Iran’s Foreign Ministry revealed that JCPOA talks would resume on Tuesday in Doha, Qatar.

Negotiations over Iran’s nuclear program will begin on Tuesday in Qatar, according to the IRNA news agency, citing an Iranian Foreign Ministry source.
“Negotiations on Iran’s nuclear program to lift US sanctions will begin on Tuesday in Qatar,” the source told IRNA.

Since 2018, when then-US President Donald Trump unilaterally withdrew from it and began reimposing harsh economic sanctions on Iran, the nuclear deal has been hanging by a thread.

Although US President Joe Biden’s administration has sought to return to the agreement, saying it is the best way forward with the Islamic republic, it has expressed growing pessimism in recent weeks.

The talks, according to Iranian Foreign Ministry spokesperson Saeed Khatibzadeh, will take place “in an Arabian Gulf country in the coming days, later this week” and will focus on the lifting of US sanctions.

Separately, Iran’s Tasnim news agency reported, citing an unnamed foreign ministry source, that Iran’s chief nuclear negotiator Ali Bagheri would visit Qatar on Tuesday for “negotiations on lifting sanctions,” and that the US-Iran indirect talks would take place there.

A State Department spokesperson in Washington confirmed that the talks would take place this week in the Gulf.

“We are prepared to immediately conclude and implement the deal we negotiated in Vienna for mutual return to full implementation of the JCPOA,” he said, referring to the deal’s formal name, the Joint Comprehensive Plan of Action.

Khatibzadeh voiced hope for “positive results” from the talks.

Exclusive: Qatar may host indirect talks between Washington and Iran

Seyed Mohammad Marandi, A media advisor to the Iranian nuclear team, said earlier to Al Mayadeen on Monday, that Qatar will host indirect talks between Iran and the United States regarding reviving the 2015 nuclear agreement.

Speaking with Al Mayadeen, Marandi stated that Qatar is one of the options offered to host indirect negotiations between Iran and the US.

During EU Foreign Policy Chief Josep Borrell’s visit to Iran, Tehran and Brussels are discussing the location for the coming JCPOA talks.

According to reports, Borrell had stated that Vienna would not host the next talks. “Talks between Iran, the United States, and European Union will not take place in Vienna because talks will not happen in US+P4+1 format,” Borrell said.

He explained that the negotiations will be held in the coming days and that they will be similar to the indirect negotiations between Iran and the US in Vienna.

Envoy: IAEA Report Fails to Reflect Iran’s Vast COOP with UN Nuke Agency

Iran’s permanent representative to the Vienna-based International Organizations says a latest report by the International Atomic Energy Agency [IAEA] on the country’s stockpile of enriched uranium is one-sided and fails to reflect Iran’s extensive cooperation with the UN nuclear watchdog.

Mohammad Reza Ghaebi made the comment on Monday after the IAEA claimed that it estimated Iran’s stockpile of enriched uranium had grown to more than 18 times the limit laid down in the 2015 deal between Tehran and world powers.

The limit in the 2015 Iran deal, officially known as the Joint Comprehensive Plan of Action [JCPOA], was set at 300 kg [660 pounds] of a specific compound, the equivalent of 202.8 kg of uranium.

The report by Rafael Grossi, the director-general of the UN nuclear agency, also claimed that Iran was continuing its enrichment of uranium to levels higher than the 3.67 percent limit in the landmark accord.

“The IAEA Director-General’s report does not reflect Iran’s extensive cooperation with the IAEA,” Ghaebi said. “The report concludes exactly what the Director-General presented to the European Parliament before the third round of technical talks, even before the end of the steps set out in the joint statement.”

Iran’s permanent representative to the Vienna-based International Organizations said the report, by putting aside the detailed, reasoned and technical arguments put forward by the Iranian side and unfairly calling them invalid, continues to rely on the agency’s predetermined assumptions and presents its one-sided conclusion accordingly.

“The Islamic Republic of Iran considers this approach unconstructive and destructive to the close relations and ongoing cooperation between Iran and the IAEA,” Ghaebi noted. “And believes that the IAEA should realize the ruinous consequences of publishing such one-sided reports, which could provide the necessary excuse for opponents of Iran-IAEA relations as well as the sworn critics of the revival of the JCPOA.”

In a separate report also issued on Monday, the IAEA claimed it still had questions which were “not clarified” regarding previous undeclared nuclear material at three Iranian sites.

The report said Iran has offered the explanation of an “act of sabotage by a third party to contaminate” the sites, but added no proof had been provided to corroborate this.

Pointing to the IAEA’s second report, Ghaebi said the entire peaceful nuclear activities of the Islamic Republic have been carried out within the framework of the Non-Proliferation Treaty [NPT], and in accordance with the legal compensatory measures in the law adopted by the Iranian Parliament following the suspension of Iran’s nuclear obligations due to non-fulfillment of obligations by other parties.

“Therefore, the Agency will not gain access to the memory information of its deployed cameras and other information in this regard until an agreement is reached for the revival of the JCPOA,” Ghaebi underlined.

The senior diplomat said the Islamic Republic has repeatedly warned the IAEA’s officials of the need to refrain from disclosing detailed information on the country’s nuclear activities based on the importance of the principle of confidentiality with regard to the IAEA regulations, but the issue has not received serious attention from the Agency.

The Monday reports come as talks in the Austrian capital of Vienna to revive the landmark 2015 nuclear deal between Iran and world powers remain deadlocked after stalling in March.

Russia’s lead negotiator to the Vienna talks Mikhail Ulyanov reacted to the leakage of the UN agency’s reports to the mass media, and said the move would lead to a lot of speculations before and during the meeting of the IAEA Board of Governors next week.

“As always, the IAEA Director General’s reports on Iran were immediately leaked to mass media today. We can expect a lot of speculations in the days to come and heated debates in the IAEA Board of Governors next week,” Ulyanov wrote in a tweet.

Several rounds of negotiations between Iran and the P4+1 group of countries – Britain, France, Germany, China and Russia – have been held in the Austrian capital since April 2021 to bring Washington back into the deal. The talks, however, exclude American diplomats due to their country’s withdrawal.

Talks have been on hold since March as the US insists on its refusal to undo its past wrongs, including removing Iran’s Islamic Revolution Guards [IRG] from its foreign terrorist organization list.

Iran maintains that IRG’s designation in 2019 was part of former president Donald Trump administration’s so-called maximum pressure campaign against Iran, and therefore, it has to be reversed unconditionally.

The Joe Biden administration disagrees, even though it has admitted on countless occasions that Trump’s maximum pressure policy has been a disastrous failure. It has retained the IRG’s designation and the economic sanctions as leverage in the talks.

Iran, Syria Must Continue Consultations on Regional Issues – Assad

Syrian President Bashar al-Assad highlighted strategic relations with Iran, calling for continued consultations between the two sides, particularly on regional issues, given the rapid developments in the region and the world.

Assad made the remarks in a meeting with a senior aide on political affairs to Iran’s foreign minister, Ali Asghar Khaji, in Damascus on Tuesday.

The Syrian president voiced his country’s support of the continuation of the political process on the Syria crisis, mediated by Iran, Russia and Turkey, in the Kazakh capital of Nur-Sultan, formerly known as Astana, and the talks on the activation of the country’s Constructional Committee.

Khaji, for his part, said the Western countries have been attempting to isolate Syria, although such policy has been defeated given the developments unfolding on the battlefield against terrorists and the improvement of its relations with other states.

The senior Iranian diplomat further exchanged views with the Syrian President on the latest developments in the talks between Iran and the P4+1 group of countries in Vienna, the conflict running between Russia and Ukraine, and the continuation of the Astana talks.

Assad and Khaji discussed ways to promote Tehran-Damascus relations in all fields, particularly in the economic sector, to serve the interests of the two friendly countries and their peoples, state-run SANA news agency reported.

It added that the two sides discussed the future rounds of negotiations within the Astana format and in Geneva, emphasizing that the negotiations should proceed without foreign interference and based on a clear strategy in order to achieve tangible results.

According to SANA, the Syrian president and the Iranian diplomat also exchanged views on the Ukraine crisis.

They slammed the immoral measures taken by the West to fuel the crisis of its own making in Ukraine, including transferring extremists from various parts of the world to that region and imposing sanctions on the Russian people, similar to those previously placed on the Syrian and Iranian nations.

According to a report published on The Wall Street Journal (WSJ) on 24 January, differences have emerged in the US negotiating team present in Vienna “over how tough to be with [Iran] and when to walk away” from the ongoing sanctions-removal talks.

Citing people familiar with the negotiations, the WSJ claims that Washington’s team in the Austrian capital has become divided over “how firmly to enforce existing sanctions and whether to cut off negotiations.” This division reportedly led to Richard Nephew, the deputy special envoy for Iran, leaving the team.

Nephew is identified as one of the ‘architects’ of the economic sanctions the White House has imposed on Iran since their unilateral withdrawal from the Joint Comprehensive Plan of Action (JCPOA) in 2018.

He has reportedly not been present in Vienna since early December, having advocated “a tougher posture in the current negotiations.”

Besides Nephew, the WSJ reports that two other members of the US team led by State Department veteran Robert Malley have taken a step back from the talks.

The two unnamed officials reportedly also advocated for a “harder” negotiating stance against Iran.

The report goes on to highlight that these strains have been growing since last summer, with many of them being settled “at the highest levels of the Biden administration.”

Some of these tensions allegedly stemmed from Tehran implementing nuclear counter-measures since 2019, following the US and European breach of their obligations under the JCPOA.

Differences also flared over how “aggressively” to enforce sanctions, especially in regards to China importing Iranian oil.

