a local hospital.

    The Israeli regime occupied and annexed the West Bank, including East al-Quds, in a heavily-Western-backed war of aggression in 1967.

    Ever since, it has dotted the territory with hundreds of illegal settlements that have come to house hundreds of thousands of Zionist settlers that immigrated to occupied Palestine – mostly from Europe and the US.

    One Settler Killed, Five Wounded in Attack on Ben-Gvir’s House in Kiryat Arba (VIDEO)

    A Jewish settler was killed and five others wounded in a shooting attack on the illegal Jewish settlement of Kiryat Arba in the occupied Palestinian city of Al Khalil, Hebron, Israeli media reported late Saturday.

    Israeli sources also claimed that the attacker was killed by Israeli occupation forces in the area. 

    According to reports, it seems that the attack on the settlement was not random, targeting instead the house of extremist Knesset member Itamar Ben-Gvir.

    Ben-Gvir is known for his violent rhetoric and incitement against Palestinians in occupied East Jerusalem and West Bank.

    News  about the targeting of Ben-Gvir’s house, however, remains contested in Israeli media. While Israeli Channel 7 confirmed that Ben-Gvir’s house was the target, other Israeli sources claimed that the attacker targeted an Israeli military checkpoint. 

    Palestinian news agency Quds News Network said that the attacker was a Palestinian young man by the name of Mohammad Kamal Jabari. 

    RT Arabic website also said that a Palestinian paramedic was shot while trying to respond to an emergency call of a Palestinian wounded near the Kiryat Arba settlement. The paramedic is currently being treated at the al-Ahli hospital. 

    Moreover, Israeli media said that one of the settlers is in a critical condition.

    Al-Quds Brigades Carry Out Two Operations Against Two ‘Israeli’ Targets

    The Nablus Battalion of al-Quds Brigades, the military wing of the Palestinian Islamic Jihad resistance movement, announced that its fighters carried out on Friday evening a shooting operation on the ‘Israeli’ occupation’s al-Murabba Checkpoint western Nablus, and left the spot unharmed.

    Additionally, the Nablus Battalion of al-Quds Brigades targeted Shaked Settlement with heavy barrages of fire.

    At the same time, confrontations broke out between Palestinian youths and the ‘Israeli’ occupation forces in Beit Dajan eastern Nablus in the occupied West Bank.

    Other confrontations with the occupation forces took place in Ayda Refugee Camp northern Bethlehem, and the al-Aroub Refugee Camp northern al-Khalil.

    In parallel, the Zionist regime forces launched gas bombs towards houses and properties of the Palestinian people, and kidnapped a boy named Mohammad Yasser Darwish from the holy city of al-Quds.

    Violation of right to life and bodily integrity:

    A Palestinian child was killed and 9 other civilians, including 2 children, were injured, while dozens of others suffocated in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem. Details are as follows:

    On 15 September 2022, ‘Odai Salah (17) was killed and 3 other Palestinians, including a child, were wounded by IOF fire during the latter’s incursion into Kafr Dan village, west of Jenin in the West Bank. Before their withdrawal, IOF arrested 3 Palestinians. (Details available in this press release). 

    Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages and suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

    On 15 September 2022, 5 students suffocated due to teargas inhalation after IOF fired stun grenades and teargas canisters at the yard of ‘Isawiya High School for Boys during IOF’s incursion into Isawiya village in occupied East Jerusalem.

    On 16 September 2022m 4 Palestinians, including a child, were shot with rubber-coated bullets in clashes Following IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya. 

    On 18 September 2022, a Palestinian was wounded by IOF’s fire in clashes following the latter’s incursion into Husan village, west of Bethlehem.

    On 20 September 2022, a Palestinian was wounded in his foot by IOF fire in clashes following IOF’s suppression of a funeral near Bypass Road 60 in Beit Ummar village in Hebron.

    In the Gaza Strip, 2 shootings were reported on agricultural lands in eastern Gaza Strip, and one shooting was reported on fishing boats off the western Gaza shores.

    So far in 2022, IOF attacks killed 121 Palestinians, including 86 civilians: 26 children, 8 women, 2 Palestinians killed by Israeli settler and the rest were activists; 15 of them were assassinated. Thirty-two of those killed, including 19 civilians: 8 children and 3 women were in the latest Israeli offensive on the Gaza Strip. Also, 1,325 Palestinians were wounded in IOF’s attacks, including 206 children, 40 women, and 22 journalists, in the Gaza Strip and West Bank. Moreover, 4 Palestinian detainees, including a woman, died in the Israeli prisons.

    Land razing, demolitions, and notices

    IOF demolished a house and a facility, handed notices to cease construction works in 4 other facilities, and dismantled and confiscated 7 tents. Details are as follows:

    On 15 September 2022, IOF handed notices to cease construction works in 4 industrial facilities in Qarawat Bani Hassan village, west of Salfit, under the pretext of unlicensed construction.

    On 19 September 2022, IOF demolished a house and a livestock barrack in ad-Duyuk al-Foqa village, west of Jericho, under the pretext of unlicensed construction in Area C.

    On the same day, IOF dismantled and confiscated 7 tents established for an entertainment project in Al-Auja village, northeast of Jericho.

    Since the beginning of 2022, Israeli occupation forces made 113 families homeless, a total of 670 persons, including 130 women and 310 children. This was the outcome of IOF demolition of 119 houses and 41 residential tents. IOF also demolished 92 other civilian economic objects, leveled vacant areas of land and delivered dozens of notices of demolition, cease-construction, and evacuation.

    Settler-attacks on Palestinian civilians and their properties:

    On 15 September 2022, under IOF’s protection, the Extremist Israeli Members of Knesset (MKs), Rabbi Yehuda Glick, moved into Bab Al-Rahma Islamic cemetery located next to al-Aqsa Mosque from the eastern direction. He blew the trumpet and raised the Israeli flag.

    On 17 September 2022, an armed Israeli settler raided ‘Ein al-Qasis area in al-Khader village, west of Bethlehem, detained a Palestinian farmer at gunpoint and later released him.

    On 20 September 2022, Israeli settlers assaulted al-Khawajat Market’s merchants in occupied East Jerusalem’s Old City and heavily teargassed the market. As a result, tens of merchants and passersby suffocated due to teargas inhalation.

    Since the beginning of the year, settlers conducted at least 183 attacks. In two of the attacks, 2 Palestinians were killed.

    IOF incursions and arrests of Palestinian civilians:

    IOF carried out 187 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 98 Palestinians were arrested, including 10 children. In the Gaza Strip, on 17 September 2022, IOF arrested a Palestinian who tried to infiltrate via the border fence adjacent to the northern Gaza Strip.

    So far in 2022, IOF conducted 6327 incursions into the West Bank, including occupied East Jerusalem, during which 3716 Palestinians were arrested, including 349 children and 32 women. IOF also conducted 32 limited incursions into eastern Gaza Strip and arrested 85 Palestinians, including 49 fishermen, 31 infiltrators, and 5 travelers via Beit Hanoun “Erez” Crossing.

