Sayyed Nasrallah: The US Curse Bans Aid to Lebanon; Hezbollah Wants a President Who Doesn’t Stab its Back

Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah delivered on Friday afternoon a speech as the resistance group celebrated Hezbollah’s Martyr Day.

Sayyed Nasrallah stressed that the US administration bans aid from coming to Lebanon, describing it as a plague, curse, and epidemic that always infiltrates since its greed and goals are endless.

As he emphasized that the power of Lebanon is in its strengths, represents by the equation of the Army, people, and Resistance, His Eminence pointed to the indifference towards the results of the ‘Israeli’ entity’s elections, given that whatever government has been brought to power, each of them is criminal, usurping, and occupying.

On the level of Lebanon’s presidential void, the Hezbollah leader affirmed that the Resistance in Lebanon neither needs a cover nor a protection, and that it is its natural right, like its audience, to have a president of the republic that doesn’t stab its back, conspire against it, or sell it in exchange for cash.

At the beginning of his speech, Sayyed Nasrallah hailed the operation of self-sacrifice martyr Ahmad Kassir which he said established the first base for the liberation. “Self-sacrifice martyr Ahmad Kassir’s operation destroyed all ‘Israeli’ plots and dreams to get Lebanon involved in the ‘Israeli’ era.”

As he harbored hopes that yet another and bigger self-sacrifice operation would take place [against ‘Israel’] through any resistance faction, Sayyed Nasrallah termed the Martyr’s Day, from Hezbollah’s viewpoint, as a day for all martyrs within the Axis of Resistance in this region.

“All martyrs in Bahrain, Yemen, Iran, Palestine and the entire regions are our martyrs,” His Eminence noted, affirming that Hezbollah’s path didn’t stop sacrificing martyrs over the past 40 years, some 98% of which are from the young generations.

The Hezbollah leader praised the major role of the families of the martyrs in the continuity of the path of Resistance over the past 40 years, many of which, Sayyed Nasrallah said, have encouraged their children to take part in this battle.

“The sons of our martyrs have turned to be resistance fighters and this is thanks to the commitment of their families to resisting until victory,” His Eminence added, “We value the martyrs who sacrificed their lives for our sanctities, nations, freedom, dignity, security, and pride.”

As for the martyrs whose bodies have not been recovered yet, Sayyed Nasrallah said: We have lost bodies of martyrs, but just like we didn’t leave any detainee in the enemy’s prisons, we never abandon the bodies of our martyrs and we seek to figure out their fate.

Elaborating more on the continuity of the path of Resistance among the successive generations, the Hezbollah leader mentioned that there are many cases in which the son, the father, and the grandfather are martyred. “The enemy bets on the second and third generations’ abandoning of the resistance, and that is why it targets them to spoil them through the high technologies and change their beliefs,” Sayyed Nasrallah explained, warning of the grave danger of such a practice.

“The path of our martyrs, with its successive generations, cements our enemy’s failure to achieve its goals, and the enemy was surprised in the occupied Palestine when its bet on the generations and making them change their principles failed,” Sayyed Nasrallah underscored.

The Lebanese Resistance leader hailed Palestinian Martyr Uday Tamimi and his brothers of the resistance fighters who cemented the failure of the enemy’s bet on changing their plots, advising the US and ‘Israel’ not to bet on the current and future generations as they have the same ember of resistance and confrontation.

Moving to the ‘Israeli’ occupation entity’s latest elections, Sayyed Nasrallah explained that for Hezbollah, all ‘Israeli’ governments are criminal no matter who wins in the Knesset elections; the results mean nothing to us as all ‘Israelis’ are alike on the level of criminality.

He noted, however, that the results may have dangerous repercussions inside Palestine because the power will be in the hands of foolish people.

In reference to Benjamin Netanyahu’s threats to cancel Lebanon’s document that defined its maritime boundaries with the occupied Palestine, Sayyed Nasrallah belittled the American guarantees to preserve the maritime boundary delimitation as untrustworthy, mentioning, nevertheless, that the only trustworthy element is the power of resistance that is reliable in preserving the maritime boundary delimitation deal.

As for the US midterm elections, the Hezbollah leader also considered that the results won’t make any difference as the US, whether Republican or Democrat, has the same face.

With respect to the remarks made by the the US Assistance Secretary of State about Hezbollah and Lebanon, Sayyed Nasrallah commented that it is the US that is the source of the curse, the plague, and the epidemic, and it is Hezbollah that has eradicated the US curse from Lebanon and killed this plague.

“The US infiltrates again to any place where it can commit massacres after our people confronted its curse and plague. The US has come with the Takfiri terrorist plague to Lebanon, which Hezbollah has faced and eradicated. The US ran the chaos in Lebanon in 2019 by supporting the protests after all its conspiracies have failed. It sponsored the October 2019 chaos and planted a curse that Hezbollah and all the honorable sides have faced,” His Eminence went on to detail.

“The US siege on Lebanon continues by forbidding any investment or economic aid to the country. The US bans any country from helping Lebanon in its economic crisis, which itself is a curse and a plague,” Sayyed Nasrallah added, questioning the truth whether Lebanon dares to accept the new Russian aid or will it submit to the US threats?

On the contrary, he pointed out that Iran has approved the Lebanese delegation’s demand that visited it to help the country deal with its electricity crisis, but the US curse banned this aid.

Additionally, Sayyed Nasrallah made clear that Washington didn’t finalize the maritime boundary deal for Lebanon’s sake, but to avoid a war in the region since its priorities now are somewhere else.

However, Lebanon was able to achieve all of the Lebanese state’s demands in the maritime boundary delimitation file with its power and through seizing the historic moment, Sayyed Nasrallah explained.

Moreover, the US is imposing the Caesar Act, and is preventing Lebanon from receiving both the Egyptian gas and the Jordanian electricity, His Eminence underlined, recalling that the Americans who failed to overthrow Syria via the terrorists and funding Takfirism, now want to bring it to its knees it through famine and cold.

With respect to the recent riot that took place in some areas across the Islamic Republic, Sayyed Nasrallah assured that Iran has decisively emerged victorious against the American-‘Israeli’-Western seditious conspiracy.

Elsewhere in his speech, the Hezbollah leader called on the Lebanese people not to surrender to the US plague and epidemic which only seeks to protect ‘Israel’.

Regarding the presidential issue, Sayyed Nasrallah didn’t accuse any side that it wants presidential void in Lebanon, and insisted that Hezbollah wants electing a president as soon as possible.

“The presidential void reflects on all levels at home and this post couldn’t be filled by anyone,” Sayyed Nasrallah noted, drawing attention also to that “The Lebanese presidency is a sensitive and critical issue that would have impacts on the next six years and the years that follow.”

We must reach the best and most suitable choice for the Lebanese presidency, according to Sayyed Nasrallah, who highlighted the importance of preserving Lebanon’s elements of power, atop of which it’s the Lebanese presidency, which has to do with the country’s national security.

Additionally, Sayyed Nasrallah referred to the Resistance as being among the most important elements of power in Lebanon which is mainly targeted by the Americans who are still seeking chaos in the country.

“The Americans boldly confess that they support the Lebanese Army, which they consider is capable of confronting the Resistance, but Hezbollah trusts the Lebanese Army and its leadership which refuses any confrontation with the Resistance.”

Moreover, the US embassy interferes in the smallest details of the Lebanese cabinet.

Before concluding his speech, Sayyed Nasrallah didn’t conceal that the Resistance, as a major part of the Lebanese people, wants a ‘reassuring’ and daring president who doesn’t fear or concede, and who prioritizes the national interest, a president who can’t be purchased by cash.

The Hezbollah leader took very good examples of previous heads of the state, mentioning that the Resistance that liberated Lebanon in 2000 was reassured that its back was protected by President Emile Lahoud, and the Resistance’s back was protected over the past years in the era of President Michel Aoun who is neither purchased by cash nor stabs it in its back.

“Had the state’s power been in Hezbollah’s hands as they claim, at least the electricity would have returned to Lebanon,” Sayyed Nasrallah mocked the false claims about the Resistance group’s hold of the country’s power.

“We don’t want a president who backs or protects the resistance as it doesn’t need protection, we only need a president who doesn’t stab it in its back,” His Eminence reiterated.

“The Lebanese have no choice but to hold a dialogue to reach the election of the president,” Sayyed Nasrallah advised the people, “Had you wanted a strong Lebanon that is capable of extracting its gas, you have to bring a daring president who doesn’t stab the resistance in its back.”

In continuation of the US intervention and siege policy in Lebanon, Washington portrayed a pessimistic image of the upcoming period Lebanese destiny.

Assistant Secretary of State for Near Eastern Affairs, Barbara Leaf, said the Lebanese will have to bear more pain before their country sees a new government.

She criticized Lebanon for not sealing a $3 billion loan deal with the International Monetary Fund, saying that Lebanon’s gas exploration is years’ worth of work and that there is no money in Lebanon’s banks, making the loan a necessity. Meanwhile, she failed to mention that the IMF loan was to come into effect only if Lebanon met certain conditions, which Lebanon rejects.

“Things will have to get worse before the public pressure mounts in such a way” that parliament selects a new president, Leaf said at an event hosted by the Wilson Center in Washington DC.

Leaf, Washington’s top Middle East diplomat, said “I can see scenarios where there is disintegration…where there is just an unraveling.”
She made her comments at the time Lebanon is left with a presidential vacuum after former President Michel Aoun’s term ended last Monday. The country grapples with a tough economic crisis, which was to a great extent caused by U.S. sanctions on Lebanon.

Leaf noted that Lebanon’s collapse will enhance reconstruction of the nation free of Hezbollah, adding that Lebanese security forces may lose control of the situation in the country.

Lebanon Allows Hundreds of Syrian Refugees to Return Home


Lebanon finally allowed hundreds of Syrian refugees to return to their home country, Syria after years of abusing their suffering as a pressuring card against the Syrian state.

Hundreds of Syrians returned to their home country coming from neighboring Lebanon through a number of border crossings between the two countries, they were immediately received with the love and care they lacked for long years.

All of the returnees received immediate health checkups at the borders, were given medicine, the children were given the vaccines they missed during their exile, and were provided support to help them on their journeys to their hometowns.

Easing the process of securing and inspecting trucks entering Syrian territory, successively, now, convoys cross and carry many Syrian families with their children entering Syrian territory. A spokesperson for Damascus Countryside Governorate confirmed that all the returnees have arrived at their homes after the medical examinations and receiving the needed medicine and vaccines for those who needed them.

Many of the Syrians who sought refuge in Lebanon after their towns and villages were invaded by the US-sponsored moderate rebels of head-choppers, suicide bombers, and rapist subhumans, thought they’d be treated with the same hospitality the Lebanese were treated in Syria every time Israel bombed their country in the past, they were wrong.

Not only have the Lebanese authorities under the US and Saudi influence forced the poor of them to live in poor conditions, over-charged the wealthier of them high rentals and fees, and stole in total billions of dollars from the very wealthy Syrians who chose Lebanon as a temporary refuge, the Lebanese authorities were allowing thugs to physically harm the Syrian workers, kill many of them, and worse, prevent them from returning to their home country for political reasons.

Now, that the utterly failed presidency of Michel Aoun was ending (it ended on 30 October), the Lebanese authorities started relaxing their restrictions over the return of Syrian refugees to Syria, Aoun was instrumental behind the US Congress’s so-called Syria Accountability Act of 2003 which led to the series of increased severe economic measures by the US-led western world against the Syrian people.

