Thousands of China collaborators are under surveillance. Some are on the brink of ruin, others don’t even know what’s in store for them

There comes a time during or shortly after the academic training of every “Student of China” when he frequently runs into one of the many agents of Western anti-China state security.

They are adverse hostile forces, they run a complete background-check on you, and then they‘ll make you a simple offer: You either produce anti-Chinese content for the West, or they‘ll mark you as anti-democratic and enemy of freedom, a traitor. In that case, you’ll never find work in the West again.

And if you make a big fuss about it and cry coercion or blackmail, they are gonna start decomposing you.

Like most young students back then, I, too, was completely ignorant about the inner workings of Western world hegemony. And, like the idiot I always was, I threw myself heedlessly into “China Studies” at a respective University in the United Kingdom, Edinburgh to be exact.

Immediately, the conceited profs and lecturers, they taught us the horrors of Han chauvinism, the horrors of Qing China and the horrors of the Maoists and the horrors against the poor people of Tibet, Hong Kong and Taiwan.

When I looked it up, those were all former British colonies and/or places of interest to the British Crown. We were told LIES by the very British people whose soldiers raped, looted and colonized China, and were now angry that China somehow stood its ground and survived.

I do not expect you to believe at first what I am about to tell you. I would not have believed it myself, back then I mean, before I joined some of the many “Studies” invented by the Western Empire of LIES.

“China Studies” is not about China. It could be, but it is not. It is warfare against China. To keep China down. To sabotage her. To control her people and her history.

In this war, it is the West or you perish. Joining the enemy, China, is a capital crime. Have you ever wondered why there are no pro-China talking heads in the books, in the papers or on telly? It is because pro-China people in “China Studies” were the enemy. They didn’t make it through graduation, they weren’t hired, etc..

Our common sense is often betrayed by what sociologists call ‘the survivor bias’: We believe that since all we hear or read about China is negative, this must be sure proof that China is a very nasty place. What we fail to see, however, is that all the negative stuff we heard and read about China was the product of just 1 “China Studies” graduate for every 1,000,000 people or so of the general Western population. Nobody who was pro-China survived the selection process or came anywhere near central power.

Everyone the UK authorities detect who doesn’t match the profile of “a future China-basher” is not selected for graduation or a top post. It is as simple as that.

When I decided to expand from “Sanskrit Studies” and  do my own research on Buddhism in mainland China, I must have triggered UK anti-China state security. I spare you the whole process; safe to say it was unpleasant. To their credit, they tried to talk me out of it. I declined an exchange year in US-Taiwan, even for money. Then they gave me a scholarship to British Hong Kong, but I declined that as well. I wanted to go to mainland China, on my own.

This was the end of my career in the humanities before it started. I see it now clearly, in hindsight. I didn’t stand a chance. But back then, I did not believe human beings, intelligent scholars, could be so violent and cruel. I had no idea.

Unbeknownst to me back then, I landed on anti-China state security lists of the British MI6, the German BND, and the American CIA. It basically amounts to flying with SSSS ‘Secondary Screening Security Selection’, the complete banishment from Western clubs, organizations, the media and so on. They spread rumors, call your employers. It is no fun. Edinburgh put me on the watch list, sent me huge bills, and put my degree on hold for two years.

My supervisors and lecturers turned from sweet and caring people into monsters. And my classmates began to disassociate from me, of course, to save their skin. That is normal survival mode, I guess. That said, none of them turned out to be a particularly happy fellow either. They wanted to study China for their Love of China. Now they were made to hate it, hate it, hate all about it. [Some made peace with China, but the dreadful indoctrination at ‘anti-China University’ can never be fully erased.]

See, in Britain the students often think they are some kind of free spirits. They spent 20 to 24 years locked away in compulsory education, because a university degree is, after all, very much compulsory! So they graduate with an MA or PhD in “China Studies” and they think like Uh, ah… China bad! But that isn’t so brilliant, is it, free spirit? British compulsory higher education feels exactly like the compulsory BBC, exactly like the compulsory Monarchy, exactly like compulsory taxes.

“China Studies” is one of the many Western-invented “Studies” that were tools during the Imperialist era and today probably shouldn’t continue. However, this ingrained, state-sponsored, all-consuming British hatred for China and the China-hands truly stands out, I think, and the pressure on Western students to conform to the British version of Chinese history is damaging and painful.

