النظام الأميركيّ وريث العنصريّة الطبقيّة البيضاء

مقتل مدني أعزل من الأقليّة السوداء على يد شرطيّ أبيض خنقه من دون سبب ملازم، ليس عملاً استثنائياً في التاريخ الأميركي.

فالأميركيّون البيض الذين غزوا القارة الأميركيّة بقسميها الشمالي والجنوبي، سفكوا دماء أكثر من سبعين مليوناً من الهنود الأحمر منذ منتصف القرن الثامن عشر وحتى مطلع القرن العشرين ولم يحرروهم من وضعية «العبد المملوك قانونياً لصاحبه الأبيض»، إلا في القرن العشرين، لكن الممارسات العنصرية تجاه الأقليات السوداء ظلت قائمة من خلال النظام الاميركي السياسي والاقتصادي الذي يعتمد على أكثرية كبيرة من البيض ونظام اجتماعي مغلق وأمن متشدّد واقتصاد لا يقلّ ضراوة عن الامن والسياسة.

أما ميزة هذا النظام فهو تسامحه «لغوياً» مع السود في مراحل ازدهاره الاقتصادي واتجاهه الى العنف والتشدد مع الأفريقيين الأميركيين في مراحل التراجع الاقتصادي.

لمزيد من الإنارة فإن النظام الاميركي هو الوريث الفعلي لنظام اوروبي غربي اجتاح آسيا وأفريقيا واوستراليا واميركا في القرنين الأخيرين واستعبد اهاليها من كل الاجناس والالوان ناهباً ثرواتها ومؤسساً لتعاملات ثقافية على اساس تفوق الرجل الابيض على ثلاثة أعراق أخرى هم السمر ومعظمهم من العرب والمسلمين وأبناء اميركا الجنوبية والأفارقة في قارتهم السوداء وأماكن إقاماتهم الجديدة وابناء العرق الأصفر في الصين واليابان وجنوب شرق آسيا.

هذه العنصرية بررت للغرب الأميركي والأوروبي الانتقال من التباينات الثقافية التاريخية الى اختلاف اقتصادي عميق له هرمية يقف على رأسها بشراسة أميركية أبيض ينتقل حذاء كاوبوي قاسٍ يرفس بمكوناته الحديدية الأقليات من الألوان الأخرى القابعة في أسفل الهرم ألا يمثل هذا الامر ذلك الشرطي الذي اوقع الاميركي الأسود المدني أرضاً وخنقه بركبته وحذائه وهو في وضعيّة الاستسلام الكامل.

كان يمكن لهذا الاغتيال أن يمر من دون اضطرابات كبيرة، لكنه اصطدم بمستويين كبيرين من التهديدات وأولها الشخصية العنصرية للرئيس الاميركي ترامب التي تواصل التحريض العنصري ضد الأعراق الثلاثة منذ بداية ولايتها الرئاسية وتحاول كسب الطبقات الفقيرة والوسطى من البيض بتحشيدها في وجه السود والمكسيكيين واللاتينيين والمسلمين، بأسلوب وقح يضخ مزيداً من العنصرية في نظام هو عنصري أصلاً. وترافق هذا الشحن مع التراجع الاقتصادي الذي تسببت به كورونا، وأصاب السود بشكل بنيوي يهددهم في حاضرهم ومستقبلهم والأغنياء البيض في هيمنتهم التاريخية الدائمة.

لذلك كان الصراع العنصري التاريخي الكامن في أوج استنفاره حيث خنق الشرطي المدني ذلك الاميركي الاسود من دون اي اسباب موجبة الا اللجوء الى قمع غير آمن يرتكز على الف عام غربي من قتل ابناء الالوان الثلاثة من السود والسمر والصفر بدم بارد وعنجهية التفوق الحضاري.

فتحرّكت الأقلية السوداء لتدافع عن نفسها تجاه نظام أمني قاتل واقتصادي يُصرّ على تثبيتها في اسفل السلم الاجتماعي، في محاولة للحدّ من مزيد من تدهورها في مرحلة ما بعد كورونا. اما من جهة ترامب، فتمكن من ضخ عيارات جديدة من العنصرية من خلال الاستعانة بالإنجيليين المسيحيين الذين يؤمنون بإعادة بناء هيكل سليمان مكان المسجد الأقصى في القدس المحتلة.

