Beirut-Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah delivered on Tuesday a televised speech in which he tackled the latest internal and regional developments.

At the beginning of his speech, Sayyed Nasrallah condoled the Islamic Jihad resistance movement in Palestine on the demise of its Secretary General Dr. Ramadan Abdullah Shallah. “He was a wise and great leader who believed in resistance to the farthest limits, and he was keen on good relationships with the resistance factions.”

In parallel, His Eminence highlighted that “Late Dr. Shallah was keen on the Palestinian unity and the integrity of Palestinians with each other.”

He further mentioned that “The interests and responsibilities of Dr. Shallah didn’t stop at the Palestinian borders, but extended to get the Islamic nation close to each other.”

On another level, the Resistance Leader condoled the family of “Late Hajj Abu Ali Farhat, who belongs to the founding generation of Hezbollah and the Islamic Resistance in Lebanon.”

“Hajj Abu Ali Farhat was a leader of axes within the resistance since its beginnings and he assumed several responsibilities in the path of resistance,” he said, revealing that “I’ve lived with Hajj Abu Ali Farhat; he is a quiet and patient person.”

According to His Eminence, “Hajj Abu Ali Farhat is one of the role model leaders in jihad, bearing responsibilities, as well as individual, ethical and moral behavior.”

Moving to the internal political arena, Sayyed Nasrallah urged “The Lebanese people to have a stance regarding the brutal and oppressive American Caesar Act.”

“Talking about the government’s resignation is baseless and is part of rumors; we didn’t discuss any related thing at all,” he uncovered, pointing out that “We consider that Lebanon’s interest is in continuity of this government and exerting the possible efforts because the current situation doesn’t tolerate any transformations on this level.”

On the same level, His Eminence confirmed that “Any steps for approaching and calming the situation between different political forces must be motivated and taken out of the political bazar.”

Meanwhile, Hezbollah Secretary General reiterated that “Referring the slogans of disarming the resistance to the October 17 protests is unjust towards this protest movement. It aggrieves the movement or revolution, because a lot of those who took to the streets on October 17 do not believe in these stances and do not have a hostile stance towards the resistance.”

“Demanding rights is acceptable and a must, but making the protest movement carry the 1559 umbrella is negative and wrong,” he added, noting that “Demanding the rights must be separated from calls to disarm the resistance.”

Stating that “The parties behind the June 6 demonstration against the resistance’s weapons are well-known,” His Eminence went on to emphasize that “The real problem is the economic and social situation, the rise in the dollar exchange rate and the import and export problems. Introducing the 1559 demand into this type of demands has negative repercussions, because it leads to divisions, as actually happened on the ground.”

Meanwhile, Sayyed Nasrallah stressed that “For the resistance’s environment, the resistance’s weapons are part of a strategic culture and ideology that is much deeper than what some people think.”

“One of the things that we had warned about during the protests was colliding with the army, insulting and blocking roads,” he reiterated, noting that “When protests erupted over the rise in the dollar exchange rate and acts of violence occurred in Beirut and Tripoli, some held the Shiite duo responsible and said that Hezbollah and Amal sought to topple the government.”

He further recalled that “In the past, the same sides fabricated and claimed that this is Hezbollah’s government, so is Hezbollah stupid to topple its government? This is a sign of confusion and absurdity.”

Warning that “Lebanon is suffering from moral failure and degradation on social media, and there is difficulty in fully and thoroughly controlling these platforms,” he added that “It is the responsibility of all political and religious forces not to allow our country fall into chaos, sectarian or political strife.”

“We must face things with responsibility as long as there is moral degradation insecurity and media fabrications,” His Eminence said, noting that “The involvement of political and religious leaders in sectarian incitement amounts to moral betrayal.”

In addition, Sayyed Nasrallah underscored that “Incitement is much more dangerous than the attacks on public property because it evokes sedition.”

He also condemned “The malicious campaign to hold the Shiite forces responsible for burning and destroying the properties during Saturday’s protests,” announcing that Hezbollah “will do anything to prevent strife, clashes and the return of fire lines, including being present on the streets.”

“Holding Hezbollah and the Amal Movement responsible for the individual actions of some people in their environment is unjust,” His Eminence viewed, pointing out that “The accusations against Hezbollah and the Amal movement have reached a great level of degradation and humiliation.”

In response, Sayyed Nasrallah called on the “security and judicial agencies to summon rioters to interrogation and declare their identities, stressing that “The attempt to blame Shiites as a sect or Dahiyeh for the incidents that happened is an unacceptable, unjust and deplorable accusation.”

Moving to the economic situation in Lebanon, His Eminence explained that “The main issue regarding the high price of dollar is related to the law of supply and demand.”

On this level, he unveiled that “There is firm and definitive information that the Americans are preventing the transfer of sufficient and necessary quantities of dollar to Lebanon.”

“The Americans are interfering and pressing the Banque du Liban to prevent poring dollar into the market,” he stressed, recalling that “We- in Hezbollah- are the ones who are bringing the dollar to Lebanon, and we are not the ones who collect it.”

Meanwhile, Sayyed Nasrallah underlined that “There is a Lebanese bank that is protected from certain political entities which had since August 2019 collected tens of millions of dollars and transferred them out of Lebanon.”

He wondered “According to official statements and records, 20 billion dollars were taken out of the banks, who did that?”

“The issue of the dollar is an American conspiracy against Lebanon, its people, currency and economy, and there are those who are managing this process,” His Eminence stated, advising the Lebanese people, not to be taken by rumors and whoever works on spreading rumors must be held accountable

As he confirmed that “The issue of the dollar and price hikes is no longer a topic of the free and capitalist economic system, but rather a topic of national security,” he asked:  “Can we find a state like Iran which sells the Lebanese state and companies gasoline, gas, and diesel?”

“Before heading to Iran or any other country, the Lebanese must accept find solutions to the economic crisis,” Sayyed Nasrallah said, highlighting that “There is a fast-track and railway project from Tripoli to Naqoura. If this project happens, it will bring money and job opportunities to the country.”

According to His Eminence, “The Chinese companies are ready to build up electricity factories, and this will create jobs for the Lebanese.”

“The Americans use Lebanon and its economy to achieve their interests, that is, the security of “Israel” as well as the maritime and land borders,” he added, pointing that “Waiting the Americans means humiliation, hunger and submission.”

On this level, Sayyed Nasrallah explained that “The Americans are pressuring Lebanon, not because they love the Lebanese people, but because they are punishing them. The Americans are not keen on the laws while they are trampling them.”

“Whoever awaits moving the resistance’s environment against it will fail,” the Resistance Leader declared, sending a sounding message: “For those who bet on starving or leaving the country hungry, I confirm that this will not happen. If the equation is starvation versus weapons, we have an equation greater than this and I will not talk about it today. And I ask them to analyze.”

Clearly enough, Sayyed Nasrallah said: “For those threatening us that they will kill us with weapons or hunger I say; our weapons will remain with us, we will not starve, and we will kill you. We will kill you.”

“They want to kill our people after starving and humiliating them and we will not allow this to happen,” he added, noting that “America’s resort to Caesar Act resembles an evidence of Syria’s victory in the military war because it is the US’ last weapon.”

In addition, His Eminence clarified that “Syria’s allies who stood with it in the security and military war will not abandon it in facing the economic war,” noting that “The target of Caesar’s Act is the Syrian people, the return to chaos and civil war”

Calling the Lebanese “not to be happy with Caesar Act because it harms them a lot and perhaps more than Syria,” Sayyed Nasrallah concluded that he understands “the government’s inability to confront the US, but what I am calling for is not submitting to Caesar Act.”

An extraordinary life of resistance against colonizers of his homeland Palestine will be celebrated, though Shalah is no more.
Al Manar TV reported on Saturday that the former leader of Palestine’s Islamic Jihad (PIJ) movement Ramadan Shalah has died.
His leadership of Palestine’s freedom struggle will be remembered as an outstanding contribution despite enormous challenges.
Born in Gaza in 1958, Shalah’s distinguished career as an academic did not impede his commitment to liberate Palestine. His impressive resume lists a 1990 doctoral degree in Islamic and Middle Eastern studies from the University of Durham in England, authorship of scholarly articles on Middle Eastern economics, and fluency in English, Arabic, and Hebrew.
He was tasked with leading the PIJ following the assassination of its founder Dr. Fathi Shiqaqi in 1995.
Until his fateful illness in 2018, Shalah’s remarkable ability to position the PIJ as a formidable arm of Palestine’s liberation movements alongside Hamas will remain a beacon of hope for his people.
As has been the case of most liberation movements including South Africa’s ANC, Islamic Jihad was designated as a “terrorist organization” by the United States.
In the Alarmuk refugee camp in Damascus, funeral arrangements for former Islamic Jihad leader Ramadan Shalah have begun. Leading Islamic Jihad leader Ziad Nahala has come to say goodbye.