These revelations came on the same day as Iranian Foreign Minister Hossein Amir-Abdollahian announced Tehran’s willingness to possibly hold direct negotiations with the US.

The JCPOA, which provided Iran with sanctions relief in exchange for limiting their nuclear energy program, fell apart in 2018 when then-US president Donald Trump unilaterally withdrew from the deal and imposed crushing sanctions on Tehran.

Over the past several months, Iran and the P4+1 group of countries (Russia, China, France, and the UK plus Germany) have been taking part in negotiations to remove US sanctions and restore the nuclear deal.

Due to its withdrawal, the US is currently not allowed to directly join the negotiations.

Iran, P4+1 Continue Diplomatic Efforts in Vienna to Revive JCPOA

Senior representatives of Iran and the five parties to the 2015 nuclear agreement continue their diplomatic efforts in Vienna, Austria, to solve the issues hindering the revival of the deal, which has been in crisis due to the US’s unilateral exit.

According to IRNA, progress has been made in the talks and the lead negotiators of Iran and the five remaining signatories to the deal, officially known as the Joint Comprehensive Plan of Action [JCPOA], have settled some of the issues.

As the eighth round of the Vienna talks continue, Iran’s chief negotiator Ali Bagheri Kani on Wednesday held bilateral and multilateral meetings with delegates of the P4+1 group of countries.

In separate meetings, the chief negotiators from Iran and the three European signatories [E3] to the JCPOA – Britain, France and Germany – as well Russia and China discussed possible ways to secure the removal of all sanctions imposed by the United States on Tehran after Washington’s unilateral withdrawal from the nuclear deal in 2018.

Bagheri Kani also met with Enrique Mora, the European Union’s deputy foreign policy chief and head of the JCPOA Joint Commission, who has just visited Russia and held talks with the country’s officials on various issues, including the Vienna negotiations.

Meanwhile, experts from Iran, the P4+1 group of countries and the EU also held discussions on various issues.

Iran and the remaining parties to the JCPOA have been holding talks in the Austrian capital since April last year. The sides resumed diplomatic consultations on Monday after a two-day pause so that the diplomats could return to their respective capitals for consultations.

Under former US president Donald Trump, Washington unilaterally withdrew from the JCPOA and imposed sanctions primarily targeting the Iranian economy.

Iran argues that a lack of initiative among the Western parties to the deal is the main factor slowing down the talks.

Tehran has criticized the West, particularly the US, for failing to present any innovative proposals to help the talks move forward.

Meanwhile, Secretary of Iran’s Supreme National Security Council Ali Shamkhani said the country’s oil sales and revenues have reached at an “appropriate and irreversible” level despite the harsh sanctions imposed on the country’s energy sanctions.

“The Iran’s oil trading and its financial affairs, has reached appropriate and irreversible conditions,” the top Iranian security official said in a tweet.

He used the hashtag “ActiveResistance,” referring to the Iranian nation’s cause of nullifying Western pressure through promoting domestic capabilities.

“It is not possible to promise to lift a sanction that has become ineffective, in order to score a point,” he tweeted.

China Urges More Consensus Building in Vienna Talks

A senior Chinese diplomat called for expanding consensus, “properly handling” differences and jointly promoting breakthroughs during the ongoing round of the Vienna talks.

“On the Iran nuclear issue and related nuclear non-proliferation issues, ‘pragmatism’ and double standards should not be adopted in pursuit of selfish interests,” said Wang Qun, the Chinese envoy to the United Nations and other international organizations in Vienna, according to the Chinese CGTN TV.

“Sanctions should also not be used for threatening casually and new sanctions should not be introduced against Iran during the negotiations,” Wang said, as quoted by Mehr news agency.

The Joe Biden administration imposed fresh sanctions on two Iranian government agencies and several officials on December 7 during the previous round of talks.

The eighth round of negotiations during the Christmas and New Year holidays reflected the sense of urgency on all parties to resume negotiations, Wang said.

Since early April, representatives from China, France, Germany, Russia, Britain and Iran have held seven rounds of negotiations in the Austrian capital, with the United States involved indirectly.

The parties have forged a new “common text” on nuclear issues and a “common understanding” on lifting sanctions, Wang said, adding that they agreed to keep negotiating thoroughly, with a focus on these key points during the eighth round of talks.

All these consensuses laid a solid foundation for this round of talks, he added, and all parties concerned should focus on them, especially the existing ones, and work hard to expand to new areas while “properly” handling the differences.

“We hope that all parties can take practical measures to jointly safeguard the current momentum and atmosphere of the negotiations and push for an early conclusion of a package solution,” Wang said.

China will continue to firmly support the resumption of negotiations between the United States and Iran on implementing the agreement, participate constructively in the follow-up negotiations, and work with all parties to push for results, said the Chinese envoy.

The US government under Donald Trump withdrew from the 2015 Iran nuclear agreement in May 2018 and unilaterally re-imposed sanctions on Iran.

Bagheri Kani Calls for Guarantees for Lifting Sanction

Iran’s top nuclear negotiator Ali Bagheri Kani has urged other sides in Vienna talks to guarantee lifting of sanctions and pave the way for verification of the embargo removal.

Bagheri Kani referred to progress made in the previous round of talks in Vienna, Austria, to lift anti-Iran sanctions and revive the 2015 nuclear deal, adding that the Iranian negotiating team is completely serious and ready to continue the Vienna talks.

The eighth round of talks for lifting anti-Iran sanctions kicked off on Monday evening local time, when Iranian top nuclear negotiator and the European Union’s representative in Vienna talks Enrique Mora co-chaired the Joint Commission meeting of the Joint Comprehensive Plan of Action (JCPOA).

In the meeting, which has been held at Palais Coburg in Vienna, delegations from Iran, the European Union and the P4+1 group (Britain, France, Russia, China plus Germany) took part and discussed way of continuation of talks.

All negotiating teams pointed to progress made at the seventh round of the Vienna talks, underlining the need for keeping on with intensive negotiations.

The delegations also hinted to the fact that most Iranian proposals have been mentioned in a new joint document for the eighth round of talks.

At the end of Monday’s Joint Commission meeting, the negotiating teams agreed upon carrying on negotiations at different levels and formats.

بين أذرع واشنطن ومخالب طهران هل يتصاعد الدخان «النووي» الأبيض؟

ما الذي ستحمله الجولة الثامنة من المفاوضات النووية في فيينا، بعد أن علقت الآمال الكبيرة على الجولة السابعة، وارتفع فيها لوقت، منسوب التفاؤل الذي روّج له أكثر من طرف! تفاؤل كان يُؤمل منه أن يودي للتوصل إلى حلّ يرضي الأطراف المفاوضة. ويتصاعد منه الدخان «النووي» الأبيض!

لقد نشطت الولايات المتحدة من خلال مبعوثها الخاص للشؤون الإيرانية في إدارة الرئيس الأميركي جو بايدن منذ كانون الثاني 2021 روبرت مالي Robert Malley، ومدير برامج الشرق الأوسط وشمال أفريقيا في مجموعة الأزمات الدولية في واشنطن، الذي تواصل مع أطراف دولية واقليمية بغية التوصل إلى اتفاق نهائي ينجم عن الجولة السابعة من المفاوضات. وهي الجولة التي جاءت بعد الانتخابات الرئاسية الإيرانية في حزيران الماضي، وأتت برئيس محافظ، متشدّد، متمسّك بحق إيران في امتلاك وتطوير برنامجها النووي السلمي. إلا أن واشنطن، وقبل الشروع في مفاوضات الجولة السابعة، مارست ضغوطاً على إيران، أخذت منحى تصعيدياً، من أجل حملها على تقديم تنازلات جوهرية تلبّي مطالب وأهداف واشنطن وحلفائها.

كانت الإدارة الأميركية تتوقع الوصول إلى اتفاق مع طهران قبل نهاية هذا العام، وإحيائه من جديد، ومن ثم عودة واشنطن إلى مجموعة 5+1.

رغبة واشنطن لم تتحقق، بعد أن تمسك الجانب الإيراني بمطلبه الثابت، وهو إلغاء العقوبات كافة، التي فرضها الرئيس الأميركي السابق دونالد ترامب، ودفعة واحدة غير مجزأة، تطبّق في شكل عملي لا نظري.

إيران رفضت ما تسرّب لها من معلومات مفادها أن الأميركيين يدعمون اقتراحاً قدّمه طرف أوروبي قريب من المفاوضات، غايته التوصل إلى «اتفاق مرحلي» بين طهران والمجموعة الغربية، يضمن تعهّد إيران بالامتناع عن تخصيب اليورانيوم مقابل تحرير الودائع الإيرانية المجمّدة، ومن ثم الاستمرار في المفاوضات لحين التوصل إلى اتفاق نهائي ودائم.

الاقتراح الأوروبي الذي وافقت عليه الولايات المتحدة يخضع لمبدأ التعليق مقابل التعليق، وهو اتفاق موقت يفسح المجال ويعطي الوقت الكافي لإتمام اتفاق نووي دائم. وهو حلّ يرى فيه الغرب «الولايات المتحدة والمجموعة الأوروبية» بأنه مقدمة أساسية لمفاوضات مستقبلية تودي إلى اتفاق أشمل وأوسع. لكن مبدأ التعليق مقابل التعليق، قد يدوم طويلاً، ويصبّ في صالح الغرب لا في صالح إيران. ليس من الصعوبة بمكان أن تقبل طهران بهذا المبدأ، وهي التي تعلم جيداً أن الاتفاق النووي الذي وقع عليه عام 2015، تنتهي مفاعيل بنود كثيرة فيه عام 2025، حيث لم تلتزم به واشنطن. كما أن الحكومة الإيرانية الحالية لديها ملاحظات وتحفظات وانتقادات شديدة حيال الاتفاق النووي الموقع عليه عام 2015. لذلك فإنّ جولات المفاوضات المقبلة لن تكون يسيرة، بل شائكة ومتشعّبة، تتجاذبها الأطراف، لا سيما أن ثقة الإيرانيين لجهة السلوك الأميركي، والتعاطي مع إيران مهتزة أن لم نقل مفقودة، نتيجة الخلافات المستحكمة بين الطرفين منذ أربعة عقود، والسياسات الأميركية الشرسة التي عانت منها إيران الأمرّين، وكان آخرها انقضاض ترامب على الاتفاق النووي، وانسحابه الأحادي منه بعد ثلاث سنوات من توقيعه، ومن ثم إعادة فرضه العقوبات على إيران من جديد، غير مبال أو مكترث بالمجتمع الدولي وبحلفائه.