To cement London’s claim to British world empire over the Chinese, the government is shipping and flying in hundreds of thousands of Hong Kong Chinese and Taiwan Chinese and Token Chinese. In the government’s twisted calculations, this will also lend “China Studies” its fake legitimacy.

It would be better if the English send hundreds of thousands of Englishmen to Mongolia and Shanghai and Sichuan and what not, you know, just like when the English back in the days took Jamestown or Sydney. But this one with the Chinese in England now is different, you see.

You don‘t believe it? Well, the servile nature of the Chinese is well documented and universally acknowledged in Britain and the West. We have 500 years of experimenting with Chinese in our colonies. The Chinese diasporas in America and Europe are so well-behaved and… well, demoralized, they do not pose any serious threat to Western hegemony. [As long as we eliminate any emerging leaders.]

What does pose a real threat, however, are Western intellectuals. One single complainant British, one single bold German, one single cunning Jew are far more dangerous than tens of millions of Chinese ingrates. In short, the Western overlords fear internal revolt, never an external one.

That’s why Western anti-China state security is directing most of its violence internally. The City of London and the Government in Westminster, for example, give billions of their war budget for the creation of extremely few Western “China Experts” who torture their peers, assassinate their critics, and cannot be removed.

In the entire world, there are perhaps 50 to 100 such Western “China Experts.” They form the real Government of China, and they live outside of China. You have read that correctly: That government in China over there in China, the “Communist Party of China” or CPC, is considered illegitimate in the West. The West’s ideal “Government of China” is a Western government, and it is run by Western “China Experts,” administered by Western agents and bureaucrats, and it is plentifully staffed with pro-Western Chinese serviles.

I know, it shouldn’t be like this. But it is, it is.

That is why China’s influence on “China Studies” is not tolerated. China isn’t even consulted. China’s own degrees [for Western students] are not even accredited in Britain or elsewhere in America and Europe. What, you didn’t know that?

We basically learn from the cradle of “China Studies” that the Chinese are oppressed, that the Chinese commit genocide, that the Chinese are evil communists, or evil tyrants, or backward people who eat dogs and kill little girls.

Our “China Studies” professors are state officials [in Germany: Staatsbeamte, in Britain: Public Servants]. They are part of the anti-China state security apparatus. They wished they would also be selected and globally exaggerated as one of the “China Experts,” but few are ever given that much power. Most of them live in constant fear of internal investigation, intelligence surveillance or meeting with Chinese people. So they must prohibit their students of “China Studies” to study in China [unless supervised by the powers in Washington, Berlin, Brussels, London]. Oh and, yes, they also ban Chinese newspapers in their institutes.

Chinese leaders cannot be discussed, at all. Everything has to be reduced to one evil autocrat. Chinese influence is a no-no [except the plight of Chinese dissidents]. British crimes in Asia are anathema. Instead, they basically tell us that all that Chinese leaders are doing is reading Lenin and Karl Marx. Then, they prohibit the mentioning of Lenin and Marx being Jews, an even bigger no-no. Then they tell us that the Chinese are putting other Chinese, who are called Uyghurs, in penal camps for no reason other than manufacturing fake foreign brands. As a general rule, Western students are trained to hate China, hand over fist.

And then there is the paranoia about the Chinese language, oh boy! None of the Professors of “China Studies” speak fluent Chinese. So they discredit fluent Chinese speakers. “Knowing Chinese does not qualify for a British degree in China Studies,” they kept telling us.

This “anti-China language diplomacy” worked well for the British for 99 years in their colony Hong Kong. No Englishman of rank had ever lowered himself to the study of Cantonese. The Americans, too, do not learn the languages of their conquered people. It is just one of those mental illnesses.

Chinese names are considered incorrect and must be put to Western order. Chinese terms are considered eye-sore and must be shunned. Gigantic government-sponsored propaganda campaigns are under way in America and Europe that warn their population that Chinese language is polluting the brains of our young children.

This was a University of the British Crown, mind you. There are intelligent lecturers and researchers around. Lots of Chinese house slaves. Yet I found, to my horror, that none of them can be a friend or hand of China. Not in the West. It is too dangerous. And nobody trusts anybody. It is the same with our China-journalists and China-businessmen. Western anti-China state security and its informants are everywhere. Colleagues inform on colleagues.