And to the eternal shame of America for having branded Nelson Mandela as a “terrorist”, Ramadan Shalah shared the same fate. He was listed as a “Specially Designated Terrorist” in 1995 and a decade later was placed on the FBI’s “Most Wanted Terrorists” list with a huge bounty on his head.
Though Israel will rejoice his death, Palestine will mark his passing in tribute to yet one more martyr who selflessly dedicated his life to attaining freedom, honor, and dignity.
Ramadan Shalah may be no more, but the movement for liberation which he led from exile in Damascus and Beirut, and the significant alliances he formed within the arc of resistance is assured to be as steadfast as he was.

أثناء دارسته في الجامعة المصرية، تعرّف رمضان عبد الله شلح على الشهيد فتحي الشقاقي، اقترح شلح على صديقه الشقاقي، تشكيل تنظيم.. سيرة حياة رمضان عبدالله شلّح في سطور.

ولد الأمين العام السابق لحركة الجهاد الإسلامي في فلسطين، رمضان عبد الله شلح، في حي الشجاعية في غزة، بتاريخ 1 كانون الثاني/يناير عام 1958.

نشأ في قطاع غزة، ودرس فيه جميع المراحل التعليمية حتى حصّل الشهادة الثانوية، قبل أن يسافر إلى مصر لدراسة الاقتصاد في جامعة “الزقازيق”، ويحصّل شهادة البكالوريوس في علم الاقتصاد عام 1981.

وأثناء دارسته في الجامعة المصرية، تعرّف على الشهيد فتحي الشقاقي. وفي العام 1978، اقترح شلح على صديقه الشقاقي، تشكيل تنظيم، فأخبره الشقاقي أنه ينتمي لجماعة “الإخوان المسلمين”، ويترأس مجموعة صغيرة باسم “الطلائع الإسلامية”، لينضم شلح إلى هذه المجموعة، وتتأسس من نواتها حركة الجهاد الإسلامي.

بعد إنهاء دراسته الجامعية، عاد شلح إلى غزة، وعمل أستاذاً للاقتصاد في الجامعة الإسلامية، وعُرف حينها بخطبه الدعوية والجهادية، الأمر الذي دفع قوات الاحتلال إلى وضعه في الإقامة الجبرية، ومنعه من العمل في الجامعة.

وفي العام 1986، غادر شلح فلسطين إلى لندن، ليكمال دراسته العليا، وينال درجة الدكتوراة في الاقتصاد من جامعة “درم” عام 1990.

واصل شلح نشاطه في بريطانيا لفترة، ثم انتقل من هناك إلى الولايات المتحدة، حيث عمل كأستاذ لدراسات الشرق الأوسط في جامعة جنوبي فلوريدا، بين عامي 1993 و1995.

في عام 1995 جاء إلى سوريا راغباً في العودة إلى فلسطين، وبانتظار الانتهاء من أوراقه الخاصة بالعودة، التقى بصديقه الدكتور الشقاقي وعملا معاً لمدة 6 أشهر لوضع الخطط لتطوير العمل العسكري ضد الاحتلال، وفي ذلك العام اغتال الموساد الدكتور الشقاقي، وانتخبت الحركة رمضان عبد الله شلح أميناً عاماً لها. 

وخلال الانتفاضة الفلسطينية الثانية التي اندلعت عام 2000، اتهمت “إسرائيل” شلح بالمسؤولية المباشرة عن عدد كبير من عمليات “الجهاد” ضد أهدافٍ إسرائيلية.

وأدرجته واشنطن على قائمة “الشخصيات الإرهابية” عام 2003، وفي نهاية عام 2017 أدرجه مكتب التحقيقات الفدرالي الأميركي (إف بي آي) على “قائمة المطلوبين”، فيما كان أعلن موقع “المكافآت من أجل العدالة” الأميركي عن مكافأة مقدارها 5 مليون دولارٍ، لتحديد مكان شلّح.

استمر شلح في مهامه، أميناً عاماً لحركة الجهاد الإسلامي، حتى أيلول/سبتمبر 2018، حيث جرى انتخاب زياد نخالة لتولي الأمانة العامة في “الجهاد”، بعد أن حال المرض دون استمرار شلح في موقعه.  

وتوفي شلح مساء اليوم السبت، بعد معاناة مع المرض العضال، ونعته الفصائل الفلسطينية، مشيدةً بـ”جهاده الطويل والمشرّف”.

The newly elected Secretary General of the Islamic Jihad resistance movement, Ziad Nakhala, stressed that the Palestinian resistance can turn the Zionist settlements near Gaza into a place that is not suitable for life.

“The resistance must take responsibility for this. It has the ability to turn the Gaza border region and its settlements into a place that is not suitable for life,” al-Nakhala threatened.

“Death is life for our people and life for our children, and capitulation is our death. The Israeli aggression against the March of Return campaign and the killing of our people must stop,” he vented.

Domestically, Al-Nakhala called on Hamas and Fatah movements to stick to the national reconciliation as key to fighting the Zionist enemy, adding that the priority must be given to developing the resistance capabilities.

قبل أيام أعلنت حركة الجهاد الإسلامي في فلسطين عن إنتخاب أمين عام جديد للحركة هو زياد نخالة خلفاً للدكتور رمضان شلح الذي يعاني منذ فترة متاعب صحية في القلب. وكلا الرجلين لهما في قلبي منزلة كبيرة ولنا بهما صداقة طويلة قاربت الربع قرن منذ المؤسّس الشهيد والصديق فتحي الشقاقي، وهما كما أغلب أبناء حركة الجهاد الإسلامي في فلسطين يؤمنان وبقوّة بخيار المقاومة ولا وسطية لديهما ولا أوهام لديهما في ما سمّي بالتسوية.

ولعلّ اختيار “أبو طارق” زياد نخالة، يؤكّد ذلك الخيار ويدفع به إلى الأمام تواصلاً مع العقيدة التي قامت عليها حركة الجهاد منذ تأسيسها في مدينة الزقازيق في مصر نهاية السبعينات وحتي انطلاقها العملي في غزة بداية الثمانينات من القرن الماضي؛ عقيدة أن فلسطين هي قضية الأمّة المركزية وأنها لن تتحرّر إلا بالدم وأن رحلة فلسطين للاستقلال الفلسطيني هي رحلة الدم الذي سيهزم السيف، سيف الاحتلال والهيمنة  الصهيونية، هكذا فهم الشقاقي القضية وهكذا واصل رمضان شلح رفع رايتها وهكذا أيضاً سيستمر زياد نخالة والمكتب السياسي الجديد للحركة على ذات الدرب، الذي أسماه ذات يوم فتحي الشقاقي درب ذات الشوكة.

الإ أننا في هذا المقام نحتاج إلى وقفة أظنها ضرورية، وهي وقفة وفاء لهذا القائد الذي يعاني الآن من المرض (ونحن نصّدق بيان حركة الجهاد الصادر منذ فترة بأن مرض شلح مرض طبيعي وليس نتيجة تسّمم أو عمل قام به الموساد الإسرائيلي كما أشيع على بعض المواقع المعادية انه واقعياً لا مصلحة للحركة في الانكار) ومن كل قلبي أدعو الله له بالشفاء العاجل، في هذا السياق ومن منطلق العارف بالحركة والصديق لها  ولمؤسّسها وقادتها القدامى والجدد، أسجّل ما يلي:

أولاً: لقد استلم الدكتور رمضان شلح قيادة الأمانة العامة للحركة (عام 1995) في ظروف غاية في الصعوبة استلمها وقد تم اغتيال قائدها الفذّ فتحي الشقاقي، وهو فذّ فعلاً بقدراته وشخصيته وثقافته الموسوعية وجاذبيته للشباب، وكان أيضاً قد تم اغتيال العديد من قيادات الصف الأول للحركة ومنهم هاني عابد ومحمود الخواجا، واستلم الحركة وسط محاولات انشقاق من بعض العناصر التي كانت موجودة أثناء تأسيس الشقاقي للحركة، وادّعت أنها من المؤسّسين الكبار الإ أنهم لم يكونوا كذلك بل كانوا من المنشقين والمعوقين الكبار لانطلاق الحركة ووحدتها؛ استلم رمضان شلح الحركة وهي تعاني، وفي أقل من عام واحد أعاد ترتيب البيت ونسج العلاقات الخارجية وبقوة ليس فقط مع محور المقاومة بل حتى إقليميا مع دول، مثل مصر وليبيا وبعض دول الخليج. ليست محسوبة على محور المقاومة، إلا أنه نسج العلاقات الاقليمية من دون أن يتخلّى قيد أنملة عن خيار العمل المسلح وقيادة الانتفاضة، ومن دون أن يورّط حركته في ما تورّطت فيه كل من فتح وحماس من التنقّل بين خيارات التسوية البائسة وخيارات المقاومة، لقد حافظ الرجل بحنكته وثقافته الموسوعية أيضاً، مثله مثل قائده ومعلّمه وصديق عُمره فتحي الشقاقي، على بوصلة المقاومة في اتجاهها الصحيح، اتجاه فلسطين.

