متى كانتْ مُساعداتُكُم مجانيةً يا حضْرة السفيرة «المَصون»؟!

هكذا وبكلّ بساطة تُواصل السفيرة الأميركية لدى لبنان سفاهَتَها التي بدأتْها منذ اليوم الأول لوصولها إلى لبنان.

فهي تقوم بزيارات ونشاطات وتُكثر من التصريحات بكلّ فظاظة ووقاحة بحيثُ أنها لا تجرؤ على فعل ذلك لو كانت في بلدٍ آخر يحرص على احترام شعبه وصيانة كرامته ومراعاة قوانينه وخطوطه الحمر.

أما في لبنان فـ «السِّت المصون» تسرحُ وتمرح وتتمادى من دون ضوابط ولا حدود وهي مُطْمئنة أنّ أحداً لن يمنعها أو يُغضبها والعياذ بالله، لأنّ غاية ما يمكن أن يكون ردَّ الفعل على تصرفاتها أن يتمّ تنسيق زيارة لها، من بعد إذنها طبعاً، لمسؤول رسمي تُسمَّى «عزيمة على فنجان قهوة» على الطريقة اللبنانية، وهو مصطلح يستعمله الجبناء لمجاملة الأقوياء للضحك على الأغبياء!

فبالأمس صرَّحت حضرة السفيرة بأن «لا مساعدات مجانية للبنان بعد اليوم»!

واعجباً:

فهي تعلم ونحن نعلم وتعلم أننا نعلم كما الكلّ يعلم أنه في كلّ تاريخ السياسة الأميركية في لبنان لم يكن هناك أيّ مساعدة أو قرار أو خطوة أو تحرّك أو موقف مجاني قط بل نتعامل مع دولةٍ مُتسلطة باغية كلّ همّها تأمين سياستها الاعتدائية العدوانية على البلدان المُستعمَرَة أو المُتَسلَّط عليها لِما فيه حفظ الكيان الصهيوني الدخيل وتأمين تدفُّق النفط دون أن يكون لنا نصيب من لقمة أيتام على مائدة اللئام!

نعم:

لا شيء تُقدِّمه أميركا مجاناً لا للبنان ولا لغيره لا اليوم ولا أمس ولا غداً، ولطالما دَفَعْنا أثماناً غالية من دمائنا ودموعنا وأَرَقِنا وأَمْننا وراحتنا… صيانة لكرامتنا وسُمُو شرفنا.

لم تُقدِّمْ شيئاً مجاناً لكن المُجاهرة من السفيرة بهذا الكلام هو وقاحةٌ زائدة عن الوقاحة السائدة، فهي تتحدَّى كلّ اللبنانيين فرداً فرداً بِمَنْ فيهم الذين يعملون عبيداً بين يديها، ففي تصريحها إهانة علنية ومُباشرة للمؤسَّسات التي تَتلقَّى مساعداتها فهي تقول لهم:

إنَّ مساعدتنا ليست مجانية بل هي مقابل شيء وثمن ومواقف معنوية ومادية ترهنكم وتستنزِفكم جميعاً.

إذاً…

كلّ من يتلقى أي مساعدة عن طريق السفارة الأميركية وُجِّهَت له إهانة من الحجم الثقيل والمباشر.

فإلى متى تبقى هذه الفوضى من دون موقفٍ يُعبِّر عن كرامة لبنان واللبنانيين الذين يتحمَّلون كلّ هذه التصرفات المُشينة والتي لم تكن الأولى!

فقبل أسبوعٍ فقط وعندما فُرِضت العقوبات المعروفة على رئيس التيار الوطني الحر الأستاذ جبران باسيل عَقَّبت السفيرة مباشرةً «أنّ عندها دلائل لن تُفرِجَ عنها»!

وذلك في أغرب موقف يمكن أن تراه في عالم الإِدِّعاء أو القضاء أو المرافعة!

وأما إذا أردنا أن نستحضر كافة مواقف هذه الدبلوماسية والتي كانت تخدم في الكيان الغاصب لاحتجنا إلى مقالات عديدة لكن نكتفي بتذكير وتحذير في أنّ الأوضاع لا يمكن لها أن تستمرّ على هذا المنوال، وإلاَّ لن تُرجى لنا قيامة أو أمل بإصلاح ما دامت أمثالُ هذه النماذج تتحرك بمثلِ هذه العقلية السائبة التي لا تعتبرنا بشراً يستحقون المعاملة اللائقة!

والمطلوب فوراً لا أقلّ من وقفة عزّ يصحو بها الغافلون وينتفض لها الغيورون لنكون جديرين بعزّ لا يُميته زمان ونُوَرِّثه للأجيال…

The US Plan for Weakening Hezbollah: a Civil War and the Exodus of the Christians

Hezbollah and its differences with the Christians of Lebanon

The Christian political and religious leaders of Lebanon are theologically distant from Twelver Shia; they have political and ideological objectives that fundamentally differ from those of Hezbollah. Gebran Bassil, the Leader of the larger Christian Parliamentary Group “Al tayyar al-watani al-Hurr” (Free Patriotic Movement – FPM) made this clear last Sunday in a televised statement in response to US sanctions over alleged corruption and his close political alliance with Hezbollah. However, these differences of ideology are a kind of insurance, a guarantee which prevents civil war in Lebanon and the exodus of Christians from the Middle East. “This (a civil war in Lebanon and the exodus of Christians) is what Israel wishes to see, a desire expressed overtly by US officials during private meetings,” Bassil revealed. Thus, questions have to be asked: what are the fundamental differences between Lebanese Christians and Hezbollah, and what does the US want from the Christian Lebanese so as to weaken Hezbollah?

Just after the day of the Presidential election, on the fourth of November, the US administration announced- in a move that seemed incomprehensible and without strategic or tactical benefit either to Israel or the US- that it was sanctioning the MP Gebran Bassil. Bassil said that the US ambassador to Lebanon, Dorothy Shea, visited him to give him an ultimatum and warned him of the start of US sanctions if he didn’t terminate the Hezbollah FPM alliance. Bassil rejected the threat, and President Donald Trump’s administration sanctioned him. Bassil decided to reveal the content of his meetings with the US officials to strike a balance between his relationships with Hezbollah and with the west. The Christian leader detailed the points of difference with Hezbollah in terms of “thinking, language and ideology”.

The Shia Hezbollah consider the US as “the great Satan, the head of the snake”, and as far as Israel is concerned, their objective is to end its existence. Hezbollah’s aim is clearly stated: to liberate Palestine. The Christians are not the only group who don’t share the same goal as Hezbollah in Lebanon. The Shia group of Amal led by Speaker Nabih Berri, considered to be the closest ally of Hezbollah, doesn’t share Hezbollah’s slogans and objectives. Berri, unlike Hezbollah, has excellent relationships with the west and with the Gulf states.

Furthermore, Bassil has said that the Christians of Lebanon believe the relationship with the US is essential- and that it should be treated accordingly. He said that he believes that Israel has the right to live in security when the guaranteed safety of Arab territories is also provided for, and the rights of the Palestinians are guaranteed based on King Abdallah of Saudi Arabia’s peace plan. Bassil here meant the return of the Syrian occupied Golan Heights and Lebanese territories, the right of return of the Palestinian refugees, and a state for Palestine in exchange for normalisation with Israel, as stated in the Saudi King’s initiative.

This same initiative was agreed to by the late President Hafez Assad prior his meeting with Prime Minister Ehud Barak in the year 2000 but it failed at the last minute.

Syrian President Bashar al-Assad and Lebanese President Emil Lahoud, both close allies of Hezbollah, agreed on King Abdallah’s peace plan initially proposed in December 2002.

(FACT: King Abdulla and others failed to pass the so called Arab initiative without ROR. Thanks for Presidents Lahoud and Bashar who insisted that the initiative Must contain the RIGHT OF RETURN, moreover, Lahoud prevented Arafat from addressing the SUMMIT, as planned, to declare Palestinian approval of the initiative as written by US ). The Palestinian Authority (PLO) and Hamas are both calling for the right of return of refugees and two states in Palestine to end the Israeli-Palestinian conflict.

It is clear that Bassil doesn’t want to look as if he is totally in the arms of Hezbollah, nor does he accept a conditional relationship with the West when the stated conditions could lead to civil war in Lebanon. What Bassil did not share was the US Ambassador to Lebanon’s request to join, in one coalition, the Christian “Lebanese Forces” of Samir Geagea and the Kataeb, and the Druse of Walid Jumblatt- thus isolating Hezbollah.

The FPM believes the US request to isolate the Shia would divide Lebanon into two parts wherein one part Christians will be on one side of the country (with the US-supporting Lebanese Druse as allies) and Sunni and Shia on the other side. It would be effortless to create a Sunni-Shia sectarian conflict to keep Hezbollah busy. In this case, Israel could hit the Shia villages, and the western community would applaud a partition of Lebanon under the excuse of protecting the Christian of Lebanon. The Christian area would be financed and supported by the west. If the borders between the two sides were to be broken and Hezbollah had the upper hand, the Christians would be rushed outside the country, an ideal situation for the west. It would force the migration of the Christians, and leave Lebanon to a sectarian conflict between Sunni and Shia Muslims, as in Iraq and Syria in the last decade. In fact, in reality, this is what French President Nicholas Sarkozy proposed to the Christian Patriarch when asking for support for the community in Lebanon back in 2011.

Gebran Bassil rejected the US offer even though the Christians of Lebanon are by nature close to the west. Bassil wants a relationship with the US and Europe: he is not ready to exchange it for relations with Iran, Russia or China. The US requests from the Lebanese Christians include the naturalisation of the Palestinians and the Syrian refugees. That would create a vast demographic imbalance in Lebanon where the majority would then be Sunni, followed by the Shia in the second place. In consequence, it would no longer be feasible or justified to give the reduced minority Christians half of the total share in all institutional positions of the state, Parliament, cabinet and security forces as stipulated by the Taef agreement.

One of the most significant differences between Hezbollah and Gebran Bassil is not only ideological but concerns the Speaker Nabih Berri, accused of corruption along with Prime Minister Saad Hariri, the Druse Leader Walid Jumblat, the governor of the Central Bank Riyad Salame and others. Gebran accuses Hezbollah of protecting his closest Shia ally Berri who, along with Hariri, protects Riyad Salame. The Central Bank governor is accused of facilitating the transfer of dozens of billions of dollars to Lebanese officials, accumulated from corruption and abuse of power over decades. Hezbollah understands Bassil’s accusation and finds itself powerless due to the limited choices available. Berri is the Leader of Amal who may not hesitate to confront Hezbollah if left alone or even go as far as an inter-Shia conflict. The price would be very high, mainly when the US and Israel are waiting for every opportunity to weaken Hezbollah from within, or through its allies.

Bassil also spoke about a plan thwarted by the local security services – who arrested several militants – to revive the terror group “Islamic State” (ISIS) in the north of Lebanon where a group of 40 militants linked to Idlib (Syria where the base of al-Qaeda is established) were uncovered. The Christians understand that their separation from Hezbollah would render them without protection, particularly when the ISIS card is still on the table and can manifest whenever the opportunity presents itself. This is why Bassil can’t break with Hezbollah: it is its guarantee and protection from radical Islamists who amply demonstrated how brutal they could be against all religions and sects in Syria and Iraq. In reality, the only political friend Bassil has in Lebanon today is Hezbollah, since all the other groups – including Maronite Christians, Sunni and Druse –have demonised him and are trying to isolate the FPM and its Leader.

In fact, being a Christian in Lebanon is not the privileged position it would be in the West. The only advantage it confers is facilitating a visa to change residence. Moreover, the US clearly doesn’t interact with Lebanese politicians on a humanitarian or « favour for favour » basis, but on the grounds of interests (theirs). Indeed, despite facilitating the departure of Amer Fakhoury to the West, Bassil didn’t win popularity with the US. On the contrary, events confirm that when the US administration considers the time has come to sacrifice Lebanon’s Christians as wood for a civil war fire, it will not hesitate. For the US, the interests of Israel come first. This is unfortunately unlikely to change with the new administration.

The US and Israel tried to confront Hezbollah face-to-face but failed to defeat or weaken the group. They tried to divide Iraq and Syria to cut the supply road to Hezbollah, but to no avail. Their last attempt was to impose “maximum pressure” on Iran. The result was that Tehran did not submit and Hezbollah continued to pay wages to tens of thousands of militants in US currency even when this is largely missing in Lebanon. No other choices remain for the US /Israeli side but the possibility of a civil war in Lebanon, and to dispose of the Christians in order to relieve Israel from the pressure applied by Hezbollah, with its growing strength and effectiveness.

Hezbollah is not expected to fall into this trap despite their Christian ally having significant differences in ideology and objectives. Differences can be managed when it is in the mutual interest of both sides to stick together. On the contrary, far from weakening him, the US sanctions on Bassil have boosted his position and freed the young Christian Leader to claim his right representation in the new government he was previously denied. But that puts the elected Prime Minister Saad Hariri – who holds the minority in Parliament – into a weaker position: he was counting on French President Emmanuel Macron’s initiative to overlook the Parliamentary results and form his government without Bassil. The US sanctions, predictably, produced a counter effect, giving wings to Gebran Bassil and making him stronger than ever.

A. King Abdullah’s initiative: the Arab states were to call upon Israel to affirm a full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights, to the lines of June 4, 1967, as well as the remaining occupied Lebanese territory in the south of Lebanon. It includes a just solution to the Palestinian refugee question on the basis of UNSC Resolution 194. There is also a request for the acceptance of the establishment of a sovereign independent state on the Palestinian territories occupied since 4 June 1967, in the West Bank and Gaza, with East Jerusalem as its capital. Consequently, the Arab states will do the following: One, consider the Arab-Israeli conflict to be completely over; two, establish normal relations with Israel in the context of comprehensive peace. It also called upon the government of Israel and the Israelis to accept this initiative in order to safeguard the prospect for peace and stop further shedding of blood in the region. These are the key issues. They have been described as peace for withdrawal, as a normalisation for a normalisation: the Arab states are asking Israel to be a normal state. In return, they would normalize their relationship with Israel – economic, cultural and otherwise.

B. During the 1982 Israeli occupation of Lebanon, Amer al-Fakhoury was a commander at the Israeli-established Kiyam detention camp and was responsible for the killing and torture of many members of the resistance. Lebanese authorities exerted pressure on the head of the military court to release Israeli collaborator Amer al-Fakhoury as requested by President Donald Trump.  Al-Fahkoury was then delivered to the US embassy and smuggled out of the country. The release order was carried out following pressure from the Chief of Staff and the President Michel Aoun, Gebran Bassil’s father-in-law.

C. Amal Shia Leader and Speaker Nabih Berri said in a statement.: “UNIFIL welcomes today’s announcement on the framework agreement to launch negotiations between the two states of Lebanon and Israel on demarcating the maritime borders between the two countries.”

حاولت السفيرة الأميركية صياغة رد ملائم لما كشف عنه رئيس التيار الوطني الحر جبران باسيل، فخلصت الى تعميق حفرة «الكذب» الأميركي لتبرير كل الموبقات المرتكبة بحق الأفراد والشعوب والدول، على شكل عقوبات. وفيما لم تذلل هذه العقوبات العقبات امام الإسراع في تأليف حكومة وطنية، اختلفت الأجواء العونية والحريرية حول لقاء رئيس الحكومة المكلف برئيس الجمهورية أمسلم تكد تمر الساعة الرابعة والعشرون على مؤتمر رئيس التيار الوطني الحر جبران باسيل رداً على إعلان الادارة الأميركية فرض العقوبات عليه، حتى أتى الرد من السفيرة الأميركية في بيروت دوروثي شيا. حاولت الأخيرة الموازنة بين ما كشفه باسيل عن طريقة الترغيب والترهيب الأميركية في إخضاع من يعارض أوامرها، وبين تلميع صورة إدارتها التي تدّعي الدفاع عن حقوق الانسان والحريات في كل أنحاء العالم. كان لا بد لشيا من التعليق على كلام باسيل الناري، فأتى مضمون خطابها هزيلاً، وبدت عاجزة عن إيجاد تفصيل صغير يبرر العقوبات الأميركية، لتؤكد مرة أخرى أن أسبابها لا تمت الى الفساد بصلة. جلّ ما صدر عنها نتيجة ما سمّته مطالبة الجميع بالاطلاع على الأدلة التي كانت في الملفات والتي أدت الى فرض العقوبات، قولها «إننا نسعى لجعل القدر الاكبر من المعلومات متاحاً عند الإعلان عن التسميات، ولكن، كما هي الحال في كثير من الأحيان، فإن بعض هذه المعلومات غير قابل للنشر». العبارة تلك كفيلة بكشف الكذب الأميركي، وهي الحجة الدائمة لتبرير الحروب على دول والاجتياحات لدول أخرى وحصار وتجويع شعوب. بررت السفيرة الأميركية العقوبات في وقت حصول الانتخابات الأميركية بأن «عملية التسمية وصلت إلى النقطة التي أصبحت فيها جاهزة للتنفيذ، وتمت بناءً على تعليمات من واشنطن». وأضافت أنها «على سبيل المجاملة، قامت بمتابعة هذا الأمر من خلال مكالمات هاتفية رفيعة المستوى حيث تمت مناقشة هذا الموضوع».

وفي سعي منها لدحض ما فضحه باسيل عن عدة العمل الأميركية والضغوط والمغريات التي قدمت له لفك تحالفه مع حزب الله، قالت شيا إن باسيل هو الذي «أعرب عن الاستعداد للانفصال عن الحزب بشروط معينة». كذلك «أعرب عن امتنانه لأن الولايات المتحدة جعلته يرى كيف أن العلاقة هي غير مؤاتية للتيار، حتى إن مستشارين رئيسيين أبلغوني أنهم شجّعوا باسيل على اتخاذ هذا القرار التاريخي». هنا أيضاً بدا كلام السفيرة منافياً للمنطق ولكل ما تحاول أميركا تحقيقه سياسياً في لبنان منذ الاعلان عن وثيقة التفاهم بين التيار والحزب، وما تلاها من أحداث أسهمت في توطيد العلاقة بين الطرفين بما يحبط الأجندة الاسرائيلية لتطويق المقاومة في الداخل. لكن كان لدى شيا من الوقاحة ما سمح لها بأن تختم خطابها بالقول إن «الولايات المتحدة اتخذت هذا الإجراء تضامناً مع الشعب اللبناني».
في المقابل، أصدر المكتب الاعلامي لرئيس التيار الوطني الحر بياناً حول ما صدر عن شيا، لفت فيه إلى أن كلام السفيرة «برهان على عدم وجود إثباتات على الاتهامات الموجهة لباسيل ‏بالتورط في الفساد (…) ‏فإذا كانت هذه المعطيات متوافرة ولا تريد نشرها، فإن النائب باسيل يطالب أقله بأن تقوم الجهة الأميركية المعنية بتسليمها للسلطات اللبنانية المختصة». وأعاد البيان تأكيد أن «موضوع الفساد لم يطرح لا من قريب ولا من بعيد في النقاشات التي حصلت، لا لناحية وروده في العقوبة ولا لناحية أي مطالب لواشنطن ‏بخصوصه، بل دارت المباحثات حول التفاهم مع حزب الله والمواضيع المرتبطة به، ولم يكن من موجب للنائب باسيل أن يسأل أو يعتب أو يهتم لنوع العقوبة». ولفت البيان الى أن فشل السياسة الأميركية حتى الآن في فك التفاهم بين التيار وحزب الله، «على الرغم من كل الضغوط التي مارستها واشنطن عبر السنين، وبالرغم من كل التهديد والترغيب، فإن محاولة دق الإسفين بينهما من خلال بيان إعلامي، يتكلم عن شروط معينة بدل الكلام عن مسار حواري وطني شامل، هي محاولة ظريفة ولكنها لن تنجح بهذه الطريقة حتماً».