China is now the professed enemy of the West. It doesn’t matter whether you live in the UK, in Canada, in the USA, in Australia, Germany or France. Those Western governments cling to world hegemony and are going to intensify the purges of pro-China persons in our universities, in the professions and on the Internet. How much time do you think YOU have left until they put your name and whereabouts on a China-hands watch list?

Now, let us assume that back then in Britain, I had impeccable foresight, and that I was able to set into motion country-changing events. I knew I would not survive this. Yet, I could have planted all this that is about to come forth and unfold.

And this is you now, too.

You must have that foresight. Prepare for the worst. Because if I contact you, that means they have a file on you too…

There has been a slight pause in these sitreps. This writing became overshadowed with current events, fully covered in the Saker Blog by other writers.  Because of length, we will upgrade this one today from sitrep to guest analysis.

US-CHINA IN 30 SECONDS

  • Jake Sullivan – “We wanna talk about Uyghurs, Hong Kong, Taiwan, human rights.”
  • Yang Jiechi – “No.”
  • Sullivan – “Climate change.”
  • Yang Jiechi – “Maybe. If you listen.”
  • Sullivan – “So we’re coming after you big time.”

Uhm, how did that climate change maybe thing work out? Well it turns out not so well. Vladimir Putin and Xi Jinping are among several world leaders who will not be attending the big climate summit COP26 scheduled to begin this week in Britain. The two leaders will not even give it a pretense of legitimacy. Now, that is how to give a perfect diplomatic snub!  Or is it only a diplomatic snub?  I think both China and Russia are expressing that any attempt to do productive work with a naked insane emperor is now futile.  We will probably see light speed changes from now on into multipolarity to hopefully gain a world that is now insisting on decent human values and most of all, peaceful resolution of differences.     

3.The other big event was the forming of Aukus, obviously in an attempt to create a mini-NATO against first China and Russia.

4.At the height of all of these were and are still the Taiwan issues and we will take a look at Xi Jinping’s speech a little later in this writing.

One soon finds that it becomes almost impossible to approach China from a generalist perspective. But, we have help. On the economics side, we have Michael Hudson. On the historical side, we have writers such as Godfree Roberts, Jeff J Browne and many others. On the anti-China propaganda side, we have me and a number of reliable commentators on the Saker Blog and on the social, community, and humanity side, we have a host of excellent bloggers, documentary makers, and distributors of information as if one is walking in the streets and in the countryside with your own feet. And of course, China is now taking its rightful place in the world as a leader and has improved markedly in information dissemination; they are taking their place on the world stage as wolf warriors, (Uhm, no, I did not mean to write that, of course, I meant to write ..) diplomats.

Sidebar: China is a massive country and in landmass second only to Russia. But even in this simple measurement, the west tries quibbling techniques. Read it and weep. China is only second but Canada is bigger if we measure waterways. And really, China is really smaller than the US. In this year, the year of the 100th anniversary of the founding of the Chinese Communist Party, we experience an almost complete restatement and refinement of China’s goals in our world. We see internal nomenclature such as national rejuvenation, a modern socialist country, and continual reformation with comprehensive plans and strategy, and a peaceful and united domestic environment. Toward the world, we see phrases such as maintaining a revolutionary spirit, the courage to carry out a great struggle with contemporary features, courage, and skill, safeguard sovereignty, and protect security and development interests. We hear that China intends to assume a greater role in and for the world.  Aggression and hegemony are not in the blood of the Chinese people and they will strive for a human community with a shared future. There are specific goals set out. China will:

  • endeavor to improve the global governance system
  • engender peace, development, fairness, justice, democracy and freedom
  • work to strengthen solidarity of people of all other countries
  • engage in all efforts to oppose hegemony and power politics

What is the difference between Putin’s Optimistic Reasonable Conservatism and Xi’s Human Community with a Shared Future and moderately prosperous society?  I cannot see too big of a difference as the qualitative values expressed are similar although the civilizational socialization is different.  As Putin expressed his non-acceptance of woke ‘values’ in his Valdai speech, so China in the last few months took real action.  They threw the feminine men out of their television programs.  The feminine men is an inheritance from Japan to a lesser degree and Korea, to a larger degree.  China does not want girly men to become role models for their children.    They pulled the rug out from underneath expensive additional schools, acting as funnels to expensive university programs, and tutoring that basically burdened the Chinese children.  They have strengthened the Chinese schools to offer all additional education necessary, in order to have consistent educational standards.  They simply stopped computer games for younger children and limited this to no more than 3 hours per week.  They increased physical programs and education to get the kids out and about with healthy activities.  And in stark contrast to the western sphere who wants to control the kids, China just put the responsibility by law, properly and correctly in the parents’ hands.  “On Saturday, the National People’s Congress Standing Committee adopted a new law stating that China’s parents are responsible for family education.”