Radical Lebanese have also torched the camps of the Syrian refugees in Lebanon on several occasions the last of which was yesterday in the town of Arsal in eastern Lebanon.

كان من الصعب الحديث، قبل أسبوعين أو أقل، عن التوترات الكبيرة الكامنة في الشارع المسيحي. كان الكلام سيبدو كأنه تحريض أو مقدمة لأحداث ما. لكن الوقائع التي تلت الانتخابات النيابية الأخيرة، وطريقة التعامل مع ملف الحكومة التي لم تشكّل، والاستنفار الذي رافق مغادرة الرئيس ميشال عون القصر الجمهوري، كل ذلك، كان يشي، إلى جانب بعض المعطيات، بأن هناك من لا يدرك حقيقة أن «الساحة المسيحية» هي الأكثر عرضة لتكون ساحة لتصفية حسابات سياسية تتجاوز مصالح ومطالب القوى المسيحية نفسها.

قبل أقل بقليل من ثماني سنوات، أبلغ حزب الله الأطراف المحلية والخارجية أنه سيدعم انتخاب العماد ميشال عون رئيساً للجمهورية، مستنداً إلى القوة التمثيلية للرجل، وإلى المعطيات الداخلية والإقليمية التي تسمح بوصوله. من يومها، انطلقت الحملة المنظمة على العماد عون وفريقه، وهي حملة شارك فيها كل من يعتبرون اليوم في موقع الخصومة مع التيار الوطني الحر داخلياً، وانضم إليها لاعبون من الخارج ممن كانوا يعتقدون أن وصول عون إلى القصر الجمهوري ودخوله لعبة السلطة سيبعده عن حزب الله.

عملياً، قام تحالف غير مسبوق، شمل كل خصوم الجنرال على الساحة المسيحية. وحتى من استكانوا في انتخابات العام 2018، تصرفوا بانتهازية كانت معروفة، لكن الجنرال تعامل معها على أنها قد تكون تعبيراً عن رغبة البعض في الخروج من عقلية الماضي. وخلال الفترة التي امتدت حتى اندلاع أحداث 17 تشرين 2019، كانت الماكينة قد أجهزت على كل شيء. صار عون، ومعه رئيس التيار جبران باسيل، يمثلان وجه الشيطان في لبنان. لم يبق أحد من كل خصومهما المسيحيين، من القوات والكتائب إلى الأحرار وبقية 14 آذار، إلى الأطر التي استجدّت باسم مجموعات مدنية أو حتى نافذين داخل الكنيسة وبعض رجال الأعمال وشخصيات تقليدية، كل هؤلاء تجمعوا في معركة واحدة ضد عون وباسيل. رغم كل التباينات القائمة بين هؤلاء، تلاقوا جميعاً عند فكرة واحدة اسمها: شيطنة التيار ورموزه وإعلان الحرم عليه بسبب علاقته بحزب الله. ولم يتوقف الأمر عند هذا الحد، إذ إن حلفاء حزب الله المسيحيين، من تيار المردة إلى شخصيات مستقلة في الشمال والبقاع وبيروت، انضموا هم أيضاً إلى الجبهة، ولو أنهم قاتلوا التيار لأسباب لا تتصل بعلاقته مع المقاومة، لكنهم كانوا يتصرفون على أساس أن التيار يمارس سياسة الإقصاء التي تشملهم ولا تقتصر على الخصوم فقط.
وفي الجبهة المقابلة، لم يكن هناك من يحتاج إلى شحذ الهمم في معركة قاسية ضد عون وباسيل. إذ إن تحالف حركة أمل – الحزب التقدمي الاشتراكي – تيار المستقبل، لم يكن ينقصه أي حافزية للانقضاض على عون وفريقه. وهؤلاء تصرفوا على أنهم أرغموا على التعامل بإيجابية أو حيادية مع انتخاب عون رئيساً، فيما هم، في حقيقة الأمر، لم يرغبوا يوماً بأن يكون لديهم شريك في السلطة مثل ميشال عون. ولا يعود ذلك فقط إلى الخلاف الذي كان قائماً بينهم وبين الجنرال في آخر ثمانينيات القرن الماضي، بل لأنهم أصلاً من الفريق الذي عمل بالنسخة السورية من اتفاق الطائف التي قامت على عدم السماح لرئيس مسيحي قوي بالوصول إلى قصر بعبدا. وهم شعروا، بين العامين 2005 و 2016، بأن التيار الوطني الحر، بدعم مباشر من حزب الله، كان يستعيد المواقع التي استولى عليها «إسلاميو الطائف» من المسيحيين بين العامين 1990 و2005. كما أن الجميع كان يعرف أن عون يعتبر أن كل الجبهة المقابلة، التي تضم إسلاميي الطائف ومسيحيي سوريا، يتحمّلون مسؤولية الانهيار والتفكك الذي يعيشه لبنان، وكان برنامجه للإصلاح، يعتمد على مواجهة مباشرة وقاسية معهم، لكنه عدّل كثيراً في تصوراته، وحتى في آلياته. ورغم أنه بادر إلى التعايش والتعاون مع فريق من هؤلاء، بل إن التيار الوطني نفسه سارع إلى حجز مقاعد له في الإدارة العامة، إلا أن كل ذلك لم يشفع له. واستمرت الحملة واشتدت بعد انضمام مباشر للولايات المتحدة والسعودية ودول أخرى، ربطاً بعلاقة عون وباسيل بحزب الله من جهة، وباستعداد عون وباسيل للذهاب نحو علاقات مختلفة مع الشرق من جهة ثانية.

عندما اندلعت أحداث 17 تشرين، لم يكن هناك من إجماع فعلي، لا لفظي، لغالبية الفاعلين في هذا الحراك، سوى الحملة على باسيل. ومع الوقت انحسرت الموجة الاعتراضية على «كلن يعني كلن»، وبقيت المعركة مفتوحة ضد التيار وعون وباسيل وصولاً إلى الاعتداء المباشر عليهم بلغة غريبة بعض الشيء. وترافق ذلك مع إعلان السعودية الحرم على أي علاقة مع عون وباسيل، ومعاقبة سعد الحريري على أي تعاون معهما أو مع حزب الله، ثم جاء الأميركيون بقرار معاقبة باسيل بعد تهديده وتخييره بين العقوبات وبين العلاقة مع المقاومة.
عملياً، لم تتوقف حملة الشيطنة ضد التيار وعون وباسيل، لكنها أخذت بعداً مختلفاً بعد الانتخابات النيابية، لأن ملايين الدولارات، والدعاية اليومية على مختلف الصعد، لم تدفع التيار إلى موقع الخاسر نيابياً. ورغم أن خصومه حصدوا أصواتاً ومقاعد أكثر في الوسط المسيحي، إلا أن ذلك لم يكن كافياً لجعل التيار في عزلة تمنع عليه المشاركة في إدارة أي حكومة جديدة. لذلك، كان القرار بأن يكون الأداء في الأشهر الأخيرة من ولاية عون مشابهاً لما حصل مع العماد إميل لحود، لجهة عزله وترك الأمور بيد مجلس الوزراء. لكن الحكومة التي يتمثل فيها التيار الوطني، وفيها حليف قوي له هو حزب الله، لم يكن بالإمكان إدارتها بطريقة مختلفة. وجاء ملف ترسيم الحدود البحرية مع العدو ليظهر للأطراف الخارجية قبل الداخلية أن السير نحو تفاهمات قابلة للتنفيذ، إنما يتم من خلال دور مركزي للتيار الوطني الحر، ولباسيل شخصياً، ووصل الأمر بالأميركيين إلى إصدار قرار رئاسي بمنح الوسيط عاموس هوكشتين استثناء لعقد لقاءات مباشرة مع باسيل برغم إدراجه على لوائح العقوبات. إذ إن اجتماعات باسيل – هوكشتين في لبنان والخليج وأوروبا كانت ضرورية لتسريع عقد التفاهم، وكان الأميركيون يعرفون أن باسيل هو رجل ثقة أول عند المقاومة بوصفها القادرة على تعطيل أي تفاهم يخص الصراع مع العدو. لذلك حاول رئيس الحكومة المكلف مرات كثيرة أخذ الأمور في ملفات كثيرة صوب مكان لا يكون فيه لعون أو باسيل أي تأثير، وصولاً إلى الامتناع عن تشكيل حكومة جديدة بدعم من حلفائه.

الاستراتيجية الواضحة عند كل خصوم التيار وعون وباسيل كانت تقوم على فكرة أنه بعد خروج عون من القصر الجمهوري، ستكون هناك جولة جديدة من المواجهات معه. وثمة ترقب عند خصومه من اللبنانيين لعقوبات أميركية جديدة ضده وضد أفراد عائلته وضد قيادات في التيار الوطني الحر، إضافة إلى حملة إعلامية مستمرة تحاول تحميل عون المسؤولية عن الأزمات التي يواجهها لبنان، وصولاً إلى إبعاد التيار عن أي تأثير في معركة انتخاب رئيس جديد للجمهورية، وحتى دفعه إلى موقع يسهل إبعاده عن أي حكومة جديدة في المرحلة المقبلة، بالتالي فتح الباب أمام سياسة الإقصاء والانتقام حتى من الموظفين العامين المحسوبين على التيار.

إذا لم تبادر بكركي إلى خطوات عملانية، فالشارع المسيحي مقبل على مواجهات لا توترات

على أن معركة عزل التيار لم تعد ممكنة بالوسائل التي اعتمدت سابقاً. ما يجري اليوم هو المرحلة الأكثر خطورة، والتي تعكس حادثة «أم تي في» أحد أوجهها. لأن المقصود بما حصل، الانتقال من مرحلة تصنيف التيار كحزب فاشل مسؤول عن الفوضى والخراب، إلى حزب يسعى لتشكيل ميليشيات تشكل خطراً على الأمن الوطني. ويجري العمل، بقوة، لتوريط الجيش اللبناني في هذه المهمة انطلاقاً من الخصومة القائمة اليوم بين التيار وبين قائد الجيش العماد جوزيف عون حول انتخابات رئاسة الجمهورية. وفي حال توسع العمل القمعي ضد التيار بحجج متنوعة، سنكون أمام عملية تطابق مع ما تعرض له التيار الوطني الحر عندما نفي العماد عون إلى باريس، وصار حزباً سرياً يتعرض ناشطوه للملاحقة والاعتقال والإقصاء.

طبعاً، لا يمكن الاعتقاد بسهولة نجاح مثل هذه الخطوة. لكن الخطير في الأمر أن متطلبات عزل التيار وشيطنته وتحويله إلى مجموعة خارجين عن القانون، تشتمل ضمناً على مواجهات قاسية لن يكون لها مسرح سوى الشارع المسيحي، لأن الأمر غير ممكن الآن في الأماكن الأخرى، فهو مستحيل عند الشيعة، ومصدر قلق حقيقي عند الدروز، وليست له أهمية كبيرة عند السنة. بينما يراهن خصوم التيار في لبنان وخارجه على أن ضربه في الشارع المسيحي هو المدخل الوحيد لإضعافه، تمهيداً لعزله والقضاء عليه.
وبمعزل عن خطة التيار لمواجهة هذا المخطط، يمكن لطرف آخر، مثل بكركي، أن يبادر سريعاً إلى خطوات تمنع انفجاراً لن تقتصر ساحاته على المنصات الإعلامية، الواقعية منها والافتراضية، بل سينتقل حكماً إلى الجامعات والمدارس والأحياء والقرى، وسيكون عنوان الكارثة التي سيدفع المسيحيون كافة ثمنها.

