Iran Teaches the US a Lesson in the Gulf: We Are to Win

Beirut – The US military navy force has been dealt a devastating blow to its moral by the Iranian revolutionary guards.

A week ago, the Gulf has witnessed a very significant event when the US military carried an action of aggression and piracy attempting to take over an Iranian shipment of oil heading towards Venezuela.

The Iranian revolutionary guards were there to respond quickly and they raided the ship and directed it to the Iranian waters and thus sabotaging the US aggression and putting its military into shame and humiliation.

This is not the first time Iranian forces respond swiftly and efficiently to US aggression.

In fact, no recorded history has been noticed of any regional power standing to the Americans and preventing them from exercising their acts of piracy.

The Islamic Republic of Iran holds tight to a glorious history of confronting and opposing the Americans in the region though efficiently.

This poses a real question about the mounting Iranian military might and its readiness to challenge the Americans.

Iran has already done clear reactions against American forces whether in Syria, Iraq or in the high seas.

This adds credit to Tehran’s genuine position of opposing the US hegemony in the region and the world. The decision of sending oil shipments to Venezuela which has been going on for quite some time is an example about Iran’s intent to break the US siege against Caracas.

Iran has taken similar steps to ease the suffering and alleviate the crisis of people under US siege in both Syria and Lebanon.

Washington is causing a lot of damage to countries economics, imposing siege and sanctions on people, countries, entities, and even individuals. Those sanctions are not justified and they are not based on any legal grounds, hence Washington with its well-known arrogance feels no obligation to give any explanation or to produce any evidence to support its blockade or campaigns.

Here, it is important to highlight the necessity of fighting back Washington’s stern and tough oppressing measures by creating a world legal body that could hold Washington responsible for its crimes against humanity in this regard.

More important, that many governments, international organizations, human rights community, take the initiative and start breaking US siege in the affected and targeted countries. What happened to Iraq because of the US siege should not be allowed to happen again, and what is happening in Yemen nowadays should be stopped at once.

What Iran is doing is a real accomplishment, an achievement that amounts to be a victory against Washington. It is not a simple action to stand against the US and break Washington siege here or there. This is setting an example for other governments to do the same, and giving the hope to people around the world an excellent lesson that the US and its military and economic aggressions are not a fate that cannot be changed, but a challenge that could and should be properly addressed.

Iran gives the lesson again to the whole world, once you decide to confront and resist Washington’s hostilities you can, and you also can win against it, definitely.

The Iranian military commemorated the anniversary of the US embassy takeover by students as a symbol of the nation’s resistance against global arrogance and American hegemony, saying the developments unfolding today in the region and elsewhere in the world foretell America’s decline.

The General Staff of the Iranian Armed Forces marked the National Day of the Fight against Global Arrogance, which falls on November 4, in a statement released on Wednesday.

The occasion is a symbol of the Iranian people’s “oppression-fighting, freedom-seeking, resistance and perseverance” against the greed and hegemonic policies of the criminal US regime, the statement read.

Forty two years ago on this day, Iranian students took over the American embassy in Tehran, also known in Iran as the “Den of Espionage,” less than a year after the Islamic Revolution toppled the US-backed Pahlavi dictatorship in 1979.

On the eve of the anniversary, Iran’s Islamic Revolution Guard [IRG] released detailed footage of its successful seizing of an American vessel that had stolen a shipment of Iranian oil in the strategic Sea of Oman.

“Now, after over four decades of the Islamic Republic’s blessed existence, we are still witnessing repeated hostilities and inhumane conspiracies of the American terrorist regime and the fake Zionist regime against the people and the [government] of the Islamic Republic,” the Armed Forces’ statement read.

It then enumerated the crimes perpetrated by the “terrorist-nurturing” US regime and its allies against Iran, including the draconian sanctions, attempts to hamper Iran’s nuclear progress, the assassination of the country’s nuclear scientists, the assassination of Lieutenant General Qassem Soleimani, and the destabilization of the country by different means, such as the latest cyber-attack on gas stations.

In spite of the aforementioned hurdles, the statement went on to say, the Iranian people and government have managed to unmask the decline of the United States’ fake and evil grandeur throughout the world.

Each year, Iranians commemorate the National Day of the Fight against Global Arrogance by staging rallies across the country. Last year’s events were canceled due to an increase in COVID-19 infections, but people can attend this year’s events while observing health protocols. IRG Chief Major General Hossein Salami is expected to address the main event in Tehran.

IRG Thwarts US Navy Attempt to Pirate Iranian Oil Tanker

Navy Force of Iran’s Islamic Revolutionary Guard [IRG] thwarted the US navy’s attempt to pirate Iranian oil in the Oman Sea.

The recent confrontation follows the unprofessional behavior of the US warship in the southern waters of the country, which was met with a strong reaction from Islamic Revolutionary Guard speedboats, after which, American ship left the scene.

According to the reports, the naval forces of the Islamic Republic Revolution Guard have managed to thwart an attempt by the United States to take over a giant oil tanker in the strategic Sea of Oman and moved the vessel to the Iranian territorial water.

The United States confiscated a tanker carrying Iranian oil in the Sea of Oman and diverted the oil cargo to another tanker and directed it to an unknown destination.

At the same time, IRG Navy forces recaptured the tanker using Heliborne operations on the deck of the tanker and directed it to the territorial waters of Iran.

The US forces then pursued the tanker using several helicopters and warships but failed due to the decisive and authoritative forces of the Islamic Revolutionary Guard.

The American forces using some warships tried to block the path of the tanker but again failed. This tanker is currently in the territorial waters of the Islamic Republic of Iran.

The IRG has announced that it will shortly release the related video of the US attempted act of piracy.

بينما لا يزال المسؤولون اللبنانيون يضربون الأخماس بالأسداس عند كل خطوة بسيطة تستدعي تواصلاً مع سورية، تجري المياه الدولية في النهر السوري بصورة متسارعة، تحت عنوان ترجمة معادلات نهاية الحرب قبل الإعلان الرسمي عن نهايتها، وأولوية العودة بالمفرق إلى سورية على العودة بالجملة لما تتضمنه من إحراج إعلامي. ولعل ما قالته واشنطن بلسان وزارة خارجيتها تجاه عودة الرحلات الجوية بين دمشق وعمان يشكل مادة تحظى باهتمام المعنيين في لبنان، مثل حاجة اللبنانيين لفك شيفرة زيارة رئيس الحكومة الأردنية لبيروت، حيث صدر تصريح أميركي أول يرحب بخطوة إعادة الرحلات بين عمان ودمشق، ثم صدر تصحيح سريع يقول إن واشنطن تدرس الخطوة لتتخذ منها موقفاً، ثم بيان يتجاهل الخطوة ويتحدث عن عدم نية واشنطن تطبيع العلاقة مع دمشق أو تشجيع الآخرين على فعل ذلك، وأي قارئ مبتدئ في السياسة يعلم أن الموقف الأول لم يصدر على غفلة، وأن التصريح الثاني جاء بعد مراجعات لحلفاء في المنطقة في طليعتهم كيان الاحتلال، وأن التصريح الثالث إعلان اللاموقف، يقول إن من يريد الذهاب لعلاقة طبيعية مع سورية فواشنطن ليست عائقاً أمامه، ومن لا يريد فواشنطن لن تطلب منه فعل ذلك، وهذا يعني انتقال واشنطن من الضوء الأحمر إلى الضوء الأصفر. وفي السياسات الأميركية يقول التاريخ إن ملعب السياسة الواسع هو في مساحة الضوء الأصفر، الذي يحرر واشنطن من تبعات معنوية للضوء الأخضر، ومن تبعات سياسية وعسكرية للضوء الأحمر، وهو غالباً المؤشر الأهم للانسحاب.

تقول معارك درعا الأخيرة إن الدولة السورية بدأت تترجم قرارها بتحرير أراضيها مستفيدة من هذا الضوء الأصفر، ضمن خطة مدروسة أخذت في حسابها كل المتغيرات الدولية والإقليمية، سواء ما يتصل بسياق الانكفاء الأميركي انطلاقاً من مشهد أفغانستان، أو بالجاهزية الروسية للمساندة، وبعدما رسمت خرائطها بدقة وحددت أهدافها بوضوح تكتيكي يلبي وجهة حركتها لاستعادة أراضيها حتى الحدود التي كانت عليها الحالة عام 2011. ويقول التسارع الذي حسمت فيه منطقة درعا وما تلاه من تطورات في العلاقة مع الأردن الذي مثل خلال عشر سنوات، خط التماس السوري مع الحلف الدولي الإقليمي الذي كان يشجع ويمول ويغذي خطط استمرار الحرب، بدعم سياسي عسكري أميركي، وتمويل سعودي خليجي، إن الحسابات السورية كانت في غاية الدقة، وإن توقيت القطاف السوري للتضحيات قد آن أوانه، وها هو التأكيد يأتي عبر تسارع العودة المتعددة المجالات للعلاقات السورية- الأردنية ينتقل من التبريد إلى الحماوة، لكن الحرارة هذه المرة إيجابية تجسدت بترجمة قرار فك الحظر عن استجرار الكهرباء الأردنية والغاز المصري عبر سورية إلى لبنان، وتلته الدعوة الأردنية لوزير الدفاع السوري، ولقاء وزير الخارجية الأردني بوزير الخارجية السوري، وصولاً لفتح الحدود البرية وإعادة الرحلات الجوية بين دمشق وعمان.