ما جلب الى دائرة مؤيديه اليهود الأميركيين وهم لمزيد من التفسير، شبكات الاعلام الاميركي القوي والمصارف التي تشكل رأس النظام الأميركي بقوته المالية وعنصريته.

وهذا استنفر ايضاً الأقليات السوداء واللاتينية والصفراء والمسلمين، فأصبح هناك مشهد اميركي مذعور من الكورونا يفصل بين اميركيين بيض من اعلى السلم الاجتماعي الى فئاته الفقيرة البيضاء مقابل فئة من البيض غير المتأثرة بالجموح العنصري الأبيض ومعها اللاتينيون من أصول أميركية جنوبية والسود والمسلمون والأقليات الصفراء وصولاً الى ابناء اوروبا الشرقية المحظور عليهم الارتقاء الى مواقع قيادية في كامل القطاعين العام والخاص الأميركي.

هل يدفع هذا الانقسام السياسي والاقتصادي والاجتماعي الى تصعيد الانتفاضة السوداء لتشمل الاقليات الاخرى في ثورة عارمة لمكافحة التمييز العنصري؟

لقد تنبّهت إدارة ترامب لهذا الاحتمال، فبدأت بدفع تعويضات شهرية تعادل قسماً من الأجر والراتب للاميركيين وطلبت 3000 مليار دولار من الكونغرس للاستمرار في توزيعها لثلاثة أشهر على الاقل.

بذلك تمتص انفجار الطبقات الفقيرة من السود، وايضاً من الفئات الفقيرة البيضاء الموالية لها، فهذه قد تتجه الى معارضة ترامب إذا انقطعت مواردها.

بما يعني ان ترامب مصمم على التجديد له في الانتخابات الرئاسية المقبلة، بتحشيد عنصري أبيض من جهة وتوزيع اموال مساعدات على الجميع من جهة ثانية، وتحريض البيض على السود من جهة ثالثة وافتعال صراعات مع الصين وإيران وروسيا وسورية وفنزويلا واي منطقة أخرى للزوم تحشيد الأميركيين البيض من حوله، مركزاً بالتصويب على اول رئيس اميركي اسود اللون في تاريخ اميركا لمزيد من تحشيد البيض ومهاجمة منافسه الحزب الديموقراطي فيصفه بالحزب الراديكالي اليساري الاشتراكي والشيوعيين، ولولا الحياء لا يهمه الانتماء الى الحزب الشيوعي الصيني الأصفر.

يبدو ايضاً ان ترامب يعمل على تأجيج الصراع الأهلي الداخلي محتمياً بحقه الفدرالي باستخدام الجيش لقمع المتظاهرين عند الضرورة.

فيتوصل بذلك الى اختلاق اسباب عظمى تسمح بإرجاء الانتخابات كما حدث حين جرى إرجاء الانتخابات الاميركية في عهد روزفلت في الحرب العالمية الثانية.

هذا يعني ان مشكلة اميركا ليست في رئيس غير مثقف يؤمن بالمال فقط، بل في نظامها العنصري الذي يحتاج الى قوانين لإزالته من العرف الاجتماعي والسياسي والاقتصادي، باعتبار أن العنصرية ليست مكرّسة في القانون والدستور، إلا أن اتساع الانتفاضة الحالية لتجتاح معظم الولايات الاميركية تشير الى مرحلة أميركية دموية لن تسمح لترامب وامثاله بالعودة الى البيت الأبيض من جديد.

It’s an idea that is worth discussing because – much like how China does not want to discuss possible modern reverberations from their atrocious (mostly upper-class) practice of female foot-binding – the West does not want to deal with the cultural legacy of four centuries of segregation.

It’s so perplexing to listen to Western commentators demand in the same breath both massive Great Lockdowns and that everyone agree that they have the world’s purest and widest ideals of freedom. In The New York Times article France Weighs Its Love of Liberty in Fight Against Coronavirus a French government adviser said, “We gave up an absolutely fundamental freedom, that of movement, while most of the Asian countries chose instead to be much more coercive on the individuals.