Lebanon has become an oil and gas member country. The new understanding to demarcate the maritime border line with occupied Palestine is a milestone and the start of a new era that put the country on a new road towards prosperity and stability on many levels. More importantly, this remarkable achievement has been reached without any kind of normalization with the ‘Israeli’ enemy.

It is the first time in history that an Arab state gets its rights without bowing down to the ‘Israeli’ blackmail, threats, or diktats.

But how did that take place?

The resistance in Lebanon spearheaded by Hezbollah has given another proof about its ability to bring the yet another country.

Supported by the people who put their trust and have a full unshakable conviction about the resistance. Hezbollah leadership took a courageous step by setting a new formula against the enemy which states the following: If Lebanon cannot explore, exploit, and extract its gas resources, the enemy is not allowed to do so.

Hezbollah put its threat into effect by sending its drones over Karish platform to reflect the seriousness of its warning.

In addition to this, and in a harmonious and coordinated way with the state officials, namely President of the Republic General Michel Aoun, House Speaker Nabih Berri, and Prime Minister-designate Najib Mikati, and their respective teams, the resistance represented by Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah has been able to give Lebanon another remarkable victory which brought the ‘Israeli’ enemy to its knees.

This event has given an exemplary model about the defensive strategy that Lebanon could reach and adopt to defend the country and act as a deterrent force against any ‘Israeli’ aggression.

This defensive strategy has long been under the light, and is always under focus. Many parties in Lebanon have called for an open discussion to deliberate over this matter. Now we have a real embodiment and a vivid example that no one can deny about the result of coordination that can take place to ensure not only Lebanon’s protection and liberation, but also its full sovereignty over its land, sea, and all its natural resources.

Needless to say, this kind of coordination will definitely act as a safety valve and as a guarantee for Lebanon and the Lebanese against any foreign threat, aggression, or intimidation, especially from the ‘Israeli’ enemy side which has a lengthy history of aggressions.

It is the duty of the Lebanese from every sect and confession to perceive this new lesson. To understand the importance of this achievement, they should all learn how to appreciate it, value it and do everything possible to support and preserve it.

This is a successful golden formula that has no otherwise so far. It proved its efficiency in the past and present, and will definitely protect Lebanon and its people in the future.

In light of the end of President Michel Aoun’s term, a considerable period of presidential vacuum is expected to follow due to the political disputes among the various parties.

The presidential vacuum synchronizes with a constitutional conflict between the Free Patriotic Movement and the caretaker premier Najib Mikati about the powers of the caretaker government.

Mikati insists that the caretaker government can resume its activities and assume the powers of the presidency amid the rejection of the other party. However, Aoun signed the degree accepting the resignation of Mikati’s government, which may escalate the ongoing dispute.

The political rift among the various parties in Lebanon has so far prevented the parliamentary blocs from securing a majority for any presidential candidate.

House Speaker Nabih Berri decided to stop holding sessions to elect a new president till a certain consensus is reached, noting that he would call for a national dialogue session for this sake.

Hezbollah officials have always called for preventing the foreign interventions from affecting the presidential election process, warning that the US administration has plotted to impose a candidate that opposes the Resistance.

Head of Loyalty to Resistance parliamentary bloc, Hajj Mohammad Raad, said that the US administration is an arrogant tyrant that spreads woes everywhere, adding that it has decided to impose a new Lebanese president that opposes the Resistance.

MP Raad added that the US administration is provoking the foreign ambassadors to Lebanon in order to promote prevention of electing a president that acknowledges the right of the Resistance.

During the first four sessions, the Lebanese Forces and Progressive Socialist Party voted for Michel Moawwad who obtained an average of only 40 votes. However, the pro-Resistance alliance cast blank ballots, securing an average of 55 votes.

According to the Lebanese Constitution, in all the sessions that follow the first one, the minimum number of deputies who must attend the session is 86 and the winner candidate must obtain 65 votes.

Thus, the pro-Resistance alliance is closer to achieving the presidential election win which would be in need of sustaining and maintaining the political contacts in this regard.

Lebanese Parliament

Regarding the names of the candidates, the pro-Resistance alliance has not disclosed its choices; however, sustaining the political coverage for the Resistance requires electing a candidate who voices a clear support to the Resistance.

Candidates who exist in the grey area can never carry out the mission of protecting the Resistance that is protecting the entire nation from the Israeli enemy.

The US administration exerts heavy pressures on the Lebanese presidency whoever the president is. In 2000, US Secretary of State Madlin Albright tried to force Lebanon acknowledge the Blue Line as an international border in a phone call with the President Emile Lahoud whose patriotic affiliation and personal power made him switch off the telephone.

Thus, the political disputes and narrow interests in Lebanon can never be the criteria according to which the presidential elections will be held.

The strategic policy of preserving the Army-People-Resistance golden formula, which has protected the nation and its resources from all the enemies, must be the path of all the Lebanese officials, including the president of the republic.

Lebanese President Michel Aoun asserts that the maritime border deal was the outcome of national interests and stability and is in no way an indication of peace with “Israel”.

Aoun: Oil and gas funds will be returned to the sovereign fund

    Lebanese President Michel Aoun told LBC broadcaster that Lebanon “demarcated the borders to avert war,” adding that “the maritime deal was the outcome of national interests and stability” and is in no way an indication of peace with “Israel”.

    He further added, “We claimed our right to demarcate and amplified it, and we consolidated it, thus giving hope to the Lebanese people.”

    “The demarcation will lay the ground for the extraction of gas and oil which will lift Lebanon out of debt, and this is my gift to the Lebanese before I leave.”

    Aoun noted that “there are no papers, signatures, or anything else in the process of signing the demarcation agreement that could indicate a peace agreement [was made].”
    The Lebanese President pointed out that “the money that will be generated from oil companies will be deposited in the Sovereign Fund for Oil and Gas Revenues.”

    There’s a good reason for Hezbollah’s arms to remain

    Commenting on his relations with Hezbollah, Aoun said the party’s Secretary-General, Sayyed Hassan Nasrallah, “has two eyes, as we all do, but each of us sees things differently… when it comes to responsibilities, each of us is tasked with certain jobs.”

    Aoun added that “Hezbollah helped us quietly,” stressing that “there is a good reason for Hezbollah’s arms to remain, and those who question this are political opponents.”

    Commenting on the leader of the Free Patriotic Movement, Gibran Bassil, Aoun said Bassil “has become the head of a bloc and I am not his guardian. Even if he makes mistakes, he is the one to assume consequences, not me. His powers are not mine,” noting that he had previously requested “a change of the governor of the Banque du Liban, but he did not receive approval.”

    On signing a decree accepting the government’s resignation

    Aoun also confirmed that he was on the verge of signing a decree accepting the government’s resignation, noting that “fighting corruption has brought him many enemies along the way.”

    On government matters, Aoun said, “The current government does not enjoy the confidence of the people and thus cannot rule,” adding that Prime Minister Najib Mikati “has no will to form a government and there must be unity in terms of the formation criteria.”

    “I will give a chance until the end of my term,” Aoun said.

    Aoun explained that “it is a big mistake not to determine the deadline for the prime minister in charge of forming the government to actually do the formation,” noting that “dialogue on the presidential issue will fail, but relevant consultations may actually lead somewhere.”

    Concerning the issue of Syrian refugees, Aoun pointed out that his country “demanded the voluntary return of the displaced Syrians, and Syria did not set any conditions for their return,” adding that “the international community wants Lebanon to be a ship guard to prevent displaced Syrians from traveling to their countries, while at the same time they stand in the way of their return home.”

    بالتزامن مع انتزاع لبنان حريته في التنقيب والاستخراج، وصولاً إلى «الخط 23+»، والتوقيع الرسمي على الاتفاق في الناقورة، أعلن الأمين العام لحزب الله السيد حسن نصرالله أن «المهمة أنجزت» بعدما نجحت المقاومة في المهمة التي ألقتها قيادتها على عاتقها، معلناً انتهاء التدابير ‏والإجراءات والاستنفارات الاستثنائية والخاصة بملف المفاوضات والتي قامت بها المقاومة منذ عدة أشهر، إما لمنع العدو من استخراج الغاز في حال حاول ذلك قبل حصول لبنان على حقوقه، ولمواجهة أي اعتداء إسرائيلي. وأكد نصرالله أن المهمة انتهت «بانتصار كبير وكبير جداً للدولة والشعب والمقاومة في لبنان، وكانت تجربة مهمة ‏وغنية جداً تستحق التوقف عندها وعند نتائجها ودلالاتها» وهو ما سيتناوله في كلمة له مساء غد.

    وبما لا يقل أهمية، أكد الأمين العام لحزب الله أن «أي كلام عن التطبيع والاعتراف هو تجن»، مشيراً إلى أن المسؤولين في الدولة اللبنانية «لم يقدموا على أي خطوة تعطي شبهة تطبيع»، في تأكيد على أن لبنان انتزع حقوقه من دون أن يقدم ثمناً سياسياً يتصل بهويته وموقعه في الصراع مع إسرائيل، وهو هدف كان يسعى إليه الأميركي والإسرائيلي على حد سواء. ومن أبرز هذه المؤشرات رفض لبنان صورة مشتركة مع الوفد الإسرائيلي في الناقورة، إضافة إلى حرصه على إجراء مفاوضات غير مباشرة مع العدو.

    من جهته، أكّد رئيس الجمهورية ميشال عون أن «إنجاز ملف ترسيم الحدود البحرية الجنوبية عمل تقني ليست له أي أبعاد سياسية أو مفاعيل تتناقض مع السياسة الخارجية التي ينتهجها لبنان في علاقاته مع الدول». وشدد على «أننا أخذنا حقنا بالترسيم​ وزيادة، والترسيم سيسمح باستخراج ​الغاز​ والنفط لإخراج لبنان من الحفرة. هذه هديتي للبنانيين قبل أن أغادر». وأكد «أننا قمنا بترسيم الحدود​ كي لا نقع في حرب، وهو نتيجة مصلحة واستقرار وليس نتيجة سلام مع إسرائيل، ولا توجد أي ورقة أو إمضاء أو أي شيء آخر في عملية توقيع اتفاق الترسيم تؤدي إلى اتفاق سلام».
    ووقّع عون في قصر بعبدا أمس رسالة تحمل موافقة لبنان على مضمون الرسالة الأميركية عن نتائج المفاوضات غير المباشرة لترسيم الحدود الجنوبية التي سلمه إياها الوسيط الأميركي عاموس هوكشتين، وهي تؤكد أن «لبنان حصل على الحقول المحددة في المنطقة الاقتصادية الخالصة اللبنانية كاملة والتي كان أودعها الأمم المتحدة العام 2011 واعتمدت في المرسوم الرقم 6433».
    بعد التوقيع، توجّه أعضاء الوفد اللبناني الرسمي إلى الناقورة لتسليم الرسالة الرئاسية إلى هوكشتين، وتسليم ممثلة الأمين العام للأمم المتحدة جوانا فرونتيسكا رسالة وقعها وزير الخارجية تتضمن تأكيد الإحداثيات المرتبطة بالحدود البحرية اللبنانية لإيداعها الأمم المتحدة وفقاً للآليات المتبعة في قانون البحار. وضم الوفد المدير العام لرئاسة الجمهورية أنطوان شقير، مفوض الحكومة لدى قوات اليونيفيل العميد منير شحادة، عضو مجلس إدارة هيئة النفط وسام شباط ورئيس مركز الاستشارات القانونية في وزارة الخارجية والمغتربين السفير أحمد عرفة.