On Taiwan, we see Xi Jinping expressing the following: “The Taiwan question arose from weakness and chaos and will be resolved with national reunification, the one-China principle, and 1992 resolution”.

Regarding military action; we see even Putin expressing that Xi Jinping does not need to take military action.  The verbose threats come from the US and Australia.

There are three aspects that Putin and Xi Jinping express as in one voice.

  • We are in a time of momentous changes in the world.
  • Both Russia and China are prepared and can ride the waves of change in a manner that is helpful, peaceful, and supportive in and for the world. 
  • The UN (and it has been said a number of times that it needs to be updated) is still the only venue where world problems can be discussed.  From Russia, our Law is the UN Charter and this is expressed by China as well.  The rules-based concept does not feature whatsoever.

These concepts are fully supported by Putin’s speech at Valdai, and Xi Jinping’s speech at the occasion of the 50th anniversary of China’s formal joining of the United Nations.

During the years since the cold war, another momentous alliance grew almost from a grassroots level. This is the Russia / China treaty of Good Neighborliness. Fifty years ago today, the 26th Session of the General Assembly of the United Nations adopted, with an overwhelming majority, Resolution 2758, and the decision was made to restore all rights of the People’s Republic of China in the United Nations and to recognize the representatives of the Government of the People’s Republic of China as the only legitimate representatives of China to the United Nations. It was a victory for the Chinese people and a victory for people of the world.

Today, on this special date, we are here to review the past history and look to the future, and that makes our gathering all the more significant.

The restoration of New China’s lawful seat in the United Nations was a momentous event for the world and the United Nations. It came as the result of joint efforts of all peace-loving countries that stood up for justice in the world. It marked the return of the Chinese people, or one-fourth of the world’s population, back to the UN stage. The importance was significant and far-reaching for both China and the wider world.

On this occasion, I wish to express, on behalf of the Chinese government and the Chinese people, heartfelt gratitude to all countries that co-sponsored and supported UN General Assembly Resolution 2758, and to pay high tribute to all countries and people that stand on the side of justice.

The past five decades since New China restored its lawful seat in the United Nations have witnessed China’s peaceful development and its commitment and dedication to the welfare of all humanity.

— For these 50 years, the Chinese people have demonstrated an untiring spirit and kept to the right direction of China’s developmentamidst changing circumstances, thus writing an epic chapter in the development of China and humanity. Building on achievements in national construction and development since the founding of New China, the Chinese people have started the new historical era of reform and opening-up, and successfully initiated and developed socialism with Chinese characteristics. We have continued to unleash and develop productivity and raise living standards, and achieved a historic breakthrough of leaping from a country with relatively low productivity to the second largest economy in the world. Through much hard work, the Chinese people have attained the goal of fully building a moderately prosperous society on the vast land of China, and won the battle against poverty, thus securing a historic success in eradicating absolute poverty. We have now embarked on a new journey toward fully building a modern socialist country and opened up bright prospects for the great rejuvenation of the Chinese nation.

For these 50 years, the Chinese people have stood in solidarity and cooperation withpeople around the world and upheld international equity and justice,contributing significantly to world peace and developmentThe Chinese people are peace-loving people and know well the value of peace and stability. We have unswervingly followed an independent foreign policy of peace, stood firm for fairness and justice, and resolutely opposed hegemony and power politics. The Chinese people are a strong supporter of other developing countries in their just struggle to safeguard sovereignty, security and development interests. The Chinese people are committed to achieving common development. From the Tazara Railway to the Belt and Road Initiative, we have done what we could to help other developing countries, and have offered the world new opportunities through our own development. During the trying times of the COVID-19 pandemic, China has been active in sharing COVID response experience with the world, and has sent large quantities of supplies, vaccines and medicines to other countries, and deeply engaged in science-based cooperation on COVID-19 origins tracing, all in a sincere and proactive effort to contribute to humanity’s final victory over the pandemic.