في موازاة العقوبات الأميركية وما فرضته من تطورات على المشهد الحكومي من ناحية عودة باسيل الى ساحة التفاوض من الباب العريض، زار رئيس الحكومة المكلف سعد الحريري، يوم أمس، رئيس الجمهورية ميشال عون. ثمة روايتان هنا لما حصل خلال الاجتماع: من جهة تشير المصادر العونية الى أن اللقاء اتسم بالسلبية ربطاً باستمرار الحريري في رفع سقف شروطه وإصراره على تسمية الوزراء المسيحيين، إضافة الى تراجعه عمّا تم الاتفاق عليه بشأن تسمية العونيين، وبالتحديد رئيس الجمهورية، لوزير الداخلية. كذلك الأمر في ما خص وزارتَي الاتصالات والطاقة. ما سبق أسهم في عدم إصدار القصر الجمهوري أي بيان حول الاجتماع، علماً بأن مستشار الرئيس الفرنسي باتريك دوريل يصل الى بيروت غداً موفداً من الرئيس الفرنسي ايمانويل ماكرون، في إطار إعادة تفعيل مبادرة الإليزيه، فيما أجواء الحريري تنقض الرواية العونية، وتؤكد إيجابية فائقة في المشاورات الحكومية التي حصلت يوم أمس بينه وبين عون. لا بل تكشف أن رئيس الجمهورية سلّم الحريري أسماء مرشحين اثنين لوزارة الداخلية، ومرشحين اثنين آخرين لشغل وزارة الدفاع. وبالتالي تسير الأمور «على نحو ممتاز، ويفترض أن تصل قريباً الى خواتيمها السعيدة».

This was just sent to me by a good Lebanese friend:

Huge disaster, investigation underway, on face value was caused by utter negligence, corruption and incompetence of Lebanese state, but I am one of those that has been stressing that the enemies could have exploited this state negligence and corruption to trigger this disaster through sabotage. Few simple reasons for this, including:

a) this disaster completely serves current US-Israeli efforts to pressure Lebanon economically to bow down to their demands

b) the site of the explosion, Port of Beirut, was the transit through which 50-80% of Lebanon’s commodity and trade needs were met

c) the explosions struck wheat reserves stored there as well, exacerbating the dire economic situation and inflation further

d) Israeli officials few days ago were warning the Resistance that if they struck Israeli army targets (a response to recent Israeli crimes by Resistance was imminent), Lebanon’s infrastructure will be targeted

e) one year ago exactly Israel’s ambassador to UN said at the Security Council that the Port of Beirut had become ‘Hezbollah’s Port’. Lebanese ambassador said this was a direct threat to Lebanon’s civilians and security

f) last but not least, the 2,750 tonnes of ammonium nitrate (that exploded) were reportedly stored there 6 years ago, and they have been described as a ticking time bomb considering the irresponsible way that they were stored. Is it really coincidental that this ticking time bomb goes off today, at the worst possible moment for Lebanon (Country is falling on all levels, coronavirus, US siege at its peak etc)?

So, while initial reports have said this disaster was caused by the utter negligence, corruption and lack of accountability of Lebanese state institutions, an official investigation is currently underway, and the Resistance will certainly be doing its own investigation, because there was no worse possible time for this disaster to occur to Lebanon than today. Sabotage by the enemy must remain a strong possibility (though actually proving that may be difficult).

أعلن وزير الخارجيّة اللبنانيّة ناصيف حتي تقديم استقالته لأسبابٍ عديدةٍ أهمّها وفقاً لما جاء في بيانه بعد الاستقالة أنّ (لبنان اليوم ليس لبنان الذي احببناه واردناه منارة ونموذجاً، لبنان اليوم ينزلق للتحوّل الى دولةٍ فاشلةٍ لا سمح الله، وانني اسائل نفسي كما الكثيرين كم تلكّانا في حماية هذا الوطن العزيز وفي حماية وصيانة امنه المجتمعي، انّني وبعد التفكير ومصارحة الذات، ولتعذّر اداء مهامي في هذه الظّروف التاريخيّة المصيريّة ونظراً لغياب روية للبنان الذي أومن به وطناً حرّاً مستقلاً فاعلاً في بيئته العربية وفي العالم، وفي غياب ارادةٍ فاعلة في تحقيق الإصلاح الهيكلي الشّامل المطلوب الذي يطالب به مجتمعنا الوطني ويدعونا المجتمع الدّولي للقيام به) مضيفاً (انّ المطلوب في عملية بناء الدولة عقولاً خلاقة وروية واضحة ونوايا صادقة وثقافة موسّسات وسيادة دولة القانون والمساءلة والشّفافية) وعلى ضوء تلك الاستقالة وما جاء في أسبابها من حقّنا أن نسأل معالي الوزير حتي ماذا قدّمتَ للبنان منذ توليك وزارة الخارجية من مطلع العام الحالي وحتى تاريخ اليوم؟ وما هي المواقف والإنجازات التي تمّت عرقلتها واستدعتك إلى تقديم استقالتك؟

منذ توليك وزارة الخارجية في الحكومة اللبنانية مطلع العام الحالي وحتى اليوم لم يصدر عن معاليكم موقف وطنيّ يعبّر عن جدّية عملك من أجل لبنان، بل إنّ المواقف التي صدرت عنك لم تكن بالمستوى المطلوب لمواجهة التحديات التي يواجهها لبنان، لا سيّما على المستوى الدّيبلوماسي حيث كانت أغلب مواقفك تدلّ على استرضاء بعض الدول وبالأخص الولايات المتحدة الأميركيّة وفرنسا ونظام آل سعود. أولى تلك المواقف يا معالي الوزير برزت في 26 حزيران الماضي حين (استدعيت) السّفيرة الأميركية في بيروت دوروثي شيا على خلفية تصريحاتها ضدّ الأمين العام لحزب الله السيد حسن نصر الله التي اعتبرت «أنّ الأمين العام لحزب الله حسن نصرالله يهدّد استقرار لبنان، وأنّ الحزب يمنع الحلّ الاقتصادي فيه». تصريحاتٌ تحريضيّةٌ نتيجة التدخلات الوقحة التي مارستها السّفيرة شيا استدعت أن تحلّ ضيفاً عليك في الخارجية حيث لم يصدر أيّ موقف عن الاستدعاء الذي لم تذكّر خلاله السفيرة بالمادّة 41 من اتفاقية فيينا التي تدعو جميع سفراء الدول إلى احترام قوانين الدولة المعتمدين لديها ومراعاة أنظمتها وعدم التدخّل بشؤونها الدّاخلية بل تحوّلت جلسة الاستدعاء إلى جلسة مباحثات بينكما استمرّت نصف ساعة ناقشتما فيها قرار القاضي محمد مازح بمنع وسائل الإعلام اللبنانية من نقل تصريحات السفيرة شيا التحريضية لتؤكد معاليك للسفيرة على حرية الإعلام وحقّها في التعبير اللذين هما حقّان مقدّسان ولتخرج بعدها السفيرة وتعلن من منبر الخارجيّة اللبنانية أنّ لقاءها معك كان إيجابيّاً وأكدتما فيه على العلاقات الثنائية بين البلدين وناقشتما قرار القاضي الذي طويتما صفحته. هكذا كان موقفك الوطني والسيادي من التدخّل السّافر والوقح لسفيرة الولايات المتحدة في بيروت.

تلا ذلك يا معالي الوزير حادثة اعتراض الطّائرات الأميركية لطائرة إيرانيّة في الأجواء السورية في 23/7/2020 وعلى متنها ركاب مواطنون لبنانيون يحملون الجنسيّة اللبنانيّة قادمين من طهران كادوا أن يكونوا ضحايا عدوانٍ أميركي جديدٍ كاد أن يؤدّي إلى كارثةٍ لولا اللّطف الإلهي، ورباطة جأش قائد الطائرة، وبالرّغم من سقوط عددٍ كبيرٍ من الجرحى لم تبادر معاليك إلى إدانة الاعتداء أو استنكاره أو التفوّه بأيّ حرفٍ يدين الاعتداء الأميركي. فعن أيّ لبنان سيادي تتحدّث؟ عن لبنان الذي لم تستطع فيه منع تدخّل السفيرة الأميركية أم عن لبنان الذي تمنّيته أن يكون دولة مؤسّسات ومساءلة؟

تمنّينا مثلك يا معالي الوزير أن يكون لبنان دولة مؤسّسات تستطيع من خلاله أن تضع حدّاً لتدخلات السفيرة الأميركية في بيروت في شؤوننا الدّاخلية، وتساءلنا مَن منعك من القيام بذلك ولم نجد جواباً… فتشنا يا معالي الوزير عن السبب الذي دعاك لإصدار بيانٍ يدين استهداف اليمن المحاصَر للسعودية التي تشنّ عليه عدوانها منذ أكثر من خمس سنوات. وما الذي أثار غضبك (العروبي) للتّضامن مع آل سعود ولم نرَ نفس نخوتك العروبيّة ترتجل المواقف اتجاه سورية!

فتشنا في معاجم السّياسة عن معنى الحياد الذي تبنّيته في أقدس القضايا وهي المقاومة التي لم تجرؤ على الدّفاع عنها في الوقت الذي رأيناك مقاتلاً شرساً تدافع عن العدوان الأميركي السّعودي على اليمن وتبرّر استمراره تلك المقاومة التي حمت الوطن بدماء أبنائها وصمود شعبها من العدوان الاسرائيلي والإرهاب التكفيري. في الوقت الذي كنت تبحث فيه كما قلت عن ارادةٍ فاعلةٍ في تحقيق الإصلاح الهيكلي الشّامل المطلوب الذي يطالب به مجتمعنا الوطني ويدعونا المجتمع الدّولي للقيام به) أصبح من الواضح أنّك فعلاً واجهت عوائقَ كبيرةً ومُنعت من تنفيذ مطالب المجتمع الدولي وعلى رأسها الولايات المتحدة التي تضع على رأس مطالبها نزع سلاح المقاومة مقابل تحسين الوضع الاقتصادي في لبنان، وهذا ما أشارت إليه السّفيرة الأميركية في بيروت في تصريحها الذي استضفتها على أثره في الخارجيّة.

تمنينا منك يا معالي الوزير أن تصنع نصراً واحداً يشبه بعض انتصارات المقاومين، تمنينا أن تدين تهريب العميل عامر فاخوري في أكبر عملية هتكٍ للسيادة نفذتها إدارة ترامب، لكن ذلك لم يحصل، وما حصل من خلال تقديم استقالتكم هو إعلان الساعة الصفر بإيعاز أميركي لإسقاط حكومة الرئيس حسان دياب بالتزامن مع صدور قرار المحكمة الدولية وإعادة ضعضعة الاستقرار الأمني مع المزيد من الضغوط الاقتصادية على لبنان وإشعال المزيد من الفتن. والدخول في معركة إسقاط سلاح المقاومة التي ستنتصر فيها إرادة اللبنانيين المقاومين رغم كلّ المؤامرات.

لبنان الآن على كف عفريت… تحييد البلد المفلس والمتزاحم ابناؤه على السفارات بطلب “الفيزا” للخروج منه في زمن انتهى فيه معسكر عدم الانحياز.

مع وصول السفيرة الاميركية الجديدة في لبنان، دوروثي شيا، وهجومها المباشر (والخارج على الاصول الدبلوماسية وركائز العلاقات بين الدول الصديقة) على “حزب الله”، محرر الجنوب من الاحتلال الاسرائيلي، وصاحب كتلة نيابية وازنة وجماهير عريضة في معظم انحاء لبنان.. هبت رياح الدعوة إلى تحييد لبنان عن المنازعات والصراع في المنطقة.

تحييد البلد المفلس والمتزاحم ابناؤه على السفارات بطلب “الفيزا” للخروج منه، في زمن انتهى معسكر عدم الانحياز بقيادة جواهر لآل نهرو وجمال عبد الناصر وتيتو الذي حفظ وحدة يوغسلافيا. فما أن غاب حتى عادت دولا شتى لا قيمة لها في اوروبا ولا دور لها في العالم كالذي ابتدعه لها تيتو.

تتبع “الدولة” سياسة انكار ما لا يمكن انكاره” فالجوع اصدق إنباء من الكتب”، ومن حسان دياب ومناورات جبران باسيل وسط الإغفاءات المتقطعة لفخامة رئيس الجمهورية، كلها تشهد بأن لبنان بخير..

وماذا اذا استفقنا على سوريا مدمرة أو محتلة، شمالها للأتراك، بذريعة مقاتلة الاكراد، والساحل- طرطوس- اللاذقية – بانياس- للروس مع دوريات مؤللة تلاقي الاتراك بود ظاهر، اما قلبها – دمشق وضواحيها – فللحرس الثوري الايراني مع مقاتلي “حزب الله”.

كذلك فان العراق الذي بالكاد انتهى ترميمه بعد حروب صدام حسين التي دمرت أرض الرافدين، وجعلت الخزينة العراقية خاوية الا ما يلزم كشرهات لمن يتولى الحكم، وبقرب بغداد قوات اميركية، وفي أنحاء شتى قوات من الحرس الثوري الايراني، والكرد ما زالوا يطالبون بنصيبهم في الحكم بعد نيلهم رئاسة الدولة وعدد وافر من الوزارات، مع مناصب رفيعة في مؤسسات النفط الخ.. كل هذا من دون أن يتنازلوا عن مطلبهم بإقامة دولة كردستان المستقلة في شمالي العراق، حتى والجيوش التركية تقتحم تلك المناطق بذريعة مطاردة الاكراد الاتراك المقهورين في ظل السلطان اردوغان.

المهم أن النشيد الوطني الجديد الذي انطلق من الديمان وتولى الترويج له بضعة من السياسيين من ذوي الانتماء “المحايد” أخذوا يرددون نغمة “الحياد” بديلاً من النشيد الوطني.

الحياد بين من ومن؟

بين الاتحاد السوفياتي ومعسكره الاشتراكي الذي سقط بالضربة البوتينية القاضية؟ أم بين دولة الامارات وقطر العظمى؟ أم بين السعودية المذهبة واليمن الذي يموت أهله جوعاً..هذا إذا هم نجوا من رصاص الاخوة – الاعداء من ابطال الاحتلال السعودي – الاماراتي! أم بين الغزو التركي بقيادة السلطان الذي أقحم المعلم التاريخي الذي كان كنيسة آيا صوفيا، في الماضي وغداة نشوء السلطنة، وقرر تحويله إلى مسجد، متنكرا للتاريخ وحتى لأصول الصلاة عند المسلمين، اذ دخل الكنيسة التي صيرت مسجداً، بحذائه خلافاً لقواعد الصلاة.

أما مصر فمشغولة بهموم سد النهضة في الحبشة، خوفاً على السد العالي الذي انقذ المئة مليون مصري من العطش، والذي افتتحه الرئيس الراحل جمال عبد الناصر مع خروتشوف، اظرف رئيس عرفته موسكو، والذي خلع نعليه ليطرق بهما على منصة وفده في الامم المتحدة، حين بدأ الرئيس الاميركي خطابه.. وكان ذلك تعبيراً عن موقف الاتحاد السوفياتي من مشروع الغزو الاميركي لدولة فيديل كاسترو في كوبا.. وهي الجلسة التي حضرها معظم اقطاب دول عدم الانحياز: جواهر لال نهرو، وجمال عبد الناصر وتيتو، في حين كان الوفد الاميركي برئاسة جون كيندي.

يومها، كما يحب الاميركي أن ينسى، ترك كاسترو مبنى الأمم المتحدة في نيويورك ونزل ليجول في أحياء “السود”، الذين كانوا يحاولون الانتفاض ضد الظلم الاسود في البيت الابيض في واشنطن… وهو الظلم الذي تجلى مؤخراً في قتل جورج فلويد بحذاء بعض رجال الحرس، بينما صار البيت الابيض مقراً للمهووسين بقيادة دونالد ترامب، الداعم الاخطر للمشروع الصهيوني الذي يعمل على انجازه رئيس الحكومة الاسرائيلية المشتركة بين نتنياهو ومعارضيه، والذي – يشمل في ما يشمل – منطقة الاغوار التي تحفظ تلالها اجداث بعض ابطال فتح دمشق ومنهم ابو عبيدة الجراح.

يا أمة ضحكت من جهلها الامم…

لبنان الآن على كف عفريت. وسوريا تتمزق أمام عيون الاخوة العرب، والروس والاتراك والايرانيون يتقاسمن اراضيها، والرئيس الروسي بوتين يستقبل الرئيس السوري بشار الاسد في مقر السفارة الروسية في دمشق، ممتنعا عن الصعود للقائه في القصر الجمهوري على بعض الروابي التي غناها امير الشعراء احمد شوقي بقوله:

Televised speech by Hezbollah’s Secretary General, His Eminence Sayyed Hassan Nasrallah, on the latest local and regional developments (7/7/2020)

I seek refuge in Allah from the accursed Satan. In the name of Allah the Most Gracious the Merciful. Praise be to Allah, Lord of the Worlds, and prayers and peace be upon our Master and Prophet, the Seal of Prophets, Abi al-Qassem Muhammad Bin Abdullah and his good and pure household and his good and chosen companions and all the prophets and messengers.

Peace and Allah’s mercy and blessings be upon you all. 

I apologize for the delay. We took up a few minutes for prayer time. God willing, we will address this matter in the future.

In the name of Allah the Most Gracious the Merciful. Before I begin talking about tonight’s main topics, I would like to briefly shed light on some occasions.

First, we are nearing the anniversary of the July 2006 war, which the “Israeli” enemy calls the second Lebanon war. It was a war in the full sense of the word.

We remember the enormous sacrifices, the great victories, and the great failure of the American-“Israeli” project in our region that was called the New Middle East.

I just wanted to say as the anniversary is nearing – from July 12 to August 14 – that we have ample time to talk about this war and this occasion as well as speak with the families of the martyrs, the wounded, the mujahideen, those who made sacrifices, were patient, gave their support, the victors, and about those defeated in this war.

The anniversary of the defeat of the takfiri terrorists that were controlling the Jaroud in the Bekaa area is coming in a few days. The Jaroud, as the Lebanese people remember, was liberated in two stages. The first stage was following the confrontation with the Nusra Front. The second stage was following the confrontations with Daesh. The former stage was achieved in the month of July around this time.

The third occasion that I would like to point to is the tenth anniversary of the passing of His Eminence Ayatollah Sayyed Mohammad Hussein Fadlallah, who was a compassionate father, a wise guide, and a strong pillar in all stages. He was all this to us and to this faithful, jihadi, and resisting generation.

After ten years, we still feel that his pure spirit is with us. I am repeating the same text that was in the obituary ten years ago. We feel that his pure spirit, his kind words, his kind smile, and his solid positions have remained in us, will continue to guide us, and be a strong renewed motivation for us to persist and continue jihad.

