US Senator Sanders Calls for Troop Withdrawal from Saudi Arabia, End of Selling Weapons

Independent US Senator and former Democratic presidential candidate Bernie Sanders has called for the withdrawal of American troops from Saudi Arabia and an end to military aid to the conservative kingdom for lowering oil production.

“If Saudi Arabia, one of the worst violators of human rights in the world, wants to partner with Russia to jack up US gas prices, it can get Putin to defend its monarchy,” the Vermont senator tweeted Friday after the OPEC+ bloc announced a cut in daily oil production.

“We must pull all US troops out of Saudi Arabia, stop selling them weapons & end its price-fixing oil cartel,” he added.

In August, the United States approved massive arms sales to Saudi Arabia and the United Arab Emirates worth more than $5 billion, amid criticism of their ongoing military aggression in Yemen which has inflicted heavy civilian casualties.

The State Department said Saudi Arabia would buy 300 Patriot MIM-104E missile systems and related equipment for an estimated $3.05 billion. The missile systems can be used to shoot down long-range incoming ballistic and cruise missiles, as well as fighter jets.

Separately, the United States will sell Terminal High Altitude Area Defense [THAAD] System Missiles and related equipment to the UAE for $2.25 billion.

Saudi Arabia and other members of OPEC-PLUS, which groups up the Organization of the Petroleum Exporting Countries and other producers including Russia, announced this week it would cut oil production to prop up falling prices.

“Saudi Arabia’s crown prince ordered the murder of a Washington Post columnist with a bone saw. Its disastrous war in Yemen has led to the deaths of 377,000 people and a humanitarian crisis. It’s now siding with Russia to damage our economy. Our support for Saudi Arabia must end,” Sanders tweeted on Friday.

Sanders also expressed similar feelings on Wednesday when he said the US “must end OPEC’s illegal price-fixing cartel, eliminate military assistance to Saudi Arabia, and move aggressively to renewable energy.”

The No Oil Producing and Exporting Cartels Act of 2021, or the NOPEC bill prohibits a foreign state from engaging in collective action impacting the market.

The NOPEC bill allows the US Attorney General to sue companies such as Saudi Aramco in federal court. 

In a related move, a group of lawmakers has introduced a new bill that aims to end the US’ military support to Saudi Arabia.

House Representatives Tom Malinowski, Sean Casten and Susan Wild launched the motion on Wednesday.

“We see no reason why American troops and contractors should continue to provide this service to countries that are actively working against us,” they said.

Several congressional Democrats have had similar remarks on the announcement, which is poised to counter sanctions on Russian oil and potentially drive up gas prices ahead of the midterm US elections.

US Senate Majority Leader Charles Schumer rebuked Saudi Arabia. The senior Democratic senator from New York threatened Saudi Arabia, saying Riyadh will pay the price for what he called its “deeply cynical action” of supporting a 2 million-barrel cut in oil supplies, which will put more pressure on the American economy.

 “What Saudi Arabia did to help Putin continue to wage his despicable, vicious war against Ukraine will long be remembered by Americans. We are looking at all the legislative tools to best deal with this appalling and deeply cynical action, including the NOPEC bill,” Schumer tweeted on Friday.

Legislation introduced in the House by Representatives Sean Casten [D-Ill.], Tom Malinowski [D-N.J.] and Susan Wild [D-Pa.] would remove American troops and military hardware from Saudi Arabia and the United Arab Emirates.

The number two Democrat in the Senate, Senator Dick Durbin, also demanded the passage of the legislation this week, and voiced support for a broader reevaluation of the Washington-Riyadh relationship, specifically seeking “unanswered questions” about the role of the Saudi state in the 9/11 attacks.

“The Saudi royal family has never been a trustworthy ally of our nation,” Durbin said Thursday. “It’s time for our foreign policy to imagine a world without this alliance with these royal backstabbers.”

Families of victims of the attacks have for years pushed the US government to declassify and make public more information about 9/11, which was a series of strikes that killed nearly 3,000 people and caused about $10 billion worth of property and infrastructure damage in the United States.

US officials assert that the attacks were carried out by 19 al-Qaeda terrorists but many experts and independent researchers have raised questions about the official account.

They believe that rogue elements within the US government, such as former Vice President Dick Cheney, orchestrated or at least encouraged the 9/11 attacks in order to accelerate the US war machine and advance the Zionist agenda.

Certain documents related to the FBI’s investigation of 9/11 reportedly contain evidence of Saudi involvement in the strikes.

Successive US administrations have refused to release the classified documents because they reportedly could expose a potential link between Saudi Arabia and the 9/11 attacks. Fifteen out of 19 alleged 9/11 attackers were Saudi nationals.

Several US senators and House lawmakers have been calling for the disclosure of 28 pages that purportedly contain evidence of Saudi involvement in financing and backing the alleged 9/11 hijackers. The pages were extracted from a 2002 Congressional inquiry into the September 11, 2001 attacks.

Lawmakers have called on the White House to slash military sales to Saudi Arabia, professing a sudden concern for the US-sponsored war in Yemen

US State Secretary Antony Blinken said on 6 October that Washington is reviewing various options regarding its relationship with Saudi Arabia after the decision by OPEC+ nations to cut oil production levels by two million barrels per day (bpd).

“As for the relationship [with Riyadh] going forward, we’re reviewing a number of response options. We’re consulting closely with Congress,” Blinken said during a visit to Peru on Thursday.

But while he failed to detail any of the steps being considered in response to what many called a humiliating blow for US President Joe Biden, the state secretary did say Washington “would not do anything that infringes upon its interests.”

The decision to significantly cut production levels by OPEC+ – a group of OPEC and non-OPEC nations that includes Russia – was allegedly made to prevent a crash in the energy market by driving up oil prices.

In the hours ahead of Blinken’s comments, Democrat lawmakers in the US congress called to slash military sales to Saudi Arabia, professing a sudden concern for the brutal war in Yemen – which Washington has been fueling since 2015.

“I think it’s time for a wholesale re-evaluation of the US alliance with Saudi Arabia,” Senator Chris Murphy, chairman of the Senate foreign relations subcommittee on West Asia, told CNBC.

Representative Ruben Gallego, meanwhile, suggested Washington once again take back Patriot missile defense systems deployed in Saudi Arabia. “If they like the Russians so much they can use their very ‘reliable’ military technology,” Gallego said on Twitter.

Saudi Arabia is the largest customer of US-made military equipment, with billions of dollars in orders approved by the State and Defense departments every single year.

During the 2020 presidential campaign, Biden promised to end military support for Saudi Arabia’s brutal war in Yemen.

However, he has failed to keep his promises, whitewashing the atrocious human rights records of both Saudi Arabia and Israel, and even considering lifting a ban on selling “offensive weapons” to the kingdom.

Washington has recently increased its military presence in Yemen, in what officials say is an attempt to control the country’s oil fields as it does in Syria.

But despite Biden’s bid to keep the US as the largest exporter of weapons in the world, a recent poll by the Eurasia Group Foundation (EGF) shows that the majority of young US citizens – aged 18 to 29 – are opposed to the continued supply of US weapons to Saudi Arabia and Israel.

Ministers from a group of oil exporting countries led by Saudi Arabia and Russia agreed on Wednesday to slash output by two million barrels a day, prompting pushback from the US and igniting fears that it could propel global inflation higher. 

The decision came despite heavy lobbying by Washington in Gulf capitals against the move. 

“It’s clear that Opec+ is aligning with Russia with today’s announcement,” White House press secretary Karine Jean-Pierre said aboard Air Force One.

“The president is disappointed by the shortsighted decision of Opec+,” national security advisor Jake Sullivan and top economic advisor Brian Deese said in a statement.

The cut, equivalent to two percent of daily global supply, was proposed by the Saudi-led Organization of the Petroleum Exporting Countries and Russia at Wednesday’s Opec+ meeting in Vienna. It is substantially higher than the one million barrels analysts had expected, and the biggest cut since April 2020.

Saudi Arabia and Russia aim to support prices amid signs that the global economy is slowing, with the possibility of a recession on the horizon. Oil prices usually drop when global economic growth slows.

The decision to cut production is likely to put pressure on relations between the US and Saudi Arabia, with Wednesday’s move seen as a win for Russia, particularly as it has faced battlefield losses in Ukraine, and reduced revenue from falling oil prices in recent weeks.

‘Technical and not political?’

US President Joe Biden visited Saudi Arabia in July, in a bid to repair strained ties with Saudi Arabia. Shortly after meeting with Saudi rulers, including Crown Prince Mohammed bin Salman, Biden said he expected Riyadh to take “further steps” to boost oil supply.

The backlash against Wednesday’s production cut has already appeared in some quarters of Washington. 

US Democratic Senator Chris Murphy, a noted critic of Saudi Arabia, said the Opec+ decision should lead to “a wholesale re-evaluation of the US alliance with Saudi Arabia”.

Saudi Arabia set to support Russia’s role in Opec+ despite looming sanctions

“Tell me where is the act of belligerence,” Saudi energy minister Prince Abdulaziz bin Salman said during a news conference at Opec’s headquarters in Vienna, when asked if the cut would strain ties with the US.

“We shall act and react to what is happening to the global economy in the most responsible and responsive way.”

The energy minister of the United Arab Emirates, Suhail al-Mazrouei, said the cut in production was “technical and not political”.

OPEC Secretary-General Haitham Al Ghais, from Kuwait said the cartel was trying to ensure “security [and] stability to the energy markets.”

“Everything has a price,” Ghais said. “Energy security has a price as well.”

Recession headwinds

Oil prices skyrocketed above $100 a barrel earlier this year after Russia invaded Ukraine.

While they have fallen about 32 percent from their highs over the past four months, the drop has been due mainly to fears of slowing economic growth – particularly in China – as opposed to increased production.

Some say Riyadh needs little motivation outside of economics to back the production cut.

“Saudi Arabia sees a recession coming next year and they don’t want to be stuck with millions of barrels of cheap oil. They see now as the time to get the best price,” a former senior US official told Middle East Eye, on condition of anonymity.

The kingdom’s coffers have been buoyed by high crude prices. Earlier this year, Saudi Aramco overtook Apple as the world’s most valuable company.

Saudi Arabia is expected to be one of the world’s fastest-growing economies this year, and is using its oil wealth to push ahead with pro-business reforms and mega-projects such as Neom, designed to wean the country off its reliance on petrodollars.

And with an inflation rate of 2.8 percent, the oil-rich kingdom has also been more insulated from the price rises that are sweeping the globe – a hot-button political issue for Biden’s party in the November midterm elections. 

‘Reduce Opec’s control’

In response to Wednesday’s decision, Biden called on his administration and US Congress to explore ways to “boost US energy production and reduce Opec’s control over energy prices,” the White House said.

The statement said Biden was ordering another dip into the country’s Strategic Petroleum Reserve, with 10 million barrels set to be put on the market next month, in an attempt to dampen price rises.

However, those reserves are fast emptying after record withdrawals were ordered by the administration, starting back in March. The reserves are now at their lowest level since July 1984, and it is not clear when the administration plans to purchase a refill.

Oil prices had risen about five percent since Friday, in anticipation of Wednesday’s meeting. International benchmark Brent was up 1.86 percent, at $93.47 a barrel Wednesday morning.

Analysts say the cut was likely to hinder western countries’ efforts to cut Russia’s profits on oil sales. The European Union has moved towards agreeing a G-7 plan to cap the price paid for Russian oil.

Also on Wednesday, European Commission President Ursula von der Leyen called for EU countries to make deeper cuts to gas demand, while proposing a raft of price cap measures designed to protect consumers and businesses.   

In September, Russia cut gas supplies to Europe via the Nord Stream 1 pipeline in response to Western sanctions. Soaring energy prices have prompted Europe to look to alternative suppliers of gas, including Israel, Egypt, Algeria and Qatar to fill the void left by Russia.

OPEC+ member states have agreed an oil production cut of two million barrels per day, a statement published on the group’s website reads.

The reduction, which is the largest cut since early 2020, will take effect in November, the cartel announced on Wednesday.

According to OPEC, the step comes “in light of the uncertainty that surrounds the global economic and oil market outlooks, and the need to enhance the long-term guidance for the oil market, and in line with the successful approach of being proactive, and preemptive, which has been consistently adopted” by the group.

The cuts are much harsher than most experts had anticipated earlier this week, and are now expected to stem the latest drop in global prices for crude.

Energy ministers from the OPEC+ group led by Saudi Arabia and its allied non-members, including Russia, have held a meeting at the cartel’s Vienna headquarters on Wednesday for the first time since the start of the pandemic in early 2020.

The decision on output reduction comes despite intense lobbying by the White House to keep oil production at current levels or higher – something US President Joe Biden had hoped to secure during his visit to Saudi Arabia in July.

On Tuesday, CNN cited an unnamed senior official as saying that Washington had mobilized all available resources ahead of the oil cartel gathering, with the Biden administration “having a spasm and panicking.” The efforts were described as “taking the gloves off.” Some of the talking points drafted by the US administration suggested the potential cut would be viewed as “a hostile act” and a “total disaster.

Meanwhile, most officials from OPEC+ member states said any reduction would be a “technical, not a political decision” and cited a “risk of recession” as contributing to the cuts, as they entered the OPEC headquarters in Vienna.

Suhail Al Mazrouei, the energy minister of the United Arab Emirates (UAE), said that OPEC+ is a “technical organization,” when asked whether the proposal would potentially damage relations with the US.

EU Pushes For More Sanctions Which Will Come Back To Bite It

On February 22, two days before Russian troops entered the Ukraine, the U.S. and the EU put reams of sanctions onto Russia. They also confiscated some $300 billion of Russia’s reserves that were invested in the ‘west’. The sanctions had been negotiated between the EU and the U.S. and prepared for over several months.

The idea was to bankrupt Russia within a few weeks. The deluded people behind those sanctions had no idea how big and sanctions proved Russia’s economy really is. The sanctions failed to influence Russia in any way but their consequences led to a shortfall of energy in Europe and increased the already high inflation rates. Inflation in Russia is sinking and its general economic numbers are good. The now higher energy prices generate sufficient additional income to completely finance its war efforts.

A sane actor would conclude that the sanctions were a mistake and that lifting them would help Europe more than it would help Russia. But no, the U.S. and European pseudo elites are no longer able to act in a sane manner. They are instead doubling down with the most crazy sanction scheme one has ever heard of:

[T]he European Union pushed ahead on Wednesday with an ambitious but untested plan to limit Russia’s oil revenue.

If the global price of oil remains high, it would complicate the European Union’s effort to impose a price cap on Russian oil that was expected to gain final approval on Thursday, after E.U. negotiators reached an agreement on the measure as part of a fresh package of sanctions against Moscow.

Under the plan, a committee including representatives of the European Union, the Group of 7 nations and others that agree to the price cap would meet regularly to decide on the price at which Russian oil should be sold, and that it would change based on the market price.

Several diplomats involved in the E.U. talks said that Greece, Malta and Cyprus — maritime nations that would be most affected by the price cap — received assurances that their business interests would be preserved, the diplomats said.

The countries had been holding up what would be the eighth sanctions package the European Union has adopted since the Russian invasion of Ukraine because of worries that a price cap on Russian oil exported outside the bloc would affect their shipping, insurance and other industries, the diplomats said.

With oil prices at a high, Russia is raking in billions of dollars in revenue, even as it sells smaller quantities. The cap — part of a broad plan pushed by the Biden administration that the G7 agreed to last month — is intended to set the price of Russian oil lower than where it is today, but still above cost. The U.S. Treasury calculates that the cap would deprive the Kremlin of tens of billions of dollars annually.

How do you make a big producer of a rare commodity sell those goods below the general market price? Unless you have a very strong buyers cartel that can also that product from elsewhere you can not do this successfully. It is an economic impossibility.

To make the measure effective, and cut Russian revenue, the United States, Europe and their allies would need to convince India and China, which buy substantial quantities of Russian oil, to purchase it only at the agreed upon price. Experts say that even with willing partners, the cap could be hard to implement.

Russia has declared that it will not sell any oil to any party that supports the G7 price fixing regime. That is why neither China nor India nor any other country besides the EU and U.S. will agree to adhere to it.

The whole idea is crazy and way too complicate to achieve anything:

Under the new rules, companies involved in the shipping of Russian oil — including shipowners, insurers and underwriters — would be on the hook for ensuring that the oil they are helping to transport is being sold at or below the price cap. If they are caught helping Russia sell at a higher price, they could face lawsuits in their home countries for violating sanctions.

Russian crude will come under an embargo in most of the European Union on Dec. 5, and petroleum products will follow in February. The price cap on shipments to non-E.U. countries has been championed by U.S. Treasury Secretary Janet Yellen as a necessary complement to the European oil embargo.

Under the E.U. deal, Greece, Malta and Cyprus will be permitted to continue shipping Russian oil. Had they not agreed to place their companies at the forefront of applying the price cap, they would have been forbidden from shipping or insuring Russian oil cargo outside the European Union, a huge hit for major industries.

More than half of the tankers now shipping Russia’s oil are Greek-owned. And the financial services that underpin that trade — including insurance, reinsurance and letters of credit — are overwhelmingly based in the European Union and Britain.

This is of course an open invitation to other countries to enter the oil shipping and related financial services businesses at the cost of European companies.

China and India will both it to increase their market shares in those fields. Their ships will transport Russian oil to whoever wants to buy it for the market price minus the always negotiable Russian rebate. Greek ships will sit idle or will be sold off while Indian and Chinese and other Asian tankers will be very, very busy. China’s big insurance companies will happily join that new global services business.

That European bureaucrats agreed to his stupid U.S. idea, which will foremost hurt European businesses, is another sign that Brussels has given up on having any agency.

Today OPEC+ countries, the seller cartel for oil, reacted to the crazy sanctions idea and the upcoming global depression by agreeing to decrease their daily output by 2 million barrels. This was not done out of Saudi solidarity with Russia. Saudi Arabia needs oil at above $80/bl to finance its budget.

Brent Crude, which had fallen to $83/bl on September 26, has since risen to $93/bl.

The global demand for oil is around 100 million barrels per day. Should the demand stay up the 2% reduction in OPEC+ production will have significant price effects and $100 per barrel will be in easy reach.

But OPEC+ is committed to stable prices, not to significant price increases. During the OPEC+ session today the Saudi Prince Abdulazis showed this table:

Since the beginning of the year the prices for all forms of carbon based energy except crude oil have increased considerably. Abdulazis argued that the chart shows that OPEC+ is managing oil prices responsibly. The EU is certainly not doing similar.

The Biden administration has meanwhile nearly halved the content of the U.S Strategic Petroleum Reserve. This to keep U.S. pump prices down and the Democrats in power.

Iran and the Persian Gulf monarchies: Diplomacy remains their only option

Reconciliation between Iran and the GCC will reap vast mutual benefits, while conflict only serves those outside the Persian Gulf

In mid-August, Gulf Cooperation Council (GCC) member states the UAE and Kuwait announced the return of their respective ambassadors to Iran after a six year hiatus.

The move represents the latest sign of warming ties between Iran and the Persian Gulf sheikhdoms since the controversial execution of prominent, outspoken, Saudi Shia cleric Sheikh Nimr Al-Nimr in 2016 interrupted relations.

Nimr’s killing prompted angry protestors to storm the Saudi diplomatic mission in Tehran, leading to a concerted action by several GCC states to sever or downgrade relations with the Islamic Republic.

The reconciliation of two GCC countries with Iran last month was a result of negotiations stretching back several years. These advances also come amid on-going – sometimes stalled – talks between Tehran and Riyadh, hosted by neutral mediators in Baghdad. So far, five rounds of discussions have been held, with the last one held in April and a sixth one looming on the horizon.

Deescalation and diplomacy

Over the past two years, tensions in the Persian Gulf region deescalated as regional states began to seek alternative options to wind down their various proxy fights in West Asia.

The UAE has been at the forefront of these efforts, normalizing relations with Syria – another battleground against Iran – and agreeing to reset relations with Turkey last year after a decade of divergent ideological stances over the wider region.

Following Abu Dhabi’s lead, Riyadh also markedly improved its own relations with Ankara after Turkish President Recep Tayyip Erdogan’s two-day trip to Saudi Arabia, which was reciprocated by Crown Prince Mohammed Bin Salman’s (MbS) visit to the Turkish capital in June.

Most important for the region, however, is the thorny issue of the longstanding, mutually-perceived threat between Iran and the ‘Saudi camp’ within the GCC. For various reasons, including defeats and setbacks in Syria and nearby Yemen, Iran’s Arab neighbors have come to realize that the continuation of hostilities with Tehran is no longer in their national security interest.

“[Iran and Saudi Arabia] are neighbors. Neighbors forever. We cannot get rid of them, and they can’t get rid of us. So, it’s better for both of us to work it out and to look for ways in which we can coexist,” MbS said in an abrupt about-turn earlier this year.

Such conciliatory views are shared by Tehran, as conveyed by Iran’s foreign ministry spokesman Nasser Kanani who told reporters on 22 August: “We are optimistic that a positive regional atmosphere is fostering a path of communication and dialogue, and ultimately better relations.”

Rapprochement between Iran and the UAE was preceded by a similar trajectory; after four years of negotiations and five phone calls between Emirati Foreign Minister Sheikh Abdullah Bin Zayed and his Iranian counterpart Hossein Amir-Abdollahian, the two countries concluded that their interests can be better resolved through dialogue.

“Short of confronting Iran, it is wiser to reach out to Mr. [Ebrahim] Raisi. One way to deal with Iran is to continue the conversation and find common ground for good neighborly relations,” AbdulKhaleq Abdulla, the former advisor to the UAE government wrote in an opinion article, in reference to the Iranian president.

The diplomatic moves make sense considering that the UAE and Iran are economically interdependent; trade between Iran and the UAE is extensive, and Abu Dhabi is the largest exporter of goods to Iran. It is worth noting that despite tensions between the two countries, trade never completely ceased during the toughest times.

Motivating factors

Several factors have motivated this wholesale revision of policies towards Iran. Chief among these is the concern that GCC states can no longer depend on unconditional protection from unreliable allies outside the region.

Certainly, US President Joe Biden’s focus on reentering the Joint Comprehensive Plan of Action (JCPOA) nuclear agreement with Iran – unilaterally abandoned by his predecessor – is a strong indicator that Washington seeks to defuse its own decades-long standoff with Tehran to address more pressing national security priorities elsewhere.

As the US military and foreign policy establishments recalibrate their focus onto major peer adversaries like China and Russia, Washington has reduced its defense and security commitment to its long-time allies in the Persian Gulf.

This eroding ‘security guarantee,’ which began under former President Barack Obama and his “Pivot to Asia,” became strikingly evident in the 2019 Yemeni attack on Saudi’s Aramco oil facilities in Abqaiq and subsequent attacks on ships anchored in the UAE port of Fujairah, including two Saudi oil tankers.

After the unprecedented strikes by Yemen’s resistance movement Ansarallah, Washington’s utter failure to provide material support to its closest Persian Gulf allies – who have spent billions to procure US military protection – strongly influenced the GCC’s decision to engage with Iran.

“When the US didn’t follow through on defending its Arab partners following the Aramco attacks “it became imperative [for the UAE] to secure itself without relying on others – the US in particular – and engaging with Iran is a part of that,” Dina Esfandiary, a Middle East adviser at the International Crisis Group think tank explained.

The US’ faltering pledge to safeguard the Arab states of the Persian Gulf was heavily criticized by the Senate Republican Policy Committee. In a statement in early August, it accused Biden of undermining his commitment to Persian Gulf allies and missing an opportunity to take advantage of developments in West Asia and the US-brokered Abraham Accords for a united front against Iran.

Additional factors that accelerated dialogue with Iran include the economic impact of the coronavirus pandemic – which encouraged further economic diversification away from reliance on oil revenues – the crisis in Ukraine, global energy shortages, and the issue of regional food security.

Conflict with Iran is ‘off the table’

The 2020 Abraham Accords presented an opportunity for Israel and its new Arab partners to form an anti-Iranian front aimed at reducing Iran’s geopolitical reach. But two years of inactive bluster about an “Arab NATO” has instead demonstrated that none of the Persian Gulf’s monarchies – despite plenty of encouragement from Tel Aviv and Washington – have the political will to take that confrontational regional step.

Instead, in the aftermath of normalization, Arab states such as the UAE sought to gain economic and commercial benefits from Israeli IT technologies and clean energy companies, rather than crow for open confrontation with Iran. For this reason “Middle East NATO was a ‘theoretical’ concept and … for Abu Dhabi confrontation [with Iran] was not an option,” says Anwar Gargash, senior diplomatic advisor to the UAE president.

Other GCC member states like Saudi Arabia, Kuwait, Oman, and Qatar have thus far opposed full normalization with Israel. They know that any overt anti-Iranian front – encouraged by the US and centered on Israel – serves primarily to rehabilitate Tel Aviv’s image within Arab countries, where populations remain hostile to Israel.

They are also now painfully aware that the US will not waste its limited and valuable resources in West Asia when the strategic geography of the China Sea and East Asia are of infinitely more intrinsic value to Washington.

Following the Jeddah Summit, Saudi Arabia’s Foreign Minister Faisal bin Farhan Al-Saud said decisively: “There’s no such thing as Arabic NATO.”

Pragmatism in the Persian Gulf

Furthermore, for many Arabs, Iran acts as a valuable counterbalance to Israel in the region. The Persian Gulf – Levant and North Africa too – have a shared interest in obstructing Israel’s many troublesome and disruptive regional ambitions. Iran is a useful tool in this respect, as it absolves Arab states from doing the heavy lifting themselves, which would earn Washington’s ire.

In turn, reconciliation with its Arab neighbors will help Iran mitigate the effects of US-imposed sanctions and isolation efforts. Tehran also wants to keep these diplomatic channels open should the nuclear negotiations in Vienna not come to fruition.

Since his election in 2021, Iran’s President Raisi has repeatedly stressed that regional relations are the primary foreign policy focus of his administration. At the same time, Iran has introduced proposals on a mutually-beneficial regional security architecture that would exclude the need for external military forces in the Persian Gulf and its environs.

Tehran believes a region-first approach can strengthen relations with neighbors across all fields and, importantly, build years of depleted trust. The question is whether its Arab neighbors, many of whom rose to power on the back on western colonial projects, can extract themselves from this dependency and forge independent security strategies.

The timing is not bad. GCC states have concluded that the US will not guarantee security in the way they once perceived, and that Washington is – possibly permanently – distracted elsewhere. These events coincide with a global hike in oil and gas prices because of western sanctions on Russia. As a key member of OPEC+, Russia has thus far managed to keep influential Persian Gulf producers onside on production and pricing policies. China is investing billions in the Persian Gulf states on connectivity and infrastructure. Heavily dependent on Gulf energy resources, China – as well as Iran and Russia – is pushing for a new Persian Gulf security architecture run by regional states.

While the moment may be ripe to advance these new ideas, Iran’s reconciliation with its Arab neighbors is contingent on all parties understanding their mutual interests and threats, which is essential to reduce conflict.