خلال شهر تدحرج بسرعة حسم وضع الجنوب، وتبلورت ثماره السياسية، فبدأ التوجه شمالاً، سواء الشمال الشرقي حيث ثروات النفط والغاز المنهوبة من قبل الاحتلال الأميركي والميليشيات المنضوية تحت رايته، أو الشمال الغربي حيث الاحتلال التركي وتنظيمي «القاعدة» و»داعش» تحت راية هذا الاحتلال، وفي الملفين تبدو روسيا الحليف والشريك الذي رسمت معه خطط الشمال على أعلى المستويات التي جسدتها القمة التي جمعت الرئيسين فلاديمير بوتين وبشار الأسد، وما تلاها على مستوى التسخين للجبهات العسكرية، استبق لقاء الرئيس بوتين بالرئيس التركي رجب أردوغان، كان واضحاً أنها قمة الفرصة الأخيرة للرئيس التركي، وأولوية الانسحاب التركي ومعه الميليشيات التي يرعاها عن الطريق الدولي الذي يربط سورية بخط الترانزيت الدولي الذي يصل إلى أوروبا، وضمان سيطرة الجيش السوري على الطريق الدولي والعمق اللازم لتأمينه، وبدء فكفكة التشكيلات الإرهابية المسيطرة على الجغرافيا المحيطة بالطريق الدولي يميناً ويساراً، بالجمع بين الحسم العسكري من دون إعاقة تركية، وبالتعاون التركي على طريقة ما جرى في حلب.

إذا نظر المسؤولون اللبنانيون إلى المشهد بقليل من الروية سيجدون أن الخط الذي يعبر تركيا من أوروبا باتجاه الخليج وقد بات منفذه الجنوبي عبر الأردن سالكاً، لن ينتظرهم حتى امتلاك شجاعة التوجه نحو دمشق، وهم ينتظرون أن يأخذهم أحد بيدهم ليدقوا أبواب دمشق، وأن دمشق أيضاً ليست منافساً لبيروت، ففي المنافسة تقع الأمور بين خط بري يعبر تركيا نحو سورية فالخليج، أو خط بحري بري يصل إلى بيروت وينطلق براً عبر سورية إلى الخليج، فسورية محطة حكمية، لكن التسابق قائم بين تركيا ولبنان، ويبدو حتى الآن أن الرئيس التركي التقط الطابة التي تعثرت بين أيدي اللبنانيين، لكن الفرصة لم تفت بعد، مع الأخذ في الاعتبار أن الشهر المقبل سيشهد التطورات التي تبلور الصورة بوضوح أكبر، يبدأ لبنان معه بخسارة نقطة التفوق التي يمثلها غياب أي عائق أمني لتفعيل حركة الترانزيت من مرفأ بيروت عبر دمشق إلى الخليج، عندما تزول التعقيدات الأمنية في شمال سورية، ويصبح تفوق الخط التركي بالجاهزية اللوجستية التي يفتقدها مرفأ بيروت بعد إصابته البالغة والتباطؤ غير المبرر في خطة إعماره، على رغم كثرة العروض، علماً أن الميزة التفاضلية لمرفأ بيروت باتجاه الترانزيت نحو العراق لا يمكن تعويضها بالخط التركي البري.

كما في خط الترانزيت الدولي حال خط الإمداد النفطي، فسورية التي يمكن أن تتشارك مع لبنان بالسعي لتفعيل وتشغيل خط النفط الآتي من العراق عبر سورية إلى طرابلس، قد لا تبقى بذات الحماسة عندما تسترد حقول النفط والغاز المنهوبة من الأميركيين والميليشيات العاملة تحت رعايتهم، ولبنان المتعطش لنقطة نفط يتصرف كأن الوقت معه، وينتظر أن ينعقد ربما مجلس الأمن الدولي ليصدر قراراً وفق الفصل السابع يفرض اجتماعاً على أعلى المستويات بين الدولتين السورية واللبنانية، لتأمين خط النقل الترانزيت التجاري والنفطي، فكيف بملف النازحين؟

After the chaotic exit from Afghanistan, many experts predict the withdrawal of US troops will next be from Iraq and Syria.

US President Joe Biden has said the US is no longer in the nation-building business abroad.  George W. Bush sold the US Congress and the UK on forcing democracy down the throat of the Iraqi people, who had no experience with democracy.  After years of bloodshed, and millions of Iraqi lives lost, democracy was never established, at least not a democracy any American would recognize.

Instead of establishing a secular form of government, the US insisted on forming a sectarian government in Baghdad, were religious differences keep the Parliament in constant turmoil and divisions. Imagine the US Congress had to elect a certain number of seats for Jews, Catholics, Protestants, and Muslims.  Leaders elected not on their ability to lead, but on which place they worship at.

The US made one previous exit from Iraq, but was called back to help in the fight to defeat ISIS, which was declared achieved by Donald Trump.  But, the US troops remained.  The Iraqi Parliament declared that the US troops must leave, but the US government has refused to comply with the request of a government they created.

When the US attacked Iraq, the infrastructure was destroyed Hospitals, schools, electricity and water systems that had functioned under the dictator Saddam Hussein were destroyed, and never fully rebuilt.  The US spent billions on the war in Iraq, but did not spend that money on rebuilding or restoring social order.  Some people made a huge amount of money off the Iraq war, but the people did not benefit from the influx of cash.

Monday morning quarterback Senator Mitt Romney said the mission in Afghanistan is not over, as there is still Al Qaeda present.  He failed to explain the Al Qaeda presence in Idlib, Syria which is under US protection, and international aid agencies such as the UN keep the terrorists, their families and the three million people they hold hostage well fed and cared for. Why would the US government declare Al Qaeda an enemy in Afghanistan, and tolerate their occupation in Idlib with repeated UN resolutions?

The UN states member states must fight Al Qaeda wherever they are. When the US supports Al Qaeda in Idlib, it presents a serious double standard.

The US invaded Syria illegally, under the guise of fighting ISIS.  Trump declared the mission accomplished and ordered a withdrawal.  The military and war-hawks of the US Congress persuaded him to leave a few hundred troops in north east Syria to steal the oil from the largest oil field in Syria, thus preventing the Syrian people from having electricity. Currently, many areas have no electricity, and most areas have about four hours of electricity per day, due to the lack of oil for power generators.

The Kurdish separatists who aligned with the US in the fight against ISIS have ethnically cleansed the north east of Syria, causing Arabs and Christians to be homeless and displaced.  When the US troops leave, the Syrian government will resume medical facilities, schools and civil institutions there.  The oil will be used to provide electricity on the national grid. The homeless and displaced can finally return to homes and farms.

“Yankee Go Home” is a sentiment felt from Damascus to Baghdad. Syria is the only secular form of government in the Middle East, and has been a model for religious freedom and tolerance The US supported terrorists following Radical Islam tried to bring down the government in ‘regime change’ under Obama, but Trump cut off in 2017 the US funding for the CIA program which trained, weaponized, and paid the fighters to rape, kill and maim across Syria.

It took 20 years for the US to withdraw from Afghanistan.  Syria has been suffering from fragmentation caused by the US invasion since 2015, and Iraq’s Parliament has requested the US withdrawal in 2020. Biden has said his policy is to bring troops home from never ending wars abroad.  It is time for the US troops in Iraq and Syria to start packing, and go home in peace.

Biden forces illegally deployed in Syria stealing Syrian oil, wheat, barley, cotton, and the food and future of Syrian children have evacuated 3 of its positions in the northeast of the country, Al Alam TV reported on the 2nd of September.

The report based on ‘private military sources’ identified the three oil fields left by the Biden forces as Al Omar oil field, the largest in Syria and is located in the eastern Deir Ezzor countryside, in addition to Tal Baidar, and Qasrak in Qamishli, Al-Hasakah province northeast of Syria.

Biden forces continuing the legacy of Trump’s “keeping Syria’s oil because he likes oil” and we “don’t want to fight ISIS, let others fight terror”, maintains up to 13 illegal military bases in Syria breaching international law, the UN Charter, and exposing the lies about humanitarian intervention claims the US regimes ever claimed.

This American step comes in light of American fear of attacks on its bases and forces in the region, especially in light of the pressures that the American administration was subjected to in Afghanistan and the military defeat it received there.

Most sources say that the US administration is preparing for a total exit from the region due to its failure to manage the Afghan file and its exit from Kabul, which has sparked disputes within the United States itself.

Biden under Obama, later Trump, and now Biden again have deployed thousands of troops in Syria to fight for ISIS, not against it, to steal Syrian resources, and to divide the country into smaller isolated cantons based on ethnic lines which it can control through divide and conquer strategy, the goal was also to strangle both Iran and Russia economically allowing a Qatari gas pipeline to go through Syria to the Mediterranean and then Europe bypassing both countries, and the final goal was to secure Israel’s expansionist into more land to achieve the ‘Greater Israel Project’ dubbed the ‘Greater Middle East Project’ in which the Turkish madman Erdogan plays a leading role in as he stated he was tasked to play by George W. Bush in an interview on a Turkish TV.

Despite series of failures in achieving any of its goals and instead, losing more strategically while killing, maiming, and displacing millions of innocent people both in Syria and in Iraq, the Biden Obama, Trump, Biden again regimes needed a lesson like the defeat in Afghanistan to wake up.

Will the Kurdish SDF separatist terrorists wake up before it’s too late when they find themselves alone facing the Syrian people after their employers abandon them?

Hoping the above report is true, more pressure should be mounted on the oil thieves to force them to leave Syria and west Asia completely, US soldiers killed abroad are not heroes defending their country and families, they are war criminals, mercenary forces, oil thieves, who get killed while making few of the haves in the USA have more.