This is the last point in the introduction. In the past few days, we lost a great scholar and investigator, who came from a long line of scholars and martyrs. His Eminence, the late Allamah Sheikh Mohammad Jaafar Shamseddine, may he rest in peace. He provided Islam, the Islamic culture and thought as well as the youth and the Hawzas with great scientific and educational services. He was also a supporter and a backer of the resistance in Lebanon through all the stages. He made great efforts, even risking his well-being, to unite all the ranks, and face sedition during the most difficult days of the resistance.

On behalf of Hezbollah and myself, I extend our deepest condolences and heart-felt sympathies to his honorable family. And I ask God Almighty to grant them patience and solace and receive him in His mercy. May He accommodate him in his spacious paradise and join him with his loved ones and with Muhammad and his pure household (peace be upon them all).

I intend to discuss three topics.

First part: The economic and the living situation in Lebanon as well as the attempts to address and confront it – this is the Lebanese people’s daily concern

Second part: Lebanese politics

Third part: Regional developments

Before we start talking about the first topic, things must be corrected and stirred in the right direction. The current situation people are living – at the financial, economic, and political levels – requires unity among all Lebanese and cooperation. Therefore, I do not want to enter into quarrels with anyone regarding everything I will present or say, but rather I will try to be as positive as I can. 

Economic collapse or starvation doesn’t affect one area of Lebanon or one group. Unfortunately, some speak this language. So, anyone trying to confront this must do so with the awareness of how to solve the problem for all Lebanese in every area. I should not only care about my people, area, or a couple of villages. It should be a national approach. 

This cannot be simply be disassembled or simplified as some people think. We need a continuous integrated national effort. Each one of us must think of all the Lebanese people and residents on Lebanese territory. This includes the Palestinian refugees, the displaced Syrians, non-Lebanese residents residing in Lebanon. 

At the end of the day when certain things collapse or certain dangers occur, the repercussions will be on everyone. This is a main issue that should be present in any approach. The approach should stem from what our humanity, morals, our religion, and our patriotism tell us. 

Based on the aforementioned, I said that we need to correct some things to be on the right track. 
In the context of correction, when we raised the issue of turning eastward, I was clear in my last speech that this didn’t mean turning our back on the West. I was clear when I said that we must be open to the whole world except “Israel”. 

And I had the courage to say that even though America is an enemy in our political and cultural thought, we will not be an obstacle if it is going to help Lebanon, like any country in the world, and take it out of its crisis.

Turning eastward does not mean being cut off from the rest of the world. On the contrary, it’s turning east, west, north, and south. Turning to any country except for the usurper entity. Any country that is ready can come to Lebanon, invest in Lebanon, work in Lebanon, put deposits in the central bank, provide aid and loans, open lines of credit. We’re completely open to this.

Unfortunately, some tried to improperly classify the matter and say we’re pitting one axis in Lebanon against the other. We never said this. Some have said that the U.S. and the West are Lebanon’s indispensable oxygen. We are not asking you to cut it off. Breathe it. But my question is what will you do if the U.S. cuts it off? Will you die or look for another source of oxygen to stay alive?

We do not want to cut off oxygen from anyone in Lebanon at all. We are also putting all our ideological, jihadist, and political considerations aside, with the exception of the “Israeli” issue. I say, let Lebanon be open to everyone so that it can overcome this difficult stage.

Others said that the goal of turning eastward was to change the face of Lebanon’s civilization and the identity of its economic system – honestly when one looks at the comments and responses, he can only laugh at them – as if Lebanon isn’t in the Middle East but in South or North America. Lebanon is part of the East. Nobody raised this matter. 

For example, if we said that China is going to invest in Lebanon and will commit to projects without taking a penny from the Lebanese state, that is according to the B.O.T. format, does that mean we want to transform Lebanon’s economic structure into a communist or socialist one? This talk is just to disrupt. It is not based on any reason.

Regarding Iran, some said we are trying to turn Lebanon into an Iranian model. We never said this. All we said was that we have a friend called Iran who can sell us fuel/petroleum byproducts in Lebanese pounds. We are asking it for help. Otherwise, they need hard currency, they need dollars and the euros.

When the Iranians accept to sell Lebanon fuel/petroleum byproducts in Lebanese liras, they are making a big sacrifice. What does this have to do with applying the Iranian model or the Iranian economic model. It is like “Lebanon is on the Mediterranean Sea; thus, Brazil exists.” What does this have to do with that? It is just intended to scare and intimidate people and instill doubt. 

Even though we do not have a problem regarding this matter. We only have a few countries in the world that we are friends with or have relations with. We have no problem with you bringing fuel/petroleum byproducts to Lebanon using Lebanese pounds. We will not be intimidated. We will not accuse you of imposing their model onto Lebanon. 

Also, you can rest assured. Lebanon doesn’t currently have the components to be transformed into the Iranian model, not that the Iranian model is a bad thing. The Iranian model enabled Iran to withstand 40 years of wars, sanctions, and blockade. Iran eats what it grows. It has a semi self-sufficient agriculture. It has advanced industries and very sophisticated military industry.

A few months ago, Iran sent a satellite into space. The Iranian model has self-sufficiency in gasoline, diesel, fuel and electricity. It sells electricity and fuel to neighboring countries. It produces over 90% of its medicinal needs. It also sells medicine to neighboring countries.

Hence, this model produces results. Why are you scared of it? Nonetheless, Lebanon doesn’t have the components for the Iranian model. So, rest assured. 

If the brothers in Iran extended a helping hand to their brothers in Lebanon in some way, this should be respected and appreciated, and not a point of intimidation or skepticism.

Iran has withstood 40 years of sanctions and still is. Of course, it has a problem with the hard currency because the world is connected to the dollar, to New York, to America, and to this process. This is problem of the world today. The dollar is what is left of the America’s strength, apart from the military power. The U.S. holds on to the dollar and imposes financial and economic sanctions. However, despite all the threats and the sanctions, Iran was steadfast for 40 years. No country in the world, regardless of its economic model, would have been able to resist for 40 years the way Iran did amid all the wars, sanctions, and blockade.  

Look at Lebanon. It was subject to some sanctions and intimidation, and some people and political forces are ready to cave in and abandon everything.

In any case, we said we did not want to create debates. But I would like to reassure everyone that no one is trying to impose the Iranian model on Lebanon’s economy or change the face of Lebanon’s civilization. We do not want to transform the economic system into a communist or a socialist system.

All we mean by turning eastward is that since France won’t disburse CEDRE funds, the U.S. is imposing sanctions, and the Arab countries won’t help for different reasons, we should accept help from whomever offers.

So, if China, Iran, Iraq, Russia, or any country in the world – be it in the east or the west – is ready to provide assistance, Lebanon should be open to it. It must communicate with this country. It must look for opportunities.

This is just to clarify matters.

We come to where we are today. When approaching the economic, living, financial, and monetary crisis, we must talk about them while people keep pace. We all must have the knowledge and the awareness so that we can together face this challenge and threat.

A lot of the Lebanese have political awareness and culture. Many of them have awareness and culture of the economic and financial issue. But we must generalize this culture so that we can all keep pace and shoulder the responsibilities.

The first part:

There are two levels in the economic crisis.

The first level: There is a big and huge topic when talking about getting Lebanon out of its economic crisis and reaching a stage of economic recovery and stability. This is because there is a debt of about 80 billion to one hundred billion dollars. We have deep economic crises. There is a discussion regarding the old and current economic policies. This is a big topic, of course, that needs the state with all its institutions, the society, and perhaps external help. We are not talking about this topic. 

The second level: There are risks of economic and financial collapse. There are risks of hunger. How do we prevent economic collapse and hunger and their repercussions on the Lebanese people and residents in Lebanon?

We are talking about the second level. How do we prevent collapse and starvation? This must be addressed first before we can deal with the first level.

Of course, if we can achieve this, we will enable the country, the state, the government, the state institutions, the army, the Lebanese people, and the security forces to withstand and continue the path in addressing the first level – getting out of the economic crisis. 

So today I will be talking about several points related to the second level.

1- The first thing we call for when talking about the second level is that we shouldn’t confine ourselves to one path in trying to prevent collapse like confining ourselves to IMF negotiations and awaiting their results before starting on alternative paths. What if these talks fail in six months or a year? Do we only then start looking?

We must not derail this path – negotiations with the IMF. But we must open up all possible pathways that would prevent Lebanon’s collapse and starvation. On this basis, we spoke about a set of ideas, and the topic of turning eastward came up in the general methodology. There must not be a state of despair or surrender among the Lebanese people. Passive waiting must not take over the general performance – to wait and see what the IMF will decide; will the U.S. forgive Lebanon or not? What are the developments that might take place in the region? by doing so, we are not being active. Rather we are waiting passively. This is wrong.

As a state and a people, we must be active. We should not stay home and wait. Whatever path can be opened, we must open it. Whatever path leads to a solution, even if we are not sure it will to results, we must take it. We must knock on all doors to reach a possible outcome.

Today, the Lebanese state and people are facing a threat – the threat of collapse and starvation. This is the most serious threat that can face a people or a state. Should we give up to the threat? Or should we turn it into an opportunity? I say to all the Lebanese people: we as a state and people – we will not talk about the tripartite equation because we need a different and new equation – are able to turn the threat into an opportunity. This threat can even be an occasion to take very important steps that will not only save Lebanon, but they will also put Lebanon on the track for economic prosperity and not repeating the failed policies of the past.

I will say how. We must have hope, confidence in our ability to rise and transform threats into opportunities, and not despair, surrender, and submit. We must have the mentality that we can do so much when it comes to, for example, moving the wheel of the economy. I will shed light on the agricultural and industrial productions later.

The Lebanese government and we were told that Chinese companies are ready to invest billions of dollars in Lebanon. I will not delve into numbers. It is natural for Lebanon to initiate talks – just as PM Hassan Diab did – and not wait since the Chinese did not talk to us or send us anything. 

You can see that the country is in danger. You as an official must initiate talks with China. Ask the Chinese about their conditions and see whether these conditions are in the interest of Lebanon and if Lebanon can accommodate them. So, we opt for this option instead of waiting around ad putting doubt like some Lebanese people are doing. Some said that China is not ready and has no desire to invest in Lebanon. China will not make a problem with the U.S. for Lebanon. 

Hold on. Why are we disagreeing on this? Let us ask the Chinese. What is the point of diplomacy, the Foreign Ministry, and the people concerned with the economy? Let the Lebanese state – not Hezbollah, the Amal movement, the Free Patriotic movement, or any political party – talk to the Chinese. There should be no mediation regarding this matter.  

If you want an indication of the effectiveness of the Chinese offer, just look at the angry American response, from Pompeo, to Schenker, to US State Department aides, to the US ambassador in Lebanon. All of them started saying that the Chinese aid won’t help. China will spy on Lebanon, as if the CIA isn’t. And if something went wrong regarding the financial obligations, they will confiscate the state’s assets. They started talking in this sense to spread fear. This is evidence that this is a useful and serious option. Otherwise, why else would the Americans do this? Why would they want to launch a clear and open campaign? They are launching this campaign to scare the Lebanese people from doing business with the Chinese. This is only evidence that the Chinese offer will release the American stranglehold on Lebanon, and I’ll talk about that shortly. 

Now, the Lebanese government should contact China, send delegations to China, and engage in direct discussions, and through some media outlets. This is one.

2- We also thank our Iraqi brothers. Ministers from the Iraqi government came and met with Lebanese officials, including the prime minister and competent ministers. There was a positive atmosphere that was reflected in the media. We should follow up on this matter.

I repeat and affirm, Iraq is a very great opportunity for Lebanon. It is an open country, a friendly country, and a loving country. The relationship between Iraq and Lebanon as two countries and two peoples are excellent. Iraq is a very large and capable country economically. We can start cooperation at the level of agriculture, industry, medicine, and tourism – there is mutual religious tourism. All these are opportunities. They will allow the flow of money, create job opportunities, and revive the different sectors. 

We already have naysayers saying we shouldn’t pursue the Iraqi option because the U.S. might pressure the Iraqi government. So, should we just sit and despair? Or should the Lebanese government send a delegation, like the Iraqis did, and continue negotiations to reach results. This is also another option to be explored. 

We spoke about these two propositions. Thank God, there are options to be explored. 

3- The third issue that we raised was the central bank. The central bank has to pay billions of dollars. There is a problem in numbers in Lebanon. But there are billions of dollars to cover Lebanon’s need for oil derivatives. If we asked our brothers in Iran to sell us gasoline, oil, gas, oil derivatives, and diesel in Lebanese pounds, this would relieve pressure off the central bank, which is hard-pressed for dollars. 

This amount, if it is available to the central bank, would allow it to give to the banks to solve the depositors’ problems. 

This proposition has a lot of advantages. I will not talk about them because if I did, it would be understood as putting pressure on the Lebanese. 

I don’t want to speak ahead of the brothers in Iran. but eventually, they will declare an official position. But I can tell the Lebanese people this: I guarantee you this.

In any case, we started discussions and presented it to Lebanese officials. There is a calm discussion regarding this matter. let us see how the matter unfolds away from the media and explanations made in the media. Let us where this option will lead. But this option has great advantages on the assets of Lebanon’s central bank, on banks, on depositors, on agriculture, on industry, on electricity plants, on electricity, on the value of the national currency, on the trade balance. We will talk about this detail later.

Of course, there are some who are spreading doubts and intimidation. What’s the end result we will get? I don’t know, but we must still explore all options, so our conscience is clear – we tried everything to rescue Lebanon economically.

In the same context, the Lebanese government should also initiate. It should contact other states. It seems that there is something of this sort. Let them say no. but at the very least, we are trying and looking for options. 

We must also not forget the option of opening up to Syria. The situation should not remain that the whole country has surrendered to the Caesar Act. We must challenge this law. There are loopholes and exceptions. We must not surrender to this law.

In any case, what does this methodology mean? It means that there is a movement towards confronting hunger and collapse. This gives hope to the Lebanese, meaning that we are not powerless, and we did not surrender. At the same time, it sends a powerful message to the Americans and others who wants to strangle Lebanon: we have alternatives, and you won’t be able to blockade, strangle, starve, or defeat Lebanon. This will force America to despair and to do so quickly. This is the importance of this methodology.

Based on the above, one of the options we have in Lebanon is right in front of us. I am not imposing this option as we have agreed from the beginning that there are more than one road and more than one choice. Decades of economic policies in the country – I will not criticize whether they were right or wrong – turned Lebanon into a service-oriented economy with the focus on the banking sector, tourism – that is airport expansion and building ports, highways, and hotels. A country reliant on the service industry. 

These policies were within a vision – a true or false vision is another discussion. What happened due to these policies? These policies led to collapse of two sectors: the agricultural and industrial sectors. These two sectors remained steadfast despite all the conditions that Lebanon went through before and during the civil war and after the invasion in 1982 to 1990s.

The policies that were adopted led to the collapse of these two sectors. In the agricultural sector, you find that the farmer is not supported. There is no budget. There is no financing of agricultural projects. There are no agricultural investments. This of course increases the cost of production. When the farmers are not being supported with the production costs, the cost of production becomes increases. When the cost of production increases, it would difficult for marketing this agricultural product in the Lebanese or foreign markets since other produce are cheaper. Thus, the farmer will be forced to throw them on the streets like we see every year.

Also, some invested in the agricultural sector when the rates the central bank or the banks were high. This person looked at the profit he would be from investing in agriculture or industry. It is more or less 5 or 10%. So, he put his money in the bank and waited for his profit. Basically, these policies destroyed the agricultural and industrial sectors. Thus, we became a consumer country, a country that buys everything. We even import basic foodstuffs from abroad. We became almost completely a consumer country.

Now, we’re feeling the mistake and the danger. But we can still turn this into an opportunity and address the problem. The Lebanese people are afraid of collapse and hunger. What should we do? We have to turn Lebanon into a productive country, regardless of the international economic situation. 

Regardless of the future of the world economy after COVID-19, whatever happens to the U.S. economy or the economy in the region, being productive is essential for any country to live a decent life. Can we survive without oxygen? Can we live without water? Agriculture and industry are like oxygen and water to any people. Former policies asked us to live off imported oxygen and water. I’m just giving an analogy here. our industry and agriculture were put aside. Everything we wear, use, eat, and drink should come from abroad. Today, we can change the equation and start producing.

Here lies the responsibility of the Lebanese state, the Council of Ministers, the Parliament, and officials. Meanwhile, the people’s responsibility is to support the state. We must all cooperate. The Lebanese state should revive the agricultural and industrial sectors. All the political forces as well as the parliamentary blocs, the government, and the officials should all shoulder their responsibilities in reviving these sectors to enable the country to stand on its feet and prevent it from going hungry. The Lebanese people also have a responsibility. They are a big part of this battle and its main driving force.

In other words, we must plant. We have vast swathes of arable land. Lebanon’s climate is suitable as is the environment. It has rivers and springs. The water is only wasted because it flows into the Mediterranean. Land reclamation for agriculture is not a difficult and complicated process if all the possibilities are available. So, what do we need?

We need to make a decision. We need will power and start planting. Let us take the agricultural sector and based on it approach the industrial issue. What do we need?

First, the people should believe in the option to cultivate. Secondly, there should be motivation, will, and determination. Thirdly, we have to cultivate the land. We as Lebanese people, state, political parties, cooperatives, merchants, etc. should help people who are cultivating and reduce the cost of production. We should help those planting and producing sell their produce in the local and external markets. We should cooperate in this whole process. We need guidance; what should be cultivated and how much. The same goes to industry. We might start with craft (handmade) industry or something to do with food that is low cost because we want to stave of hunger. This is the path required now.

What I am saying today is on behalf of Hezbollah and not the Lebanese government. on behalf of Hezbollah, we call on the Lebanese people to fight the battle of reviving the agricultural and industrial sectors. We call for an agricultural and industrial renaissance as a necessary condition for resilience, facing hunger, and living in dignity.

This matter was part of our interests. But our priority was and still is resistance. Then we have the political work. We also have activities related to agriculture and craft industry as well as of social and medical nature. But these activities are limited.

But today we in Hezbollah took the decision to confront collapse and hunger. We say that this is Lebanon’s battle, just as the resistance’s military battles to liberate the land or to fight the takfiri terrorists are Lebanon’s and the Lebanese people’s battles, even though some are not fighting them. This is Lebanon’s battle as well as the Lebanese people’s and people residing on Lebanese territory. Everyone should be fighting it.

That is why the entirety of Hezbollah will be fully committed to this, not just a certain apparatus, unit, or institution. 

Today, I want to announce that we have taken the decision that all of Hezbollah, with its human and material capabilities, relationships, friendships, and alliances will be at the heart of this confrontation, challenge, and battle. And we want to cooperate with everyone, just as we did in the fight against COVID-19. We came out in full force. We saw how the situation in the country was when all the Lebanese people cooperated with each other in the fight against the pandemic – even though we need to emphasize on this again. 

In the same context, I would like to address the supporters of the resistance and tell them that in the past decades and years, we adopted the slogan: “Where we should be, we will be”. So, we were present wherever we were needed. We achieved victory and accomplished goals during every challenge; this is what happened during the resistance and liberation battle, during the confrontations with the takfiri terrorists, and in the face of projects, such as the new Middle East. We assessed whether the challenges required us to be there, and we achieved victory.