The benefits will be game-changing for all. Ensuing stability in the Persian Gulf will bring about a more prosperous regional economy through interdependence, in addition to enhanced political, security, and geopolitical cooperation in the longer term.

The presidents of Russia, Iran, and Turkey convened to discuss critical issues pertaining to West Asia, with the illegal US occupation of Syria a key talking point

Oil and gas, wheat and grains, missiles and drones – the hottest topics in global geopolitics today – were all on the agenda in Tehran this week.

The Tehran summit uniting Iran-Russia-Turkey was a fascinating affair in more ways than one. Ostensibly about the Astana peace process in Syria, launched in 2017, the summit joint statement duly noted that Iran, Russia and (recently rebranded) Turkiye will continue, “cooperating to eliminate terrorists” in Syria and “won’t accept new facts in Syria in the name of defeating terrorism.”

That’s a wholesale rejection of the “war on terror” exceptionalist unipolarity that once ruled West Asia.

Standing up to the global sheriff

Russian President Vladimir Putin, in his own speech, was even more explicit. He stressed “specific steps to promote the intra-Syrian inclusive political dialogue” and most of called a spade a spade: “The western states led by the US are strongly encouraging separatist sentiment in some areas of the country and plundering its natural resources with a view to ultimately pulling the Syrian state apart.”

So there will be “extra steps in our trilateral format” aimed at “stabilizing the situation in those areas” and crucially, “returning control to the legitimate government of Syria.” For better or for worse, the days of imperial plunder will be over.

The bilateral meetings on the summit’s sidelines – Putin/Raisi and Putin/Erdogan – were even more intriguing. Context is key here: the Tehran gathering took place after Putin’s visit to Turkmenistan in late June for the 6th Caspian summit, where all the littoral nations, Iran included, were present, and after Foreign Minister Sergei Lavrov’s travels in Algeria, Bahrain, Oman, and Saudi Arabia, where he met all his Gulf Cooperation Council (GCC) counterparts.

Moscow’s moment

So we see Russian diplomacy carefully weaving its geopolitical tapestry from West Asia to Central Asia – with everybody and his neighbor eager to talk and to listen to Moscow. As it stands, the Russia-Turkey entente cordiale tends to lean towards conflict management, and is strong on trade relations. Iran-Russia is a completely different ball game: much more of a strategic partnership.

So it’s hardly a coincidence that the National Oil Company of Iran (NIOC), timed to the Tehran summit, announced the signing of a $40 billion strategic cooperation agreement with Russia’s Gazprom. That’s the largest foreign investment in the history of Iran’s energy industry – badly needed since the early 2000s. Seven deals worth $4 billion apply to the development of oil fields; others focus on the construction of new export gas pipelines and LNG projects.

Kremlin advisor Yury Ushakov deliciously leaked that Putin and Iran’s Supreme Leader Ayatollah Ali Khamenei, in their private meeting, “discussed conceptual issues.” Translation: he means grand strategy, as in the evolving, complex process of Eurasia integration, in which the three key nodes are Russia, Iran and China, now intensifying their interconnection. The Russia-Iran strategic partnership largely mirrors the key points of the China-Iran strategic partnership.

Iran says ‘no’ to NATO

Khamenei, on NATO, did tell it like it is: “If the road is open for NATO, then the organization sees no borders. If it had not been stopped in Ukraine, then after a while the alliance would have started a war under the pretext of Crimea.”

There were no leaks on the Joint Comprehensive Plan of Action (JCPOA) impasse between the US and Iran – but it’s clear, based on the recent negotiations in Vienna, that Moscow will not interfere with Tehran’s nuclear decisions. Not only are Tehran-Moscow-Beijing fully aware of who’s preventing the JCPOA from getting back on track, they also see how this counter-productive stalling process prevents the collective west from badly needed access to Iranian oil.

Then there’s the weapons front. Iran is one of the world’s leaders in drone production: Pelican, Arash, Homa, Chamrosh, Jubin, Ababil, Bavar, recon drones, attack drones, even kamikaze drones, cheap and effective, mostly deployed from naval platforms in West Asia.

Tehran’s official position is not to supply weapons to nations at war – which would in principle invalidate dodgy US “intel” on their supply to Russia in Ukraine. Yet that could always happen under the radar, considering that Tehran is very much interested in buying Russian aerial defense systems and state of the art fighter jets. After the end of the UN Security Council-enforced embargo, Russia can sell whatever conventional weapons to Iran it sees fit.

Russian military analysts are fascinated by the conclusions Iranians reached when it was established they would stand no chance against a NATO armada; essentially they bet on pro-level guerrilla war (a lesson learned from Afghanistan). In Syria, Iraq and Yemen they deployed trainers to guide villagers in their fight against Salafi-jihadis; produced tens of thousands of large-caliber sniper rifles, ATGMs, and thermals; and of course perfected their drone assembly lines (with excellent cameras to surveil US positions).

Not to mention that simultaneously the Iranians were building quite capable long-range missiles. No wonder Russian military analysts estimate there’s much to learn tactically from the Iranians – and not only on the drone front.

The Putin-Sultan ballet

Now to the Putin-Erdogan get together – always an attention-grabbing geopolitical ballet, especially considering the Sultan has not yet decided to hop on the Eurasia integration high-speed train.

Putin diplomatically “expressed gratitude” for the discussions on food and grain issues, while reiterating that “not all issues on the export of Ukrainian grain from the Black Sea ports are resolved, but progress is made.”

Putin was referring to Turkiye’s Defense Minister Hulusi Akar, who earlier this week assured that setting up an operations center in Istanbul, establishing joint controls at the port exit and arrival points, and carefully monitoring the navigational safety on the transfer routes are issues that may be solved in the next few days.

Apparently Putin-Erdogan also discussed Nagorno-Karabakh (no details).

What a few leaks certainly did not reveal is that on Syria, for all practical purposes, the situation is blocked. That favors Russia – whose main priority as it stands is Donbass. Wily Erdogan knows it – and that’s why he may have tried to extract some “concessions” on “the Kurdish question” and Nagorno-Karabakh. Whatever Putin, Russia’s Security Council Secretary Nikolai Patrushev and Deputy Chairman Dmitry Medvedev may really think about Erdogan, they certainly evaluate how priceless is to cultivate such an erratic partner capable of driving the collective west totally bonkers.

Istanbul this summer has been turned into a sort of Third Rome, at least for expelled-from-Europe Russian tourists: they are everywhere. Yet the most crucial geoeconomic development these past few months is that the western-provoked collapse of trade/supply lines along the borders between Russia and the EU – from the Baltic to the Black Sea – finally highlighted the wisdom and economic sense of the International North-South Transportation Corridor (INTSC): a major Russia-Iran-India geopolitical and geoeconomic integration success.

When Moscow talks to Kiev, it talks via Istanbul. NATO, as the Global South well knows, does not do diplomacy. So any possibility of dialogue between Russians and a few educated westerners takes place in Turkey, Armenia, Azerbaijan and the UAE. West Asia as well as the Caucasus, incidentally, did not subscribe to the western sanctions hysteria against Russia.

Say farewell to the ‘teleprompter guy’

Now compare all of the above with the recent visit to the region by the so-called “leader of the free world,” who merrily alternates between shaking hands with invisible people to reading – literally – whatever is scrolling on a teleprompter. We’re talking of US President Joe Biden, of course.

Fact: Biden threatened Iran with military strikes and as a mere supplicant, begged the Saudis to pump more oil to offset the “turbulence” in the global energy markets caused by the collective west’s sanction hysteria. Context: the glaring absence of any vision or anything even resembling a draft of foreign policy plan for West Asia.

So oil prices duly jumped upward after Biden’s trip: Brent crude rose more than four percent to $105 a barrel, bringing prices back to above $100 after a lull of several months.

The heart of the matter is that if OPEC or OPEC+ (which includes Russia) ever decide to increase their oil supplies, they will do it based on their internal deliberations, and not under exceptionalist pressure.

As for the imperial threat of military strikes on Iran, it qualifies as pure dementia. The whole Persian Gulf – not to mention the whole of West Asia – knows that were US/Israel to attack Iran, fierce retaliation would simply evaporate with the region’s energy production, with apocalyptic consequences including the collapse of trillions of dollars in derivatives.

Biden then had the gall to say, “We have made progress in strengthening our relations with the Gulf states. We will not leave a vacuum for Russia and China to fill in the Middle East”.

Well, in real life it is the “indispensable nation” that has self-morphed into a vacuum. Only bought-and-paid for Arab vassals – most of them monarchs – believe in the building of an “Arab NATO” (copyright Jordan’s King Abdullah) to take on Iran. Russia and China are already all over the place in West Asia and beyond.

De-Dollarization, not just Eurasian integration

It’s not only the new logistical corridor from Moscow and St. Petersburg to Astrakhan and then, via the Caspian, to Enzeli in Iran and on to Mumbai that is shaking things up. It’s about increasing bilateral trade that bypasses the US dollar. It’s about BRICS+, which Turkey, Saudi Arabia and Egypt are dying to be part of. It’s about the Shanghai Cooperation Organization (SCO), which formally accepts Iran as a full member this coming September (and soon Belarus as well). It’s about BRICS+, the SCO, China’s ambitious Belt and Road Initiative (BRI) and the Eurasia Economic Union (EAEU) interconnected in their path towards a Greater Eurasia Partnership.

West Asia may still harbor a small collection of imperial vassals with zero sovereignty who depend on the west’s financial and military ‘assistance,’ but that’s the past. The future is now – with Top Three BRICS (Russia, India, China) slowly but surely coordinating their overlapping strategies across West Asia, with Iran involved in all of them.

And then there’s the Big Global Picture: whatever the circumvolutions and silly schemes of the US-concocted “oil price cap” variety, the fact is that Russia, Iran, Saudi Arabia and Venezuela – the top powerful energy-producing nations – are absolutely in sync: on Russia, on the collective west, and on the needs of a real multipolar world.

The US president’s visit to Saudi Arabia – whom he deems a ‘pariah’ – and Washington’s spoiled child, “Israel”, has been postponed, according to officials.

Joe Biden, feeling happy. 

US President Joe Biden’s visits to Saudi Arabia and “Israel” have been postponed till July, NBC News reported. The postponed trip will see an expansion, a “broader trip to the Middle East,” according to the sources.

“We are working on a trip to Israel and Saudi Arabia for a GCC+3 Summit,” a senior administration official told NBC News. “We are working to confirm dates. When we have something to announce, we will.”

One foreign diplomat, in addition to two US officials, revealed that the visit to Saudi Arabia will no longer be carried out in June. Two other US officials said that the “Israel” visit was being postponed, although both visits were scheduled along with visits to Germany and Spain this month.

The motive behind the postponement was not clear, however. The dates, furthermore, could even change again. The White House declined to comment, and the Israeli and the Saudi embassies in the US did not respond to any questions. 

Biden is about to set all his ‘moral’ reasonings aside as he makes his visit to Saudi Arabia, despite dubbing the country a ‘pariah’ state for killing Washington Post journalist Jamal Khashoggi in 2018. The US will be setting its positions aside for the energy and oil crisis which has risen as a result of the NATO-fueled war on Russian oil and exports

The US president is expected to meet Saudi Crown Prince Mohammed bin Salman -the man behind Khashoggi’s assassination- once he lands in Riyadh, despite his assertions that his meetings would exclusively be with King Salman bin Abdulaziz as he is his proper counterpart.

He will also meet with the heads of several Arab nations, including Iraq, the United Arab Emirates, Egypt, and Jordan.

The visit will see Biden abandoning many of the “morals” he has been trying to uphold before the public, and it all goes back to the Ukraine war, as Washington deems it necessary to have other energy producers on its side after it sanctioned Russia out of the global oil market.

Reports about the visit – ironically – come the same day as White House Spokeswoman Karen Jean-Pierre said Biden’s “pariah” remarks about Saudi Arabia still stood.

Jean-Pierre was asked how after US intelligence assessed that MBS was behind the murder of journalist Jamal Khashoggi, to which she replied that a visit to Saudi Arabia would be consistent with Biden’s remarks last year that Saudi Arabia would “pay the price, and make them, in fact, the pariah that they are.”

Biden To Visit Saudi Arabia, To Meet ‘Pariah’ MBS

US President Joe Biden has decided to travel to Saudi Arabia in the coming weeks and is expected to meet with the kingdom’s crown prince Mohammad Bin Salman [MBS], whom he once shunned for his brutality. It’s a visit that is coming together as OPEC+, which is led by Riyadh, announced Thursday it will pump more oil amid skyrocketing energy costs around the globe.

Biden’s first trip to the Saudi kingdom as president is likely to occur later this month but details have not been finalized. Biden is also expected to visit “Israel” during the trip.

The White House on Thursday praised Saudi Arabia for its role securing an OPEC+ pledge to pump more oil and the president himself lauded the Saudis for agreeing to a cease-fire extension in its eight-year old aggression on Yemen that was also announced Thursday.

“Saudi Arabia demonstrated courageous leadership by taking initiatives early on to endorse and implement terms of the UN-led truce,” Biden said in a statement after the 60-day extension of the cease fire was announced.

The kingdom’s leadership also had a close relationship with former US president Donald Trump, who largely shielded Saudi Arabia from repercussions after Khashoggi’s killing.

Biden administration officials have been working behind the scenes to repair relations, discussing shared strategic interests in security and oil with their Saudi counterparts. 

The White House is weighing a Biden visit that would also include a meeting of the leaders of the Gulf Cooperation Council countries — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates — as well as Egypt, Iraq and Jordan, according to the person familiar with White House planning, who spoke on the condition of anonymity to discuss the yet-to-be finalized trip.

Biden would be expected to meet with MBS during the visit, according to the person.

Such a meeting could ease a tense and uncertain period in the partnership between Saudi Arabia, the world’s top oil exporter, and the United States, the world’s top economic and military power, that has stood for more than three-quarters of a century.

But it also risks a public humbling for the US leader, who in 2019 pledged to make a “pariah” of the Saudi royal family over the killing of Khashoggi.

Introduction by Amarynth

This posting contains one recent interview and one recent address by Mr Lavrov.  One is extensive and the second contains a few comments not included in the first.  One is directed to an international audience (more specifically the Arab world) and the other to a domestic audience.  Why should we look at these very carefully, and why do we post them on the Saker Blog?   Mr Lavrov is arguably one of the best diplomats in the world today.  In that role, he is a pleasure to read or listen to.  But, that is not the main reason.  He has a fine facility with language and explains exactly Russia’s position and further, the world position in its process toward multipolarity and a new financial system in a pragmatic realpolitik style, undergirded by an encyclopedic knowledge of world affairs.

Sidebar:  While Mr Lavrov is speaking to the Arab countries, his counterpart in China, Chinese State Councilor and Foreign Minister Wang Yi, is speaking to all of the smaller Pacific island countries (PICS).  Comparing the welcome that these statesmen receive, it is beginning to clarify that the other geopolitical axis (which we roughly and in shorthand refer to as Zone B)  of this war for the world is active and up and running.  Mr Lavrov mentions the organizations.   It is then worthwhile to mention that BRICS is expected to grow by at least two countries during the next general meeting.  It is expected that Argentina will be next, which will then start including the new Latin American groupings such as Celac (The Community of Latin American and Caribbean States) or ALBA-TCP.  Thus we see a coalescence of countries around the principles of international law, the true principles in the UN Charter, and a world community built on cooperation and collective values, instead of one ruler of the world.

Foreign Minister Sergey Lavrov’s interview with RT Arabic, Moscow, May 26, 2022

Question: Your recent visit to Algeria and Oman generated a lot of interest. What can you say about its results? Why did you decide to visit these states?

Sergey Lavrov: We communicate with all interested countries. As for this tour, it was planned long ago. The programme of my visits and their timeframe were coordinated some time ago.

In Algeria, I had good, lengthy talks with President of the People’s Democratic Republic of Algeria Abdelmadjid Tebboune and Foreign Minister Ramtane Lamamra. We emphasised that for many years our relations were based on the Declaration on Strategic Partnership that was signed by our presidents in 2001. Since then we have intensively developed our strategic ties as partners in many areas. It is enough to mention our regular political dialogue, trade (it went up by several percent in 2021 to exceed $3 billion despite the pandemic), the economy, joint investment, our work in the OPEC+ and the Gas Exporting Countries Forum, extensive military-technical ties and cultural and humanitarian exchanges.

We concluded (at the prompting of Algeria) that our relations are reaching a qualitatively new level. This should be reflected in a document that is already being drafted. We hope to sign this document when President of Algeria Abdelmadjid Tebboune visits Russia at the invitation of President of Russia Vladimir Putin.

We appreciate that the countries of the Arab world are refusing to follow in the wake of the West and are objectively assessing the events in Ukraine and refusing to join the anti-Russia sanctions. They understand that the current situation was caused by the flat refusal of our Western colleagues to reach an accommodation on equal and indivisible security in our common region.

As for Oman, this was the first visit since its new Sultan Haitham bin Tariq Al Said acceded to the throne. The Sultan received me with good grace and devoted much time to me. I was particularly grateful to his Majesty for this gesture (the protocol of the Sultanate of Oman does not envisage communication with ministers in this format). Our detailed talks showed that we have a good potential for developing trade and economic ties. We want to raise them to the level of our trust-based political dialogue. We have many opportunities in energy and ICT and interesting cultural projects. A half-year exhibition of Islamic Art in Russia ended in the National Museum of Oman last March. This museum and the Hermitage have been closely cooperating since 2015. Both museums display their own expositions on each other’s territory.

These two planned visits to both countries at the planned time were useful, in my view.

Question: What about a top-level visit?

Sergey Lavrov: I have already said that during a telephone conversation with President of Algeria Abdelmadjid Tebboune, President of Russia Vladimir Putin invited him to visit the Russian Federation. Now we are preparing the documents required for this visit.

Question: And what about Oman?

Sergey Lavrov: No top-level visits are envisaged for Oman for the time being. We are planning to develop practical cooperation, make it more intensive and productive.

Question: Will there be additional agreements on military cooperation?

Sergey Lavrov: Our military-technical cooperation with many countries develops according to their wishes. We are always ready to examine ways to strengthen their defence capabilities. We consider them as we receive relevant requests.

Question: We are talking about Algeria, which also produces both gas and oil. The OPEC+ countries have shown firmness about the previously agreed positions within the organisation on the parameters of oil production and pricing on the oil market. Do you have confidence in the stability of your partners’ position?

Sergey Lavrov: We have discussed our further cooperation not only within OPEC+ but also the Gas Exporting Countries Forum (GECF), where Russia and Algeria are also included. All OPEC+ and GECF members without exception publicly affirmed their commitment to the agreements reached in these formats and their intention to continue working in this direction in order to stabilise the energy market.

Question: Where will you visit next?

Sergey Lavrov: The next visit will take place very soon. On May 31 and June 1, based on my invitations, I plan to visit Bahrain first. Later, on June 1, Riyadh will host a regular meeting of the Russia-GCC Foreign Ministers Forum. This forum has been around for a long time. Due to the pandemic, there was a break in our meetings. Now our friends have proposed resuming them. In addition to the Russia-GCC meeting, there will also be bilateral meetings with almost all members of this organisation.

Question: How do you find Arab countries’ position on the Ukrainian crisis?

Sergey Lavrov: Just now, answering the previous question, I said that all Arab countries have a responsible position. This proves that they rely solely on their national interests and are not ready to sacrifice them for the sake of anyone’s opportunistic geopolitical adventures. We have mutually respectful relations. We understand the vital interests of the Arab countries in connection with the threats to their security. They reciprocate our feelings and understand the threats to the security of the Russian Federation that the West has been creating right on our borders for decades, trying to use Ukraine to contain Russia and seriously harm us.

Question: Do you think these countries will continue to pursue this policy, despite the pressure from the West, particularly, from the Anglo-Saxon alliance?

Sergey Lavrov: The arrogance of the Anglo-Saxon alliance has no limits. We are offered evidence of that every day. Instead of delivering on their obligations under the UN Charter and honouring, as is written in this charter, the sovereign equality of states and abstaining from interfering in their domestic affairs, the West churns out ultimatums every day, issuing them through their ambassadors or envoys to each, without exception, capital not only in the Arab world but in other regions of the world as well, and, in so doing, blatantly blackmailing them, citing some subjective situations. The West is directly threatening their interlocutors, saying they will regret failing to join the sanctions against Russia and will be punished for this. It is blatant disrespect for sovereign countries. The reaction of Arab countries and almost all other countries in Asia, Africa and Latin America that we are seeing shows that these countries do not want to disregard their national dignity, running errands, in a servile manner, for their senior colleagues. This situation is yet another example of colonial thinking. The habits of our Western colleagues have not vanished. In their traditional style, the United States and Europe are still preaching the colonial customs they adhered to at a time when they could dictate to all others. It is wrong and regrettable, and flies in the face of the historical process, which objectively shows that a multipolar world is taking shape now. It has several centres of economic growth, financial power and political influence. Everyone understands now that China and India are fast-growing economies and influential countries, just like Brazil and other Latin American countries. The tapping of Africa’s enormous potential of natural resources has been held back by the colonialists during the period of neo-colonialism as well, which is not over yet. That is why Africa is also making its voice heard. There is no doubt whatsoever that the Arab world is objectively one of the pillars or one of the centres of a multipolar world that is being shaped now.

Question: We are talking about good relations between Russia, China and India. Can these countries form an alliance against US hegemony?

Sergey Lavrov: We never form alliances against anyone and never make friends with someone against others. We have a ramified network of partner organisations established many years ago. I will mention the organisations established after the Soviet Union’s disintegration. These are the CIS, the CSTO, the EAEU and the SCO on a broader geopolitical plane. The SCO has established and is developing close ties with the EAEU and as part of the linkage of Eurasian integration projects with the Chinese Belt and Road Initiative. The EAEU and the PRC have signed an agreement. The linkage of these integration projects is embracing more and more territories. Thus, in addition to EAEU-SCO cooperation, these organisations have memorandums on cooperation with ASEAN. The Greater Eurasia project (or the Greater Eurasia Partnership) should embrace the whole of Eurasia. President of Russia Vladimir Putin spoke about this at the Russia-ASEAN summit six years ago. It is based on the processes on the ground and has a Eurasian dimension.

Many countries of the Arab world are interested in establishing partner relations with the SCO that represents all other leading sub-regions of our enormous common continent. These are efforts to build constructive and positive (not antagonistic) alliances that are not aimed against anyone. They are gradually acquiring a global character, which is reflected in the development of the BRICS Five (Brazil, Russia, India, China and South Africa). Our Saudi friends and Argentina are interested in it. Argentine Foreign Minister Santiago Cafiero expressed his country’s desire to become a full member of BRICS.

BRICS is preparing for a regular summit. It will create an outreach format in which a dozen developing nations will take part. These processes are underway. We know that our Western friends have many phobias and complexes of their own superiority and infallibility. But they are also paranoid. The West sees opposition and a threat to its domination in any process in which it does not take part and which it does not control. It is time to get rid of these manners and customs.

Question: What about the recent Russia-China military exercises? What do they show?

Sergey Lavrov: This is the continuation of our cooperation aimed at enhancing security in this region. They supplement regular military undertakings: drills and training sessions with counterterrorism aims, efforts to strengthen the security of our common borders within the SCO. Russia-China bilateral military cooperation already has a long history. This is not the first year that we are holding events in the zone of our common borders where our security interests directly overlap; we do it regularly. They show that both Russia and China have a responsible attitude to fulfilling these tasks.

Question: Despite the evidence cited by Russia, the development of biological weapons by the United States in Ukraine has not evoked any concern in the West. What should be done for the world to understand how dangerous this is? The Arab press writes about the historical importance of Russia’s efforts to show how these laboratories operate.

Sergey Lavrov: This is a direct violation of the Convention on the Prohibition of Biological and Toxin Weapons. Enjoying support of all countries except the US, we have long been advocating the formation of a universal transparent verification mechanism within its framework that would allow all states to be sure that no participants of the Convention violate it. The United States has simply blocked this initiative since 2001 (for more than 20 years). Now it is clear why it occupies this position. During all these years, the Americans have been setting up their military bio laboratories all over the world. The Pentagon’s unit – the Defense Threat Reduction Agency (DTRA) – is in charge of these activities. In developing a network of such laboratories, the Pentagon is focusing on the post-Soviet space and Eurasia. Available information shows that these laboratories have been or are being established along the perimeter of the Russian Federation and closer to the PRC. We initially suspected that the experiments made in these laboratories were not entirely peaceful and innocent. When the Russian Armed Forces and the militias of Donetsk and Lugansk liberated Mariupol during the military operation, they discovered laboratories left by the Americans in a rush. The Americans tried to get rid of documents and samples but didn’t destroy all of them. The samples of pathogens and the documents found there clearly pointed to the military character of these experiments. It is clear from the documents that there are several dozen such laboratories in Ukraine. We are pursuing two goals. First, we will convince the UN Security Council to take seriously the information we presented to it (you noted that the overwhelming majority of the developing nations do take it seriously). Second, we want this information to lead to specific actions that must be taken under the Biological Weapons Convention. It requires that the United States explain what it was doing there. We held five special briefings in the UN Security Council, one of them quite recently. We will work to make the US take specific actions proceeding from its commitments under the Convention. We will also analyse additional information about the involvement of other countries in these experiments and military bio laboratories in Ukraine. According to some sources, these are Great Britain and Germany.

Question: If you don’t mind my asking, where are other similar laboratories located in the vicinity of Russia?

Sergey Lavrov: No, I don’t mind. There are such laboratories in Armenia, Kazakhstan, and Central Asian countries. Russia and these countries have been analysing these problems both bilaterally and at the CSTO. We are signing (or have signed, or are preparing) memorandums on interaction in biological security with practically all CSTO and other CIS countries.  These documents stipulate that the signatories will inform each other of how biological programmes develop in each country.

What is important is transparency, which makes it possible to ascertain that these programmes have no military dimension, since this is prohibited under the Convention. These memorandums imply that the parties will pay mutual visits and familiarise themselves with the activities conducted by these laboratories.  In addition, it is stipulated that there should be no military representatives of any third party at the biological facilities in each of our countries.

Question: How are these countries motivated in having such laboratories? Will this bring them any material or political benefits?

Sergey Lavrov: The USSR pursued a large-scale biological programme. After the Soviet Union joined the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, this programme was stripped of its military aspects, but the scientific value of the biological research is retained.  We all remember the state in which this country was in 1991, when the USSR ceased to exist. We faced the problem of preserving the Russian Federation’s integrity. There were no state reserves to repay the national debt or even to purchase the basic necessities for the Russian population’s everyday life. At that time, our Western partners “hopped to it,” as we say, offering their services in all areas of life. They penetrated all spheres of the newly independent states, sending their advisers and advice-givers. Today we are experiencing the aftermath of those times. Major changes have occurred. There are no Soviet republics, which became independent overnight. They had no experience of independent international activity. But now all of this is a thing of the past. All the post-Soviet republics have consolidated their stand, asserting themselves as absolutely sovereign, independent states.  They decide what partners to choose on their own. We have agreements with them to the effect that the commitments assumed within the framework of the Commonwealth of Independent States, the Collective Security Treaty Organisation, and the Eurasian Economic Union should be fully respected by other countries interested in developing relations with all post-Soviet states. We discussed the problems that all of us encountered during the emergence of the new statehood.  Various agencies exchange information about the risks involved in this sweeping cooperation with foreign countries in sensitive spheres. Biology is, of course, one of these spheres.  There is awareness that we have a unified biological security space. The CSTO’s purview includes security issues that are directly related to public health and the environment.  We will continue our constructive cooperation based on these statutes.