ثانياً: إن من يعرف تاريخ رمضان شلح جيداً ومن جلس إليه وحاوره وربطته به أواصر أكبر من أواصر العمل، وكاتب هذه السطور كان كذلك في علاقته بالدكتور رمضان شلح، يدرك الأهمية الكبيرة للرجل في تاريخ حركته، ولا نبالغ وفي تاريخ المقاومة الفلسطينية بإجمال. إن إبن حيّ الشجاعية، أحد أهم أحياء المقاومة في تاريخ غزّة، ولِد في الأول من كانون الثاني/ يناير من عام 1958 لأسرة مجاهدة بدءاً من الأمّ التي كانت تقود بنفسها بعض عمليات المواجهة في الانتفاضات الفلسطينية ولقد شرّفت بلقائها في القاهرة ومن أول نظرة لوجهها وطريقة حديثها وشجاعتها الفطرية، اكتشفت أنني أمام فلسطين عمقاً وإيماناً ووعياً وبالفطرة السليمة التي لم تتلوّث، وتأكّدت لحظتها أن مثل هذه المقاتلة والإنسانة لا يمكن إلا أن تنجب هكذا قائد، مثل رمضان شلح، وهو قائد حفر الصخر ليتعلّم ويقّدم نفسه كأحد أعظم المحلّلين والفاهمين للصراع العربي الصهيوني وأحد أهم الدارسين والمتذوّقين للأدب والشعر الفلسطيني، وأتذكّر هنا كيف أن الشاعر الراحل الكبير محمود درويش عندما طلبت منه صحيفة الاستقلال (وهي صحيفة حركة الجهاد في فلسطين) أن تحاوره قال: لها إذا أردتم الحوار معي فلي شرط واحد وهو أن يكون المحاور ذلك الكاتب الذي يوقّع إسمه في عموده اليومي بـ“محمّد الفاتح” لأنه الأكثر عمقاً وعلماً وفهماً لشعري وللأدب والسياسة في فلسطين، وكان محمّد الفاتح هو الإسم الذي يوقّع به د.رمضان شلح مقالاته في صحيفة الاستقلال!

هكذا كان الرجل الذي نشأ في القطاع ودرس جميع المراحل التعليمية حتى حصل على شهادة الثانوية. ثم سافر إلى مصر لدراسة الاقتصاد في جامعة الزقازيق وحصل على شهادة بكالوريوس في علم الاقتصاد في سنة 1981, بعد ذلك عاد إلى غزّة وعمل أستاذاً للاقتصاد في الجامعة الإسلامية. وعمل وقتها كما تقول سيرة حياته بالدعوة والعمل التنظيمي داخل الحركة الوليدة وقتها، حركة الجهاد، واشتهر بخطبه الجهادية التي أثارت غضب الكيان الإسرائيلي ففرض عليه الإقامة الجبرية ومنعه من العمل في الجامعة. في عام 1986 غادر فلسطين إلى لندن لإكمال الدراسات العليا وحصل على درجة الدكتوراة في الاقتصاد من جامعة درم عام 1990، ثم انتقل من هناك إلى الولايات المتحدة الأميركية وعمل أستاذاً في العلوم السياسية في جامعة تامبا، إحدى جامعات ولاية فلوريدا بين 1993 و1995.

وأسّس وقتها مع رفاق له مركز دراسات مهم هو مركز الإسلام والمستقبل. وعاد من هناك إلى دمشق لينتقل منها إلى فلسطين وليقود الحركة من جديد من داخل قطاع غزة وفقاً لتخطيط وطلب فتحي الشقاقي، إلا أن القدر لم يمهل الشقاقي لينفّذ خطته واستشهد في مالطا يوم  25/10/1995 ليقع أختيار قادة الحركة وقتها على رمضان شلح ليتولّى موقع الأمين العام للحركة خلفاً للشقاقي ولتستمر الحركة معه لأكثر من 23 عاماً قوية مؤثّرة وتتسع عدداً ومؤسسات ونفوذاً داخل فلسطين ولتصبح ليس رقماً صعباً في معادلات السياسة والمقاومة في فلسطين، بل الرقم الصعب والأنبل والأشرف في تلك المعادلات.

والسؤال الآن: هل سيستمر زياد نخالة وصحبه على ذات الدرب الذي أسّسه الشقاقي ورمضان شلح أم أنهم سيتغيّرون بسبب من التحولات الكبرى في المنطقة وبسبب من الاختراقات الخطيرة لحركات المقاومة من الجواسيس الصغار الذين تحسبهم مناضلين ومفكّرين فإذ بهم خلايا نائمة مدمّرة لنسيج حركات المقاومة مثلهم مثل آبائهم وذويهم المعروفين بخياناتهم في في فلسطين؟ الإجابة وبشكل قاطع ورغماً عن التحوّلات والاختراقات التي نسمع بها، فإن لدينا اليقين بأن زيادة نخالة القائد الثالث في عُمر حركة الجهاد الإسلامي في فلسطين، سيستمر على نهج الشقاقي وشلح، بل ربما سنشهد بصمته الراديكالية في العديد من المواقف والمواقع، ونحن نعلم أن الحمل ثقيل والمسؤولية كبيرة ولكن تلك الحركة علّمتنا خلال سنوات الصراع أنها وبعد أن تحوّلت في عملها ونضالها إلى أشكال تنظيمية ومؤسّسية قادرة، لن تتراجع أبداً عن هذا المسار، فقط هي تحتاج إلى الفرز والتجديد والتماسك أكثر أمام طوفان التحوّلات الكبري في المنطقة، وأظن أن أبو طارق زياد نخالة، ورفاقه قادرون على ذلك، فهم رفاق درب دكتور رمضان شلح الذي يستحق منا ومنهم ومن كل مَن عرف فضله وجهاده أن نقول له: شكراً يا أبو عبد الله يا دكتور رمضان وشفاك الله وأعادك إلى حركتك وشعبك سالماً معافى.

Shallah: Islamic Jihad Has a Say in Resistance, All Options on Table

The head of the Palestinian Islamic Jihad, Ramadan Abdullah Shallah, stressed on Monday that the Palestinian resistance movement won’t abandon the prisoners who have been staging a hunger strike for nearly a month.

In a press conference on the 69th anniversary of the Nakba Day, which mark the catastrophe of creating the Zionist entity on May 15, 1948, Shallah said the Islamic Jihad has a say in resistance and won’t stand idly by while the prisoners are suffering in the Israeli jails.

“We assure the importance of supporting the resistance and escalating all resistance actions (against Zionists) in a bid to defend Al-Quds and Al-Aqsa Mosque and to voice solidarity with the courageous prisoners and their legitimate demands.”

“Defending the prisoners is defending our humankind. It is a natural expression of resistance to slavery,” Shallah told reporters.

“We won’t stand idly by and abandon our prisoners who are suffering in Israeli jails due to Israeli obstinacy and savage racism,” the Islamic Jihad leader said, stressing that “all options are on table.”

On the Palestinian unity, Shallah stressed that the unity should be on fighting the Israeli enemy, calling for forming a national charter between Palestinian factions in order to “define major principles that the Palestinian groups should abide in a bid to retake our land.”

The natural Palestinian retaliation to the Nakba is to unite against the Israeli enemy, Shallah stressed.

Meanwhile, he called for ending the blockade on Gaza strip, stressing that the besieged enclave is a “barrel of gunpowder that would explode.”

Iran to Continue Support for Oppressed Palestinians: Rouhani

MeetingIranian President Hassan Rouhani has pledged the Islamic Republic’s unwavering support for the Palestinian nation.

Rouhani made the remark in a meeting with Ramadan Abdullah Shalah, the head of the Palestinian Islamic Jihad movement, in the Iranian capital of Tehran on Thursday.