Today, I would like to tell our brothers and sisters, men and women, young and old, in the battle of agriculture and industry, we will be where we are required. We will be in this new field.

In other words, we must all become farmers and manufacturers, within the available capabilities. Being a farmer is not shameful. It is a glory and not shameful when our young and old plough the land and cultivate it. Many of the prophets, messengers, and saints throughout history were farmers and peasants grazing sheep, livestock, etc. We have to be farmers not only to save ourselves but also to save our country. We are thinking about all the Lebanese areas and all the Lebanese people. 

Now some may say that Hezbollah is only concerned about its people and its environment. We’re concerned about all Lebanese areas, factions, and people. We are human being with morals and faith. We are nationalists. This is how we think. This is how we think because we are humane. To all my brothers and sisters, this is the new phase we must confront. Wherever we have potential arable land, even a front yard, balconies, and rooftops in Dahiyeh and in cities, we must cultivate it. This is our new battle. 

As for how to agricultural guidance and reducing the cost of production, we will talk about them in future addresses. We have a complete vision on this matter, and we have extended our hand to everyone. 

The same applies to the industrial sector. As I said, we should opt for light homemade products and food products that do not cost much. We have to follow in the footsteps of other people who attained their independence. When we eat what we plant and wear what we manufacture, then we are a people worthy of independence, freedom, dignity, and sovereignty. Here we go back and open the file of the national industry and import from abroad. All these details will come later.

The date 7-7-2020 (Tuesday) is an easy one to remember. Let us say that on this day we want to declare an agricultural and industrial jihad at the popular level. This is not an official decision. In 1988, the resistance in Lebanon was not established by a government or official decision, but rather a popular decision. Today, we should head towards agricultural and industrial jihad, resistance, or renaissance. Call it what you want, we’ll decide on a name later, but this should be our direction.

We should engage in an organized work or individual initiatives. All the Lebanese must cooperate. Popular efforts must also integrate with the efforts of the state to overcome the stage of hunger, the stage of collapse, and the stage of fear and anxiety. We should establish a strategic exit from the coming economic crisis.

The second part: 

Regarding domestic politics, I want to confine myself to one issue that we consider dangerous in Lebanon – the American interference and blatant performance of the State Department in Lebanon, particularly that of the U.S. ambassador to Lebanon.

During the past few months, since Ambassador Shea came to Lebanon – welcome to and to the other ambassadors – we’ve seen the way has been acting in Lebanon – as military governor, a high commissioner, or someone with military authority. She expects everyone in Lebanon to fear her, submit to her, appease to her, listen to her, appease to her, and ask for her approval.  

When we talk about U.S. interference, we can say that they are numerous. As I have mentioned, her movements were clear and blatant. For example, what is the U.S. ambassador’s business with financial appointments. What right does she have in accepting this person and refusing that? This happened, and she spoke with many officials and threatened many others. She demanded that a certain person be appointed deputy governor of the central bank. She also demanded that if this certain person was not appointed deputy governor, then he must be appointed as head of the Banking Control Commission. Some might say that this is not a new thing. 

What is new is that today this matter is being done in the open. All the Lebanese have sensed it. I don’t know what they used to do in the past. Of course, I know. But I don’t have proof. But go ask the officials she spoke to. They’ll tell you the U.S. ambassador told them to appoint specific people and not others as deputy governor of the central bank and if not head of the Banking Control Commission, otherwise the U.S. would withhold funds. Is this how an ambassador should behave? Is this a friendly country or a colonialist country?

This is how a colonialist country acts. Let me give you another example. This might have given some people last week the impression that there will be a change of government and that it will be toppled. This is because they believe and are accustomed to the U.S. being divine. If America said something, then it must be done. 

In the past few days, the U.S. ambassador was quoted by more than one party and person that she said last week that the government is finished, that it must be toppled, and must resign. What is your business? The Lebanese people are the one who determine if the government remains or goes. The Lebanese Parliament determines if the government remains or goes, not the American ambassador or the U.S. State Department. However, she continues to interfere in this issue. She discusses the identity, nature, and composition of the next supposed government. Is this not a blatant interference in Lebanese affairs?

Let me tell you what is more serious and dangerous – the American ambassador appearing on Lebanese, Arab, and non-Arab television channels and attacking a prominent Lebanese party. I do not want to praise Hezbollah and describe its popular, organizational, political and parliamentary size and its impact on the country and the region. Others will talk about this. 

But Hezbollah is a Lebanese party with a huge popular support. It is represented in the parliament and is part of Lebanon’s political life. 

Every day the ambassador attacks Hezbollah, insults it, calls it a terrorist organization, accuses of it stealing and selling drugs, and all this non-sense. Meanwhile, the Lebanese state is silent. However, some politicians, media personnel, and political parties respond to her. But it seems that this lady is comfortable. She sees no problem in insulting, attacking, and offending it on a daily basis.

But what is more dangerous is pitting the Lebanese against each other. The U.S. ambassador is pitting Lebanon’s parties and officials against Hezbollah and its allies, pushing Lebanon towards internal strife and civil war. Should this be met with silence? 

We can add to this the role of the US Embassy in the sanctions, the blockade, the threats, preventing investments in Lebanon, scaring off foreign investors, intimidating the Lebanese officials and government. They are doing this around the clock. This is unacceptable. 

I put this in front of the Lebanese people, all the political forces in Lebanon, the government in Lebanon, and the state in Lebanon, as well as the political forces that claim to be sovereign. An ambassador of country in Lebanon is interfering with appointments, the government, the economic situation, while the Lebanese people are watching. 

Meanwhile, an honorable, brave, patriotic judge made a decision concerning the ambassador’s movement and her dealings with the media. Whether this decision was legitimate or not, constitutional or not, is beside the point. For a Lebanese judge to make such a decision shows that there are honorable and courageous Lebanese judges. The U.S. embassy and the American ambassador were annoyed and demanded an apology from the Lebanese government.

If Lebanon’s ambassador in America spoke about what is happening now in the U.S. and criticized the performance of the Trump administration in dealing with the coronavirus and racism, what would have they done to him? 

We do not want to talk about this issue, but many people stood up to defend freedom of the press in Lebanon. What about Lebanese sovereignty? Defend freedom of the media, but what about Lebanese sovereignty? Are these two things separate? How can freedom and slavery meet? Abandoning sovereignty is slavery. They do not go hand in hand. 

In any case, Judge Mohammad Mazeh made the decision based on his patriotism, awareness, sense of responsibility, and realization that there is an ambassador who is inciting, accusing, insulting, pushes towards sedition, and attacking the Lebanese people.

Personally, because this is the first time I speak after this incident, I am proud of him. We [in Hezbollah] are proud of judge Mohammad Mazeh and in every patriotic, honorable, and brave person who dares in this difficult time to stand in the face of American policies and American administrations because the best kind of jihad is saying the truth in the face of an unjust ruler. 

Today, the most unjust, criminal, terrorist, and brutal ruler on the face of this earth is the American administration. I hope the Lebanese judiciary and the Lebanese Ministry of Justice will reconsider their approach. They should treat this judge and his resignation with the same level of patriotism, honor, courage and respect that he expressed.

Hence, to limit the movement of the ambassador, legal methods must be followed. Great! God willing, the Loyalty to the Resistance Bloc will be submitting a petition to the Lebanese Ministry of Foreign Affairs to summon the U.S. ambassador and ask her to adhere to diplomatic protocol and Vienna Convention. Our deputies will do this. We will not ask other deputies. We do not want to put anyone under the spotlight. This is the first step, but it is not enough.

The people in Lebanon also have a responsibility. Politicians and political forces, the Lebanese people, elites, media personnel, young and old, must raise their voice not in the defense of Hezbollah – we do not want anyone to defend us – but to defend Lebanon. They must raise the voice against starving Lebanon, besieging it, pitting the Lebanese people against each other, the pretentious intervention, the imposition of options or wills on the Lebanese people. You have to defend yourself, or else you can let her be.

Also, in this part, I wish that – I am keen to remain within the limits of decency while addressing her – I request that the U.S. ambassador not appear on our TV stations and lecture us and the Lebanese people about democracy, human rights, and sovereignty. Please do not talk about these because you represent a country that has waged wars, killed and displaced millions, the money and natural resources that you have plundered. Your country is still waging wars and killing all over the world.

Not to mention what is going on in the US, the inhumane actions taken against your people, racial discrimination, etc. You do not have any right to talk about human rights in Lebanon and lecture us. You, your country, and your administration. 

Let’s just talk about America’s behavior in Lebanon, backing “Israel” and its wars on Lebanon before 1982 and the invasion in 1982. Tens of thousands of people were killed and wounded, and homes were destroyed.

You protected and supported all of “Israel’s” wars against Lebanon. We are in July. The July 2006 war was an American decision and an American management. The blood of all the men, women, and children killed in the July war is in the hands of your criminal and murderous country that supports “Israel” and defend it. We do not need to prove this. All the Lebanese people know this.

Even regarding the takfiri terrorist organizations, your President, Trump, admits that it was the previous administration of your country that created Daesh and these terrorist organizations in the region. He accuses Clinton. Is Clinton Lebanese? Is Barak Obama Syrian or Palestinian? They are Americans. They were a president and a Secretary of State. They were the ones who created the takfiri terrorists. You are the one supporting the “Israeli” terrorism and are today empower “Israel” in oppressing the Palestinians and usurping the rest of their land in the West Bank. 

So, you have no place saying these words. You should respect yourself, remain respectful, and know your boundaries. America has been exposed to the people of the region. This, of course, I am speaking to her as a representative of her country. Otherwise, this includes the entire State Department and every American administration – all of who are repeating the same thing.

One last advice for the American administration, and it is also good for the ambassador to hear and pass it on to her administration. You are waging a war on Lebanon. You are taking advantage of a circumstance in Lebanon that is a result of 30 to 40 years of accumulations of bad policies that led it to the current economic situation.

All Lebanese know that the economic, financial, monetary, and living conditions in Lebanon are caused by successive policies – corruption, waste, theft, irresponsible management of the situation, local and regional conditions, immigration, wars, etc.

As for pinning the situation in Lebanon on the resistance is something the Lebanese people will not allow. 

The Lebanese people have reached a point where they are saying that is an economic crisis. While you have come to take advantage of this crisis and besiege the Lebanese people to impose options on them. Your most important objective is to isolate and weaken Hezbollah and end the resistance in Lebanon by starving the people and turning the Lebanese and its supporters against it. Wars have failed; the assassinations have failed; “Israel” has failed; the takfiris have failed; and all your efforts have failed. This is the last weapon in your hands.

I would love to advise you not to waste your time. First, this option will not bear fruit. Hezbollah will never surrender. The resistance in Lebanon will never surrender. Second, the policy that you are adopting regarding Lebanon – the blockade and the sanctions – will not weaken Hezbollah but rather strengthen it. 

This policy will weaken your allies and influence. It will not make the resistance’s environment turn against it. Rather its adherence to the resistance will increase. The policy you are adopting will eventually make the rest of the Lebanese groups turn to the resistance and its local and regional allies because it will have no refuge after you push the country to collapse and starvation. With this policy, you are pushing Lebanon to be completely in this axis and with this team. Go and study it well. 

Therefore, I invite you to abandon this policy. Do not torture the Lebanese people and do not punish them. Do not let the Lebanese people endure this ordeal that will not lead to a result. 

In the first place, international law does not allow you to punish an entire people, starve them, and besiege them, as you did with many countries in the world from Syria to Iraq to Iran to Venezuela, Cuba, and North Korea, as a means to punish or pressure a specific group. This will not lead to a result. Do not play this game and do not waste time.

The third part:

Regarding the regional part, I will talk briefly because I have already taken up a lot of your time. I apologize. 

The most dangerous thing occurring now is the “Israeli” annexation of lands from the West Bank and the Jordan Valley. The Palestinian people are the only ones standing alone in this confrontation, with all their movements, factions, and forces. We’re in constant contact with the different leadership of the Palestinian resistance factions. 

Yesterday I received a message from the dear brother and head of Hamas’s political bureau, Mr. Ismail Haniyeh. We are in contact with the rest of the leadership. 

What I want to say and call for at the end of this address regarding Lebanon and the countries and peoples of the region is that we must not forget the Palestinian cause despite our worries and the economic and living condition we are in. We must stand by our Palestinian brothers as a state, people, and resistance.

Anything we, the Lebanese state, and the other Lebanese factions alongside our Palestinian brothers can do in confronting this dangerous conspiracy, we must do because the its repercussions not only target Palestine and the Palestinian but also threatens Lebanon. it is known how its most dangerous repercussions will be on Lebanon.

Regionally, everyone must raise their voices, take a stand, be in contact with the Palestinian leaders and Palestinian forces, and cooperate in everything that can happen in the face of the annexation scheme.

Of course, we were like this in the past, but I liked to say today that this matter must be escalated because it is a sensitive, fateful, and historic moment.

Meeting Between The Lebanese Cabinet With Ambassador Wang Kejian, The Chinese Ambassador To Lebanon

Hastily and under the watchful eye of Israeli and US drones, Hezbollah is storing hundreds of tons of food stock, supplied by Iran, in dozens of improvised warehouses on the Syrian-Lebanese border. This new and unusual step by Hezbollah reflects Secretary General Sayyed Hassan Nasrallah’s recent promise to prevent the starvation threat looming for the Lebanese population. 

The US-Israel war against the “Axis of the Resistance” continues but with different tools. It is progressing from waging wars with armies on the ground as the US did in Afghanistan in 2001 and in Iraq in 2003, and as Israel did in Lebanon in 2006, to the assassination of key figures in Iraq. And now it is the sanctions war on Iran, Syria and Lebanon and the intimidation of Iraq. Last January, following the US’s unlawful targeted killing of Brigadier General Qassem Soleimani – UN rapporteur Agnes Callamard described it as “an act of war” – President Donald Trump threatened to slap sanctions on Iraq “like they’ve never seen before” if Baghdad were to ask for US troops to withdraw from Mesopotamia. Iran has survived 40 years of continuous and escalating US sanctions, and Syria has just been faced with the unilateral and harsh “Caesar’s Act” sanction: the country has already been under EU-US sanctions for the last nine years.

The dire economic situation and the sharp devaluation of the local currency that led to prices of foodstuffs skyrocketing are pressing the Lebanese government and the quasi-state actor, Hezbollah, to look for solutions distinct from the US dictate and objectives. For this purpose, Sayyed Nasrallah proposed that the government look towards the East, to China and Russia, without necessarily turning its back on the West, unless the US continues its harsh punishment which is hitting the entire Lebanese population. 

Sayyed Nasrallah’s suggestion that the government “go East” created a storm in Washington, aware of the growing threat of the colossal Chinese economy and its partners around the globe that are threatening US hegemony. US ambassador to Lebanon Dorothy Shea criticised Lebanon’s overture to China in a move indicating the confusion of the US administration. Sayyed Nasrallah’s blow “below the belt” pushed the US administration off balance. Sayyed Nasrallah proposed turning the country’s compass towards the two countries (China and Iran) declared most despicable by the Trump administration. These countries have the capacity to counteract US actions against Lebanon.

This economic strangulation is known as the “soft war” because it costs the US and Israel no human losses. Nevertheless, what US planning did not foresee is the reaction of the opposite camp. The “Axis of the Resistance” has been pushed to be more creative, to learn ways to survive in solidarity, and to overcome the difficult challenges posed by the US and Israel.

Iran promised to support its allies in the Middle East (and in the Caribbean) by exporting oil to Venezuela under the watchful but impotent eyes of the US. Whereas the US treats those who believe they are allies as disposable pawns, interested only in the well-being of Israel. Indeed, the US ambassador, in a private meeting with Prime Minister Diab, raised the Israeli request to establish maritime and land borders between Lebanon and Israel, a request the government in Beirut has always turned down. The US is trying to offer temporary solutions to Lebanon to keep it in limbo and dependent on Washington’s mood and blessing, as long as the Lebanese government doesn’t take that real step towards China for alternative energy and infrastructure.

Hezbollah’s military capability has confirmed a robust seat for the organisation in many theatres around the Middle East. Sayyed Nasrallah’s last speech was not aiming to increase his popularity but was a road map and a plan of action preparing his group to cover some of the needs of the population. The US may indeed be thinking of even further sanctions and other ways to counter Hezbollah. The so-called “soft war” is only just beginning, but the “Axis of the Resistance” seems indubitably ready to produce counter-measures.

أن يهرب المجرم الأميركي ماكينزي… فهذا يعني أنهم مهزومون

أن يهرب ائد المنطقة المركزية الوسطى في الجيش الأميركي الجنرال ماكينزي بطوافة عسكرية من مطار بيروت الدولي فهذا فيه الكثير الكثير من الدلالات وأهمّها أنّ الأميركيين مهزومون ويجرّون أذيال الخيبة والفشل في لبنان والمنطقة أمام صلابة وانتصارات محور المقاومة…

ولمَن لا يعرف فإنّ هذا الموقع هو موقع لأهمّ مسؤول عسكري ميداني في الجيش الأميركي في الحروب التي خاضتها وشنّتها وحرّكتها الولايات المتحدة الأميركية على امتداد العالم… وبالمناسبة فإنّ أسلاف ماكينزي كان لهم دورٌ كبير في الحرب الإرهابية العالمية التي تُشنّ على سورية وقيادتها وجيشها وشعبها ودورها المحوري في المنطقة منذ أكثر من تسع سنوات… حيث كانوا «يجتمعون” مع بعض كبار المسؤولين في لبنان «وعينهم على سورية” فيشغّلون مَن يشغّلون في حربهم الفاشلة التي استخدموا فيها كلّ إمكانياتهم وقذاراتهم..

وكم كان ماكينزي وقحاً عندما قال في زيارته «اللبنانية” إنّ «لبنان شريك مهمّ للولايات المتحدة وسنستمرّ في دعم الجيش اللبناني بصفته الممثل المسلح الوحيد لحكومة لبنان… وأنّ لدى «إسرائيل” مصالح أمنية مشروعة ونتطلع الى اليوم الذي لا يكون فيه أيّ تهديد ضدّها ينطلق من جيرانها”.

على المكشوف فإنّ ماكينزي وغيره من المجرمين الأميركيين لا يُخفون أعمالهم وتآمرهم وخططهم العاملة ليل نهار لمصلحة الكيان الصهيوني الغاصب حيث لم يعد الدبلوماسيون منهم يتخفّون وراء ستار من الخطاب «الدبلوماسي المتحفِّظ” إعلامياً وشكلياً ليُخفوا أعمالهم القذرة، وها هو بومبيو وشينكر والسفيرة الأميركية في عوكر يتدخلون في شؤون لبنان الداخلية ويصرّحون بوقاحة ضدّ حزب لبناني كبير هو حزب الله، وضدّ مقاومتنا البطلة التي سجّلت في مثل هذه الأيام من تموز _ آب عام 2006 أروع الإنتصارات على العدو الصهيوني المدعوم أميركياً..