    Israeli collective punishment and closure policy and restrictions on freedom of movement:

    Meanwhile, IOF maintain its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

    On 20 September 2022, a patient namely Tayseer Daoud Yousuf Al-Sayegh (67), from Gaza City, died when the Israeli authorities denied his travel for treatment at Al-Muttala’ Hospital in occupied Jerusalem. Accordingly, since the beginning of this year, the number of patients denied travel for treatment abroad has risen to 6, including 3 children. (Details available in this press release).

    In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 98 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 5 Palestinians at those checkpoints.

    On 18 September 2022, IOF re-opened al-Jalama and Salem crossings, while they put Kafr Dan villagers’ permits on hold for, including work permits. It is worth noting that on 14 September 2022, IOF decided closure of the two crossings mentioned above and imposition of restrictions as part of the collective punishment policy following a shooting attack near al-Jalamah crossing in Jenin.     So far in 2022, IOF established at least 3203 temporary military checkpoints and arrested 151 Palestinians at those checkpoints

    كتائب المقاومة في الضفة: عندما يستفيق “الأسد النائم” (3/4)

    يمكن لطوباس أن تجري عمليات مشاغلة، وأن تساهم في توسع رقعة الاشتباك. أما المحافظة على ديمومة العمل لوقت طويل، فهي تحدٍّ حقيقي، لكن يمكن لهذه المدينة أن تمثل مستقبلاً مصدر قلق حقيقياً لـ”إسرائيل”.

    إنَّ انطلاق كتيبة في مثل هذه الظروف (طوباس) يعني أنَّ هناك حالة تأثر كبيرة بتمدد حالات المقاومة في الضفة

    في الحلقة الثالثة، نستعرض تجربة آخر كتيبة معلنة حتى الآن: “طوباس”، واضعين في الإطار “العملية النوعية” الأخيرة في الأغوار الشمالية، مع قراءة سريعة لعمليات إطلاق النار في رام الله، فيما نتحرى وراء إعلان كتيبة في الخليل التي نستشرف واقع العمل فيها، لنكون بذلك قد كشفنا جزءاً كبيراً من المساحة الفعلية لـ”بقعة الزيت” التي تمددت في الضفة في عام واحد فقط، من دون أن تغفل العيون عن محافظات ومدن أخرى.

    لا تزال طوباس، الواقعة شمال شرقي الضفة المحتلة، بمحاذاة نهر الأردن، تجهد لتجد لنفسها متسعاً بين كتائب المقاومة المتصاعدة في الضفة، وخصوصاً أن السلطة الفلسطينية استطاعت خلال الشهر الماضي ومطلع هذا الشهر أن تشنّ حملات اعتقال وتنكيل بحقّ عدد من الكوادر الفعالين، وخصوصاً في “الجهاد الإسلامي”. وكانت كتيبة هذه المدينة قد خرجت إلى النور منتصف تموز/يوليو الماضي، عندما صدر البيان الأول الذي أعلن التصدي لاجتياح إسرائيلي.

    الفعل الأبرز لـ”كتيبة طوباس” كان رمزياً أكثر منه في التأثير العسكري، لكنه شكّل بادرة مهمة، حين أعلنت الكتيبة فجر الأحد 24 تموز/يوليو 2022 أنها أطلقت النار على حاجز “تياسير” في المحافظة “نصرة لنابلس” خلال حصار حي الياسمينة في البلدة القديمة فيها (محاولة اغتيال الشهيد إبراهيم النابلسي). 

    لكن المحافظة تعاني مشكلات من أكثر من ناحية، أولها أن سكانها لا يتجاوزون 70 ألفاً موزعين على مناطق شاسعة وبنايات قصيرة، فيما تشكل الأغوار الشمالية ما نسبته 70% من مساحة المحافظة، وهي مناطق منخفضة ومكشوفة، ويتحكَّم فيها عدد من الحواجز الثابتة والطيّارة التي تنغّص حياة السكان، وخصوصاً المزارعين.

    المشكلة الكبرى أن معظم أراضي طوباس تُصنف ضمن فئة “ج” في اتفاق أوسلو، بمعنى أن السلطة الفلسطينية هي المسؤولة عن تقديم الخدمات الطبية والتعليمية للسكان، فيما تسيطر “إسرائيل” على الجوانب الأمنية والإدارية والقانونية. 

    ولأن الأغوار الشمالية هي سلة غذاء الضفة من الخضراوات والفاكهة، وهي من أغنى مناطق الضفة بالمياه، فقد وقعت في طليعة الاستهداف الاستيطاني الإسرائيلي. لذلك، تتمحور سياسة الاحتلال حول عزل طوباس عن باقي محافظات الضفة بزيادة المواقع العسكرية فيها، إذ تحوي المحافظة 7 قواعد عسكرية تتربع على مساحة تزيد على 14 ألف دونم.

    ما هو ممكن لطوباس

    مع ذلك، إنَّ انطلاق كتيبة في مثل هذه الظروف يعني أنَّ هناك حالة تأثر كبيرة بتمدد حالات المقاومة في الضفة، وخصوصاً في جنين ونابلس وطولكرم، في وقت لم يعد الاستقطاب يقوم على الطرق التقليدية القديمة، بل من الممكن أن تسهم أنشودة أو حكاية شهيد أو مقطع مصور أو خطبة مؤثرة تنتقل عبر مواقع التواصل في صناعة القرار لدى أي شخص للانخراط في المقاومة.

    وفي المدينة، عاصمة المحافظة، ثمة حضور متوازٍ للحركات الثلاث الكبرى: “حماس” و”الجهاد الإسلامي” و”فتح”، مع أفضلية محدودة للأولى أهّلتها للفوز في الانتخابات التشريعية عام 2006. الأهم أنَّ تأثير السلطة والأجهزة الأمنية السلبي في السكان محدود، إذ يحافظون على نقائهم القروي بعيداً من حالة التغريب المدني المادي التي تعيشها المدن الكبيرة.

    في النتيجة، يمكن لطوباس أن تجري عمليات مشاغلة، وأن تساهم في توسع رقعة الاشتباك. أما إمكانية المحافظة على ديمومة العمل لوقت طويل، فهي تحدٍّ حقيقي، لكن يمكن لهذه المدينة أن تمثل مستقبلاً مصدر قلق حقيقياً لـ”إسرائيل” بسبب التلاحم العشائري بين قاطنيها وأقربائهم في الجانب الأردني، وهذا ما يفسر كثرة الأخبار الإسرائيلية عن حالات إدخال السلاح من الأغوار بصورة أسبوعية تقريباً.

    عملية الأغوار في الميزان

    جاءت عملية الأحد 4 أيلول/سبتمبر 2022 التي وُصفت بالنوعية لجهة طبيعة المنفذين وطريقة التنفيذ والمكان، رغم بعض الإخفاقات الميدانية، لتزيد من حضور الأغوار الشمالية في مساحة المواجهة. وقد شرعت وسائل الإعلام العبرية في تقديم معطيات حول الحادثة لتبرير الإخفاقات، وخصوصاً أن الحافلة المستهدفة كانت تحمل جنوداً من لواء “كفير” الذين قيل إنهم التحقوا بالخدمة قبل نحو أسبوعين فقط. زِد على ذلك أنَّ الحافلة لم تكن مصفّحة، وقد تجاوزها المنفذون الثلاثة مستقلين مركبة “تندر”، ثم توقفوا إلى جانب الطريق، وأطلقوا عليها 25 رصاصة حتى توقفت نتيجة إصابة السائق، قبل أن يحاولوا إحراقها بزجاجات حارقة.