    وكان الرئيس عون اجتمع بالوفد قبل الظهر، وتم رسم توجهات تفصيلية تتعلق بالشكليات، منها ضرورة التثبت من عدم وجود أي كاميرات تصوير أو استخدام الهواتف من قبل الحضور في الاجتماع، وعدم التحدث مع الوفد الإسرائيلي تحت أي ظرف، ومنع أي عضو من الوفد الإسرائيلي من الاقتراب من طاولة الوفد اللبناني. وعدم التعامل مع الوفد الإسرائيلي بأي نوع من الإشارات الودية، وصولاً إلى أنه من الأفضل عدم النظر صوبهم.
    وخلال الاجتماع وصلت معلومات عن وجود خرق إسرائيلي للمياه الإقليمية، وتصرف لبنان معها على أنها رسالة مقصودة من جانب العدو. فطلب من الوفد البقاء في باحة مهبط المروحية وعدم التوجه إلى الخيمة، وطلب إلى العميد شحادة التواصل مع الجهات الدولية التي قالت إنه لم يحصل خرق، لكن شحادة قال إنه ينتظر الأمر من قيادة الجيش اللبناني التي أخذت بعض الوقت قبل أن تؤكد تراجع زوارق العدو بعيداً عن المياه الإقليمية.
    وعندما حاول الوفد الإسرائيلي خلال الاجتماع التوجه بالكلام إلى الوفد اللبناني شاكراً، لم يلتفت إليه الوفد اللبناني الذي سارع إلى تسليم الوسيط الأميركي ومنسقة الأمم المتحدة الرسائل والتوجه إلى خارج الخيمة، حيث رافقهم هوكشتين وأخذ معهم صورة تذكارية. بينما اقتصرت الصور داخل الخيمة على لقطة لشقير وهو يسلم هوكشتين رد الرئيس عون وصورة أخرى عند تسلم هوكشتين الرسالة الإسرائيلية.
    وقد عمل فريق أميركي ودولي على التثبت من عدم وجود أي مصور إلا واحد يمثل الأمم المتحدة الذي منع من التقاط صور عامة تجمع الوفود الثلاثة، وهذا ما يفترض أنه حصل.

    وسلم الوفدان اللبناني والإسرائيلي الوثيقة إلى الوسيط الأميركي في غرفة كل على حدة، في حضور فرونيتسكا والسفيرتين الفرنسية آن غريو والأميركية دوروثي شيا. وتزامنت عملية التسليم مع تدابير مشددة اتخذها الجيش اللبناني وقوات اليونيفيل.
    إسرائيلياً، ومع استكمال المسارات القانونية في كيان العدو واختتام الإجراءات التي أنهت مرحلة من المفاوضات غير المباشرة، بدأت الحكومة هجوماً مضاداً على المعارضة في التوظيف السياسي الداخلي للاتفاق الذي يأتي قبل 5 أيام من الانتخابات العامة. ومن المرجح أن تشهد الأيام المقبلة الكثير من المواقف التي تبالغ في «إنجازات» الاتفاق إسرائيلياً.
    وأقرت الحكومة الإسرائيلية، في جلسة خاصة أمس، اتفاق ترسيم الحدود البحرية مع لبنان بعد أسبوعين من عرضه على الكنيست. في بداية الجلسة قال لابيد: «الاتفاق يحصّن أمن إسرائيل وحرية عملها في مواجهة تهديدات حزب الله في الشمال»، ووصفه بأنه «إنجاز سياسي… ليس في كل يوم تعترف دولة معادية بدولة إسرائيل في اتفاق مكتوب أمام المجتمع الدولي»، في موقف تفوح منه رائحة المبالغة لأهداف انتخابية. إذ إنه لم يدّع مثل هذا الكلام في ذروة السجال على الاتفاق مع رئيس المعارضة بنيامين نتنياهو، واختار الإدلاء به في يوم التوقيع على مسافة أيام من الانتخابات.

    رئيس الجمهورية: لا يوجد في اتفاق الترسيم ما يؤدي الى اتفاق سلام مع اسرائيل

    بعد ذلك، انتقل الوفد الإسرائيلي إلى الناقورة. ولفت موقع «يديعوت» إلى أنه لم يتم أخذ صورة مشتركة مع الوفد اللبناني «لأن لبنان معني بعدم الإيحاء بأي نوع من التطبيع بين الطرفين». وضم الوفد الإسرائيلي مدير عام وزارة الطاقة، ليؤت شيلت، وعضو مجلس الأمن القومي، أفيفيت بار إيلان، ورئيس الجهاز السياسي في وزارة الخارجية، عليزه بن نون، وممثل قسم التخطيط الاستراتيجي في الجيش ومندوب المستشار القضائي لوزارة الخارجية، الذين رافقوا المفاوضات.
    وفي خطوة كشفت ارتداع إسرائيل بفعل تهديد المقاومة، رغم أنها حاولت في الشكل الإيحاء بخلاف ذلك، ذكر بيان صادر عن وزارة الطاقة الإسرائيلية أن إسرائيل بدأت أمس (الأربعاء) باستخراج الغاز الطبيعي من حقل «كاريش» في البحر الأبيض المتوسط، قبل يوم واحد من توقيع الاتفاق مع لبنان.
    إلى ذلك، وصف الرئيس الأميركي جوزف بايدن الاتفاق بـ«التاريخي» الذي «سيؤمن مصالح كل من إسرائيل ولبنان، ويمهد الطريق لمنطقة أكثر استقراراً وازدهاراً».

    Lebanese President Michel Aoun signed on Thursday the official US letter on maritime deal, ahead of an official ceremony at the southern town of Naqoura. Meanwhile, eyes are on Beirut’s Dahiyeh where Hezbollah Secretary General is to deliver a speech that likely will address the deal.

    US Energy Envoy Amos Hochstein, who arrived in Beirut late Wednesday, handed over the official letter on the deal to President Aoun, who signed on the deal.

    The meeting in Baabda Palace was attended by Deputy House Speaker Elias Bou Saab, who led the indirect negotiation, and caretaker Foreign Minister Abdallah Bou Habib.

    After the meeting with President Aoun, Hochstein described Thursday as a “historic day”, saying the deal would “provide stability on both sides of the border.”

    Talking to reporters, Hochstein affirmed that “there are no clauses in the demarcation deal that would delay Lebanon’s exploration for energy.”

    Hochstein Meets Mikati, Berri

    Hochstein then reached the Grand Serail, where he met with caretaker Prime Minister Najib Mikati, who thanked Hochstein for his efforts in brokering the deal, hoping that Lebanon would soon benefit from its offshore gas and oil resources.

    After that, the US mediator headed to Ain El-Tineh to meet Speaker Nabih Berri.

    Afternoon, Hochstein will attend the ceremony in Naqoura, where a ceremony to sign the deal will be held.

    Lebanese newspaper Al-Akhbar reported that during ceremony, delegations representing Lebanon and the Zionist entity will sign the deal in separate rooms.

    Sources told AL-Manar that the Lebanese delegation to Naqoura includes: Lebanese Presidency Director-General Antoine Choucair, Lebanese Government Coordinator with UNIFIL Brigadier General Mounir Chehade, Member of Lebanese Petroleum Administration Wissam Chbat and the Legal Adviser at the Ministry of Foreign Affairs Ahmad Arafa.

    “Lebanon is not expected to sign the agreement until after the Israel side does so,” Al-Akhbar said, adding that once the deal is inked, Beirut and Tel Aviv will send letters to the United Nations laying out the terms of the deal.

    ‘Israel’ Approves Maritime Deal

    On the other hand, the Israeli cabinet approved the US-brokered maritime deal, as Prime Minister Yair Lapid signed it.

    “It is not every day that an enemy state recognizes the State of Israel, in a written agreement, in view of the entire international community,” Lapid said at the start of the special cabinet meeting to vote on the deal.

    “This agreement strengthens and fortifies Israel’s security and our freedom of action against Hezbollah and the threats from the north. There is a rare consensus from the whole defense establishment on the importance of the agreement,” Lapid said, adding that the deal was also an economic achievement.

    Lapid signed the agreement shortly after the cabinet vote.

    Hochstein Refuses to Take Al-Manar Reporter’s Question (Video)

    US Energy Envoy Amos Hochstein rejected to take a question by Al-Manar correspondent while talking to reporters after a meeting with Lebanese President Michel Aoun on Thursday.

    Al-Manar’s Hasan Hamzeh took permission from Baabda Palace officials to ask Hochstein. When he started to say that the microphone is with him and that he would pose a question, US Ambassador Dorothy Shea instantly asked Rafik Chalala, the head of the Presidency’s press office, if the reporter who was talking was Al-Manar reporter.

    When Shea was sure that Hamzeh was our correspondent she whispered to Hochstein, who ignored the question.

    Hamzeh added, meanwhile, that he was requested to move away the microphone which holds the logo of Al-Manar.

    Hochstein was in Baabda Palace, where he handed over the official maritime deal between Lebanon and the Zionist entity to President Michel Aoun who signed the deal.

    After leaving Baabda, Hochstein headed to the southern town of Naqoura, where a ceremony to sign the deal will be held.

    Lebanese newspaper Al-Akhbar reported that during ceremony, Lebanese and Israeli delegations will sign the deal in separate rooms.

    “Lebanon is not expected to sign the agreement until after the Israel side does so,” Al-Akhbar said, adding that once the deal is inked, Beirut and Tel Aviv will send letters to the United Nations laying out the terms of the deal.

    هناك كثير من الاعتبارات التي لا يمكن لدمشق أن تقفز عنها فضلاً عن رفضها التعامل على «القطعة» (أ ف ب)

    في المحصلة، قد يكون الإشكال البروتوكولي أعاق ترتيب زيارة الوفد اللبناني إلى سوريا غداً، وقد يكون هناك استعجال أو «مَوْنة» مارسها بعض اللبنانيين لترتيب تواصل بالطريقة التي أظهرت استخفافاً أدّى إلى احتجاج سوري تمثّل في الإعلان عن عدم وجود توافق مسبق على الموعد، وأن الأمر اقتصر على اتصال أولي بين الرئيسين ميشال عون وبشار الأسد للمباشرة في إجراءات ترسيم الحدود البحرية بين البلدين.