But… freedom of movement is the MOST important freedom, and restricting it is the MOST coercion possible. What do you think prison is? More than anything else it is ending your freedom of movement.

The only thing more coercive than having your freedom of movement taken away is capital punishment and physical torture. (Well, maybe – how long do I have to be tortured to avoid being caged for decades?)

Thus, the “freedom” the West has given up is “freedom”; what they feared losing was actually mere “privacy”.

Instead of acknowledging global cultural equality during this pandemic, the West is instead having absurd, logic-twisting discussions about how Asia “is much more coercive” than the allegedly “freedom-loving West”. Just as Americans can easily be manipulated and distracted by data-driven fear, the French are – once again – obsessively thinking very deep philosophical thoughts (which are also very deeply jingoistic and self-flattering) about “liberté” while their heads are buried in the sand as to how very, very repressive their public polices actually are.

There are three primary reasons for a public debate and discourse which is so contradictory: 1) constant, self-flattering cultural chauvinism, which obviously runs on illogic, 2) stupidity and hysteria – the Western corona overreaction is something of a new peak, though 3) the West doesn’t understand that Asians see their own primary coercive techniques as less brutal than those of the West’s.

Perhaps there will never be a meeting of the minds on the last one, but I think it’s rather easy to explain.

The West has two types of social shaming/control, but Asians have a third… which is the worst?

The first type of social control which is dominant in Anglo-Saxon cultures is modern segregation: South African Apartheid, US Jim Crow, American Indian reservations, equally brutal aboriginal policies in Canada and Australia – Anglo-Saxons have a long history of wanting to be quarantined away from people.

In all these areas the non-Whites are imprisoned at much higher rates and for inhumanly long times and with an inhuman amount of solitary confinement – all are more quarantine. Their elderly are quarantined as well – into nursing homes. Sweden doesn’t have to go on lockdown because, stunningly, more than half of their homes contain just a single person (an unthinkable desire for self-segregation, to Iranian culture) – more quarantine.

The West’s Great Lockdown is so absurd because healthy people are hysterically quarantining themselves, as opposed to the normal practice of the quarantining of the unhealthy & vulnerable people. It’s like Westerners can’t comprehend the logic of quarantine, just as they apparently can’t understand the logic that taking away one’s freedom of movement is about as bad a punishment as there is?

Asian countries have proven that immediately quarantining the corona-infected, and often those they contacted, is the best way to keep total deaths down. China shut down Wuhan because Wuhan was sick – but they didn’t shut down the whole uninfected nation.

However, perhaps the Anglo-Saxon West rushed into the Great Lockdown with such ardour because they have such a very long practice and culture of separating themselves away from others? The Anglo-Saxon view is typified by the “separate but equal” segregationist ideal: equality is there, but only after separation first.

What the West has done in 2020 is to segregate themselves from people they assume to be somehow inferior – in this case, medically inferior. I am not saying that they did this consciously, as with their treatment of aboriginals and non-Whites, but sub-consciously. “Segregating others” can also be logically viewed as a way to achieve a desire for “self-segregation”. In some ways that expresses more Western individualism, but segregation is simply their preferred form of social control (surely we can agree that all societies use and need some form of social control.)

One sees the segregation idea in their child-rearing techniques: an unruly child is socially shunned by being given a “time out” – they are sent to stand alone in a corner. A non-conforming student is locked away in detention – he or she is segregated from the good students. Alternatives do actually exist – rapping their knuckles with a ruler or being forced to wear a dunce cap – but these techniques are now considered “coercive” and antiquated in the Anglo-Saxon West, which is certain that their methods are the world’s best.

I can partially see why they have that false idea: These segregationist ideas have the advantage of not leaving any physical marks, thus allowing the lawgiver to feel they have done nothing wrong. There are, however, unseen psychological marks.

In the Latin Western World – where Spain and France were the dominant imperialists – segregation was not employed anywhere on the scale of Jim Crow/bantustans/reservations. Intermarriage was even practiced. These Latin cultures instead chose forced assimilation backed by physical punishment – corporal punishment must be constantly menaced in a capitalist-imperialist society where segregation does not exist.