إيران وهي تتعاطى مع المجموعة الأوروبية، تنطلق من مبدأ الحفاظ على حقوقها، ومعرفة مدى تجاوب الجانب الأميركي، وحسن نواياه حيالها. فأيّ خطوة ايجابية غربية تجاه طهران ستقابلها خطوة ايجابية من جانبها. وفي حال تعنّتت واشنطن، وامتنعت عن رفع العقوبات كاملة ودفعة واحدة، عندئذ سيكون لإيران خيارات أخرى، أقلها السير بخطى كبيرة في تطوير برنامجها النووي من دون التقيّد بنسبة تخصيب اليورانيوم. ما سيدفع لاحقاً بواشنطن وحلفائها إلى اتخاذ إجراءات عاجلة ضدّ طهران، وفرض المزيد من العقوبات عليها، وعلى مختلف المستويات. وهذا ما تدركه إيران جيداً وتضعه في حسابها.

الولايات المتحدة وحلفاؤها أصبحوا على يقين أن كلّ الإجراءات «السلمية» والعقوبات الاقتصادية والمالية والتجارية الواسعة، التي فرضوها على إيران، لم تحملها على الخضوع والقبول بالشروط الأميركية والأمر الواقع. لكن ماذا لو أصرّت واشنطن على شروطها، ورفضت طهران هذه الشروط، وفشلت المفاوضات؟ ما لم تعطه إيران في اتفاق 2015، لن تعطيه في أيّ اتفاق مقبل، اليوم أو غداً، مهما كانت جرعة التهديدات العسكرية لواشنطن أو «الكيان الإسرائيلي».

الساحة مشرّعة على كلّ الاحتمالات، والإيرانيون على ثباتهم، يحسبون ذلك جيداً، وهم جاهزون لمواجهة أيّ مغامرة عسكرية من أي جهة تأتي، ولن يفرّطوا لا من قريب أو بعيد ببرنامجهم النووي السلمي الذي يعتبرونه فخر إنجازاتهم العلمية، وحقهم الطبيعي في استخدام الطاقة النووية السلمية في نهضة بلادهم وتطورها وتقدمها.

هل تكون الجولة الثامنة هي الأخيرة، أم أن هناك جولات أخرى تنتظر؟

يبدو أن التطمينات الإيرانية الموجهة للداخل، لا تعكس حقيقة ما يدور في فيينا، حيث يخيّم الحذر والتباين في وجهات النظر والطروحات بين الجانب الإيراني،

والجانب الأميركي «المتمثل» ببريطانيا وفرنسا وألمانيا.

الكرة ليست في ملعب طهران، وإنما في ملعب من يريد أن ينتف ريش البرنامج النووي الإيراني شيئاً فشيئاً، ويحجم قوة وقدرات إيران النووية. لذلك، لا مجال أمام طهران للتراجع عما حققته عام 2015، حيث تطورها العلمي النووي يتعزز مع الوقت، وسيأتي اليوم الذي سيقرّ به الغرب عاجلاً أم آجلاً بحقها النووي السلمي.

في ظلّ أجواء المفاوضات التي يكتنفها الضباب، تستبق «إسرائيل» النتائج، لتصعّد من لهجتها العسكرية العدوانية ضدّ إيران، حيث الكيان «الإسرائيلي» يهدّد، ويرفض رفضاً مطلقاً ايّ اتفاق نووي غربي مع طهران، يضمن لها برنامجاً نووياً ولو بحدّه الأدنى، وهو الذي ندّد على الفور بالاتفاق النووي بعد توقيعه عام 2015، عندما وصفه نتنياهو في حينه بـ «الاتفاق السيّء» وبـ»الخطأ التاريخي».

إنّ أيّ عدوان «إسرائيلي» أو غيره، يطال منشاة نووية إيرانية، ومهما كانت الأضرار التي قد تترتب عنه، لن ينال من جيش من علماء الذرة والفنيين والتقنيين الإيرانيين، من أن يستعيدوا قدراتهم على الفور، ويمتصّوا تبعات ايّ عدوان. لكن ماذا عن «إسرائيل» ومستقبل كيانها، فيما لو تعرّضت لردّ فعل إيراني؟ فهل باستطاعتها أن تمتصّ الضربات الإيرانية، وتوفر الأمان والبقاء للمحتلين المحاطين بعداء شعوب المنطقة المتجذر حيالهم، والرافضة لوجودهم في الشكل والأساس؟

«إسرائيل» تريد من واشنطن أن تتولى مهمة ضرب إيران، لتراقب عن بعد ما يجري على الساحة من دون أن تورّط نفسها، لكن وإنْ أرادت أن تكون خلف الستار، فالنار ستصل إليها وستحرقها وهي تعرف ذلك. فكلما قويت شوكة الإيرانيين، كلما زاد تهديد «الإسرائيليين»، ليقتصر على التصريحات والأقوال، والتهويل والتخويف، الذي لا ينطوي على القيادة الإيرانية، ولا يغيّر قيد أنملة من مواقفها وتوجهاتها وأهدافها، لا سيما لجهة برامجها النووية والصاروخية والفضائية والعلمية، وتطوّرها الاقتصادي والصناعي والبحثي والمعرفي.

مفاوضات فيينا ونتائجها ستشرع أبوابها أمام فرص النجاح أو الفشل، احتمالات السلام أو الحرب، التقارب والتعاون أو المزيد من الحصار والعقوبات.

من فيينا ينتظر العالم الدخان الأبيض، على أن لا يكون دخاناً أسود تتمناه، وتعوّل عليه دولة الاحتلال «الإسرائيلية»!

US Exit From JCPOA ‘Disastrous’- Sullivan

US National Security Advisor Jake Sullivan strongly criticized the previous administration of President Donald Trump over its “disastrous” withdrawal from the 2015 Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action [JCPOA].

Sullivan made the remarks at an event hosted by the Council on Foreign Relations on Friday as the seventh round of the talks in Vienna aimed at reviving the JCPOA wrapped up.

He said the past few days have brought “some progress” at the negotiating table, but Tehran has “raced” its nuclear program since Washington pulled out of the agreement in 2018 under Trump.

“Getting that program back into a box through a return to mutual compliance with the JCPOA has proven more difficult through the course of this year than we would have liked to see,” he added. “And we are paying the wages of the disastrous decision to leave the deal back in 2018.”

Sullivan further said that the Vienna talks are “not going well in the sense that we do not yet have a pathway back into” the JCPOA.

The comments echoed those of Secretary of State Antony Blinken, who earlier admitted that abandoning JCPOA “isolated” the United States, not the Islamic Republic.

Blinken also said that the US maximum pressure campaign against Iran only pushed the country to “inexorably rebuild the nuclear program that the agreement had put in a box.”

Trump unilaterally left the JCPOA in May 2018 and re-imposed the anti-Iran sanctions that the accord had lifted. He also placed additional sanctions on Iran under other pretexts not related to the nuclear case as part of his “maximum pressure” campaign.

Following a year of strategic patience, Iran decided to let go of some of the restrictions on its nuclear energy program, resorting to its legal rights under the JCPOA, which grants a party the right to suspend its contractual commitments in case of a non-performance by the other side.

The US administration of President Joe Biden had voiced a willingness to compensate for Trump’s mistake and rejoin the deal, but it has retained the sanctions as leverage.

Envoys from Iran and the P4+1 group of countries — Britain, France, Russia, and China plus Germany — began negotiations in the Austrian capital in April in a bid to resurrect the JCPOA.

The seventh round of the talks, the first under Iranian President Ebrahim Raisi’s administration, started on November 29 following a five-month pause.

On December 17, Iran’s top negotiator, Ali Baqeri Kani, announced on Twitter that “good progress” had been made, and that the negotiations would continue after a “break of a few days.”

During the discussions, Iran presented two draft texts which address, separately, the removal of US bans and Iran’s return to its nuclear commitments under the JCPOA.

Iran’s chief negotiator Ali Baqeri Kani said the three European parties to the 2015 nuclear deal, also known as the E3, intimately agreed to accept Tehran’s viewpoint as a basis for “serious, result-oriented” talks as the latest round of discussions in Vienna comes to a close.

Baqeri Kani was briefing reporters on Friday, at the end of the seventh round of talks in the Austrian capital of Vienna between Iran and the five remaining signatories to the multilateral nuclear deal, officially known as the Joint Comprehensive Plan of Action [JCPOA], aimed at removing the US sanctions imposed on Tehran and saving the agreement.

He said the pace of reaching an agreement depends on the will of the opposite side, adding, “If the other side accepts the rational views and positions of the Islamic Republic of Iran, the new round of talks can be the last one and we can achieve a deal in the shortest possible time.”

The senior added that Iran and the P4+1 group of countries reached “two new documents for talks both on the issue of sanctions and on the nuclear issue,” referring to the bans that the US imposed on Iran after withdrawing from the deal and the retaliatory nuclear steps that Tehran took away from the accord.