المجرمون الأميركيون يعملون بوضوح في استهداف حزب الله من خلال الأحداث اللبنانية، ولا تعنيهم سوى بالاستخدام والتوظيف

«الإصلاحات ومحاربة الفساد ومصلحة لبنان” في شيء وإنما تعنيهم في الأساس والجوهر مصالحهم ومصالح «إسرائيل» فقط عبر استهداف حزب الله الذي بات يمثّل خطراً وجودياً على الكيان الصهيوني المجرم…

وعلى الرغم من الأبواق المأجورة عبر بعض وسائل الإعلام المسخّرة من طرف الإنتهازيين والعملاء الذين يتستّرون وراء قناع «النضال والثورة” لأجل تنفيذ أهدافهم الخاصة وأهداف مشغِّليهم، حيثُ أن «القوة الناعمة” الأميركية تدخّلت كثيراً وانكشفت في التضليل الإعلامي والتلاعب بعقول الناس وركوب الموجات الجماهيرية والقضايا المطلبية المحقة والمشروعة، فيتأكد في كلّ لحظة من نهارٍ أو ليل ما قاله السفير الروسي في لبنان ألكسندر زاسبيكين قبل اندلاع الحريق والإنفجار الشعبي الكبير في لبنان حين أكد أنّ الأميركيين يهيّئون لفوضى في لبنان، وقال حرفياً: إنّ ما يحصل في لبنان على صعيد أزمة العملة الأجنبية المستجدة هو بسبب «الخطّة الأميركية لإحداث الفوضى في لبنان”.

وأضاف: إنّ «الفوضى كما يريدها الأميركيون هدفها ضرب حزب الله في لبنان ومِن خلفه خصوم أميركا في المنطقة”، وتابع: «إنّ مجموعة العمل لأجل لبنان والمُشَكَّلة من سفراء الدول الخمس الكبرى كانت دائماً تضع في بندها الأول مبدأ الحفاظ على الاستقرار الداخلي والوضع الأمني، لكنني مؤخّراً بتُّ أشعر أنّ الأميركيين يُهملون هذا المبدأ في خطّتهم التي توصِلُ إلى انهيار الوضع الاقتصادي وحصول غليان شعبي، وهم بذلك يهدّدون استقرار لبنان في حربهم لتطويع خصوم أميركا بدل الحفاظ على هذا البلد وحمايته”.

وسأل زاسبيكين: «ما هي الجهة الوحيدة التي ستحافظ على تماسكها في حال الانهيار الاقتصادي وانهيار الدولة؟ ثمّ أجاب بنفسه قائلاً: إنه «حزب الله”…

وليس دفاعاً عن الفاسدين في السلطة اللبنانية الذين يجب أن يُحاسَبوا وأن تُسترجعَ الأموالُ التي نهبوها من الشعب اللبناني، هناك ملفات وقضايا ستُفتح للذين يركِبون الموجة ويحاضِرون بالعفّة وهم «ما هم عليه” من عمالة وإجرام وفساد كبير يغطّونه من خلال محطات تلفزيونية فضائية يدّعي أصحابُها اليوم أنهم «ثوريون” وهم في حالة التُّخمة من جرّاء التمويل الخارجي والصفقات الداخلية والخارجية القذرة، حيث يتحدّثون في كلّ شيء ولكنهم «مؤدّبون” أمام حاكم مصرف لبنان الذي يعمل منذ فترة طويلة من الزمن لصالح الأميركيين لأنهم من طينته وعلى نفس المستوى بالعمالة والفساد والإفساد.

وهنا أجدّد التأكيد أننا نحن الثوّار ولآخر مدى ولن يستطيعَ شُذّاذُ الآفاق من خلال محاولات «الإحتلال المدني” سرقة نضالاتنا وأغانينا وثورتنا الحقيقية لمصلحة «ثورات الفوضى الأميركية” المدمِّرة كما جرى في العديد من بلدان المنطقة والعالم.

وأصِلُ الى بيت القصيد لأقول: إنه وعلى طريقة التخلّص من حسني مبارك وبن علي والبشير فإنّ «مركز اللعب” بالمخابرات الأميركية يعمل بجدية من خلال «الحرائق المشتعلة” على التخلّص من قيادات سياسية حاكمة وإحلال قيادات جديدة تدّعي أنها «حيادية” للوصول الى هدفها السرّي والعلني ألا وهو «القضاء” على حزب الله اللبناني المقاوم… وهذا مستحيلٌ لأن هذا الحزب متجذّرٌ في أرضنا الوطنية الطيبة ولأنّ قائده وعدنا دائماً بالانتصارات المحقّقة بإذن الله.

واشنطن والمراوحة نحو خطوة إلى الأمام أو إلى الوراء؟

الثابت هو أن هناك تبدلاً في النبرة الأميركية تجاه لبنان والوضع الاقتصادي فيه، ونسبة من التبدل في سلوك دول تقيم حساباً للموقف الأميركي توحي بالتحوّل إلى خطوات إيجابية لا تزال في طور الترقب، وتحريكاً لمسار ترسيم الحدود البحرية بما لا يضع الأمور ضمن الثنائية التقليدية، هذه خطة فريدريك هوف فاقبلوها أو لا بحث بالترسيم. والثابت أيضاً أن هذا التبدل جاء عقب نبرة تصعيدية عالية في خطاب المقاومة عبر عنه بوضوح كلام الأمين العام لحزب الله السيد حسن نصرالله بمعادلة القتل ثلاثاً. والثابت أيضاً وأيضاً أن مؤشرات ترجمة التوجه شرقاً، المعادلة التي دعا إليها نصرالله نحو تبادل المشتقات النفطية مع إيران بالليرة اللبنانية، وفتح الباب لتعاون كبير مع الصين، وإقامة تبادلات واسعة عبر الحدود مع سورية والعراق، بالتوازي مع الجهاد الإنتاجي الذي دعا إليه، قد جعلت القلق الأميركي من خسارة استراتيجية كبرى، سبق وحذر منها الدبلوماسي السابق جيفري فيلتمان، يترجم بالتحرك لتجميد ما أمكن من الاندفاعة الحكومية بهذه الاتجاهات، عبر الإيحاء بالاستعداد للمساعدة، وفقاً لكلام وزير الخارجية الأميركية مايك بومبيو، وهو ما نقلته بوضوح وتفاصيل السفيرة الأميركية دوروتي شيا لرئيس الحكومة حسان دياب، وصولاً لتحريك ملف التفاوض على ترسيم الحدود في لقائها برئيس مجلس النواب نبيه بري.

لم تكن الأمور بالأصل، كما يتخيّلها البعض، بين تسليم أميركي بنتائج انتصارات محور المقاومة أو هجوم أميركي عنوانه الضغط المالي وصولاً لفتح ملف نزع سلاح المقاومة، ولو أدى للانهيار الشامل في لبنان، ومثله في سورية وصولاً لاستعادة زمام المبادرة في رسم مستقبل سورية، بعدما فشلت الحروب المتغيرة والمتعددة في فرض ذلك، فالأميركيّون يعرفون ويعترفون بأن مثل هذه الأهداف تفوق قدرة الضغوط المالية على تحقيقها، ولذلك فهم رغم تحريض جماعاتهم على التحرّك تحت عنوان طرح مستقبل سلاح المقاومة، ومشاركتهم بتحميله مسؤولية الأزمات، كانوا واضحين في رسم الأهداف التفاوضيّة لحملة الضغط المالي على لبنان وسورية، وهي من جهة أولى كما قال معاون وزير الخارجية ديفيد شنكر، في لبنان الدعوة لقبول ترسيم الحدود البحرية وفقاً لخط فريديريك هوف الذي يغلّب مصالح كيان الاحتلال على مصالح لبنان، وصولاً لفتح ملف الترسيم البري وفقاً لنتائج البحر، وربما تمهيداً لتعديل مهمة اليونيفيل لتوفير شبكة متعددة الطبقات من الأمن الاقتصادي والعسكري لكيان الاحتلال. ومن جهة ثانية كما قال المبعوث الأميركي إلى سورية جيمس جيفري، العودة بسورية إلى معادلة 2011، تسليم باستعادة الدولة السورية ورئيسها وجيشها للسيطرة حتى الحدود كما كانت يومها، مقابل مقايضة انسحاب أميركي بانسحاب إيران وقوى المقاومة، والتمهيد لتعزيز ترتيبات فك الاشتباك في الجولان، بما يشبه 1701 سوريّ يضمن شبكة أمان إضافية لكيان الاحتلال. والأجوبة العملية التي تلقتها واشنطن، هي أن العرضين مرفوضان، وأن مواصلة الضغط ستغير قواعد الاشتباك، وتنشئ وضعاً أشدّ صعوبة على المصالح والخطط الأميركيّة.

المرونة الأميركيّة حتى الآن هي التقاط أنفاس لإعادة التقييم، ورسم البدائل، حيث الخيارات مرّة أخرى، ليست بين التسليم بالأمر الواقع الناتج عن انتصارات محور المقاومة، أو الهجوم لإسقاط قوى هذا المحور. فالبدائل هي عرض مشاريع تفاوضية بسقوف جديدة، يعتقد الأميركي أنها تملك حظوظاً أفضل من الذي كان مطروحاً، ويضمن أنها ستجمّد مفاعيل الكثير من الخطوات الراديكالية والتصعيدية، التي تمثلت بتفاهم سوري إيراني على نشر منظومات صاروخية متطورة للدفاع الجوي، وبمضمون ما ورد في تهديدات السيد نصرالله، والخطوات التي دعا إليها، والسؤال حول البدائل سيبقى مربوطاً بحجم قدرة الأميركي على الفرض وقدرة كيان الاحتلال على التحمّل والتقبّل، واستعداد قوى محور المقاومة للقبول، في العناوين ذاتها، حدود أمن الكيان عبر الحدود مع لبنان بحراً وبراً، وحدود استثناء لبنان من العقوبات على سورية، وعبر الحدود مع سورية وعمقها في الجغرافيا السورية لجهة تواجد قوى المقاومة والحضور الإيراني كمصدر للقلق الدائم من وجود نيات سورية بفتح جبهة الجولان في توقيت مناسب، رداً على القرار الأميركي بتغطية قرارات حكومة الاحتلال بضمّ الجولان، فهل يفتح الباب لبحث انسحابات لجيش الاحتلال مما تبقى في جنوب لبنان وفتح التفاوض حول الجولان كسقف جديد، أم لما هو أقل عبر قبول خط ترسيم حدودي يرضي لبنان نسبياً واستثناء لبنان نسبياً من العقوبات على سورية وتقبل نسبي لبقاء إيران والمقاومة في سورية ضمن تموضع يبتعد عن خطوط الاشتباك، أم أن كل شيء بات معلقاً على التسويات الكبرى أو الحرب الكبرى؟

Hezbollah MPs Hand Lebanese FM Petition in Protest against US Ambassador’s Interventions, Urge Him to Take Action

Loyalty to Resistance Parliamentary bloc on Monday handed the Lebanese foreign minister Nassif Hitti a petition in protest of the US ambassador Dorothy Shea’s intervention in the domestic affairs and instigation of Lebanese groups against each other.

Head of the bloc, Hajj Mohammad Raad, led the delegation which also urged Hitti to tale action against the US diplomat and draw her attention to the international conventions.

The delegation blasted the unrestrained movement of Shea whose recent statements did not respect the diplomatic norms and stirred sedition among the Lebanese segments.

The delegation also stressed that the Lebanese people and condemn the diplomatic violations of the US administration “which always support the Israeli aggression on Lebanon”.

The petition stresses that the US ambassador’s intervention violates the provisions of Vienna Convention, adding that holding a Lebanese party accountable for the economic crisis and interfering in the financial appointments in Lebanon is completely rejected.

The lawmakers concluded:

“Based on our keenness on our people who assigned us to represent them, as well as keenness on our country’s security and stability, we find a must to draw your attention and urge you to make the US ambassador understand that the Lebanese people strongly condemn her statements, keeping the choice for you to take the required measures to let her know that she must confine to the laws in force.”

Lebanon economic crisis: Sovereignty and solidarity are the keys to prevent collapse

As the US ramps up financial pressure, a political struggle is underway over whether Lebanon should turn eastwards to China, Russia and Iran for relief

Lebanon has joined the club of sanctioned nations by proxy. Limited sanctions were already in place, but the US Caesar Act targeting Syria has cast its net over Lebanon’s entire economy. 

The country’s crumbling financial system had been gasping for fresh foreign funds. It is now stuck between the anvil of morbidly corrupt Lebanese elites obstructing reform, and the hammer of financial coercion by western powers.

On top of accelerating inflation that has rippled into Syria, the spectre of sanctions in the wake of failed International Monetary Fund talks has triggered a political tussle inside Lebanon over turning eastwards to China, Russia and Iran for relief.

Wedded to the West

This is not the first time that Lebanon has been unhinged by shifts in the global and regional balances of power. But it is one of the most dangerous crises. Sanctions on top of financial bankruptcy, oligarchic manipulation, regional instability, coronavirus and a global slump, are a recipe for total collapse.

There is no denial of the impending calamity. But the undignified media spectacle of apocalyptic suffering, divorced from a serious discussion of the tough choices Lebanon faces, borders on sanctions-mongering and accentuates this very suffering.

Aside from being a historic fiction, Lebanese neutrality today is wishful thinking

The first choice is clinging to the West and forgetting the rest through negative neutrality. In real terms, this means passive normalisation with Israel and active distancing from Syria, both of which meet western expectations. Aside from being a historic fiction, Lebanese neutrality today is wishful thinking. 

Firstly, calls for neutrality underestimate the nature and extent of the ongoing geo-economic war, of which the Caesar Act is the latest salvo. Having lost the proxy war militarily, Washington is flexing its powerful financial muscle – powered by dollar supremacy in global markets – to spoil reconstruction efforts in Syria by its lesser rivals, Russia, China and Iran. 

More broadly, financial sanctions are now a fixture of US foreign policy, with the majority of affected states in the Middle East. These sanctions are part of a multi-front war that involves tertiary actors such as Turkey, Egypt and the Gulf states and are tied to reconstruction in Iraq and Syria, geo-military rivalries in Yemen and Libya, settler-colonial expansion in Palestine, and control over gas fields in the Eastern Mediterranean. Lebanon is engulfed by these conflicts from all four cardinal directions.

Political suicide

Secondly, neutrality vis-a-vis Syria in particular is economic euthanasia and political suicide given the two countries’ shared borders, common history, interdependent economies, joint threat of Israeli aggression, oligarchic and authoritarian governing elites, and – as these sanctions have shown – converging financial crises. 

Neutrality would cut Lebanon off from its only land lifeline to Syria and the wider region at a time when air and sea travel are grounded thanks to Covid-19. It would also revive animosity between the two peoples while doing little to alleviate the crisis or topple ruling elites.

In addition, western powers continue to play the game of double standards, feigning concern while tightening the noose. While Washington slapped criminal sanctions on the entire population of Lebanon, its ambassador in Beirut singled out the usual suspect, Hezbollah, for destabilising the country. The accusation was parroted by her British counterpart, while a sniffer dog at London’s Heathrow Airport – as this author witnessed firsthand – frisked Lebanese expatriates carrying much-needed cash back home. Travellers caught “red-handed” were interrogated without cause. 

To top it off, Gulf states within the western orbit are also withholding aid while awash with trillions of dollars in sovereign funds.

Finally, US allies themselves, such as German Chancellor Angela Merkel, are anticipating a decline in the global role of the US. More to the point, European states, as well as the US, have multibillion-dollar trade and financial ties with China and the rest of the east – but they have no qualms about denying Lebanon and the region their sovereign share of ties.

Going East

Despite these realities, resistance to seeking eastern alternatives persists. Dependency on western and Gulf capital runs deep within Lebanese society, beyond the banking and business sectors. 

The private education and NGO sectors, home to large segments of highly visible pro-uprising activists, are heavily reliant on western funding. These material ties are augmented by an internalised cultural affinity to all things western and prejudice against all things eastern. Some resistance is also driven by a blind rejection and immature ridicule of any proposals uttered by status-quo forces.

In theory, turning eastwards increases bargaining power vis-a-vis the West, diversifies sources of foreign investment, and could offer practical and quick solutions to pressing problems such as power generation, waste management and transportation infrastructure. But in reality, it is not the easy way out it is being portrayed to be.

Firstly, its current proponents reduce the turn eastwards to a tool against western intervention that would strengthen ties with the Syrian regime without holding the latter accountable for its role in the killing, displacement and destruction in Syria, or curbing the stranglehold of Syrian oligarchs associated with the regime on the country’s economic future. 

Nor is the turn eastwards preconditioned by cleaning house in Lebanon itself. The oligarchs who looted public wealth for so long will not bear the costs of financial loss, let alone face justice for their crimes. Without these corrective measures, Chinese or other foreign investments are likely to turn into dividing up the spoils of sanctions. It will reinforce existing structures of oppression, clientelism and inequality.

Secondly, Chinese capital is not manna from heaven or a communist free lunch. Reports of plans for nine development projects worth more than $12bn sound promising and may offer some respite, but these come with strings attached.

They include possible privatisation of state assets, government guarantees to compensate potential losses that will ultimately come out of citizens’ pockets, continued – even if partial – reliance on dollar-based banking systems, and access to energy resources, which in the case of Lebanon are confined to potential energy reserves in a hotly contested sea zone. 

Sovereignty deficit

Formal state-to-state protocols are preconditions for all of the above, the same way they are for requesting legal assistance to return stolen assets deposited in Switzerland or other offshore financial havens.

Government decrees are also needed internally to to implement the basic demands of the uprising and resolve the crisis in a fair and expedited manner. These include legislating capital controls, forcing the oligarchs and their banking agents to bear the costs of collapse, implementing universal healthcare, redistributing wealth through progressive taxation, clearing up violations of coastal beaches to revive tourism in a competitive neighbourhood, reforming unjust labour and personal status laws, and subsidising productive economic activity. 

In other words, whether turning west, east or elsewhere, fixing Lebanon’s political regime is crucial to restoring external and internal sovereignty, without which major change is unlikely to happen.

Since its founding, Lebanon has had a sovereignty deficit in relation to foreign powers and its ruling oligarchy. It is now facing the twin challenge of restoring both amid unfavourable conditions. 

The path to sovereignty does not place all foreign actors in the same basket. Aware of its own economic limitations and position as part of the Global South, and in the face of US threats, Lebanon should adopt a strategy of positive neutrality that plays on the contradictions of the ongoing geo-economic war to maximise the gains of its people – not its usurping elites or neocolonial masters, old or prospective. 

Dignity and social justice

Fighting for sovereignty on both fronts, external and internal, in the face of global powers, requires the mustering of tremendous political strength. This is not possible without a well-organised mass movement that is still missing in Lebanon, let alone the absence of regional solidarity stretching from Iraq to Palestine, which incorporates geopolitics into revolutionary struggle. 

In Lebanon, the starting point is necessarily Syria. Whatever the sensitivities, prejudices and complications associated with Syrian-Lebanese relations, they need to be reconfigured in a manner that serves rather than sidelines the fundamental demands of both uprisings for political dignity and social justice.

This includes, first and foremost, confronting the contradictions of fighting against the two major historical forces impacting them today: oppressive regimes on the one hand and Zionist colonisation and occupation on the other.

All proclamations to the contrary, this is not a straightforward matter given the alignments on the ground. 

Another would be redrawing the terms of struggle across class, rather than nationalist, lines. This means finding common cause with Syrian and Palestinian workers in Lebanon, beyond the liberal paradigm of refugee rights, as well as uniting efforts to dislodge the ruling elite in both countries without further foreign intervention.

A third would be a united vision of managing the global shift from West to East in coordination with fellow Global South nations.