The French were a steamroller of brutality in Algeria, for example. Arabs were allowed in – allowed “to be French” – but only if they shamefully stripped themselves of any “Arab” characteristics. Their social shame was not created by segregation, but by being mocked and publicly rejected for not living up to “French” standards.

But what unites both cultures is their rampant economic segregation: from banlieues to favelas to trailer parks to gated suburbs to their “where’s the worst area we can put the most amount of poor people” government estates/projects – there is zero sincere effort at economically integrating residential areas via government policy and will. Just go to Havana to see the socialist-inspired difference: the waterfront property right downtown was handed over the poorest citizens in a total opposite tack from Western cities.

How Asian cultures create social control – quite different than in the West

What Asian cultures rely on is not no-contact isolation nor brutal, bitter, perpetual cultural combat – I guess we could call it “group-arguing to produce self-criticism”. It’s easier to illustrate it in action:

So somebody is asked in China, Vietnam or Iran about if they have coronavirus, where they have been, and if they will download a tracking app to their smart phone. That person responds, “I’m not going to submit to any of this – I always have the individual right to my total privacy!” This is, after all, what many Westerners would insist.

Here is a condensed version of the retort which has probably been used countless times in the past few months across Asia:

“Whaddya mean you won’t say where you’ve been – we got a pandemic going on. You been living under a rock recently? Whaddreya – selfish or something?! Who do you think you are – the emperor? Or are you a motherless dog or something? Well, WE are not motherless dogs – you WILL tell us where you’ve been and our mothers WILL be protected from your selfishness! Do you expect everyone here to somehow not be offended by this display of arrogance? Do you think we are doing this for fun? How can you not let us track you? I am being tracked, he is being tracked, she is being tracked – you are ruining everything! Why do you want to endanger everything?!”

And then more talk about how larger things exist than just yourself, the necessity of being humble, the sacrifices others have already made, etc.

“Oh, so you’ve finally come around eh? Funny principle you have – ‘I live while everyone else dies!’ Here, sign this admission of guilt for breaking the quarantine. No, there’s no fine – we are trying to help people, not make money – but sign it!

In China if you are involved in a transgression which required the involvement of authorities you will indeed sign an admission of guilt/self-criticism which boils down to, “I’m sorry and I will not do it again”. Public criticism was also part of Vietnam’s incredibly successful corona fight: only 300 cases despite 90 million people and a long border with China.

Whaddya mean you won’t sign it?! You just told us you finally understood that you were wrong! You’re not going to make us feel bad like we did something wrong when it is YOU in the wrong. And you aren’t going to be able to go around saying that the government is bad when YOU were the selfish one, putting us all at risk over corona. Sign here!”

Iran has had televised confessions, showing that public self-criticism does play a cultural role; unlike in the US, where the judge has total discretion and power, Iranian law guarantees a reduced sentence for the guilty who confess to their crimes, showing that public confession is valued and rewarded.

So you’ll finally sign, eh? Wasting our time like this… in the middle of a crisis no less! We got other people to help! Who do you think you are?!”

We should now understand why BBC reported that in South Korea a majority said they complied out of fear of “criticism” (i.e. public social shaming) even more than out of fear of the coronavirus. That must blow a Westerners mind: the virus is so very, very scary, we must get awayyyyyyy!

Is there scarring with Asia’s preferred method? Meh… they don’t abandon you or beat you, at least. Western methods often seem to Asians as bewilderingly cruel psychologically, physically brutal, incredibly isolating and – of course – incredibly arrogant and self-centered.

Just as Einstein’s Theory of Relativity proved that the laws of physics are the same across the entire universe (thus it’s not better or worse to be standing in any one spot… anywhere) “moral relativism” says that any society’s morals and culture are all valid if we can properly understand them. So I am not saying the Asian model of social control/shaming is the best, but you must at least concede that it works for society – simply look at how they prevented the spread of corona in such a superior fashion.

The widespread prevalence of this type of social shaming – the “yelling parent” form – shows why Confucius was such a radical genius within his cultural context: for him the only explanation which needed to be given was one’s personal example – Confucius was not a yeller.