    وبمعزل عن كل التعليقات التي ستصدر من الجهات الرسمية في البلدين، أو من الجهات السياسية المؤيدة أو المعارضة لسوريا في لبنان، فإن أصل المشكلة يعود، مرة جديدة، إلى أن المسؤولين عن إدارة الدولة في لبنان لا يزالون يعيشون في الأعوام 2012 و2013 و2014، وكأنهم لم يدركوا بعد نتائج الحرب الكونية التي فرضت على سوريا، ولا يزالون يتجاهلون نتائج الأزمة التي أصابت لبنان بفعل ما حلّ بسوريا. والكارثة أنه إلى جانب استمرار المسؤولين اللبنانيين (ليس جميعهم) بالتواصل من خلف الستارة مع سوريا خشية الغضب الأميركي والأوروبي والخليجي، فإن هؤلاء لم يشعروا بأن الأمور تبدلت كثيراً، وأن مصلحة لبنان تقتضي إعادة الاعتبار إلى العلاقات الطبيعية، بل المميزة، مع سوريا نظراً إلى أهمية ذلك على المستويات كافة. وهو ما يؤكده التنسيق المطلوب بين البلدين في شأن ملفات النازحين والتهريب عبر الحدود والملفّات الأمنية والتبادل التجاري وتمرير الكهرباء والغاز من مصر والأردن ومصير اليد العاملة السورية في لبنان أو اليد المهنية التي تحتاجها سوريا، إضافة إلى أن في لبنان من ينسى أن عشرات الآلاف من السوريين هم أيضاً من ضحايا النظام المصرفي المجنون الذي أنهك لبنان برعاية حاكم مصرف لبنان، ويتجاهل أن هناك مودعين سوريين خسروا أموالهم التي استخدمت في إنعاش الاقتصاد اللبناني خلال عقدين على الأقل.

    الفكرة، ببساطة، هي أن في لبنان من لا يعي أنه لا يمكنه انتظار الإذن الأميركي أو الخليجي لينطلق في علاقات حقيقية، وأن ينبغي التوقف عن ألاعيب الإحراج أو التواصل في العتمة. وهذا يفترض إعادة النظر في آليات بديهية، منها اختيار من يمكنه إعادة وصل ما انقطع من تواصل ضروري على أكثر من صعيد. فكيف الحال، والملف المطروح اليوم يتعلق بعمليات تنقيب واستخراج للنفط والغاز من حقول مشتركة بين البلدين، وحيث هناك حاجة كبيرة إلى التنسيق في الأعمال من جهة والتسويق من جهة ثانية.

    فيما ظلّت الاستفاقة المُتأخرة على ملف ترسيم الحدود البحرية مع سورية عشية مغادرة الرئيس ميشال عون قصر بعبدا «لُغزاً»، دهمَ الردّ السوري المشهد السياسي ليلاً بعدَ الكشف عن إلغاء الحكومة السورية «الزيارة التي كانت مقررة (غداً) الأربعاء وأنها بعثت برسالة إلى وزارة الخارجية اللبنانية تقول فيها إن الوقت غير مناسب لمثل هذه الزيارة». هذا ما لم يدخُل في حسبان المعنيين الذين توهموا أن سوريا ستفتح الباب أمام انفتاح لبناني ظلّ محصوراً بقنوات غير رسمية وغير معلنة رغمَ القطيعة التي مارستها الحكومات انصياعاً للغرب وتحديداً للولايات المتحدة، فضلاً عن عدم قيام رئيس الجمهورية بأي خطوات لكسر هذه القطيعة. وربما غابَ عن حسابات الذين سارعوا أو «تسرّعوا» في «قطف» هذا الملف وتسجيله كإنجاز أن هناك الكثير من الظروف والاعتبارات التي لا يمكن لدمشق أن تقفِز عنها، فضلاً عن رفضها التعامل على «القطعة». كل هذه أمور وأسباب لم تذكرها الرسالة التي وصلت إلى بيروت، لكن لمن يعرف تفاصيل وأجواء العلاقة لم يكُن هذا الجواب مفاجئاً.

    الرواية الرسمية أو شبه الرسمية التي يتناقلها المعنيون بالملف تقول إن «نقصاً في التنسيق أدى إلى ما أدى إليه»، خصوصاً أن «نائب رئيس مجلس النواب الياس بو صعب لم يتواصل مع مسؤولين سوريين لتحديد موعد»، وأن «يوم الأربعاء حدّده الجانب اللبناني بشكل منفرد، وليسَ استناداً إلى الاتصال الذي أجراه الرئيس ميشال عون بالرئيس السوري بشار الأسد الذي كانَ عاماً ولم يتطرق إلى التفاصيل اللوجستية».
    الخلفيات «الحقيقية» التي تقاطعت حولها مصادر سورية وأخرى لبنانية قريبة من دمشق تؤكد التالي:
    أولاً، لم يكُن هناك اتفاق على موعد أو على اجتماعات، حتى أن الوفد اللبناني (يضمّ نائب رئيس مجلس النواب الياس بو صعب ووزيرَي الخارجية عبدالله بوحبيب والأشغال علي حمية والمدير العام للأمن العام اللواء عباس إبراهيم) لم يكن لديه أجندة أو جدول أعمال، بل كان ينتظر تحديد المواعيد بدقة، وليس صحيحاً أنه جرى تحديد يوم الأربعاء، فهذا الموعد كشف عنه الجانب اللبناني من دون اتفاق مسبق مع الجانب السوري وهو أمر غير مفهوم. إذ من المفترض أن يطلب لبنان الموعد وأن تقوم سورية بتحديد التاريخ.
    ثانياً، أن «الاتصال الذي جرى بين عون والأسد كان إيجابياً لكن الاتفاق على استكمال البحث كانَ عاماً».
    ثالثاً، استغربت دمشق كيف أن القرار بالحوار معها لم تتم مشاركته مع بقية المسؤولين، خصوصاً رئيس مجلس النواب نبيه بري ورئيس الحكومة نجيب ميقاتي، ويأخذ المسؤولون السوريون على ميقاتي أنه لم يحرك ساكناً تجاه أي تواصل مع سوريا، علماً أن مصادر مطلعة لمحت إلى أنه كانَ مرتاحاً لتأجيل الموعد.

    إلى ذلك، كشفت المصادر أن السوريين سبق أن أبلغوا لبنان أن الأعمال جارية من الجانب السوري وأن العقود مع الشركات الروسية قائمة وأن البحث لا يُمكن أن يتم على طريقة «الإحراج». فضلاً عن أن دمشق تتطلع إلى موقف لبناني مختلف حيال العلاقات الرسمية الملتبسة مع سوريا حيث لا تزال الحكومات اللبنانية تقوم بخطوات لإرضاء الغرب وتستمر بمقاطعة سوريا وتختصر العلاقات بالتنسيق الأمني غير المعلن وبالعلاقات العامة، حتى أن لبنان يهمل تسمية سفير جديد في دمشق بينما تعد سوريا لإرسال ديبلوماسي سوري مخضرم إلى بيروت مقابل إشاعات عن أن لبنان يتحضر لاختيار ديبلوماسي من الفئة الثالثة!

    تجاهل الدور الروسي في التنقيب والاستخراج استمرار لسياسة لبنانية معادية لموسكو

    وبينما يستهدف الحوار معالجة إشكالية التداخل بين البلوك رقم 1 من الجانب السوري (مقابل ساحل محافظة طرطوس) مع البلوكين اللبنانيين 1 و2 على مساحة بحرية تمتد ما بين 750 و1000 كيلومتر مربع، يجب أن يؤخذ في الاعتبار أن دمشق وقّعت في آذار 2011 عقداً مع شركة «كابيتال» الروسية للتنقيب عن النفط والغاز وإنتاجهما في البلوك رقم (1)، لذلك على لبنان أن يدرك أن التفاوض على الحدود، وكذلك على الحقول والأشغال يجب أن يتم بمشاركة الجانب الروسي الذي يوفر الحماية لكل الأعمال في تلك المنطقة.

    Lebanon Didn’t Offer Any Concessions on Maritime Boundary Delimitation – Lebanese Presidency

    The Lebanese Presidency underlined that Lebanon did not offer any concessions during the indirect negotiations with the “Israeli” entity on the delimitation of the maritime boundary.

    The Lebanese Presidency press office indicated on Friday that “what has been achieved as to the delimitation of the southern sea boundary is the result of a Lebanese decision that reflects the unity of the Lebanese stance and the result of tough and difficult negotiations that were led by the Lebanese negotiating team with the US mediator.”

    In a statement posted on Twitter, the Presidency affirmed that “during the negotiations, Lebanon did not offer any concessions and it did not bow to any bargains, swaps, ‘deals’ or the wills of foreign nations.”

    It added that everything that promotes the opposite is pure slander, and it is shameful that it comes from parties that are supposed to stand by their state.

    The statement also underlined that “the issue of delimitation is an achievement at the level of the country and for the sake of its sons, not for the sake of a person, a side, a party or a foreign nation.”

    The Presidency concluded that the delimitation will be in the interest of Lebanon and the Lebanese people, adding that this will appear during the implementation stages in the coming months.

    On Tuesday, Lebanese President Michel Aoun called on TotalEnergies company to quickly begin exploring Block 9 in the Mediterranean Sea, to make up for the time lost due to indirect negotiations to identify the southern maritime boundary.

    In a tweet, the presidential office said that Aoun met a delegation from the company after Lebanon agreed on the text of the document this month to identify its disputed maritime boundary after years of negotiations that were held under US mediation.

    “Lebanon has become an oil-producing country, and what was once a dream has become a reality today thanks to our steadfastness,” Aoun said, noting that Total “will have to start exploration to compensate the country for the years that have passed without oil and gas being extracted.”

    Right after Aoun’s statement, US mediator Amos Hochstein stated that he hoped TotalEnergies and ENI could begin gas exploration in Lebanese maritime blocs within weeks.

    The TotalEnergies-led consortium that won rights to explore two offshore blocks also included Russia’s Novatek, but it pulled out last month.

    On his part, Lebanon’s caretaker Energy Minister, Walid Fayyad, pointed out that Qatar has expressed an interest in joining the consortium.

    الترسيم البحريّ مع سوريا: روسيا تعرض المساعدة في الاستخراج

    يبدأ الأربعاء المُقبِل المسار العملاني لترسيم الحدود البحرية الشمالية مع سوريا، التي سيزورها وفد مكلّف من رئيس الجمهورية العماد ميشال عون يضمّ نائب رئيس مجلس النواب الياس بو صعب ووزيرَي الخارجية عبدالله بوحبيب والأشغال علي حمية والمدير العام للأمن العام اللواء عباس إبراهيم. ومن المفترض أن يسلك الملف طريقه من دون تمييع، فالتفاوض يجري بشكل مباشر بينَ دولتيْن لا عداء بينهما ولا يحتاج إلى وسطاء. إلا أن بيروت ودمشق تلقّتا عرضاً روسياً بالمساعدة في حال وقعَ الخلاف التقني.

    بقيَ الترسيم البحري مع سوريا محط تجاهل لبناني، علماً أن الدولة السورية كانَت سبّاقة في مراسلة لبنان لاستعجال الترسيم منذ عام 2012، بعد ترسيم لبنان بترسيم حدوده البحرية الشمالية مع سوريا عام 2011، والغربية مع قبرص عام 2007، والجنوبية مع فلسطين بشكل أحادي وفق المرسوم الرقم 6433 الذي أودع لدی الأمم المتّحدة، معتمداً تقنية خط الوسط البحت (أي خط متساوي الأبعاد) لترسيم حدوده البحرية الشمالية مع سوريا. وقد دفعَ التجاهل اللبناني المتكرر دمشق، عام 2014، إلى توجيه رسالة اعتراضية عبر سفيرها لدى الأمم المتحدة بشار الجعفري علی الترسيم اللبناني، من دون الإفصاح عن مقاربة سوريا للترسيم، بما في ذلك الإحداثيات الجغرافية للخط السوري.