    تعقيباً على ذلك، رأى “معهد دراسات الأمن القومي” التابع لجامعة “تل أبيب” أن العملية “لم تكن مفاجئة حتى إن تضمنت تكتيكات غير عادية”، واضعاً إياها “علامةً أخرى” في ساحة المقاومة الآخذة بالاتساع. أما ما أراد المعهد التركيز عليه، فهو أن عملية الأغوار جزء من اتجاه ظهر في آذار/مارس الماضي، وبدأ بعمليات في المدن المحتلة عام 1948، “انطلاقاً من جنين التي استطاعت الجهاد الإسلامي أن تحولها إلى أهم بؤرة مقاومة في الضفة”، ثم “أقامت شبكات تعاون مع حماس وعناصر من فتح، وهي تقود جهوداً منهجية لتجنيد الشباب. وقد مولت مجموعات لا تتبع لها تنظيمياً”، أي إمكانية عمل خلايا ظل.

    النقطة اللافتة هي إقرار المعهد بأنَّه لا يمكن تفسير ظاهرة تنامي المقاومة من منطلق الصعوبات الاقتصادية، بل يجب الإقرار بأن هناك وعياً متزايداً بضرورة النضال ضد الاحتلال “جراء الفراغ الذي تركته السلطة… ثمن المقاومة ليس باهظاً، فالأبطال الفلسطينيون يولدون كل يوم، والشعور بالقدرة والدافعية للنضال المسلح يستقر في الوعي الجمعي لجيل الشباب، وهذا بحد ذاته سبب كافٍ لتوسع دائرة المواجهة في الضفة”.

    ماذا عن رام الله؟

    تتتابع على نحو شبه يومي، وأحياناً أسبوعي، الأنباء عن عمليات إطلاق نار في رام الله تستهدف حافلات للمستوطنين وحواجز لـ”الجيش” الإسرائيلي ومداخل مستوطنات، ما دفع كثيرين إلى تقديرِ إعلانِ كتيبةٍ في رام الله والبيرة، وهو الحدث الذي لم يقع بعد.

    لكن توالي العمل وحوادث إطلاق النار، وخصوصاً قرب بلدة سلواد شرقي رام الله، أو انطلاقاً منها، يثير علامات استفهام عن كتيبة فعلية يرجح أنها تؤجل إعلان نفسها لأسباب لها علاقة بالسلطة التي ترى أن مثل هذا الواقع في عاصمتها السياسية سيكون ضاغطاً عليها بشدة.

    وبينما تمتلك “حماس” قواعد عمل قوية في عدد من قرى رام الله قياساً بـ”الجهاد الإسلامي” التي لم تصرح أو تلمح إلى أي تفاصيل في هذا الشأن بعد، فإن الحضور الأقوى يبقى لمجموعات من “كتائب الأقصى” (فتح) أو عناصر من السلطة قد يتخذون هذا المنحى.

     وكانت أشهر عمليتين وقعتا في رام الله خلال السنوات القليلة الماضية هما “جفعات آساف” (أسفرت عن مقتل 3 جنود إسرائيليين وجرح 2 آخرين) و”عوفرا” (أسفرت عن إصابة 11 مستوطناً أحدهم كانت حالته خطرة)، اللتين نُفذتا (كانون الأول/ديسمبر 2018) بطريقة الكر والفر قرب بلدتي سلواد ويبرود شمال شرقي رام الله والبيرة.

    خاتمة: هل يستفيق “الأسد النائم”؟

    لا بدّ من عودة إلى بدء، أي الخليل، التي أطلقت شرارة “هبة القدس” (2015-2018) قبل أن تنطفئ، والسبب الأساسي أن المحافظة الملأى بالسلاح كان سلاحها مضبوطاً إلى حد ما بأمر كبار العشائر، وفي أيدي وازنين فيها، لكن سيل السلاح الذي سمحت كل من السلطة و”إسرائيل” بدخوله إلى المحافظة ووصوله إلى أيدٍ غير حريصة خلق فوضى وفلتاناً خلط أولويات سكانها، ولا يزال قائماً حتى اليوم، إضافة إلى مصالح شبكة التجار المعقدة، الأمر الذي نال دراسات وافية حوله، ولا يزال يستحق المتابعة على حدة.

    لكن الجمعة 17 حزيران/يونيو 2022 شهد حدثاً لافتاً؛ ففي هذا اليوم الذي استشهد فيه 3 مقاومين من “كتيبة جنين”  هم: يوسف صلاح (23 عاماً، شقيق الشهيد سعد)، وبراء لحلوح (24 عاماً)، وليث أبو سرور (24 عاماً، شقيق الشهيد علاء)، صدر بيان باسم “كتيبة الخليل” أعلن تنفيذ عمليتين استهدفت الأولى مرصداً أمنياً قرب مستوطنة “كريات أربع”، والأخرى حاجز “أبو الريش” جنوباً، ثم اختفت وأخبارها.

    مهما كانت الحقيقة وراء ما جرى، فإنه وجّه الأعين مجدداً إلى أقصى جنوبي الضفة، حيث المحافظة التي وصفها الرئيس الفلسطيني الراحل، ياسر عرفات، بأنها “الأسد النائم”، وخصوصاً أن الخليل من أكبر المدن في الضفة، إذ تبلغ مساحتها 997 كلم2، ويقدّر عدد سكانها بأكثر من 800 ألف نسمة، فيما تتغلغل عشرات المستوطنات الإسرائيلية داخلها وتطوّقها كتل أخرى، كما أنها تحمل مركزاً دينياً مهماً هو الحرم الإبراهيمي الذي يمثل شرارة اشتعال، لكنها مطفأة منذ عقدين على الأقل. وربما ما جرى قبل فترة من إشادة فصائل المقاومة بإحراق برج عسكري في الخليل يشي بالتعطش إلى مثل هذا الاشتعال.

    بينما تشتهر الخليل بصناعاتها التاريخية وأسواقها القوية، تحكمها تكتلات عشائرية تؤثر كثيراً في اتخاذ القرار. ويتوزع انتماء السكان فيها بين “فتح” أولاً، و”حماس” ثانياً، ثم باقي الفصائل، فيما لا يوجد حضور شعبي لافت لـ”الجهاد الإسلامي”، إذ تتشكل بنية الحركة في المدينة من بعض النخب والشخصيات ذات الكاريزما الاجتماعية أو العلمية العالية، لكن “الجهاد” تمتلك حضوراً جيداً في القرى هناك قياساً بالمدينة، مع أنه ليس حضوراً فعالاً كما شماليّ الضفة، والمشكلة التي تواجه الحركة أن غالبية الفتحاويين في الخليل هم ممن يتبنون خيارات السلطة حالياً.