He emphasized that a fresh round of Vienna talks would start in the near future based on these new texts which incorporate Iran’s viewpoints and positions.

Baqeri Kani, who also serves as deputy foreign minister for political affairs, noted that given the formation of a new administration in Iran, the country’s new negotiating team had brought along its own stance and views to Vienna.

At the same time, however, the new Iranian negotiating team took into account the positions, views, amendments and proposals put forwards by the former Iranian colleagues during the previous six rounds of talks in Vienna as well as the drafts that had been prepared up to that time and “incorporated them in the negotiation documents that we presented to the other side,” he added.

“Specifically, two documents were important for the negotiations. One was related to the removal of sanctions, which was the main priority on the agenda of the negotiating team of the Islamic Republic of Iran,” the chief negotiator said.

He said the removal of sanctions was not just a priority for Iran, but other parties, including some of the P4+1 members, such as China, explicitly announced in the discussions that their priority was in harmony with that of Tehran.

In the course of the days that the latest talks were underway in Vienna, senior diplomats and experts of Iran and the P4+1 group of countries held several sessions on the removal of the sanctions and exchanged a number of documents about the two sides’ views on amendments or changes which should be made in the final text Baqeri Kani said, adding, “We received the latest documents on the sanctions removal today.”

Asked whether the two sides have managed to narrow down their differences, the senior diplomat said Iran announced its stance on the sanctions removal and nuclear issues in two documents, but “the European side was initially reluctant to accept the Islamic Republic of Iran’s views as a basis for the talks.”

He said the European signatories to the JCPOA — Britain, France and Germany— exerted pressure on Iran at first to make it retreat from its positions and insisted that the negotiations should move forward within the framework of the previous six rounds of the Vienna talks.

Faced with Iran’s resistance and logical arguments, the opposite side finally agreed to accept Iran’s positions as “a basis for serious, result-oriented” negotiations, the senior official added.

He criticized the E3 for failing to present a specific constructive initiative during the talks, saying, “They previously announced that they have proposals and initiatives on some topics, including the issue of guarantees, but we received no proposal or initiative from them during this round of talks.”

Iran’s chief negotiator explained that the talks were paused on Friday because the two sides agreed on the basis of the future negotiations, noting that they would resume a fresh round with serious discussions on the texts which have been agreed upon by all the negotiating teams.

Baqeri Kani said the new round of talks would be resumed within the next few days, adding that the negotiations will start based on the JCPOA and “no other basis has been announced by anyone and will be accepted by anyone.”

Iran and the five remaining parties to the JCPOA resumed talks in Vienna on November 29 after a five-month pause, marking the first round of negotiations under President Ebrahim Raisi’s administration and the seventh overall.

The Islamic Republic maintains that its presence at the talks is intended to have the US sanctions removed, which would, in turn, secure a US return to the nuclear deal.

The US, which is not allowed to directly participate in the talks as a result of its 2018 withdrawal from the JCPOA, claims that it is willing to undo the withdrawal and repeal its “maximum pressure” policy against Iran.

Iran argues that the onus is on Washington to return to the nuclear deal after removing its illegal sanctions and offering guarantees that it will not exit the pact again.

Iranian Foreign Minister Hossein Amir Abdollahian underlined the Islamic Republic’s resolve to reach a “good agreement” through the ongoing talks in Vienna, which aim to remove US sanctions, saying the Western sides to the Iran nuclear agreement have talked the talk in recent years but it is high time they walk the walk as well to secure a serious, good deal.

“We are all in Vienna to negotiate to reach a good agreement,” Amir Abdollahian wrote in a post on his Instagram page on Thursday night, hours after a new round of talks kicked off in the Austrian capital between Iran and the five remaining parties to the nuclear deal.

“The Western parties need to know that in the last eight years, enough words and empty promises have been uttered, but today, it is time to act,” he also noted.

Since April, Vienna has been hosting negotiations on a revival of the nuclear deal, officially called the Joint Comprehensive Plan of Action [JCPOA], which would require the US to remove its anti-Iran sanctions three years after Washington walked out of the JCPOA and slapped the bans on Iran to kill the deal.

Almost eleven months after Joe Biden was sworn in as president, the US still refuses to remove the sanctions, despite Biden’s pledge to undo the Iran policy of his predecessor, Donald Trump, and end his “failed maximum pressure” campaign.

Although the US withdrawal from the JCPOA and its sanctions, coupled with the three European parties’ submission to Washington’s illegal moves, prompted Iran to legally reduce its nuclear undertakings, the four countries have upped the ante in the talks, shifting the blame on Iran and voicing concerns over its nuclear measures.

Rejecting those concerns, Amir Abdollahian stressed that Iran’s nuclear program is completely peaceful, but added that there is a direct link between the removal of US sanctions and Iran’s decision to assuage the concerns.

“Although we doubt whether the Western side is ready to remove the sanctions or it only seeks to unilaterally ease its own concerns, we will certainly see quick progress in the talks if the Western side attends the negotiations with goodwill, initiatives, and constructive ideas,” the top Iranian diplomat added.

Iran’s lead negotiator to Vienna talks says the P4+1 group of countries has been given the chance to consult with their capitals on the Islamic Republic’s two proposed drafts, underlining that Tehran expects a “reasonable, documented and rational” response.

Ali Baqeri Kani was speaking to reporters on Friday before leaving the Austrian capital for Tehran after five days of intensive talks aimed at removing the sanctions the United States imposed on Iran after its unilateral withdrawal from the multilateral 2015 nuclear agreement, officially known as the Joint Comprehensive Plan of Action [JCPOA].

During the JCPOA Joint Commission meeting on Friday, the sides gave a brief overview of the talks, which started between Iran and the remaining parties to the nuclear deal – Britain, Germany, France, China and Russia – on Monday.

“It was emphasized that the proposals of the Islamic Republic of Iran on the removal of illegal and oppressive sanctions and the nuclear issue are on the table,” Baqeri Kani, who serves as Deputy Foreign Minister for Political Affairs, said. “Since the opposite side needed to consult with their capitals to provide a documented and reasonable response to these proposals, it suggested that the talks be suspended for a few days.” The senior Iranian diplomat noted that a new round of negotiations between the two sides would resume in the middle of next week.

The JCPOA was abandoned by then US President Donald Trump in May 2018. Trump then targeted Iran’s economy with what he called the “maximum pressure” campaign, but he failed to compel Iran to negotiate a “new deal.”

Iran and the five remaining parties to the JCPOA began the talks in the Austrian capital in April with the aim of removing Washington’s unlawful sanctions after the US voiced interest to return to the agreement.

Baqeri Kani announced Thursday that Iran has submitted two proposed drafts to the other parties concerning the removal of sanctions and Tehran’s nuclear commitments, and is about to put forward a third draft.

The website of Iran’s Supreme National Security Council [SNSC] said on Friday that the Europeans’ lack of initiative in the face of the Iranian team’s “groundbreaking” proposals is dragging down negotiations in Vienna.

Iran’s top security body quoted Baqeri Kani as saying, “The first document sums up the Islamic Republic’s point of view concerning the removal of sanctions, while the second is about Iran’s nuclear actions.”

“In the third document to be presented to the other parties, Iran will state its views and proposals with regard to the verification period of removing sanctions,” he added. The top Iranian negotiator also told reporters before his departure that the country’s new delegation to this round of talks was comprised of economic, financial and banking experts and officials, which “showed the Islamic Republic’s determination to enter the negotiations with the purpose of achieving an agreement.”

He noted that the new delegation presented its views to the P4+1 group of countries in written and repeatedly voiced its readiness even during the JCPOA Joint Commission meeting to continue the talks. Baqeri Kani emphasized that the P4+1’s response to Iran’s proposals would be the base for bilateral negotiations.

Baqeri Kani said the European parties were not “satisfied” with some parts of Iran’s proposed drafts, saying, however, that “these proposals have been drawn up based on common basics between the two sides.”

The Europeans had no objection to Iran’s proposals, which they said do not agree with their views, Baqeri Kani said, adding, “We raise issues which are consistent with our own views, interests and policies but the important point is that these proposals have been devised based on principles agreed by the opposite side.”

The top Iranian negotiator emphasized that no European side claims that Tehran’s proposals lack legal basis.

Earlier, an informed source familiar with the Vienna talks told Press TV on Friday that Iran’s proposed drafts are in full conformity with the JCPOA and the principles contained therein.

The unnamed source expressed regret that some European parties have turned the negotiations into a forum to dictate their own positions and demands, saying, “Regrettably, some European parties have mistaken the negotiating table for a platform to dictate their positions and demands.”

Meanwhile, senior diplomats from the three European signatories to the JCPOA have expressed disappointment and concern after reviewing Iran’s proposed changes to the text negotiated during the previous six rounds.

In a Friday statement, the E3 diplomats said, “Major changes [have been] demanded [by Iran],” adding that some were incompatible with the JCPOA. It is “unclear how these new gaps can be closed in a realistic timeframe on the basis of Iranian drafts,” they added.

In a phone call with European Union foreign policy chief Josep Borrell on Friday, Iran’s Foreign Minister Hossein Amir Abdollahian described the process of negotiations in Vienna “good but slow,” asserting that the West needs to focus on removing the United States’ sanctions against Iran.

Iran’s negotiators say they are ready to continue intensive talks and are not beholden to “artificial deadlines or time tables”

On the third day of long-awaited Vienna nuclear talks, European representatives reportedly urged an “immediate conclusion” to this round of negotiations.

According to Iranian media reports on 1 December, this call by several of the signatories of the Joint Comprehensive Plan of Action (JCPOA) is due to their “insistence” to receive case-by-case directives from the US, which continues to disrupt and prolong discussions.