    كما بقيَ الترسيم البحري مع سوريا خاضعاً للابتزاز والبروباغندا الإعلامية التي تعمّد خصوم دمشق في لبنان ترويجها لاتهامها بالاعتداء على المياه اللبنانية، مع العلم أنها لحِظت في العقد الموقّع بينها وبينَ الشركة روسية «كابيتال» الروسية (اطّلعت «الأخبار» على نسخة منه) إمكان القيام بتعديلات، ربطاً بأي محادثات مستقبلية مع لبنان، إذ وردَ في إحدى الفقرات شرط «التزام المقاول بكلّ المعاهدات والاتفاقات المستقبلية بين الحكومتين السورية واللبنانية بخصوص إحداثيات حدود البلوك الجنوبية».

    وبعيداً عن محاولات الاستثمار السياسي في هذا الملف، فإن الخلاف التقني بين البلدين حدّده الجيش اللبناني عام 2021 بعدَ الإعلان عن توقيع العقد مع الشركة الروسية، عبر كتاب أرسل إلى الجهات المعنية شرح فيه الأسباب الموجبة للترسيم، لافتاً إلى أن «التدقيق في إحداثيات البلوك السوري الرقم 1، يظهر أنه يتداخل مع المياه اللبنانية ويقضُم مساحة 750 كيلومتراً، ويتداخل مع البلوكين اللبنانيّيْن الرقم 1 و2، الأول بمساحة 450 كيلومتراً والثاني بمساحة 300 كيلومتر مربع» (راجع «الأخبار» الخميس 8 نيسان 2021).
    في هذا الإطار، أكدت مصادر معنية بالملف أن «مسار الترسيم مع سوريا بدأ، وأن الاتصال الذي أجراه الرئيس عون مع الرئيس السوري بشار الأسد قبلَ أيام لمناقشة هذا الأمر دليل على الجدّية التي يتعامل بها الطرفان»، فضلاً عن «إعداد الأوراق والخرائط الخاصة بالإحداثيات من كلا الجانبين». وقالت المصادر إن «الخلاف تقني بحت، وليسَ سياسياً، وهو مسار طبيعي لا بد منه بعد إنجاز ملف الحدود الجنوبية مع فلسطين المحتلة، وبالتزامن مع التحضير لإطلاق الحوار مع قبرص أيضاً المفترض أن يبدأ هو أيضاً مباشرة بعد الانتهاء من توقيع الرسائل بين لبنان وإسرائيل عبر الأمم المتحدة والولايات المتحدة الخميس المقبل».

    الخلاف التقني بين البلدين حدّده الجيش اللبناني عام 2021 بـ 750 كيلومتراً مربّعاً

    ومع أن الخلاف الحدودي الحالي مع سوريا قابل للحل، قالت المصادر إنه في حال نشوء خلاف كبير «يُمكن اللجوء إلى التحكيم الدولي»، لكنّ مصادر دبلوماسية قالت لـ «الأخبار» إن «ممثل الرئيس الروسي فلاديمير بوتين في الملف السوري ألكسندر لافرانتياف، عرضَ المساعدة الروسية لحل الخلاف التقني». ويأتي العرض الروسي وسط حاجة موسكو إلى «إنجاز الملف سريعاً لمساعدة شركة «كابيتال» التي وقّعت وزارة النفط والثروة المعدنية السورية عقداً معها للتنقيب في البلوك 1 من الجهة السورية مقابل ساحل محافظة طرطوس، حتى الحدود البحرية الجنوبية السورية اللبنانية بمساحة 2250 كليومتراً مربعاً». وقالت المصادر إن الشركة لا تزال في مرحلة الاستكشاف، فبحسب الموقع فإن مدة العقد تُقسم إلى فترتين: الأولى فترة الاستكشاف ومدتها 48 شهراً تبدأ بتوقيع العقد، ويمكن تمديدها لـ 36 شهراً إضافية، أما الفترة الثانية فهي مرحلة التنمية ومدتها 25 عاماً قابلة للتمديد لمدة خمس سنوات إضافية. وقد تكون المرحلة الثانية من التفاوض متعلقة بالكونسورتيوم الذي سيعمل في بلوكات الشمال، والذي ربما تكون الشركة الروسية ضمنه كونها تعمل في المنطقة.

    Maritime Deal: How Hochstein’s ‘Nothing’ Turns into Lebanon’s Everything

    “Lebanon right now has nothing”

    In an interview with Al-Hurra in mid-June, US Energy Envoy Amos Hochstein hinted out that Lebanon has to “stop thinking” about being right regarding the indirect maritime border talks with the Zionist entity.

    The US mediator called on both sides, Lebanon and ‘Israel’, to present “creative ideas” and approach the maritime dispute in a way that regards “getting more than I have” rather than “getting everything.”

    In this context, the Israeli-born ‘mediator’ openly said that Lebanon has “nothing,” in a clear message to Lebanese negotiators to accept the US-Israeli provisions.

    “I think the solution that will work is to stop thinking about do I have the most legal case… Do I want to be the most right? Because sometimes when you are right you have nothing to show for it,” Hochstein told Al-Hurra last June.

    “The thinking instead should be as much energy should be placed in the thinking what is a creative idea that we can all compromise around that both sides all feel that I may not have gotten everything I want but I got a lot more than I have right now, which really in the case of Lebanon right now is nothing,” the UN envoy said with a contempt look.

    Four months after Hochstein’s remarks, how things are going now? And how the “nothing” ended up according to Lebanon?

    Lebanon’s Firm Stance

    The “nothing” remarks came nearly ten days after the Israeli regime moved a production vessel, Greek firm Energean’s FPSO, to Karish field, with Zionist media reporting that gas extracting would take place in September.

    Commenting on the arrival of the FPSO, Lebanese President Michel Aoun and caretaker Prime Minister Najib Mikati issued a joint statement on June 6, in which they warned that any exploration or drilling activity Israel might undertake in the disputed zones “constitutes a provocative and hostile act that threatens the international peace and security, and impedes the negotiations over the maritime border.”

    Later on June 13, a day before Hochstein arrived in Lebanon and made the “nothing” remarks, President Aoun stressed that it is out of the question to waive Lebanon’s rights to invest its gas and oil wealth, affirming firm rejection to Israeli threats.

    The Lebanese president then emphasized Lebanon’s sovereign rights to water and natural resources on June 14, as he handed over Lebanon’s response on the US proposal to Hochstein during his visit to Beirut.

    In the same day, Speaker Nabih Berri met Hochstein and also affirmed Lebanon’s rights to invest in its oil wealth, noting that this right is unanimously agreed upon by all the Lebanese.

    Moreover, the three senior presidents were on direct contact to follow up on the details of talks which took place later in August and September between Lebanese chief negotiator Elias Bou Saab and the US side. They spared no occasion to stress that Lebanon is keen to secure his rights in maritime wealth in a way that preserves stability.

    Hezbollah Behind Lebanese State

    Throughout months of indirect talks, Hezbollah has firmly stated it has nothing to do with the negotiations process, with Secretary General Sayyed Hasan Nasrallah reiterating that the Lebanese state is the only side that decides which maritime line will be agreed on and that Hezbollah wants to provide the Lebanese authorities with points of strength during the talks.

    Though the Lebanese resistance movement affirmed it “stands behind the Lebanese State,” it was clear regarding defending what Lebanon considers its right.

    On June 9, Sayyed Nasrallah stressed that Hezbollah is committed to defend Lebanon’s maritime wealth, warning that all options were on table.

    On July 2, Hezbollah launched three drones towards Karish field, in a clear message Tel Aviv has received over the Lebanese resistance movement’s seriousness in dealing with the maritime issue.

    On July 13, Sayyed Nasrallah warned the Israeli enemy it will be prevented from extracting gas and oil if Lebanon is not allowed to do so. In the same address, the resistance leader issued his well-known equation: “Karish and Beyond Karish”.

    His eminence then delivered a speech on July 26, stating that no Israeli target is out of Hezbollah’s precision missiles reach.

    On July 31, Hezbollah’s Military Media Department released video showing coordinates of the Israeli platforms operating in the Mediterranean. The video, dubbed “Within Our Reach”, warned the Zionist enemy that procrastination and playing for time during the negotiations are fruitless and that Hezbollah’s finger is on the trigger if the Israeli regime takes any action aimed at plundering Lebanon’s gas and oil fields.

    Sayyed Nasrallah, later on August 19, said that Hochstein was wasting time, stressing that an escalation with the Israeli enemy is “inevitable if ‘Israel’ denies Lebanon’s maritime rights.”

    Finalizing Maritime Deal

    Lebanon and the Zionist entity were on September venues for accelerated diplomatic activity by Hochstein. US President Joe Biden announced in mid-September that a maritime deal is important, warning on the other hand that not reaching a deal has harmful repercussions on the region.

    Israeli media also reported at the time that gas extraction started at Karish field. Israeli Ministry of Energy on September 17 clarified, at the request of the occupation military, that the activity in Karish was just for experimental purposes.

    Things turned on October to be more optimistic but with caution. On October 1, Hochstein handed over his final proposal on the impending maritime deal.

    Later on October 4, Lebanon requested modifications on Hochstein’s proposal in a text presented by Bou Saab to the US Embassy in Beirut.

    Hochstein then handed over, on October 10, an updated version of his proposal. Media outlets announced a day later that Lebanon and the Zionist entity reached a US-brokered deal on the demarcation of the maritime borders.

    Israeli Prime Minister Yair Lapid described the deal as “historic”, while the Lebanese Presidency said that items of Hochstein’s proposal were satisfying for Lebanon.

    Maritime Deal in Israeli Eyes

    Shortly after it was announced that a deal was reached, Israeli opposition lambasted the government of Yair Lapid, with former PM Benjamin Netanyahu considering the settlement a “historic surrender to Hezbollah”.

    Lapid and Defense Minister Benny Gantz “gave Hezbollah our territorial waters, our sovereign territory, our gas, and in the end, they succumbed to another Hezbollah demand to allow Iran to drill gas off the coast of Israel,” Netanyahu said, as quoted by Israeli media.

    Lapid, on his part, defended the deal insisting that it was “a boon to Israel’s security and staves off war with Hezbollah.”

    Away from the heated political debate between the government and the opposition in the Zionist entity, which many commentators and analysts eye as based on electoral considerations (Israeli parliamentary elections to be held next November), remarks made by Israeli military officials say it all.

    Amos Yadlin, former head of Israeli military intelligence, said on October 2, that the “assumption which is closer to reality is that (Sayyed) Nasrallah had all what he wanted, and for that he feels good.”

    For his part, retired Israeli general who served as a Brigade commander Amir Avivi slammed the deal, saying that Hezbollah subdued ‘Israel’ and forced it to kneel down.

    ‘Israel is witnessing a dangerous precedent as Hezbollah is threatening us, and we back off quickly,” Avivi told the Israeli Radio on October 11.

    100% of Lebanon Demands Met

    Going back to the US, whose energy envoy made the “nothing” remarks, some officials had something different to say regarding the maritime deal.

    “100% to Lebanon and 0% to Israel”

    David Friedman, the former American ambassador to the Zionist entity said that no one imagined 100% to Lebanon and 0% to ‘Israel’, in a tweet on October 3.

    Lebanon and Israel Reach Gas Deal, but Will it Hold?

    Lebanon and Israel have reached a deal concerning their maritime border dispute in the gas-rich Mediterranean Sea.