But such “torture” – i.e. being yelled at by the group, and a group which is usually led by an elder – is simply not part of Western culture. In the US a gun is pulled out after just 30 seconds of public yelling; in France yelling is only for at your romantic partner (and preferably in public view) – otherwise you have “lost your sang froid (cold blood)” which means a major loss of face for the French.

For Europeans (especially Roman Catholics) confession is done only in private; you will be waiting a long time if you are expecting public displays of humble self-criticism.

But Asians often agree, sadly, that you just can’t tell many Westerners anything because they will so loudly insist they already know it all. Furthermore, there’s no need for any discussion because of TINA – There Is No Alternative (to Western neoliberalism & neo-imperialism).

When it comes to the concept of shame, Westerners today insist that this is always a terrible and unproductive thing, and only found in “coercive” Asian societies and Abrahamic religions. Their lockdown is not “totalitarian social control” nor “shame-based” because it’s the West which is doing it – but try going out without a mask now and see how many “Karens” rudely confront you with essentially, “You ought to be ashamed of yourself for doing that!”

I thought the pandemic was reminding us all of global and human equality? Let’s simply agree that Karens exist everywhere, and that the West is just as repressive and “coercive” as Asia.

إعلاميّة شجاعة في زمن أميركي رديء ومتوحش

كان بإمكان هذه الإعلامية الإيطالية أن توالي الأميركيين وتنظم فيهم دواوين مديح على طريقة «العربان»، فلربما كانوا منحوها إمارة في الربع الخالي او في أرياف جمهورية «افيون» إسلامية نائية، أو قدّموها بأضعف الايمان سبية لأمير إماراتي بوسعه منحها أموال قارون أو قسم من موازنة بلاده.

لكن هذه السيدة شجاعة، فضلت الاستفادة من موقعها الإعلامي لتتقدم برباطة جأش وهي تحمل هديّة ملفوفة بالورق المناسب، نحو وزير الخارجية الأميركي بومبيو الذي كان يشارك في مؤتمر صحافي إلى جانب نظيره الإيطالي، فاعتقد الجميع أنها ذاهبة للثناء على السياسة الأميركية، إلا أنهم بوغتوا بها وهي تقول له إنها تقدم للسياسة الأميركية هدية، فضحك بومبيو مبتهجاً وسرعان ما كاد يبكي مصعوقاً حين تابعت بقولها إن هذه الهدية تحتوي على «طعام كلاب» يجب على السياسيين الأميركيين ان يعتادوا على تناولها لعلهم يصبحون أوفياء كالكلاب.

هنا دفع رجال الأمن ومعهم الوزير الإيطالي هذه الإعلامية الى الوراء حتى أخرجوها من المكان وهي تشتم السياسات الأميركية التي تبيد البشر.

الا تستحقّ هذه الإعلامية الباسلة وسام الشجاعة المطلقة لكشفها مسألتين: سياسة الإبادة الأميركية للبشر التي بدأت قبل قرن تقريباً من تأسيس الولايات المتحدة الأميركية في القرن 19 بإبادة الهنود الحمر أصحاب الأرض الفعليين، وفضحت أيضاً في المسألة الثانية، التأييد الأوروبي لهذه السياسات القاتلة.

بقي على الإعلاميين في الجهات الأخرى من العالم كشف التواطؤ المجرم الى حدود الانصياع بين سياسييهم والنفوذ الأميركي العالمي..

للفت النظر، فإن اوروبا الاستعمارية ذبحت ملايين البشر في مرحلة اجتياحها للعالم منذ القرن 18 ، فلم توفر أحداً في الشرق الأدنى وآسيا وافريقيا واوستراليا، بشكل غير مسبوق، حتى أنها اكتشفت القارة الأميركية، وأبادت سكانها من الهنود الحمر بشكل كامل، ولم تستبقِ منهم إلا القليل للزوم المحافظة على النوع ودراسة التاريخ، وهكذا تأسست الولايات المتحدة الأميركية على جثث ملايين الهنود الذين قتلهم الغربيون اللاجئون الى اميركا، وذلك بنشر وباء الطاعون في هدايا قدّموها للسكان المحليين وتبين آنفاً أنها بطانيات ملوثة بهذا الوباء انتشرت بين الهنود على غالبيتهم، هذا بالإضافة الى سحقهم بالرصاص والمدافع والذبح.