Despite this apparent snag, the Islamic Republic’s delegation has maintained they are ready to engage in talks for “as long as needed.”

“The Islamic Republic has come to Vienna with full seriousness and is negotiating with transparent demands and proposals,” a senior member of Iran’s negotiating team told Press TV on 1 December.

“[Iran] stands prepared to continue intensive talks as long as needed, [but] it will not be ready to sacrifice its principled demands and the Iranian nation’s rights for mere artificial deadlines or time tables,” the unnamed source went on to add.

Israeli media have quoted Biden administration officials as saying that they expect to wrap the talks up “on Thursday or Friday.”

Meanwhile, Iranian Foreign Minister Hossein Amir-Abdollahian took to Twitter to say that talks are continuing and that a good deal is “within reach if the west shows good will.”

Officials from Iran and the P4+1 group of countries — Britain, France, Russia, and China plus Germany — arrived in the Austrian capital on 29 November to negotiate the removal of unilateral US sanctions placed on Iran.

US officials are also present in Vienna but are not taking part in the talks directly.

Regarding the possibility of an agreement during this round of negotiations, Russia’s Permanent Representative to International Organizations in Vienna, Mikhail Ulyanov, told reporters on Wednesday that he sees “a real chance” for an agreement despite the difficulties and serious disagreements between Iran and the US.

“The situation is very difficult, and it is clear that there are a lot of differences between the Americans and the Iranians,” Ulyanov said. “Both in previous rounds of negotiations and in the current round.”

“Nevertheless, we think there is still a real chance to resolve all issues through diplomacy and negotiation,” he continued.

The Russian diplomat went on to explain that most of these differences stem from Iran’s ongoing work on its nuclear energy program, which was done “not out of malice, but in response to the irresponsible policy of maximum US pressure in the form of extraterritorial sanctions.”

“The Americans must first lift the sanctions, and Iran must align its nuclear program with the provisions of the IAEA Board,” Ulyanov added.

Amid all these developments, Iran’s Foreign Ministry spokesperson Saeed Khatibzadeh has accused Israel of trying to “poison” the negotiation process, tweeting that: “All parties in the room now face a test of their independence & political will to carry out the job — irrespective of the fake news designed to destroy prospects for success.”

This comes in response to several media reports saying Israel has shared intelligence over the past two weeks with the US and several European allies alleging that “Iran was taking technical steps to prepare to enrich uranium to 90 percent purity, the level needed for a nuclear weapon.”

Iran FM: Contradictory US Behavior Presents Major Obstacle in Vienna Talks

Iran’s Foreign Minister Hossein Amir Abdollahian says the United States claims it is willing to return to the 2015 nuclear deal but simultaneously expands sanctions, warning that Washington’s “contradictory behavior” presents one of the obstacles in the Vienna talks aimed at putting the accord back on track.

In a telephone conversation with his Swiss counterpart, Ignazio Cassis, on Tuesday, Amir Abdollahian said Iran was “ready and serious to reach a good and immediate agreement” in the talks that would start in Vienna, Austria on November 29, “but at the same time it is distrustful of US behavior.”

“On the one hand, the US pretends to be interested in returning to the JCPOA, but on the other, it has imposed sanctions on Iranian individuals and companies in two stages over the past few weeks. America’s contradictory behavior is one of the main obstacles to the negotiations,” he added, referring to nuclear deal by the acronym of its official name, the Joint Comprehensive Plan of Action.

The top Iranian diplomat also emphasized that the Islamic Republic would judge the US based on its behavior.

Envoys from Iran and the P4+1 group of countries – Britain, France, Russia, and China plus Germany – are expected to hold the seventh round of discussions in Vienna on November 29.

The negotiations were paused in June, when Iran held a presidential election. Since then, the new Iranian administration has been reviewing the details of the six rounds of talks held under the previous administration.

Former US president Donald Trump left the JCPOA in May 2018 and re-imposed the anti-Iran sanctions that the deal had lifted. He also placed additional sanctions on Iran under other pretexts not related to the nuclear case as part of his “maximum pressure” campaign.

Following a year of strategic patience, Iran resorted to its legal rights under the JCPOA, which grants a party the right to suspend its contractual commitments in case of non-compliance by other signatories, and let go of some of the restrictions imposed on its nuclear energy program.

Elsewhere in his remarks, Amir Abdollahian said that Tehran-Bern relations were on the right track and that a recent visit by Switzerland’s President of the National Council Andreas Aebi to Iran marked a turning point in bilateral parliamentary ties.

Referring to the efforts underway to resolve problems on the way of the activities of Swiss companies in Iran, he stressed the need to boost relations between the two countries in various sectors, including science, education, agriculture, transportation, health and banking.

The Swiss foreign minister, for his part, pointed to the importance of relations with Iran and explained the status of a trade channel between the two states.

The two chief diplomats also discussed the crisis in Afghanistan

Amir Abdollahian said Iran continued to encourage the ruling administration in Afghanistan to form an inclusive government, expressing concern over the humanitarian situation in the South Asian country amid the winter season.

His Swiss counterpart also announced his country’s readiness to cooperate in the transfer of aid to Afghanistan through Iran.

Bern agrees with Tehran on the need to form an inclusive government in Afghanistan, he said, praising Tehran for attempting to find a diplomatic solution to the Afghan crisis as well as hosting refugees.

Additionally on Tuesday, Amir Abdollahian met with Rafael Grossi, director general of the International Atomic Energy Agency [IAEA].

During the meeting, the Iranian foreign minister urged the UN nuclear watchdog to keep cooperating with the Islamic Republic within the framework of its technical duties and avoid taking political positions.

Grossi, for his part, said he stands ready to resolve the remaining technical issues between the IAEA and Iran with goodwill and close cooperation in the shortest possible time.

Iranian Foreign Minister Hossein Amir Abdollahian says Tehran and the remaining parties to the landmark nuclear deal of 2015 can reach a “good agreement in a short time” only in case of a “serious and positive” approach to the upcoming talks slated to start in the Austrian capital of Vienna at the end of this month.

“The Islamic Republic has no intention to be locked in the stalemate remaining from the previous negotiations…I believe that if the opposite sides enter in the Vienna [talks] with a serious and positive approach, it will be possible to achieve a good agreement in a short time,” Amir Abdollahian said in a post on Instagram on Friday.

The top Iranian diplomat said it was necessary to once again outline Iran’s stance and views about the sanctions-removal talks in Vienna as the date of the negotiations has been finalized. He noted that he held “detailed and separate” phone talks with the foreign ministers of the P4+1 group of countries – China, Russia, Britain, Germany and France – last week and emphasized that the Islamic Republic would pursue a result-oriented approach to the talks and is “determined to achieve a ‘good agreement’”.

Amir Abdollahian emphasized that achieving a good agreement calls for the “effective and verifiable removal of sanctions and the return of the opposite sides to their full obligations” as per the nuclear deal, officially known as the Joint Comprehensive Plan of Action [JCPOA].

He said Washington’s behavior, including in imposing new sanctions against Iran, has made the provision of its “objective guarantees” an unavoidable necessity.

The foreign minister noted that his deputy and the country’s chief negotiator, Ali Baqeri Kani, held “explicit and useful” talks in European capitals this week.

Recently, Baqeri Kani traveled to France, Germany and Britain. In Paris, he held a meeting with Philippe Errera, the ‎director general for political and security affairs at France’s Foreign Ministry. Iran’s chief negotiator on Friday held talks in the Spanish capital of Madrid with EU deputy foreign policy chief Enrique Mora, who chairs the JCPOA Joint Commission on behalf of EU High Representative Josep Borrell.

Amir Abdollahian further said, “As I have repeatedly emphasized, the administration of the Islamic Republic of Iran will continue the policy on the expansion of balanced ties with countries based on mutual respect and common interests with seriousness and is determined not to tie the improvement of bilateral and multilateral economic cooperation to the issue of the JCPOA.”

The JCPOA was unilaterally abandoned by the US in 2018 despite Iran’s full compliance with its nuclear undertakings, as repeatedly certified by the UN nuclear agency. The US then unleashed a “maximum pressure” campaign against Iran, which practically deprived the country of all of the deal’s economic benefits.

Iran fully honored its nuclear obligations for an entire year, after which it decided to ramp up its nuclear work as a legal “remedial measure” against the US violation of the deal and the abject failure on the part of the other signatories, the E3 in particular, to safeguard its benefits.

Envoys from Iran and the P4+1 are expected to hold the seventh round of discussions in Vienna on November 29. The negotiations were paused in June, when Iran held its presidential election. Since then, the new Iranian administration has been reviewing the details of the six rounds of discussions held under the previous administration.

The US administration of Joe Biden has partaken in ex-president Donald Trump’s crimes against humanity for 144 days, the Iran’s Deputy Foreign Minister Abbas Araqchi said, criticizing Biden’s administration for continuing Trump’s policies.

“The US has for the past 3 years targeted every single Iranian living anywhere with its brutal & unlawful sanctions”, Araqchi made the remarks in his Twitter account, in reference to the Americans’ moves against the Iranian nation following the unilateral withdrawal of former US administration from Iran’s nuclear deal, officially known as the Joint Comprehensive Plan of Action [JCPOA].

“The current US admin has partaken in these crimes against humanity for 144 days”, the top Iranian negotiator also said, criticizing Joe Biden’s administration for continuing Trump’s policies.

“Iranians should not have spent a single day under sanctions”, he also stressed.

Since April, representatives from Iran and the P4+1 group of countries have been holding talks in Vienna aimed at reviving the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action, and bringing the US back to compliance with the accord.