Question: Turkey and Italy have proposed a plan for organising talks between Russia and Kiev. Is Russia ready to continue the talks, which have not yielded any results lately?

Sergey Lavrov: We pointed out on numerous occasions that our Western colleagues want to use Vladimir Zelensky and all citizens of Ukraine to the last Ukrainian, which has become proverbial, to damage Russia as much as possible, to defeat it on the battlefield. This has been openly declared in Washington, Berlin, London and especially loudly in Warsaw. Poland has proposed that the Russian world must be destroyed like a “cancer” which is a deadly threat to the whole world. I would like to look at this world as it is represented by our Polish neighbours. For many years Russia has tried to explain why NATO’s eastward expansion and the drawing of Ukraine into the bloc are unacceptable to us. They listened to us but did not comprehend what we said.

When the coup was staged in 2014, the [Ukrainian] opposition trampled on the agreements reached despite the EU’s guarantees. The EU proved unable to force the putschists to respect the signatures of France, Germany and Poland. In 2015, the war in Donbass unleashed by the new Ukrainian authorities, who seized power in the coup, was stopped. The Minsk agreements were signed and guaranteed by France and Germany. All these years we called on Kiev to honour its commitments. Since the West had the decisive influence on it, we also worked with the Europeans and Americans, appealing to their conscience. Regrettably, they have no conscience.

Instead of forcing Kiev to implement the agreements, which should have been done through a direct dialogue with Donetsk and Lugansk, the West tried to justify Zelensky and his team, even when they said publicly that they would never talk with “those people,” although this is stipulated in the UN Security Council resolution approving the Minsk agreements. They said that they would never implement the Minsk agreements or give a special status to these republics. At the same time, they adopted laws that prohibited the Russian language in education and media. Media outlets were shut down. The Russian language was even prohibited in everyday life. Only the Ukrainian language was allowed as the medium of interaction between people in Ukraine.

Moreover, Vladimir Zelensky stated that those who feel Russian must go to Russia. He said this in September 2021. We drew the attention of some Western countries, the OSCE, the Council of Europe and the relevant UN bodies to these aggressively Russophobic and racist statements made in the spirit of the neo-Nazi policy which was gaining a foothold in the Ukrainian legislation. They did not react in any way. Some officials sometimes called for respect for international commitments. But Zelensky doesn’t give a damn about international commitments or the Constitution of Ukraine, which guarantees the rights of Russian speakers in Ukraine. They showed no respect for the Constitution and international conventions and adopted a lot of anti-Russian laws.

As for Russia’s readiness for talks, we have already explained why we couldn’t sit on our hands any longer. What we found on the Ukrainian army positions during the special military operation proved that we were barely in time with starting it, because Ukraine’s Plan B was to be enacted on March 8. A huge group of the Ukrainian armed forces, which was deployed on the contact line with Donbass by mid-February, planned to attack and occupy these territories in flagrant violation of the Minsk agreements and the UN Security Council resolution.

I have no doubt that had they succeeded the West would have turned a blind eye to these violations, just as it pretended not to notice Kiev’s disregard for all the agreements during the previous eight years.

When the Ukrainian authorities proposed negotiations several days after the operation began, we agreed immediately. We held several in-person rounds of talks in Belarus, trying to understand Ukraine’s position and what it wants to achieve at the talks, because we had presented our approach. After several rounds were held in Belarus and online, the idea of meeting in Istanbul was put forth, and the Ukrainian delegation brought, for the first time, written proposals signed by the head of the delegation to the meeting we held on March 29. We analysed these proposals, reported our opinion to President Putin and told our Ukrainian colleagues that we were ready to proceed on that basis. Since they didn’t present a complete agreement but only its individual provisions, we used them to quickly draft an agreement that was based on the Ukrainian proposals and turned it over to the Ukrainian delegation. The following day a flagrant provocation was staged in Bucha, where dead bodies were found in the streets three days after Russian troops had left the city, after three days of peaceful life. We were accused of killing those people. You remember what happened next.

The West adopted a new package of sanctions, as if it had been waiting for it to happen. The Ukrainians said that they had reviewed their position and would reformulate the principles underlying the agreement. Nevertheless, contacts between us continued. The latest draft agreement, which we submitted to Ukraine nearly a month ago, is gathering dust. If you ask who wants to hold and is ready for talks, Vladimir Zelensky said in an interview the other day (he does this almost every day) that he is ready for talks, but they must be held between himself and Vladimir Putin, because there is allegedly no use doing this at any other level. He said the talks should be held without any intermediaries and only after Ukraine resumed control of its territory as of February 23, 2022. Anyone can see that this is not serious. But it suits the West to keep up this unreasonable and unsubstantiated obstinacy. This is a fact.

The West has called for defeating Russia on the battlefield, which means that the war must continue and that increasingly more weapons must be provided to the Ukrainian nationalists, to the Ukrainian regime, including weapons that can hit targets in the Russian Federation. It is such weapons that Vladimir Zelensky demands publicly. We have issued most serious warnings to the West that it is, in fact, fighting a proxy war against the Russian Federation with the hands, bodies and brains of the Ukrainian neo-Nazis, which can become a major step towards an unacceptable escalation. I hope that the remaining reasonable forces in the West are aware of this.

As for Turkey and Italy, Turkey doesn’t have a plan. At least nobody has presented it to us, although President Recep Tayyip Erdogan has noted on many occasions that Turkey is ready to provide a venue just as it did in Istanbul on March 29.  In fact, it was a useful contact. For the first time the Ukrainians presented their vision of a peace agreement on paper in response to our numerous requests, which we accepted and translated into the legal language. I have told you what happened after that. President Erdogan stands for peace and is ready to do all he can to bring it about. But Vladimir Zelensky has said that he doesn’t need intermediaries. That’s his business. He is as fickle as the wind: first, he rallied the support of all the G7 countries, and now it appears that former NATO Secretary General Anders Fogh Rasmussen is creating an advisory group at Kiev’s request that will provide proposals on security guarantees for Ukraine in the context of a peace settlement.

I would like to remind you that initially the Ukrainians’ concept was to draft a comprehensive agreement which would include Ukraine’s pledge not to join any blocs or have nuclear weapons, as well as guarantees of its neutral status. It would also stipulate the guarantor countries’ guarantees that will take into account the security interests of Ukraine, the Russian Federation and other countries in the region. As I have mentioned, Kiev is moving away from that concept. If Andreas Fogh Rasmussen has been recruited to formulate certain “guarantees” in a narrow circle of the Ukrainian regime’s Western sponsors and to subsequently try to submit them to Russia, it is a path that leads nowhere.

Question: Is this a non-paper? Just an initiative of former [NATO] officials?

Sergey Lavrov: We are looking into this now. This has already been promoted as a breakthrough step. The same applies to the Italian initiative.  Luigi Di Maio is quite active in the media landscape promoting the Italian four-point initiative. All we know about it is that it can bring the long-awaited peace, and not just suit both Russia and Ukraine, but launch something like a new Helsinki process, a new agreement on European security, and that it already enjoys the support of the G7 and the UN Secretary-General. I don’t know whether this is true, or to whom he has shown it. No one has sent us anything. All we can go by is speculation, descriptions of this initiative as they appear in the media.

But what we have read (if it is true, of course) makes us regret that the sponsors of this initiative show so little understanding of what is happening or knowledge of the subject, the history of this matter. Allegedly, it says that Crimea and Donbass should be part of Ukraine, which should grant those regions broad autonomy. Serious politicians who want to achieve results, not just grandstand to impress their voters, cannot be proposing such things. Donbass could have returned to Ukraine a long time ago if the Ukrainian regimes (Petr Poroshenko, and then Vladimir Zelensky) had fulfilled the Minsk agreements and granted a special status to the people that refused to accept the coup. The package included the status of the Russian language. However, instead of granting that status, Ukraine banned the Russian language. Instead of unblocking economic ties, Poroshenko announced a transport embargo on those regions, making retirees travel many kilometres to receive their pension benefits.

This Italian initiative you asked me about – as reported by the media – also calls for launching a new Helsinki process, in addition to reconciliation between Russia and Ukraine, to ensure the safety of everyone and everything.  Our colleagues in Rome came to their senses too late. The Helsinki process has given a number of important gains to the world, to our region, to the Euro-Atlantic region, including declarations signed at the highest political level, at the OSCE summits, in particular in Istanbul in 1999, in Astana in 2010 – declarations on indivisible security. Those documents said security can only be equal and indivisible. Further elaborating on this, they said all participating states have the right to be or not to be a party to treaties of alliance, but no country can join any alliances or otherwise strengthen its security if it affects the security of any other state. The third component of this formula is that no country, no organisation in the OSCE area will claim to dominate security issues.

Anyone familiar with the situation in Europe understands that Western countries have been grossly violating the key components of that commitment by strengthening their security in violation of Russia’s right to its own security. They claim that only NATO can call the tune in this region, and no one else. We have tried to make those beautiful political words become reality, to make them work rather than keep them on paper signed off by the presidents of the United States and European countries. We proposed making that political commitment legally binding. As far back as in 2009, we proposed an agreement to NATO countries. They said they wouldn’t even discuss it because only NATO could provide legal security guarantees. When we asked about the OSCE’s role, they said those were just political promises and slogans. That showed how Western politicians treat the signatures of their presidents. But we did not stop there.

We made another attempt last year. In November 2021, President Vladimir Putin instructed his team to draft new documents to agree with the United States and NATO on the principles that would be approved by all at the highest level. We drafted those treaties and transferred them to Washington and Brussels in early December 2021. Several rounds of negotiations followed. I met with US Secretary of State Antony Blinken. We were told that we could discuss the arms control agenda, but NATO expansion was not our business or anybody’s business, for that matter. When we again quoted their commitment not to strengthen their security at the expense of others, they dismissed that as immaterial. What mattered was NATO’s so-called open door policy. We have warned them repeatedly – in 2009, then in 2013, 2014 (when a coup d’état occurred in Ukraine), and in 2015 (the Minsk agreements). All these years, we have been telling our Western colleagues that it will end badly because they continue to ignore our legitimate interests and rudely tell us no when we ask them to take us into consideration – not somewhere tens of thousands of kilometres away, but right on the borders of the Russian Federation. This arrogance, this air of being exceptional, this colonial mentality (I can do anything and you will do what I tell you) is not manifested only in their attitude to our interests.

Remember 1999, when the United States suddenly decided that Yugoslavia, lying 10,000 kilometres away from its coasts, posed a threat to its security? They bombed it to dust in a heartbeat. They used OSCE Mission leader William Walker from the United States to loudly declare that several dozen corpses discovered in the village of Racak were a crime against humanity. As it turned out later, these corpses were not civilians, but militants who were disguised as civilians and scattered around the place.

The same setup was used in Bucha near Kiev on April 3. It works regardless of whether the public finds it convincing or not. They didn’t need to convince anyone. They bombed Yugoslavia, created an independent Kosovo violating every OSCE principle in the process and then said it would be like that from then on.

They said no after the referendum in Crimea. According to them, self-determination in Kosovo is a good thing, but self-determination in Crimea is not. This is being done as if nothing were wrong. No one is even blushing, although it’s a shame for Western diplomacy which has lost its ability to provide elegant explanations for their grossly reckless moves.

In 2003, the United States decided that a threat was coming from another country located 10,000 kilometres away and produced a vial with what I think was tooth powder. Poor Colin Powell later lamented that he had been set up by the intelligence. Several years later, Tony Blair, too, said it was a mistake, but nothing could be done about it. Nothing can be done about it. They bombed the country killing under a million civilians. Until now, Iraq’s integrity has not been restored. There are enough problems there, including terrorism, which did not exist there before. Indeed, Iraq and Libya were authoritarian regimes, but there were no terrorists, ongoing hostilities, or military provocations.

Libya is on that list, as well. In 2011, President Obama said that they would be “leading from behind” Europe.  France, the most democratic nation in the Old World (freedom, equality, fraternity), led the NATO operation to destroy the regime. As a result, they destroyed the country. It is hard to put it back together now. Again, the French are trying to do so as they come up with initiatives, convene conferences and announce election dates. All in vain, because, before going in, they needed to think about what would become of Libya after the West ensured its “security” in that country.

I’m citing this example not to say: they can, but we can’t. That would be simplifying matters. What I’m saying is that the Western countries believe that the entire world is part of their security, and they must rule the world.

As NATO was crawling up to Russia’s borders, it told us not to be concerned about it, since NATO is a defensive alliance and does not threaten our country’s security. First, this sounds like a diplomatic effrontery. We must decide for ourselves on our security interests, just like any other country. Second, NATO was a defensive alliance when there was someone to stand up to like the Soviet Union and the Warsaw Pact. There was the Berlin Wall between Western and Eastern Europe. Everyone was clear about the line of defence. After the Warsaw Pact and the Soviet Union ceased to exist, any lieutenant with basic training knew there was no longer any such thing as a defence line. All you need to do now is live a normal life based on shared values and a common European space.

We put our signature under multiple slogans including “from the Atlantic Ocean to the Pacific Ocean,” “from Lisbon to Vladivostok,” and “we are brothers and sisters now.” However, they retained their military nature as they continued to move the “line of defence” closer to our borders. We have just had an in-depth discussion on the outcomes of this policy. In recent months, the NATO Secretary General and warmongering politicians like the British Foreign Secretary have been publicly stating that the alliance must have global responsibility. NATO must be in charge of security in the Pacific. This may mean that next time NATO’s “defence line” will move to the South China Sea.

Not only NATO, but the EU leaders also decided to “play soldiers.” Ursula von der Leyen, who is rivalling EU top diplomat Josep Borrell in terms of bellicosity, claimed that the EU must be in charge of security matters in the Indo-Pacific region. How are they going to accomplish this? They keep talking about an EU “army.” No one will let them create this “army” as long as NATO exists.

To all appearances, no one is going to even reform NATO. They are going to turn this “defensive alliance” into a global alliance claiming global military dominance. This is a dangerous path that is definitely doomed to failure.

Question: To what extent are these developments affecting the Russian army’s presence in Syria?

Sergey Lavrov: We are present in Syria at the request of the legitimate President of the Syrian Arab Republic and the legitimate government of that country. We are there in full compliance with the principles enshrined in the UN Charter and are addressing the tasks set by UN Security Council Resolution 2254. We will stick to this policy and support the Syrian government in its efforts to fully restore Syria’s territorial integrity. The armed forces of the countries that no one had invited to Syria are still deployed there. Until now, the US military, which has occupied a significant portion of the eastern bank of the Euphrates River, is openly building a quasi-state there and is directly encouraging separatism taking advantage of the sentiment of a portion of the Kurdish population of Iraq. Problems are arising between the various entities that unite the Iraqi and Syrian Kurds. All of that intensifies tensions in this region. Of course, Turkey cannot stay on the sidelines.

We want to address these issues solely on the basis of respect for Syria’s sovereignty and territorial integrity. We are talking to the Kurds. We have channels which we use to communicate with all of them. We encourage them to take a closer look at recent developments where the United States promised something to someone and then failed to deliver. Starting a serious dialogue with Damascus and agreeing on arrangements of living in a single state is a much more reliable approach even from these purely pragmatic considerations, not to mention international law.

Of course, Russia will continue to provide humanitarian aid. The United States is trying to keep the crisis situation unchanged and to encourage the sides to resume hostilities. The notorious Caesar Act is designed to strangle the Syrian economy. We see that a growing number of Arab countries are starting to understand the utter futility of this policy and are interested in resuming relations with Syria. Recently, the UAE restored its embassy’s activities in full. A number of Arab countries have never withdrawn their embassies from Damascus. Preparations are underway for a summit of the League of Arab States, which I discussed with Algerian President Abdelmadjid Tebboune. The vast majority of the League members (as far as we can tell from our contacts) are in favour of a solution that will make it possible to resume Syria’s full Arab League membership.

Refugees are another issue. The UN mediators are trying to get involved in this matter, but the United States and the compliant Europeans are doing their utmost to make the return of these people impossible. Remember when Syria held a conference in Damascus a couple of years ago to raise funds and make it possible for the refugees to return, the Americans went out of the way to keep everyone from attending this conference. Not everyone listened to them and about 20 countries, primarily Arab countries, as well as the People’s Republic of China and other countries, took part in it.

The UN showed its weakness by refusing to participate in that conference and only sending its representative in Damascus to sit there as an observer. That decision hit the United Nations’ reputation hard because its Resolution 2254 explicitly calls for the return of refugees. Both the UN Secretariat and the Secretary-General personally have an obligation to contribute to this directly. Until recently, the European Union held its own conferences on refugees (and they were not devoted to creating conditions for their return, but to raising money to pay the host countries). The purpose of those conferences was to make the current situation permanent and prevent any chance of positive developments in Syria. Yet, the Secretary-General did not just send representatives to them, but participated in these conferences as a co-chair. We have been pointing out that serious misinterpretation of his direct responsibilities.

As for the process that is taking place in Geneva, including the Constitutional Committee, its Drafting Commission – I keep in touch with Geir Pedersen, who represents the UN as a mediator in this process. He visited Russia not long ago. We also communicate through our mission in Geneva. There is an agreement that the next meeting of the Drafting Commission will begin at the end of May. I believe that President Bashar al-Assad’s recent decision to grant amnesty to Syrians charged with terrorism-related crimes was an important positive step. As far as I understand, a lot of work has been done, and the amnesty was announced. It will be a good chance to see how it goes. Geir Pedersen as well as many of our Western colleagues said Bashar al-Assad should take some steps. Okay. Whatever prompted the Syrian president’s decision, he did take a step. Let’s reciprocate now. Let Geir Pedersen talk to the opposition and those who control it, and persuade them to show some constructive action in this regard.

Question:  Is Russia keeping the same number of troops in Syria?

Sergey Lavrov: We have not had any requests from the Syrian government. If any such decisions are deemed expedient, they will be implemented. The numbers on the ground are determined by the specific objectives our force is tasked with there. It is clear that there are practically no military objectives left, but only ensuring stability and security. As for the remaining military objectives that the Syrian army is working for, with our support – there is the terrorist threat in Idlib, and it has not gone anywhere. Our Turkish friends and neighbours are trying, as they are telling us, to fulfil what presidents Vladimir Putin and Recep Tayyip Erdogan agreed on a few years ago. As we all see, things are going hard. This objective remains on the agenda. However, thanks to the actions by our contingent and the Syrian armed forces, we have not seen any provocations from Idlib lately targeting the Syrian army strongholds or our bases in Syria.


Foreign Minister Sergey Lavrov’s remarks at the 38th meeting of the Foreign Ministry’s Council of the Heads of Constituent Entities of the Russian Federation, Moscow, May 27, 2022

Colleagues,

We are holding a regular meeting of the Foreign Ministry’s Council of the Heads of Constituent Entities of the Russian Federation. The meeting is taking place against the background of the special military operation in Ukraine, which is being conducted in connection with the tasks set by President of Russia Vladimir Putin, tasks involving the protection of civilians, the elimination of the Ukraine-posed security threats to the Russian Federation, and the denazification of this kindred country whose people have suffered and continue to suffer at the hands of a regime which encourages extreme neo-Nazi sentiments and practices.

You see the United States and its satellites double, triple and quadruple their efforts to contain Russia with the use of a broad range of tools, from unilateral economic sanctions to utterly false propaganda in the global media space. Popular Russophobia has taken on an unprecedented scale in many Western countries, where, to our regret, it is nurtured by government circles.

Under these circumstances, it is of crucial importance that the foreign policy course approved by President Vladimir Putin is based on a broad national accord and supported by the key political forces of Russia and the leading public and entrepreneurial associations. We also feel daily the support from all Russian regions. This country is witnessing the consolidation of all healthy and patriotic forces. This is an important aspect of the present stage.

Colleagues,

At our last meeting, we discussed regions’ cultural diplomacy. The recommendations that we approved have made it possible to give a new impetus to international cultural ties maintained by Russian regions and expand the geographical reach and range of partners (of Russia’s republics, regions and territories). But the situation has changed since that time: the West has declared a total war on us and the entire Russian world. No one is concealing this any longer.

The cancel culture directed at Russia and all things Russian is reaching the apogee of absurdity. Russian greats, including Pyotr Tchaikovsky, Fyodor Dostoevsky, Leo Tolstoy and Alexander Pushkin, are banned. Russian cultural figures and artists representing our culture today are persecuted.

It may safely be said that this situation is here to stay. We should be ready to accept the fact that it has revealed the West’s true attitude to those fine-sounding slogans concerning human values and the need to create a united Europe, a “common European home” stretching from the Atlantic to the Pacific, which were put forward 30 years ago after the end of the Cold War. Today we see the true worth of all these empty words.

Let us not become self-complacent. Under the current circumstances, we need a detailed analysis of the Foreign Ministry’s effort to promote cooperation with civil society, including at the level of regions.

A sufficiently effective system of collaboration between the Foreign Ministry and non-profit organisations focusing on international issues has been established. For example, the recent assembly of the Council on Foreign and Defence Policy has clearly demonstrated the high expert potential of scientific diplomacy. Our joint work has made it possible to carry out a comprehensive analysis of the highly intricate and complex developments in the world.

That said, the presence of NGOs from regions at international venues is insignificant. However, the inclusion of certain regional NGOs in Russian delegations to the UN General Assembly has been a success. This experience shows that this partnership has a promise. We would like to make it regular and broad in nature.

I would like to highlight a number of priority areas concerning interaction with civil society institutions:

1. Mobilising Russian NGOs’ capabilities to promote recovery and to provide humanitarian aid to residents of the DPR and the LPR, as well as the liberated Ukrainian territories.

2. Engaging public diplomacy channels for outreach activities with constructive international partners, including stepping up efforts to debunk fakes about the special military operation and promoting our views in social media and the blogosphere.

3. Using NGO resources, in particular, regional associations of entrepreneurs and the Chamber of Commerce and Industry, to minimise the consequences of unilateral sanctions, and to promote ties with the friendly countries, primarily, our allies and like-minded partners in the CSTO, the SCO, the CIS, the EAEU and BRICS.

On a separate note, regional consultative mechanisms with the participation of top executives from national cultural associations are working productively. Clearly, this helps maintain inter-ethnic and inter-religious peace and accord. I think broader use of this set of tools should be made in order to strengthen business ties with the expat communities’ countries of origin, primarily in the CIS.

4. Working with our compatriots residing abroad is particularly important. They are at the forefront of dealing with the phenomenon known as Neanderthal Russophobia. Our foreign-based communities are facing unprecedented pressure and are being discriminated against on national and linguistic grounds. In spite of everything, our compatriots are holding their own and bravely defending their right not to sever contacts with the Motherland even in the most challenging times. The Immortal Regiment drive that took place in over 80 countries, including the United States and Europe, clearly showed it. Our duty is to continue to support our compatriots, and we count on the regions’ proactive moves in this regard.

It is gratifying to know that many regions, in particular, Moscow, St Petersburg, Tatarstan, Crimea, the Altai Territory and the Yamalo-Nenets and Khanty-Mansi autonomous areas (the list goes on) are effectively working with the Russian expat communities and their coordinating bodies. The most recent examples include the Moscow Government holding, in conjunction with other regions, round table discussions on the topic “Interactions with compatriots abroad at the regional level.” Such events took place in certain regions, in particular, Kaliningrad in late March, and Khabarovsk and Vladikavkaz in April. More such meetings will be held this year. We strongly support these initiatives and will sponsor such events. We are ready to provide advice to our colleagues from non-governmental organisations on the corresponding issues. We will update them on the situation of their compatriots, including instances of their legal rights being violated.

5. The developments in Ukraine confirm the importance of continued efforts to counteract the falsification of history and glorification of Nazism. The absurd content of modern Ukrainian school textbooks is a case in point. However, the problem is not limited to Ukraine. The West does not stop trying to pit the peoples of the former Soviet Union against each other through a biased interpretation of historical facts.

The other day the German government approved plans for a World War II and the German Occupation of Europe documentation centre. At first glance, this concept raises serious questions regarding its historical truthfulness. The planned centre is structured not only to downplay the Soviet Union and the Soviet people’ decisive role in defeating German Nazism, but also to play down the crimes committed by the Third Reich against the Soviet people. These themes are not indicated in the planned expositions. The plans also contain language that seeks to equate German criminals to liberators of Europe. This is yet another step within the policy adopted by modern Berlin which seeks to rewrite the history of World War II and to rehabilitate the Third Reich.

It is important to focus on preserving the common chapters of history, primarily, the Great Patriotic War, and to promote shared memories of the war and the fallen war hero search movement, as well as the ongoing CIS historians’ dialogue on existing platforms.

Proper resources and staff are required in order to overcome these challenges, and the broad involvement of NGOs that should be issued targeted grants and subsidies to this end as well. Let’s not forget about this, either.

Many Russian regions are addressing these issues adequately, including through the use of extrabudgetary sources. We are ready to support this work and supplement these initiatives with increased funding from the federal budget.

In conjunction with Rossotrudnichestvo and the Civic Chamber, we will continue to help the regions use public and people’s diplomacy in the interest of promoting our foreign policy.

US ‘coercive diplomacy’ with Saudi Arabia

While a carrot may advance US interests infinitely better than a stick at this sensitive juncture in US-Saudi relations, all indications are that Biden will resort to the stick.

Some three weeks after the reported meeting of CIA chief William Burns with the Crown Prince of Saudi Arabia Prince Mohammad bin Salman (MbS), the OPEC+ ministerial held a videoconference on Thursday.

The OPEC+ meeting drew satisfaction that “continuing oil market fundamentals and the consensus on the outlook pointed to a balanced market.” The press release issued in Vienna says the ministerial “further noted the continuing effects of geopolitical factors and issues related to the ongoing pandemic” and decided that OPEC+ should stick to the monthly production adjustment mechanism agreed in July last year “to adjust upward the monthly overall production by 0.432 million barrels/day for the month of June 2022.”

Former Wall Street Journal publisher Karen Elliott House says Burns came to Saudi Arabia for a “mating dance” with MbS — namely, the latter must cooperate on a new oil-for-security strategy to “increase production to save European nations from energy shortages.”

Burns’ visit to the kingdom took place just ahead of the fifth round of Saudi-Iranian normalization talks in Baghdad between the Saudi intelligence chief and the deputy head of Iran’s Supreme National Security Council. Iraq’s Prime Minister Mustafa al-Kadhimi who acted as mediator and attended the talks, told state media last week, “Our brothers in Saudi Arabia and Iran approach the dialogue with a big responsibility as demanded by the current regional situation. We are convinced that reconciliation is near.”