Fortunately, enemy has failed in its efforts to achieve that goal thanks to the strong resistance of the Palestinian nation and groups, he added.

The Iranian president stressed that the public opinion in the Muslim world needs to understand that Palestine is the number one issue in the Muslim world.

For his part, Abdullah extended his gratitude to the Islamic Republic for its firm support for Palestine.

Today, the Palestinian youths have initiated a new Intifada (uprising) to support and defend the city of al-Quds (Jerusalem) and are strongly resisting Israel’s crackdown, he said.

Abdullah noted that the United States and the Israeli regime are encouraging terrorism in the region to counter the Palestinian resistance.

The occupied territories have been the scene of heightened tensions since August 2015, when Israel imposed restrictions on the entry of Palestinian worshipers into the al-Aqsa Mosque compound in East al-Quds.

Al-Aqsa Mosque is the third holiest site in Islam after Masjid al-Haram in Mecca and Masjid al-Nabawi in Medina.

The Palestinians say the Tel Aviv regime seeks to change the status quo of the holy Muslim site.

More than 210 Palestinians, including children and women, have lost their lives at the hands of Israeli forces since the beginning of last October.

Iran: Syria Crisis Planned to Overshadow Palestinian Cause

of Iran’s Strategic Council on Foreign Relations Kamal Kharrazi told the Secretary General of Palestinian movement Islamic Jihad, Ramadan Abdallah Shallah, that the Syrian crisis was planned to make the Islamic World forget the Palestinian cause.

The Syria crisis which was planned by the Zionist regime, US and reactionary regimes of the region aimed to weaken the axis of resistance member states and to prepare the ground for overlooking the Palestinian issue, IRNA news agency quoted Kharrazi as saying.

Kharrazi and Shalah stressed unity among all Palestinian factions, adding that Palestinian cause should be the top priority of Islamic World.

During the meeting, Islamic Jihad S.G. said that Iran is the only advocate of Palestinian nation.

He underlined that Palestinian nation’s resistance will continue until liberation of the occupied lands.

Unfortunately, the Palestinian issue is not on the agenda of Arab states and instead of Israel, they label Iran as their enemy, the Iranian official added.

IOF Destroys Palestinian House in West Bank 

Israel on Tuesday destroyed the West Bank home of a Palestinian accused of aiding in the October 2015 operation against Israeli settlers occupied territory.

Palestinian Zeid Amr, aged 26 or 27, is accused of being part of a squad from the resistance movement Hamas that ambushed and shot dead Naama and Eitam as they drove on a road between two West Bank settlements.

His father Ziad Amr told AFP that Israeli troops arrived at the family apartment in the northern West Bank city of Nablus around 6:30 am (0330 GMT on Tuesday.

“They destroyed interior walls and closed off our home,” he said, adding that the family had been given advance warning after their appeal in Israel’s Supreme Court was rejected.

An Israeli army spokeswoman confirmed the demolition.

It was the latest such demolition carried out by Israel, which human rights groups say amounts to collective punishment.

The occupied territories have been, since October 1, rocked by a wave of operations against Zionists in retaliation of the Israeli repressive measures against the Palestinians across the West Bank and especially in al-Quds.

Zionist settlers backed by occupation forces have been repeatedly storming the holy al-Aqsa Mosque, sparking Palestinian anger.

However the occupation forces have been brutally attacking the Palestinians under the pretext of staging stabbing attacks.

The Palestinian operations since the start of October have killed 28 Israelis, while the Israeli occupation forces killed 201 Palestinians.

“Therefore, we should be present in the region, hold wargames and display our power and it is the Americans who should say why they have come from that side of the world and stage drills in here. What are you doing here? Go back to the Bay of Pigs. Go and hold exercises there. What are you doing in the Persian Gulf? The Persian Gulf is our home.”

Imam Khamenei said Iran must respond to perceived provocations with military action.

“The excessive demands of the powers should be confronted this way,” he added.

“Since from the very beginning, the Islamic Republic of Iran considered supporting Palestine as a duty, it will continue to fulfill its obligation in the future as well,” the leader said.

The Leader added that “defending the Palestinian cause” is enshrined in the very nature of the Islamic Republic.

Meanwhile, Imam Khamenei said that the Western governments, led by the United States, have initiated a war against the Islamic front in a bid to dominate the region.

“The [ongoing] developments in the region must be studied and analyzed from such a viewpoint, and within this framework, the issues of Syria, Iraq, Lebanon and Hezbollah are part of this large-scale confrontation,” the Leader said.

His eminence said the Islamic Republic continues to support the Syrian government “because those standing against Syria are in fact hostile to Islam in principle and are serving the interests of the US and the Zionist regime.”

The Leader also highlighted the strength of the Lebanese resistance movement Hezbollah, saying the Israeli regime is more “fearful” of Hezbollah than before.

Iran and Hamas have almost mended their relationship, even though Hamas leader Khaled Meshaal has yet to visit Tehran. The two sides held long discussions in the last few days, which culminated with the Hamas delegation passing on the requests of their military wing, the al-Qassam Brigades. These included requests for supplies of Iranian weapons in preparation for any future conflicts.
Hamas’ political experience with the so-called “moderate Arabs,” and those close to the Muslim Brotherhood, has shown that Iranian support for the Palestinian cause and resistance to the Israeli occupation is more consistent. According to Hamas leaders, the last Israeli attack on Gaza — the third in six years — showed that the axis of Arab moderates, with which the organization tried to establish closer relations, stood against Hamas during the war.
Accordingly, meetings between Hamas leaders and those involved with the Palestinian question in Beirut and Tehran intensified after the end of the war. In Tehran, Iran and Hamas reached what has been called a “memorandum of understanding.” Perhaps the most important point, among the several covered, was preventing the Syrian conflict from affecting the relationship between Hamas and the resistance axis, and that it should not prevent the funding and arming of the Palestinian resistance — specifically the al-Qassam Brigades — with state of the art weapons to confront any new attack. In the past few days, Israeli media announced repeatedly that the Islamic Republic resumed sending money to Hamas “after two years of interruption.”
For Palestinians, this memorandum of understanding was the result of a “long internal evaluation by Hamas” concluding that “most of the Arab countries stood against Gaza in the last war.” That is why a Hamas leader said: “Our interests require us to stand with those who supply us with weapons.” As such, the Hamas delegation asked Iran to arm al-Qassam Brigades with high-precision surface to surface rockets and anti-aircraft missiles.

For Palestinians, this memorandum of understanding was the result of a “long internal evaluation by Hamas” concluding that “most of the Arab countries stood against Gaza in the last war.”

 A source familiar with the details of the visit said, “The Iranians agreed to our request because our experience with the war and an evaluation of the course it took confirmed that we need guided missiles that can hit targets inside Israel and cause more damage. Indiscriminate rockets will no longer do.”
These missiles have become a necessity for al-Qassam fighters, as they intend to train and arm themselves as though a war is going to break out tomorrow. Hamas officials expect “a war with the enemy in the near future because of the pressure on Gazans.” The organization’s spokesman Sami Abu Zuhri suggested as much yesterday, saying: “Continuing the siege will push Hamas to actions that might be described as insane.”
Besides the need for arms, the discussion centered around the Arab countries’ stand against Hamas and the role they played in prolonging the war on Gaza. Furthermore, they discussed Saudi pressure on Qatar to cut off relations with the Muslim Brotherhood, despite Doha’s repeated assurances to Hamas leaders that their bilateral relationship would not be affected by these pressures. All of this prompted Hamas to reposition itself, and the group has since made good progress with both Iran and Hezbollah. Now, the one remaining step is for the chairman of the political bureau, Khaled Meshaal, to visit Tehran.
The same sources say that “the visit almost happened but was delayed due to a disagreement between Tehran and Hamas over determining the agenda of the visit.” Hamas wants Meshaal to receive a proper reception. “A visit in which Abu al-Walid (Meshaal) does not meet the supreme leader (Khamenei) and the president is like praying without performing ablutions,” as one Hamas official put it. The Iranians reassured the visiting delegation that “Meshaal will receive a reception befitting his status.” However, Hamas’ concern that no such meeting would take place “postponed the visit until they are sure that Abu al-Walid will meet with the supreme leader.” The sources continue: “We demand this not for Meshaal’s sake, per se, but because he represents a movement with a significant presence on the ground.”
While Iranian sources in Beirut confirm that “Tehran’s relationship with Hamas is very good,” Israel’s assassination of six Hezbollah fighters in Syria’s Quneitra is proving to be another test for the relationship between the group and the resistance axis. Al-Qassam leader, Mohammed al-Daif, responded with a letter of condolences to Hezbollah’s Secretary-General Sayyed Hassan Nasrallah. The letter, however, unleashed a political storm from outside and even from within Hamas that reached the point of denying the letter’s existence.
The letter’s language intended to demonstrate the warmth of the relationship between the Lebanese and Palestinian resistance movements, in addition to the strategy they are both formulating for future confrontations with Israel. Daif wrote: “All the forces of resistance in the nation should wage their next battle united as one, and their fires should intersect over our occupied land.” These words are not mere poetry. After all, they are sent by one military leader to another. Every word in the letter is well thought out, especially that Israel is monitoring Daif’s situation since the attempt on his life. Therefore, sources stress, “when Daif says “their fires should intersect over our occupied land,” he is serious. When Nasrallah says the resistance axis is one, from Iran to Palestine, he is also serious.” In Beirut, the two parties are trying to consolidate their relationship and ease the tension between their supporters. That is why Hamas is planning to hold meetings with its cadres in the coming days to “rehabilitate them, so as to ease the tension among the support base,” according to a party official. These meetings between Hamas’ leaders and cadres are not restricted to Lebanon either. The intention is to engage in “rehabilitation” wherever Hamas is present.