    مع أنّ الخليل تعطي الأفضلية لـ”حماس” في الاستحقاقات الانتخابية، فإن تلك الأفضلية تنعكس في النقابات واستطلاعات الرأي فقط في أحسن الحالات، ولا تعطيها أي هوامش للعمل التنظيمي، إذ تحاصر الأجهزة الأمنية أنصار الراية الخضراء، فيما يشارك الاحتلال في القضاء على أي ظاهرة، مثل العمل الخيري والجماهيري وحملات المساجد. في النتيجة، لم تمتلك “حماس” و”الجهاد” أي غطاء فتحاوي لتتمددا عبره، وخصوصاً أن إجراءات السلطة والاحتلال ضربت أساسات العمل وفكرة بعثه من جديد.

    وإلى جانب تلك الضربات الأمنية القوية، وسياسة “الباب الدوار” التي تعتمدها السلطة والاحتلال في اعتقال الكوادر ومنعهم من الراحة، تركت كثرة التجارب السيئة وعياً سلبياً لدى الشباب الذين يمتلكون إرادة الفعل، مفادها بأن نهاية كل محاولة الاعتقالُ عامين إدارياً إذا اشتبه الاحتلال في فعل مقاوم، أو بمحكومية كبيرة إذا ثبت. رغم ما سبق، إذا قُدّر للخليل أن تعود إلى دورها التاريخي والفعال، كما في الانتفاضة الثانية، شرط أن يكون ذلك في الوقت المناسب، فإن هذا سيقلب الموازين بصورة كبيرة في الضفة، وهو أمر رهن السؤال المفتوح.

    Far too often we focus on the problems that plague Palestine because of the Zionist occupation. However, from time to time it is important to remember the rich heritage and unique resources that exist in Palestine: its beauty, history, architecture, and how the Palestinian people have faithfully and lovingly maintained the historical heritage of this unique land.

    HEBRON

    A city that is far too often in the news for the violence and racism that Zionist settlers and the Israeli army constantly force upon this town, it is in fact an ancient gem. It contains within it one of the finest Jewels in the crown of Palestine. I was fortunate enough to see the beauty of this ancient city with a friend who is a son of this city and who loves and knows the city as one who loves and knows his home.

    When driving into Hebron from Jerusalem I like to enter through what is the main city entrance off of route 35. This gets me right into the heart of what is known to be one of the largest, busiest, and economically wealthiest Palestinian cities. There are very few places that stand out for their beauty in this otherwise dusty bustling city. It consists of streets upon streets of dusty roads filled with cars and shops. But this is the main city, the modern Hebron.

    It takes me about ten kilometers before I reach the spot where I park my car and walk into the Old City, where I climb onto one of the most magical spots in Palestine, Tel-Rumeida. It is a small hill with Roman ruins and olive trees whose trunks tell you that they are as old as time.

    From Tel-Rumeida one can enjoy the remarkable view of the entire old city of Hebron, or as it is known in Arabic, Alkhalil.

    The filth and destruction caused to the old city by Israeli settlers and soldiers are evident almost everywhere. This is true to the point where Palestinians had to erect special protective covers to the city’s market for fear of having rocks, cinder blocks, and filth thrown at them by Israeli settlers who have taken over many of the apartments above the market. However, we will ignore these cancerous cells who try to kill the city and its life in this article and focus on what was created by centuries of Palestinians that is now protected by the ones who still live in the city.

    HIDDEN ALLEYWAYS

    Walking into the Souk, or market, we slowly approach the old city. We walk through winding alleyways with arches, hidden as though trying to protect themselves from the settler-induced destruction that is taking over the city like a cancer. People are living in homes built by the Mamluks, who ruled Palestine from the end of the thirteenth century to the beginning of the sixteenth century, or the Ottomans, who governed Palestine from the sixteenth to the beginning of the twentieth century. Children are seen running and playing through these allies which were paved in stones that were set there centuries ago.

    Here and there, one will find a cafe or restaurant, or a specialty shop. We whisked quickly through these alleyways when I noticed a bright light from a small open door. We entered to find a cave, with what looked like the treasure in the cave of Aladdin. It was one of the more famous glassware workshops in the city. Hebron is renowned for glassware and this shop/workshop was the finest in the city. How we came across it seems like a mystery now but it was truly magical.

    This was The Land of Canaan glass factory, a well-known and respected institution in the old city of Hebron, maintaining one of the old traditions of the city. Glass blown into vases and cups and whatnot, with the typical Hebronite blues and teals. All hand made and some delicately hand painted with lovely intricate designs.

    THE MOSQUE

    The most impressive and imposing structure in Hebron, and what gives it its religious significance is the Ibrahimi Mosque. Said to be built over the cave, which according to religious tradition, was built by the patriarch Prophet Abraham, or Ibrahim, who purchased it as a burial site for him and his family. The site has been used as a place of worship for Jews, Christians, and Muslims for several millennia. The imposing walls are said to have been built by King Herod, the arches and windows by consecutive Muslim builders and architects.

    The intricately designed rostrum, or manbar in Arabic, is the oldest and one of the most beautiful in the Islamic world. It was placed there by order of Salahaddin in the twelfth century and is still used today for sermons.

    A stone plaque with an inscription in Greek is still set in the wall of the mosque. It is said to have been inscribed by Helena mother of Emperor Constantine in the fourth century, at the time that the site served as a church.

    Until 1948, the site was used for mixed worship. Jews and Muslims worshiped side by side at the times of their services. After the Zionist occupation of Palestine, it was decided that the city of Hebron along with an area of Palestine that was designated as “The West Bank,” would be governed by the newly created Hashemite Kingdom of Jordan.

    Following the 1967 Six-Day war, Israel occupied the West Bank and Jews again began to visit the site. A portion of the mosque was slated to be designated for Jewish worship, but until 1994, Muslims and Jews worshipped there together. Because the Jewish settlers who came to Hebron after 1967 were not the Jewish residents who lived there prior to the Zionist occupation of Palestine, tensions were high.

    These Israeli settlers are a new brand of colonial Jews, so to speak –  violent, racist armed, and hate-filled. They wanted the Muslims to have no part in what they considered a Jewish site. Eventually, on February 25, 1994, during the month of Ramadan, a Jewish settler, who was an officer and a doctor in the Israeli army came to the mosque and sprayed the worshippers with his semi-automatic rifle. He murdered 29 worshippers and injured over 150 before being overpowered and killed.

    At that point, the Jewish settlers got what they wanted and a large part of the mosque was separated for Jewish-only worship. Severe restrictions were placed on Muslims but the settlers along with soldiers enter the mosque whenever they wish, not bothering even to remove their shoes as is customary to do when one enters a mosque.

    POLITICAL CHANGE, NOT CHARITY

    Palestine is a rich country. As is exemplified in the city of Hebron, Palestine which is endowed with resources and a heritage that is equal to none. Contrary to the way the West likes to view Palestine, it is not a country that needs charity but demands political change. Palestinians are neither beggars nor terrorists but a people who are fighting for what is theirs – the right to live free and independent in their homeland: Palestine.

    Seven Israeli soldiers suffocate in a military tower while asleep

    After Palestinian youths set fire to tires at the entrance of a military tower in Beit Ummar, Al-Khalil, West Bank, 7 Israeli occupation forces suffocated inside the tower where they were sleeping.