Devising solutions to these and other thorny issues that are both morally defensible and politically viable is not an obvious or easily achievable task. But with street mobilisation on the wane and community solidarity in the face of hardship taking a front seat, they may be the necessary rites of passage for both struggles beyond the current stalemate.

هل عاد بومبيو إلى نصائح فيلتمان ودعوة لومير؟

قبل تسعة شهور وغداة انتفاضة 17 تشرين الأول، استمعت لجنة الخارجية في الكونغرس الأميركي إلى السفير السابق جيفري فيلتمان في مداخلة مطوّلة، وكان أبرز ما ورد فيها دعوة فيلتمان للاستثمار على الانتفاضة وتزخيمها كفرصة يمكن لها أن تخدم السياسات الأميركية في لبنان والمنطقة، على قاعدة أن الأزمة المالية والاقتصادية مستمرة ومتصاعدة وهي في جزء منها ثمرة العقوبات الأميركية، بهدف محاصرة حزب الله كعنوان للمقاومة بوجه كيان الاحتلال، لكن فيلتمان وضع ضوابط لهذا الاستثمار على الأزمة والانتفاضة معاً، أولها عدم المبالغة بتحميلهما أوزار مهام فوق طاقتهما، كطرح مستقبل سلاح المقاومة في التداول، وبالتالي الدعوة للتواضع في رسم السقف الذي يمكن للأزمة والانتفاضة أن تخدمه على هذا الطريق، وحصره بمحاصرة وإضعاف التيار الوطني الحر كحليف للحزب والمقاومة، ساهم بتوفير مظلة وطنية لهما، ومنحهما من موقع وجوده في رئاسة الجمهورية مقداراً أعلى من الشرعية، رابطاً صرف رصيد هذا الاستهداف بالانتخابات النيابية المقبلة وليس المبكرة. الضابط الثاني الذي وضعه فيلتمان كان عدم المبالغة بالضغط المالي بالتوازي مع عدم المبالغة بالتوقعات، لأن المزيد من الضغط المالي قد يؤدي لانهيار غير محمود العواقب، والمزيد من الضغط قد يفتح أبواباً يصعب إغلاقها لاحقاً كاستحضار روسيا والصين، وتكامل دول المشرق وصولاً إلى إيران. والضابط الثالث كان الدعوة لوضع الاستعداد لتمويل لبنان على الطاولة، مستذكراً أن حجم كل ديون لبنان الخارجية أقل من كلفة سنة واحدة تنفقها السعودية على حربها في اليمن. والضابط الرابع هو عدم وضوع شروط سياسية تتصل بحضور حزب الله مقابل هذا التمويل، بل حصر الشروط بطلب الإصلاحات التي وردت في مؤتمر سيدر.

قبل ستة شهور عقد في الرياض اجتماع افتراضي لوزراء مالية الدول المشاركة في قمة العشرين، التي تترأس السعودية دورتها هذه المرة، وتكلم في الاجتماع وزير مالية فرنسا برونو لومير، وقال إن “فرنسا مستعدّة لدعم لبنان مالياً، في إطار ثنائي أو متعدد الأطراف»، ونقلت وكالة “رويترز” عن لومير تحذيره في نهاية الاجتماع من “خلط التعافي الاقتصادي في لبنان مع الجهود التي تقودها الولايات المتحدة لمواجهة إيران في المنطقة”، وتابع: “نعرف أن ثمة روابط بين المسألتين، لكننا لا نريد خلط قضية التعافي الاقتصادي في لبنان، وهو اليوم في حالة طوارئ واضحة، مع مسألة إيران”.

رفضت إدارة الرئيس الأميركي دونالد ترامب، ممثلة خصوصاً بوزير الخارجية مايك بومبيو، الإصغاء لصوتي فيلتمان ولومير، وحددت إطاراً لتعاملها مع الوضع في لبنان بما أسماه بومبيو ومعاونه ديفيد شينكر بالضغط الأقصى، ووضع المقابل على الطاولة وهو تحجيم حزب الله وصولاً لانتزاع تنازل من الدولة اللبنانية في ملف ترسيم الحدود البحرية بقبول خط الترسيم الذي اقترحه المبعوث الأميركي فريدريك هوف، وكان شينكر صريحاً بقوله، أنتم في معاناة كبيرة ولديكم ثروات واعدة في الغاز في البحر حولها نزاع مع “إسرائيل” وقد قدمنا لكم تصوراً للحل ومن مصلحتكم أن تقبلوا هذا التصور. وجاء تفعيل قانون قيصر للعقوبات على سورية، ليضيف للضغط الأقصى مزيداً من الضغط على لبنان، وحدد جيمس جيفري المبعوث الأميركي الخاص بسورية سقف المطلوب للتراجع، أسوة بما فعله شينكر، قائلاً إن حكومته تريد العودة إلى العام 2011، فتسلم بانتصار الرئيس السوري، مقابل أن تخرج قواتها من سورية ويخرج بالمثل حزب الله وإيران منها.

المطلبان يعنيان أمن ومصالح كيان الاحتلال، ولا علاقة لهما بالملفات الإصلاحية التي تحدث عنها سيدر، كما دعا فيلتمان، ويمثلان الحد الأقصى من الربط بين الأزمة اللبنانية والمواجهة الأميركية مع طهران، كما حذر لومير، والعنوان طلب أمن “إسرائيل” ومصالحها من حزب الله، فخرج الأمين العام لحزب الله بمعادلته الشهيرة، أنت تخيّرني بين الجوع والقتل، فلن نجوع وسنقتلك سنقتلك سنقتلك، ومنذ ذلك الإعلان، بدا أن المقاومة وضعت للجهوزيّة ترتيباتها وبنوك أهدافها، وأعقبتها بوضع أطروحة التوجه شرقاً على الطاولة، من المشتقات النفطية الإيرانية مقابل الليرة اللبنانية، إلى البوابة العراقية كبلد نفطي وسوق استهلاك، والتكامل السلعي الغذائي والاستهلاكي مع سورية، وصولاً لطرح حزمة مشاريع للتعاون مع الصين، وانتهاء بالإعلان عن الجهاد الزراعي والصناعي.

تراجع بومبيو وتراجعت سفيرته، ولم يعُد تغيير الحكومة مطلباً، وبات الحديث عن مساعدات للبنان مقابل الإصلاحات. وبدأ الحديث عن دول خليجية ستضع ودائع بالدولار لدى مصرف لبنان، بعد حصولها على إشارات أميركية، وزارت السفيرة الأميركية السراي الحكومي لتناول طعام الغداء مع رئيس الحكومة الذي دعت لاستبداله بالموظف الذي رفض رئيس الحكومة إعادة تعيينه نائباً لحاكم المصرف المركزي، وبعدما كانت السفيرة تقول إن التفاوض على الحدود البحرية مجمّد بانتظار تلقي موافقة لبنانية على خط هوف، بادرت لزيارة رئيس مجلس النواب لتستمع إلى شروط لبنان لاستئناف التفاوض وتعد بنقلها ودراستها للعودة مجدداً..

معادلة الردع في المواجهة المالية بدأت تتشكل أسوة بما جرى في معادلات الميدان، التي يبدو أن ما فيها من بنك أهداف قد تسبب بالقلق لبومبيو وإدارته في واشنطن، بمثل ما تسبب الذعر في تل أبيب.

بحضور حشد من الصحافيين والناشطين ومسؤولي الأحزاب والقوى اللبنانية ومندوبي وسائل الإعلام، نفّذت «جبهة الإعلام المقاوم» وقفة استنكارية تنديداً بالسياسات الأميركية وحصار لبنان، ورفضاً لتدخلات السفيرة الأميركية في لبنان دوروثي شيا وإدارتها في شؤون البلاد الداخلية، وعلى خلفية التصريحات التي أدلت بها السفيرة واتهمت فيها فئة من اللبنانيين بالإرهاب ومسؤولية الانهيار الاقتصادي، وذلك في قرية «الساحة» التراثية في بيروت.

شارك في الوقفة الوزير والنائب السابق د. عصام نعمان، رئيس تحرير جريدة «البناء» النائب السابق ناصر قنديل، عضو المجلس الأعلى في الحزب السوري القومي الاجتماعي سماح مهدي وعضو المكتب السياسي وهيب وهبي، عضو المجلس السياسي في حزب الله غالب أبو زينب، عضو المجلس الاستشاري في حركة «أمل» زكي جمعة، عضو المجلس الوطني للإعلام غالب قنديل، المحامية بشرى الخليل، مدير التحرير المسؤول في جريدة «البناء» رمزي عبد الخالق، مسؤول العلاقات مع الأحزاب اللبنانية والفصائل الفلسطينية في التيار الوطني الحر المحامي رمزي دسوم، أمين عام «التجمع العربي والإسلامي لدعم خيار المقاومة» يحيى غدار، المنتج والإعلامي زياد الشويري، الأمين العام لحركة «الأمة» الشيخ عبد الله جبري، رئيس جمعية «ألفة للتقريب» الشيخ صهيب حبلي، مسؤول الإعلام في رابطة الشغيلة حسن حردان، مفوّض الشرق الأوسط في اللجنة الدولية لحقوق الإنسان السفير هيثم أبو سعيد، رئيس تيار «صرخة وطن» جهاد ذبيان، الإعلامي فيصل عبد الساتر، الناشط والخبير الاقتصادي أحمد بهجة، المستشار القانوني قاسم حدرج وحشد من أهل الصحافة والإعلام والمهتمّين.

خلال الوقفة، أكّدت المحامية الخليل على حرية الصحافة المكرّسة في الدستور، مشيرة إلى «أن حكم القاضي محمد مازح لم يتناول السفيرة في الشخصي، إنما تناول جرائم الخطر الناتجة عن تصريحات ومعلومات واتّهامات غير مثبتة قد تعرّض المصلحة الوطنية المحمية قانوناً للخطر، وبمجرد نشرها تُعدّ اعتداءً فعلياً على المصلحة وإخلالاً بالأمن العام. ومن ضمنها الاعتداء على معتقد إحدى الطوائف الدينية، والشيعة في لبنان في اعتداء يومي على معتقداتهم. وبتصريح السفيرة الأميركية تحقّقت أركان هذه الجريمة، ما دفع بالقاضي مازح إلى اتخاذ قراره درءاً للخطر يمنع فيه الوسائل الإعلامية من استصراح السفيرة».

من جهته، أكّد المحامي رمزي دسوم أن ما تقوم به السفيرة الأميركية في لبنان «هو تدخّل واضح في شؤونه وتحريض على شريحة واسعة من اللبنانيين ممثلة في السلطتين التنفيذية والتشريعية»، مشيراً إلى «أن التدخل الأميركي في لبنان ليس جديداً، وأن ما يحصل في لبنان من ضائقة اقتصادية تأتي في سياق الحرب الناعمة لأخذ ما لم يتمكنوا من أخذه بالحرب». وأشار دسوم إلى موقف التيار «الواضح من الصراع العربي الإسرائيلي، وقد أتت أميركا مؤخراً بقانون قيصر لخنق لبنان وسورية، البلد الذي يمثل رئة لبنان».

وتابع: «يتطلّع التيار ليس إلى فتح الحدود مع سورية فحسب، بل مع فلسطين المحتلة لنصلي جميعاً في المسجد الأقصى وفي كنيسة المهد وكنيسة القيامة، مؤكداً أن ليس في عهد الرئيس ميشال عون من يأتي ليملي علينا كيفية التصرف كلبنانيين».

وألقى زكي جمعة كلمة «حركة أمل»، مؤكداً «أنّ لبنان في مواجهة مفتوحة ومباشرة مع الولايات المتحدة الأميركية، وهذه ليست المرة الأولى التي تلجأ فيها أميركا إلى تخفيف وجه الوكلاء لتدخل مباشرة بذاتها. تحاصر أميركا لبنان، البلد المقاوم، بأدواتها الناعمة وقواها المباشرة وغير المباشرة، وتفتح وسائل الإعلام ووسائط التواصل الاجتماعي للتضليل والتشويه وبثّ الشائعات إلى جانب حصار اقتصادي واسع تدرّج منذ سنوات وصولاً إلى ضرب العملة الوطنية».

من جهته رأى عضو المكتب السياسي في الحزب السوري القومي الاجتماعي وهيب وهبي أنّ السفيرة الأميركية «تتدخل بوقاحة في شؤون لبنان الداخلية والمطلوب وضع حدّ لهذه التدخلات».

ولفت إلى أنّ السفيرة الأميركية دوروثي شيا «كانت تعمل في سفارة بلادها لدى كيان العدو الصهيوني، وهي من فريق جون بولتون، وأنّ عملها بعيد كلّ البعد عن العمل الدبلوماسي، لا بل تتبع للأجهزة الاستخبارية الأميركية، وأن قيامها بالتحريض على الفتنة في لبنان، هو عمل مخابراتي بامتياز».

وأضاف: «نقول لهذه السفيرة الأميركية، إنّ محاولات تأليب اللبنانيين على المقاومة، هي محاولات فاشلة، فالمقاومة حرّرت الأرض والأسرى وشكلت معادلة ردع حمت لبنان من الإرهاب الصهيوني، ومن خطر الارهاب الداعشي الذي هو صناعة أميركية بامتياز».

وأشاد وهبي بالقرار الذي أصدره القاضي محمد مازح، والذي «عبّر من خلاله عن التمسك بسيادة لبنان وكرامة اللبنانيين. وقد أصدر حزبنا موقفاً واضحاً بدعم القاضي مازح تقديراً لقراره الشجاع».

وختم وهبي: «إننا نحذّر من التدخلات الأميركية السافرة في شؤون لبنان، وننبّه إلى أنّ السفيرة الأميركية وبعض السفراء الذين تدور دولهم في فلك أميركا، يواصلون من خلال لقاءاتهم التحريض على المقاومة وسلاحها. ولذلك ندعو وزارة الخارجية اللبنانية إلى التشدّد وإلزام هؤلاء السفراء التقيّد بالمعاهدات والقوانين الدولية، وضبط تحركاتهم المشبوهة التي تعد خرقاً للسيادة اللبنانية».

ورأى الشيخ عبد الله جبري أنّ أميركا «هي التي قتلت الشباب العربي في العراق وسورية وفلسطين واليمن، وعملت على تقسيمه وتشتيته وزرع بذور الفتنة بينه»، مشيراً إلى أن «البعض من أبناء الوطن يساعد أميركا في تنفيذ أجندتها، والقاضي مازح تجرّأ واتّخذ قراراً مناسباً ووطنياً وما حصل معه مخزٍ جداً».

من جهته، شدّد يحيى غدار على «أنّ الإدارة الأميركية هي رأس الحربة التي تريد تدمير لبنان»، مؤكداً الوقوف إلى جانب القاضي محمد مازح وموجهاً مطالبته لرئيس الحكومة حسان دياب، «الذي يعلم أنّ هذه السفيرة تريد ضربه، بأن لا يقف مكتوف الأيدي ونحن نرى كيف تلعب السفيرة الأميركية في البلاد إلى حدّ لا يقبله عقل. على رئيس الحكومة أن يتخذّ قراراً حاسماً تجاه السفيرة وبعض وسائل الإعلام تجاه هذا الاستعمار، لتحرير قرارنا كما حررنا أرضنا».

ولفت حسن حردان باسم رابطة الشغيلة إلى أننا «نواجه عدواناً أميركياً شرساً يهدف إلى خنق لبنان للتخلّي عن مقاومته ومعادلته الذهبية «جيش – شعب – مقاومة»، وهي التي حققت المجد، وحمت لبنان من العدوان الصهيوني الذي يهدّدنا كلّ يوم بحراً وبراً وجواً. ويواجه لبنان تمادياً أميركياً في استباحة سيادته، وهذا التدخل بلغ من السفور حتى أقدمت السفيرة عبر وسائل الإعلام على تحريض اللبنانيين على بعضهم البعض وتحميل فئة منهم مسؤولية ضرب العملة الوطنية التي خاضت بلادها حرب الدولار عليها»، مطالباً السفيرة بمغادرة لبنان لانتهاكها المعاهدات والمواثيق الدولية.

واعتبر السفير هيثم أبو سعيد أنّ مشكلة تدخل السفيرة الأميركية في لبنان «بدأت منذ أن تبنّت تحرّك 17 تشرين الأول، وقد تمادت في تدخلها حتى وصلت إلى زوايا الأمور الداخلية في لبنان، وقد أبرقتُ إلى الأمين العام للأمم المتحدة بأنّ هناك حواراً جارياً في بعبدا لطلب تبنّي ثلاث نقاط، السفيرة الأميركية تصرّ على التدخل في مسألة السلاح، ولكن هناك ثلاث مراحل يجب الاتفاق عليها: مَن الجهات التي ستعطي ضمانات للبنان بعد تسليم السلاح؟ هل يحقّ للجيش اللبناني أن يمتلك هذا النوع من الأسلحة كالصواريخ البالستية وغير البالستية؟ ومن الجهة التي ستتسلم السلاح الذي أشار الإسرائيلي إلى أنه خطير جداً»؟

بدوره، أشار المنتج والإعلامي زياد الشويري إلى «أننا نتحرّك دائماً كردّ فعل من دون أن نكون السبّاقين إلى المبادرة قبل الوصول إلى الأوقات الصعبة. يشهد لبنان منذ سنوات طويلة حصاراً مباشراً توّج اليوم بقانون قصير، لكن الهموم الداخلية لا تزال تطغى على الصراعات الاستراتيجية التي يجب أن تأخذ الأولوية، باتخاذنا خطوات تصعيدية تجاه الوجود الأميركي في لبنان. ما حصل مؤخراً خطير جداً، خصوصاً في هذه المرحلة الدقيقة التي يمرّ بها لبنان».

ووجّه رئيس تيار «صرخة وطن» جهاد ذبيان تحية إلى القاضي محمد مازح الذي «كان جادّاً باتخاذه قراراً باسم الشعب اللبناني، والمفارقة حصلت في وسائل الإعلام التي لم تحترم القضاء ولم تتمّ مساءلتها»، مشدّداً على “أنّ المقاومة هي عنوان الكرامة في هذا البلد بل في هذه الأمة، ولا يجوز بأيّ حال من الأحوال السماح لأيّ سفير التدخل في شؤوننا الداخلية، وتحديداً سفيرة الولايات المتحدة التي لا تقوم بأيّ عمل إلا إذا كان لمصلحة العدو الإسرائيلي”.

واعتبر الشيخ ​صهيب حبلي أنّ دوروثي شيا «ليست سفيرة الولايات المتحدة، إنما سفيرة ترامب، وترامب يعني إسرائيل، وهذا ما يجب توضيحه أولاً».

وقال الصحافي أحمد زين الدين: «نحن لسنا ضعفاء، لقد هزمنا أميركا عندما كنا أضعف من اليوم بكثير، من عام 1949 إلى الآن ولا يزال باستطاعتنا الانتصار. نحتاج إلى تطوير إعلامنا لنكون في مستوى الانتصارات التي حققتها المقاومة».