Sources inside Hamas acknowledge that “the visit to Iran was facilitated by Nasrallah and Islamic Jihad Secretary-General Ramadan Shallah who have been working together to improve relations with Hamas.” One observer says: “The Iranian leadership’s rational approach and long-term strategy mean that Iranian support for Hamas will not stop because of their disagreement over Syria.” He adds: “The Islamic Republic cannot abandon al-Qassam Brigades even if Tehran disagrees with the organization’s political bureau.”
Hamas, however, is facing internal difficulties, which hinder its return to the resistance axis, especially from its supporters inside Syria and the Salafi movement in Gaza. Its supporters in Syria created Facebook pages shaming Hamas for moving in this direction, arguing that the organization is “betraying the will of the Syrian people,” while attacks were leveled at Meshaal by Syrian forces opposed to this move.
Hamas sources stress that all these voices “irrespective of their positions or labels do not resonate with the movement’s leadership, which took a unanimous decision to consolidate the organization’s relationship with the resistance axis regardless of the price.” They point out that “disciplinary measures were taken against them and they will be officially held accountable… As for those close to the Salafi movement, we are not responsible for them and they have no bearing on improving relations.”

More than $250 million dollars were given annually to Hamas by Tehran. This allowed the movement to continue and resist international sanctions. However, this amount has become irrelevant after the latest war, which proved that Palestinians are only able to defend themselves through self-made weapons and supplies by the axis of Resistance to Gaza.
The relationship between Hamas and Iran goes back to 1991 and has grown gradually until the beginning of the crisis in Syria. Hamas took several positions, which distanced it from the axis. But today, the movement admits it has lost so much. The Muslim Brotherhood in Egypt could no longer be of any help and Gaza does not share borders with Qatar or Turkey. Doha and Ankara’s largest ambitions for a Palestinian state is one inside the 1967 borders, which is the demand of Fatah, while only Iran dares to speak about the total liberation of Palestine.
Although dialogue between Hamas and Iran came after its links with Fatah and Islamic Jihad, their bonds grew during the second intifada and got stronger with the formation of the Hamas government in Gaza and following major financial support from the Islamic Republic.
The honeymoon did not last though, with the beginning of the Syrian crisis in 2011 and Hamas’ leadership’s exit from Damascus. However, the latest war fought by the movement alongside other factions for 51 days led to a state of Iranian alert. This brought the focus back to bilateral relations and how they can be improved, something that could also be felt within Hamas.
Sources inside Hamas maintained the existence of a trend inside the movement, especially in Gaza, to strengthen relations with Iran. Objectively speaking, however, it will be difficult to convince its popular base of the move, based on the position from Syria and Yemen and the growing belief that locally-made weapons and their own capacity are enough. But the latest developments in Qatar and Turkey could become a useful justification.
According to sources, countries expressing sympathy with Hamas, like Qatar and Turkey, are incapable of playing a military or security role, or even a clear political role. This is especially true for Turkey, “a member of NATO which could suffer embarrassment.” Hamas understood this three years ago, specifically when Ankara declined to host a meeting for the movement’s Shura Council, the sources explained.
As for Qatar, the sources added, the agreement included several understandings entailing a united stance on the current crisis and issues.
Based on this,

“the [Hamas] politburo was allowed to operate in Doha, but the Resistance could not be funded.”

The sources revealed that a number of prisoners deported to Qatar had left the country, recently appearing on al-Aqsa television.

“This was timed with talk about Qatari arrangement to go back into the fold of the Gulf Cooperation Council.”

The war’s repercussions convinced Gaza’s leadership time and again that the only side willing to support Hamas militarily and officially is Iran.

To that end, additional sources from the Hamas leadership revealed that meetings were held recently between Iranian and Hamas officials in Beirut. They resulted in “steps to enhance bilateral relations.” 
 
The sources indicated that the move was urged by politburo member Mahmoud al-Zahar. 

“We need to develop our tools of resistance and reorganize our relationships with states who could help and assist without a price.”

Even the pro-Qatar wing recently acknowledged Zahar’s position. The politburo’s second deputy, Moussa Abu Marzouk said that Iran was the major player in “supporting the preparations for al-Asf al-Maakoul operation, through which the Palestinian Resistance faced the occupation using Iranian missiles as well as a locally-made rocket system simulating the Iranian one.”
“The current vision adopted by the Shura Council and some members of the political bureau requires that Hamas improve its relations with Iran in order for matters to return to how they were,” the Hamas sources reiterated. What should be noted is the call to improve the strategic environment of the “moderate countries,” especially Jordan and Egypt, allowing the movement to exit from its current crisis, which is considered the most severe.
Hamas official Ahmed Youssef described “internal discussions stressing the need to restore relationships with the Islamic Republic and Hezbollah.” In a press statement, he maintained that the movement owed Iran and “it is indispensable in any future arrangements.”
Youssef believed that

“Iran’s presence in the Palestinian scene was the most honest and it gave more than many in the region. It provided the Palestinians with millions of dollars without a fuss.”

Regarding its absence from the Gaza reconstruction conference, Youssef said

“whether it attended the conference or not, Iran’s contributions do not require an invitation.”

In a related matter, Islamic Jihad’s secretariat visited Tehran, meeting with the Supreme Leader of the Islamic Republic Ali Khamenei.
Islamic Jihad representative in Lebanon Abu Imad al-Rifai said

it was “an important [visit] to a pivotal state in supporting the Resistance.” It dealt with “issues of extreme priority, such as supporting the resilience of the people of Gaza as an extension of the battle.”

The meeting included Islamic Jihad’s Secretary-General Ramadan Abdullah Shalah, his deputy Ziad al-Nakhaleh, its representative in Tehran, and other officials. The two major points discussed related to Jerusalem and the situation in occupied West Bank. However, Rifai did not believe the visit “on this level and at this time, meant that Islamic Jihad will be replacing Hamas for the Islamic Republic. Although the latest battle increased the strength of the relationship, the media goes too far in its projections.” Concerning the relationship with Iran, “simply, one could say for sure that no one will replace anyone else; everyone has their own role,” Rifai told Al-Akhbar.
Regarding Iranian support for the reconstruction of Gaza, Islamic Jihad sources indicated

“the support will compensate for some aspects and loopholes, which will not be covered by donor countries with certain conditions. It will also include humanitarian matters that are outside the focus of many.” As for delivering the aid, “the Resistance will use any means necessary.”

“Arming the West Bank,” however, raises the question of how and when? “After the experience of the three wars [on Gaza], we reached a belief that we could not liberate Palestine from Gaza,” 
Rifai explains. 

“The goal could only be achieved by arming the occupied West Bank and involving it in the struggle, with a focus on its strategic aspect, which could change the direction of the battle. In fact, the occupation remains in the West Bank to a large degree, through settlements and detention centers, which calls for a constant state of defence.”

What about Iran and Hezbollah
Iranian affairs expert and researcher at the Center of Strategic Studies in Iran and the Middle East, Moussa al-Kanani, said the Islamic Republic has a 

“steady position regarding support to the Palestinian questions and it cannot be changed. According to the constitution, the Supreme Leader forms the strategies and supreme policies of the state, including supporting Palestine.”

According to Kanani,

“centers of power in the Iranian state maintain that political and financial support to Hamas does not stop. Meetings between the two sides do not mention such details in the media, due to political and security measures. Iran is ready to receive Hamas’ politburo.”