In addition, Iranian outlet Nournews, affiliated with the country’s Supreme National Security Council, reported on 24 April that the fifth round of talks on a possible détente was “constructive,” that the negotiators managed “to draw a clearer picture” of how to resume bilateral relations, and that “given the constructive bilateral dialogue so far, there is a possibility of a meeting between the Iranian and Saudi top diplomats in the near future.”

Burns’ mission couldn’t have been indifferent toward the Saudi reconciliation track with Tehran. With the outcome of the Joint Comprehensive Plan of Action (JCPOA) talks in Vienna still uncertain, Iran’s close ties with Russia and China remains a major worry for Washington. And with Tehran’s stubborn refusal to trim its regional policies to suit US regional strategies, Washington has fallen back on its usual default option to resuscitate an anti-Iran front of its regional allies. The US hopes that Saudi Arabia will come on board the Abraham Accords.

Soaring energy prices

Meanwhile, the issue of energy pricing has returned to centre stage. Indeed, high oil prices mean increased income for Russia. Russia’s sales of oil and natural gas far exceeded initial forecasts for 2021 as a result of skyrocketing prices, accounting for 36 percent of the country’s total budget. The revenues exceeded initial plans by 51.3 percent, totaling a whopping $119 billion. The Biden administration’s best-laid plans to cripple the Russian economy are unravelling. Equally, high energy prices is also a domestic issue for Biden who faces daunting elections this Autumn. Above all, unless Europe finds other oil sources, it will continue buying Russian oil.

The Saudi crown price, however, has a different agenda. After ascending to power, he is likely to rule the kingdom for many decades — half a century if he lives to 86, his father’s age. And MbS has been remarkably successful in creating his own Saudi ‘power base’ without US help. His lifestyle changes have been a smashing hit with Saudis 35 and under — 70 percent of the kingdom’s citizens — and his ambition to transform Saudi Arabia into a modern technological leader ignites the imagination of the youth.

Clearly, his refusal to punish Russia and his $2 billion ‘gesture’ toward a new, untested investment fund started by former US president Donald Trump’s son-in-law, Jared Kushner, speak for themselves. MbS has his own reasons for these actions, starting with Biden’s contemptuous reference to Saudi Arabia as a “pariah” state and his refusal to deal with the crown prince in person.

MbS hit back recently by declining to take a call from Joe Biden. Besides the petty stuff, the US restrictions on arms sales to the kingdom; insufficient response assistance to attacks on Saudi Arabia by Yemeni forces; publication of a report into the 2018 murder of Jamal Khashoggi — all these are in play here.

Even if the administration is able to obtain congressional approval for new security guarantees for Saudi Arabia (which is rather problematic), MbS might very well refuse to be swayed, since at the end of the day, high oil prices boost the ailing Saudi budget too.

The paradox is, both Saudi Arabia and Russia are stakeholders in OPEC+ as is evident from the explicit warning to the EU by OPEC Secretary General Mohammad Barkindo last month that it would be impossible to replace more than 7 million barrels per day of Russian oil and other liquids exports potentially lost due to current or future sanctions or voluntary actions.

Given the torrential geopolitical and economic crosscurrents at play here, what possibly unnerves the Biden Administration most is talk of an upcoming visit to Saudi Arabia by Chinese President Xi Jinping. There are persisting recent reports that Riyadh and Beijing are in discussions to price some of the kingdom’s oil sales in yuan rather than dollars, which would indeed mark a profound shift for global oil markets, and help advance China’s efforts to convince more countries and international investors to transact in its currency.

The Saudi explanation for the shift to the yuan is that the kingdom could use part of new currency revenues to pay Chinese contractors involved in domestic mega projects within Saudi Arabia, which would reduce the risks associated with the capital controls Beijing imposes on its currency. But, for Washington, that means certain sensitive Saudi-China transactions in yuan do not appear in the rearview mirror of the western-controlled SWIFT messaging infrastructure, making transaction monitoring unviable.

There are persistent US reports that with Chinese support, Saudi Arabia may be constructing a new uranium processing facility near Al Ula to enhance its pursuit of nuclear technology. Riyadh’s generous $8 billion in financial support for Pakistan, unveiled this week, will almost certainly raise hiccups in Washington.

Saudi Arabia is a central pillar of China’s Belt and Road Initiative (BRI) and ranks in the top three countries globally for Chinese construction projects, according to the China Global Investment Tracker, run by the American Enterprise Institute. Suffice to say, the CIA chief’s call could not have been for a friendly chat with the Saudi crown prince.

OPEC to EU: No Alternative to Russian Oil

Current and future sanctions on Russia could spawn one of the worst oil supply shocks in history, OPEC Secretary General Mohammed Barkindo warned EU officials on Monday, adding that it would be impossible to replace the volume of oil lost in such an event.

Some seven million barrels of Russian oil per day are leaving the world market as a result of sanctions and other restrictions on Russian trading, Barkindo explained.

The OPEC official also told the EU that the current volatility in the market is due to “non-fundamental factors” beyond OPEC’s control and that it is the responsibility of the EU to promote a “realistic” approach to energy transition.

The EU has announced that it plans to join the US and UK in instituting an embargo on Russian energy products. However, unlike the US and UK, Europe imports a majority of its energy supplies from Russia, and experts have warned that attempting to cut off the supply could have catastrophic results.

In particular, Germany is anticipating the collapse of entire industries, while the head of Austrian energy giant OMV has declared it would be “impossible” for his country to quit buying Russian gas.

While the US has promised to step up and fill the gaps with its more expensive liquefied natural gas exports, most of Europe’s LNG terminals are already operating at capacity, meaning there would be no place to store the fuel. Other countries are eager to use the crisis as an opening to push into renewable fuels.

Nevertheless, the European Parliament demanded last week an immediate and total embargo on Russian imports of oil, coal, natural gas, and nuclear fuel, and it is expected to have a significant negative impact on European standards of living if followed through.

Some countries, such as Hungary and Slovakia, have made clear they plan to ignore the ban in the interests of self-preservation, though others have warned their citizens to tighten their belts and get ready for lean times ahead.

Oil and gas aren’t the only commodities whose supply is drying up amid the war in Ukraine. Russia and Ukraine together produce about a third of the world’s wheat exports, and both countries are also major exporters of sunflower oil and fertilizer. As a result, food prices have hit historic highs, and many countries and NGOs are warning of food shortages looming in the near future.

US “disappointed” by Assad’s visit to UAE

The US State Department has expressed feeling “troubled” and unsupportive of US allies’ efforts at restoring relations with Syria.

The US State Department Spokesman Ned Price has expressed that the US feels troubled and disappointed by the Syrian President’s visit to the United Arab Emirates since 2011.

In a statement on Friday, Price said “We are profoundly disappointed and troubled by this apparent attempt to legitimize Bashar al-Assad… As Secretary [of State Antony] Blinken has reiterated, we do not support efforts to rehabilitate Assad; and we do not support others normalizing relations,” adding that “We have been clear about this with our partners.”

Syrian President Bashar Al-Assad met Dubai’s ruler Mohammed bin Rashid Al-Maktoum in Dubai on Friday, according to the Syrian presidency.

In his first visit to an Arab state since the war on Syria started in 2011, Assad also met with Abu Dhabi Crown Prince Mohammed bin Zayed Al-Nahyan, Emirati state news agency WAM reported.

Abu Dhabi Crown Prince expressed his hope that this visit will pave the way for prosperity, peace, and stability in Syria and the region as a whole.

The US occupation forces have long been in Syria, and the Syrian Arab tribes are strongly adamant about the rejection of the presence and practices of the US occupation forces, not to mention the theft of oil, gas, wheat, and resources.

On March 1, a Syrian military source said that a US occupation patrol, accompanied by a group of SDF militia members, tried to infiltrate the Syrian army checkpoints in the village of Ghozaliya in Tal Tamr countryside in Al-Hasakah Governorate.

According to the source, the Syrian army prevented the US patrol from entering and forced it back.

The US claims its presence in Syria is to combat terrorists, when in reality it encompasses smuggling military equipment and transferring ISIS militants from prisons to military bases. 

Last year, the US threatened Arab states over restoring ties with Syria, following the Syrian presidential elections since the war. 

According to senior US officials, Assad’s election victory proved the US efforts to stage a coup in Syria were a failure.

The US sanctions and economic boycott have made it difficult for Arab leaders to normalize relations with Assad’s government, but Friday’s meeting might be a sign that things are changing.

Recently, reports surfaced of Saudi Arabia’s Crown Prince Mohammad bin Salman (MBS) and the Crown Prince of Abu Dhabi Mohammad bin Zayed have declined US requests to speak to the US President in recent weeks, according to The Wall Street Journal.

While the West and Europe look for alternative energy sources, MBS has reiterated Riyadh’s refusal to abandon the OPEC+ pact for the sake of greater oil output on Friday.

In snub to Washington, UAE reaches out to Russia

Washington’s geopolitical cards are dwindling rapidly. The high-level UAE visit to Moscow this week has consolidated OPEC+ support for Russia in the energy war now raging between east and west.

Four top foreign minster level diplomats from Qatar, Iran, Turkey and the UAE travelled to Moscow this week, in as many days, in an impressive display of strategic realignment by regional states against the backdrop of the US-Russia conflict unfolding over Ukraine.

The arrival in Moscow of the UAE Minister of Foreign Affairs Abdullah bin Zayed bin Sultan Al-Nahyan on Thursday is the most striking. This is happening within a fortnight of the country’s inclusion on 4 March in the Grey List of the global financial crime watchdog, the Financial Action Task Force (FATF), due to alleged financial crimes. The FATF recommendations for the UAE include:

  • Implementing a more robust system to collect case studies and statistics used in money laundering (ML) investigations;
  • Demonstrating a sustained increase in effective investigations and prosecutions of different types of ML cases;
  • Probing increase in the number and quality of suspicious transaction reports filed by financial institutions and other entities; and,
  • Monitoring high-risk ML threats, such as proceeds of foreign predicate offences, trade-based ML, and third-party laundering.

The FATF is one of those tools of torture that the west has finessed in the international system to humiliate and punish developing countries whom it wants to teach a lesson or two. A cursory look at the countries figuring in the 22-member Grey List would reveal that the UAE shouldn’t really belong there — Albania, Burkina Faso, Haiti, South Sudan, Uganda, Yemen and so on.

But the west’s calculation is that the economy of a country gets affected in a negative manner when it figures on the Grey List — with international financial institutions starting to look at it as a risky nation for investment, which in UAE’s case also renders a lethal blow to its flourishing tourism industry.

Indeed, this happened under the watch of an American, Vincent Schmoll, who is holding interim charge as the acting FATF executive secretary since January. Schmoll used to be a functionary at the US Treasury. Conceivably, Washington’s writ runs large in this episode.

US-UAE relations have been experiencing some tumult during the past year. The trouble began soon after President Donald Trump’s departure from the White House. In January 2021, on Trump’s last full day in office, Abu Dhabi had signed a $23 billion agreement to buy 50 F-35 fighter jets, 18 Reaper drones, and other advanced munitions, but incoming President Joe Biden froze the deal as soon as he entered the Oval Office.

A number of factors might have influenced the Biden administration’s calculations, apart from the fact that the lucrative F-35 deal was a Trump legacy. As it transpired, in a delaying tactic, Washington began voicing serious concerns about the UAE-China relationship and the particularly strong economic ties developing between Abu Dhabi and Beijing. Notably, Washington wanted the UAE to put an end to a 5G contract with Chinese tech giant Huawei, which is the undisputed global leader in next-generation 5G technology.

Meanwhile, in addition to the Huawei issue, US intelligence agencies claimed to have discovered that Beijing was building what they thought to be a secret military facility at the Khalifa port in the UAE.

Emirati officials denied the allegation, but under pressure from Washington, were forced to halt the project, although the Persian Gulf states in general, and the UAE in particular, do not like being pushed to take sides between Washington and Beijing. They consider that their best interest lies in maintaining neutrality and balancing relations.

The end result, as everyone knows, was that much to the annoyance of Washington, Abu Dhabi finally hit back by opting for 80 Rafale combat aircraft from France in a deal worth over $20 billion last December.

Then came the bombshell in February with the sensational disclosure that the UAE has plans to order 12 L-15 light attack planes from China, with the option of purchasing 36 more. A UAE defence ministry statement said the purchase is part of the country’s efforts to diversify weapon suppliers. As an aside, the UAE air force operates mainly American-made F-16 and French-made Mirage fighters.

Only a week later, all hell broke loose when the UAE resisted American pressure and abstained (twice) on US-led Ukraine-related UN Security Council resolutions condemning Russia. Subsequent reports said that the Biden administration conveyed its displeasure to Abu Dhabi.

Soon after that, according to a Wall Street Journal report last week, Crown Prince Sheikh Mohamed bin Zayed bin Sultan Al Nahyan failed to take a call from Biden who apparently wanted to discuss the US expectation that the UAE would pump more oil into the market to bring down skyrocketing prices.

Yet another complicating factor is that the Biden administration blundered into the intra-Gulf rivalries by designating Qatar as a ‘Major Non-NATO Ally’ (MNNA). On 31 January, Qatari Emir Tamim bin Hamad Al-Thani became the first Persian Gulf leader to meet with Biden in the White House and media accounts of the visit highlighted a $20 billion deal for Boeing 777X freighter aircraft. Additionally, the emir met with Defense Secretary Lloyd Austin and discussed weapons sales.

Given this backdrop, Foreign Minister Abdullah Al-Nahyan’s arrival in Moscow couldn’t have been any less dramatic. The Russian side has divulged few details about the visit. The big question is whether any arms deal was been discussed.

Russian Foreign Minister Sergey Lavrov made a statement that the talks covered “a wide range of issues related to our bilateral relations and international agenda. For obvious reasons, we paid a great deal of attention to the Ukrainian developments. We spoke in detail about the goals and objectives of Russia’s special military operation in Ukraine to protect people from the Kiev regime, and to demilitarize and de-Nazify this country.”

The UAE foreign minister reportedly told Lavrov that his country aimed at further systematic development of relations with Russia and diversification of the areas of bilateral cooperation. In what was possibly an indirect swipe at the US sanctions aimed at isolating Russia from the world economy, Al-Nahyan said:

“It is always important for us to keep our finger on the pulse and make sure that relations between Russia and the UAE move forward. There is no doubt that we are aimed at the systematic development of these relations and the diversification of the areas of bilateral cooperation so that it meets the interests of both our citizens and state institutions and other structures.”

He stressed that the parties should strengthen cooperation on energy and food security. Clearly, the US cannot count on the support of the Persian Gulf region in its campaign to isolate Russia or to dismantle OPEC+ – an increasingly influential body consisting of the 13 OPEC members plus ten non-OPEC oil exporters, which is chaired by the largest producers Russia and Saudi Arabia. The Gulf countries are, one by one, seeking out Russia to signal their solidarity and register their own desire to shake off US hegemony.

Interestingly, last Tuesday, Bahrain’s King Hamad bin Isa Al-Khalifa had called Russian President Vladimir Putin to discuss “topical issues of Russia‒Bahrain cooperation in politics, trade and the economy… (and) expressed the shared intention to further develop the friendly ties between Russia and Bahrain.” This, despite the fact that the US Navy’s Fifth Fleet and the US Naval Forces Central Command are based in Bahrain.

Such display of solidarity by the ‘non-western international community’ brings some vital nuance to the global geopolitical chessboard: for one, it makes a mockery of the western sanctions against Russia. The Gulf countries are avid ‘globalizers’ and trading nations — Dubai, in particular. As time passes, western companies are sure to find ingenious ways to trade with Russia via resourceful intermediaries in the Gulf region.

Abdullah Al-Nahyan’s trip to Moscow is a demonstrative act of defiance, both symbolically and strategically. It is a mark of the Persian Gulf region’s growing alienation from Washington. Reports suggest that UK Prime Minister Boris Johnson, who travelled to both the UAE and Saudi Arabia this week to press for increased oil production to lower oil prices, also came back empty-handed.

Contrary to Washington’s hopes, there is every likelihood that the OPEC+ will continue to strengthen its strategic autonomy vis-a-vis the US. Previously, Russia used to be a voice of moderation within the group. This will have profound implications for the world oil market.

The high attention Russian diplomacy paid to the West Asian region in the recent decade is returning dividends, for sure. Russia offered its Persian Gulf interlocutors something they never experienced before with a great power – an equal partnership based on mutual respect.

Ladies and gentlemen,

We have held talks with my colleague, Foreign Minister of the Islamic Republic of Iran Hossein Amir-Abdollahian. The talks were held in a traditionally friendly atmosphere and were frank, concrete and useful.

We discussed the further development of our broad and multifaceted bilateral cooperation in accordance with the agreements reached by President of Russia Vladimir Putin and President of Iran Ebrahim Raisi during his visit to Moscow on January 19-20, 2022. We are continuing to work on a new, big interstate treaty at Iran’s initiative. We expressed mutual interest in signing this basic document as soon as possible. It will reflect the current state and development prospects of the entire range of Russian-Iranian relations. We reaffirmed the principles of our interaction on the international stage.

We highlighted our trade and economic cooperation and noted the steady growth in our mutual trade despite the illegal sanctions and the pandemic. In 2021, it increased by nearly 82 percent, to more than $4 billion. We agreed to continue working to build up our business ties and enhance their quality, including at the interregional level. We confirmed that no illegal sanctions would hinder our consistent progress.

We had a constructive discussion on current international matters. We have a common stand on the promotion by our Western partners, led by the United States, of the “rules-based order,” which they want to take the place of international law. This rules-based order is the epitome of injustice and double standards, alongside the afore-mentioned illegal unilateral sanctions, which are targeting ordinary people.

We spoke up firmly in favour of making international life more democratic, based on all countries’ strict compliance with the UN Charter and its principles, and on the strengthening of the UN’s central role in international affairs. We decided to continue strengthening our effective cooperation within the framework of the UN, where our positions are traditionally very similar or coincide.

We expressed support for the decision taken at the 21st SCO summit in Dushanbe in September 2021 to launch the procedure to grant the status of full member to Iran. Tehran plays a major role in Eurasia and has been working closely with the Shanghai Cooperation Organisation for a long time. This interaction will now be given a new, comprehensive quality.

We facilitate a negotiating process that was launched in November 2021 to conclude a full-scale free trade agreement between Iran and the Eurasian Economic Union. We are convinced that the liberalisation of customs tariffs will positively influence the development of Russian-Iranian trade and economic ties.

We held a detailed discussion on the current situation with the Joint Comprehensive Plan of Action regarding the Iranian nuclear programme. We support the soonest possible resumption of the full implementation of the agreement, which was formalised by UN Security Council Resolution 2231, based on a balance of interests initially stipulated by it. We are expecting the United States to return to the nuclear deal’s legal framework and to cancel the illegal US-imposed sanctions that have a painful effect on Iran, its people and a number of other countries.

We exchanged opinions on the military-political and humanitarian situation in Syria. We expressed our mutual striving to closely coordinate our actions to further attain a lasting peace and improve the humanitarian situation in this country. We agreed to continue to work together for these purposes within the framework of the Astana format, which has proven effective and which includes our Turkish colleagues.yem

We coordinated our positions on other important regional matters, including the situations in the Caspian region, the South Caucasus, Afghanistan and Yemen.

We touched on the situation in Ukraine and around it. We thanked our Iranian colleagues for their objective and well-thought-out position and for understanding Russia’s security concerns, which were caused by the destabilising actions of the United States and its NATO allies. Once again, we noted that our actions are to protect the people of Donbass from the military threat posed by the Kiev regime and to facilitate the demilitarisation and denazification of Ukraine in full compliance with the values contained in the UN Charter and within the framework of documents, approved at the top-level.

I believe our talks were very productive. We have agreed to maintain contact on all issues under discussion.

Mr Minister has kindly invited me to pay a reciprocal visit to Tehran. We have accepted the invitation, and will coordinate the dates soon.

I would like to use this opportunity to congratulate our Iranian friends and, in their person, all those celebrating the springtime Nowruz holiday in the approach to this bright event.

Question (translated from Farsi): They say Russia has demanded written guarantees from the United States at the talks in Vienna, so that any sanctions against Moscow would not affect its relations with Tehran. Can this prevent agreements from being reached? Or will the American side’s illogical demands lead to this?

Sergey Lavrov: We have received written guarantees. They are actually included in the text of the agreement on the resumption of the Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear programme. All projects and areas of activity envisaged by the JCPOA have been protected, including the direct involvement of our companies and specialists, including cooperation on the Bushehr Nuclear Power Plant, which is a flagship cooperation project, and in the context of all existing plans associated with it. The Americans try to accuse us of slowing the agreement process almost every day. This is a lie. Certain capitals have yet to approve the agreement, but Moscow is not one of them.

Question (translated from Farsi, addressed to Hossein Amir-Abdollahian): Yesterday you spoke on the phone with Minister of Foreign Affairs of Ukraine Dmitry Kuleba. He wanted to give you a message for Russian Foreign Minister Sergey Lavrov. How would you comment on this?

Sergey Lavrov (adds after Hossein Amir-Abdollahian): During our meeting, Hossein Amir-Abdollahian spoke to me about the phone call he had with the Ukrainian Foreign Minister. He conveyed to me Dmitry Kuleba’s wish that we need to “stop the war” as soon as possible. This is exactly what we are doing – we are stopping the war that the Kiev regime has been waging against the population of Donbass for the past eight years or more. This war must stop. Especially now, when once again we can see the true face of the radical nationalists in Kiev. Yesterday, they used Tochka-U systems to fire cluster munitions at the centre of Donetsk killing 20 and injuring even more civilians. All these facts are being hushed up in the West, which continues to whip up hysteria by spreading patent fake news.

We have handed over some materials to our Iranian friends (we are distributing them to all our counterparts). They contain concrete facts to show what the current Ukrainian government is like, what approaches Ukrainian officials (starting with the president) express, and how they treat their obligations under the United Nations Charter, UN resolutions, the OSCE and the Minsk agreements. They signed the Package of Measures and then ignored it with the connivance (or even encouragement) of our Western colleagues.

The negotiations are ongoing on Ukraine’s neutral military status with security guarantees for all participants in this process; Ukraine’s demilitarisation to prevent any threat to the Russian Federation from its territory ever; and the termination of that country’s nazification policy supported by a number of Ukrainian legal acts, including the abolition of all discriminatory restrictions imposed on the Russian language, education, culture and media in Ukraine.

Question: Russia has repeatedly said that there is no alternative to the JCPOA. There are some reports that the United States may suggest a new agreement without Russia’s participation. Does Moscow have any counter proposals?

Sergey Lavrov: This is yet another attempt to lay the blame at the wrong door. We have never made any excessive demands. All our rights in cooperation with Iran on JCPOA projects are reliably protected. If the Americans have not yet made a final decision on resuming the JCPOA, they probably want to shift the blame for this on somebody else. Hossein Amir-Abdollahian said that at this point, the obstacles are being created by the US’s excessive demands.

Question: The nuclear deal could unfreeze Iran’s oil exports. Would this affect Russian oil exports? Is there any mechanism to smooth over such consequences in relations between Moscow and Tehran?

Sergey Lavrov: The nuclear deal is bound to unblock Iran’s oil exports. We enthusiastically supported this important part of the agreement.

As for the impact of Iranian oil on the world market, this will affect all exporting and importing countries. There are mechanisms to prevent volatile surprises. First, there is OPEC+, of which Iran is a member. When new amounts of hydrocarbons appear in the world market, it drafts an agreement on an optimal distribution quota. I am sure that constructive work lies ahead as soon as all issues linked with Iran’s oil on the world market are settled.

Question: Having cited considerable evidence, Russia raised the issue of bio-laboratories in Ukraine. Is the international community interested in this issue? Is it ready to talk about this? Will Moscow return to this issue?

Sergey Lavrov: I would not describe the reaction of the international community as “interest.” The reaction is sooner a negative surprise and wariness. The revealed facts point to the enormous scale of the US’s unlawful activities on spreading its military bio-laboratories all over the world. There are hundreds of them, including almost 30 in Ukraine. Many of them have been established in other former Soviet states right along the perimeter of the borders of Russia, China and other countries.

We will demand that this issue be reviewed in the context of the commitments assumed by all participants in the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction. We will do all we can to force the Americans to stop blocking our proposal from 20 years ago on the need to create a special mechanism for verifying any alarming reports on the appearance of substances that may be used to develop biological weapons. They are against this mechanism because it would make any bioactivity transparent. They do not want transparency because they find it more expedient to do everything under their own control, as they have been doing up until now.

I am convinced that the international community has realised (and will realise again) that such activities are unacceptable and fraught with lethal threats to civilians on a massive scale.

The Gulf states and Ukraine: Why are Washington’s Arab allies tilting in different directions?

The divergence in views may indicate geopolitical shifts in the Persian Gulf, but may equally be tactics employed to gain leverage with Washington

Israel may have made up its mind to back the US side in Ukraine’s raging crisis, but Tel Aviv’s covert and overt Arab allies in the Persian Gulf remain uncomfortably divided over the issue.

While some have voiced support for Moscow’s position and others have denounced Russia’s military invasion of eastern Ukraine, the ‘Arab majority’ has remained neutral, issuing non-committal statements about dialogue, political solutions, and respect for the principles of international law.

Four specific stances taken by Arab and Gulf states are worth analyzing in order to understand the shifts taking place in West Asia right now:

First is the unusual pro-Russian posture struck by Saudi Arabia in the statement issued after a telephone conversation between French President Emmanuel Macron and Crown Prince Muhammad bin Salman (MbS). The statement spelled out the kingdom’s continued commitment to the ‘OPEC+’ agreement on oil production levels it brokered with Russia. This was an implicit thumbs-down to US pressure on Riyadh to increase production and drive down prices, which would ease strains on western economies.

Second is Qatar’s oblique official support for the US side and condemnation of Russia, reflected in Foreign Minister Sheikh Muhammad bin Abdulrahman Al Thani’s declaration that his country stands by “Ukraine’s sovereignty, independence and territorial integrity within its internationally recognized borders.” That means opposing Russia’s recognition of the breakaway eastern Ukrainian republics of Donetsk and Lugansk and its military intervention in their support.

Third is the abstention of the UAE, currently a rotating member of the UN Security Council, in its vote on a US-authored draft resolution condemning Russia’s aggression against Ukraine in the strongest terms and demanding the immediate withdrawal of its forces.

Fourth is the utter impartiality of the Arab League. The statement issued after its emergency meeting of permanent representatives – called for by Egypt and chaired by Kuwait – avoided condemning or endorsing the Russian move, and sufficed with flowery language about the need to respect the UN Charter and international law and support efforts to resolve the crisis peacefully.

A US-Gulf leverage game

All Gulf oil and gas producers have an obvious interest in maintaining the sky-high world energy prices that are being driven even higher by the crisis.

But Saudi Arabia’s affirmation of its commitment to the production deal it reached with Russia goes beyond this. It is sure to cause a bust-up with the US administration and President Joe Biden, who incidentally, has refused to meet with MbS since his inauguration.

Biden himself called King Salman to urge a hike in Saudi output to flood the market and bring down prices, in order to support the US and European economies and make up for any reduction in Russian oil supplies during the Ukraine crisis.