    Local Palestinian news outlets reported that the “masked men set fire to a military tower of the occupation soldiers while they were sleeping inside it, at the entrance of the town of Beit Ummar, north of Al-Khalil.”

    Mohammed Ayyad Awad, an activist, noted that “the soldiers were asleep when the tires caught fire, which led to 7 of them suffocating,” adding that Israeli ambulances and an Israeli fire engine rushed to the scene.

    Awad went on to say: “Palestinian youths wrote national slogans on the wall of the tower, bearing the name of martyr Ibrahim Al-Nabulsi and the Fatah movement,” noting that “the main entrance to the town has been closed since last night after the military tower was hit with a Molotov cocktail.”

    In early August, Al-Aqsa Martyrs Brigades mourned its leader Ibrahim Al-Nabulsi and his companions, Islam Sabbouh and Hussein Taha, who were martyred in an armed confrontation with the Israeli occupation forces (IOF) that surrounded them in a house in the eastern neighborhood of the Old City of Nablus.

    In a statement, the brigades vowed that the response to this crime will have no limits, and will be as huge as its size, stressing that the occupation will bear the consequences of this aggression.

    Following Al-Nabulsi and his two companion’s martyrdom, the Palestinian Health Ministry announced that the death toll of Palestinians killed by the IOF in 2022 rose to 129, including at least 34 children.

    Violation of right to life and bodily integrity

    IOF launched a 3-day military widescale offensive on the Gaza Strip that started on 05 August and ended on 07 August 2022 when an Egypt-brokered ceasefire was declared between Israel and Islamic Jihad.  During the offensive, the israeli occupation forces conducted widescale airstrikes and artillery-shelling against residential houses, agricultural lands, military sites, and crowds.  As a result, 25 Palestinians, including 12 civilians: 3 children and 3 women, were killed and 172 others, including 59 children and 33 women, were injured.  Meanwhile, PCHR is still investigating other incidents that inflicted casualties and damage to property.  Moreover, the offensive completely and partially destroyed tens of residential housing units that PCHR is still documenting.

    The incidents were as follows

    On 05 August, IOF launched an offensive on the Gaza Strip and carried out airstrikes and artillery shelling against houses and military sites.  As a result, 10 Palestinians, including 3 civilians, were killed while tens others were injured, including women and children.  Among those killed was Doniana al-‘Amour (22), who was killed after an artillery shell fell on her house in al-Fokhari village, eastern Khan Younis, while her mother and sister were injured.  Also, Alaa’ ‘Abdullah Riyadh Qaddoum (5), and ‘Emad ‘Abdel Rahim Ibrahim Shallah (52) were killed after IOF’s warplanes fired a missile at a group of people gathering on the street near their houses in Wadi al-Shija’aiya neighborhood, eastern Gaza City; also, a member of the Palestinian armed groups, Yousif Salman Mohammed Qaddoum (24) was killed  in the same strike.  Moreover, IOF’s warplanes targeted a residential apartment in Palestine Tower in central Gaza City, assassinating the commander of al-Quds Brigades, Taysir al-Ja’abari and his companion.

    Today in the morning, medical sources at al-Quds Hospital declared the death of Layan Mesleh al-Sha’er (10), succumbing to shrapnel wounds in her head.  Also, members of her family were injured; they were coincidentally passing by a military site when IOF struck it in al-Namsawi neighborhood in Khan Younis.

    On 06 August 2022, IOF continued its offensive on the Gaza Strip for the second day in a row and heavily struck houses, agricultural lands, and military sites. As a result, 12 Palestinians, including 6 civilians: a woman and a child with his mother, were killed while tens others were injured.  Among those killed was Nour al-Deen Hussein al-Zuwaidi (18), who was killed in an Israeli airstrike near his house, northeastern Beit Hanoun, along with Ibrahim Shehdah Salah Abu Salah (42), who succumbed to his serious injury on 09 August 2022.  Also, 7 Palestinians, including a child and 2 women, were killed while 35 civilians were injured, including 18 children and 12 women, when IOF’s warplanes launched 6 missiles at a 3-storey house in Rafah refugee camp and destroyed it over its residents, without a prior warning, in addition to destroying 7 neighboring houses. IOF declared that they targeted Khaled Sa’id Mansour (47), the Commander of al-Quds Brigades in the southern Gaza Strip, and his body was retrieved from under the rubble along with his 2 companions.  Meanwhile, the rest casualties were merely civilians living in the neighboring houses: Mohammed Eyad Hassounah (14), Ismail Abdul-Hameed Mohammad Salama/Dweik (30), and his mother, Hana’a Ismail Ali Dweik (50), and Alaa’ Saleh Abdul Mohsen Al-Mallahi (30).

    Moreover, IOF’s warplanes struck 3 other multistory houses; one of them is uninhabited in Khan Younis and the 2 others in Gaza City, and destroyed them completely, rendering tens of individuals, including children and women, homeless.

    On 07 August 2022, 4 Palestinian civilians were killed in central Gaza City, and others sustained various injuries in Israeli airstrikes conducted only few hours before the ceasefire was declared.  Those killed were identified as: Shadi ‘Emad Nemer Kuhail (27) and Khaled Ayman Jamil Yasin (27), who were both killed after IOF launched a missile at a horse cart at al-Samer Intersection in central Gaza City.  Also, ‘Abdel Rahman Jom’ah Khalaf al-Silik (22), from Shuja’iyya neighborhood, was killed when he was coincidentally passing by in a taxi returning from a shoe shop he owns in al-Shati refugee camp. Moreover, a traffic officer namely Ahmed Sabe’a Dawoud (21), from al-Nafaq Street, was critically injured when he was on duty at al-Samir intersection and then referred to al-Shifa Hospital, where he was pronounced dead in the next morning.

    On the same day, IOF’s warplanes launched 2 missiles at a house in al-Tannour neighborhood, Rafah City, and completely destroyed it, rendering a family of 5, homeless.  No casualties were reported.

    In the West Bank, Four Palestinians, including 2 children, were killed and 59 others were injured, including 13 children and a woman.  Also, tens others suffocated due to teargas inhalation.  The incidents were as follows:

    On 09 August 2022, IOF killed 3 Palestinians, including a child, and wounded 40 others during their incursion into Nablus’s Old City deep inside the Palestinian Authority (PA)-controlled areas in the West Bank. They cordoned off and targeted a residential house with a barrage of bullets and missiles. Among those killed were 2 members of Palestinian armed group members while the child was killed near the area. ( Details available in this press release)

    In the evening, IOF killed Mo’men Yasin Jaber (16) and critically wounded 7 others, including 3 children, in clashes between Palestinians and the IOF stationed at a military checkpoint at the entrance to Al-Shuhada street in Hebron, southern West Bank. (Details available in this press release)

    Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into Palestinian cities and villages and suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

    On 06 August 2022, IOF suppressed a peaceful sit-in on Bab al-‘Amoud stairs in central occupied East Jerusalem against the Israeli aggression on the Gaza Strip.  IOF attacked and beat up the participants and forcibly emptied the place.  They arrested a Palestinian after beating him.