Hezbollah expressed a similar viewpoint. Hassan Hobballah, in charge of the Palestinian dossier, maintained that relations will strengthen with all Palestinian factions “regardless of differing opinions, since resistance is a uniting factor.” Hobballah toldAl-Akhbar that meetings were held between Hezbollah and Hamas recently and “there are continuous phone communications between Hassan Nasrallah and Khaled Mishal.”

Palestine resistance should boost defense abilities: Leader

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei says resistance groups in Palestine should strengthen their defense capabilities in the face of possible fresh aggression by Israel.

“The Resistance current should boost its preparedness day by day and reinforce its power resources inside Gaza,” Ayatollah Khamenei said in a meeting with Secretary General of the Islamic Jihad of Palestine Ramadan Abdullah in Tehran on Thursday.

The Leader said the Palestinian resistance’s recent victory against the Israeli regime’s 50-day war indicated the realization of the “divine promise”, which will pave the way for greater triumphs.

The Leader also anticipated a promising future for the Palestinian people, saying, “The outlook of the developments is bright and good.”

Ayatollah Khamenei urged Palestinians in the West Bank to get on board in the fight against the Israeli regime, saying,

“Fighting the Zionist regime (Israel) is a war of destiny.”

“The enemy should feel the same worries in the West Bank as it does in Gaza,” the Leader added.

Ayatollah Khamenei further vowed more support for the Palestinian people, stating,

“The Islamic Republic and the Iranian people are proud of your victory and resistance, and hope that the back-to-back triumphs of resistance [groups] will continue until final victory.”

Abdullah, for his part, extended to the Leader the greetings of senior officials from Islamic Jihad and other Palestinian resistance groups, and presented a report on the latest Israeli war on Gaza.

“Definitely, the victory was achieved with the assistance of the Islamic Republic,” the senior Palestinian official said, adding, “Without Iran’s strategic and efficient help, resistance and victory in Gaza would have been impossible.”

Abdullah further assessed as strategic and effective the Leader’s guidelines on the necessity of arming the West Bank for countering the Israeli regime’s aggression, saying the remarks have re-energized the Palestinian fighters and raised their spirits.

On July 23, Ayatollah Khamenei said armed resistance by Palestinians is “the only way” to confront the Zionist regime.

“We believe that the West Bank should also be armed like Gaza and those who are interested in Palestine’s destiny should act in this regard,” the Leader said at the time.

Israeli launched a deadly onslaught on the besieged Gaza Strip on July 8. Gaza health officials say over 2,140 Palestinians, including 577 children, were killed in the Israeli onslaught. Over 11,100 others, including 3,374 children, 2,088 women and 410 elderly people, were injured. Tens of Israelis were also killed by the Palestinian resistance retaliatory rockets.

The Israeli aggression ended on August 26 with an Egyptian-brokered truce.

Islamic Jihad Chief: Gaza Battle Prepares for Mother of Battles, No Bet on Talks

ShallahThe leader of the Palestinian Islamic Jihad Movement, Ramadan Abdullah Shallah, asserted that the Zionist enemy started Gaza war and that the resistance surprised it with displaying its military readiness to encounter the aggression.

“We must not bet on the path of the negotiations,” Shallah stressed, “Israeli warplanes buried Oslo agreement under the debris of Gaza buildings.”

Shallah noted that Gaza battle is not the last, adding that it will prepare for the mother of the battles.

The leader of the Palestinian Islamic Jihad Movement greeted the steadfastness of the Gazans and the resistance, highlighting the importance of the Palestinians to encounter the upcoming challenges.

The Secret Meeting that paved the way for acceptance of the Egyptian Initiative.

Details of the secret meeting inside the “Embassy of Iran” in Lebanon to accept the Egyptian initiative

The meeting was held before the holiday of Eid al-Fitr, at the Iranian Embassy in Beirut, headed by Hussein Amir Abdollahian, the Assistant Foreign Minister of Iran, who visited Lebanon with a security and military delegation. 

The meeting was attended by:

  1. Secretary General of the Islamic Jihad Ramadan Shallah and his deputy Ziad Nakhali, 
  2. Hamas represented by Osama Hamdan, Mohammed Nasr and Mohammed Baraka, 
  3. Haj Tawfiq Safa the representative of the Lebanese Hezbollah, 

According to the UAE “IRAM”, the Syrian Ambassador arrived with the Russian Ambassador refused to enter the meeting room because of the presence of Osama Hamdan. 

Mohamad Nasr took Hamdan to shake hands with the Syrian Ambassador, but the latter refused and said: 

“will not be met with someone who betrayed Syria “

The meeting was held without Hamdan, 

The Russian ambassador delivered a message from Foreign Minister Sergei Lavrov on the situation in Gaza.

According to  Lavrov’s message, Paris conference, at the request of Israel, discussed one thing: 

How to disarm the resistance in Gaza, and studied the prospects of NATO participation.

According to the message: 

The Egyptian initiative must be accepted and Palestinians has the right to amend the initiative and Egypt would not oppose that. 

Those who opposing the initiative should not use that an excuse to attack Egypt and to weaken the Egyptian role in the region 

Lavrov called the resistance to accept the initiative and build on it because you can not defeat Israel by knockout in this war, but to score points and in stages, pointing out that Turkey and Qatar opposed Egypt without providing an alternative to the Egyptian initiative.

For his part, the Iranian Abdollahian supported Egypt’s initiative, and called on the resistance to take it and put its notes on it.

The Syrian ambassador, said that Syria, despite the contrast with the new Egyptian regime in some of the files,  Syria supports the Egyptian initiative and stand in the ranks of the resistance. 

For his part, Ramadan Shallah confirmed the need for consensus on the Egyptian initiative, and the necessity to return to the framework of the PLO to deal with the Egyptian initiative with a unified Palestinian position.

Shallah asked Abdollahian, to ask Hamas leaders in Gaza to study, in depth, the Egyptian initiative and warned of the dangers of the Qatari conspiracy.

My translation

“Sayyed Nasrallah Shallah  renewed to Sallah the position of Hezbollah and the Islamic resistance in Lebanon as well, solidarity and support for  the resistance in Gaza and willingness to cooperate and integrate in order to serve the achievement of its goals and objectives to thwart aggression.”

In other words: Nasrallah speaking on behalf of the Axis of Resistance confirmed that the Axis commitment to compensate the Palestinian resistance for weapons that were used or destroyed.

Yesterday Abu Ubaida, the spokesman announced that the Qassam Brigades had compensated for all of the lost weapons and ammunition.

Sayyed Nasrallah Hails Steadfastness of Gazans in Phone call with Meshaal, Shallah

Hezbollah Secretary General Sayyed Hasan Nasrallah hailed on Sunday the steadfastness of Palestinian resistance fighters, vowing to stand by the resistance and people of Gaza.

In a phone call with Hamas chief Khaled Meshaal, Sayyed Nasrallah said Hezbollah and the Lebanese resistance will support the Palestinian Intifada and resistance, with all their hearts, willpower, hope, and destiny.

His eminence praised the persistence of the Hamas resistance and the tremendous patience of the people of Gaza and strongly supported their rightful demands to end the current battle.

Sayyed Nasrallah heard from Meshaal comforting and confident stance, as he reassured that Hamas resistance was ready to make a second victory in July.

Sayyed Nasrallah also contacted the leader of the Palestinian Islamic Jihad Movement, Ramadan Abdullah Shallah, where they discussed the developments on the battleground in Gaza, including field conditions and political advances.

They warned Israeli Prime Minister Benjamin Netanyahu that if he is relying on governmental and international support in the Gaza offensive, the resistance in Gaza is relying on the strongest popular support ever.

The S.G. reiterated the persistent support of Hezbollah and the Islamic Resistance in Lebanon to the resistance in Gaza, in hopes of preventing any further aggression.

Hamas’ growing rivalry with Islamic Jihad

The role of Islamic Jihad is expanding on the Palestinian scene. Their Iranian and Syrian allies have increased their support after Hamas left its headquarters in Damascus. Islamic Jihad left their Damascus headquarters as well but they did not go to Qatar. Hamas sees in Islamic Jihad today more of a strong competitor than a partner, even though both organizations share the same political philosophy of armed resistance.
Gaza: Days ago, the leadership of Hamas and Islamic Jihad put an end to a new dispute that broke out between their supporters when the Ministry of Religious Endowments and Affairs of the Gaza government dismissed the imam of the Ibrahim al-Khalil Mosque, Murid al-Qanouh. The imam claimed that he was fired for political reasons, while ministry said that he was dismissed because he had stopped doing his job for the last two months.