This clear challenge to Saudi Arabia’s historical strategic protector and ally can be seen as a warning to the White House: Riyadh may flip over to the Russian side if Biden continues to ignore, not recognize, and refuse to speak with the kingdom’s de facto ruler Muhammad bin Salman. Biden has insisted on dealing only with King Salman, a rule broken at least twice by Macron.

The Ukraine crisis, which could develop into a third world war, is being treated as an ‘if you’re not with us you’re against us’ issue. The US administration is unlikely to tolerate any even-handedness or neutrality on the part of its Gulf allies, especially Saudi Arabia, which has yet to officially comment on the war.

The question being asked in Gulf political corridors is whether MbS can withstand Washington’s wrath at his surprise entente with Russia, and what the consequences might be.

The same question can be addressed to Qatar and its ruler, Sheikh Tamim bin Hamad Al Thani. He firmly took the US side in his foreign minister’s veiled condemnation of the invasion. This will not endear him to his Russian partners in the Gas Exporting Countries Forum (GECF), which held a summit-level meeting in Doha last week that President Vladimir Putin did not attend.

Qatar’s volte-face began when Biden invited Sheikh Tamim to Washington on 31 January and the latter agreed to use Qatari gas to help make up for any shortfall in Russian gas supplies to Europe due to the Ukraine crisis. He is the only Gulf leader to have met with Biden in the White House, where he was elevated to the status of ‘major non-NATO ally.’

This designation bumped Qatar above the Saudis and Emiratis, who have typically been more strategically aligned with the US government. Observers understood the tactical move to be about securing Qatari gas in case events in Ukraine turned sour.

The UAE’s neutral position on Ukraine comes amidst its own fresh challenges with Washington.

Once the US’s most valued Gulf ally, in December the Emiratis suspended a multi-billion dollar acquisition of US F-35 fighter jets, and in February announced that it would purchase a dozen Chinese L-15 training and light combat aircraft, with an option to buy 36 more.

The UAE’s neutrality on Ukraine is likely to stem from the country’s recent moves to swap out its muscular foreign policy – that saw disasters in Syria and Yemen – with the soft-power variety, which leads with trade and diplomacy, and is more independent of Washington.

Unprecedented recent visits by top Emirati officials to meet counterparts in Turkey, Iran and Syria attest to this new direction, as the UAE seeks out new partnerships to balance its rivalries with Gulf neighbors Saudi Arabia and Qatar. Abu Dhabi’s abstention on the Ukraine vote at the UN just adds fuel to Washington’s existing dissatisfaction.

Neutrality may win the day

This clear divergence between Gulf states over Ukraine has been reflected in their media’s coverage of the crisis.

Viewers have detected a tilt to the Russian viewpoint by Saudi Arabia’s flagship al-Arabiya channel. Qatar’s Al Jazeera channel has reflected the US/European view, despite attempts to give its rolling coverage the appearance of professional impartiality. For its part, Abu Dhabi-owned Sky News Arabia stood somewhere in between.

It is unclear whether the UAE’s abstention in the Security Council vote on Ukraine was cleared beforehand with the US administration. If not, it will cause trouble in Abu Dhabi’s relationship with Washington and incur US wrath in some form or other. And there may not be enough time to repair any damage.

The Arabs have no stake in this war. Neutrality, for those who can find a way of opting for it, is the wisest position to take. The African proverb “when elephants fight, it is the grass that suffers” applies here, specifically to the Gulf states.

A Cold, Cold Winter Is Coming To Europe (And The World)

The current situation in the energy market is quite worrisome. Europe is taking the brunt of it, and is concerned that a long and cold winter could send it off the edge into an economic crisis, as natural gas prices are soaring to never-before-seen heights.

The Asian market, which is the largest in the world is also in a tattered state, with China already feeling the consequences of reducing dependency on coal and lack of energy resources.

This all is a result of several factors that have led to the present reality of events and the exacerbating situation.

The spot price for natural gas continues breaking records, by reaching $1,600 per 1,000 cubic meters before dropping back to $1,400 on October 6th.

Spot is initially a high-risk market; it is based on the sellers of the product that create an artificial surplus or lack of said product. If the product was deficient by definition, for example there’s not enough of it to begin with, then buyers could potentially control the market, but this is a different story.

Furthermore, gas prices are much less controlled compared to oil prices, which fluctuated rapidly in 2020. Various energy resources’ prices depend on their own specifics, but it is an obvious fact that these prices connected.

The market is concerned about energy supply this winter and shrugged off October 4th’s news from Nord Stream 2 AG, the operator of the controversial Russia-led gas pipeline, which started filling the first string of the pipeline with gas to get ready for the moment that German authorities grant it an operational license.

While gas prices are soaring, US oil prices rose for the fifth day in a row to levels not seen since 2014, amid global concerns about energy supply due to signs of tension in the oil, natural gas and coal markets.

Brent prices also rose due to concerns about supplies, especially after OPEC+ decided to stick to the planned increase in production. To put it simply, there might be an artificial deficiency which causes an increase in price.

Following a short meeting on October 4th, the OPEC+ ministers approved an increase in production by 400 thousand barrels per day in November, after which the price of oil on the New York Stock Exchange reached its highest in almost seven years. On the eve of the talks, speculation spread that the cartel and its allies could increase production by 800 thousand barrels per day in November, but, according to delegates, such a proposal was not announced.

According to Amrita Sen, a leading oil analyst and co-founder of Energy Aspects, Saudi Arabia seeks to make as few changes as possible to the current OPEC+ agreement on monthly production increases.

Instead of pushing for increased production and lowered prices, the United States appeared satisfied with Riyadh’s plan and hasn’t exerted any political pressure to change the situation.

The American Petroleum Institute reported that oil reserves in the United States increased by 951 thousand barrels in the week of October 1st.

Despite increasing prices, the United States is increasing its reserves in the face of the potential increase in prices even further.

The biggest “victim” is the European consumer.

Europe is already feeling the pressure, as natural gas is incredibly important to industry, increasing oil prices complicate the situation even further.

Not only does industry need to use a lot of natural gas, but some part of it also needs to be distributed to households, and the colder the weather gets, the more gas is required. Civilian infrastructure, as well as households needing increasing amounts of natural gas led to a higher deficiency in industry, which could itself lead to an increase in the price of various products, as well as many businesses straight up closing.

Northern Europe is already feeling the strain, as the depletion of reservoirs hinders the production of hydroelectric power.

The water level in Norwegian hydroelectric power plants for this time of year is at a minimum level. This is a concern just a few weeks before the reduction of reservoirs in late autumn. There is not enough water for export to the continent and to the UK.

Ireland and the UK are the hardest hit by the global gas shortage and are experiencing a shortage of electricity.

In Asia, which is the trade center of LNG, the situation is also quite difficult.

LNG-AS spot prices reached a record high, approximately 100% higher than one month ago, and 500% higher year over year.

A standard LNG cargo of 3.4 trillion BTU (British Thermal Units) now costs $100-120 million, while at the end of February its cost was less than $20 million.

It is not clear if any buyer is capable of actually paying for the LNG they’ve bought, as such sellers are requesting letters of credit, guaranteeing that there will be solvency when the time to pay comes.

India following China is on the verge of an energy crisis as coal reserves have reached a critical level.

According to the Ministry of Energy of India, 135 thermal power plants in the country on average had coal reserves for only four days. The shortage of electricity has already begun to affect the economy of neighboring China, where last month the manufacturing sector experienced the first decline in indicators since the beginning of the pandemic.

What could be the reason for all of this?

Notably, the renewable energy agenda, launched in the early 2000s in conjunction with the shale production program in the United States.

Both of these were ways in which the West reduced its energy dependence on exports.

It was necessary to minimize the impact of the inevitable price spike by the time the global gas market was created.

Each acceleration of new mining projects was accompanied by an increase in prices, which provided an investment flow into more expensive production.

However, the renewable energy program structurally failed. To put it simply: the United States’ ambition fell apart, as the largest gas resources are located in Russia and Iran, and both are countries that Washington has little, if any, influence over. Qatar and Australia are not enough to turn the tide.

In this strategy of reducing energy dependence at the time of the formation of the global gas market, Europe relied on renewable energy, and the United States – on shale.

The share of renewable energy in the total energy balance of the USA does not exceed 8%, in Europe it is approximately 20%, and globally it sits around 5%, in the area of statistical mistake.

In accordance with the shares of renewable energy, we are seeing a gas price boom today. The United States, with the help of shale, forced not only OPEC and Russia, but also Europe and Japan to pay for the new market structure. It’s just like in 1973, when the spot-exchange oil market was created.

The current natural gas market is in shambles, as it suffered a terrible combination of circumstances.

Fuel reserves in Europe were reduced in the face of the very real possibility of a prolonged winter, a decrease in supplies from Russia and an increase in demand for LNG in Asia, which prevented the restoration of reserves in the summer.

This was joined by a decline in production in the North Sea, due to a maintenance that was delayed because of the pandemic.

This is all exacerbated by the hasty transition towards renewable energy sources without the necessary technology to adequately do so.

A surprising factor is also the fact that prices were also affected by a decrease in the average wind speed to the lowest since the 1960s, interruptions in the operation of nuclear power plants and a fire on an underwater power cable connecting the UK and France.

To put it in simple terms, the “Green Deal” is motivated not by a scientific or economic approach, but by populism aimed at voters: pseudo-leftists and neo-liberals.

This is in addition to the hesitancy of multi-national corporations to invest in infrastructure, fixed assets and production. It is much more preferable to fix the profit margin and distribute funds among shareholders and management.

Finally, Hurricane Ida was a sort of jump-start of the energy crisis, as it led to the shutdown of production of massive amounts of energy in the Gulf of Mexico.

According to the U.S. Bureau of Safety and Environmental Protection, as of September 12th, 48.6% of oil production and 54.4% of gas production in the Gulf of Mexico were still stopped.

Due to the hurricane, more than 40 million barrels of refined fuel were lost and slightly fewer were lost in blocked production.

Exporters were forced to redistribute trade flows around the Atlantic and America to ensure supplies.

All of these factors combined are promising a very cold winter, and a very bleak, and extremely expensive future, compared to which the 2008 financial crisis may seem like a minor inconvenience.

As a consequence, industry will suffer, but the final consumer will suffer the most.

The rise in gas and electricity prices in Europe sends a powerful signal to manufacturers to consider temporarily closing factories, and to owners of homes and offices to turn off thermostats to prevent stocks from falling to a critical minimum and depletion of fuel reserves this winter.

For manufacturers, a short-term closure has a double benefit: a reduction in electricity costs, as well as an increase in prices for their products, which helps protect profits from rising electricity and gas prices. Still, a balance needs to be found as a business cannot remain closed indefinitely.

After a sufficient number of reliable plant closures and other energy-saving measures are announced, futures prices are likely to decline, as there will not be enough buyers, regardless of the price.

The supply chain will be disrupted if factories close, and this brings along its own set of problems.

If the upcoming winter does not turn out to be mild, rising prices and physical shortages of gas, coal and electricity are unlikely to remain limited to energy markets, and this will affect the rest of the economy, as is already happening in China.

Separately, this is a wake-up call that climate change is rapidly turning into a direct factor influencing asset allocation decisions for investors. It used to be a fringe possibility, somewhere in the background.

Investors can no longer afford to ignore the disasters befalling the world, because all of these result in rising prices for natural gas and other commodities.

The centralized EU policy to achieve zero emissions by 2050, significantly aggravated and accelerated the development of the crisis. It promises to become even worse as Germany promises to close down nuclear power plants by the end of 2021. Berling stop supplying electricity to the very European networks that have taken the brunt of the crisis. The resulting gap will be felt by the whole of Europe.

I am delighted to welcome you to the final session of the 17th annual meeting of the Valdai International Discussion Club. It is my special honour and pleasure to welcome our traditional guest for our final meetings, President of the Russian Federation Vladimir Putin.

Ladies and gentlemen,

I would like to welcome you all to our traditional annual meeting. We are meeting in an unusual format this time; we are videoconferencing. But I can see there are also people in the room. Not as many as usual of course, but nevertheless there are people present, and, apparently, you have had an in-person discussion, and I am delighted that you have.

We are certainly aware, we can see that the coronavirus epidemic has seriously affected public, business, and international affairs. More than that – it has affected everyone’s routine rhythm of life.

Almost all countries had to impose various restrictions, and large public gatherings have been largely cancelled. This year has been challenging for your Club as well. Most importantly, though, you continue to work. With the help of remote technology, you conduct heated and meaningful debates, discuss things, and bring in new experts who share their opinions and present interesting outside-the-box, sometimes even opposing, views on current developments. Such an exchange is, of course, very important and useful now that the world is facing so many challenges that need to be resolved.

Thus, we still have to understand how the epidemic affected and will continue to affect the present and future of humanity. As it confronts this dangerous threat, the international community is trying to take certain actions and to mobilize itself. Some things are already being done as collaborative efforts, but I want to note straight away that this is only a fraction of what needs to be done in the face of this formidable common challenge. These missed opportunities are also a subject for a candid international discussion.

From the onset of the pandemic in Russia, we have focused on preserving lives and ensuring safety of our people as our key values. This was an informed choice dictated by our culture and spiritual traditions, and our complex, sometimes dramatic, history. If we think back to the great demographic losses we suffered in the 20th century, we had no other choice but to fight for every person and the future of every Russian family.

So, we did our best to preserve the health and the lives of our people, to help parents and children, as well as senior citizens and those who lost their jobs, to maintain employment as much as possible, to minimise damage to the economy, to support millions of entrepreneurs who run small or family businesses.

Perhaps, like everyone else, you are closely following daily updates on the pandemic around the world. Unfortunately, the coronavirus has not retreated and still poses a major threat. Probably, this unsettling background intensifies the sense, like many people feel, that a whole new era is about to begin and that we are not just on the verge of dramatic changes, but an era of tectonic shifts in all areas of life.

We see the rapidly, exponential development of the processes that we have repeatedly discussed at the Valdai Club before. Thus, six years ago, in 2014, we spoke about this issue when we discussed the theme The World Order: New Rules or a Game Without Rules. So, what is happening now? Regrettably, the game without rules is becoming increasingly horrifying and sometimes seems to be a fait accompli.

The pandemic has reminded us of how fragile human life is. It was hard to imagine that in our technologically advanced 21st century, even in the most prosperous and wealthy countries people could find themselves defenceless in front of what would seem to be not such a fatal infection, and not such a horrible threat. But life has shown that not everything boils down to the level of medical science with some of its fantastic achievements. It transpired that the organisation and accessibility of the public healthcare system are no less, and probably much more important in this situation.

The values of mutual assistance, service and self-sacrifice proved to be most important. This also applies to the responsibility, composure and honesty of the authorities, their readiness to meet the demand of society and at the same time provide a clear-cut and well-substantiated explanation of the logic and consistency of the adopted measures so as not to allow fear to subdue and divide society but, on the contrary, to imbue it with confidence that together we will overcome all trials no matter how difficult they may be.

The struggle against the coronavirus threat has shown that only a viable state can act effectively in a crisis – contrary to the reasoning of those who claim that the role of the state in the global world is decreasing and that in the future it will be altogether replaced with some other forms of social organisation. Yes, this is possible. Everything may change in the distant future. Change is all around us, but today the role and importance of the state do matter.

We have always considered a strong state a basic condition for Russia’s development. And we have seen again that we were right by meticulously restoring and strengthening state institutions after their decline, and sometimes complete destruction in the 1990s.

Then, the question is: what is a strong state? What are its strengths? Definitely, not total control or harsh law enforcement. Not thwarted private initiative or civic engagement. Not even the might of its armed forces or its high defence potential. Although, I think you realise how important this particular component is for Russia, given its geography and the range of geopolitical challenges. And there is also our historical responsibility as a permanent member of the United Nations Security Council to ensure global stability.

Nevertheless, I am confident that what makes a state strong, primarily, is the confidence its citizens have in it. That is the strength of a state. People are the source of power, we all know that. And this recipe doesn’t just involve going to the polling station and voting, it implies people’s willingness to delegate broad authority to their elected government, to see the state, its bodies, civil servants, as their representatives – those who are entrusted to make decisions, but who also bear full responsibility for the performance of their duties.

This kind of state can be set up any way you like. When I say “any way,” I mean that what you call your political system is immaterial. Each country has its own political culture, traditions, and its own vision of their development. Trying to blindly imitate someone else’s agenda is pointless and harmful. The main thing is for the state and society to be in harmony.

And of course, confidence is the most solid foundation for the creative work of the state and society. Only together will they be able to find an optimal balance of freedom and security guarantees.

Once again, in the most difficult moments of the pandemic, I felt pride and, to be honest, I am proud of Russia, of our citizens, of their willingness to have each other’s backs. And of course, first of all, I am proud of our doctors, nurses, and ambulance workers – everyone, without exception, on whom the national healthcare system relies.

I believe that civil society will play a key role in Russia’s future. So, we want the voice of our citizens to be decisive and to see constructive proposals and requests from different social forces get implemented.

This begs the question: how is this request for action being formed? Whose voice should the state be heeding? How does it know if it is really the voice of the people and not some behind-the-scenes messages or even someone’s vocal yelling that has nothing to do whatsoever with our people and that at times becomes hysterical?

Occasionally, someone is trying to substitute self-serving interests of a small social group or even external forces for a genuine public request.

Genuine democracy and civil society cannot be “imported.” I have said so many times. They cannot be a product of the activities of foreign “well-wishers,” even if they “want the best for us.” In theory, this is probably possible. But, frankly, I have not yet seen such a thing and do not believe much in it. We see how such imported democracy models function. They are nothing more than a shell or a front with nothing behind them, even a semblance of sovereignty. People in the countries where such schemes have been implemented were never asked for their opinion, and their respective leaders are mere vassals. As is known, the overlord decides everything for the vassal. To reiterate, only the citizens of a particular country can determine their public interest.

We, in Russia, went through a fairly long period where foreign funds were very much the main source for creating and financing non-governmental organisations. Of course, not all of them pursued self-serving or bad goals, or wanted to destabilise the situation in our country, interfere in our domestic affairs, or influence Russia’s domestic and, sometimes, foreign policy in their own interests. Of course not.

There were sincere enthusiasts among independent civic organisations (they do exist), to whom we are undoubtedly grateful. But even so, they mostly remained strangers and ultimately reflected the views and interests of their foreign trustees rather than the Russian citizens. In a word, they were a tool with all the ensuing consequences.

A strong, free and independent civil society is nationally oriented and sovereign by definition. It grows from the depth of people’s lives and can take different forms and directions. But it is a cultural phenomenon, a tradition of a particular country, not the product of some abstract “transnational mind” with other people’s interests behind it.

The duty of the state is to support public initiatives and open up new opportunities for them. This is exactly what we do. I consider this matter to be the most important for the government’s agenda in the coming decades – regardless of who exactly will hold positions in that government. This is the guarantee of Russia’s sovereign, progressive development, of genuine continuity in its forward movement, and of our ability to respond to global challenges.

Colleagues, you are well aware of the many acute problems and controversies that have accumulated in modern international affairs, even too many. Ever since the Cold War model of international relations, which was stable and predictable in its own way, began to change (I am not saying I miss it, I most certainly do not), the world has changed several times. Things in fact happened so quickly that those usually referred to as political elites simply did not have the time, or maybe a strong interest or ability to analyse what was really going on.

Some countries hastily ran to divide the cake, mostly to grab a bigger piece, to take advantage of the benefits the end of the cold confrontation brought. Others were frantically looking for ways to adapt to the changes at any cost. And some countries – recall our own sad experience, frankly – just fought for survival, to survive as a single country, and as a subject of global politics, too.

Meanwhile, time increasingly and insistently makes us question what lies ahead for humanity, what the new world order should be like, or at least a semblance of one, and whether we will take informed steps forward, coordinating our moves, or we will stumble blindly, each of us just relying on ourselves.

The recent report of the Valdai Club, your club, reads: “…in a fundamentally changed international setting, the institutions themselves have become an obstacle to building a system of relations corresponding to the new era rather than a guarantee of global stability and manageability.” The authors believe that we are in for a world where individual states or groups of states will act much more independently while traditional international organisations will lose their importance.

This is what I would like to say in this respect. Of course, it is clear what underlies this position. In effect, the post-war world order was established by three victorious countries: the Soviet Union, the United States and Great Britain. The role of Britain has changed since then; the Soviet Union no longer exists, while some try to dismiss Russia altogether.

Let me assure you, dear friends, that we are objectively assessing our potentialities: our intellectual, territorial, economic and military potential. I am referring to our current options, our overall potential. Consolidating this country and looking at what is happening in the world, in other countries I would like to tell those who are still waiting for Russia’s strength to gradually wane, the only thing we are worried about is catching a cold at your funeral.

As a head of state who works directly in an environment that you and your colleagues describe from a position of expertise, I cannot agree with the assumption that existing international structures must be completely rebuilt, if not dismissed as obsolete and altogether dismantled. On the contrary, it is important to preserve the basic mechanisms of maintaining international security, which have proved to be effective. This is the UN, the Security Council and the permanent members’ right to veto. I recently spoke about this at the anniversary UN General Assembly. As far as I know, this position – the preservation of the fundamentals of the international order established after World War II – enjoys broad support in the world.

However, I believe that the idea of adjusting the institutional arrangement of world politics is at least worthy of discussion, if only because the correlation of forces, potentialities and positions of states has seriously changed, as I said, especially in the past 30 to 40 years.

Indeed, like I said, the Soviet Union is no longer there. But there is Russia. In terms of its economic weight and political influence, China is moving quickly towards superpower status. Germany is moving in the same direction, and the Federal Republic of Germany has become an important player in international cooperation. At the same time, the roles of Great Britain and France in international affairs has undergone significant changes. The United States, which at some point absolutely dominated the international stage, can hardly claim exceptionality any longer. Generally speaking, does the United States need this exceptionalism? Of course, powerhouses such as Brazil, South Africa and some other countries have become much more influential.

Indeed, by far not all international organisations are effectively carrying out their missions and tasks. Called to be impartial arbiters, they often act based on ideological prejudices, fall under the strong influence of other states, and become tools in their hands. Juggling procedures, manipulating prerogatives and authority, biased approaches, especially when it comes to conflicts involving rival powers or groups of states, have unfortunately become common practice.

The fact that authoritative international organisations following in the wake of someone’s selfish interests are drawn into politicised campaigns against specific leaders and countries is saddening. This approach does nothing but discredit these institutions, and leads them towards decline and exacerbates the world order crisis.

On the other hand, there are positive developments when a group of interested states joins forces to resolve specific issues, such as the Shanghai Cooperation Organisation, which for almost 20 years now has been contributing to the settlement of territorial disputes and strengthening stability in Central Eurasia, and is shaping a unique spirit of partnership in this part of the world.

Or, for example, the Astana format, which was instrumental in taking the political and diplomatic process regarding Syria out of a deep impasse. The same goes for OPEC Plus which is an effective, albeit very complex, tool for stabilising global oil markets.

In a fragmented world, this approach is often more productive. But what matters here is that, along with resolving specific problems, this approach can also breathe new life into multilateral diplomacy. This is important. But it is also obvious that we cannot do without a common, universal framework for international affairs. Whatever interest groups, associations, or ad-hoc alliances we form now or in the future – we cannot do without a common framework.

Multilateralism should be understood not as total inclusivity, but as the need to involve the parties that are truly interested in solving a problem. And of course, when outside forces crudely and shamelessly intervene in a process that affects a group of actors perfectly capable of agreeing among themselves – nothing good can come of that. And they do this solely for the purpose of flaunting their ambition, power and influence. They do it to put a stake in the ground, to outplay everyone, but not to make a positive contribution or help resolve the situation.

Again, even amid the current fragmentation of international affairs, there are challenges that require more than just the combined capacity of a few states, even very influential ones. Problems of this magnitude, which do exist, require global attention.

International stability, security, fighting terrorism and solving urgent regional conflicts are certainly among them; as are promoting global economic development, combatting poverty, and expanding cooperation in healthcare. That last one is especially relevant today.

I spoke in detail about these challenges at the UN General Assembly last month. Meeting them will require working together in a long-term, systematic way.

However, there are considerations of a more general nature that affect literally everyone, and I would like to discuss them in more detail.

Many of us read The Little Prince by Antoine de Saint-Exupéry when we were children and remember what the main character said: “It’s a question of discipline. When you’ve finished washing and dressing each morning, you must tend your planet. … It’s very tedious work, but very easy.”

I am sure that we must keep doing this “tedious work” if we want to preserve our common home for future generations. We must tend our planet.

The subject of environmental protection has long become a fixture on the global agenda. But I would address it more broadly to discuss also an important task of abandoning the practice of unrestrained and unlimited consumption – overconsumption – in favour of judicious and reasonable sufficiency, when you do not live just for today but also think about tomorrow.

We often say that nature is extremely vulnerable to human activity. Especially when the use of natural resources is growing to a global dimension. However, humanity is not safe from natural disasters, many of which are the result of anthropogenic interference. By the way, some scientists believe that the recent outbreaks of dangerous diseases are a response to this interference. This is why it is so important to develop harmonious relations between Man and Nature.

Tensions have reached a critical point. We can see this in climate change. This problem calls for practical action and much more attention on our part. It has long stopped being the domain of abstract scientific interests but now concerns nearly every inhabitant of the planet Earth. The polar ice caps and permafrost are melting because of global warming. According to expert estimates, the speed and scale of this process will be increasing in the next few decades.

It is a huge challenge to the world, to the whole of humanity, including to us, to Russia, where permafrost occupies 65 percent of our national territory. Such changes can do irreparable damage to biological diversity, have an extremely adverse effect on the economy and infrastructure and pose a direct threat to people.

You may be aware that this is very important to us. It affects pipeline systems, residential districts built on permafrost, and so on. If as much as 25 percent of the near-surface layers of permafrost, which is about three or four metres, melt by 2100, we will feel the effect very strongly. Moreover, the problem could snowball into a crisis very quickly. A kind of chain reaction is possible, because permafrost melting will stimulate methane emissions, which can produce a greenhouse effect that will be 28 times (sic!) larger than in the case of carbon dioxide. In other words, the temperature will continue rising on the planet, permafrost will continue melting, and methane emissions will further increase. The situation will spiral. Do we want the Earth to become like Venus, a hot, dry and lifeless planet? I would like to remind you that the Earth has an average surface temperature of 14°C while on Venus it’s 462°C.

Another subject, completely different. I would like to say a few words on a different subject. Let us not forget that there are no longer just geographical continents on Earth. An almost endless digital space is taking shape on the planet, and people are mastering it with increasing speed every year.

The restrictions forced by the coronavirus have only encouraged the development of remote e-technology. Today, communications based on the internet have become a universal asset. It is necessary to see that this infrastructure and all cyberspace operates without fail and securely.

Thus, remote, distance work is not just a forced precaution during a pandemic. This will become a new form of organising labour, employment, social cooperation and simply human communication. These changes are inevitable with the development of technological progress. This recent turn of events has merely precipitated these processes. Everyone appreciates the opportunities and conveniences provided by new technology.