The US, under Trump, unilaterally left the JCPOA in 2018 and returned the sanctions that had been lifted against Tehran as part of the agreement.

Biden said Washington is willing to return to the pact if Tehran first suspends its countermeasures taken in response to the US violations and reimposition of sanctions.

ارتفع منسوب القلق في كيان العدو الصهيوني، مع توارد الأنباء عن قرب توصل مفاوضات فيينا الى اتفاق على العودة المتزامنة من قبل الولايات المتحدة والجمهورية الإسلامية الإيرانية إلى الالتزام بالاتفاق النووي كما نص عليه عام 2015، وهي الصيغة التي يجري وضع اللمسات الأخيرة عليها وتقضي بأن تقوم واشنطن برفع كلّ العقوبات عن إيران والعودة إلى الالتزام بالاتفاق وتأكد طهران من هذا الالتزام، وفي المقابل تقوم إيران بالعودة عن خطواتها التي اتخذتها بالتخلي عن التزاماتها بموجب الاتفاق، انْ لناحية وقف التخصيب بنسبة 60 بالمئة والعودة إلى التزام نسبة 3,67 بالمئة، أو لناحية السماح لمفتشي وكالة الطاقة الدولية بالعودة الى ممارسة عملهم في مراقبة البرنامج النووي.

هذا التطور أحدث صدمة وقلقاً داخل كيان الاحتلال الصهيوني، وأثار انقساماً في اجتماع الكابينيت، المجلس الوزاري المصغر، حول طريقة التعامل مع هذا التطور الذي اعتبر «إسرائيلياً» بأنه يشكل تنازلاً أميركياً أمام إيران، يلحق الضرر بـ «إسرائيل» وحلفائها من بعض الحكومات العربية… ولهذا حذّرت مجموعة كبيرة من المسؤولين السابقين في الاستخبارات «الإسرائيلية» والجيش وهيئات إنفاذ القانون، بايدن من التسرّع في إبرام اتفاق نووي مع إيران.

المجموعة التي ضمّت 2000 مسؤول رفيع المستوى، قالت في رسالة إلى بايدن، إنّ «التسرّع في التفاوض مع إيران يعرّض «إسرائيل» وحلفاءها العرب الجدد للخطر بشكل مباشر».

وأفاد موقع «واشنطن فري بيكون» أنّ الرسالة التي صاغها «منتدى الدفاع والأمن الإسرائيلي»، تُعدّ إشارة واضحة على أنّ «إسرائيل» وحلفاءها العرب في المنطقة متحدون في معارضة جهود إدارة بايدن للانضمام مرة أخرى إلى الاتفاق النووي. واعتبروا أنّ الاتفاق النووي الإيراني معيب ويعد تهديداً مباشراً للاستقرار الإقليمي…

لكن الأسئلة التي تطرح في هذا السياق هي:

أولاً، لماذا قرّرت واشنطن العودة إلى الاتفاق النووي كما وقع عام 2015 طالما انه يشكل ضرراً لحلفاء أميركا في المنطقة وفي المقدمة الكيان الصهيوني؟

وثانياً، لماذا يعتبر المسؤولون الصهاينة عودة العمل بالاتفاق النووي يلحق ضرراً بالكيان الصهيوني وحلفائه من الأنظمة العربية؟

وثالثاً، ما هي النتائج التي ستترتب على التوصل لهذا الاتفاق وفق الشروط الإيرانية؟

أ ـ انّ قرار إدارة الرئيس الأميركي جو بايدن العودة إلى الاتفاق النووي وقبول شروط إيران برفع كامل العقوبات بالتزامن مع عودة طهران للالتزام بالمثل بنصوص الاتفاق، حسب الأنباء الواردة من مفاوضات فيينا، لم يكن ليتمّ لو كان لدى الإدارة خيارات أخرى أفضل… بل انّ واشنطن تقدم على التراجع أمام ايران، حسب ما يرشح من مفاوضات فيينا، نتيجة انسداد الخيارات الأخرى أمامها ووصولها إلى قناعة بأنّ خيار العودة إلى الاتفاق وعدم الاستمرار في محاولات الضغط لتعديله أو تجزئة رفع العقوبات المفروضة على إيران، إنما يشكل أقلّ الخيارات سوءاً بالنسبة للسياسة الأميركية… لماذا؟

لأنّ خيار مواصلة سياسة الحصار والعقوبات لم يعد يجدي نفعاً بعد أن نجحت إيران في إجهاض أهداف الحصار، من خلال :اعتماد سياسات اقتصادية تنموية عزّزت…ـ الاكتفاء الذاتي… وإقامة علاقات اقتصادية مع دول ترفض سياسة الهيمنة الأميركية، لا سيما روسيا والصين، والتي كان آخرها الاتفاقية الاستراتيجية بين طهران وبكين والتي شكلت ضربة موجعة لسياسة الهيمنة الأميركية وأسقطت الحصار الأميركي على إيران بالضربة القاضية كونها أمّنت لإيران تصدير نفطها بكميات كبيرة ومنتظَمة على مدى 25 سنة واستثمارات صينية في شتى المجالات تناهز الـ 450 مليار دولار، هذا إلى جانب توطيد علاقات التنسيق والتعاون الاقتصادي والأمني مع روسيا وإقامة علاقات اقتصادية مع دول جمهوريات آسيا الوسطى لا سيما، دول جوار بحر قزوين مما أدّى إلى تحرّر إيران من تأثير العلاقات مع الغرب، وأوجد بدائل جديدة تجعل طهران قادرة على تأمين احتياجاتها وتصدير منتجاتها من دون الخضوع للابتزاز الذي تمارسه الدول الغربية…

أما الخيار العسكري فإنّ إدارة بايدن تدرك جيداً بأنه محفوف بالمخاطر الكبيرة على الوجود والمصالح الأميركية في المنطقة وعلى أمن الكيان الصهيوني… بسبب القدرات العسكرية الرادعة التي تملكها إيران وحلفائها في محور المقاومة…

في حين انّ خيار الحرب الأمنية غير المباشرة لتعطيل البرنامج النووي الإيراني لإضعاف موقف طهران وفرض الشروط عليها، لم يحقق أهدافه، بل أدّى إلى نتائج عكسية، حيث ردّت إيران على الهجوم الصهيوني التخريبي الذي استهدف مفاعل «نطنز»، بالعمل سريعاً على وضع جيل جديد متطوّر من أجهزة الطرد المركزي بدلاً من الأجهزة التي تضرّرت، ورفع نسبة تخصيب اليورانيوم من 20 بالمئة إلى 60 بالمئة مما عكس جاهزية إيران للمواجهة ونجاحها في تطوير قدراتها النووية وامتلاكها الاحتياطات اللازمة للتصدي لأيّ استهدافات أمنية للبرنامج النووي… وكان من الطبيعي أن يؤدّي هذا النجاح الإيراني إلى تعزيز موقف إيران ورفع سقف وشروط التفاوض من قبلها مع مجموعة 4  + 1 من ناحية، وانسداد أيّ أفق أمام واشنطن لتحسين شروط عودتها إلى الالتزام بالاتفاق النووي من ناحية ثانية… وبالتالي اضطرارها إلى التراجع وإبداء المرونة أمام إيران بالتخلي عن الرهان لتعديل شروط العودة للاتفاق والقبول بالعودة المتزامنة غير المشروطة المقرونة برفع العقوبات دفعة واحدة كما تطالب طهران…

ب ـ انّ قلق المسؤولين الصهانية من عودة واشنطن إلى الاتفاق النووي بالشروط التي ترضى إيران، إنما مردّه إلى جملة أسباب:

السبب الأول، إدراك تل أبيب بأنّ الجمهورية الإسلامية الإيرانية ستحقق انتصاراً جديداً في معركتها لتكريس استقلالها والحفاظ على برنامجها النووي والحصول على المنافع الاقتصادية التي ينص عليها الاتفاق من دون إدخال أيّ تعديلات على الاتفاق سعت إليها حكومة بنيامين نتنياهو دون جدوى.. وهذا يعني أنّ إيران الثورة ستصبح في وضع أقوى داخلياً وخارجياً حيث سيتحسّن الوضع الاقتصادي الإيراني بشكل كبير وينعكس ذلك بتحسين قيمة العملة الإيرانية وبالتالي تحسّن الوضعين الاجتماعي والمعيشي للشعب الإيراني الأمر الذي يزيد من التفافه حول قيادته، ويضعف الجهات المرتبطة بالخارج التي كانت تسعى الى استغلال الضائقة الاقتصادية نتيجة الحصار لتأليب الناس ضدّ نظام الجمهورية الإسلامية… ومن الطبيعي انّ تَحسّن الوضع الاقتصادي ومستوى معيشة الشعب سوف ينعكس بتعزيز موقف إيران السياسي واستطراداً دورها على الساحتين الإقليمية والدولية…

السبب الثاني، إدراك المسؤولين الصهيانية أنّ تنامي قوة إيران الاقتصادية واستعادتها لوارداتها النفطية، والاستثمارات الخارجية التي ستحصل في إيران، وارتفاع معدلات النمو في الاقتصاد والدخل على حدّ سواء، سوف تمكن إيران من زيادة قدراتها على دعم حلفائها في محور المقاومة، مما يقوّي من قدراتهم في مواجهة قوى الإرهاب المدعومة أميركياً، ومن الاحتلال الصهيوني…

السبب الثالث، قلق الصهاينة من التحوّل الذي ستحدثه عودة واشنطن إلى الاتفاق النووي بالشروط الإيرانية، على صعيد موازين القوى الإقليمية، في مصلحة المحور المناهض للهيمنة الأميركية، على حساب المحور الموالي لهذه الهيمنة والذي يضمّ الكيان الصهيوني وحلفاءه من الأنظمة الرجعية التابعة والتي بات يرتبط بعضها باتفاقيات مع كيان العدو… مما يضعف هذه الأنظمة ويجعلها مضطرة إلى التوقف عن مواصلة سياسة العداء لإيران والبحث عن سبل تطبيع العلاقات معها، وفي هذا السياق يمكن وضع الأنباء التي تحدّثت عن بدء حوار سعودي إيراني برعاية عراقية.. والذي تزامن مع الأنباء عن قرب التوصل إلى اتفاق في فيبنا لإعادة العمل بالاتفاق النووي… وتفاقم المأزق السعودي في اليمن بفعل نجاح المقاومة اليمنية في مواصلة توجيه ضربات موجعة القواعد والمنشآت الحيوية العسكرية والنفطية في قلب المملكة.