    Israel’s current leader, Yarir Lapid, wants to get the Knesset’s approval before Israel’s elections on November 1, but there’s no guarantee that it will happen before then. The long-term life of this deal depends on the outcome of the Israeli election.

    The US-brokered final draft has gone to President Michel Aoun. US mediator Amos Hochstein worked to close the gap between Israel and Lebanon on the issues surrounding the gas deal. The text of the deal was leaked to the press, and appears to give the Karish field to Israeli control, while the Qana field would remain with Lebanon. Aoun stressed previously that this deal does not create a partnership with Israel, as the two countries remain in a state of war.

    Lebanon’s Energy Minister Walid Fayad has previously said they will take over Russian gas company Novatek’s 20 percent share in a consortium licensed to explore two offshore blocs after the Russian gas giant pulled out in August. The consortium is led by France’s TotalEnergies and includes Italy’s Eni. Yesterday, a delegation from Total was in Beirut meeting the caretaker Prime Minister Mikati, who told them to start immediately exploring and drilling the area once the maritime border deal comes into force.

    The deal could solve the financial, social, and political problems that Lebanon has been facing which almost brought the small nation on the Mediterranean Sea to ‘failed-state’ status.

    The two nations sense the urgency to come to an agreement amid Hezbollah’s threat to defend Lebanon’s offshore energy resources by force if necessary. The Lebanese army is incapable of militarily defending Lebanon, and Hezbollah is the only resistance force capable of deterring the encroachment of borders or territorial waters. Hezbollah officials have said they would endorse a deal reached between Lebanon’s government and Israel.  Offshore oil and gas production for Lebanon could spell the end of the worst economic crisis in the world in modern history, according to the World Bank.

    Previously, Lapid said Israel would begin production in the Karish gas field in the Mediterranean “as soon as possible.” That decision threatened to raise tensions with Hezbollah, as the Karish gas field was contested. Israel set up a gas rig at Karish in June, saying the field was part of its UN-recognized exclusive economic zone; however, Lebanon insisted Karish was in disputed waters. Tensions between Lebanon and Israel increased since the arrival of a floating production and storage vessel to the Karish field in June, and in July the Israeli military shot down three unarmed Hezbollah drones flying over the Karish field.

    Steven Sahiounie of MidEastDiscourse interviewed Abbas Zalzali, news anchor, media instructor, talk show host and writer.  Mr. Zalzali explained how the deal might be effected by the Israeli election outcome, and also commented on the upcoming Presidential election in Lebanon.

    Steven Sahiounie (SS):   Previously, we heard that Israel and Lebanon were very close to signing a deal over the gas in the Mediterranean Sea, but that the negotiations had collapsed. As of now, the deal appears to have been made. In your opinion, who caused the previous negotiations to collapse?

    Abbas Zalzali (AZ):  The previous Israeli statements regarding the border demarcation agreement with Lebanon, which has now been made, fall into the category of Israeli election rhetoric. That is why we saw Benjamin Netanyahu trying to use the border demarcation file against Yair Lapid as a pressure card by making clear that it is a concession to Lebanon and Hezbollah, but all indications indicate that the agreement has been accomplished, especially after US President Joe Biden called Lebanese President Michel Aoun and congratulated him on completing the agreement, as did the US Ambassador to Beirut Dorothy Shea and more than one Arab and international official.

    SS:  The Israeli officials are threatening to attack Lebanon and asked their settlers in northern occupied Palestine to get prepared for escalation with Lebanon. Netanyahu is against this new agreement between Lebanon and Israel, and in the coming election he might win. Do you think that the situation will go to a full scale war if he comes back to power?

    AZ:  If Netanyahu wins, things will get complicated.  I do not think that Israel is ready to launch a war against Lebanon, not because of the demarcation of the maritime borders, or for any other reason, because the regional and international conditions are not ready, and because Europe needs Mediterranean gas as a result of the repercussions of the Russian-Ukrainian war and the conflict over energy sources.  Let us not forget that in the war with Lebanon in July 2006 Israel gained nothing. Hezbollah has gained a great deal of fighting power through its participation in the wars in more than one country, in addition to doubling its missile force.

    SS:  The Lebanese Parliament should vote for a new president for Lebanon. In your opinion, are the Lebanese political parties ready to choose a president, or we will see Lebanon without a government and a president?

    AZ:  The elections of a new President in Lebanon has always been an internal connection with external and internal reasons, but there are some countries meddling in Baabda Palace, and some neighboring countries that changed the political map in the country.

    So we may face a stage of a presidential vacancy under a resigned government. But if the positives continue in the file of demarcating the maritime borders with Israel, and the agreement is signed, this may reflect regional and international consensus, which will be reflected inside Lebanon as an agreement to elect a new president.

    Schenker: Hezbollah Threats Enabled Lebanon to Obtain 100% of Maritime Requests

    Former US Assistant Secretary of State for Near Eastern Affairs, David Schenker, indicated in an article published by WSJ that the final version of the US-brokered maritime border demarcation between Lebanon and the Zionist entity reflects that ‘Israel’ fell to Lebanon’s Bait-and-Switch game.

    Schenker explained that the Lebanese negotiators won the day by employing a time-tested bait-and-switch tactic, adding that demanding line 29 to demarcate maritime border aims at sustaining the initial negotiating position at line 23.

    Schenker added that when the negotiations resumed after a long stop, the Israeli negotiators considered that Lebanon made a significant concession by switching from line 20 to line 23.

    “A per the new agreement, Lebanon will attain virtually 100% of its initial negotiating position.”

    The US diplomat underlined Hezbollah important role in the negotiations by threatening to strike the Zionist gas rig in Karish field if it starts extracting gas prior to reaching an agreement.

    During the recent months, Hezbollah played a central role in forcing the Zionist enemy to abandon its schemes to infringe on the Lebanese rights. On July 3, 2022, Hezbollah flew three drones over the Israeli platforms in Karish gas field which lies in the disputable zone, sending a powerful message that warns the enemy against any infringement.

    On July 13, Hezbollah Secretary General Sayyed Hasan Nasrallah warned on the Israeli enemy and the United States that if Lebanon is prevented from extracting its maritime resources, ‘Israel’ will not be able to extract or sell gas and oil.

    On July 31, Hezbollah military media released a video which shows the Israeli platforms operating in the Mediterranean, warning the Zionist enemy of its attempts to plunder Lebanon’s gas and oil fields.

    The Zionist circles and media outlets continued on Thursday following up the repercussions of the indirect maritime border demarcation deal with Lebanon, concentrating on the conflict with Hezbollah.

    The Israeli circles considered that the Israeli military deterrence is being smashed by Hezbollah, adding that the Resistance Party Leader Sayyed Hasan Nasrallah’s satisfaction with the deal is a dangerous indicator in this regard.

    The Zionist media outlets rejected the officials’ claims that ‘Israel’ did not approve the deal for fear of Hezbollah, stressing that Hezbollah drones forced ‘Israel’ to make concessions.

    The Israeli political analyst, Rafif Droker, stressed that ‘Israel’ would have delayed the maritime deal with Lebanon for 200 years had not it been for Hezbollah military power.

    Mawaf Fardy, a political analyst, said that ‘Israel’ made concessions after Hezbollah flew drones over Karish gas rig which confirms that ‘Israel’ does not understand except the language of power.

    Sayyed Nasrallah: Hezbollah Awaits Official Stance, to Maintain Readiness

    Hezbollah Secretary General Sayyed Hasan Nasrallah announced on Tuesday that Lebanon is before decisive hours with regards to the maritime demarcation deal, saying Hezbollah will await the official stances by the Lebanese President General Michel Aoun.

    “Only after the agreement is signed we can say that we have a deal,” Sayyed Nasrallah said in a televised speech delivered during the celebration that was held this evening on the occasion of Prophet Mohammad’s birthday (PBUH) along with his grandson Imam Jaafar al-Sadiq (PBUH) and the Islamic Unity Week.

    Lebanon received the updated proposal by US Energy Envoy Amos Hocshtein on an impending deal on the maritime dispute with the Zionist entity. The Lebanese Presidency Press Office announced on Tuesday that Deputy Speaker Elias Bou Saab handed over President Michel Aoun the proposal finalized by Hochstein.

    “With regard to the demarcation file, we are before decisive hours, and we, as Lebanese, are waiting for the official stance to be announced by the President,” Hezbollah leader announced, adding “We will await the official stances and only after the agreement is signed we can say that we have a deal.”

    Sayyed Nasrallah said ‘Israel’ is sharply divided on the deal, even within the “same parties and ministers in the government,” and that not all Israeli sides are satisfied with the agreement. “We are waiting for the official position of the enemy’s government and what’s important is what will happen tomorrow in the meeting of the Israeli cabinet. We all witnessed the contradictory statements in the Zionist entity over the past months and there is a rift there.”

    Israeli Prime Minister Yair Lapid said on Tuesday that a “historic agreement” has been reached on the maritime dispute. He called a Security Cabinet meeting, followed by a general cabinet meeting for Wednesday to approve the deal, and that the deal is expected to be submitted to the Knesset for review.

    “The moment the Lebanese see the delegations going to Naqoura on TV, we must remain cautious,” his eminence warned, “When the Lebanese side announces the approval of the deal, then we consider that things are done and until then we must remain vigilant.”

    Sayyed Nasrallah called for attentiveness as there are those who can change their minds at every moment. He described the negotiations as difficult, “Reaching a deal was not an easy task.”

    Bou Saab, Lebanon’s lead negotiator in the issue of maritime deal, said: “For Lebanon, the maritime deal has been finalized,” noting that the US mediator is waiting for the official response by Lebanon. He stressed, in remarks carried by Al-Manar, that Lebanon will have a united stance towards Hochstein’s updated proposal, noting that “no modifications have been made so far on the updated proposal.”

    Hezbollah’s leader pointed that Hezbollah only cares about the extraction of oil and gas from Lebanese waters and its stance on demarcation is known. “Since the very beginning we said we stand behind the state on the issue of Lebanese demands, and I always said we want to ‘eat grapes’ and extract oil,” Hezbollah’s S.G. said.

    “We have no problem when the Lebanese officials say that the agreement meets the Lebanese demands. My call is that after publishing the final text, this understanding should be approached in the spirit of national responsibility required to judge it positively or negatively away from settling accounts,” Sayyed Nasrallah indicated, hailing the cooperation spirit witnessed in Lebanon. “We are before a new experience of cooperation between state officials that was met with popular support. Lebanon will be able to achieve this great accomplishment at time when no one is concerned about its rights.”

    “Where is our sea? I tell you: To us, our sea extends to Gaza, and when Palestine is liberated, we will not disagree with our Palestinian brothers on maritime borders demarcation,” his eminence said.

    Sayyed Nasrallah said Hezbollah had no need to send more drones than the ones previously sent toward the Karish field on July 5, as “the objective was for the enemy to understand that we are serious.”

    In this context, the Hezbollah leader hailed the resistance fighters “whose sacrifices and efforts exerted for years bore fruit within few months,” stressing that the resistance will maintain its readiness until the agreement is signed. “To resistance fighters I say: You’ll remain on your readiness, vigilance and measures until we see with our very eyes that the deal is signed, and after that is another day,” Sayyed Nasrallah said.

    Sayyed Nasrallah stressed that “this is a national wealth that is not owned by a particular sect, political party or region; it belongs to the entire Lebanese people, so it must be approached with a spirit of responsibility,” and continued, “I promise you to cooperate with all the pillars of the state.” “We must benefit from the experiences of the countries that have sovereign funds,” his eminence said, adding “we must all immunize the funds that will come from the gas resources.”