طالما كان مستشار الأمن القومي الأميركي السابق زبيغينيو بريجنسكي، يؤكد أنّ من يسيطر على أوراسيا، أيّ آسيا الوسطى يسيطر على العالم… لكنه كان يقول ويشدّد في الوقت نفسه، انّ الولايات المتحدة لا تستطيع أن تفرض هيمنتها على العالم حتى وإنْ سيطرت على أوراسيا، لأنّ الهيمنة سوف تستفز الدول الكبرى، مثل روسيا والصين، التي تعارض هذه الهيمنة، وتدفعها الى التكتل ضدّ الولايات المتحدة، لإسقاط هيمنتها.. لهذا نصح بريجنسكي قادة بلاده بالعمل على انتهاج سياسة تضمن لأميركا قيادة العالم من خلال مراعاة مصالح الدول الكبرى.. لكن الإدارات الأميركية المتعاقبة لم تأخذ بنصيحة بريجنسكي، وعمدت بدءاً من إدارة جورج بوش الابن إلى شن الحروب تحت عنوان محاربة الإرهاب، لأجل السيطرة على المناطق الهامة والحساسة في العالم، التي تحتوي على أكبر احتياطات النفط والغاز، إنْ كان في دول آسيا الوسطى وبحر قزوين، من خلال احتلال أفغانستان التي تتوسط هذه المنطقة، أو كان عبر السيطرة على العراق الذي يعوم على كميات هائلة من النفط…

لكن خطة أميركا باستخدام القوة العسكرية للسيطرة على موارد الطاقة والتحكم بإمدادات النفط والغاز شريان الاقتصاد العالمي… لم تنجح، حيث تحوّل الغزو الأميركي لكل من أفغانستان والعراق إلى نقمة بدلاً من أن يكون نعمة للولايات المتحدة، التي غرقت قواتها في وحول أفغانستان والعراق، مما استنزف موارد الإمبراطورية الأميركية وأرهق اقتصادها وأغرقها بالمزيد من المديونية الأكبر في العالم وجعلها غير قادرة على مواصلة تحمّلها، فكان أن اضطرت إلى البحث عن سبل الخروج من أتون هذا الاستنزاف، وبالتالي الانسحاب والتسليم بالفشل والهزيمة…

لكن بقدر ما كانت أحلام وتطلعات وطموحات واشنطن من وراء غزو أفغانستان والعراق كبيرة وتستهدف تربّع أميركا على عرش العالم وحسم هيمنتها الأحادية دون أيّ منازع لها، بقدر ما ان الفشل والإخفاق في تحقيق ذلك سيكون له تداعيات سلبية معاكسة، تسرع في إسدال الستار على مرحلة الهيمنة الأميركية الأحادية لمصلحة بدء دخول العالم زمن التعددية القطبية الدولية والإقليمية، وتدشين مرحلة أفول زمن الإمبراطورية الأميركية، التي غامر حكامها في رهانهم على إخضاع العالم، بدلا من قيادته على نحو يراعي مصالح الدول الكبرى، فإذا بهم يخسرون الاثنين معا.. فلا حافظت أميركا على دورها القيادي، ولا هي نجحت في فرض سيطرتها وهيمنتها… ومن الطبيعي والحال هذه ان يؤدي الفشل الأميركي والهروب المذل من أفغانستان إلى تسريع الرحيل الأميركي عن العراق سورية لأنّ البديل عن الرحيل غرق القوات الأميركية في حرب استنزاف تشنّها ضدّها المقاومة الوطنية في كل من البلدين، وعندها سيكون قرار الرحيل تحت ضربات المقاومة، من دون حتى حفظ ماء الوجه.

على أنّ رحيل القوات الأميركية عن أفغانستان ومن ثم العراق وسورية ستكون له تداعيات سلبية كبيرة على النفوذ الأميركي في المنطقة والعالم، وعلى الأنظمة التابعة لها، يمكن إجمالها على النحو التالي:

اولا، إضعاف الدور الأميركي في التأثير على مجرى السياسات في المنطقة والعالم.. حيث أن قدرة أميركا على فرض مشيئتها وسلطانها سوف تنخفض، بنسبة تراجع حضورها العسكري في مقابل تزايد قوة وتأثير وحضور  الدول والقوى التي ترفض سياساتها الاستعمارية.. وسيؤدي ذلك بالضرورة إلى تعزيز موقف دول وقوى التحرر في المنطقة والعالم، إنْ كانت تكافح لتحصين استقلالها الوطني، أو تناضل للتحرّر من الاحتلال والاستعمار.. أو تعمل لأجل إعادة صياغة النظام العالمي على أسس التعددية والتشاركية.

ثانياً، اختلال توازن القوى في المنطقة لمصلحة دول وقوى المقاومة، على حساب الدول والقوى التي تستمدّ قوّتها من قوة وحضور الولايات المتحدة.

ثالثاً، تراجع قوة الكيان الصهيوني الذي استند في تصعيد عدوانه وإرهابه في العقود الأخيرة إلى ازدياد الحضور العسكري الأميركي في المنطقة بعد احتلال العراق وافغانستان وأجزاء من شمال وشرق سورية.. لا سيما أنّ الانسحاب الأميركي المحتوم، من سورية والعراق، سوف يعطي دفعاً قوياً للمقاومة ضد الاحتلال الصهيوني، ويؤدي إلى نشوء بيئة جديدة لمصلحة قوى المقاومة تحاصر كيان الاحتلال لأول مرة منذ اغتصاب فلسطين عام 1948..

رابعاً، ستكون الولايات المتحدة مجبرة على البحث عن تسويات للصراعات في المنطقة للحد من آثار وتداعيات تراجع نفوذها على الكيان الصهيوني والأنظمة والقوى التابعة لها، إنْ في اليمن أو لبنان.. أو على صعيد الصراع العربي الصهيوني من خلال إحياء حلّ الدولتين إلخ… بما يضمن حماية أمن ووجود الكيان وهذه الأنظمة والقوى واستطراداً ضمان استمرار ما تبقى من النفوذ الأميركي من خلال الكيان الصهيوني والأنظمة والقوى التابعة للولايات المتحدة.. ولهذا من الطبيعي ان يسود الإحساس بالقلق في دوائر صنع القرار في تل أبيب وبعض العواصم العربية الموالية لواشنطن، بعد مشاهدتهم الانسحاب الأميركي المذلّ من أفغانستان…

Three civilians were murdered in the infamous Al Hol (Al Hawl) concentration camp in the northeastern Syrian province of Hasakah, the camp holds thousands of Syrians in an open prison in miserable conditions and is run by the US-sponsored Kurdish SDF separatist terrorists.

Local sources reporting on this latest crime said that a woman and two men were killed using a gun with a silencer in the camp, the victims were not immediately identified nor the killer, no party declared responsibility for the crime.

Not only the living conditions in this concentration camp are beyond horrific and inhumane, not only thousands of families are held against their will and are kept near the families and individuals of the ISIS terrorist group in the same camp, but the security situation in the camp is also loose and crimes are never investigated properly as if the human lives there has no meaning.

International organizations which are always very loudly critical against the Syrian state for any claim by any individual from the opposition remain completely mute toward the suffering of thousands of families in concentration camps run by terrorists under the direct protection of the US army which itself is illegally deployed in Syria to steal the Syrian oil as their former commander in chief Trump who authorized their mission stated more than once.

The USA rejects calls to allow the Syrian citizens to return to their homes from the concentration camps in Al Hol which is run by the Kurdish SDF separatist terrorist in the northeast of Syria and the Rukban concentration camp which the living conditions in are even worse than Al Hol and it’s located on the joint Syrian – Iraqi – Jordanian borders in the depth of the desert and is run by an ISIS affiliate terrorist group under the protection of the US troops in At Tanf area.

The repeated crimes against the Syrian people averaging around 10 each month, the spread of diseases due to the lack of clean running water and proper hygiene, the locking up of people against their will in open prisons with hundreds of children among them, and the blackmailing of the Syrian state in exchange for the freedom of these people are all features of the ‘America is Back’ slogan raised by the demented long-serving Biden and his junta.

US Biden Forces Smuggle Out 70 Vehicles Some Loaded with Stolen Syrian Oil

Biden forces smuggled 70 vehicles out of Syria and into Iraq in the past 24 hours, some of the vehicles are tankers loaded with stolen Syrian oil, the convoy of 2 columns passed through the illegal Al Walid crossing.

44 vehicles of oil tankers, refrigerated trucks, and troops carriers along with some moved from the Sweidiyah village near Yarubiya in the countryside of the Syrian northeastern Hasakah province, local sources told the Syrian Arab News Agency (SANA), they added that the convoy left the Kharab Jir illegal military in the Malkiyah region near the Syrian borders with Iraq toward Iraq through the illegal Al Walid border crossing.

Later in the night, yesterday, the mercenary US military forces working for the ‘most inclusive and diversified’ junta of the White House moved out an additional 26 vehicles from the same area toward the Iraqi territories. These vehicles comprise loaded trucks covered to conceal their containers in addition to tankers loaded with stolen Syrian oil.

Earlier on the 11th of this month, the Biden forces smuggled 24 trucks loaded with stolen Syrian wheat from the Tal Alo silos in addition to several other trucks whose containers were covered. The convoy also used the illegal Al Walid border crossing and headed to northern Iraq.

This latest theft, breach of international law, violation of the United Nations Charter, aggression against the sovereignty of the independent Syrian state, a founding member of the United Nation aimed to deprive the Syrian people of their food and fuel is just the continuation of the same policies followed by the consecutive US regimes not starting with George W. Bush who invaded Iraq on false claims that Iraq was developing weapons of mass destruction, the invasion that continues through today, and ongoing with the demented Joe Biden and his diversified regime of war criminals in suites.

The US Army built a military base within the Al Omar oil field, maybe to spread democracy and freedom in the oil field, they also occupy the housing complex in the southern part of the oil field compound.

The US pentagon and their Kurdish SDF separatist terrorist group denied the oil field was attacked today despite the sounds of explosions, sirens, and the smoke rising from the site.

Yesterday evening’s bombing of the US illegal army base in the Conoco gas field to the north of Al Omar field resulted in a fire as well, the sounds of explosions were massive and the flames were high. The pentagon’s spokesperson admitted this field was destroyed but claimed their invincible super oil thieves were not hurt.

Nobody claimed responsibility for the attacks yet, the Syrian resistance is active against the US oil thieves, their Kurdish SDF terrorists, and their buddies in ISIS.

The head of the propaganda office for the Kurdish separatist SDF terrorists, a person who goes by the name Ferhad Shami claimed that the attack on the Al Omar oil field earlier today was part of a joint military drill of his forces with their US patrons. It would be a first where a highly trained superpower army and a heavily armed terrorists group carry out a military drill which includes firing rockets on their own positions next to the most inflammable sources of natural gas fields with the widest firebases imagined!