But, of course, there is a reverse side as well – a growing threat to all digital systems. Yes, cyberspace is a fundamentally new environment where, basically, universally recognised rules have never existed. Technology has simply moved ahead of legislation and thus, judicial oversight. At the same time, this is a very specific area where the issue of trust is particularly urgent.

I think that at this point we must return to our historical experience. What do I mean? Let me recall that the established notion of “confidence-building measures” existed during the Cold War. It applied to relations between the USSR and the US, and between the Warsaw Pact and NATO, that is, military-political relations.

That said, let me emphasise that now, competition is usually “hybrid” in character. It concerns all areas, including those that are just taking shape. This is why it is necessary to build confidence in many areas.

In this sense, cyberspace can serve as a venue for testing these measures, like at one time, arms control paved the way for higher trust in the world as a whole.

Obviously, it is very difficult to draft a required “package of measures” in this area, cyberspace. However, it is necessary to start on it. This must be done now.

As you may be aware, Russia is actively promoting bilateral and multilateral cyber security agreements. We submitted two draft conventions on this subject at the UN and established a corresponding open-ended working group.

Recently, I proposed starting a comprehensive discussion of international cybersecurity issues with the United States. We are aware that politicians in the United States have other things to focus on now because of the election campaign. However, we hope that the next administration, whatever it may be, will respond to our invitation to start a discussion of this subject just like other items on the Russia-US agenda such as global security, the future of the strategic arms reduction treaty and a number of other issues.

As you are aware, many important matters have reached the point that they require candid talks, and we are ready for a constructive discussion on an equal footing.

Of course, the times when all important international matters were discussed and resolved by essentially just Moscow and Washington are long gone, lost to the ages. However, we see the establishment of a bilateral dialogue, in this case on cyber security, as an important step towards a much broader discussion involving many other countries and organisations. Should the United States choose not to take part in this work, which would be regrettable, we will still be willing to work with all interested partners, which I hope will not be lacking.

I would like to point out another important aspect. We live in an era of palpable international shocks and crises. Of course, we are used to them, especially the generations which lived during the Cold War, let alone World War II, for whom it is not just a memory, but a part of their lives.

It is interesting that humanity has reached a very high level of technological and socioeconomic development, while at the same time facing the loss or erosion of moral values and reference points, a sense that existence no longer has meaning and, if you will, that the mission of humankind on planet Earth has been lost.

This crisis cannot be settled through diplomatic negotiations or even a large international conference. It calls for revising our priorities and rethinking our goals. And everyone must begin at home, every individual, community and state, and only then work toward a global configuration.

The COVID-19 pandemic, which we have all been dealing with this year, can serve as a point of departure for such a transformation. We will have to reassess our priorities anyway. Trust me, we really will have to do it, sooner or later. All of us are aware of this. Therefore, I fully agree with those who say that it would be better to start this process now.

I mentioned history and the older generations who went through all the trials of last century for a reason. Everything we are discussing today will soon become the responsibility of young people. Young people will have to deal with all of the problems which I mentioned and you discussed today. Speaking about Russia, its young citizens, who are still growing up and gaining experience, will have to do this as soon as in the 21st century. They are the ones who will have to confront new and probably even more difficult challenges.

They have their own views on the past, present and future. But I believe that our people will always retain their best qualities: patriotism, fortitude, creativity, hard work, team spirit and the capacity to surprise the world by finding solutions to the most difficult and even seemingly insoluble problems.

Friends, colleagues,

I touched on a wide range of different issues today. Of course, I would like to believe that despite all the current difficulties the international community will be able to join forces to combat not imaginary but very real problems, and that we will eventually succeed. After all, it is within our power to stop being egoistical, greedy, mindless and wasteful consumers. Some may wonder if this is utopia, a pipe dream.

To be sure, it is easy to wonder if this is even possible considering what some individuals are doing and saying. However, I believe in reason and mutual understanding, or at least I strongly hope that they will prevail. We just need to open our eyes, look around us and see that the land, air and water are our common inheritance from above, and we must learn to cherish them, just as we must cherish every human life, which is precious. This is the only way forward in this complicated and beautiful world. I do not want to see the mistakes of the past repeated.

Fyodor Lukyanov: Mr President, thank you for this detailed statement. You have said that COVID-19 can serve as a point of departure for a reassessment. I can see that you are indeed reassessing things, because it is not everyone who speaks now about trust, harmony, the meaning of life and our mission on the planet Earth, and it was rarely so in the past as well.

I would like to say a few things in follow-up to what you have said. Of course, such a rethinking is ongoing, and we are trying to contribute to this process at the Valdai Club. However, the shocking spring developments, when we thought that the world would never be the same again, were followed by a degree of stabilisation. When global politics awoke from the mental torpor, it turned out that the agenda has hardly changed at all: we are facing the same problems, the conflicts are back and their number has even increased. But you continue with your active work despite the strained situation in global politics. Do you think that this shock had any effect on us? Do you feel any change in the sentiments of your counterparts at the top level?

Vladimir Putin: You said that the conflicts resumed when the situation improved a bit. In fact, they never abated. There is much talk about a second wave, and that the situation is back to where we were in the spring. But just look at what is happening in Nagorno-Karabakh: the conflict is still with us. And it is not just the conflicts that matter. I believe that no matter how the necessity to combat the pandemic can rally the international community, we still need to take systemic measures to settle recurring problems. This concerns the Middle East, the Syrian crisis, Libya and a great number of other problems, including terrorism and the environment. In other words, the pandemic will not help us to deal with them.

However, the pandemic is playing into our hands when it comes to raising our awareness of the importance of joining forces against severe global crises. Unfortunately, it has not yet taught humanity to come together completely, as we must do in such situations. Just look at the crises I have mentioned. We have already proposed, at the UN, among other places, that all economic and cultural restrictions be lifted for humanitarian reasons, at least temporarily.

I am not referring now to all these sanctions against Russia; forget about that, we will get over it. But many other countries that have suffered and are still suffering from the coronavirus do not even need any help that may come from outside, they just need the restrictions lifted, at least in the humanitarian sphere, I repeat, concerning the supply of medicines, equipment, credit resources, and the exchange of technologies. These are humanitarian things in their purest form. But no, they have not abolished any restrictions, citing some considerations that have nothing to do with the humanitarian component – but at the same time, everyone is talking about humanism.

I would say we need to be more honest with each other and abandon double standards. I am sure that if people hear me now on the media, they are probably finding it difficult to disagree with what I have just said, difficult to deny it. Deep down in their hearts, in their minds, everyone is probably thinking, “Yes, right, of course.” However, for political reasons, publicly, they will still say, “No, we must keep restrictions on Iran, Venezuela, against Assad.” What does Assad even have to do with this when it is ordinary people who suffer? At least, give them medicines, give them technology, at least a small, targeted loan for medicine. No.

Therefore, on the one hand, it seems like there is a tendency to unite, but, frankly speaking, by and large, I do not see any practical steps to bring it to reality. Although this trend does exist.

As for technology, it is another side of the matter. As for technology, of course, online education, telemedicine and other advanced solutions – all the modern digital technologies that had been increasingly penetrating all spheres, of course, with the pandemic have made a breach in the existing regulatory systems. They are forcing politicians, legal professionals, and administrative regulators, to move towards decision-making at a faster pace than they used to. And this is certainly, definitely changing the world.

Fyodor Lukyanov: Thank you.

Here is one more question related to what you have said.

Speaking about the strategy of combating the epidemic, you clearly and unequivocally stated that people’s life and safety are the main values. This strategy is understandable, but tactics differ. Last spring, the countries that chose a different path were sharply criticised.

For example, Sweden and Belarus did not introduce an economic lockdown or a tight quarantine. There were many pro and contra arguments. Six months later, we can see that the world is largely following in the footsteps of these countries instead of doing what we did in spring. I believe that you also said yesterday that there would not be any economic lockdown.

Does this mean that the balance is changing and that the balance should sometimes change in favour of the economy?

Vladimir Putin: I would say that nothing is changing in our country. I do not know about Sweden. On the other hand, I do know some things, and I will say a few words about them. The same is true about Belarus and other countries, where the decisions are made by their leadership. As for us, nothing has changed: people’s lives and health remain our priorities, without a doubt.

On the other hand, life and health are directly connected to healthcare, which must receive serious support from the federal and other budgets. For these budgets to be replenished, we need a working economy. Everything is closely interconnected. One needs to find a balance. I believe that we found this balance at the very beginning. We took a number of serious steps to support the economy. This support amounted to 4.5 percent of the GDP. Some other countries allocated even more funds for this purpose.

The point is actually not so much the amount of allocated funds but their effective use. I believe (we discussed several related issues with the Government today) that we disposed of these funds quite effectively, in a selective way and using the considerable resources we accumulated in the past years, as well as relying on the macroeconomic health of our economy, macroeconomic indicators and all the other positive achievements of the past years, to support our people, families with children, small and medium-sized businesses, and even large companies and whole industries.

Overall, there is no need in the current situation, at least in Russia, to reintroduce such restrictions as we had in spring, when we sent our people on paid leave and closed down whole enterprises. There is no need for this also because our healthcare system performed quite efficiently. We have also built up reserves, including a reserve of hospital beds, created new medicines and developed treatment guidelines. Our medics have learned how to deal with this disease, they know what and when needs to be done. In other words, we have become confident that we can deal with these problems. This is the first thing I wanted to say.

The second thing. We said from the beginning – I would just like to remind you, keeping in mind the vastness of our territory – that we were handing down a considerable part of authority for decision-making to the level of the constituent entities of the Russian Federation. Incidentally, all major countries, have, in fact, followed this path somewhat later. This has proven to be the right approach.

There is no such need today. The economy is recovering. The processing industry is recovering, the agro-industrial sector is performing quite well and is even growing, exports are recovering… Yes, we have issues that we should target. But look, we have basically acceptable macroeconomic indicators. Russia’s second-quarter economic contraction was 8 percent, and, say, the US economy, declined by 9 [percent], and the Euro zone, if I am not mistaken, by 14.5 – 14.7 [percent].

You have mentioned Sweden that imposed no restrictions, but they also happened to face an economic downturn. At first, they went public with the figure of 8.3 [percent], which was later adjusted to less than 8 [percent] – 7.7 [percent], if my memory serves me correctly. Here we go: they have introduced no restrictions, nor have they done what we have in supporting people and the economy, but their result is the same as ours. The modern world is extremely interconnected. But an economic decline is inevitable, the first thing to do is to take care of the people. This logic is immaculate. I am certain that you will agree on this point.

Now, regarding Belarus. President Lukashenko – I had many conversations with him – is fully aware of the COVID-19 threat. But Belarus has no comparable gold and currency reserves, nor such a diverse economic landscape, and he, as he says, simply had to keep the economy viable. But on the whole, the situation there is not worse, in fact, than in many other countries.

Therefore we face – and faced – no choice of this sort; our priorities are people, health, and life. We are not going to impose tough restrictions, there is no such need. There is no need to close businesses. What is needed is to adjust support for certain sectors, for example, for small and medium-sized businesses. Certain parts of this work require additional support, maybe the extension of tax benefits and some other measures that are due to expire shortly. It is necessary to take a closer look at transportation, the transport sector, and the services. We are aware of all this, we see this, and we will continue to work in these areas, no matter how difficult this might be. As I have repeatedly said, we will get through this difficult period together, with the people’s support and trust.

Fyodor Lukyanov: Colleagues, we are moving on to our traditional conversation. This time the setup of this discussion will be quite complex, since we have people sitting in the audience here, and I am also receiving questions from those who are watching online, and some of our colleagues will be able to ask their questions in person. Therefore, I will try to act as an impartial moderator and manage this conversation, and I apologise for any possible hiccups.

Let us begin. Timofei Bordachev, our colleague from the Valdai Club.

Timofei Bordachev: Good evening, and thank you for this unique opportunity.

Mr President, there has been much talk and debate, in the context of the global economic upheavals, about the fact that the liberal market economy has ceased to be a reliable tool for the survival of states, their preservation, and for their people.

Pope Francis said recently that capitalism has run its course. Russia has been living under capitalism for 30 years. Is it time to search for an alternative? Is there an alternative? Could it be the revival of the left-wing idea or something radically new? Thank you.

Vladimir Putin: Lenin spoke about the birthmarks of capitalism, and so on. It cannot be said that we have lived these past 30 years in a full-fledged market economy. In fact, we are only gradually building it, and its institutions. Russia had to do it from the ground up, starting from a clean slate. Of course, we are doing this taking into consideration developments around the world. After all, after almost one hundred years of a state-planned economy, transitioning to a market economy is not easy.

You know, capitalism, the way you have described it, existed in a more or less pure form at the beginning of the previous century. But everything changed after what happened in the global economy and in the United States in the 1920s and 1930s, after World War I. We have already discussed this on a number of occasions. I do not remember if I have mentioned this at Valdai Club meetings, but experts who know this subject better than I do and with whom I regularly communicate, they are saying obvious and well-known things.

When everything is fine, and the macro economic indicators are stable, various funds are building up their assets, consumption is on the rise and so on. In such times, you hear more and more that the state only stands in the way, and that a pure market economy would be more effective. But as soon as crises and challenges arise, everyone turns to the state, calling for the reinforcement of its supervisory functions. This goes on and on, like a sinusoidal curve. This is what happened during the preceding crises, including the recent ones, like in 2008.

I remember very well how the key shareholders of Russia’s largest corporations that are also major European and global players came to me proposing that the state buy their assets for one dollar or one ruble. They were afraid of assuming responsibility for their employees, pressured by margin calls, and the like. This time, our businesses have acted differently. No one is seeking to evade responsibility. On the contrary, they are even using their own funds, and are quite generous in doing so. The responses may differ, but overall, businesses have been really committed to social responsibility, for which I am grateful to these people, and I want them to know this.

Therefore, at present, we cannot really find a fully planned economy, can we? Take China. Is it a purely planned economy? No. And there is not a single purely market economy either. Nevertheless, the government’s regulatory functions are certainly important. For example, consider major industries such as aircraft construction. Without some regulatory function from the top – or from the left, right, bottom, for that matter, whether this regulatory function is visible or not – without it, it is impossible to operate in this market. And we can see that all the countries that claim respect as aircraft-building powers (contextually, I would say), their governments provide assistance to their aircraft manufacturers, all of them. And there are plenty of support methods.

By the way, the situation is much the same in the automotive industry, and in other industries. We just need to determine for ourselves the reasonable level of the state’s involvement in the economy; how quickly that involvement needs to be reduced, if at all, and where exactly. I often hear that Russia’s economy is overregulated. But during crises like this current pandemic, when we are forced to restrict business activity, and cargo traffic shrinks, and not only cargo traffic, but passenger traffic as well, we have to ask ourselves – what do we do with aviation now that passengers avoid flying or fly rarely, what do we do? Well, the state is a necessary fixture, there is no way they could do without state support.

So, again, no model is pure or rigid, neither the market economy nor the command economy today, but we simply have to determine the level of the state’s involvement in the economy. What do we use as a baseline for this decision? Expediency. We need to avoid using any templates, and so far, we have successfully avoided that. As I have said, the so-called developed economies, in Europe, have seen their GDP plummet by more than 14 percent. How high has unemployment grown in the eurozone? As far as I know, by over 10 percent. Ours has grown, too, but only by 6.3 percent. This is the result of government regulation. Or take inflation. We have been fighting it desperately. Is this not a regulatory function of the state?

Of course, the Central Bank and the Government are among the most important state institutions. Therefore, it was in fact through the joint efforts of the Central Bank and the Government that inflation was reduced to 4 percent, because the Government invests substantial resources through its social programmes and national projects and has an impact on our monetary policy. It went down to 3.9 percent, and the Governor of the Central Bank has told me that we will most likely keep it around the estimated target of around 4 percent. This is the regulating function of the state; there is no way around it. However, stifling development through an excessive presence of the state in the economy or through excessive regulation would be fatal as well. You know, this is a form of art, which the Government has been applying skilfully, at least for now.

Fyodor Lukyanov: Mr President, since you mentioned greed, I have to ask you the following. A lively discussion began the other day on the Finance Ministry’s proposal to reduce the staff at security-related agencies and to adjust their salaries and pensions. Is this a good time for this proposal? Or is it that the crisis is forcing us to cut expenses?

Vladimir Putin: The Finance Ministry regularly makes such proposals, crisis or no crisis. It is always in favour of reducing expenditure. In general, nearly all finance ministries in other countries do this as well. There is nothing unique in the proposal of the Russian Finance Ministry.

We do not envisage making any decisions yet. We have no term reduction or extension plans. It was just one of the Finance Ministry’s proposals. It has not even been reported to me yet. It is still at the level of discussion among Government agencies. When we need to make a final decision, I will take into account the economic realities and the real situation regarding people’s incomes, including in the security and military spheres, and a comparison of the levels of income in the country’s military and civilian sectors. There are many factors we need to take into account to prevent an imbalance on the labour market, and so on. I would like to repeat that these issues have not been discussed on the practical level. These discussions are ongoing within the framework of the Government.

Fyodor Lukyanov: Great. Our meeting has produced at least one result: the military can breathe out.

I would like to give the floor to our long-time friend who has been helping the Valdai Club a lot. Please meet Sam Charap from Washington, D.C. Usually, we had him here, but now he is at his workplace. We can get him on air now.

Sam, please.

Sam Charap: Hello, Mr. President,

I would like to return to your initiative to restore trust in cyberspace, which you mentioned in your remarks. Many argue whether there is trust in the outcome of the talks or the premises for holding them. It is not only about the election campaign, but the firm belief of many in Washington (and outside of it) that Russia is actively interfering in this area, and so on.

Can we ponder some kind of truce in this sphere in order to create proper grounds for talks and a minimum level of trust as a prerequisite for achieving more during ensuing talks? How do you think such a digital truce, so to say, may look like?

Vladimir Putin: Listen, as far as cybercrime is concerned, it always went hand in hand with digital technology and will probably always be there just like other offences. However, when we talk about relations between states, it is no coincidence that in my opening remarks I mentioned the dialogue on limiting offensive arms between the Soviet Union and the United States.

We agreed among ourselves to keep these weapons at a certain level. We propose reaching agreements in the sphere that is taking shape now right before our eyes and which is extremely important for the entire world and our countries. We need to discuss these matters in a broad context and come up with solutions.

I am not quite sure what kind of truce you are talking about. I believe it is already in place. You said that Russia is actively interfering. But I say: “We are not interfering in anything.” Moreover, the official probes conducted in the United States, including with the involvement of a special counsel, did not bring any results. They led to admitting the fact that there was no evidence of Russia’s interference. Therefore, I believe there is no need to set any preliminary conditions for us to start this dialogue. We must immediately sit down and talk. What is wrong with that approach? We are not proposing anything that does not meet our partners’ interests. If someone thinks that someone else is interfering in their affairs, well, let us come up with some general rules and develop verification tools to monitor compliance. Frankly, I do not understand where this persistence is coming from.

During the last months of President Obama’s presidency, his administration sent us a message to the effect that, indeed, it had taken them a while to review this matter, but they are now ready for a dialogue. Unfortunately, this ended quickly, and another president came to office. We started from centre-field with the new administration. Again, almost four years later now, we have not accomplished much.

I strongly hope that when the elections are over, our partners will return to this issue and respond positively to our proposals.

Fyodor Lukyanov: Thank you.

Fyodor Voitolovsky, Director of IMEMO, our flagship institute of international relations. Please.

Fyodor Voitolovsky: Mr President, in your statement today you mentioned one of the most burning issues of global politics, arms control. During the Cold War and especially at its final stage, the Soviet Union and the United States both applied a huge amount of efforts to create a network of treaties and a system of confidence-building measures, which limited the quantitative growth of their arsenals and reduced the risk of a conflict. Over the past 20 years, our American partners have consistently and very easily dismantled this system: first the ABM Treaty, and then the INF and Open Skies treaties. As of now, there are problems with extending the New START Treaty. Hence my question. Do you think the arms control system has a future? What new moves can be taken in this sphere?

Thank you.

Fyodor Lukyanov: I would like to add that we have a great number of questions about strategic offensive arms and especially the latest initiative advanced two days ago, and also a great deal of bewilderment over what this may mean and whether Russia has made excessive concessions.

Vladimir Putin: You asked if such arms control treaties have a future. I think that the world will have no future unless limits are put on the arms race. This is what all of us should think about, and this is what we are urging all of our partners to think about.

All of us are well aware of the problem, and you have mentioned this just now: withdrawal from the ABM Treaty, the INF Treaty and the Open Skies Treaty (the United States has not officially pulled out of it yet, but it has stated that it had launched the withdrawal process). Why? What is the reason for this decision? They do not even try to explain. They simply do not explain. Our European colleagues tell us, “Let them withdraw, but you should not do the same.” I reply, “All of you are NATO members, and so you will make flights and forward the data you collect to the Americans, while we will be unable to do this because we will remain committed to the Treaty. Let us not play dumb. Let us be honest with each other.” In fact, as far as I am aware, the United States’ European partners would like it to remain a member of the Open Skies Treaty, to keep it intact.

With regard to the INF Treaty, we have spoken about it many times, and I do not want to go over it again. When withdrawing from the ABM Treaty, the United States acted openly, directly and bluntly, but honestly. Here, though, they came up with an excuse and accused Russia of some violations, and then withdrew from the Treaty. If this were the case, if everything were just like our American partners are saying, they could also go ahead and violate it without much ado. Who was stopping them? Instead, they took this step publicly for everyone to see.

Just do not tell me that they are white and fluffy goody two-shoes who are not into underhand dealings. We are aware of what is happening with verification, in the sphere of nuclear weapons among other thing, where they weld the lids or tamper with the aircraft. They get away with it and do not let us in there. Okay, we keep quiet, but the experts know what I am talking about. They just made it a point to take these steps, and to do so publicly, with broad coverage. Clearly, they are pursuing a political goal. I just do not see any military purpose here. But the best solution is for the verification and monitoring to be implemented by all contracting parties, so that our agreements are reliably protected by these monitoring systems.

Now, START-3.We took account of all the problems when we were negotiating these issues. Only one thing was left out. It is what Russia acquired in response to the United States withdrawing from the ABM Treaty. Precisely in response to the withdrawal. I am referring to our innovative high-precision hypersonic weapons. Indeed, neither the United States nor other countries have access to such weapons, although they are working on it, and someday they will have them as well. They are telling us, “You have it, we do not, so we must take this into account.” Well, we do not mind, let us take it into account. Both regarding the number of carriers and the number of warheads. We do not mind.

There are other issues that we can discuss. But what choice do we have? The treaty expires in February. After all, my proposal is very straightforward. It lies on the surface. Nothing will happen if we extend this agreement, without any preconditions, for one year and persistently work on all the issues of concern both to us and the Americans. We will work on it together and look for solutions.

After all, the trick is that we have had hardly any constructive discussions about this so far. Our partners, to put it bluntly, shied away from a direct and substantive professional discussion. The treaty will expire in February 2020, and that is all we have left now.

Question: What is better: to preserve the current treaty as it is, to start discussing it in detail and try to find some compromise during the year or to lose it altogether and leave us, the US and Russia, and the entire world practically without any legal foundation that limits the arms race? I believe the second option is much worse than the first.

I think it is simply unacceptable but I have said, and I want to emphasise it once again, that we are not holding on to this treaty. If our partners decide it is not necessary – all right, let it be, there is nothing we can do to prevent them. Our security, Russia’s security will not be damaged by this, especially because we have the latest weapons systems. This is the first part.

The second part boils down to making these agreements multilateral by including our Chinese friends in them. But are we against this? Russia is not against this but just do not shift on us the responsibility of making this treaty multilateral. If someone wants to do this, it is fine to try to achieve this. We do not object to this. Are we an obstacle on this road? No.

But the arguments quoted by our Chinese friends are very simple. China is an enormous country, a great power with an enormous economy and 1.5 billion people. But the level of its nuclear potential is almost twice, if not more lower than that of Russia and the US. They are asking a lawful question, “What will we limit? Or will we freeze our inequality in this area?” What can you reply to this? It is the sovereign right of a 1.5 billion strong nation to decide on the best way of building its policy on ensuring its own security.

Of course, it is possible to turn this into a subject of an argument or discussion and simply block any agreement. But may I ask why would only China be pressed to be involved in this process and in signing this treaty? Where are the other nuclear powers? Where is France that, as the press reports, has just tested another submarine-launched cruise missile? Great Britain is also a nuclear power. There are other nuclear states that are not officially recognised as such, as it were, but the whole world knows that they have nuclear arms. So, are we going to behave like ostriches? Hide our heads in the sand and pretend that we do not understand what is going on? What we need is not a checkerboard pattern on our car. We need to drive it, therefore we need to ensure security. So, let us get them involved as well. Let us do it. We are not against this. The only question is whether there is any reason for this, a goal to strive for, whether there is any positive example to follow such as the agreements between the US and Russia? Or is there nothing at all?

We are ready to work from scratch, from centre-field, fine. If you ask about our position, I believe it is better not to lose what was achieved before, to move forward from the positions that have already been reached by previous generations, by the leaders of our countries. However, if our partners decide on something different, we are willing to work in any format and on any of these tracks.

Fyodor Lukyanov: Thank you.

Anatol Lieven, another one of our veterans, who could not come to this meeting but is taking part in it via videoconference. Please.

Anatol Lieven: Thank you very much, Mr President, for speaking to us. And I would also like to thank you personally for your very strong statement on climate change and the environment.

My question, however, relates to the new outbreak of conflict in Nagorno-Karabakh. Russia, like other members of the international community, has been trying very hard to bring about a peaceful solution to this conflict, but so far these efforts have failed. If they continue to fail, given Russia’s old historic links and given Russia’s military alliance with Armenia, will it be necessary in the end for Russia to take sides against Azerbaijan and Turkey?

On the other hand, could this perhaps provide a positive opportunity for Russia, given the increasing confrontation which we see between France and Turkey over Turkey’s claims in the Eastern Mediterranean? Could this perhaps be an opportunity for a rapprochement between Russia and France and other West European countries? Thank you.

Vladimir Putin: I did not quite understand the last part of the question. What does the [Nagorno-Karabakh] conflict have to do with this?

Fyodor Lukyanov: Maybe he meant the possibility of rapprochement with France and Europe, since Turkey is now opposed to both them and, to a degree, to us?

Vladimir Putin: I see.

Let us begin at the beginning, with Nagorno-Karabakh and who to support in this conflict. You said that Russia has always had special relations with Armenia. But we have also always had special ties with Azerbaijan as well. There are over 2 million Armenians and some 2 million Azerbaijanis living in Russia, both those who have come to Russia in search of jobs and those who live here permanently. They send billions of dollars to their families back home. All these people have stable and close ties with Russia at the humanitarian level, person-to-person, business, humanitarian and family ties. Therefore, Armenia and Azerbaijan are both equal partners for us. And it is a great tragedy for us when people die there. We would like to develop full-scale relations with both Armenia and Azerbaijan.