    On 07 August 2022, IOF pushed and beat up worshipers and journalists during the former’s protection of hundreds of settlers, who raided al-Aqsa Mosque yards.  IOF arrested 13 Palestinians, including 4 jouranlists, and assaulted 6 other journalists after breaking their equipment.

    On 09 August 2022, 8 Palestinians were wounded with rubber and live bullets in clashes with IOF at the northern entrance to al-Bireh.  On the same day, a 2 Palestinians sustained rubber bullet wounds; one in clashes with IOF near Qalendia and the other in clashes near ‘Anata village.  Also, a Palestinian sustained a rubber bullet  and 3 others were arrested, including a child, in clashes with IOF in al-Tour neighborhood in occupied East Jerusalem.  A child sustained a live bullet wound in clashes with IOF at Beit Ummar village entrance, northern Hebron.

    So far in 2022, according to PCHR’s documentation, IOF attacks killed 102 Palestinians, including 71 civilians: 21 children, 8 women (one was journalist Shireen Abu ‘Aqlah), a person with disability, 2 Palestinians killed by Israeli settlers and the rest were activists; 11 of them were assassinated.  Meanwhile, PCHR is still investigating incidents that inflicted casualties in the latest offensive on Gaza. Also, 1229 others were wounded in these attacks, including 187 children, 39 women, and 20 journalists in the West Bank and Gaza Strip. Moreover, 3 Palestinian prisoners, including a woman, died in the Israeli jails.

    Land razing, demolitions, and notices

    IOF demolished 7 dwellings and a residential tent, rendering 8 families of 44 persons, including 16 children and 8 women, homeless. Also, IOF demolished 8 facilities: mostly livestock barns, and levelled lands in the West Bank, including occupied East Jerusalem. Details are as follows:

    On 04 August 2022, IOF levelled an agricultural land, uprooted 20 olive trees, and closed a well in Teqoa village, eastern Bethlehem.

    On 07 August 2022, IOF notified to demolish 2 rooms and a water tank in Marj Na’ajah village, western Jericho.

    On 08 August 2022, IOF demolished 9 barracks; 5 are residential housing 25 individuals and 4 are used as livestock barns, in ‘Arab al-Ka’abnah Bedouin Community, northeast of occupied East Jerusalem, under the pretext of unlicensed construction.

    On 08 August 2022, IOF demolished an 80-sqm dwelling in Bayrouq village, southern Hebron, rendering a family of 7 individuals, including children, homeless.

    On 09 August 2022, IOF demolished a commercial warehouse over its content of spare parts in al- ‘Isawiya village in occupied eAst Jerusalem, under the pretext of unlicensed construction.

    On 10 August 2022, IOF demolished a commercial facility for wood trade in Husan village, western Bethlehem, under the pretext of unlicensed construction.  On the same day, IOF demolished a residential tent and a livestock barn in al-‘Oja village in Jericho, rendering a family of 6, including 4 children, homeless.  Also, IOF confiscated an excavator and a truck while working in eastern Yatta, south of Hebron.  IOF forced a Palestinian to self-demolish his 50-sqm house in Beit Hanina village, in occupied East Jerusalem, rendering a family of 4, including 4 children, homeless.

    Since the beginning of 2022, Israeli occupation forces made 91 families homeless, a total of 541 persons, including 104 women and 255 children. This was the outcome of IOF demolition of 95 houses and 41 residential tents. IOF also demolished 72 other civilian objects, leveled vacant areas of land and delivered dozens of notices of demolition, cease-construction, and evacuation.

    Israeli Setters’ Attacks

    on 04 August 2022, settlers from ‘Ali Zehav” vacated truckloads of construction waste and stones in a plot of land, western Kafr al-Deek village in Salfit.

    On 05 August 2022, settlers damaged a fence surrounding an agricultural land and cut branches of 16 olive trees in al- ‘Oja area in Jericho.

    On 06 August 2022, settlers from “Ramat Yishai” settlement outpost established in place of Usamah Bin al-Monqez School in central Hebron’s Old City threw stones at parked Palestinian vehicles under full view and protection of IOF.  As a result, windows of many vehicles were broken.

    On 07 August 2022, under IOF’s protection, settlers raided the Archaeological area in Tuwani village in Hebron and performed religious rituals.

    On 09 August 2022, settlers from “Yitsahar” settlement established on the southeastern Nablus lands attacked the outskirts of ‘Orif village and threw stones at a house and a vehicle, causing damage to both.

    Since the beginning of the year, settlers conducted at least 166 attacks. In two of the attacks, 2 Palestinians were killed.

    Collective Punishment

    Under its collective punishment policy against families of Palestinians accused of conducting attacks against IOF or settlers, on 08 August 2022, IOF demolished 2 family houses of 2 Palestinian prisoners in the Israeli jails in Jenin in the West Bank.  The first 3-sotrey house built on 600 sqms belongs to the family of Prisoner Subhi ‘Emad Sbeihat and housed a family of 6, including his wife, while the second is a 240-sqm house belongs to the family of prisoner As’ad al-Refa’ie and shelters a family of 7, including 3 children.

    So far in 2022, IOF demolished 10 houses and sealed another after destroying its internal contents under IOF’s collective punishment policy. Meanwhile, there are many houses threatened of demolition on the same grounds.

    IOF incursions and arrests of Palestinian civilians

     IOF carried out 182 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 122 Palestinians were arrested, including 6 children and a woman.

    So far in 2022, IOF conducted 5211 incursions into the West Bank, including occupied East Jerusalem, during which 3172 Palestinians were arrested, including 303 children and 27 women.  IOF also conducted 24 limited incursions into eastern Gaza Strip and arrested 74 Palestinians, including 41 fishermen, 28 infiltrators, and 5 travelers via Beit Hanoun “Erez” Crossing.

    Israeli collective punishment and closure policy and restrictions on freedom of movement:

    On 08 August 2022, IOF announced the reopening of the crossings between Israel and the Gaza Strip to the humanitarian cases; the move is subject to a situational assessment, after they were closed on 02 August 2022.  IOF said that the full opening of the crossings “will be possible later in the day depending on the security situation.”

    During IOF’s closure of crossings and offensive on the Gaza Strip, the humanitarian situation seriously deteriorated, threatening the operation of many vital sectors, particularly heath, electricity, water, sanitation, and public services. (More details available here)

    Meanwhile, Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly update in the Gaza crossings.

    In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 60 temporary military checkpoints in the West Bank, including occupied East Jerusalem arrested 5 Palestinians at those checkpoints.

    On 04 August 2022, IOF closed the entrance to al-Mughaiyer village, eastern Ramallah, with cement cubes and prevented civilians from entering or leaving the village.

    So far in 2022, IOF established 2626 temporary military checkpoints and arrested 119 Palestinians at those checkpoints

    Medical neglect kills prisoner Saadia Matar in Israeli ‘Damon’ prison

    Local sources announce the martyrdom of female Palestinian prisoner Saadia Matar in the Israeli “Damon” prison due to medical neglect.

    Local sources on Saturday announced that the female Palestinian prisoner Saadia Matar died in the Israeli “Damon” prison.

    Sources reported that the administration of the occupation prisons informed prisoners that Matar died on Saturday morning.

    Matar was 68 years old and from Al-Khalil.