US forces are in Syria illegally to only control oil and gas fields, steal oil and wheat depriving the Syrian people of their fuel and food, and help the separatist Kurdish terrorist groups Israelize parts of Syria. Biden’s most inclusive and diverse junta is continuing Trump’s policies which were continuing the previous Biden’s policies under Obama who started all the mayhem in the Arab world dubbed the ‘Arab Spring’ in order to create anti-Islamic emirates ruled by the Muslim Brotherhood international radical organization with its political head the Turkish madman Erdogan and their armed fighters of Al Qaeda and their religious doctrine is the Saudi Wahhabi teachings that contradict the bases of Islam.

The fireworks of the Fourth of July celebrations in Syria were louder as the Syrian resistance bombed the base housing the USA and its allied forces illegally deployed to steal the Syrian oil at the Al Omar oil field in Deir Ezzor, the base was attacked with missiles yesterday Sunday 04 July 2021, the second attack on the same base in less than one week.

At least 2 missiles hit the complex housing the oil thieves in the Al Omar oil field complex in the southeastern countryside of Deir Ezzor, the missiles caused 4 explosions, local sources and sources from the US-sponsored Kurdish SDF separatist terrorists confirmed. The oil thieves positioned in this illegal military complex are from state members of NATO, the ‘North Atlantic Terrorism Alliance’, namely from the United States of America, Britain, and France.

We’re waiting for truthful information from one or more of the war ministries of the USA, UK, and France, so far, their informal sources and the SDF are claiming there were no casualties in the attack despite the strong explosions. The Pentagon and its allies, especially the British, have proved throughout their history to not be reliable for news about their casualties or their goals, the war on Iraq should always serve as a reminder when sourcing news from these organizations.

This is the second time in less than a week the same illegal Biden forces military base is attacked, the previous attack was on the evening of the 28th of last month June which caused significant damage to buildings within the housing complex. The June 28th attack was in retaliation to a criminal cross-borders bombing carried out by Biden forces on the day earlier against the Syrian city of Bu Kamal which killed a child and injured 3 other civilians in Syria and killed 4 PMU soldiers in the Al Qaim on the Iraqi side of the borders. The Iraqi PMU soldiers were guarding the borders against ISIS attacks before Biden killed them.

Unlike the Russians, and other Syrian allies, all other presence in Syria including NATO forces are illegal under the international law and the charter of the United Nations which the USA, Britain, France are permanent members of its Security Council and are ‘entrusted by the world to preserve peace and security by abiding by the UN Charter,’ which obviously they don’t. The NATO members of the UNSC use the world’s top council as launchpads for their illegal wars across the planet when they manage to get resolutions of the UNSC in their favor, and as a platform to demonize other members of the UNSC when they can’t get away with resolutions to justify their illegal wars.

This attack also comes amid growing anger among the Syrians, notably among the tribes in the Syrian provinces of Hasakah, Deir Ezzor, and Raqqa, who are being oppressed by the US-sponsored Kurdish SDF terrorists and are seeing their country’s riches of oilwheat, even barley being stolen by the US oil thieves and smuggled into Iraq. The resistance in the region is growing and becoming bolder against both the occupiers and their local proxies and unless Biden gathers himself up soon and remembers where Syria is and that he is deploying his forces illegally in this country which is literally on the other side of the planet from the USA, he will have to increase the production of body bags for his troops there.

The Fourth of July celebrated in the USA as their Independence Day comes at times the US still has a large number of forces illegally occupying other countries around the world, Syria is one of them. Hypocrisy starts here and has no end in US politics.

Syrians in the village of Farfarah confronted and expelled a convoy of US oil thieves along with their Kurdish SDF armed terrorists from their village earlier today, Tuesday 15 June 2021.

The people of Farfarah, a small town in the northeastern Syrian province of Hasakah, blocked a convoy of 4 armored US vehicles packed with oil thieves of the US army accompanied by a vehicle carrying Kurdish SDF armed terrorists that tried to pass through their village.

A video filmed by one of the men in the village shows the brave confrontation between the unarmed residents facing heavily armed US Army and Kurdish SDF terrorists and forcing them to leave, SANA said some of the US vehicles were damaged when the villagers rained it with stones.

In the video the people who expelled the US Army shouting at them to leave their village: ‘You stole our oil, you stole our wheat, get out, yalla (move it).. Also telling them: ‘there’s no oil in our village, get out’.

Farfarah is a tiny town of brave Syrians who stood up to the army of one of the world’s superpowers, another example from Syria how the people do not welcome oil thieves and do not welcome the US-styled democracy of hegemony, oppression, and wealth plundering.

Many similar incidents occurred in the same region most notably when a convoy of US oil thieves working for Trump last year tried to go through the town of Khirbet Ammo in February of last year, the villagers blocked the convoy, threw stones and garbage cans against the oil thieves of the US Army who in return shot dead a child in the village.

The most inclusive and diverse junta of Joseph Biden continued the same policies of the disgraced Trump in beefing up their forces illegally deployed in Syria, supporting the terrorist groups of ISIS, Nusra Front, and the separatist Kurdish SDF, and increased the stealing of Syrian wheat and oil.

US military forces steal wheat crops in Syria’s Hasakah, move them to Iraq: SANA

Press TV: A convoy of a dozen US military trucks has carried tons of grain from Syria’s northeastern province of Hasakah to the semi-autonomous Kurdistan region in northern Iraq.

Syria’s official news agency SANA, citing local sources, reported that 12 military vehicles loaded with wheat crops from silos of Tal Alou village in al-Ya’rubiyah region headed towards the Iraqi territories on Thursday after crossing Semalka border crossing.

The development took place a few days after 38 US military trucks entered northern Iraq from Syria as they were carrying wheat crops.

Back on March 26, local sources in Syria’s northeastern town of al-Malikiyah reported that 18 US military vehicles, loaded with wheat crops, had rumbled through Semalka border crossing, and headed toward the Iraqi territory.

Russia’s deputy foreign minister says the US is smuggling oil and grain from Syria while people in the war-torn country are suffering from acute shortage of basic products.

This comes as US forces also continue to smuggle crude oil from Hasakah to Iraq.

The US military has stationed forces and equipment in northeastern Syria, with the Pentagon claiming that the troops deployment are aimed at preventing the oilfields in the area from falling into the hands of Daesh terrorists.

Damascus, however, says the deployment is meant to plunder the country’s resources.

Syrian Minister of Petroleum and Mineral Resources Bassam Tomeh told state-run and Arabic-language al-Ikhbariyah Syria television news network on March 18 that the US and its allied Takfiri terrorist groups are looting oil reserves in the war-stricken Arab country, revealing that Washington controls 90 percent of crude reserves in oil-rich northeastern Syria.

“Americans and their allies are targeting the Syrian oil wealth and its tankers just like pirates,” the Syrian oil minister said.

He noted that the cost of direct and indirect damage to the Syrian oil sector stands at more than $92 billion.

The US first confirmed its looting of Syrian oil during a Senate hearing exchange between South Carolina Republican Senator Lindsey Graham and former US secretary of state Mike Pompeo in late July last year.

On July 30 and during his testimony to the Senate Foreign Relations Committee, Pompeo confirmed for the first time that an American oil company would begin work in northeastern Syria, which is controlled by militants from the so-called Syrian Democratic Forces (SDF).

The Syrian government strongly condemned the agreement, saying that the deal was struck to plunder the country’s natural resources, including oil and gas, under the sponsorship and support of the administration of former US president Donald Trump.

US-backed SDF militants abduct 15 Syrian civilians in southern Hasakah

Separately, US-sponsored and Kurdish-led militants affiliated with the so-called Syrian Democratic Forces (SDF) have abducted several civilians in Syria’s Hasakah as public discontent grows over the presence and arbitrary practices of the militants and American military forces in the area.

Local sources, speaking on condition of anonymity, told SANA that SDF militants stormed several villages in the western countryside of the province on Thursday and took 15 people away.

The sources added that the US-backed militants took away the captives to their camps in the town of al-Shaddadi.

Security conditions are reportedly deteriorating in areas controlled by the SDF in Hasakah and Dayr al-Zawr provinces amid ongoing raids and kidnappings of civilians by the militants.

On March 23rd, a video emerged showing the Damascus government forces conduct a strike on Hay’at Tahrir al-Sham (HTS).

The shelling targeted the terrorist fortifications and depots. MSM, in conjunction with various Western-backed organizations such as the “International Rescue Committee”, shifted the story and claimed that a civilian hospital had been struck.

As such, the narrative is this – the “Bloody Assad Regime” is back at it, targeting civilians and killing its own people.

As might be expected this media campaign is part of the attempts by the US to rebrand HTS as a “former terrorist” and now reformed organization, in order to have another ally, in a different part of Syria.

The Damascus government’s recent punishment of HTS and the Turkish-backed militants in northeastern Syria is happening with Russian support and is part of a wider push to liberate more areas of Syria.

Ankara is dissatisfied with this, even summoning the Russian Ambassador to complain about the severe strikes that Moscow had carried out on terrorist targets.

The Turkish side insists that artillery and air strikes on positions and infrastructure of Turkish-funded terrorists in Greater Idlib violated the ‘de-escalation agreement’. No mentions were made of the violations that are frequently carried out by these same terrorists.

Turkey would like to continue to enjoy the smuggled oil it used to receive from the US-backed Syrian Democratic Forces.

The United States, still benefits from that smuggled oil. On March 23rd, a convoy of more than 300 tankers left Syria’s Hasaka region and entered Iraq.

Washington’s oil repatriation is not proceeding without a hitch either. On March 23rd, several rockets hit a US military base near the Conico oil field in the Syrian province of Deir ez-Zor. Lebanon’s al-Mayadeen TV reported that the US suffered casualties. Little else is known.

Being subject to rocket strikes, and having convoys hit by IEDs was commonplace in Iraq, but it appears that it has now also come to plague Washington’s forces in Syria.

The profits from that smuggled oil could potentially be used to cover a recent loss by the US – an MQ-9 Reaper was downed in Yemen, by Ansar Allah.