Yes, there are some individual elements in each case, and some things in our relations with one partner differ from our relations with the other partner. In the case of Armenia, it is Christianity. But we also have very close ties with Azerbaijan in other spheres.

Speaking about religion, I would like to point out that nearly 15 percent of Russian citizens are Muslims. Therefore, Azerbaijan is not an alien country to us in this sense either.

But what we certainly cannot forget is what happened in the destiny of the Armenian people, the Armenian nation during World War I. This is an enormous tragedy for the Armenian people, This is the second part.

The third part is based on the fact that this conflict broke out not just as an interstate conflict or struggle for territories. It started with ethnic confrontation. Regrettably, it is also a fact that violent crimes against the Armenian people were also committed in Sumgait and later in Nagorno-Karabakh. We must consider all this in a package.

At the same time, we understand that a situation where Azerbaijan has lost a substantial part of its territory cannot continue. Over the years, we have suggested many diverse options for settling this crisis with a view to stabilising the situation in the long-term historical perspective.

I will not go into detail at this point but believe me, this was intensive work on bringing the positions of the parties closer. Sometimes it seemed like a bit more effort, another small step and we would find the solution. Regrettably, it did not happen, and today we are seeing the worst-case scenario in this conflict. The death of people is a tragedy. There are heavy losses on both sides. According to our information, there are over 2,000 dead on either side. The total number of victims is already approaching 5,000.

Let me emphasise that the Soviet Union, the Soviet army lost 13,000 people during the ten years of war in Afghanistan. Now the toll is almost 5,000 in such a short span of time. And how many are wounded? How many people, how many children are suffering? This is why it is a special situation for us.

Yes, the Minsk Group was established, I believe, in 1992. As its co-chairs, Russia, France and the US are responsible for organising the negotiating process. It is clear, and I am 100 percent confident of this, that all participants in the process are sincerely striving to settle the situation. That said, nobody is interested in this as much as Russia is, because this is a very sensitive issue for us. This is not just happening before our eyes, but in a broad sense, it is happening with our people, our friends and our relatives. This is why we are in a position that allows us to be trusted by both sides and play a substantial role as a mediator on the rapprochement of positions in settling this conflict. I would very much like to find a compromise here.

As you may be aware, I maintain close contacts with both President Aliyev and Prime Minister Pashinyan. I speak to them on the phone several times a day. Our respective foreign ministers, defence ministers and heads of special services are constantly in contact. Foreign ministers of both countries came to us again. Today, or rather on October 23, they will have a meeting in Washington. I strongly hope that our American partners will act in unison with us and promote a settlement. Let us hope for the best. This covers the first part.

The second part concerns disputes within NATO between Turkey and France. We never take advantage of frictions between other states. We have good and stable relations with France. I would not say they are full-fledged, but they hold a lot of promise and, in any case, have a good track record.

Our cooperation with Turkey is expanding. Turkey is our neighbour, and I can tell you in more detail how important interaction between our states is for both Turkey and Russia.

I do not think anyone needs our mediation. Turkey and France are perfectly capable of regulating relations between themselves. No matter how tough President Erdogan’s stance may look, I know that he is a flexible person, and finding a common language with him is possible. Therefore, I hope the situation will get back to normal here as well.

Fyodor Lukyanov: Mr President, a follow-up if I may, since it is a hot topic.

Still, Turkey’s much more active role than ever before is what makes the current crisis in the South Caucasus different. You said President Erdogan is flexible. That may well be the case as you spent a lot of time with him. However, many experts believe that Erdogan’s policy is actually about expanding his zone of influence to the borders of the former Ottoman Empire. These borders stretched far and wide, as we know, and they enclosed a lot of territory, including Crimea, which was part of it at some point. It was a long time ago, but nonetheless.

Should we not fear that if this becomes a consistent policy, we would have certain differences with Ankara?

Vladimir Putin: Russia is not afraid of anything. Thank goodness, we are not in a position where we should be afraid of anything.

I do not know about President Erdogan’s plans or his attitude towards the Ottoman legacy. You should ask him about it. But I know that our bilateral trade exceeds $20 billion. I know that Turkey is really interested in continuing this cooperation. I know that President Erdogan is pursuing an independent foreign policy. Despite a lot of pressure, we implemented the TurkStream project together rather quickly. We cannot do the same with Europe; we have been discussing this issue for years, but Europe seems unable to show enough basic independence or sovereignty to implement the Nord Stream 2 project, which would be advantageous to it in every respect.

As for Turkey, we implemented our project quite quickly, despite any threats. Erdogan, who was aware of his national interests, said that we would do it, and we did it. The same is true of our ties in other areas, for example, our military-technical cooperation. Turkey decided it needed a modern air defence system, and the world’s best is the S-400, a triumph of Russian industry. He said he would do it, and he bought it. Working with such a partner is not only pleasant but also safe.

As for aspirations, regarding Crimea or anything else, I know nothing about them, and I do not care about them because the interests of Russia are reliably protected, take my word for it. I am sure that our other partners are fully aware of this.

Regarding Turkey’s refusal to recognise Crimea as part of Russia, well, we do not see eye to eye on all subjects. For example, we are not always on the same page regarding the situation in the South Caucasus. But we also know about the positions of Europe and the United States. They claim to be true dyed-in-the-wool democrats, but they do not even want to hear about the people of Crimea voting for their future in a referendum, which is the highest form of direct democracy.

As I said, they adopted sanctions against the Crimean people. If Crimea was annexed, then they are the victims. Why are sanctions adopted against the victims? But if they voted freely, it was democracy in action, so why are they being punished for democracy? This is all rubbish and nonsense, but it is also a fact of life. So why point the finger at Erdogan? Just take a look at what is happening in other countries.

This is a consistent stand: he does not recognise Crimea, and he does not recognise Nagorno-Karabakh. What should we do? We must continue working with everyone and remain calm. This is exactly what we have been doing: trying to prove that our position is correct, and we will continue to uphold it, and when positions diverge, we look for compromise.

For example, as far as I know, our views on the developments in the South Caucasus do not coincide, because we believe that conflicts should be settled diplomatically at the negotiating table rather than with the use of armed force. Of course, one could say that talks have been ongoing there for 30 years, but to no avail. Well, I do not see this as a reason to start shooting.

Fyodor Lukyanov: Thank you very much.

Of course, Mr Erdogan has been consistent. For example, he recognises Northern Cyprus. But this is perhaps part of the flexibility that you were talking about.

Vladimir Putin: Yes, you are right. I agree. I was supposed to say this but it slipped my mind. But you are correct. Northern Cyprus, yes. However, as far as I know, Turkey does not object to the country finally being unified. The principles of this unification are the problem. But, overall, you are right.

Anatoly Torkunov: Mr President,

Although there are still more than two months left in 2020, I think all of us see this year as one of very dramatic and unpredictable events. So of course, there is a joke that goes, if by the end of the year we encounter aliens, nobody will be surprised.

Never mind the aliens, we will see how it goes. My question is, of course, not about them. It is related to the developments around our borders. Thank you for such a detailed and interesting account. As an expert, I was very curious to hear your remarks on the South Caucasus.

But in general, developments around our borders seem to be rather dramatic. Let us take the events in Kyrgyzstan. The elections in that country have always prompted some kind of turbulence, although this year the civil disturbances have been particularly rough. The situation in Belarus is somewhat complicated. There is also the problem of Donbass. I understand that you must be tired of talking about this. We know your firm and consistent stance on this issue.

My question is what are Russia’s current fundamental foreign policy goals in the post-Soviet space, considering that it directly concerns our security and humanitarian links? Today you have stressed several times that these people are not foreigners to us – meaning the Caucasus but also our friends in Central Asia and our friends in Belarus and Ukraine.

Vladimir Putin: You know this better than anyone else, you are a very experienced person and a professional with a capital “P”. Our policy in the post-Soviet space within the CIS framework is the main component of our overall foreign policy. This is obvious because all the countries you listed and every other country with which we have good, very good multilateral relations, as well as those with whom our ties seem to be in a stalemate in some cases – they are not foreign countries to us all the same. These are not remote countries somewhere overseas about which we know little.

It is obvious that we lived in a single country, and not just for many years but for centuries, We have strong ties and very deep cooperation in the economy, humanitarian ties. We all speak a common language. In a sense, to a greater or lesser degree, we are essentially people of the same cultural space, not to mention our history. We have a common history and a common victory over Nazism. Our predecessors – our fathers and grandfathers – validated our special relations with their blood.

Regardless of the current events and today’s political environment, I am sure that this community of interests will eventually pave the way to the restoration of our ties with all these countries, no matter how difficult our ties with them are.

At the same time, and this is also an obvious fact, when our common state, the USSR began disintegrating, the people who dealt with this did not think about the consequences this would lead to, something they should have thought about. But it was clear that our neighbours did not always have identical interests. Sometimes their interests diverged and rope pulling was always possible. I believe we must and will find solutions to complicated issues in any way we can, but we need to avoid fueling or exaggerating anything or emphasising disputed issues. On the contrary, we must look at what can and must unite us and what does unite us. What is this? Our common interests.

Look, with respect to economic integration, who is not interested in this? Only our competitors. And the post-Soviet countries are bound to understand, at least smart people are bound to understand that a concerted effort, considering we have a common infrastructure, common transport and energy system and a common language that unites rather than divides us, etc., is our distinct competitive advantage in achieving the things for which some economic associations and structures have been fighting for decades, while we have received all this from our predecessors. We must use this, and this brings benefits to all of us. It is absolutely obvious that this is simply beneficial.

Look, Ukraine saw a revolution in 2004, and then in 2014 another revolution, a state coup. What happened as a result? Read the statistics published by the Ukrainian statistical services: shrinking production, as if they had more than one pandemic. Some of the local industries, ones the entire Soviet Union and Ukraine itself were proud of – the aircraft industry, shipbuilding, rocket building – developed by generations of Soviet people, from all Soviet republics, a legacy Ukraine, too, could and should be proud of – are almost gone. Ukraine is being de-industrialised. It was perhaps the most industrialised Soviet republic, not just one of them. There was of course the Russian Federation, Moscow, St Petersburg, Siberia, the Urals – all right, but Ukraine still was one of the most industrialised republics. Where is all this now and why is it lost?

It was just the stupidity of those who did it, just stupidity, that is all. But I hope that these common interests will still pave the way for common sense.

You just mentioned Belarus – indeed, we have witnessed these turbulent processes there. But there is something I would like to highlight As you may have noticed, Russia did not interfere in what was happening there. And we expect no one else to interfere either. No one should be stirring up this conflict to promote their own interests and impose any decisions on the Belarusian people. I already said in my opening remarks that nothing introduced from the outside without taking into account the peculiarities, culture and history of the people will ever work for that culture, those people.

The Belarusians themselves should be given the opportunity to calmly handle their situation and make appropriate decisions. The decisions they will make could pave the way for amending the country’s Constitution or adopting a new Constitution. President Lukashenko said this publicly. True, people can say, well, he will just write something for his own benefit, this kind of constitution will have nothing to do with democracy. But, you know, it is possible to slander just about anything, and there are always sceptics. But I already said this, so I will not go into more detail.

But what happened in Belarus compares favourably with what happened on the streets of some big cities in developed democracies, do you see that? There has been some harsh action indeed, I give you that, and maybe even unjustified, but then, those who allowed it should be made responsible. But in general, if you compare and look at the pictures – in Belarus, no one shot an unarmed person in the back, that is what I mean. So let us just calmly deal with this.

The same goes for Kyrgyzstan. I think current developments there are a disaster for Kyrgyzstan and its people. Every time they have an election, they practically have a coup. What does this mean? This is not funny. It means that many of these countries are taking the first steps towards their own statehood and the culture of state development.

I have told my colleagues many times that the post-Soviet countries should be treated with special attention, and we must carefully support these new sprouts of statehood. In no case should we be pressing advice or recommendations on them, and even more so, avoid any interference, because this will destroy the fragile, nascent institutions of sovereignty and statehood in those countries. It is necessary to give these nations the opportunity to carefully build these relations within society leading by example, but not acting like an elephant in a china shop with advice and piles of money to support one or the other side.

I strongly hope that we have helped Kyrgyzstan, as a member of the CSTO and the EAEU, to get on its feet, invested hundreds of millions of dollars to support the Kyrgyz economy and various industries and to help Kyrgyzstan adapt so it can join the EAEU. This also goes for phytosanitary services, customs systems, individual sectors of the economy and enterprises. We have recently implemented projects valued at up to $500 million. I am not even talking about grants that we provide annually in the amount of tens of millions of dollars.

Of course, we cannot look at what is happening there without pity and concern. Please note that we are not pressing our advice or instructions on them. We are not supporting any particular political forces there. I strongly hope that things in Kyrgyzstan will get back to normal, and that Kyrgyzstan will get on the path to progress and we will maintain excellent relations with them.

The same goes for Moldova. We can see the developments related to Moldova, and we know the Moldovan people’s needs for promoting democracy and economy. But who is buying Moldovan wine? Will France buy Moldovan wine? Who needs it in the European markets? They have more than enough of their own. When they ship wine from country to country, even within the European Union, the farmers dump it into ditches just to get rid of the cargo.

This is not just about wine. Other sectors of the economy are so closely tied to Russia that they simply cannot exist without it, at least for now. They can only sell their products in Russia. This is exactly what happened to Ukraine. Therefore, we hope that during the next election in Moldova, the Moldovan people will appreciate the efforts that the current President of the republic is undertaking to build good relations with Russia.

Hans-Joachim Spanger: Mr President,

Allow me to turn to an issue which is connected with a person whose name reportedly is not really used in the Kremlin, at least not in public – Alexei Navalny.

A renowned Russian scholar, Dmitry Trenin, the director of the Carnegie Moscow Center, recently stated, let me quote: “The poisoning of the opposition activist Alexei Navalny has become a turning point in Russo-German relations.” And this, according to him, essentially means that, another quote, “this special role performed by Germany and its Chancellor in recent years is now a thing of the past. From now on, Germany will have the same attitude to Russia as all the other countries in Western Europe.”

My question is whether you share this view that a) there was such a special role of Germany in bilateral German-Russian relations, and b) whether you also detect such a turning point now, and if so, what Russia can do to avoid it happening, or, conversely, to turn the turning point around again? Thank you.

Vladimir Putin: I will start with the first part of your question, about the poisonings. First, we have heard about poisonings here and there many times. It is not the first time.

Second, if the authorities had wanted to poison the person you mentioned or to poison anybody, it is very unlikely they would have sent him for medical treatment to Germany. Don’t you think so? As soon as this person’s wife contacted me, I immediately instructed the Prosecutor General’s Office to see if it was possible to allow him to travel abroad for medical treatment. They could have prohibited it because he was under restrictions due to an investigation and a criminal case. He was under travel restrictions. I immediately asked the Prosecutor General’s Office to allow that. And he was taken to Germany.

Then we were told that they found traces of this infamous Novichok that is known around the world. I said, “Please give us the materials.” Primarily, the biological material and the official report so that we can do more research that can give us official and formal legal grounds for initiating criminal proceedings. What was unusual about this request? Our Prosecutor General’s Office, in keeping with the agreements we have with Germany, has repeatedly forwarded official requests for these materials. Is this unusual? In addition, in a conversation with a European leader, I suggested that our specialists go to Germany and together with French, German and Swedish experts work on site to obtain the necessary materials, which we could use to initiate criminal proceedings and, should this incident prove to be a crime, investigate it. But they would not give us anything. How can you explain why? There is no explanation, there is just no explanation. This all looks strange.

Well, they said that they had found traces of Novichok. Later they passed whatever they had on to the OPCW – the Organisation for the Prohibition of Chemical Weapons. Then quite unexpectedly, they said, it is not Novichok – it is something else. So, is it Novichok or not? This has cast doubt on what was said before. Well, let us investigate the incident together. I say, as I have said several times, that if this is really true, we will definitely conduct an investigation. Unfortunately, there have been attempts on the lives of public figures and businessmen in our country. These cases were investigated in Russia, the culprits were found and punished and, what is important, all of them were punished. We are prepared to spare no effort in this case as well.

As for specific individuals, we have quite a few people like Saakashvili, but I do not think that currently these people have influence to speak of… They may also change, why not? They may undergo some transformation – which, in principle, is not bad – and will also get involved in realpolitik instead of making noise in the street. Take Occupy Wall Street – where is it? Where? Where is all the informal opposition in many European countries or the United States, for that matter? There are many parties there. Where are they? Two parties dominate the political stage and that is it. However, look what is going on in the streets.

This is why we are developing the Russian political system and will continue to do so, offering all political forces – seriously-minded, sincere and patriotic ones – the opportunity to work in compliance with the law.

Now, regarding Germany’s role. We have had very good relations with Germany in the post-war years. I think this was largely due to the German Democratic Republic, the GDR, which was the Soviet Union’s key and main ally in Europe, at least during the time that state existed. We have developed very good relations at the personal and political levels, and in the economic sphere. I know there are still a lot of people there now who sympathise with Russia. And we appreciate that.

Incidentally, the Soviet Union did play a decisive role in the reunification of Germany. It was indeed a decisive role. Some of your current allies, allies of Germany, in fact, objected to the unification of Germany, no matter what they said. We know this; we still have it in our archives. While the Soviet Union played this role. I personally believe that it was the right thing to do, because it was wrong to break a single whole into parts, and if the people there really want something, in Germany’s case they wanted unity, reunification, their pursuit should not be contained by force, as it will not do anyone any good. As for building relations between East and West Germany – this should be up to the Germans, of course. Has Germany played any special role, say, as a mediator between Russia and the rest of the world or Russia and the rest of Europe? I do not think so. Russia is a country that does not need intermediaries.

At the same time, we have always had very special economic, and even humanitarian ties with Germany. Why? Because Germany wanted to play a special role? Well, no, I think it had more to do with Germany’s own interests. Even now, Germany is Russia’s second largest trade partner, in gross volume. It used to be the first, by the way, but it is second to China now, as our trade with China is twice the volume it is with Germany. Nevertheless, there are more than 2,000 companies with German capital in our market. We have a fairly large volume of German investment and German businesses are interested in working in Russia. We are happy about this, because we know these are sincere people interested in expanding ties with our country. I regularly meet with representatives of German business; they are all our friends, or I would like to think so, anyway. This cooperation provides millions of jobs in the Federal Republic of Germany as well, because goods produced by German enterprises go to the Russian market; they enjoy demand here, which means jobs there.

Incidentally, many industries have been seeing a high level of cooperation in recent years. All the above are manifestations of the special nature of our relations, of a mutual interest, I would say. Mutual interest is at the heart of this relationship – not an ambition to play some special role. And this mutual interest will not go away, regardless of the current political situation, and we will maintain such relations, no matter what anyone does.

Nathalie Tocci: Thank you, Mr President, for your extremely candid remarks.

You spoke very eloquently about the importance and centrality of the state, but at the same time the importance of international cooperation, and, in particular, highlighted areas like security as well as climate, which I would associate also with energy transition.

Now, when it comes to security, perhaps a follow-up question on the Caucasus and the resumption of war between Armenia and Azerbaijan. At some point, hopefully very soon, there will be a new ceasefire. At the same time, the conflict itself won’t be resolved. Given that the current configuration of the three Minsk Group co-chairs has been unable to deliver a settlement in all these 26 years, does Russia think that this is the setup that should be reconsidered?

And then, perhaps, if I may, a question on climate change and, in particular, energy transition. Now, energy transition requires funding. The European Union, for instance, will dedicate approximately 40 percent of its next-generation new fund to the Green Deal. Now, when it comes to Russia, it is clear that, being a country that has depended quite importantly on its fossil fuel exports, stabilising energy markets is obviously going to be key for Russia in order to obtain the funds to move forward.

In your speech you highlighted the importance OPEC Plus had in that stabilisation of the market, and I think Russia itself played an extremely important role in ensuring that supplies were cut so as to stabilise prices. But at the same time, we are now in a second wave of the pandemic, and we are likely to see demand continuing to be rather sluggish. Would you expect, or would you like to see in 2021, a further cut in supplies to ensure a further stabilisation of prices?

Vladimir Putin: I will start with the first part of your question regarding the Minsk Group negotiation format and whether it should be changed. Unfortunately, Nathalie, I cannot answer your question. This is for a number of objective reasons, not because I want to emphasise Russia’s role, we all understand that Russia is where it is, nearby. These are our neighbours, and we have special relations with these countries and these peoples. The influences are very strong. I have already said that 2.4 million Armenians and about 2 million Azerbaijanis live in Russia. They wire tens of billions of dollars to support their families. But this is just one factor. I am not even mentioning many others, including the use of markets, cultural ties, and so on. That is, in our case, the situation is very different from relations between the United States and Armenia, or the United States and Azerbaijan, or even Turkey and Azerbaijan. Therefore, of course, we bear special responsibility and must be very careful in what we do.

In this context, the support of the United States, France and other members of the Minsk Group – 10 or 12 countries – matters a lot to us. There are European countries there, and Turkey as well. Do we need to change anything in this regard? I am not sure. Maybe the format could be tweaked a little, but it is imperative to find constructive and acceptable compromises for both sides.

To reiterate, for many years we have been looking for these compromises. We have proposed, believe me, very persistently, a variety of compromises, down to minute details and kilometres, to tell you the truth. All sorts of “corridors” were suggested, as well as an exchange of territories. All the things that were suggested… Unfortunately, we were unable to identify a solution, which eventually led to this tragedy. I hope these hostilities will come to an end soon. I agree with those who believe, including you, that the first thing is to immediately stop the hostilities. We, in fact, agreed to this during the meeting in Moscow. Unfortunately, we were unable to avoid this situation. We will continue to strive for this.

Now I would like to say a few words about oil and everything connected with it, the demand for oil and so on. We are working on alternative energy sources ourselves. We are one of the richest countries in hydrocarbons, oil and gas, but this does not mean at all that we should not think about the future. We are thinking about it and about solar energy and hydrogen energy. We are working on this. Moreover, we are working on this with a view to improving the current situation.

You know for sure that we have adopted a decision in line with which in 2022 we must make our 300 largest contaminators, that is, 300 major companies that are the biggest emitters of these gases, switch to the most accessible, latest technology that would minimise emissions into the atmosphere and into the environment in general of any pollutants, and reduce these emissions by 20 percent by 2024. But we understand that by dealing with these 300 companies and 12 cities where most of them are located, we will not drastically improve the situation. Our strategy in this respect is aimed at halving all anthropogenic emissions by 2030. We must move towards this goal. We have set it for ourselves and will pursue it consistently. We will work on it.

That said, I do not think it will be realistic, provided every country wants to be competitive, to abandon hydrocarbons in the near future. I believe the near future embraces several decades: 30, 40 and 50 years from now. This is simply unrealistic.

Therefore, when we hear about European novelties on hydrocarbons and relevant restrictions, I do not know on what basis these proposals, conclusions and decisions are made. Are they explained by domestic political struggle? Later they are followed by restrictions in international trade and cooperation, right? I do not think this will lead to anything good. It is necessary to achieve a result in this respect not through restrictions but through cooperation and a striving to reach common goals.

We have done what we ought to do under the Kyoto agreement. We have fulfilled everything we did. We are active participants in the Paris agreement and intend to do all this. We are not shutting down from it. On the contrary, we think this is the way to go.

I spoke in my opening remarks about the speed at which permafrost is disappearing and the consequences this may have for all humankind. And what about us? We have a lot of transport systems in this zone: oil and gas pipelines and railways. Our residential districts and whole cities are located on this territory. This is a huge problem for us, and that is why we are willing to work and will work, both ourselves and at the international level, for a clean environment and a reduction in anthropogenic emissions. That said, it is impossible to do without hydrocarbons.

But there is also natural gas as a hydrocarbon source. It is actually the cleanest of hydrocarbons. And what about nuclear energy? Despite what anyone says or the scare tactics around nuclear power and nuclear power stations, it is one of the cleanest kinds of energy. So what are we talking about? Take automobiles, what is the primary energy source there? Even now, Europe and the entire world still use coal to produce electricity. Yes, coal’s share is falling but it is still used.

Why should any fiscal constraints be placed on using natural gas and even diesel fuel? By the way, it can be made to be extremely clean with modern purification and usage standards. So what is the point? To give competitive advantages to certain sectors of the economy in this or that country, with politicians standing behind it. That is the only way I can explain it, not as a simple desire to improve the environment. Nevertheless, I hope sound decisions will be taken here and we will be able to find a proper balance between environmental and economic interests.

As for the demand for oil and work within OPEC+, we maintain contacts with all our partners – both the Americans and the Saudis. We do so regularly at the ministerial level. Literally just the other day I spoke to the Crown Prince of Saudi Arabia, we consult with one another. We believe there is no need to change anything in our agreements as of yet. We will be closely tracking the recovery of the market. You said it was sluggish. It was but is recovering, I will note, it is growing.

The world economy did indeed contract due to the pandemic but consumption is on the rise. That has something to do with our decisions as part of OPEC+. We are of the opinion that nothing needs to change right now. However, we are not ruling out either maintaining existing production limits or not lifting them as soon as we had intended earlier. And if necessary, we will make further reductions. But currently we do not see the need. We have agreed with all our partners that we will closely monitor the situation.

Russia is not interested in higher or lower prices necessarily. Here, our interests overlap with those of our US partners, perhaps primarily with them, because if oil prices drop significantly, shale production will experience great difficulties, to put it mildly. However, although it did not join the OPEC+ deal in a meaningful way, the United States has, in fact, reduced output.

So, almost all market participants, all players have close or overlapping interests, as diplomats say. We will proceed based on the actual situation so as not to make a negative impact on the market. As you are aware, it is important not to impact geological exploration and the preparation of new wells. If we treat the energy sector like a stepchild and keep saying it is not good enough and does nothing but pollute, investment will dry up, and prices will skyrocket.

That is why it is necessary to act responsibly and not politicise this issue or chatter idly, especially for those who know nothing about it, but to act based on the interests of the global economy and their own countries’ interests and find a compromise between protecting nature and growing the economy, so our people can earn enough to support themselves and their families. We will succeed only if we manage to balance these interests. Anything less will lead to ruin.

Fyodor Lukyanov: Mr President, we at the Valdai Club have the pleasure to meet with you regularly and so we have a basis for comparison. If I may say so, I think you have learned something from the pandemic. You sound at peace when you talk about it. I have to ask. You speak so well of Europe, but does it bother you that you are considered almost a murderer there, that those closest to you in government are sanctioned and you are always called on to justify something? And yet I can hear absolution in what you say.

Vladimir Putin: You know, there is little that bothers me, because to a certain extent, when I carry out my official duties, I become the function of protecting the interests of the Russian people and the Russian state. Everything else I try to shut out, so that it does not interfere with the performance of this function. I have had a long time to get used to these attacks, since 2000, when we fought international terrorists in the Caucasus. I heard and saw everything. They portrayed me with fangs and in every other way imaginable. So, it has no effect on me.

Zhao Huasheng: Good afternoon, Mr President.

Vladimir Putin: Good afternoon.

Zhao Huasheng: Thank you very much for this great opportunity.