    Hezbollah S.G. ended up the issue of maritime borders demarcation deal by saying: Tonight, we will not issue threats. Tonight, there will only be joy and clapping.

    On the internal Lebanese issue, Sayyed Nasrallah said: “On the presidential file, I have nothing new to add regarding the issue of the presidency and we call for the formation of a government.” He regretted that officials are “blowing hot and cold”” in this regard, oscillating between optimism and stagnation in the negotiations.

    As for Yemen, the Hezbollah leader praised Yemenis for the huge celebrations held across the various provinces that had been plagued by eight years of war. “This people, who suffered from an eight years war and suffers from many life crises, is gathering in a scene like no other, we bow in respect.”

    Turning to the Palestinian cause, Sayyed Nasrallah hailed the latest resistance might in the West Bank, saying: “What’s going on in the West Bank is percussive to the Zionist entity and all its political forces. The resistance today in West Bank needs all ways of political, media and popular solidarity. The resistance in West Bank is able to change equations, hopes are pinned on it.”

    West Bank cities have witnessed a significant escalation of resistance operations lately, especially in Jenin and Nablus, at the level of shooting at the Occupation army’s checkpoints and settlers and throwing explosive and incendiary devices, in response to the Israeli crimes in occupied territories.

    Sayyed Nasrallah also lauded Hamas’ decision on strengthening the relations with Syria as a courageous, wise and sound decision.

      Eyes are on Beirut’s Dahiyeh on Tuesday as friends and enemies await Hezbollah Secretary General Sayyed Hasan Nasrallah’s speech. The televised address coincides with an accelerated political activity a day after Lebanon received the updated proposal by US Energy Envoy Amos Hocshtein on an impending deal on the maritime dispute with the Zionist entity.

      Sayyed Nasrallah is to deliver a speech via Al-Manar during a ceremony held Tuesday at 20:00 (Beirut time) on the occasion of Prophet Mohammad’s (pbuh) birth anniversary.

      The Hezbollah leader is likely to address latest developments, with local and Israeli media expecting that his eminence will tackle the maritime deal.

      In his latest speech on October 1, Sayyed Nasrallah reiterated Hezbollah’s stance which fully stands behind the Lebanese State in any decision it takes regarding the maritime deal.

      Meanwhile, reports circulated on Tuesday indicated that a white smoke has blanked out the scene, with several media outlets reporting an acceptance of the updated proposal by the Lebanese and Israeli sides.

      Bou Saab Hands President Aoun Hochstein Proposal

      In Beirut, Lebanese Presidency Press Office announced that Deputy Speaker Elias Bou Saab handed over President Michel Aoun the proposal finalized by Hochstein, describing the proposal as ‘satisfying’.

      “The Lebanese Presidency considers the final version of the proposal on maritime deal satisfying as it meets demands that were debated during the last months,” a statement by the press office of the Lebanese Presidency announced.

      For his part, Bou Saab, Lebanon’s lead negotiator in the issue of maritime deal, said: “For Lebanon, the maritime deal has been finalized,” noting that the US mediator is waiting for the official response by Lebanon.

      “Any company that will carry out the offshore gas and oil drilling must not be subject to international sanctions,” Bou Saab said at Baabda Presidential Palace.

      The Lebanese deputy speaker used the term “international sanctions” instead of “US sanctions,” which Lebanon asked to be modified after being adopted in Hochstein’s previous proposal.

      Bou Saab also visited Speaker Nabih Berri in Ain Al-Tineh to submit the finalized proposal. He stressed, in remarks carried by Al-Manar, that Lebanon will have a united stance towards Hochstein’s updated proposal, noting that “no modifications have been made so far on the updated proposal.”

      Bou Saab then handed over the proposal to caretaker Prime Minister Najib Mikati, who, earlier on Tuesday met with a delegation of TotalEnergies Company, in the presence of Caretaker Energy Minister Walid Fayyad.

      Lapid Says Deal ‘Historic Achievement’

      Elsewhere in the Zionist entity, Israeli Prime Minister Yair Lapid said “historic agreement” has been reached on the maritime dispute with Lebanon.

      “This is a historic achievement that will strengthen Israeli security, will bring billions to Israel’s economy and ensure stability on the northern border,” Lapid tweeted, according to Israeli media.

      Lapid called a Security Cabinet meeting, followed by a general cabinet meeting for Wednesday to approve the deal, The Jerusalem Post reported, adding that the deal is expected to be submitted to the Knesset for review.

      For his part, Israeli national security adviser Eyal Hulata said all of the Israeli government’s demands in the maritime border negotiations with Lebanese officials were met.

      “The changes we asked for in the text were made. All of Israel’s security interests were safeguarded. We are on a path towards a historic agreement,” he added.

      انتهت جولة جديدة من المفاوضات غير المباشرة حول ترسيم الحدود البحرية، بين لبنان وإسرائيل، بعد جولة اتصالات مكثفة قادها الوسيط الأميركي، عاموس هوكشتين، في محاولة لحلحلة التفاصيل العالقة في آخر نسخة من الاتفاق المعدّل بين الطرفين.

      الرفض الإسرائيلي للتعديلات اللبنانية قبل أيام، تلاه تصعيد إعلامي من العدو، عبر تخويف باستنفار عسكري على الحدود بين لبنان وفلسطين المحتلة، ولاحقاً عبر تصريحات حملت تهديدات إلى لبنان، في حال استهدف حزب الله “أهدافاً إسرائيلية”.

      واليوم، جاء الإعلان عن انطلاق تجارب اختبار لأنابيب نقل الغاز بين حقل كاريش والمحطات على شواطئ فلسطين المحتلة، وسط حرص إسرائيلي ـــ أميركي مشترك، على التأكيد للجانب اللبناني أن الاختبار لا يعني بدأ استخراج الغاز، وأن الضخ سيتم من المحطات الساحلية نحو الحقل، لا بالعكس.

      الإعلان لم يلق بثقله على مسار التفاوض، إذ أعلنت الرئاسة اللبنانية أن الرئيس ميشال عون تلقى إحاطة من هوكشتين ونائب رئيس مجلس النواب الياس بوصعب، حول نتائج جولة الاتصالات التي انتهت عصر اليوم واستمرت ثلاثة أيام.

      وتم وفق ما نقل الإعلان عن الوسيط الأميركي “تحديد الملاحظات” على أن “ترسل الصيغة النهائية للاقتراح خلال الساعات القليلة المقبلة”، ليدرسها الجانب اللبناني “بشكل دقيق تمهيداً لاتخاذ القرار المناسب”.

      ورقة الاختبار

      حاول الجانب الإسرائيلي عبر الدفع بورقة اختبار نقل الغاز، توازياً مع التفاوض، الإيحاء بأنه مستمر في خطط الاستخراج، بمعزل عن نتيجة المسار المرعيّ أميركياً.

      فأعلنت شركة “إنرجيان” التي منحت رخصة تشغيل حقل كاريش، أنه “بعد الحصول على موافقة من وزارة الطاقة الإسرائيلية لبدء إجراء اختبارات معينة، بدأ تدفق الغاز من الشاطئ” إلى منصة تفريغ تخزين الإنتاج العائم في كاريش.

      وبحسب “إنرجيان” فإن الاختبارات التي تستغرق عدة أسابيع هي “خطوة مهمة” نحو استخراج الغاز.

      وكان هوكشتين أبلغ السلطات اللبنانية بأن ما يجري هو “اختبار عكسي”.

      التهديد حاضر

      وكانت إسرائيل رفضت التعديلات اللبنانية لمشروع الاتفاق الذي هاجمه زعيم المعارضة بينامين نتانياهو، مهدداً بعدم احترام أي اتفاق محتمل في حال عاد رئيساً للوزراء إثر الانتخابات التشريعية المقررة في الأول من تشرين الثاني.

      وعلّق وزير الحرب الإسرائيلي بيني غانتس، اليوم، على معارضة نتانياهو قائلا “أعرف نتانياهو منذ سنوات، سيوقع على هذه الاتفاقية (المقترحة) من منطلق أمني واستراتيجي”.

      ووصف غانتس ما يفعله زعيم المعارضة بأنه “تلاعب”، مضيفاً “هذا اتفاق جيد لكلا الجانبين”.

      وقال غانتس إن “الجيش الإسرائيلي مستعد لتصعيد محتمل (…) وإذا ارتكب حزب الله هذا الخطأ وهاجم إسرائيل بأي طريقة فسنستفرد بلبنان”.

      أما حزب الله، فكان حذّر في وقت سابق إسرائيل من الإقدام على أي نشاط في كاريش قبل التوصل إلى اتفاق على ترسيم الحدود البحرية.

      What’s in Text of Lebanon Amendments on Hochstein Proposal?

      Lebanon has requested some amendments on the written proposal prepared by US Energy Envoy Amos Hochstein on the maritime dispute with the Zionist entity.

      Deputy Speaker Elias Bou Saab, who is tasked by President Michel Aoun to oversee the US-mediated talks, handed over the Lebanese notes on Hochstein’s proposal to the US Embassy in Beirut on Tuesday.

      The US embassy, delivered the notes to Hochstein, who in his turn sent a copy to the Zionist entity in order to discuss them during a high-level security cabinet on Thursday.

      Al-Akhbar Lebanese daily revealed on Thursday the text of amendments requested by Lebanon. Al-Manar provides an English version of the Lebanese notes that can be divided into seven points.

      First: Lebanon requested crossing off the “Blue Line” term in any place in Hochstein’s proposal that refers to its (southern) borders. There has been assertion that Lebanon sticks to its international borders.

      Second: Lebanon stresses that the so-called “Floats Line” is meaningless since it doesn’t exist. Lebanon considers the current situation in this area as de-facto (factual) situation that is not legally recognized.

      Third: Lebanon replaced the term “South Sidon Prospect” with “Sidon-Qana Field” with an addition which says that the field “will be developed by Lebanon and for the interest of Lebanon.”

      Fourth: Concerning the firms which will start drilling in the Lebanese blocks, Hochstein’s proposal stipulated that they will not be subject to US sanctions. However, Lebanon rejected this sentence and replaced it with: “The firms will not be subject to international sanctions.”

      Fifth, Hochstein’s draft says that “Israel doesn’t intend to oppose” any measures taken in Qana Field in the area beyond the Line 23. Lebanon requested amending this sentence to be: “Israel doesn’t oppose and will not oppose.” Lebanon also changed, in another paragraph, the same word – “doesn’t intend to oppose” – regarding the request for authorization to work in the field. In this context, Lebanon stressed that the deal with the French TotalEnergies company will be related by no means to the firm’s deal with the Zionist entity.

      Sixth, Lebanon raised an objection to the word “financial compensation” between the operating company and the Zionist entity, and stressed that what will take place rather, constitutes a “financial settlement” that Lebanon has nothing to do with.

      “Lebanon is not concerned with this settlement and in case the deal between the firm and the enemy entity is delayed, it will not affect the drilling activity in Block 9, which will begin immediately regardless of this settlement.”

      Seventh, Hochstein’s draft stated that the US will contribute to facilitation of the operating firm’s work after the agreement. Lebanon requested that the sentence be changed to: “The US is committed to facilitate the work of the companies directly after the finalization of the deal.”