Despite officially not supporting the Saudi-led intervention in Yemen, the Biden Administration appears to still be up to Washington’s old activities.

The Houthis, as Ansar Allah is commonly known, are riding high due to their recent successes and continue their regular drone strikes on various Saudi positions and infrastructure behind enemy lines.

The Abha Airport, alongside other locations in the south of the Kingdom, is subject to frequent attacks.

Riyadh is providing ample opposition, carrying out approximately 30 or more airstrikes each day. Still, it would seem that the Saudi-led coalition is being steadily pushed back.

Breaking: Terrorists Murder 25 on Bus on Deir Ezzor Highway

Terrorists murdered 25 Syrians and wounded 13 others on a bus in Deir Ezzor on Wednesday. The bus was traveling along the Deir Ezzor – Palmyra Highway in Kabajeb when the attack occurred around 4 p.m., Damascene time. At this writing, no details other details have been released.

Some of the victims were soldiers returning home to start their long-awaited vacation and were in military uniforms as most of the Syrians do not have the luxury of having more suits to change after 10 years of fighting the world’s largest army of terrorists and their NATO sponsors.

Donald Trump maintains a large number of his forces from the Oil Thieves Regiment of the US Army and for their protection, the Pentagon employs a large number of terrorists, mainly of ISIS and its affiliates, and separatists like the Kurdish SDF armed groups. This attack seems to be carried out by one of those Pentagon assets operating illegally in Syria to prolong the suffering of the Syrian people since Syria never invaded any other country and it’s punished for that.

At this writing, the NATO stenographer klan have gone absolutely silent over this mass murder; use of internet search engines result in not even a blurb, and barely a mention of Israel’s early morning war criminal bombing of the Levantine Republic in which one Syrian Arab Army soldier was martyred, and three others wounded.

Deir Ezzor is the part of Syria that contains oil fields, oil fields occupied by Trump forces, and of which the besieged US president has bragged about stealing. His cretinous cannon fodder SDF — created under Obama — which would collapse without US troops, pathetically believe they are the deal makers in the theft of Syria’s oil.

As the overpaid stenographers — indictable under Nuremberg Principle VI, as war criminal propagandists are included in crimes against humanity — have chosen to turn a blind eye from the massacre (possibly because they were not made aware that vacationing soldiers are among the slaughtered), we will use this grizzly opportunity to remind Syria News readers and other civilized human beings the atrocities committed against the SAR, since NATO Spring was inflicted in March 2011.

Palmyra/Tadmor is in the lower-left corner. It is where Syrian archaeologist, Professor Khaled al Asaad was brutally murdered on 18 August 2015. Note al Hol (“al Hawl”) in the upper right area of the map, near the border with Iraq. Al Hol is the concentration camp run by the Trump forces’ SDF cannon fodder. RUSSIA SUFFERS CASUALTIES IN GREATER IDLIB. ISRAEL POUNDS DAMASCUS COUNTRYSIDE

On the morning of December 30th, warplanes of the Israeli Air Force once again carried out strikes on alleged Iranian targets in the countryside of Damascus. According to reports one person was killed and 3 others injured in the attack.

Earlier, an unidentified, unmanned aerial vehicle struck several oil tanks near the village of al-Hamran, which is located north of the town of Manbij in northern Syria. The village is situated on the contact line between territories controlled by Turkish-backed forces and the Kurdish-dominated Syrian Democratic Forces (SDF).

According to local sources, the oil tankers belonged to SDF-linked oil smugglers, who were selling oil looted from the US-controlled oil fields on the eastern bank of the Euphrates to Turkish-linked entities. This oil smuggling business sheds light on the real face of the Kurdish SDF leadership, which likes to make loud statements about its alleged patriotism and its plans to expel the Turkish Army from northern Syria.

In Idlib, three Russian service members received minor injuries as a result of an ATGM strike on their armoured vehicle, the Russian Defense Ministry reported on December 29. The report said that an armored personnel carrier of the Russian Military Police came under attack from the territory controlled by Turkish-backed militants. Russian forces, in cooperation with the Turkish military and Syrian security forces, are looking for those involved.

These developments came as the Turkish Armed Forces were working to evacuate their observation point near the town of Tell Touqan. This was one of their last remaining points within the territories, which have been liberated by the Syrian Army.

Over the past months, Turkey has withdrawn a group of its posts, which had been besieged by Syrian troops. In light of this, the recent increase in attacks by Turkish proxies along the contact line may be a part of the Turkish game aimed at demonstrating that any decrease of the Turkish military presence in Greater Idlib would lead to the deterioration of the security situation there.

Question 1: Mr. President, thank you very much for giving us this opportunity to have this interview at these days when we remember that five years ago the Russian assistance came to Syria. So, after five years of the Russian military operation, nowadays can you say that the war in Syria now is over?

President Assad: No, definitely not. As long as you have terrorists occupying some areas of our country and committing different kinds of crimes and assassinations and other crimes, it’s not over, and I think their supervisors are keen to make it continue for a long time. That’s what we believe.

Question 2: And what moments of the heroism of the Russians do you recall and keep in your heart? Which of them do you consider worth telling to your grandchildren, let’s say?

President Assad: There are so many, and I remember some of them, of course. After five years of this cooperation between the Syrian and the Russian army in a vicious war, I think heroism is becoming a collective act; it’s not individual, it’s not only a few cases of heroism that you remember. For example, if you think about military aircraft pilots – the air force, Russian pilots kept flying over the terrorists on a daily basis, risking their lives, and you had a few aircrafts that had been shot down by the terrorists. If you talk about the other officers, they are supporting the Syrian army not in the rear lines, but in the front lines and as a consequence you had martyrs. What I’m going to tell my grandchildren someday is not only about this heroism, but I’m also going to talk about these common values that we have in both our armies that made us brothers during this war; these noble values, faithful to their causes, defending civilians, defending the innocent. Many things to talk about in this war.

Question 3: And what moment does symbolize for you a turning point during this conflict, during this war?

President Assad: It’s been now nearly ten years since the war started, so we have many turning points that I can mention, not only one. The first is in 2013 when we started liberating many areas, especially the middle of Syria, from al-Nusra. Then in 2014, it was in the other direction when ISIS appeared suddenly with American support and they occupied a very important part of Syria and Iraq at the same time; this is when the terrorists started occupying other areas, because ISIS was able to distract the Syrian Army from fulfilling its mission in liberating the western part of Syria. Then the other turning point was when the Russians came to Syria in 2015 and we started liberating together many areas. In that stage, after the Russians came to Syria to support the Syrian Army, I’d say the turning point was to liberate the eastern part of Aleppo; this is where the liberation of other areas in Syria started from that point. It was important because of the importance of Aleppo, and because it was the beginning of the liberation – the large-scale liberation, that continued later to Damascus, to the rest of Aleppo recently, and other areas in the eastern part of Syria and the southern part. So, these are the main turning points. If you put them together, all of them are strategic and all of them changed the course of this war.

Question 4: I now will turn to some actual news, and we in Russia follow what now is happening in the region of the Armenian and Azerbaijanian conflict, and definitely Turkey plays a role there. Is it negative or positive, that is not for me to judge, but I would like to ask you about Turkey’s and Erdogan’s policies. So, in recent years, Turkey has been trying to maximize its international influence. We all see its presence in Libya, its intervention into Syria, territorial disputes with Greece, and the now open support to Azerbaijan. What do you think about that kind of behavior of Ankara and Erdogan personally, and should the international community pay more attention to this sort of neo-Othmanism.

President Assad: Let’s be blunt and clear; Erdogan has supported terrorists in Syria, and he’s been supporting terrorists in Libya, and he was the main instigator and initiator of the recent conflict that has been going on in Nagorno-Karabakh between Azerbaijan and Armenia. So, I would sum his behavior as dangerous, for different reasons. First of all, because it reflects the Muslim Brotherhood behavior; the Muslim Brotherhood is a terrorist extremist group. Second, because he’s creating war in different areas to distract his own public opinion in Turkey from focusing on his behavior inside Turkey, especially after his scandalous relations with ISIS in Syria; everybody knows that ISIS used to sell Syrian oil through Turkey under the umbrella of the American air forces and of course the involvement of the Turks in selling this oil. So, this is his goal, and this is dangerous. So, whether the international community should be aware or not, the word “international community” in reality is only a few countries: the great powers and rich countries, and let’s call them the influencers on the political arena. The majority of this international community is complicit with Turkey in supporting the terrorists. So, they know what Turkey is doing, they are happy about what Turkey is doing, and Turkey is an arm for those countries in fulfilling their policies and dreams in this region. So, no, we cannot bet on the international community at all. You can bet on international law, but it doesn’t exist because there’s no institution to implement international law. So, we have to depend on ourselves in Syria and on the support of our friends.

Question 5: So, more about this conflict. There were reports that some terrorists from the groups that were fighting previously in Syria are now being transferred to this conflict zone between Armenia and Azerbaijan. Can you confirm that? Do you have any information about fighters going from Syria to…?

President Assad: We definitely can confirm it, not because we have evidence, but sometimes if you don’t have evidence you have indicators. Turkey used terrorists coming from different countries in Syria. They used the same method in Libya; they used Syrian terrorists in Libya, maybe with other nationalities. So, it’s self-evident and very probable that they are using that method in Nagorno-Karabakh because as I said earlier, they are the ones who started this problem, this conflict; they encouraged this conflict. They want to achieve something and they’re going to use the same method. So, we can say for sure that they’ve been using Syrian and other nationalities of terrorists in Nagorno-Karabakh.

Question 6: Let’s turn now to the relations between our countries, Russia and Syria. Are there any plans for your contacts or meetings with President Putin?

President Assad: We have regular contact, mainly over the phone, whenever something new happens or whenever there is a need for these conversations. Of course, we’re going to talk in the future, we’re going to meet in the future, but that depends on the political situation regarding Syria. And as you know now because of the Coronavirus the whole world is paralyzed, so in the near future I think the conversation will be on the phone.