The dispute evolved into a fist fight between worshippers. Weapons were even used in some mosques in northern Gaza. The political leadership on both sides intervened quickly to end the clashes, which they described as personal. This latest dispute was not the first of its kind, but it sheds light on the fact that Hamas and Islamic Jihad are now moving in opposite directions.

In mid March, the secretary general of Islamic Jihad, Ramadan Abdullah Shallah, appeared on Al-Mayadeen TV praising Hamas in order to stop their enemies from exploiting any possible disputes between both parties. He announced that Operation Breaking the Silence, conducted that month by Islamic Jihad’s armed wing, al-Quds Brigades, was in coordination with Hamas.
He also said that he met the leader of Hamas’ political bureau, Khaled Meshaal, in Qatar. Later it became evident that Shallah was leading a new mediation effort to coordinate a visit by Meshaal to Tehran. Two days after that first interview, Shallah appeared again to confirm what he said but this time on the Qatari channel Al-Jazeera.
But the reality on the ground is a far cry from what both groups have been saying in the media. Disagreements between their members are escalating but leaders on both sides rush to contain the situation even when there are casualties.
Clashes erupted between the members of the two organizations two weeks ago inside a mosque in the city of Khan Younis. A member of Islamic Jihad who witnessed the incident but wanted to remain anonymous tells Al-Akhbar: “Three leaders known in the area came to the mosque, attacked us, and then kicked us out.”
As to why he refused to give his name, he said: “Our leadership in Islamic Jihad refuses to clash with Hamas even if we are the ones wronged. If we speak to the media about these incidents they will take punitive measures against us. This is the fifth incident in less than a month.”
A major dispute erupted in the city of Rafah last month between members of the two groups. For the first time ever, the incident was recorded as “an attack by a number of Shia converts on a Salafi sheikh.” Islamic Jihad, religious associations, families and tribes convened a reconciliation session. The leaders of Islamic Jihad stressed that “their movement is a Sunni movement despite the special relationship they have with Iran.”
The last major crisis between the two groups was last June when a member of the police force, which is affiliated with Hamas, killed an Islamic Jihad leader called Raad Jundiyah. Jundiyah, according to an Islamic Jihad statement, was responsible for firing rockets against Israel and escaped several assassination attempts. Hamas refused to take responsibility for the incident saying that Jundiyah killed himself by mistake when he was asked to turn himself over to the police.
In response, Islamic Jihad cut off its relationship with Hamas. That night nine Grad rockets were fired at Israeli settlements near Gaza. Israel responded by bombing training sites in Gaza and threatened to break the truce. The prime minister of the Gaza government and Hamas leader, Ismail Haniyeh, established an investigative committee. The results led to acknowledging the responsibility of the police for the incident without specifying the identity of the shooter. The issue was solved once again through a reconciliation meeting and the relationship was restored between the two organizations.
Cairo and Islamic Jihad
Politically, what bothers Hamas the most, as it was expressed by its official spokesperson Fawzi Barhoum, is the contacts between Egypt and Islamic Jihad. Cairo tried to solidify the truce between the Resistance and Israel after Operation Breaking the Silence based on the understanding reached in 2012. Islamic Jihad accepted the mediation and launched only about 150 5-8 range rockets.
Islamic Jihad does not believe that its contacts with Cairo mean sidestepping Hamas. Islamic Jihad’s representative in Lebanon, Abu Imad al-Rifai, explained how treating Hamas as part of the Muslim Brotherhood network made the Egyptian authorities avoid communication with them. He added: “We understand that Hamas is annoyed by the Egyptian decision to sidestep it, but coordination between us was not affected.” As proof, he cited “the official and strong participation by the Islamic Jihad leadership in a Hamas festival that was held in Gaza after establishing contacts with Egypt.”
Mohammed al-Hindi, an Islamic Jihad leader in Gaza, said in a simultaneous statement that his organization does not mind “partnering in the management of Palestinian affairs after agreeing on a national leadership.” This statement is different from what the Islamic Jihad always proclaims. They believe that there is no way to engage in a political experiment before liberation and refuse to participate in what they call “products of the Oslo Agreement.”
Nevertheless, the organization participated in the municipal elections in 2005 but it did not win the leadership in any of the municipalities. Today, Islamic Jihad believes that its popularity has improved dramatically “because it avoided getting bogged down in internal divisions and because it has no Palestinian blood on its hands,” as Abu Hamza puts it.
Security concerns

Abu Hamza (a pseudonym) from al-Quds Brigades talked openly fights with Hamas that have not been reported in the media. Even though the Egyptian army destroyed most of the smuggling tunnels, he says, some of them are still open so we can still smuggle fuel and arms for the Resistance but “Hamas limits our ability to bring in supplies.”

Some days “they don’t allow certain kinds of weapons in unless Hamas gets the same kind or at least inspects the smuggled weapons.” He tells Al-Akhbar: “We carried out some operations at the border without announcing them. The government’s internal security agency tried to look for the perpetrators to find out who they are. They see themselves responsible for the country’s security, but that harms the secrecy of the work we do and exposes us to the Israeli occupation.”
Between 2008 and 2012, Hamas remained committed to the truce despite Israeli violations. Israel continued to target Islamic Jihad through assassinations. Islamic Jihad led four major confrontations single handedly and tried to expand the range of its targets in the last confrontation with the occupation, forcing the residents of southern occupied Palestine to stay in shelters for two days. Hezbollah’s Secretary General Hassan Nasrallah pointed this out in one of his speeches.
Also, in the 2012 war, the strikes by al-Quds Brigades matched those of Hamas’ armed wing – al-Qassam Brigades. They both bombed Tel Aviv. Shallah actually announced that they preceded Hamas in the decision-making and implementation process.
Al-Quds Brigades’ latest military parades on the streets of the Gaza Strip revealed new kinds of weapons like anti-aircraft missiles and snipers. Pictures by news agencies showed a lot of similarity between the two organizations in the weapons that were on display. Al-Quds Brigades had agreed to participate in a military parade headed by al-Qassam Brigades, but withdrew the last minute when Hamas’ fighters carried the Rabia al-Adawiya signs associated with the Muslim Brotherhood in Egypt.

غزة | قبل أيام، طوّقت قيادة حركتي الجهاد الإسلامي وحماس خلافاً جديداً نشب بين عناصرهما بعدما أقالت وزارة الأوقاف والشؤون الدينية في حكومة غزة إمام مسجد إبراهيم الخليل مريد القانوع، الذي قال إن أسباب الإقالة سياسية، بينما أشارت الوزارة إلى أنه فُصل لانقطاعه عن الإمامة لشهرين.
تطورت القضية إلى اشتباك بالأيدي بين المصلين ثم استخدام السلاح في بعض مساجد شمال قطاع غزة. سرعان ما تدخلت القيادات السياسية لفض الاشتباك الذي قالت إنه فردي. المشكلة الأخيرة لم تكن الأولى، لكنها تسلط الضوء على مفترق طرق بين الحركتين.
منتصف آذار الماضي، خرج الأمين العام للجهاد الإسلامي رمضان عبد الله شلح، عبر شاشة الميادين خاطباً ودّ حماس. خطف الفرصة من بين يدي أعداء الأخيرة، معلناً أن عملية كسر الصمت التي خاضتها الذراع المسلحة لحركته ذلك الشهر كانت بالتنسيق مع حكومة غزة.
أكثر من ذلك. أعلن أنه التقى خالد مشعل في قطر. لاحقاً، تبين أن شلح يقود وساطة جديدة لتنسيق زيارة رئيس مكتب حماس لطهران (الأخبار 1 نيسان). بعد يومين من اللقاء الأول، ظهر الرجل مجدداً ليؤكد ما قاله، لكن عبر قناة «الجزيرة» القطرية.
على الأرض، لا يشبه الواقع ما تعلنه الحركتان رسمياً وإعلامياً، فالخلاف يحتدّ في مراحل كثيرة بين عناصرهما. مع ذلك، تسارع القيادات إلى احتواء الموقف، حتى في حال سقط قتلى أو جرحى.
وحدث اشتباك بين عناصر التنظيمين قبل أسبوعين داخل مسجد في مدينة خان يونس. يقول عنصر شهد الواقعة، لكنه رفض ذكر اسمه لـ«الأخبار»: «جاء ثلاثة قياديين معروفين في المنطقة ودخلوا المسجد واعتدوا علينا ثم طردونا».
أما عن سبب رفضه عرض اسمه، فعقّب: «قيادتنا (الجهاد) ترفض الاشتباك مع حماس، حتى لو كنا مظلومين. مجرد الحديث في الإعلام عن هذه الحوادث يعني اتخاذ إجراءات بحقنا. هذه الحادثة الخامسة في أقل من شهر».
مدينة رفح أيضاً كانت قد شهدت خلافاً كبيراً الشهر الماضي بين عناصر الحركتين. لأول مرة يُسجل الاحتكاك تحت عنوان «اعتداء شباب متشيعين على شيخ سلفي». طوّقت الشرطة تظاهرات جمعية ابن باز هناك. عقدت الجهاد وجمعيات دينية وعائلات وعشائر ندوة صلح. أكّد قياديون في الجهاد أن «حركتهم سنيّة بامتياز، رغم العلاقة المميزة التي تربطها بإيران».
آخر مراحل التأزم بين التنظيمين سُجلت في حزيران يوم قَتل عناصر من الشرطة التابعة لحماس قياديّاً في الجهاد اسمه رائد جندية. جندية وفق بيان حركته كان مسؤولاً عن إطلاق الصواريخ تجاه إسرائيل ونجا من عدة محاولات اغتيال. حماس رفضت الاعتراف بالمسؤولية عن الحادث وقالت إن جندية قتل نفسه بالخطأ حين مطالبته بتسليم نفسه للشرطة.
قَطعت الجهاد اتصالاتها بحماس. ليلتها أُطلقت 9 صواريخ غراد على المستوطنات بجوار غزة. ردّت إسرائيل بقصف مواقع تدريب في غزة مهددة بنسف التهدئة. خرج إسماعيل هنية ليعلن تشكيل لجنة تحقيق عليا. أفضت النتائج إلى الاعتراف بمسؤولية الشرطة عن الحادث دون تحديد هوية مطلق النار، ثم حُلّ الأمر عشائرياً، وعادت العلاقات بين الجهتين.