    On its part, Muhjat Al-Quds Foundation reported that, with Matar’s death, the number of Palestinians who were martyred while in Israeli captivity rises to 230.

    The Foundation’s PR Director confirmed in an interview for Al-Mayadeen that the captive Saadia Matar was martyred as a result of illness and medical negligence.

    It is noteworthy that Matar was arrested by the occupation forces in 2021 after a settler beat her as she was crossing the street near Al-Ibrahimi Mosque, claiming that she tried to stab him.

    In this context, the Prisoners Information Office said the martyred captive, Saadia Matar, was brutally assaulted and severely beaten during her arrest, which deteriorated her health condition, further exacerbated by medical neglect.

    Following her death, Muhjat Al-Quds Foundation reported tension growing in different sections of prisons with prisoners shouting and knocking on doors in protest. 

    The Palestinian Prisoners Center for Studies warned, in a detailed statement, that the lives of Palestinian prisoners in Israeli prisons are in real danger, especially under the Israeli policy of deliberate medical negligence.

    The center warned that dozens of Palestinian prisoners may die inside the Israeli prisons if they are not provided with the necessary medical care. 

    Director of the Palestinian Prisoners Center for Studies, researcher Riyad Al-Ashqar, stated that 160 Palestinian prisoners, who suffer from chronic diseases, face “slow death” due to medical negligence by Israeli prison authorities.

    The Israeli occupation forces suppress a march in support of Palestinian prisoners in Al-Khalil, and Israeli settlers storm a mosque in the city.

    Confrontations between Palestinians and IOF in the city of Al-Khalil

    A Palestinian citizen was injured Sunday by live bullets, while dozens suffocated due to poison and tear gas after the Israeli occupation forces suppressed a march in Al-Khalil that was carried out in support of prisoners on the occasion of the Palestinian Prisoner’s Day.

    Security and local sources reported that the IOF – which reinforced their presence in the Bab Al-Zawiya area in the center of Al-Khalil – fired live bullets, metal bullets, sound bombs, and gas bombs at the protestors.

    It is noteworthy that the march was organized by the Palestinian Prisoners’ Club and the Commission of Detainees and Ex-Detainees Affairs, as well as national forces in Al-Khalil Governorate.

    In addition, under the protection of the IOF, several Israeli settlers stormed the Khaled bin Al-Walid Mosque in the Al-Kasara area, east of Al-Khalil. During the raid, a settler assaulted a Palestinian boy, which resulted in bruises all over his body.

    Eight Palestinians, including 2 children and 2 women, were killed, and 48 others, including 6 children, a girl and 2 who lost their eyes, were wounded by Israeli occupation forces’ (IOF) fire while tens of others suffocated and sustained bruises in separate incidents in the West Bank, including occupied East Jerusalem, and the Gaza Strip. 

    On 10 April 2022, a Palestinian woman was shot dead by IOF near an Israeli checkpoint in Husan, western Bethlehem.  More information available here.  On the same afternoon, IOF killed another woman in Hebron, claiming she stabbed an Israeli soldier near the Ibrahimi Mosque and killed another Palestinian after directly targeting him in al-Khader village, Bethlehem, claiming he threw  stones and Molotov Cocktails.  More information available here. 

    On 11 April 2022, a child succumbed to wounds he sustained a day earlier in Jenin.  More information available  here.

    On 13 April 2022, IOF killed a lawyer without justification while their troops withdrew from Nablus after conducting a widescale incursion in the city, wounding 3 Palestinians, including a child.  More details available here. In the afternoon, IOF killed a Palestinian and wounded 6 others during clashes when IOF withdrew from Silwad village in Ramallah.  During the incursion, IOF surrounded 2 houses; one was uninhabited, and opened fire at them, detaining the residents inside and then beating and arresting 3 of them. On the same afternoon, IOF opened fire and killed a child with several bullets in Husan village, western Bethlehem.  They detained his body and took him with them but few hours later his body was delivered.  IOF claimed that the child was targeted after he was seen trying to throw Molotov Cocktails at a military checkpoint in the area.

    Most of them were victims of excessive use of force that accompanied suppression of peaceful protests and gatherings and they were as follows:

    07 April: 4 fishermen were wounded with rubber bullets and then arrested by IOF when the latter chased 2 fishing boats sailing within the allowed fishing area (8 nautical miles ) off Rafah shore, southern Gaza Strip.  They were released the next day, but their boats were

    confiscated.  Another chase recurred in the same area and IOF arrested 3 other fishermen and confiscated their boat.  A child sustained teargas canister shrapnel wounds in his hand, and another Palestinian was arrested in clashes erupted during IOF’s incursion into al-Am’ari refugee camp in Ramallah.  In the afternoon, IOF again suppressed Palestinians gathered in Bab al-‘Amoud in occupied East Jerusalem and arrested 3 of them, including a child, after assaulting them.  This recurred the next day after setters gathered and chanted slogans against Arabs and Muslim; during which, IOF arrested and severely beat up a Palestinian.

    08 April: 3 Palestinians were wounded, including 2 children, with rubber bullets during IOF’s suppression of Kafr Qaddoum weekly protest in Qalqilya.  A Palestinian child lost his eye when IOF directly targeted him with a rubber bullet during their suppression of protesters in northern East Jerusalem.  More details available here.  IOF wounded 3 Palestinians near Gate 104 near the annexation wall, northern Tulkarm, during their attempt to enter Israel for work.  In the afternoon, a Palestinian was wounded with a rubber bullet in his foot and 2 others were arrested, including a child, during clashes with IOF in Kafr Malek village in Ramallah.

    09 April: 13 Palestinians, including a child and a girl, were wounded; 2 sustained serious wounds in clashes during IOF’s incursion into Jenin refugee camp to surround the house of the Palestinian who carried out the shooting in Tel Aviv in Jenin.  The area witnessed clashes between IOF and members of Palestinian armed groups; as a result, one of the latter was killed.  IOF arrested 2 Palestinians; one of them was wounded, and later withdrew. 

    10 April: a Palestinian was wounded with a bullet in his waist and others suffocated in clashes during IOF’s incursion into Yabad village, Jenin.  IOF arrested 8 Palestinians after raiding their houses and 3 shops, damaging their contents, and later withdrew. A Palestinian also sustained bullet shrapnel wounds in his hand and 3 others were arrested in similar circumstances in the eastern neighborhood in Jenin.  Another Palestinian was wounded with a bullet in the right thigh in clashes during IOF’s incursion into al-Bireh, northern Ramallah.  Moreover, two Palestinians were arrested in clashes during IOF’s incursion into ‘Aqabet Jaber refugee camp in Jericho.

    11 April: a child was wounded with a bullet in his right leg, and 9 Palestinians were arrested, including a national security officer, during IOF’s incursion into Kafr Qalil village and the down suburb adjacent to the village, eastern Nablus.

    12 April: IOF wounded 4 Palestinian university students after raiding Khadouri University’s campus in Tulkarm.  In the next day, an Israeli Special Force raided the university in a civilian car and opened fire at a student, visitor, and a security officer whom they arrested after wounding him.  Further information available here.