Question 7: And will you raise the question of the new credits for Syria? For new loans?

President Assad: In our economic situation, it’s very important to seek loans, but at the same time, you shouldn’t take this step without being able to pay back the loan. Otherwise, it’s going to be a burden, and it’s going to be a debt. So, it has two aspects. Talking about loans is in our minds, and we discussed it with our Russian counterparts, but we have to prepare for such a step before taking it seriously, or practically, let’s say.

Question 8: Recently, the delegation from Russia came, and Vice Prime Minister Borisov was here. Is now Syria interested in buying anti-aircraft systems like S-400 or demanding for additional S-300?

President Assad: Actually, we started a plan for upgrading our army two years ago, and it’s self-evident that we’re going to do this upgrade in cooperation with the Russian Ministry of Defense, because for decades now, our army depends fully on Russian armaments. But there are priorities, it’s not necessarily the missiles, maybe you have other priorities now regarding the conflict on the ground. So, there’s a full-scale plan, but we have to move according to these priorities. Usually, we don’t talk about the details of our military plans, but in general, as I said, it’s upgrading the army in every aspect of the military field.

Question 9: You definitely follow the presidential campaign in the United States. And do you hope that the new US President, regardless of the name of the winner, will review sanctions policies towards Syria?

President Assad: We don’t usually expect presidents in the American elections, we only expect CEOs; because you have a board, this board is made of the lobbies and the big corporates like banks and armaments and oil, etc. So, what you have is a CEO, and this CEO doesn’t have the right or the authority to review; he has to implement it. And that’s what happened to Trump when he became president after the elections –

Journalist: He used to be CEO for many years before.

President Assad: Exactly! And he is a CEO anyway. He wanted to follow or pursue his own policy, and he was about to pay the price – you remember the impeachment issue. He had to swallow every word he said before the elections. So, that’s why I said you don’t expect a president, you only expect a CEO. If you want to talk about changing the policy, you have one board – the same board will not change its policy. The CEO will change but the board is still the same, so don’t expect anything.

Question 10: Who are this board? Who are these people?

President Assad: As I said, this board is made up of the lobbies, so they implement whatever they want, and they control the Congress and the others, and the media, etc. So, there’s an alliance between those different self-vested interest corporations in the US.

Question 11: So, Trump pledged to withdraw American troops from Syria but he failed to do that. Now he’s been nominated for the Nobel Peace Prize. Do you think if he manages to bring American troops home, is he going to be awarded that Nobel Peace Prize?

President Assad: He’s nominated?

Journalist: He is nominated.

President Assad: I didn’t know about this. If you want to talk about the nomination for peace, peace is not only about withdrawing your troops; it’s a step, it’s a good step, and it’s a necessary step. But peace is about your policy, it’s about your behavior. It means to stop occupying land, to stop toppling governments just because they are not with you, to stop creating chaos in different areas of the world. Peace is to follow international law and to support the United Nations Charter, etc. This is peace, this is when you deserve the Nobel Peace Prize. Obama had this prize; he had just been elected and he hadn’t done anything. The only achievement he had at that time maybe, was that he moved from his house to the White House, and he was given a Nobel Prize. So, they would give it to Trump for something similar. I don’t know what is it, but definitely not peace.

Question 12: So, Trump acknowledged recently that he intended to eliminate you personally, and that the Pentagon Chief Mattis persuaded him not to do so. Did you know about that at that time, and were some measures undertaken to prevent it?

President Assad: Assassination is American modus operandi, that’s what they do all the time, for decades, everywhere, in different areas in this world, this is not something new. So, you have to keep it in your mind that this kind of plan has always existed for different reasons. We have to expect this in our situation in Syria, with this conflict, with the Americans, they occupy our land, and they are supporting the terrorists. It’s expected; even if you don’t have any information, it should be self-evident. How do you prevent it? It’s not about the incident per se – it’s not about this plan regarding this person or this president, it’s about the behavior. Nothing will deter the United States from committing these kinds of vicious actions or acts unless there’s an international balance where the United States cannot get away with its crimes. Otherwise, it’s going to continue these kinds of acts in different areas, and nothing would stop it.

Question 13: And were there any other attempts on you during your presidency?

President Assad: I didn’t hear of any attempt, but as I said, it’s self-evident that you have many attempts, or maybe, plans to be more precise. I mean, let’s say, were they active or on hold? Nobody knows.

Question 14: Now I turn back to the situation in Syria, and will you run for presidency in the year 2021?

President Assad: It’s still early to talk about it because we still have a few months. I can take this decision at the beginning of next year.

Question 15: Interesting. And have you congratulated Mr. Alexander Lukashenko with his inauguration in Belarus, and do you probably see similarities between political technologies that were used by the UK and the US to support Belarusian opposition, and those methods that were used against Syria and against the Syrian state in information war?

President Assad: I did send a congratulation letter to President Lukashenko and that’s normal. With regards to what’s happening in Belarus: regardless of the similarities between the two countries – Syria and Belarus – or the differences, regardless of whether you have a real conflict or an artificial one in a country, the West – as long as it hasn’t changed its hegemonic policy around the world – is going to interfere anywhere in the world. If you have a real problem in your country, whether it’s small or big, it’s going to interfere. And if it’s domestic, they’re going to make it international just to interfere and meddle in your affairs. If you don’t have problems, they’re going to do their best to create problems and to make them international again in order to meddle in your affairs. This is their policy.

So, it’s not about what’s happening in Belarus. Like any other country, Syria, Belarus, your country, every country has their own problems. Does the West have the right to interfere or not? That’s what we have to oppose. So, going back to your question, yes, it’s the same behavior, it’s the same strategy, it’s the same tactics. The only difference is the branding of the products, different headlines. They use certain headlines for Russia, others for Venezuela, another one for Syria, and so on. So, it’s not about Belarus; it’s about the behavior of the West and it’s about their strategy for the future, because they think with the rise of Russia, with the rise of China, with the rise of other powers around the world, this is an existential threat for them, so the only way to oppose or to face this threat is by creating chaos around the world.

Question 16: So, you have already mentioned the Coronavirus and it affected all humankind. Was someone from the government infected, or maybe you personally?

President Assad: Thank God, no. And I don’t think anyone from our government has been infected.

Question 17: That’s good news. And would you personally like to take the Russian vaccine?

President Assad: Of course, in these circumstances, anyone would love to be vaccinated against this dangerous virus. But I think it’s not available for the international market yet, but we’re going to discuss it with the Russian authority when it’s available internationally to have vaccines for the Syrian market. It’s very important.

Journalist: Yes, and Russians have already suggested that it can be available for our international partners…

President Assad: They said in November it could be available.

Question 18: So, you will be asking for the Russian vaccine?

President Assad: Yes, definitely, it’s a necessity at these times.

Question 19: And in what amount?

President Assad: That depends on how much is available and we have to discuss the amount that we need with the health authority in Syria.

Question 20: So, you are going to have negotiations in detail with the Russian authorities.

President Assad: Definitely, of course. Everybody in Syria is asking about the Russian vaccine and when it’s going to be available.

Question 21: Now, on the backdrop of the pandemic outbreak, does the public demand to change the constitution still exist? Because Coronavirus created a new paradigm in the world, and certainly in politics. So, the problems and the Geneva talks cast doubts on the question of whether the need to change the constitution still exists. What do you think about that?

President Assad: No, there’s no relation between the Coronavirus and the constitution. We changed the constitution in 2012 and now we are discussing the constitution in the Geneva talks. We had a round of negotiations nearly one month ago. So, the Coronavirus delayed those rounds, but it didn’t stop them.

Ultimately, the Geneva negotiations are a political game, it’s not what the public – the Syrians, are focused on. The Syrian people are not thinking about the constitution, nobody is talking about it. Their concerns are regarding the reforms we need to enact and the policies we need to change to ensure their needs are met. This is what we are discussing at the moment and where our concerns are, and where the government is focusing its efforts.

Question 22: So, you say that the Geneva talks should continue, and the constitution on the agenda, and still there should be more discussions?

President Assad: Yes, of course. We started and we’re going to continue in the next few weeks.

Question 23: Will Syria decide to conduct a trial against the White Helmets, and do you think that there should be a sort of international investigation on their activities, probably under the UN umbrella?

President Assad: When there is a crime, you don’t take the knife or the weapon to trial, you send the criminal to trial. In this case, the White Helmets are just the tools or the means – the weapon that’s been used for terrorism. They were created by the United Kingdom, supported by the United States and of course France and other Western countries, and used directly by Turkey. All these regimes are the real father and mother of the White Helmets, so they have to be held accountable even before the White Helmets themselves. Now, the question is do we have international laws to pursue such procedures? No, we don’t. Otherwise, the United States wouldn’t get away with its crimes in Iraq for example, in Yemen, or in different areas. Not only the United States, but also France, the UK and different countries, and the US in Syria. But you don’t have these institutions that could implement such laws, as I mentioned earlier. So, no, we have to focus more on the perpetrators, the real perpetrators, the real supervisors. They are the Western countries and their puppets in the region.

Question 24: But should probably any step be undertaken concretely toward the White Helmets? Because they are still active?

President Assad: Yes, of course, they are criminals. I’m not saying anything different. Before they were the White Helmets, they were al-Nusra; there are videos and images of all those criminals, so they have to be tried in Syria. But when you talk about the White Helmets as an institution, it’s made by the West. So, they are criminals as individuals, but the White Helmets is a Western institution – an extremist terrorist organization – based on the al-Nusra organization.

Question 25: You say that the presence of the US and Turkish army in Syria is illegal. What will you do to stop it?

President Assad: It is an occupation and, in this situation, we have to do two things: the first is to eliminate the excuse that they’ve been using for this occupation, which is the terrorists – in this case ISIS. Most of the world now know that ISIS was created by the Americans and is supported by them; they give them their missions, like any American troops. You have to eliminate the excuse, so, eliminating the terrorists in Syria is priority number one for us. After that, if they, the Americans and the Turks, don’t leave, the natural thing that will happen is popular resistance. This is the only way; they won’t leave through discussion or through international law since it doesn’t exist. So, you don’t have any other means but resistance and this is what happened in Iraq. What made the Americans withdraw in 2007? It was because of the popular resistance in Iraq.