على المستوى السياسي، أكثر ما أزعج حماس وعبّر عنه المتحدث الرسمي باسمها فوزي برهوم هو التواصل المصري مع الجهاد. القاهرة سعت إلى تثبيت التهدئة بين المقاومة وإسرائيل بعد «كسر الصمت» وفق تفاهمات عام 2012. وافقت الجهاد الإسلامي على الوساطة واكتفت بإطلاق نحو 150 صاروخاً بمديات 5-8 كم.
لم ترَ قيادات الجهاد في تواصل القاهرة معها استثناءً لحماس. مثلاً، ممثل الجهاد في لبنان أبو عماد الرفاعي يرى أن معاملة حماس ضمن منظومة «الإخوان المسلمون» أدت إلى تجنب تواصل المصريين معها. وأضاف في تصريح صحافي: «نتفهم انزعاج حماس من استثناء الجانب المصري لها، لكن التنسيق بيننا لم يتأثر»، مستدلاً بـ«مشاركة رسمية وقوية لقيادة الجهاد في مهرجان لحماس عُقد في غزة بعد الاتصال المصري».
كذلك، القيادي محمد الهندي من الجهاد الإسلامي في غزة قال في تصريح متزامن إنه لا مانع لدى حركته من «الشراكة في إدارة شؤون الفلسطينيين بعد التوافق على مرجعية وطنية». هذا التصريح على غير ما تعلنه الجهاد الإسلامي دوماً. هي ترى أنه لا مجال لخوض أي تجربة سياسية ما قبل التحرير، بل ترفض المشاركة في ما تسميه «إفرازات اتفاق أوسلو».

 

مع ذلك، شاركت الحركة في الانتخابات البلدية التي عقدت عام 2005، لكنها لم تحصد رئاسة أي منها. اليوم ترى الجهاد أن شعبيتها تحسّنت كثيراً بـ«فضل تجنبها الدخول في معترك الانقسام الداخلي، ونظافة يدها من الدم الفلسطيني»، كما يقول أبو حمزة.
البحث الأمني
أبو حمزة (اسم مستعار) من سرايا القدس يتحدث عن مفاصل احتدامٍ مع حماس لا تظهر على الإعلام. رغم تدمير الجيش المصري معظم الأنفاق – يقول – لا يزال بعضها يعمل لإدخال الوقود والسلاح إلى المقاومة، «لكن حماس تضيّق علينا في إدخال هذه المواد».
وصل الأمر في بعض الأيام إلى «منعهم من إدخال بعض أنواع الأسلحة إلا حين تحصل حماس على المثل أو على الأقل تطّلع على نوع السلاح المدخل». ويضيف لـ«الأخبار»: «نفذنا بعض العمليات على الحدود دون الإعلان عنها. سعى جهاز الأمن الداخلي التابع للحكومة إلى البحث عن منفذي العملية لمعرفتهم. هم يرون أنهم مسؤولون عن أمن البلد، لكن هذا يضر سرية العمل وقد يكشفنا أمام الاحتلال».
ما بين عاميْ 2008 و2012 التزمت حماس التهدئة رغم الخروق الإسرائيلية. بقيت إسرائيل تستهدف الجهاد الإسلامي بالاغتيالات. قادت الأخيرة أكثر من 4 مواجهات كبيرة وحدها. وسّعت الجهاد مدى قصفها في آخر مواجهة، وألزمت سكان جنوب فلسطين المحتلة الملاجئ ليومين. أشار إلى ذلك السيد حسن نصر الله في خطاب له.
أيضاً في حرب 2012، وازت ضربات سرايا القدس نظيرتها كتائب القسام (حماس). الأخيرة قصفت تل أبيب وكذلك فعلت الأولى، بل أعلن شلح أنهم سبقوا حماس في اتخاذ القرار والتنفيذ.
في الميدان، كشفت العروض العسكرية الأخيرة للسرايا والقسام في شوارع القطاع أنواعاً جديدة من الأسلحة كمضادات الطيران والقناصة. أظهرت صور وكالات الأنباء تشابهاً كبيراً في القدرات المعروضة. السرايا أعلنت في تلك الأيام موافقتها على المشاركة في مسير عسكري للمقاومة ترأسه القسام، لكنها انسحبت في اللحظات الأخيرة، ولاسيما حين رفع مسلحو الكتائب شعارات «رابعة».

الأزمة المالية
تعيش حماس والجهاد في هذه المرحلة أزمة مالية كبيرة. الأولى توترت علاقاتها السياسية مع طهران بعد الأزمة السورية كثيراً. هذا أدى إلى قطع الدعم المالي مدداً طويلة عن المستوى السياسي والحكومة. مع ذلك لا يزال العسكر (كتائب القسام) يتلقون دعمهم المالي شهرياً على قاعدة أن ما بنته إيران في أكثر من 20 سنة ليكون خط دفاع أول لن تهدمه في يوم وليلة، حتى لو كان الاختلاف السياسي على أشده. على مستوى حماس نفسها، قال الزهار في تصريحات سابقة إنه لا لوجود لدولة عربية أو إسلامية مستعدة لتقديم السلاح إلى حركته غير إيران.
أما الجهاد الإسلامي، فتعاني عقبات في تنسيق إدخال الأموال بسبب الأحداث في كل من سوريا ومصر. لكن المستويين السياسي والعسكري لا يزالان يتلقيان دعماً متواصلاً ومتصاعداً من طهران. وصل الدعم في بعض الأحيان ـ وفق مصادر خاصة ـ إلى تدخلات كبيرة من الجانب الإيراني لتحسين مستوى التدريب والهيكلة التنظيمية للجهاز العسكري وتقويته.
نتائج هذا التطوير ظهرت في التصعيد الأخير، فقد كانت للجهاد كلمة منفردة عن حماس. بعد اغتيال ثلاثة من عناصرها (3/2014) جنوبيّ القطاع أعلنت الحركة التزامها التهدئة ما التزم الاحتلال. لم يشر بيانها إلى أي تصعيد في الأفق. فجأة، وفي مساء اليوم التالي ردت بإطلاق دفعة من الصواريخ. تكتيك جديد يُحسب لأداء سرايا القدس. ارتبك الاحتلال ولم يردّ إلا بقصف موضعي، ثم عاد إلى شروط التهدئة.
حماس على مستوى القاعدة الشعبية رأت في ذلك خروجاً عن ضوابط التهدئة و«مصلحة الشعب»، على عكس قياداتها الذين تحدثوا عن حق الجهاد بالرد دون الرغبة في توسيع المواجهة. إعلام حماس لم يشارك في تغطية الحدث. ساحات الفيسبوك أيضاً اشتعلت بالاتهامات المتبادلة. أعيدت الأقوال مجدداً: «السرايا تقصف إسرائيل لتخفف عن نظام الأسد». «الجهاد تتحرك بأوامر إيران وها هو أمينها العام في طهران».