ج ـ انّ إنجاز الاتفاق بالشروط الإيرانية المدعومة روسياً وصينياً، سوف يكرّس المعادلات الجديدة على الصعيد العالمي، والتي تأتي نتيجة فشل الحروب الأميركية في تحقيق أهدافها لناحية إضعاف إيران وإسقاط الدولة الوطنية السورية والقضاء على قوى المقاومة وإعادة إخضاع العراق للهيمنة الأميركية، وصولاً إلى عزل إيران والعمل على تطويعها، ومحاصرة روسيا والصين، وإحباط تطلعاتهما لإقامة نظام دولي متعدّد الأقطاب…

انّ إخفاق الحروب الأميركية وفشل أهدافها المذكورة، أدّى إلى خروج دول وقوى محور المقاومة أكثر قوّة وقدرة، والى تعزيز قوة إيران السند الأساسي لهذا المحور، وعودة روسيا بقوة إلى الساحة الدولية كلاعب أساسي انطلاقاً من انتصار سورية ومساهمتها في هذا الانتصار في مواجهة الحرب الإرهابية الكونية التي شنّتها أميركا بوساطة جيوش الإرهاب القاعدي والداعشي…

 انّ هذا التحوّل سوف يجعل الكيان الصهيوني محاصراً ببيئة استراتيجية جديدة من محور المقاومة الممتدّ من لبنان مروراً بسورية والعراق وغزة واليمن وصولاً إلى إيران، فيما الولايات المتحدة الداعم الأول للكيان الصهيوني تتراجع هيمنتها في المنطقة وعلى الصعيد الدولي ولم تعد قادرة على شنّ حروب جديدة فيما هي تنسحب مهزومة من أفغانستان بعد أطول حرب خاضتها… واستطراداً فإنّ هذا التحوّل سوف ينعكس بتعزيز موقف روسيا والصين في السعي الى إقامة نظام عالمي جديد يقوم على التعددية القطبية بديلاً عن نظام الهيمنة الأميركي الأحادي القطب.. الذي لم يعد ينسجم مع موازين القوى الجديدة في العالم…

انّ أيّ مدقق في التطورات التي سبقت استئناف مفاوضات فيينا يتبيّن له أنّ هذه الجولة، قد سبقتها مواجهة حامية بين إيران وكيان الاحتلال الصهيوني ومن ورائه الولايات المتحدة والدول الأوروبية، في محاولة مستميتة لإضعاف الموقف الإيراني التفاوضي الذي تميّز بالثبات والصلابة في الجولة الأولى من المفاوضات في مواجهة محاولات واشنطن فرض شروطها على إيران للعودة إلى الاتفاق النووي الذي انسحبت منه، وهي شروط ترفضها طهران التي تصرّ على قيام واشنطن أولاً برفع كلّ العقوبات دفعة واحدة دون ايّ تجزئة، والتأكد عملياً من رفع العقوبات، وتعويض إيران عن الأضرار التي ألحقتها العقوبات بالاقتصاد الإيراني.. عندها فقط تقرر إيران التخلي عن كلّ الخطوات التي اتخذتها بخفض التزاماتها بالاتفاق، وتعود إلى العمل به…

محاولة التأثير على الموقف الإيراني تمثلت في الاعتداءات التي قام بها العدو الصهيوني، بداية باغتيال الموساد للعالم النووي الإيراني فخري زادة، ومن ثم استهداف سفن تجارية إيرانية في المياه الدولية، وصولاً إلى عملية التخريب التي استهدفت أخيراً مفاعل «نطنز» في أصفهان، في محاولة لإلحاق أضرار جسيمة في البرنامج النووي، وبالتالي توجيه ضربة موجعة لجهود إيران في تطوير عمليات تخصيب اليورانيوم وزيادة نسبتها.. وقد جرى توقيت هذا الاعتداء على «نطنز» عشية استئناف مفاوضات فيينا لأجل إضعاف موقف إيران التفاوضي، وجعلها تبدي المرونة اتجاه الشروط الأميركية..

غير أنّ حساب الحقل الأميركي “الإسرائيلي” الغربي لم يتطابق مع حساب البيدر.. نتائج هذه الاعتداءات كانت مخيّبة تماماً لما أرادته عواصم العدوان، حيث جاء الردّ الإيراني قوياً على الرؤوس الصهيونية والأميركية الحامية، وأدّى إلى إصابتها بصدمة وصاعقة مدوية.. وتجلى هذا الردّ الإيراني في المستويات التالية:

مستوى أول، الردّ سريعاً بوضع أجهزة طرد مركزية جديدة أكثر تطوّراً من تلك التي تعرّضت لأضرار نتيجة الاعتداء الصهيوني على مفاعل “نطنز”، واتخاذ قرار برفع نسبة التخصيب إلى 60 بالمئة دفعة واحدة وهو ما عكس الجاهزية الإيرانية والتطوّر الذي أنجزته إيران على صعيد تطوير برنامجها النووي وانّ أيّ اعتداء يستهدفه لن ينجح في وقفه أو تعطيله أو تأخيره والتأثير على عجلة استمراره…

مستوى ثان، الردّ على الاعتداء على السفينة الإيرانية بضرب سفينة صهيونية قبالة ميناء الفجيرة.. وإعلان وكالة “تسنيم” الإيرانية المسؤولية عن الهجوم في رسالة نارية إيرانية قوية لكيان العدو بجاهزية طهران للردّ والمواجهة إلى أبعد الحدود…

مستوى ثالث، استهداف مركز معلومات وعمليات خاصة تابع للموساد “الإسرائيلي” في شمال العراق بالتزامن مع استهداف السفينة الصهيونية.. وذكرت قناة “العالم” نقلاً عن مصادر، أنّ الهجوم نتج عنه مقتل وإصابة عدد من عناصر القوات “الإسرائيلية”. ووصفت المصادر استهداف مركز المعلومات للموساد بأنه “ضربة جدية لإسرائيل”.

وذكر موقع “إنتل سكاي” المتخصص بمراقبة حركة الطيران والملفات العسكرية والمدنية، أنه تمّ توثيق عملية استهداف مركز المعلومات والعمليات الخاصة التابع للموساد، مشيراً إلى أنّ صور العملية ستنشر قريباً.

هذا الردّ الإيراني المتعدّد الأشكال، والصدمة التي أصابت المسؤولين الصهاينة والأميركيين والأوروبيين، خصوصاً إزاء إعلان إيران رفع نسبة التخصيب في “نطنز” إلى 60 في المئة، دفعهم إلى اتخاذ قرار بالتهدئة ووقف التصعيد والضغط على المسؤولين الإسرائيليين بعدم الردّ على استهداف السفينة “الإسرائيلية” ووقف التصعيد.. وهو ما أكدته صحيفة “نيويورك تايمز” الأميركية نقلاً عن مسؤول “إسرائيلي”.

انطلاقاً من ذلك فإنّ إدارة بايدن باتت خياراتها محدودة جداً، أمام تزايد قوة الموقف الإيراني التفاوضي… فهي إما تقبل بشروط إيران للعودة إلى الاتفاق النووي، أو مواجهة انهيار وسقوط الاتفاق، لأنّ واشنطن فقدت ورقة القوة المتبقية لديها للضغط على إيران وهي ورقة الحصار الاقتصادي، وذلك بعد توقيع طهران وبكين اتفاقية التعاون الاستراتيجي ببن البلدين والتي شكلت ضربة قاصمة للحصار الأميركي من ناحية، وأطلقت رصاصة الرحمة على مشروع الهيمنة الأميركي المتداعي من ناحية ثانية…

هكذا فقد عزز الاتفاق الإيراني الصيني معطوفاً على العلاقات الاستراتيجية الإيرانية الروسية… موقف إيران في إحباط الضغوط الأميركية وجعل العقوبات غير ذات تأثير على إيران.. ولهذا باتت واشنطن في موقف ضعيف في مواجهة الموقف الإيراني الذي أصبح أكثر قوة.

انّ تحرّر إيران من ايّ ضغط اقتصادي، وعلاقات اقتصادية مع الغرب من خلال الاتفاقية الإستراتيجية مع الصين للتعاون الاقتصادي بين البلدين والعلاقات الاقتصادية والأمنية المتطورة مع روسيا، واستعداد إيران لتصبح عضواً كاملاً في منظمة شنغهاي.. وامتلاك إيران قدرة الردع والدفاع عن سيادتها واستقلالها، يضع واشنطن أمام خيار وحيد وهو النزول عن أعلى الشجرة والتخلي عن عنجهيتها وقبول شروط إيران للعودة إلى الاتفاق النووي..