Question 26: So, what do you think about the agreement between the US and the Syrian Kurds in terms of extracting oil? And will you undertake any measures against it?

President Assad: This is robbery, and the only way to stop this robbery is to liberate your land. If you don’t liberate it, no measure will stop them from doing this because they are thieves, and you cannot stop a thief unless you put him in prison or you deter him somehow by isolating him from the area where he can commit his robbery. So, the same thing has to be done with those thieves. They have to be expelled from this region; this is the only way. And the Syrian government should control every part of Syria, so the situation will return to normal.

Question 27: How do you assess the situation in Idlib? How is Syria going to resolve the problem of expelling terrorists from there, and how many of them fight now there, how many terrorists, to your assessment?

President Assad: Since 2013, we adopted a certain, let’s say, methodology in dealing with these areas where the terrorists control mainly the civilians or the cities. We give them the chance to give up their armaments and in return, they are granted amnesty from the government; that has succeeded in many areas in Syria. But if they don’t seek reconciliation, we have to attack militarily, and that’s what happened in every area we have liberated since 2013. This methodology applies to the areas where there were national reconciliations and the fighters were Syrian. However, Idlib is a different case; most of the foreigners in Syria are concentrated in Idlib, so they either go to Turkey – this is where they came from or came through, or they go back to their countries or they die in Syria.

Question 28: In Europe?

President Assad: Mainly in Europe. Some of them came from Russia, from Arab countries, from so many countries around the world. All those Jihadist extremists wanted to come and fight in Syria.

Question 29: So, now this area is under the, let’s say, the supervision and the common operations by Russians, by Turks, sometimes by Americans. Do you see that this cooperation is efficient, and how this experience can be used in the future?

President Assad: No, I don’t think it’s efficient for a simple reason: if it was efficient, we wouldn’t have gone to war recently in many areas in Aleppo and Idlib. Because the Turkish regime was supposed to convince the terrorists in that area to withdraw and pave the way for the Syrian Army and the Syrian government and institutions to take control, but they didn’t. Every time they give the same commitment; they haven’t fulfilled any of their promises or commitments. So, no, I wouldn’t say this cooperation was effective, but let’s see. They still have another chance to withdraw the terrorists north of the M4 in Idlib. This is their latest commitment in agreement with the Russian side, but they haven’t fulfilled it yet. So, let’s wait and see.

Question 30: Do you consider the possibility of negotiations with Israel in terms of, you know, stopping the hostile activities? And is it possible that in the future Syria will establish diplomatic relations with Israel, as several Arab countries did recently?

President Assad: Our position is very clear since the beginning of peace talks in the nineties, so nearly three decades ago, when we said peace for Syria is about rights. Our right is our land. We can only have normal relations with Israel when we have our land back. It’s very simple. So, it is possible when Israel is ready and Israel is not ready. It has never been ready; we’ve never seen any official in the Israeli regime who is ready to move one step towards peace. So, theoretically yes, but practically, so far, the answer is no.

Question 31: So, this news from other Arab countries who have established recently, I thought probably can be an impetus for Syria and Israel to start negotiations, but as I understand there are no negotiations between your countries underway at the time.

President Assad: No, there is none, nothing at all.

Question 32: You have already mentioned the enforcement of your armed forces. What are the obstacles for it? Do you see any obstacles for enforcing your armed forces?

President Assad: When you talk about big projects, you always have obstacles, but you can overcome these obstacles; nothing is impossible. Sometimes it could be financial, sometimes it could be about priorities, sometimes it could be about the situation on the ground. This is the only obstacle. Otherwise, no, we don’t have any obstacles. We are moving forward in that regard, but it takes time. It’s a matter of time, nothing more.

Question 33: Some international players say that Iranian withdrawal from Syria is a precondition for the economic restoration of the country and cooperation with the Syrian government, of the Western governments and probably the businesses. Will Syria agree with this condition, and will it ask Iran to withdraw, if ever?

President Assad: First of all, we don’t have Iranian troops and that’s very clear. They support Syria, they send their military experts, they work with our troops on the ground, they exist with the Syrian Army. But let’s take one practical example: nearly a year ago, the Americans told the Russians to ” convince the Iranians that they should be 80 kilometers away from the border with the Golan Heights” that is occupied by the Israelis. Although there were no Iranian troops, the Iranians were very flexible, they said “ok, no Iranian personnel will be south of that line” and the Americans said that if we can agree upon this, we are going to withdraw from the occupied eastern part of Syria on the borders with Iraq called al-Tanf. Nothing happened, they didn’t withdraw. So, the Iranian issue is a pretext for occupying Syrian land and supporting terrorists. It’s used as a mask to cover their real intentions. The only way for them to implement what they are saying is when Syria becomes a puppet state to the United States. That’s what they want, nothing else. Everything else they talk about is just lies, false flag allegations. So, I don’t think there’s any real solution with the Americans as long as they don’t want to change their behavior.

Question 34: And the last question: is there anything that you are proud of, and anything that you are sorry for doing or not doing?

President Assad: During the war?

Journalist: During your presidency.

President Assad: You have to differentiate between the policies and between the implementation. In terms of policies, from the very beginning, we have said we’re going to listen to the Syrian people and that’s why we reformed the constitution in 2012. We have said we’re going to fight the terrorists and we are still doing that after ten years. We have said that we have to preserve our independence – national independence and that’s what we are fighting for, and we have to make alliances with our friends. So, regarding these policies, I think we were right. Not trusting the West? We were right on many fronts. In terms of implementation, it’s about the tactics, it’s about many things that you may say were wrong. For example: were the reconciliations wrong? Because in some areas those people who had amnesty, didn’t go back to the rule of law. So, you can say this is wrong, but in reality, those reconciliations were very important steps. I don’t think that in the policies we were wrong. You have many mistakes regarding the implementation anywhere and sometimes on a daily basis.

Journalist: Ok, Mr. President, our time is running out, so again, thanks a lot for this frank and lengthy interview.

قضايا على درجة عالية من الأهميّة وقد دخلنا التفاوض!

يقبل الوضع اللبناني على التساكن لمدى زمني لا نعرفه، مع ما يمكن أن يشكل أكبر حدث سياسيّ وطنيّ في حياة الدولة اللبنانية، بما هي دولة، وليست مجموعة طوائف وأطراف سياسية. فنهاية مساعي وضع إطار تفاوضي برعاية أممية ووساطة أميركية مع كيان الاحتلال لترسيم الحدود يشكل نقطة فاصلة تبدأ معها مرحلة جديدة شديدة الحساسية والأهمية، سواء لجهة تولي الدولة بما هي دولة مسؤولة مباشرة ومرجعية تتصل بكل ما يحيط بالصراع مع كيان الاحتلال من مخاطر وتحديات، وتنفتح على كل ما يحيط بمفهوم العلاقات الدولية بترابط السياسة والاقتصاد فيها من بوابة أهم ثروات المنطقة والعالم التي يمثلها الغاز وترتسم حولها وعندها خطوط تماس وتفاهمات، ينتقل لبنان كدولة مع ولوج بابها من ساحة من ساحات الصراعات الكبرى، إلى مشروع لاعب إقليمي وازن.

الإدارة الرشيدة لهذا الملف بتشعباته، وقد أنيط بإجماع وطني بالمؤسسة الوطنية التي يمثلها الجيش اللبناني، تحت رعاية مثالية يوفرها وجود رئيس جمهورية هو العماد ميشال عون، الذي لا يجادل خصومه في وطنيّته واستقلاليته وشجاعته وعناده وصبره، وكلها ميزات يحتاجها صاحب الملف في هذه المفاوضات، ويثق بالمقابل أصدقاؤه بأنه أهل لحمل مسؤولية ملف بهذه الحساسية لاتصاله بالمقاومة والجيش والدولة، وموقع لبنان من صراعات المنطقة في زمن صفقة القرن وتضييع الحقوق والتطبيع الزاحف بلا أثمان، وزمن صراعات محاور شبكات الطاقة شرقاً وغرباً.

ينطلق لبنان إذن من نقطتين هامتين كمصادر قوة هما الجيش والرئيس، حيث يُضاف لموقعهما المؤهل والموثوق لإدارة الملف، كونهما بصورة طبيعية ودستورية يشكلان الجهات المرجعية التي لا جدال حول موقعها من إدارة هذا الملف، ومن هنا وصاعداً لا جدال في مرجعية الجيش ولا في إشراف الرئيس، فهل تكون المصلحة العليا للدولة بأن نلزم الصمت ونقول اتركوا للرئيس والجيش ما يريانه مناسباً كل في نطاق اختصاصه وحدود مسؤولياته وما تنص عليه صلاحياته، أم تعالوا لنقاش وطني يسهم فيه الجميع حول الأمثل والأفضل، وليترك اختيار الأفضل وطنياً بين أيدي الرئيس والجيش؟

أخطر ما قد يواجهنا هو تصرّف البعض على قاعدة اعتبار أن كل رأي وتداول بمقتضيات المصلحة الوطنية في هذا الملف هو نوع من التشكيك بأهلية القيادات العسكرية المتخصصة في الجيش أو الفريق الرئاسي اللذين يتوليان تحضير أوراق المهمة، بدلاً من السعي لتشجيع كل نقاش والتقاط كل نصيحة أو فكرة، على قاعدة أن لبنان كله يقف خلف رئيسه وجيشه، خصوصاً أن المشكلة لن تكون في الجوهر، لأن الرئيس والجيش كفيلان بهما، والمشكلة تقع في الرموز والتفاصيل والشكل لأن قيادة الكيان تضع ثقلها فيهما، وقد لا ينالان من الفريق الذي يتولى التحضير ما يكفي من الحذر بداعي الثقة المفرطة بالذات، أو بداعي الموروث من اللعبة الداخلية وتجاذباتها.