    13 April: 7 Palestinians were wounded, including one in critical condition and another lost his eye by a rubber bullet that penetrated his eye in clashes during IOF’s incursion into Bita village, southeastern Nablus. Also, IOF wounded a Palestinian near the annexation wall, southern Tulkarm, when they targeted workers in their attempt to infiltrate in order to work in Israel.  In the afternoon, a young man was wounded in his chest with shrapnel of a sound bomb fired by IOF in their incursion into Kobar village, Ramallah.  IOF arrested 4 Palestinians and later withdrew.

    In the Gaza Strip, IOF opened fire 3 times at agricultural lands in access restricted areas, eastern Khan Younis. Also, five IOF shootings were reported on fishing boats mostly off the northern, southern, and western Gaza shores.

    So far in 2022, IOF attacks killed 28 Palestinians, including 7 children and 2 women, and wounded 235 others, including 45 children, 2 women, 2 paramedics and 10 journalists: all in the West Bank, except 5 fishermen in the Gaza Strip.

    Settler-attacks on Palestinian civilians and their properties:

    This week, settlers carried out 9 attacks in the West Bank, wounding 6 Palestinians, including 2 with bullets, and damaging many vehicles. The details were as follows:

    07 April: setters from “Beit El” settlement, northern al-Bireh, threw stones at the Palestinian car traveling on the main street adjacent to the settlement and leading to al-Jalazone refugee camp.  No injuries were reported.  On the same day, settlers from “Shiloh” settlement, eastern Ramallah, threw stones at the Palestinian cars traveling on Ramallah-Nablus main street.  no injuries were reported.

    08 April: 2 Palestinians were wounded with bullets when settlers opened fire at the Palestinian vehicles in Tarmesi’yah village, Ramallah.  IOF’s patrols arrived and took the wounded to an Israeli hospital.  On the same day, a Palestinian vehicle sustained damages after settlers threw stones near Ras Karkar intersection, western Ramallah.  Also, settlers sneaked into Sinjil village, eastern Ramallah, and opened fire at a house.  No injuries were reported.

    09 April:  a Palestinian sustained wounds in his face when he was working in a kindergarten near his house in the closed Martyrs Street neighborhood in H2 area in Hebron.  Settlers from “al-Daboya” settlement outpost threw a stone at him.  in the afternoon, settlers beat up an elderly when the latter was herding his sheep in al-Hafasi pastoral areas surrounding ‘Inab settlement, eastern Tulkarm.  Also, settlers stormed agricultural lands in ‘Anabta

    village, eastern Tulkarm, and raised the Israeli flag on the roof an agricultural room.  Settlers also threw stones and sprayed pepper gas at a Palestinian and his wife in an agricultural room in Kafr al-Deek, western Salfit.

    So far this year, settlers carried out 95 attacks on Palestinians and their properties in the West Bank.

    Land razing, demolitions, and notices

    On 10 April, IOF confiscated a bulldozer and a truck for Palestinians in Tarmesi’yah village, Ramallah.

    On 12 April, IOF uprooted 2 tents; one is residential and the other is for grazing sheep in Kafr Malek in Ramallah, under the pretext of building in an archeological area and within Area C.

    Since the beginning of 2022, IOF made 40 families homeless, a total of 244 persons, including 47 women and 113 children. This was the outcome of IOF demolition of 50 houses and 5 residential tents. IOF also demolished 29 other civilian objects, razed 174 dunums and delivered 49 notices of demolition, cease-construction, and evacuation.

    IOF incursions and arrests of Palestinian civilians:

     IOF carried out 210 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During this week’s incursions, 131 Palestinians were arrested, including 7 children. 

    So far in 2022, IOF conducted 2260 incursions into the West Bank, including occupied East Jerusalem, during which 1360 Palestinians were arrested, including 153 children and 14 women. IOF also conducted 12 limited incursions into eastern Gaza Strip and arrested 27 Palestinians, including 14 fishermen, 11 infiltrators, and 2 travelers via Beit Hanoun “Erez” Crossing.

    Israeli collective punishment and closure policy and restrictions on freedom of movement:

    On 09 April 2022, Major General Ghassan Alian, head of the Coordinator of Government Activities in the Territories (COGAT), announced collective punitive measures against Jenin, northern West Bank, following the shooting in Tel Aviv carried out by one of the city’s residents. 

    The announcement published on ‘Alian’s Facebook page says: “following the latest incidents in Jenin and upon the Israeli Defense Minister’s decision: businessmen from Jenin are not allowed to enter Israel, and Arabs in Israel are not allowed (neither in cars nor on feet) to enter or exit via al-Jalbou’a and Barta’a crossings.  Also, the rock rubble will not be transferred via DTD at crossings in Jenin, and due to security concerns, family visitations to Palestinians in Jenin will not be allowed (within the 5000 approved permits)

     In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 93 temporary military checkpoints this week and arrested Palestinians at those checkpoints. The majority of the checkpoints were in Hebron (39) and Bethlehem (17).  Jerusalem also witnessed many restrictions on freedom of movement in Ramadan,

    So far in 2022, IOF established at least 1056 checkpoints and arrested 59 Palestinians at those checkpoints.

    Lest We Forget: Palestinians Urge International Protection on Ibrahimi Mosque Massacre 28th Anniversary

    On the 28th anniversary of the 1994 Ibrahimi Mosque massacre, a leading Palestinian human rights organization called on the global community to provide international protection for the Palestinians and their holy sites under the ‘Israeli’ occupation.

    The Department of Human Rights and Civil Society in the Palestine Liberation Organization [PLO] made the plea in a statement on Friday, which marks the 1994 killing of some 30 Palestinian worshipers in Ibrahimi Mosque in the southern occupied West Bank city of al-Khalil, according to the Palestinian Ma’an news agency.

    “This day marks the 28th anniversary of the Ibrahimi Mosque massacre, which resulted in the martyrdom of 29 worshipers and the injury of 150 others inside the compound, [and] which was carried out by the terrorist Goldstein under the eyes and guards of the occupation soldiers,” the statement read, referring to American-born ‘Israeli’ settler Baruch Goldstein who committed the massacre.

    “Instead of punishing the criminal and those who protected him and provided him with coverage, the occupation forces punished the victims by imposing their control over the holy site and placing it at the settlers’ disposal,” the statement added.

    The department noted, “Since that date, Palestinians have been deprived of freedom of access to the Ibrahimi Mosque, the establishment of prayer there, and have been denied the call to prayer in the holy site most of the time, which is in line with the interests of the settlers and their attempts to Judaize the entire compound.”

    The organization denounced the measure as a violation of all international laws and agreements related to human rights and freedom of worshipers.

    The statement concluded by calling on the “international community to stand up to its responsibilities and provide international protection for the Palestinians and their holy sites under occupation.”

    The holy site in al-Khalil was split into a synagogue, known to Jews as the Cave of Patriarchs, and a mosque after Goldstein massacred 29 Palestinians inside the mosque in 1994. Since then, Muslim worshipers have been prevented from having access to the site during Jewish holidays.

    Al-Khalil is the biggest city in the West Bank, home to more than 200,000 Palestinians. About 1,000 Zionist settlers, who engage in frequent attacks on Palestinians, also live there under heavy military protection.