واختتمت الوقفة بكلمة لرئيس تحرير جريدة «البناء» النائب السابق ناصر قنديل الذي رأى أنّه يجب أن «لا تتحكّم التوجهات السياسية في التعامل مع السفراء، بل يجب أن يحكم في ذلك انتهاك الاتفاقيات والمعاهدات الدولية. ولو جاءت أميركا بالمنّ والسلوى، سنبقى نراها الشيطان الأكبر. الدولة اللبنانية «حيطها واطي» وقد توسّلت للسفيرة ولم تسائلها بشأن كلامها. هذه الدولة يجب أن ترتقي في التعامل مع السفراء الأجانب والعرب إلى مستوى الانتصارات والبطولات التي حققها لبنان ومقاومته. السفراء في لبنان يتصرفون باعتبار لبنان مزرعة فيما الدولة يجب أن تحمي سيادتها. ومن المعيب أن نرى السفيرة الأميركية تجول على المرجعيات الدينية وعلى السياسيين بمختلف مستوياتهم. نحن عيّنا السفيرة مفوّضاً سامياً في لبنان، وهذا أمر يجب أن يُعالَج».

شارع المقاومة يُسقِط «قيصر» في عوكر… رسائل تهديد تُدجِّن السفيرة الأميركيّة!

انقلب المشهد السياسي الداخلي رأساً على عقب… فبعد الاستباحة الأميركية للساحة اللبنانية على مدى أسابيع، تغيرت الصورة خلال الأيام القليلة الماضية وتوّجت أمس، بحدثين: سياسي دبلوماسي تمثل بزيارة السفيرة الأميركية في لبنان دوروثي شيا الى السرايا الحكوميّة ولقائها رئيس الحكومة حسان دياب، الثاني شعبي أمني تمثّل بالتحرك الذي شهده محيط السفارة الأميركيّة في عوكر احتجاجاً على السياسة الأميركية العدوانية ضد لبنان ومحاولة اقتحام حرم السفارة والدخول اليها.

فما هي الوقائع والمعطيات التي أدت الى استبدال أجواء التصعيد الأميركي الى حدود التلويح بإسقاط الحكومة والتهديد بالحرب العسكرية، بأجواء حوارية وهادئة؟

فبحسب معلومات «البناء» فإن دوائر القرار المعنية في الولايات المتحدة تلقفت رسائل الأمين العام لحزب الله السيد حسن نصرالله في خطابه ما قبل الأخير بجدية واهتمام كبيرين، لكنها لم توقف حربها على لبنان وكانت تراهن على خطوة سياسية أمنية تقلب توازن القوى السياسي والحكومي الداخلي وذلك عبر إسقاط حكومة الرئيس دياب في الشارع بمساعدة حلفائها من القوى السياسية المحلية وترك البلد في فراغ وفوضى اجتماعية مشرعاً أمام احتمالات الفتنة الطائفية والمذهبية، وبالتالي إجبار القوى السياسية على تأليف حكومة جديدة بشروط أميركية يرأسها أحد الموظفين المصرفيين النافذين المحسوبين عليها، وإما اجراء انتخابات نيابية جديدة تظن أميركا أنها تعبث بالخريطة السياسية للمجلس النيابي الحالي، وعلها بذلك تدفع حزب الله الى التنازل والتسليم بالشروط الأميركية في ملفات عدة أبرزها ملف النفط والغاز في البلوك المتنازع عليه في المياه الإقليمية.

أما هدف إسقاط الحكومة فيصب في هذا الاتجاه. فالمخطط الأميركي بحسب معلومات «البناء» تركز على إطاحة حكومة دياب وتحويلها الى تصريف أعمال كي لا تتمكن من اتخاذ اي قرار في الملفات السيادية لا سيما في موضوع النفط والغاز، وبالتالي يمنع لبنان من تلزيم أي من بلوكاته النفطية ولا عقد اي اتفاقات اقتصادية مع دول عدة مستعدة لمساعدته لكسر قانون العقوبات قيصر وإنقاذ البلد من الانهيار ليبقى أمامه خيار وحيد هو صندوق النقد الدولي.

وبحسب المصادر، بعد فشل مخطط إسقاط الحكومة والهجمة الحكومية المرتدة على صعد عدة لا سيما زيارة الوفدين الصيني والعراقي الى السرايا الحكومية واتفاق السلة الغذائية الجديدة، وتزامن ذلك مع خطاب حاسم للسيد نصرالله حمل رسائل تهديد للأميركيين وبعد تلمّس واشنطن جدية حكومية بالتوجه الاقتصادي الى دول كالعراق والصين وايران وسورية مع الإعلان عن أن بواخر المساعدات الايرانية المحملة بالمحروقات والمواد الغذائية ترسو في المياه الإيرانية تنتظر اشارة الانطلاق الى لبنان، أوعزت وزارة الخارجية الأميركية الى سفيرتها في لبنان بالتهدئة ولجم الاندفاعة التصعيدية والانفتاح على الحكومة ورئيسها للحفاظ على العلاقة مع لبنان وقطع الطريق على دخول دول أخرى الى الساحة اللبنانية. وتعزّزت القناعة الأميركية بضرورة التغيّر بعد سماع السفيرة الأميركيّة الموقف اللبناني الحاسم في عين التينة على لسان الرئيس نبيه بري برفض لبنان المطلق التنازل عن حقوقه في ملف النفط والغاز.

أما انقلاب المشهد فتجلى أيضاً بعودة قوى وأحزاب المقاومة للسيطرة على الشارع عبر التحرّكات الشعبية باتجاه السفارة الأميركية في عوكر رفضاً للسياسة الأميركية العدوانيّة تجاه لبنان، بعدما تفردت واشنطن في التحكّم بالشارع منذ 17 تشرين الماضي عبر تحريك أحزاب 14 آذار ضد الحكومة وسلاح حزب الله وتنظيم تظاهرة داعمة للسياسة الأميركية في لبنان وتطبيق القرارات الدولية، فكانت تظاهرة الأمس ضربة مفاجئة للمخطط الأميركي تلقفتها السفارة الأميركية على أنها رسالة أمنية سياسية من حزب الله وحلفائه تحمل في طياتها غضباً وحنقاً من الشعب اللبناني بمختلف تلاوينه من العربدة الأميركية وسياسة حصار لبنان وتجويع شعبه، وبالتالي تشكل جرس إنذار لبداية التحرر اللبناني من الاجتياح الأميركي للبنان بوسائل اقتصادية والسطو على القرار السيادي. الأمر الذي يهدد المصالح الأميركية في لبنان والنفوذ التاريخي في هذه المنطقة. فأدت هذه الرسالة غرضها بأن دفعت الدبلوماسية الأميركية في لبنان للعودة الى «حضن» الشرعية اللبنانية، ولذلك تنقلت شيا بين مقرّي الرئاستين الثانية والثالثة للاحتماء من غضب الشارع.

هكاذ أجهض الشارع قانون «قيصر» قبل أن يولد وأمام «أمه وأبيه» أي في سفارة عوكر المكان الذي عقدت فيه الاجتماعات ونُسجت المخططات للإطاحة بالحكومة وضرب الاستقرار، بحسب ما أكدت معلومات رسمية لـ«البناء».

فالولايات المتحدة بحسب مصادر نيابية في فريق المقاومة تعمل على خنق لبنان لكن ليس قتله، فلا مصلحة لديها بدفع لبنان الى الفوضى الكاملة والحرب الأهلية لأن ذلك يدفع حزب الله وحلفاءه من أحزاب وقوى المقاومة لتنفيذ «الخطة ب» أي اعلان الولايات المتحدة عدوة للبنان وسفارتها موقع عدواني تجب إزالته وفتح لبنان لدخول دول أخرى لإنقاذه اقتصادياً، لذلك تلقفت أميركا رسائل التهديد المتنوعة ما دفعها الى تدجين سفيرتها في لبنان وتأنيبها على تصرفاتها الأخيرة.

علماً أن مصدراً دبلوماسياً لبنانياً سابقاً في واشنطن ومطلعاً على السياسة الأميركية يؤكد لـ«البناء» أن «واشنطن لا تريد إغراق لبنان بالانهيار الكامل بل تريد الضغط على لبنان لتحميل حزب الله المسؤولية وتقليب البيئة الشعبية عليه ودفعه للرضوخ للإملاءات الأميركية الإسرائيلية». وتوقع المصدر استمرار الضغط الأميركي على لبنان مع بعض الليونة في الموقف الأميركي وبعض الإجراءات للتخفيف من حدة الأزمة اللبنانية وذلك حتى الانتخابات الرئاسية الأميركية على أن تبدأ ملامح مرحلة جديدة في لبنان والمنطقة والعالم مطلع العام المقبل مع تلمس توجهات وسياسات الإدارة الأميركية المقبلة».

وبدا الربط واضحاً بين الليونة الأميركية تجاه لبنان والمؤشرات الإيجابية الخارجية التي لاحت مؤخراً، كزيارة الوفد الصيني تلاه الوفد العراقي الى بيروت ثم ورود إشارات إيجابية من دول خليجية لا سيما قطر والكويت وإحياء المفاوضات مع صندوق النقد الدولي والحديث عن زيارة وزير خارجية فرنسا الى بيروت. ما يشير الى ضوء أصفر أميركي لحلفائها في المنطقة للتأهب لمساعدة لبنان لقطع الطريق على الاندفاعة الإيرانية لكن متى يتحول الى ضوء أخضر؟

يجب الحذر من المناورات الأميركية ما يستوجب على الحكومة الاستمرار بخيار الانفتاح على الشرق ولا تراهن على الإيجابية الأميركية فقد تخسر الاثنين معاً، فالشرق بات حاجة ملحّة للبنان من دون إقفال الأبواب مع الغرب، لكنه وسيلة تعزز الموقف التفاوضي اللبناني.

Senior Lebanese political analyst Anees Naqqash says that the United States should know that the ‘Resistance Axis’ is the one that now controls the entire West Asia region, and that Washington is in no position to impose conditions on Lebanon (such as closing the Lebanese-Syrian border) in return for easing its economic pressure on the country.

Naqqash, who is closely-linked to Lebanon’s Hezbollah movement, is a prominent fixture on Lebanese and Arab television, especially on channels affiliated with the so-called ‘Resistance Axis’.

The ‘Resistance Axis’ broadly refers to a strategic anti-Israel/anti-US imperialist alliance composed of, but not limited to, Iran, Syria, Hezbollah, Iraq’s Hashed al-Shaabi, Yemen’s Ansarullah, and various Palestinian armed factions.

Not all Lebanese are united against American imperialism. There are some (Lebanese) intellectuals, politicians and journalists who serve America more than it ever asks them to. We read (their writings), we follow them, we hear their statements, and we marvel at their enthusiasm for America, as if they had not learnt any lessons from history. Now is this issue over, as the ambassador – the Ministry of Foreign Affairs – claimed? I do not think so. We are only at the starting line. The American attack on Lebanon did not begin with the (current economic) sanctions, it started in 1948 when (the US) supported the (Israeli) Zionist entity and incited it to wage wars against Arab countries. We will never forget that, and our peoples should never forget either. America is the enemy of the peoples of the region and the main supporter of Israel. This is one.

Regarding Lebanon in particular, (the US) harmed Lebanon more than once. With great hypocrisy, it claims to be Lebanon’s friend, but has always demanded that Israel stays stronger than Lebanon, that Israel despises and strikes Lebanon. In the July war (in 2006), it was very clear that the war was at the request of Dick Cheney, the American (vice president at the time). Israel was thus implementing an American decision. This is another thing that our people should not forget. Today, (the US) and Israel cannot eliminate the resistance (Hezbollah) through war. Therefore, they resorted to striking the social, economic and political environment in Lebanon through economic blockade. They are being delusional. They will not achieve their goal. They hope that people supporting the resistance will turn against it.

Now, the proactive response to the results (Americans) dream of came from Sayyed Hassan Nasrallah, and I think this is what provoked the (US) ambassador (in Lebanon). This statement was orchestrated by the US State Department, not the ambassador. The proof is that Pompeo said his piece as well.  Sayyed Nasrallah’s statement was strongly worded, highly threatening, full of high expectations and highly strategic. He said, at the beginning, and promised his people that we have plans to get through this economic blockade and our people will not go hungry. Then, he went on to talk about the end of the American-Israeli goals from this starvation and this blockade and said “we will kill you. You want to prevent us from destroying Israel and prevent us from fighting you and killing you, we assure you…” He (Sayyed Nasrallah) said it three times: “We will kill you. We will kill you. We will kill you”. This (repetition) means that we will win the economic battle and the battle that you (Israel) want to avoid, i.e. the military battle. The time when these plans will be unveiled and the big clash will break out, is determined by the Axis of Resistance and objective circumstances.

But surely our people will not go hungry. Our allies are strong. We heard a statement from Russia and China condemning the statements of the United States and its ambassador (in Lebanon). These two great powers confirmed that they stand by Lebanon and condemn these American statements.

I want to get back to the issue of exaggeration regarding the food crisis. I do not think that the people who were willing to sacrifice their lives when they were under fire, who lost their homes and livelihoods in the July war (2006), would be brought down with bread and butter. This is impossible.

We launched the slogan “plant a garden” at the beginning of the crisis, before it worsened. Today there are thousands of hectares and thousands of gardens. Our people will not starve. We are prepared for this long-running battle. There are friendly countries that will lend us a helping hand. As we saw Iran helped Venezuela and broke a much more important and much larger blockade than the blockade imposed on Lebanon, since Lebanon is much smaller than Venezuela.

The most important thing is that Lebanon is not subject to sanctions alone. Syria is subject to sanctions, undermining peace and security in Iraq and besieging the country in several ways are also types of sanctions, Iran has sanctions, China is threatened with sanctions and a trade war, Russia is subject to sanctions. So we are facing a world war launched by the United States under the title of “economic sanctions” on more than one country. Therefore, these countries must find ways to work together.

Two weeks ago, a delegation went to Syria and left last week after signing an agreement to extend a line of credit from Iran in order to provide Syria with several products and raw materials. Yesterday, President Putin also ordered the Russian army to use all its economic, cultural and media means to help Syria stand on its own feet. We are not alone.

The United States is playing its final cards and it will fail, especially as it faces its own economic crisis. The US is threatened by civil war more than Lebanon is threatened by any local violent actions. I am certain of that. We are in the midst of a conflict that will end in our favor, just as we planned and prepared. We assure our people, as we have always done, that victory will be ours. We would never promise to take any steps if we were not prepared for such a challenge.

(As for the US demand that Lebanon) close its borders with Syria, this means opening up the borders with Israel because Lebanon only borders Syria and the (Mediterranean) sea. When someone asks (us/the Lebanese) to close the borders with Syria, they will not only be asking us to seal the borders with a neighboring and friendly country, but with all countries beyond Syria, like Iraq, Jordan and other Arab countries.

We need to export (goods) now more than ever. We need to work with neighboring countries because we can use our local currency (in regional trade) and achieve economic integration. The US is overtly demanding that Lebanon commit a greater economic suicide (by closing its borders with Syria). However, this will not happen because our people are in control. America should know that our people (the Resistance Axis) are not only in control of the borders with Syria, we are in control of all of West Asia. This is what America should understand.

The US State Department is creating a smokescreen. If the (US State Department) consults the Pentagon (regarding this policy), the Pentagon will tell it that you will not able to pursue this policy if a war erupted or if all resistance forces moved (into action) using their full power. What are they threatening us with? They (Americans) are using the last method (card) they have, only to please Israel and some of the Arabs who are struggling for power. The US wants to show them that it is still taking action, but they are losing this battle. Closing (Lebanon’s) borders (with Syria) is a myth (i.e. an impossibility). We threaten them not only with opening up the borders (with Syria), but with abolishing them completely if we decide to do so today. There is no force on the face of the earth, no Lebanese, Arab or foreign force that can prevent us from abolishing the borders if we decide to. They (Americans) know this fact.

As for economic integration, this region is rich in resources, and some major countries are ready to help. The country (Iran) who sent seven oil tankers accompanied by a giant tanker carrying foodstuffs to open (its) first commercial center in Venezuela, (can do that again in Lebanon).

HEZBOLLAH BETWEEN TWO FIRES: ITS OWN SOCIETY AND ITS DOMESTIC ALLIES

Hezbollah between two fires: its own society and its domestic ...

Lebanese Hezbollah Secretary General Sayyed Hassan Nasrallah enjoys unparalleled support among Shia in Lebanon and more broadly among the “Axis of the Resistance” he is leading. He is the most famous leader in Lebanon and is highly respected and heeded by both followers and enemies, particularly Israel. However, since the financial situation in Lebanon has sharply deteriorated, he is no longer in an enviable position and will need exceptional skills to keep Lebanon united at a time when his supposed political allies are exhibiting unfriendly behaviour. Hezbollah’s followers and Hezbollah’s political allies are no longer in harmony. Tensions are now reaching unprecedented levels, not only in social media, but also with regard to political choices. The reasons are many.

Sayyid Nasrallah has uncontested influence over his supporters to the extent that most of them echo the word of “Sayyid”- as he is called by his followers who also use the acronym “Samahto”, the Arabic terms meaning his eminence, a religious title. His speeches become a roadmap to followers, analysts, journalists and politicians, and details of his political views and ideas are repeated on most media

But this does not prevent members of the society that bred Hezbollah – of which Hezbollah is an integral part – from disagreeing with the Sayyid’s statements with regard to his political bond to his allies, in particular the largest Christian party “Tayyar al Watani al-Hurr”, the Free Patriotic Movement (FPM). In fact, Hezbollah’s supporters have decided to bypass Sayyid’s recommendations and “ride the night as riding a camel” (an expression used by Imam Hussein Bin Ali to his followers the day before the last battle of Karbala, when he invited his followers to leave at nightfall to avoid been seen by the enemy and escape death the next day). On social media, another war is taking place where Hezbollah’s followers harshly vent their frustrations, impinging on Hezbollah’s comfort zone and challenging its political preferences.

In one of his latest speeches, Sayyid emphasized the importance of moderating social media platform exchanges among allies on all sides, affirming that the bond with his allies is robust and in good condition. Sayyid Nasrallah wanted to deflate the current level of tensions resulting from a series of events that have taken place in Lebanon. No doubt, Hezbollah’s leader hoped to tackle the real problem between allies from a different angle, away from public platforms.

As with similar demonstrations in Iraq, the US embassy attempted to subvert the popular wave of protest to divert protesters against Israel’s most feared enemy, Hezbollah. 

The “Future Movement” – founded by the late Prime Minister Rafiq Hariri and now led by his son Saad, both targets of the protestors – escalated the situation to the brink where its supporters closed the only road linking Beirut to the south of Lebanon. Hariri was upset that he had failed in this selection of a new government and was replaced by Hasan Diab. Hariri regretted having approved the selection of Diab and since then has sought to undermine any chances of success of the new cabinet.

Closing the South Lebanon – Beirut road means blocking the movement of Hezbollah to the south, necessary to maintain military readiness in the case of any possible war with Israel. Following repeated blockage of this vital road, Hezbollah called on its reserves located along this road to be prepared to clear it by force. At this point the Lebanese army intervened to avoid confrontation, defusing tensions and winning a commitment to keep the road open at all times. The goal was to preserve the rights of peaceful demonstrators while preventing rioters with a political agenda from jeopardising Lebanese co-existence among different religions.

Because the Americans are protecting him, Salameh is for Berri a bargaining chip to prove to Washington that he is also a protector of the US interests in Lebanon. Moreover, Berri doesn’t want to replace him because he, as Salameh’s protector, in effect controls the Christian Central Bank governor. This would not be the case if Salameh were replaced and a new governor appointed by the leader of the largest Christian parliamentary block, Tayyar al-Watani, the FPM led by Berri’s fiercest political enemy, the former minister Gebran Basil.