قبل أن تبدأ المفاوضات بدأ قادة الكيان بمحاولات التلاعب بالتفاصيل والشكل والرموز مثل مستوى الوفد وتشكيله من مدنيين، وضمّ دبلوماسيين إلى صفوفه، ما يستدعي حرفيّة وذكاء في إدارة هذه التفاصيل والرموز وكل ما يتصل بالشكل وتحديد تكتيكات لشروط تصعيدية وحدود التراجع عنها، ومراحل التراجع مثل رفض الجلوس في غرفة واحدة، ورفض وجود مدنيين والتمسك بالطابع العسكري للتفاوض، وتحديد المستوى الأعلى لرتبة رئيس الوفد من الطرفين، لما يسمى تفاوض ما قبل التفاوض بواسطة الراعي الأممي والوسيط الأميركي، حتى لو أدّى ذلك إلى تأجيل الجلسة الأولى التي بدأ الأميركي يضغط لتضمينها صورة تذكارية، ويجب أن يكون الوفد المفاوض ومرجعيّاته العليا محميين من أي انتقاد علني داخلياً، عندما تكون المفاوضات قد انطلقت، وأن يكون هامش المناورة المتاح للمفاوض برفع السقوف وتخفيضها ضمن أشدّ مقتضيات الحذر من أي تجاوز لخطوط حمراء يرسمونها، هامشاً واسعاً محمياً بثقة عالية، بحيث قد يرفض الوفد الجلوس في غرفة واحدة ثم يقبل بعد عناد ساعات بشروط مشدّدة تحقق غاية التفاوض غير المباشر، أو أن يشترط عدم تسمية الوفد الإسرائيلي إلا بضمير الغائب، هو يقول وهم يقولون، وأن لا تكتب المداخلات التفصيلية في المحاضر الأممية المعتمدة، ويكتب كل فريق محضره الخاص، ويتضمن المحضر الأممي حصراً، اختلف الفريقان واتفق الفريقان، وسواها من التفاصيل التي تشكل ما يُعرف برموز التفاوض ذات المعنى والأبعاد.

يجب أن لا يغب عن بالنا في كل لحظة أن لبنان يدخل التفاوض على ترسيم الحدود وفقاً لضوابط تهدف لمنع أي إيحاء بالتطبيع والاعتراف بالكيان وتضمّن مساعي حصول لبنان على حقوقه كاملة من دون التورط بما يمنح العدو مكاسب سياسية ومعنوية بالإيحاء بأن ما يجري مع لبنان هو جزء مما يجري في المنطقة من مناخات التطبيع، والقضية الرئيسية التي لا تحتمل تأجيلاً لصفتها المرجعية في التفاوض، ولكونها من موروثات ما قبل التفاوض، تنطلق من السؤال الذي يجب طرحه هو إلى ماذا سينتهي التفاوض في حال التوصل لتثبيت نقاط ترسيم الحدود، وما هو التوصيف القانوني لهذا التثبيت، وربما يكون ذلك موضوع الجلسات الأولى، والجواب يجب ان ينطلق من الجواب الداخلي على السؤال ، هل يكون بصيغة اتفاقية أو معاهدة يبرمها مجلس الوزراء وتذهب الى المجلس النيابي طالما انها تتضمن ما يتصل ببعد مالي تمثله ثروات النفط والغاز، حتى لو سميت معاهدة ترسيم حدود، أم أنها ستنتهي بتوقيع محاضر تعدها الأمم المتحدة ويوقعها وفدا التفاوض، اي من جهة لبنان الوفد العسكري اللبناني أسوة بما جرى في تفاهم نيسان ومن بعده ترسيم نقاط خط الانسحاب عام 2000 بمحاضر وخرائط موقعة من الجانبين وتصديق الأمم المتحدة مضافٌ إليها الأميركي كوسيط هذه المرة مثلما كان الأميركي والفرنسي في لجان تفاهم نيسان؟

الجواب البديهي المتوقع هو أن يتمسك لبنان بأن غرض هذا التفاوض هو التوصل إلى محاضر وخرائط موقعة تودع لدى الأمم المتحدة، وبأن يصرّ الجانب الإسرائيلي على أن تنتهي المفاوضات بمعاهدة يعتبرها تقاسماً لحقوق اقتصادية ليطلق عليها صفة المعاهدة، والمعاهدات تعني ضمناً وتشترط ضمناً اعترافاً متبادلاً بين الفريقين، وتجعل التفاوض مباشراً بينهما حتى لو لم يتخاطبا مباشرة بكلمة في جلسات التفاوض.

السؤال هو هل سيكون بمستطاع الوفد اللبناني الدفاع عن نظريّة المحاضر والخرائط لا المعاهدة، إذا بدأ تشكيل الوفد التفاوضيّ تحت عنوان ممارسة رئيس الجمهورية صلاحياته الدستورية التي تنص عليها المادة 52 من الدستور بصفته من يتولى المفاوضة على المعاهدات الدولية؟

القضية هنا لا تتصل بالاحتماء بعدم أحقية وفد كيان الاحتلال بالدخول على خط موادنا الدستورية، بل بالتمسك المطلوب في منطق الوفد اللبناني مع مرجعيّاته أمام الراعي الأممي والوسيط الأميركي، وتماسك هذا المنطق أولاً في عقول وروحية الضباط اللبنانيين المولجين بالتفاوض، خصوصاً أن مصدر السؤال لا ينبع من دعوة لعدم تولي رئيس الجمهورية الإشراف على التفاوض، ورعاية الوفد المفاوض، بل من السعي لتحصين موقع الرئاسة ومنع أي توريط لها بما يقيد مهمتها لاحقاً ويضعها ويضع لبنان في مكان لا ينفع معه الندم.

تمنح المادة 49 من الدستور رئيس الجمهورية صلاحيات أهم وأوسع وتتناسب تماماً مع المطلوب لرعايته التفاوض والإشراف عليه وعلى الوفد المفاوض، وتجنيب الرئاسة ولبنان مطبات الحديث عن معاهدة وتتيح ضبط التفاوض بصفته تفاوضاً تقنياً عسكرياً سينتهي بمحاضر وخرائط، فالمادة 49 تنص على أن رئيس الجمهورية يسهر على وحدة لبنان وسلامة اراضيه وهو القائد الأعلى للقوات المسلحة، والرئيس يشرف على المفاوضات من موقع سهره على وحدة وسلامة أراضي لبنان، ويرعاها عبر وفد عسكري بصفته القائد الأعلى للقوات المسلحة، وهذا هو الأكثر انسجاماً أصلاً مع أية مهمة لترسيم حدود، فلو تخطينا كونها تجري مع عدو لا تفاوض مباشر معه ولا اعتراف لبناني به، سيقوم الرئيس بالإشراف على مهام الترسيم مع دولة شقيقة مثل سورية بصفته المعني بسلامة أراضي لبنان وكقائد أعلى للقوات المسلحة، وليس بصفته من يتولى التفاوض على المعاهدات الدولية، علماً أن لا محظور مع سورية في الذهاب لمعاهدة.

اذا كان مفهوماً في مرحلة ما قبل اتفاق الإطار الترويج للمادة 52 لمطالبة رئيس مجلس النواب بترك المساعي السياسية مع الأميركيين لرئيس الجمهورية بصفته مَن يتولى التفاوض، فان مواصلة وضع المادة 52 في الواجهة كعنوان لمرجعية دور الرئيس سيفرض منطقاً ولغة وسياقاً بما يعقد الموقف، فالرئيس سيعلن حينئذ عن الوفد بموجب قرار ويصير عملياً هو المفاوض، بينما بالاستناد للمادة 49 سيصدر توجيهاته لقائد الجيش لتشكيل الوفد العسكري، وتحت عنوان المادة 52 سيكون توجيه الوفد المفاوض التوصل لمعاهدة دولية حكماً وفقاً لنص المادة، والسؤال مع من المعاهدة، أليست بين حكومتي «دولتي» لبنان و»إسرائيل»؟، بينما في اتفاقية الهدنة التي تمثل علمياً محضر تفاهم وليست معاهدة بين طرفين، بقي الأمر بنص المحضر ولم يكتب فيه أن هناك فريقاً أول هو حكومة لبنان وفريقاً ثانياً هو حكومة دولة «إسرائيل»، وقد اتفقتا على ما يلي، بل كتب النص من قبل ممثل الأمم المتحدة، ووقع المحضر الفريقان، وورد في النص الأمميّ عقد اجتماع بتاريخ كذا وحضر فلان وفلان ممثلين للجهة الفلانيّة وفلان وفلان للجهة العلانيّة، وبحصيلة المحادثات بعد التحقق من تفويضهما القانوني سيلتزم الفريقان، ويؤكد الفريقان، وفي المقدمة ورد ان الاتفاقية إنفاذ لقرار مجلس الأمن، ولم تبرم اتفاقية الهدنة كمعاهدة لا في مجلس النواب ولا في مجلس الوزراء، وبقيت محضراً وخرائط موقعة وقعتهما وفود عسكرية لم تخض مفاوضات مباشرة، والأقرب زمنياً والأقرب مثالاً في الموضوع أكثر هو كيف تم تثبيت النقاط المتفق عليها في الحدود البرية عام 2000 وكيف سجلت التحفظات على النقاط الحدوديّة الأخرى، أليس بمحاضر وخرائط؟

ببساطة إن إعلان رئيس الجمهورية أنه من موقع مسؤوليته عن سلامة الأراضي اللبنانية وكقائد أعلى للقوات المسلحة وفقاً لنص المادة 49 التقى وفد لبنان المفاوض على ترسيم الحدود بحضور قائد الجيش وأعطاه التوجيهات، سيكون له معنى سياسي وقانوني مختلف داخل لبنان وخارجه وعند العدو عن إعلان الرئاسة بأن الرئيس أصدر بموجب صلاحياته في المادة 52 من الدستور التي يتولى بموجبها المفاوضة على المعاهدات الدولية قراراً بتشكيل الوفد المفاوض حول ترسيم الحدود.