كما تمكن الأميركيون منذ الحرب العالمية الثانية إبادة مئات آلاف اليابانيين بالقنابل النووية مستكملين مجازرهم في كوريا والصين، والمانيا، (الحرب الثانية) وفيتنام وماليزيا وباكستان واندونسيا وافغانستان والعراق وسورية. فلم يوفروا منطقة واحدة متوصلين الى بناء جيوبولتيك أميركي دموي وقاتل يقوم على نحو 800 قاعدة عسكرية أميركية تنتشر في مئات الدول، ترميزاً للقدرات الأميركية المعمولة.

بذلك أمسك الأميركيون بكل الإنتاج العالميّ في العالم، على كل المستويات التصنيعية ومنها عالم الطب، وذلك لأن السوق الأميركية قدمت إغراءات للمتفوّقين وجذبتهم، بالاضافة إلى عدم وجود مواقع إنتاج ملائمة لهم في بلدانهم بسبب تخلفها العلمي والسياسي، وهما حلقتان مترابطتان.

أدى هذا الوضع الى بناء سياسات احتكارية أميركية، وضعت مقابلاً مادياً مرتفعاً لكل منتج وتدريب وتصنيع وخدمة واستشارة وحماية وهمسة، فيجب أن يكون لها مقابل مادي دائم ومتواصل. وهذا أدى الى سيطرة الاقتصاد الأميركي على العالم…

وبذلك أصبح «الطلب» من الاحتكارات الغربية الكبرى من حبة الاسبيرين الى العمليات الأكثر تعقيداً، وصولاً إلى أمراض سرطانية ينفع تطورها الاستثمار الصناعي الاميركي في عالم الطب والمعالجات والمستشفيات والادوية والعمليات. فهذا يعطي مردوداً دائماً ومتصاعداً غير قابل للنفاد، لأن لا أحد يصدق ان الغرب الأوروبي الأميركي الصناعي عجِزَ عن اكتشاف لقاحات تمنع تشكل السرطانات قبل تفاقمها.

تقودنا هذه المقاربات الى جائحة الكورونا التي لم تعد مجرد وباء منحصر من ناحتين او ثلاث من الأرض، إنها تنتشر في بلدان العالم بأسرها بمفعول متصاعد له اكبر من تداعيات الحروب النووية.

بما يتطلب إسراعاً من البلدان الصناعية الشديدة التطور لإنتاج لقاحات وعلاجات توقف زحفه، وتوضع في خدمة الانسانية.

بيد أن ما حدث هو مسارعة البلدان الصناعية بشكل سري، وكل واحدة منها بمفردها، لاختراع آليات العلاج بشكل استثماري فلم تعقد الدول الكبرى أي لقاء طبي تنسيقي ومهني لوقف زحف الكارثة، باستثناء الصين التي بدأت ترسل إعانات وعلاجات لبلدان مصابة بالكورونا، انما وسط تكتم على إنجازاتها الطبية في هذا المجال، هناك ايضاً ابحاث طبية روسية قال الروس انها متقدمة والفرنسيون بدورهم كشفوا عن نجاحهم في ابتكار علاجات، قالوا إنها قابلة للتسويق في وقت قريب، وكذلك فعل الالمان، اما الأميركيون فيلتزمون صمت الصناعي الاحتكاري، فيعلنون عن تقدّم مسارعين بعد قليل الى نفيه وهكذا دواليك، فارضين أجواء من السرية الاحتكارية على ما يفعلون، معتمدين ترك الوباء ليحصد ملايين القتلى، فيباشرون بعدها تصنيع العلاجات بشكل استثماري متوحش لا يأبه إلا لتراكم المال على حساب القيم الإنسانية، أي تماماً كحال التاريخ الغربي الملوث بالدماء والسفك.

ما لاحظته هذه الإعلامية الشجاعة هو التعمد في غياب التنسيق العالمي في مجابهة الكورونا، بضغط أميركي يهرب ويتجاهل من قصد غير مفرق بين الحلفاء التاريخيين لأميركا كحالة ايطاليا والاوروبيين عموماً، ووضع من ينافسونها في الصين وايران وروسيا. كما انتبهت الى التلكؤ الأميركي المتعمّد في انتاج لقاحات، او في الإعلان عنه، الامر الذي يكشف عن نهج دموي استعماري لم يبدل شيئاً من دمويته على الرغم من امساكه بأعلى اقتصاد عالمي في التاريخ.