In fact, for many decades, Berri and his closest (late) partner Prime Minister Rafiq Hariri divided amongst themselves the key positions that were, according to the domestic agreement, the share of the Christians. Because the Syrians were in command in Lebanon, the Christians were not allowed to choose their own representatives. However, this imbalance led the FPM to a fierce battle to regain all the lost positions, making its leader Basil the enemy of all parties, Christian, Druse, Sunni and Shia, with the exception of Hezbollah.

There is another motive for Hezbollah to accommodate Speaker Berri at this time: why should Riyad Salameh be dismissed from his function when he is responsible for accomodating Presidents of the Republic to avoid sharing with the public the reality of Lebanon’s financial situation and for failing to warn depositors? Why did he agree to “buy time”, devise financial engineering and fabricate figures creating a time bomb that would explode without warning decades later, leaving more than 95% of the population without access to their savings? Let him stay and endure the consequences of his own policies since an immediate solution is not apparent.

The dollar has already come halfway towards the ominous target predicted by the speaker in the case of Salameh having been removed. It is fluctuating between 7,500 and 10,000 L.L. to the dollar; it was 1,500 several months ago. Berri has become the focal point of the 14th of March political groups. He is their mediator and protector. The speaker, who has held his position for 28 years and is fully supported by all those accused of decades of corruption, is also a “good guy” in the eyes of the US embassy because he holds back his powerful ally, Hezbollah (as Berri offers himself) from taking over the country and thus protects the allies of the US, the 14th of March group.

The Leader of the FPM is now left with only Hezbollah as an ally; unlike Geagea, he doesn’t enjoy US support. When the time comes for presidential elections, the Americans will not remember the apologies of all the FPM officials and ministers to ambassador Shea because the US quite simply has no allies but only interests. In any case, Washington is no longer in a position to decide who will be the next Lebanese president.

The current Lebanese government of Hassan Diab has decided not to give up on the West but to diversify its choices and to fast track its industrial collaboration with China. It is also signing agreements with Iraq to import fuel and gasoline in exchange for Lebanese agriculture and local products with generous facilities for payment. Lebanese are already receiving medicine and food from Iran. Starvation is not imminent as Hezbollah is supporting the Shia population to cultivate the land, offering fertilisers and other agricultural needs.

The possibility of civil war is remote. No one can stand against the Lebanese armed forces and Hezbollah. Both entities represent a wall against any possibility of a civil war whose existence is mainly limited to the social media.

Hezbollah is showing high tolerance even towards those Lebanese who manifested in front of the US embassy in Beirut and offered their condolences to the US Marines killed in Beirut during the suicide bomb attack in 1983, triggered by the US bombing of several Lebanese locations and for taking part of the civil war. Although these protestors represent a show of folklore, their weight in Lebanese politics is insignificant. Hezbollah is not behaving like the ultimate dominant of the ground or the government even if it is the strongest military force in the country and is part of the largest political coalition.

Hezbollah has always excelled in treading carefully the domestic and regional minefields and turning the tables on its enemies at the right time. Current alliances in Lebanon have been shaken by an economic crisis which is expected to last for a number of years. This crisis will certainly test Hezbollah’s diplomacy and the cohesion of its membership.

BEIRUT, LEBANON (11:40 P.M.) – A Lebanese newspaper revealed on Monday that the U.S.ambassador to Lebanon, Dorothy Shea, sent a stern message to Lebanese Prime Minister, Hassan Diab, with the aim of implementing what the U.S. government wants from him personally.

According to Al-Akhbar, quoting private sources, the American ambassador sent to the Prime Minister of Lebanon, through mutual acquaintances, strong-worded messages accusing him of implementing the Hezbollah agenda in the government.

The newspaper pointed out through its sources that these messages have increased in frequency, especially after information about the possibility of Lebanon opening up economically to cooperation with Iraq, and to accepting Chinese investments.

Al-Akhbar confirmed that the Lebanese Prime Minister ignored Shea’s messages and refuses to answer them.

According to their sources, these messages came after the ambassador pointed out the seriousness in opening doors to help relieve pressure on Lebanon in light of the American blockade.

She concluded that Diab had expressed in front of those who meet them, his anger over her actions and her blatant interference in the affairs of the country.

لا تكفّ سفيرة الولايات المتحدة الأميركية دوروثي شيا عن ممارسة الوقاحة. تصرّ على التصرف كما لو أنها حاكمة البلاد العليا. وبعد تصريحاتها العلنية التي حددت فيها مواصفات الحكومة اللبنانية التي ترضى عنها وخياراتها السياسية (حكومة اختصاصيين بلا حزب الله)، قررت شيا توجيه تهديدات إلى رئيس الحكومة حسان دياب، للضغط عليه بهدف تنفيذ ما تريده السفارة وحكومتها. وعلمت «الأخبار» أن شيا أرسلت إلى دياب، عبرَ أصدقاء مشتركين، رسائل قاسية اللهجة تتهمه بها بأنه ينفّذ أجندة حزب الله في الحكومة. وتقول مصادر مطّلعة إن «هذه الرسائل ازدادت وتيرتها، وخاصة بعد المعلومات عن إمكان انفتاح لبنان اقتصادياً على التعاون مع العراق، وعلى القبول باستثمارات صينية». وبحسب المصادر، أن السفيرة لمست جدية رئيس الحكومة في فتح أبواب تساعد على تخفيف الضغط عن لبنان في ظل الحصار الأميركي، مؤكدة أن «دياب يتجاهل رسائل شيا ولا يجيب عليها». وقد عبّر أمام من يلتقيهم عن غضبه من تصرفاتها وتدخّلها السافر في شؤون البلاد، مشيراً إلى أنها، كما بلادها، لا يريدون مساعدة لبنان ولا يريدون من لبنان أن يعمل وفق مصلحته.

إلى ذلك، أكد وزير الطاقة ريمون غجر أن زيارة الوفد العراقي كانت إيجابية، وقد بدأت الوزارة بمتابعة ما اتفق عليه. حيث تعكف حالياً على تحضير رسالة تتضمن ما تحتاج إليه من فيول، كماً ونوعاً. على أن ترسل إلى الجانب العراقي، ليصار بعدها إلى الاتفاق على التفاصيل اللاحقة، لوجستية ومالية. ونفى غجر أن يكون هنالك أي نقاش في عودة العمل بأنابيب النفط القديمة، مشيراً إلى أنها غير صالحة، وخاصة أن محطات الضغط في سوريا والعراق تعرضت للتدمير. وقال إنه جرى الاتفاق على استيراد الفيول، وسيتم ذلك عبر البصرة، مؤكداً في الوقت نفسه جودة الفيول العراقي.

في المقابل، أكدت مصادر عراقية أن الوفد العراقي متحمّسٌ لتوقيع مذكرة التفاهم الاقتصادي بين بغداد وبيروت. وأكد أن إمكانيّة نضوجها وتطويرها كبيرةٌ جدّاً، والعمل على ذلك جديٌّ وبدرجةٍ كبيرة. أضافت المصادر: هناك خياران، الأوّل النفط مقابل المنتجات الزراعية وبعض الخدمات. أما الثاني فالنفط مقابل الدفع بصيغةٍ لا تُرهق الدولة اللبنانية وبعد عامين من الآن. وأشارت إلى أن العراق قادرٌ على تلبية حاجات السوق اللبنانيّة من النفط، وخصوصاً أن إنتاجه ضخم وحجم التصريف لا يتناسب مع ضخامة الإنتاج.
من جهة أخرى، يعود ملف التدقيق في حسابات مصرف لبنان، بعدما نزع فتيل الخلاف على اسم الشركة، في اللقاء الذي جمع الرئيس نبيه بري والوزير جبران باسيل الأسبوع الماضي. اسم شركة «كرول» لم يعد له أثر في الاقتراح. وحلّ محلها طلب وزير المالية من مجلس الوزراء الموافقة على الصيغة النهائية للعقود المنوي توقيعها مع كل من شركة KPMG وشركةOliver Wyman، للقيام بالتدقيق المحاسبي. ولفتت مصادر وزارية إلى إمكان أن يقترح رئيس الحكومة، من خارج جدول الأعمال، اسم شركة للتدقيق الجنائي، بهدف تكليفها التحقيق في حسابات مصرف لبنان.

Americans striving to return Lebanon to chaotic situation: West Asia commissioner for human rights

TEHRAN – The commissioner for West Asia at the International Human Rights Commission is of the opinion that the U.S. is using all means to push Lebanon toward chaos.

“Americans are striving with all means to return the chaotic conditions in Lebanon again,” Haissam Bou-Said tells the Tehran Times when asked about U.S. Ambassador to Lebanon Dorothy Shea who last week accused “Hezbollah of destabilizing the country and jeopardizing Lebanon’s economic recovery.”

Shea’s statement was considered by many Lebanese as offensive, pitting rival groups against each other.

Analysts likened Shea’s words to pouring oil on the fire of sectarian strife in the country.

Bou-Said is among those who say the ambassadors must avoid interfering in the host country’s internal affairs.

“Interfering in the host country’s internal affairs, inciting any group to another group, calling for participation in demonstrations, gatherings, and meetings for a coup against the host authority or creating any riot is unacceptable.” Bou-Said points out.

Following is the text of the interview:

Q: Many Lebanese accuse U.S. ambassador of obviously interfering in Lebanese internal affairs and violating international conventions. What is your comment on it?

A: These are not just accusations, but a reality that has occurred since she arrived in Lebanon and assuming her duties as U.S ambassador to Lebanon. What Ambassador Dorothy Shea has done in the media through her statements is baseless, false, and offensive to the Lebanese people; few of the Lebanese people agree with what she said, for political and sectarian reasons. It is true that we, as an international human rights committee, cannot agree on the necessity of acquiring a weapon of any size, however by the principle of deterring the Israeli regime that occupied Palestine and still violates every day the rights of Muslims and Christians together, it becomes necessary to find ways to defend.

Q: What are the reasons for making such provocative statements in such a situation? Should we expect new developments?

A: The reasons to make such statements at this time and intentions of the American administration is obvious; They are striving with all means to return the chaotic conditions again, especially if we take many factors into account, including worldwide protests against racism in the United States. After the American police killed George Floyd, and their efforts to reinvigorating the extremist “takfiri” groups in West Asia and North Africa, as well as the Caesar Law passed in 2016 which was activated a few weeks ago.

Yes, in response to the second part of your question, we have to be somewhat cautious because the rapid developments in the Arab streets, especially in Lebanon, Syria, and Iraq, and probably soon in Tehran according to the information we receive, indicate malicious intent on the pretext of human rights. Still, the center for planning these developments is in another place designed to apply the “American and Israeli” agenda in the region.

Q: How do you evaluate Lebanese officials’ reaction to the controversial statements of the American ambassador?

A: We issued a statement supporting the Lebanese prime minister’s reform plan presented to the Lebanese Parliament. This plan is faltering as a result of conflicts between political groups in Parliament, and this reflects on the government’s performance in terms of making decisive decisions. However, in the case of Ambassador Dorothy Shea, the Minister of Foreign Affairs, Dr. Nassif Hitti summoned the American ambassador on Monday afternoon to inform her of the government’s dissatisfaction with her statements and interventions in Lebanese internal affairs under Article 41 of the Vienna Convention of 1961. But it seems that Ambassador Shea, who is not from President Trump’s school, in her military experience, has yet to understand how dangerous it is to break the law.

In the second part of your question, we have asked for the international article’s application that explicitly indicates the warning or expulsion of any diplomat doesn’t respect international conventions.

Q: What do international conventions say about missions of ambassadors?

A: Ambassadors in the Vienna Convention on Diplomatic Relations 1961 have many advantages that cannot be mentioned here, and the most important advantages are diplomatic immunity, which allows them not to appear in the judiciary and not be held accountable in any government department in the host country, but there are also regulations and standards for ambassadors prohibit engaging in any business or any work that might result in financial benefits for them.

Moreover, any kind of interfering in the host country’s internal affairs, inciting any group to another group, calling for participation in demonstrations, gatherings, and meetings for a coup against the host authority or creating any riot is unacceptable.

Q: What is the basic reason for the current economic crisis in Lebanon?

A: The economic crisis in Lebanon today is the result of the accumulations of wrong policies and financial engineering carried out by previous governments since 1992, when former Prime Minister Rafik Hariri came to power, bringing the economic sector under the control of his government. Lebanese central bank governor Riad Salameh occupied his position with absolute powers during Prime Minister Hariri’s term. Therefore the current economic crisis in the country is the result of those policies that did not succeed for many different reasons, including the failure of the peace negotiations in 1993, which was counted on by Hariri’s government, as well as financial waste in Lebanese administrations as a result of conflicts between political groups. There are also productive and non-productive projects that have also been the basis for being shared between political parties, each benefited according to the size of its parliamentary bloc and its representation in the government.

Today, Diab’s government tries to manage and contain the consequences of those policies; some political leaders in Lebanon are still active and sabotaging the efforts to support the Lebanese government, which decided to turn towards the East to find financial aid and rise again.

U.S. interfering in Arab countries to guarantee Israel’s security: Lebanese journalist

TEHRAN – A Lebanese journalist believes that U.S. interference in the Arab countries is first and foremost intended to provide security for Israel.
After U.S. Ambassador to Lebanon Dorothy Shea’s comments against Hezbollah in an interview with Saudi state-owned broadcaster al-Hadath, her words were rebuffed as open interference in the domestic affairs of Lebanon and a violation of diplomatic norms.
Shea had accused Hezbollah of obstructing economic reforms in Lebanon.
“Frankly, this resembles an act of war against a certain group of Lebanese society,” Abir Bassam tells the Tehran Times 
Bassam says, “It is not the ambassadors’ job in general to discuss the country’s internal affairs.” 
Following is the text of the interview:
Q: What is your comment on the statements of the U.S. ambassador to Lebanon?
A: In the best-case scenario, we can say that the ambassador was critical of Hezbollah in Lebanon. However, it did not stop at this stage. The ambassador accused Hezbollah of taking the Lebanese government hostage and holding back its economic growth.
Firstly, this kind of speech addresses the Lebanese people and their officials and is considered interference in domestic affairs.

Thirdly, it is not the ambassadors’ job in general to discuss the countries’ internal affairs. Besides, this shows Americans’ intentions towards Hezbollah and Lebanon’s stability, which is becoming more and more fragile since the 17th of November 2019.
The ambassador’s accusations present an aggressive political attitude towards a certain group of people who are part of the Lebanese population and are officially represented with Hezbollah parliamentarians in the Lebanese parliament. Frankly, this resembles an act of war against a certain group of Lebanese society.
Q: Do you think these statements signal new developments in Lebanon? 
A: It might be. Or perhaps the Americans are preparing for such a thing. In the end, the Americans’ interferences in the Arab countries have been aimed at one end goal, which is the security of Israel.
However, the Resistance in Palestine, Lebanon, Syria, is their biggest challenge to protect Israel. And it is still true. Hence, one element of protection for Israel can be provided by recalling for civil war in Lebanon again.
Q: Why Lebanon’s economy is in crisis? Is Hezbollah really jeopardizing the economy in Lebanon?
A: The Lebanese fundamental economic crisis has started with the economic procedures adopted by the governments of Lebanon since 1991. The economic policy was based on services, turning Lebanon into a service provider state in the region. These services depend mainly on monetary services and different kinds of tourism: from sightseeing to medical tourism. To a large extent, this marginalized agriculture and industry and made Lebanon dependent solely on imports and very little export. However, Lebanon had to compete with other main countries that have been remotely providing these services and doing an excellent job, such as India, Australia, and Belgium. Lebanon, especially after the 15-year civil war (1975-1990), cannot be such a competitor to these states.
This policy was deeply related to the atmosphere that prevailed in 1990, with many Arab countries signing peace treaties with Israel. Syria was leading such peace talks as well, after the first war in the (Persian) Gulf in 1990. However, the foundation of such economic policy proved to be based on cartoon boards. Syria withdrew from the peace talks, Rabin was killed, and Lebanon backed by Syria continued its resistance against the Israeli occupation in South Lebanon. In this period of history, Hezbollah demonstrated formidable Resistance and Islamic Resistance that led to significant accomplishments against Israel until the liberation of the South in May 2000.
Regarding the second part of the question, it can be simply stated in the following manure: the U.S. will not give any financial aid to Lebanon as long as Hezbollah is in the government. The U.S. doesn’t have any problem with Hezbollah as a political party; it has a problem with its Axis of Resistance; in other words, it has a problem with Hezbollah’s advanced missiles arsenal, which brings us back to the basics that are the Israeli’s security! 
Therefore, the World Bank will not be giving any more loans based on its conditions. Hezbollah insists that the conditions should not contradict Lebanon’s sovereignty and its autonomous decisions. It argues that the World Bank is not allowed to interfere in the Lebanese internal and external decisions.
Q: Do you expect the Lebanese government to contain the economic crisis?
A: Diab’s government has been doing fine with all the crises accumulated during the past 20 years. However, this government is not getting the support it needs even from the parties that have brought it into existence. Too many conflicting interests are governing these parties and, in particular, the coming (U.S.) presidential elections.
A sharp fall in the value of the Lebanese currency is the worst thing that was tasked with this government to deal with. Working with a central bank governor who has allowed the smuggling of the dollars outside the country and guarding the U.S. interests are among the major obstacles, as politicians and fiscal specialists have repeatedly accused him of. The dollar price defines the prices in Lebanon, including gasoline, bread, rice, vegetable, meat, medicine, etc. 
The government’s main problem is that it has not been able to present an emergency policy for passing the current stage or a long-term plan to face the following phases. 
The government’s measures are trying to take into account the development of the agricultural and industrial sectors. Still, Lebanon’s borders to the East are closed, even with its sister country, Syria. It is under American restrictions; it seems that Lebanon is unable to face these challenges.
In the end, all should take responsibility for this condition, including the current government and the majority in the parliament. They need to take bold steps towards Syria, Iran, China, and Russia…etc. It should get close to the whole countries mentioned above, or at least Syria. This is a must.
Q: Concurrent with increasing pressure on Hezbollah, the world is witnessing the Israeli move to excavate gas on Lebanon’s marine border. What’s your evaluation of this?
A: In my opinion, it is irrelevant. Israel must have received the U.S.’s approval to take such a step, which meets Trump’s need to establish something he can please his AIPAC voters with.
It will have an added value for both the Israeli and the Americans if the Lebanese government and Hezbollah do not take bold steps in the face of the Israeli move. It will be a retreat for Lebanon and the Resistance.
Still, if they (Lebanon) make a move, the consequences must be measured carefully. At the end of the day, Israel does not want to open war on its “northern borders”. However, if the Americans decided to do so, the Israelis could not refuse, as it happened in 2006. The war was an American decision.
I believe that both the Israelis and the Americans want Iran’s head on a spike first. Thus, Hezbollah will be out of Syria; this is their aim. I came across that in many of my readings. They pushed for war against Iran; it turned out to be very costly for the Americans, especially after what the U.S. had experienced in Ein al-Assad in Iraq. Indeed, this is the scale by which I would measure the Israeli step. Nevertheless, until today, Israel has not come even a meter close to the Lebanese territorial waters. So, let us wait and see!