This year’s theme at this Valdai Club session is The Lessons of the Pandemic and the New Agenda: How to Turn a World Crisis into an Opportunity for the World. I will paraphrase this: how can we turn a world crisis into an opportunity for Sino-Russian relations?

The world is rapidly changing now. Given these conditions, how do you think Sino-Russian relations should develop? I am referring to political and economic ties and regional and international cooperation. What new approaches can be expected? Thank you.

Vladimir Putin: I would give a very brief answer to the question on how to further develop Sino-Russian relations: the same way we have been doing it and are doing it now. Russian-Chinese relations have reached an unprecedented level.

I am not even mentioning the term “specially privileged” relations, etc. What matters is not the name but the quality of these ties. As for the quality, we treat each other with deep trust; we have established durable, stable, and most importantly, effective ties across the board.

My friend – and I have every reason to call him a friend –President of the People’s Republic of China Xi Jinping and I continuously consult each other on what and how things need to be done based on what has already been achieved, but we always find a way to move forward.

You know that we are working together in aviation and nuclear power engineering, as I have just mentioned, and further developing trade ties. Last year, our trade was over 111 billion. This is far from the highest figure that we can achieve. We will certainly achieve more.

We are developing infrastructure, building bridges that unite us in the literal meaning of the word. We are developing humanitarian ties and seeking implementation rather than simply planning large projects in the areas where we supplement each other effectively, including energy.

China is a big shareholder in a number of large Russian projects on gas production, and later, on liquefaction (LNG). Where are these projects carried out? Not on the border with China but in the north of the Russian Federation. We work together in a variety of other areas. And, as we have said many times, there is no doubt that international cooperation is a very important factor in stabilising world affairs; this is absolutely obvious.

To say nothing of our military and defence industry cooperation. We have traditionally maintained relations in this area on a significant scale. I am not only talking about buying and selling, I also mean the sharing of technologies. We hope to maintain this working relationship with our Chinese friends – a friendly relationship based on mutual respect, oriented toward achieving the best results for the people of both China and Russia.

As for Shanghai, it happens to be a sister city of St Petersburg, where I am from. I have been to Shanghai on more than one occasion. It is a magnificent and beautiful city, and I wish the people of Shanghai all the best.

Fyodor Lukyanov: Thank you.

Here is a follow-up question from China to clarify a bit what you just said. Professor Yan Xuetong wants to ask you a very simple and straightforward question: Is it possible to conceive of a military alliance between China and Russia?

Vladimir Putin: It is possible to imagine anything. We have always believed that our relations have reached such a level of cooperation and trust that it is not necessary, but it is certainly imaginable, in theory.

We hold regular joint military exercises – at sea and on land in both China and the Russian Federation – and we share best practices in the build-up of the armed forces. We have achieved a high level of cooperation in the defence industry – I am not only talking about the exchange or the purchase and sale of military products, but the sharing of technologies, which is perhaps most important.

There are also very sensitive issues here. I will not speak publicly about them now, but our Chinese friends are aware of them. Undoubtedly, cooperation between Russia and China is boosting the defence potential of the Chinese People’s Army, which is in the interests of Russia as well as China. Time will tell how it will progress from here. So far, we have not set that goal for ourselves. But, in principle, we are not going to rule it out, either. So, we will see.

Anyway, we are satisfied with the current state of relations between Russia and China in this area. Unfortunately, we have to confront new threats. For example, the intention stated by our American partners to possibly deploy medium- and short-range missiles in the Asia-Pacific Region, of course, raises alarm, and we undoubtedly will have to take reciprocal steps – this fact is self-evident.

Of course, before it comes to that, we have to see what if anything is going to happen, what threats it will pose to us, and, depending on that, we will take reciprocal measures to ensure our security.

Piotr Dutkiewicz: Mr President, thank you so much for this unique opportunity to talk to you.

You mentioned in your speech that the youth will have to push the future of Russia, the development of Russia forward. But young people are very unhappy with the world. Look at what is happening in the US, France and Israel. They are saying we have shut the door to a good future for them. According to international opinion polls, over half of young people think they will live worse than their parents do. But they are not impressed by any of this. So, I would like to ask you as the President of the Russian Federation, what you can advise and offer to Russian youth?

Vladimir Putin: I touched on this in my opening remarks, but I can say it again. Of course, the future belongs to the youth, This is the first thing.

Second, young people are usually discontent not with what is happening but with what they have achieved for today, and they want more. And this is right, this is what underlies progress. This is a foundation for the young people to create a better future than the one we have built. And there is nothing surprising or new in this idea. We can understand this from classic Russian literature. Read Fathers and Sons, it is all there.

But what can we offer? We believe we will give young people more opportunities for professional growth and create more social lifts for them. We are building up these instruments and creating conditions for people to receive a good education, make a career, start a family and receive enough income for a young family.

We are drafting an increasing number of measures to support young families. Let me emphasise that even during the pandemic, most of our support measures were designed for families with children. What are these families? They are young people for the most part.

We will continue doing this in the hope that young people will use their best traits – their daring striving to move ahead without looking back at formalities that probably make older generations more reserved – for positive, creative endeavours. Eventually, the younger generation will take the baton from the older generation and continue this relay race, and make Russia stronger.

Fyodor Lukyanov: Thank you.

We have an unusual connection with Australia today. I do not remember anything like this before.

Anton Roux, Please, go ahead.

Anton Roux: Thank you, Mr President, for the opportunity to ask you a question. I really appreciated your insightful, heartfelt and considered remarks during your speech; and I come to you from our second state lockdown in Melbourne, Australia, which is also a sister city to St Petersburg. I embrace also your urging to cast aside silo mentalities.

My question is the following: How do you want to be remembered? What do you want your legacy to be as a world leader and the President of the Russian Federation during the first half of the 21st century? How would you like international historians across the world to write about you and your legacy as a leader, a man and a human being at the end of the 21st century? And how might you shape this any differently during the next phase of your leadership as President of the Russian Federation?

Vladimir Putin: If the translation is correct, you said “who lived in the 21st century.” But, thank God, we are alive and keep living in the 21st century. To be honest, I never think in terms of the areas you mentioned. I do not think about my role in history; those who are interested can decide. I never read a single book about myself.

I just keep working day in, day out, trying to resolve current issues and looking into the future so that these current issues do not stand in the way of achieving our strategic goals. It is, in fact, routine work. I proceed from what I must accomplish today, tomorrow, this year, or in three years given that we plan the budget of the Russian Federation three years in advance.

Of course, as I have said, we do consider strategic goals; this is why we have drafted and continue pursuing national development plans and national projects. But this totally unrelated to any desire to mark my place in history in some way. It is related to something completely different – ensuring the interests of the Russian people, the Russian state, strengthening Russia.

How I will be seen by future generations, I would rather leave to them and their judgment. But then, I do not think I would be interested in these judgments when they are made. In this sense I am a pragmatic person, and I am trying to work not for my image as a world leader, and I do not think I am one (I do not think I am any different from my colleagues – the heads of other states), I work to strengthen my country. This my priority and the meaning of my life.

Fyodor Lukyanov: Thank you. I remember your interview a few months ago, ahead of the constitution referendum, when you openly said that an opportunity to remain in office after 24 years is a guarantee against bureaucratic intrigue, the people around you, so they would not look around in search of a successor.

But if this is true, it is an endless circle; they will always be searching, even while you remain in office.

Vladimir Putin: No, it must definitely end one day, I am perfectly aware of that. And the changes in the Constitution you mentioned are aimed not only at granting the incumbent head of state the right to be elected in 2024 and later, but these amendments are basically aimed at reinforcing the sovereignty of the Russian Federation, outlining our development prospects and building up the fundamental constitutional foundation for progress in the economy, the social sphere and enhancing our sovereignty.

I expect it will all work.

As to what will happen in 2024 or later – we will see when the times comes. Now we all just have to work hard like St Francis, everyone at his or her place.

Fyodor Lukyanov: Thank you.

Alexander Rahr, please.

Alexander Rahr: Mr President, my question is about nostalgia as well. I remember your historical speech at the German Bundestag 20 years ago, where you actually proposed building a common space from Lisbon to Vladivostok. Do you regret that?

Here is my point. The French and the Germans supported the idea. The Eastern Europeans did not. America will not, either. Actually, that keeps us from building our relations with Russia, which, I think, many Europeans would like.

If you had the opportunity to address the Bundestag again, would you also propose working together in the digital sphere or, perhaps, the environment, which would unite Europe and Russia in terms of energy? I think this is a promising idea for the future.

Vladimir Putin: Regarding what I would say if I were speaking there now, here is what happened back then.

At that time (it was 2007, correct?), many of my colleagues told me it was a bit harsh and it was not very good.

What did I actually say? I will refresh your memory. I said it is unacceptable for one country to extend its law beyond its national borders and try to subject other states to its regulations. Something along these lines.

What is happening now? Is it not Western European leaders who are saying that secondary sanctions and extending US jurisdiction to European companies are unacceptable?

If only they had enough guts to listen to what I said back then and to try to at least change the situation, do it carefully, without destroying Atlantic solidarity or the structural arrangement in NATO or elsewhere. I was not talking about that, but about the fact that it is unacceptable and bad for everyone, including those who do this.

Back then, our European partners seemed not to care and everyone looked the other way. Here again, what happened then is happening now. I am saying that this is still bad for everyone, including those who are pursuing or trying to pursue a policy of exceptionalism, because this actually destroys relations and interaction between Europe and the United States, and ultimately causes damage to the United States itself. Why do this?

This fleeting tactical gain that the United States is seeking may lead to negative strategic consequences and the destruction of trust. This is not my business, but since we are having an exchange at the discussion club, I will go ahead and philosophise. This is an absolutely obvious thing.

So, I did not say anything unusual, harmful or aggressive in Munich in 2007. But if I were to speak there now, I would not, of course, say I told you so. I would not do that just out of respect for my colleagues. I am fully aware of the realities back then and today. We do not live in a vacuum, but in real life conditions, our relationships are real and our interdependence is strong.

We understand everything perfectly well, but we need to change things. We are talking about a new world order, so these realities must be taken into account when building modern international relations, which must, of course, be based on consideration for each other’s interests and mutual respect, and respect for sovereignty.

I hope we can build our relations carefully and calmly, without destroying what has been created over previous decades, but while taking into account today’s needs. These relations will meet present requirements and the interests of all participants in international communication.

Fyodor Lukyanov: Alexei Yekaikin. Since we have talked a lot about ecology today, we cannot go without this.

Vladimir Putin: What time is it?

Fyodor Lukyanov: Yes, we are finishing up, Mr President. We feel we have already exceeded our time, but we cannot do without ecology in the end.

Vladimir Putin: No, we cannot. I agree.

Alexei Yekaikin: Thank you, Fyodor.

Good evening, Mr President.

Maybe, this question will seem a bit surprising to you although we have met several times over the years and talked about this. I would like to raise it again. It is about the Antarctic. We spoke about this at the climate session and, in general, this is an anniversary year for us – 200 years since the discovery of the Antarctic.

This is what my question is about. Russia has adopted or is adopting a strategy for developing activities in the Antarctic. A new Vostok station is under construction in the Central Antarctic as part of this strategy. You know this.

It would seem that everything is fine, investment in the infrastructure and the like. So, you may get the impression that we are doing well in the Antarctic. Alas, this is not the case, because the policy is about infrastructure but does not say a word about science. This is a fairly paradoxical situation. I would call it strange because we invest in the infrastructure whereas the main goal for which we need it, that is, science, remains somewhere backstage.

At our Arctic and Antarctic Research Institute, we have prepared a draft federal programme for studying the area around the Vostok station for the next 15 years. It has been drafted in detail. It consists of two main themes. The first is the study of the past climate based on ice core data, and this study is very closely connected with the climate theme. Yes, this is drilling the ice, that is right.

The second theme concerns the subglacial lake Vostok. You also know about this. It is one of the most unique phenomena on the planet.

These are two subjects in which we, Russian scientists, are generally strong; we are not trying catch up with anyone in this respect. We are at the proper level and even ahead of some of our colleagues. Nonetheless, there is no government support for research in the Antarctic. I find this strange.

We sent this draft programme to the Ministry of Natural Resources, our relevant ministry. I do not know where exactly it is now. We do not know what happened to it. My question is very simple: does the Russian Government have the opportunity to support our efforts to study the Antarctic or will this topic go down the drain?

After all, it would be a pity to lose our priority in this area.

Vladimir Putin: Alexei, first of all, the fact that your colleagues and you made it to Lake Vostok and made this discovery, got to this water that is thousands of years old and that was not connected in any way with the world, remaining under the ice, this, of course, is of great interest to people like you, researchers, who study what eventually became the Earth and how the climate was changing.

I saw this; they brought me the core samples and the water. It is exciting. However, the fact that the infrastructure is being created means that preparations for research are underway. I do not know the plans regarding the allocation of funds for these purposes. You said that money was allocated for the infrastructure, but not scientific research. I doubt this is a lot of money. If the Ministry of Natural Resources …unfortunately, budget cuts are underway, which are caused by certain economic difficulties.

I am not sure if it was necessary to cut the already small expenses associated with Antarctic research. I promise I will look into it. We will punish anyone who made a mistake.

Fyodor Lukyanov: Mr President, you mentioned in your speech that you do not miss the Cold War. Do you miss anything at all?

Vladimir Putin: My children, I rarely see them.

Fyodor Lukyanov: We at the Valdai Club miss the opportunity to get together in person. With all the great advances in technology that allow us to hold almost complete meetings, we would still very much like to talk in person to you and each other next year.

We have not broken the record; there was a forum where the President spent more time with us, but we are close. We talked with the President of the Russian Federation for almost three hours, for which we are sincerely grateful.

Thank you very much. We will try to quickly get back to our normal schedule, and we look forward to seeing you next year.

The 2020 Oil Crash’s Unlikely Winner: Saudi Arabia

It’s a year of carnage for oil nations. But at least one will emerge from the pandemic both economically and geopolitically stronger. 

With 4 billion people around the world under lockdown as the coronavirus pandemic grows, demand for gasoline, jet fuel, and other petroleum products is in freefall, as are oil prices. The price of a barrel of crude has been so low in the United States that sellers recently had to pay people to take it off their hands. As a result, oil-dependent economies are reeling. In the United States, the largest oil producer in the world, the number of rigs drilling for oil has plummeted 50 percent in just two months, almost 40 percent of oil and gas producers could be insolvent within the year, and 220,000 oil workers are projected to lose their jobs. Around the world, petrostates from Nigeria to Iraq to Kazakhstan are struggling and their currencies tanking. Some, like Venezuela, face an economic and social abyss.

While 2020 will be remembered as a year of carnage for oil nations, however, at least one will most likely emerge from the pandemic stronger, both economically and geopolitically: Saudi Arabia.

First, Saudi Arabia is proving that its finances can weather a storm such as this.
 

 Low oil prices are, of course, painful for a country that needs around $80 per barrel to balance its public budget, which is why Moody’s cut Saudi Arabia’s financial outlook last Friday. Saudi Arabia ran a $9 billion deficit in the first quarter of 2020. Like other nations, the kingdom has also seen tax revenues fall as it imposes economic restrictions to halt the pandemic’s spread. Last week, the Saudi finance minister said that government spending would need to be “cut deeply” and some parts of the kingdom’s Vision 2030 economic diversification plan would be delayed.
 

Yet unlike most other oil producers, Saudi Arabia has not only plump fiscal reserves but also the demonstrated capacity to borrow. On April 22, the finance minister announced the kingdom could borrow as much as $58 billion in 2020. Compared to most other economies, it has a relatively low debt-to-GDP ratio: 24 percent as of the end of 2019, although lately that figure has been rising. The finance minister also said Saudi Arabia would draw down up to $32 billion from its fiscal reserves. With $474 billion held by the central bank in foreign exchange reserves, Saudi Arabia remains comfortably above the level of around $300 billion, which many consider the minimum to defend its currency, the riyal, which is pegged to the dollar.
 

Second, Saudi Arabia will end up with higher oil revenues and a bigger share of the oil market once the market stabilizes, thanks to production cuts and shutdowns forced by the global economic collapse. The current oil bust lays the groundwork for a price boom in the years ahead—and burgeoning revenues for Saudi Arabia. While the outlook for future oil demand is highly uncertain, once you look beyond the immediate crisis, demand is likely to grow faster than supply.
 

The U.S. Energy Information Administration projects world oil demand to return to its pre-pandemic levels by the end of 2020. The International Energy Agency is almost as optimistic, projecting demand to be only 2 to 3 percent below its 2019 average of 100 million barrels per day by the end of the year. If measures to contain the pathogen last longer than expected or there is a second wave of the virus, the recovery will take longer, but most scenarios still expect demand to eventually recover.
 

Lifestyle changes could lower future oil demand, but the data suggests one should be skeptical of predictions of permanent shifts. In China, for example, car travel and shipping by truck is already nearly back to last year’s level, although air travel—which together with air freight accounts for 8 percent of world oil demand—remains down sharply. Oil demand could actually get a boost if more people decide private cars make them feel safer than crowded mass transit. Expectations that oil demand would be throttled by climate policy will likely be disappointed. The economic distress imposed by the pandemic risks undermining environmental policy ambition, as does the current shift to isolationism and away from the kind of global cooperation required for effective climate policy.
 

Oil supply, by contrast, will take longer to return as shut-in production is lost, investment in new supply is scrapped, and the U.S. shale revolution slows. With the oil glut pushing global oil storage to the limits—land-based storage will be full as soon as this month—an unprecedented number of producing oil wells will need to be shut off. Doing so risks damaging the reservoirs. Some of that supply will never come back, and some will take substantial time and investment to bring back online. Energy Aspects, an oil consultancy, projects 4 million barrels per day of supply could be at risk of semipermanent damage.
 

Major oil companies such as Chevron and Exxon Mobil have also slashed their capital expenditures in response to the price collapse. Even without any growth in oil demand, around 6 million barrels per day of new oil supply must be brought online each year just to offset natural production declines. Moreover, oil is already out of favor with investors concerned with the industry’s poor returns and rising political and social pressures.
 

U.S. shale oil, in particular, will take years to return to its pre-coronavirus levels. Depending on how long oil demand remains depressed, U.S. oil production is projected to decline by 30 percent from its pre-coronavirus peak of around 13 million barrels per day. To be sure, recovering oil prices will raise U.S. production again. Shale oil production remains economical, especially for the better-capitalized companies that will emerge once the assets of bankrupt companies change hands and the industry is consolidated.
 

Yet shale’s heady growth in recent years (with production growing by about 1 million to 1.5 million barrels per day each year) also reflected irrational exuberance in financial markets: Many U.S. companies struggling with uneconomical production only managed to stay afloat with infusions of cheap debt. One-quarter of U.S. shale oil production may have been uneconomical even before prices crashed, according to Citigroup’s Ed Morse. Without that froth, shale will grow more slowly, if at all. Former Goldman Sachs analyst Arjun Murti estimates that even with U.S. oil prices recovering to around $50 per barrel, annual U.S. output growth will be somewhere between zero and 500,000 barrels per day, a shadow of its former self.

Even if the United States, Saudi Arabia, and Russia make a historic show of cooperation, any respite for the oil industry will be short-lived.
 

The oil price collapse has sent shockwaves through financial markets. But the geopolitical earthquake could reach even farther.
 

Indeed, as COVID-19 sets the stage for tighter oil markets and higher prices, Saudi Arabia, along with a few other Gulf states and Russia, will not only benefit from higher prices but actually find opportunities to grow market share and sell more oil. Even now, with prices severely depressed, Saudi Arabia and Kuwait are discussing bringing more oil to market from a jointly held field straddling their border. More economically vulnerable OPEC members may find it harder to invest in restarting and maintaining (let alone increasing) supply and will thus see output growth slow. This is exactly what happened in Iran, Iraq, Nigeria, and Venezuela following the 1998-1999 oil crash.
 

Finally, by shoring up its fraying alliance with the United States and reestablishing itself as the global oil market’s swing producer, Saudi Arabia has strengthened its geopolitical position. As the major producers and consumers scrambled to prevent the oversupply of oil from overwhelming the world’s storage facilities, they finally turned to Saudi Arabia to lead OPEC and other key producers in a historic production cut. For all the talk of oil production quotas in Texas or creating a new global oil cartel through the G-20, calling Riyadh was the only real option available to policymakers at the end of the day—as it has long been. That is because Saudi Arabia has long been the only country willing to hold, at significant cost, a meaningful amount of spare production capacity that allows it to add or subtract supply to or from the market quickly. This singular position—which it just made plain once again to the world—gives the kingdom not only power over the global oil market but also significant geopolitical influence. In a global market, that will remain true until nations use much less oil, which continues to be an important goal of climate policy.
 

By leading the effort to craft an OPEC+ production cut, Saudi Arabia also reminded Moscow that Russia cannot go it alone, as it attempted to do when it walked out of OPEC+ negotiations in March and set off the price war. Moscow is more dependent on Riyadh in managing the oil market than vice versa, strengthening Saudi Arabia’s hand in their relationship—with likely repercussions in the Middle East, where Moscow has a growing military presence and cultivates allies including Syria and the Saudis’ archenemy, Iran.
 

Additionally, Saudi Arabia has improved its standing in Washington. Following intense pressure from the White House and powerful senators, Saudi Arabia’s willingness to oblige by cutting production will reverse some of the damage done when Saudi Arabia was blamed for the oil crash after it surged production in March. Saudi Arabia may also have undermined U.S. lawmakers’ plans for anti-OPEC legislation—it’s difficult to argue OPEC is a harmful cartel when both ends of Pennsylvania Avenue just begged it to act like one. U.S. vitriol will flare up again in the coming weeks, when a flotilla of Saudi tankers sent off during the price war two months ago will dump triple the normal level of deliveries onto an already saturated U.S. market. But this only means that U.S. politicians will once again have to beseech Riyadh to extend or deepen supply cuts at the next OPEC+ meeting in June.
 

Only a few weeks ago, the outlook for Saudi Arabia seemed bleak. But looking out a few years, it’s difficult to see the kingdom in anything other than a strengthened position. COVID-19 may end up doing what Saudi leaders failed to do once before, when they let oil prices crash in late 2014 in a misguided attempt to debilitate U.S. shale. Beyond the immediate crisis, the pandemic will end up bolstering Saudi Arabia’s geopolitical position, reinforcing its pivotal role in oil markets, and sowing the seeds for higher market share and oil revenues in the years ahead.

Geo-Economic Battle for Russia

As the world struggles to achieve any semblance of normality amid the developing economic and coronavirus (COVID-19) cries, China is playing towards increasing its influence throughout Eurasia.

In the first quarter of 2020, China bought a record high number of Russian oil (Urals) – 4 million tones. As a comparison, in the fourth quarter of 2019, China received only 2.5 million tones. The previous record of the supplies of Russian oil to China was registered in the third quarter of 2018 – 2.7 million tones. Therefore, China expanded its import of Russian crude by 1.6 times.

This decision of the Chinese leadership could be seen as a politically-motivated move; especially if one takes into the account the declining demand to oil supplies and massive discounts by Saudi Arabia on the Asian market.

Thus, Beijing is choosing to purchase Moscow’s crude oil, as a sort of a “grant” in the conditions of an economic crisis, taking place amid the coronavirus hysteria. How the liberal-controlled economic bloc of the Russian government pushed the country to the brink of the crisis despite years of preparations for the current situation is another question.

Some critics could call the purchase of Russian crude by China a sort of political bribe, which would ensure either Russia’s compliance, or at least Moscow not getting in the way, while Beijing works to realize its geopolitical agenda.

This, however, leads to a bit of eyebrow raising, as Moscow and Beijing have, for a while now, cooperated in various fields of interest, as well as various common regions of interest.

This support from China towards Russia is not unexpected, and it is not surprising, as it also fits into the expected format of new strategic partnerships in Eurasia, that wish to compete with the United States’ ambitions. Purchase of crude oil or not, it is apparent that when it comes to geopolitical activity, China expects that Russia to either support or simply does not stand against the Chinese national security interests.

For example, China formed two administrative units aimed at specifically managing the artificial islands it constructed in the South China Sea.

“The State Council has recently approved the establishment of the Xisha and Nansha districts under Sansha city.”

According to the notice, the Xisha administration will be based in Woody Island, also known as Yongxing Island. Meanwhile, the Nansha administration will be placed in the Fiery Cross Reef, referred to as Yongshu Reef in Chinese.

The US strongly opposes China’s attempt to seize a larger area under its jurisdiction in the South China Sea, not least because it is the region through which the most trade passes year-round.

Meanwhile, the Ministry of Foreign Affairs of the Republic of Kazakhstan hosted a meeting with Chinese Ambassador Zhang Xiao.

Kazakhstan’s side reacted an article published on a Chinese website http://www.sohu.com titled “Why Kazakhstan is eager to return to China”.

“The meeting pointed out that an article of such content does not correspond to the spirit of eternal comprehensive strategic partnership reflected in the Joint Statement of the Republic of Kazakhstan and the People’s Republic of China, signed by the Heads of State on September 11, 2019. The parties agreed to closely cooperate in the fields of spreading information and mass media.”

Various plans of China’s territorial expansion are actively being discussed in the Chinese society itself. And this appears to be taking place into most directions. Alongside all of this, the intensification in the confrontation between China and the US appears to be all but avoidable.

Another important factor is that the increasing supplies of energy resources from Russia will allow China to be covered in the event of a new military conflict in the Persian Gulf (it will likely involve the US and Iran). In these conditions, Russia, as a key Chinese partner, becomes the apparent and vital supplier of energy resources by contrast with Saudi Arabia and other large oil suppliers.

The COVID-19 crisis has exacerbated the dire situation in which the markets and state economies already were. The crisis deepened the global and inter-regional competition, including those between the two key economic players: Beijing and Washington.

Russia is both an object and a subject of the global geo-economic standoff.

It is an object by virtue of its size – it has a massive market which needs materials (raw and otherwise), but it also produces its fair share of products and energy. It is a subject in terms of the simple fact that it is the world’s second largest military power and is one of the leaders on the international diplomatic scene.

Due to the same reasons, the US might also move towards easing the rhetoric towards Russia, and attempt to expand trade and economic cooperation, something which China would likely also plan to do. Even the media organization of Michael Bloomberg, a key Donald Trump competitor said that it was a possibility.

“Yet a small opening exists to professionalize a segment of bilateral U.S.-Russia ties. Russia has long been interested in pulling the United States into coordinating the global oil market. Although the United States does not need to join OPEC+ and its pledges to mandate production cuts, having regular exchanges about global energy trends could create a niche for constructive discussions between Russian and U.S. officials. It is not crazy to think that a dialogue around common energy interests could evolve into a more meaningful conversation about how to deal with Venezuela’s collapse, for instance,” one of the recent Bloomberg articles says.

However, in the current situation, it is understandable that the Russian leadership is more inclined towards cooperating with China. Beijing has demonstrated itself as a complicated, but also consistent and stable partner. In contrast, the US has spent the last almost 30 years in very apparent attempts to entirely undermine any semblance of Russian strategic power and shake the foundations of the Russian state itself.