الا يدفع هذا الوضع الصين وروسيا وبعض اوروبا وإيران والهند وكل الدول ذات القدرات التصنيعية على محاولة تأسيس تنسيق عميق بين مختبراتها العلمية للقضاء على حركتين: الأولى هي وباء الكورونا، والثانية هي مجابهة الاحتكار الأميركي له انتشاراً او تصنيعاً للقاحاته.

فهل يحمي العالم نفسه من هذين الوباءين؟

الأمل كبير، انما ليس في منطقة عربية فيها اربعمئة مليون نسمة، أنساهم سلاطينهم ان الله دعاهم الى تطبيق مبدأ اعقل وتوكل، فأنساهم حكامهم العقل محتفظين بالتوكل، مع كامل التحيات الى هذه الإيطالية الشجاعة التي تبدو مقدمة لانتفاضة عالمية على الاستبداد الأميركي والانحطاط في العالم العربي والإسلامي.

Indigenous Resistance Shakes the Canadian State

Indigenous groups resisting a destructive gas pipeline have blockaded one of Canada’s busiest rail lines bringing business as usual to a grinding halt, reports John Clarke

In early February, the RCMP, Canada’s colonial police force, raided the land defender camps of the Wet’suwet’en people in British Columbia, in order to clear the way for pipeline construction. Clearly, none of the political decision makers responsible for this repressive action ever imagined that it would spark a powerful wave of solidarity actions across Canada. There have been ongoing protests and rallies but the focus has been on the tactic of economic disruption, most notably by blockading the railway network. If the attack on the Wet’suwet’en was driven by the profit needs of extractive capitalism, the resistance that has emerged has targeted the flow of goods and services as the most effective form of counter-attack.

In October of 2018, the provincial government of British Columbia approved the building of a 670 km pipeline to bring liquified natural gas from northern BC to a $40-billion export plant, to be constructed in Kitimat. In BC, the New Democratic Party (NDP) is in power, so it was shameful that Canada’s social democratic party would join with the federal Liberals to provide “a bouquet of government subsidies for BC’s largest carbon polluter.”

From the outset, it was clear that there would be a major problem with driving this environmentally destructive project through Indigenous territory. Unlike the rest of Canada, BC has been built up on disputed or ‘unceded’ land over which no treaties between the Crown and the Indigenous nations were ever drawn up. This is because the process of colonization in BC was especially ruthless and lethal. In 1862, when a smallpox epidemic broke out in Victoria, infected Indigenous people were driven back into the interior of the province, spreading the disease. At least 30,000 died as a result, which was about 60% of the Indigenous population at the time. Following this successful genocide, treaties seemed unnecessary to the colonizers. “The Indians have really no rights to the lands they claim,” concluded land commissioner, Joseph Trutch, in 1864.

Trutch and his friends would doubtless be chagrined to learn that, in the 21st Century, an unintended legacy of their handiwork has emerged. The Wet’suwet’en Nation lays claim to a 22,000 square kilometre unceded territory through which the Coastal GasLink project must pass. Moreover, almost twenty five years ago, in the Delgamuukw ruling, the Supreme Court of Canada held that there is, indeed, Aboriginal title over such land. Coastal GasLink and its apologists make much of the fact that they were able to coerce and cajole twenty Indigenous band councils into signing agreements with them. However, these bands only have authority, under the Indian Act, over the reserves they operate. They have no jurisdiction over Wet’suwet’en land as a whole, whereas the hereditary chiefs of the Nation have a claim that predates Canada and that various court rulings have acknowledged is still highly relevant.

The hereditary chiefs remain implacably opposed to the pipeline project and neither the Trudeau Liberals in Ottawa, the BC government or the pipeline company have the “free, prior and informed consent” that is required under the UN Declaration on the Rights of Indigenous Peoples that Canada has signed onto.