او أنّ إيران ستواصل خطوات خفض التزاماتها وتطوير برنامجها النووي ورفع نسب التخصيب إلى نسبة ال 90 بالمئة، وهي النسبة التي تمكنها من امتلاك كامل القدرة النووية للأغراض السلمية ودخول كلّ مجالات الصناعة النووية.. من دون أن تملك واشنطن ايّ قدرة في منع إيران من تحقيق ذلك أو التأثير على قرارها الذي بات محصّناً بكلّ عناصر القوة..

من هنا فإنّ إدارة بايدن ليس أمامها من خيارات، بعد أن صبح هامش المناورة لديها محدوداً جداً.. فالزمن لا يعمل لمصلحتها، وقدرتها في التأثير على الداخل الإيراني أصبحت ضعيفة جداً بعد نجاح إيران في إسقاط أهداف الحصار وإجهاضه.

The second level is the response to the attack on the Iranian ship by striking a Zionist ship off the port of Fujairah … and the Iranian “Tasnim” agency claiming responsibility for the attack in a strong Iranian fiery message to the enemy entity that Tehran is ready to respond and confront to the utmost limits …

A third level, targeting an Information and Special Operations Center of the “Israeli” Mossad in northern Iraq in conjunction with the targeting of the Zionist ship. Al-Alam tv, citing sources, reported that the attack resulted in the death and injury of several members of the “Israeli” forces. The sources described the targeting of Mossad information center as a “serious blow to Israel.”

انتهت اللجان التقنيّة في فيينا من القسم الأول من التحضيرات لمسودة العودة الأميركيّة عن العقوبات ومسودة العودة الإيرانية للالتزامات، وتستأنف اللجان مهامها الأسبوع المقبل. ووفقاً للمبعوث الروسي الى فيينا، فإن تقدماً كبيراً تم تحقيقه على طريق النجاح بالعودة الى الاتفاق النووي، فالسؤال الأول هو على أي قاعدة تتم هذه العودة؟ وهل هي تتم في منطقة وسط بين طهران وواشنطن، أم بتراجع إيراني طلباً للتفاهم، أم يتنازل أميركي واضح لحساب الشروط الإيرانية؟ ولرؤية الجواب نستعيد مواقف الطرفين من القضايا الرئيسيّة التي ظهرت حولها نتائج بائنة خلال الأيام الماضية، حيث أصرت واشنطن على ربط العودة للاتفاق بتوسيع نطاقه النووي ومداه الزمني من جهة، وبالتفاهم على البرنامج الصاروخي الإيراني والملفات الإقليميّة من جهة ثانية، كما قال وزير الخارجية الأميركية توني بلينكن مراراً، وتحدّث الرئيس جو بايدن أكثر من مرة، وبالمقابل أصرّت إيران على اعتبار أن الأمر الوحيد المطروح للبحث هو سبل العودة إلى الاتفاق كما وقع عام 2015، وبالتوازي حاولت واشنطن أن يكون التفاوض مباشراً بين الفريقين، ثم ارتضت دعوة أوروبيّة لحضور اجتماع الـ 5+1 كإطار لهذا التفاوض مع إيران، ثم قالت لا مانع من أن يكون هذا الاجتماع إطاراً لتفاوض غير مباشر، أما الأمر الثالث الذي كان عنواناً لتجاذب علني بين العاصمتين فكان يتصل بتحديد مَن يبدأ الخطوة الأولى، كما قال المبعوث الأميركيّ الخاص بالملف النووي الإيراني روبرت مالي، حيث كانت واشنطن تقول إن على إيران العودة لالتزاماتها أولاً وتردّ طهران بأن على واشنطن رفع العقوبات أولاً.

في فيينا صدرت مواقف من المبعوث الأميركيّ روبرت مالي الذي كان يمثل إدارة الرئيس جو بايدن في المفاوضات مع الجانب الأوروبيّ والجانب الروسي كوسيطين للتفاوض مع إيران، تقول رداً على المحور الأول إن واشنطن وافقت على العودة إلى الاتفاق النوويّ بصيغته الموقعة عام 2015، والتخلّي عن اشتراط البحث بتعديله كمضمون ومدة زمنية، وكذلك التخلّي عن إدماج الصواريخ البالستية الإيرانية والملفات الإقليمية، بملف التفاوض، بما يعني بوضوح لا لبس فيه القبول بالسقف الذي رسمته طهران وتمسكت به؛ أما في المحور الثاني فقد كان واضحاً ان إيران رفضت كل تفاوض مباشر أو غير مباشر، ورفضت بالتالي اعتبار واشنطن عضواً في صيغة الـ 5+1 التي صارت بعد الانسحاب الأميركي 4+1، واشتراط إلغاء العقوبات لاعتبار عودة واشنطن لعضوية الـ 5+1 قائمة، ورضخت واشنطن لقبول الشرط الإيراني فجلس المبعوث الأميركي في غرفته ينتظر نتائج المحادثات الجارية في قاعة التفاوض، بعدما أصرّ الوفد الإيراني على نزع العلم الأميركي من القاعة. أما في المحور الثالث فقد كان واضحاً ما تطلبه واشنطن مقابل ما تطلبه طهران، حيث كل منهما تدعو الأخرى للبدء بالخطوة الأولى، وقد صرّح الناطق بلسان الخارجية الأميركية نيد برايس بوضوح أن واشنطن ارتضت أن تبدأ هي بالخطوة الأولى برفع العقوبات، وتسعى لتجزئة هذه العودة وتحديد حجم الخطوة الأولى التي ستقوم بها لضمان القبول الإيراني، لأن واشنطن كما قال برايس تريد ضمان امتثال إيران لالتزاماتها، ولو كان المطلوب لذلك رفع العقوبات التي لا تتّسق مع الاتفاق النووي الموقع عام 2015.

الذين يستغربون ما يجري من حلفاء واشنطن ويقولون بدأنا نشعر أن إيران هي الدولة العظمى وليست اميركا، تقول التحليلات الأميركية إن إيران التي كانت متحمّسة للعودة إلى الاتفاق أو للإلتزام الأوروبي بالمتاجرة والمعاملات المصرفية مع إيران في السنة الأولى بعد الانسحاب الأميركي، لأن الاقتصاد الإيراني تفاعل مع الاتفاق واستثمر مليارات الدولارات في مشاريع انفتاحية سياحية وعقارية ومصرفية، واحتاج سنتين لاحتواء التحولات اللازمة، لم يعد كذلك بعدما قطع شوطاً كبيراً على خط البناء الذاتي للاقتصاد المغلق على الغرب ويخشى ان تؤدي العودة إلى الاتفاق إلى عودة الانفلاش الانفتاحي ومخاطرة عودة أميركية جديدة للعقوبات بعد أربع سنوات، بينما بدأت إيران تتلمّس عناصر القوة في فرص التكامل الاقتصادي الآسيويّ خصوصاً عبر اتفاقها مع كل من الصين وروسيا وجيرانها. وبالتوازي تقول تحليلات أخرى إن إيران تسارع الخطى في تخصيب اليورانيوم وتخزين المخصب، وتفضل إكمال مسارها لامتلاك ما يكفي من مقدرات إنتاج سلاح نوويّ ولو لم تقم بإنتاج هذا السلاح، وثمة تحليلات ثالثة تقول إن الانتخابات الرئاسية الإيرانية التي يسيطر المحافظون على مسارها، ستعني في حال حدوثها من دون توقيع العودة إلى الاتفاق أن لا عودة بعدها، وأن لا تيار إصلاحياً ستقوم له قائمة بعدها، ولتقاطع هذه التحليلات يستنتج الخبراء الأميركيون أن على واشنطن أن تلهث وراء طهران للعودة الى الاتفاق، وتدفع فواتير هذه العودة قبل نهاية شهر أيار المقبل، وتسأل ما دامت الحرب غير ممكنة، وبديل الاتفاق هو العقوبات، فماذا جلبت العقوبات في عهد الرئيس السابق دونالد ترامب وقد بلغت حدّها الأقصى؟ ويجيبون أن مهلة امتلاك إيران لمقدرات إنتاج سلاح نووي تراجعت من سنة الى عدة أسابيع، وأن مدى الصواريخ الإيرانية زاد من 3000 كلم الى 7000 كلم، وأن انتصارات سورية تمّت في زمن العقوبات وعهد ترامب ومثلها الصواريخ الدقيقة لحزب الله، ومثلهما التحوّل النوعيّ في قدرات أنصار الله الذين يسيطرون اليوم على أمن الطاقة وأمن الخليج.

هكذا قضي الأمر الذي فيه تستفتيان.

Nuclear Agreement Joint Committee ended the second round of its 18th regular meeting Friday in the Austrian capital Vienna. After the meeting, the delegations of Iran, Russia, China, France, Britain, Germany, the European Commission and the International Atomic Energy Agency agreed to hold the next meeting next Wednesday at the level of assistants to foreign ministers of member states.

The 20 percent enrichment of uranium is going forward even with the faster pace than the speed that the Iranian parliament envisaged in its law, he said, adding that 20 percent enriched uranium are being produced now.

The trend will go on until an accord will be reached, which will oblige the US to lift all of its sanctions, he stated, stressing that the whole sanctions should be lifted in one stage.

He further pointed to the negotiations with Europeans, Russia and China, noting that the claim that Iran is discussing with Europeans and they are holding talks with the Americans is not true, because the Iranian delegation in Vienna are negotiating with a set of current member states of the Joint Comprehensive Plan of Action (JCPOA), including the UK, France, Germany as well as Russia and China; then, they put forward the issue with the US in a way they know themselves.

Araqchi went on to say that there are signs that the Americans are reviewing their own stance and move forward to lift all sanctions, but the Iranian side is not still in a position to make a judgement, because the negotiations have not been finalized.

According to the Iranian diplomat, a long way is still ahead; although, the pace of negotiation is moving forward and the atmosphere of the talks are constructive.