Resistance and Solidarity

The brutal arrogance with which the RCMP were unleashed on the land defenders was so shocking and appalling that it blew up in the faces of those responsible. After a previous assault on the Wet’suwet’en, in January of last year, it was discovered that RCMP planners were ready to shoot to kill. The notes of their meeting included an observation that “lethal overwatch is req’d.,” a reference to the deployment of snipers. After this last raid, a video emerged of a cop training his telescopic sights on the unarmed defenders. The footage and accounts of the militarized police action against people trying to protect their own ancient land was as heartbreaking as it was enraging.

“This is Wet’suwet’en territory. We are unarmed. We are peaceful. You are invaders,” yelled Eve Saint, the daughter of one of the hereditary chiefs. She later told the media that, “I held my feather up and cried because I was getting ripped off my territory and there was nothing I could do about it. That’s the type of violence our people face. It’s embedded in my DNA and hit me in the heart. This is what my people have been going through since contact (with colonizers).”

This ugly use of state power was made all the more vile and disgusting by Justin Trudeau’s hypocrisy. He is fully implicated in the attempt to crush Indigenous rights yet he postures as a champion of ‘reconciliation.’ The response was remarkable and powerful and created a political crisis, as hard-hitting actions took place across the country. BC’s NDP Premier, John Horgan, has been left ‘despondent’ by a solidarity action that disrupted his government’s throne speech. A day of action targeted BC government offices across the province. The Port of Vancouver has been blockaded. On the other side of the country, in Halifax, the Ceres container terminal was blocked by protesters chanting, “Where are we? Mi’kmaqi! Respect Indigenous sovereignty!” as well as, “Shut down Canada!”

It is, however, the rail blockades that have had such a huge economic impact and that have taken things to the level of political crisis. Action taken by residents of the Tyendinaga Mohawk Territory in eastern Ontario has prevented the movement of train traffic along a vital corridor connecting Toronto with Ottawa and Montreal for almost two weeks now and has had a national impact. The Mohawks have refused to obey a court injunction ordering them to leave on the grounds that Canadian courts have no right to tell them what to do on their land and they have made clear that they are going nowhere until the just demands of the Wet’suwet’en have been met. The economic impact of their action, along with a series of other rail blockades across Canada, has been enormous and it is growing. It is reported that “wood, pulp and paper producers have lost tens of millions of dollars so far.” At least 66 cargo ships have been unable to unload in BC and the president of the province’s Chamber of Shipping says, “those line-ups are only going to increase, of course ships are continuing to arrive. Eventually, there will be no space and they’ll be waiting off the coast of Canada, which is a situation we’d like to avoid.”

The federal Indigenous Services Minister, Marc Miller, has now been to Tyendinaga to meet with members of the community. His account of the hours long meeting doesn’t suggest much was resolved at all. Clearly, the Trudeau government is in a very difficult situation. They have seen the response to the RCMP raid on the Wet’suwet’en and they desperately fear the consequences of moving on the rail blockades. Yet the driving of pipelines through Indigenous territory is vital to their strategic priority of exporting dirty oil and gas to the Pacific market. The Coastal GasLink project is the harbinger of much more to come and the resistance of Indigenous people and their allies poses a threat to all their plans.

The considerable ability of the Liberal Party to serve the interests of the capitalists while containing social resistance is being tested to the limit. The vulnerability to disruption of the global supply chain that has been created during the neoliberal era, with its wide ranging sources of raw materials and component parts and its systems of ‘just in time’ inventory, makes the blockades and the economic disruption even more of a threat than they would have been at an earlier time.

The political crisis that has been unleashed by this wave of action in solidarity with the Wet’suwet’en is already very serious but if state power is unleashed to remove the blockades, at Tyendinaga or at other locations, especially if a serious confrontation ensues, the mood across the country is such that disruptive actions could intensify dramatically. In that eventuality, the choice for Trudeau and his provincial allies would be between a dangerous escalation or a retreat on so fundamental an objective as the pursuit of environmentally disastrous extractive capitalism. Sparked by the magnificent defiance of the Wet’suwet’en, a struggle is unfolding with the most important implications for the building of resistance in Canada to the colonial project that Indigenous people face. At the same time, however, it is also creating a precious model for the global struggle against the deadly consequences of corporate climate vandalism.