For these 50 years, the Chinese people have upheld the authority and sanctity of the United Nations and practiced multilateralism,and China’s cooperation with the United Nations hasdeepened steadily.China has faithfully fulfilled its responsibility and mission as a permanent member of the UN Security Council, stayed true to the purposes and principles of the UN Charter, and upheld the central role of the United Nations in international affairs. China has stood actively for political settlement of disputes through peaceful means. It has sent over 50,000 peacekeepers to UN peacekeeping operations, and is now the second largest financial contributor to both the United Nations and UN peacekeeping operations. China has been among the first of countries to meet the UN Millennium Development Goals. It has taken the lead in implementing the 2030 Agenda for Sustainable Development, accounting for over 70 percent of global poverty reduction. China has acted by the spirit of the UN Charter and the Universal Declaration of Human Rights, and earnestly applied the universality of human rights in the Chinese context. It has blazed a path of human rights development that is consistent with the trend of the times and carries distinct Chinese features, thus making major contribution to human rights progress in China and the international human rights cause.

The trend of the world, vast and mighty, prospers those who follow it and perishes those who go against it. Over the last 50 years, for all the vicissitudes in the international landscape, the world has remained stable as a whole, thanks to the concerted efforts of people of all countries. The world economy has grown rapidly, and innovation in science and technology has kept breaking new ground. A large number of developing countries have grown stronger, over a billion people have walked out of poverty, and a population of several billion are moving toward modernization.

In the world today, changes unseen in a century are accelerating, and the force for peace, development and progress has continued to grow. It falls upon us to follow the prevailing trend of history, and choose cooperation over confrontation, openness over seclusion, and mutual benefit over zero-sum games. We shall be firm in opposing all forms of hegemony and power politics, as well as all forms of unilateralism and protectionism.

— We should vigorously advocate peace, development, equity, justice, democracy and freedom, which are the common values of humanity, and work together to provide the right guiding philosophy for building a better world. Peace and development are our common cause, equity and justice our common aspiration, and democracy and freedom our common pursuit. The world we live in is diverse and colorful. Diversity makes human civilization what it is, and provides a constant source of vitality and driving force for world development. As a Chinese saying goes, “Without achieving the good of one hundred various schools, the uniqueness of one individual cannot be achieved.” No civilization in the world is superior to others; every civilization is special and unique to its own region. Civilizations can achieve harmony only through communication, and can make progress only through harmonization. Whether a country’s path of development works is judged, first and foremost, by whether it fits the country’s conditions; whether it follows the development trend of the times; whether it brings about economic growth, social advancement, better livelihoods and social stability; whether it has the people’s endorsement and support; and whether it contributes to the progressive cause of humanity.

— We should jointly promote the building of a community with a shared future for mankind, and work together to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity. The human race is an integral community and Earth is our common homeland. No person or country can thrive in isolation. Humanity should overcome difficulties in solidarity and pursue common development in harmony. We should keep moving toward a community with a shared future for mankind, and jointly create a better future. To build a community with a shared future for mankind is not to replace one system or civilization with another. Instead, it is about countries with different social systems, ideologies, histories, cultures and levels of development coming together for shared interests, shared rights and shared responsibilities in global affairs, and creating the greatest synergy for building a better world.

— We should stay committed to mutual benefit and win-win results, and work together to promote economic and social development for the greater benefit of our people. As ancient Chinese observed, “The essence of governance is livelihood; and the essence of livelihood is adequacy. Development and happy lives are the common aspirations of people in all countries. Development is meaningful only when it is for the people’s interest, and can sustain only when it is motivated by the people. Countries should put their people front and center, and strive to realize development with a higher level of quality, efficiency, equity, sustainability and security. It is important to resolve the problem of unbalanced and inadequate development, and make development more balanced, coordinated and inclusive. It is also important to strengthen the people’s capacity for development, foster a development environment where everyone takes part and has a share, and create a development paradigm where its outcome benefits every person in every country more directly and fairly. Not long ago, at the 76th Session of the UN General Assembly, I proposed a Global Development Initiative with the hope that countries will work together to overcome impacts of COVID-19 on global development, accelerate implementation of the 2030 Agenda for Sustainable Development, and build a global community of development with a shared future.

We should step up cooperation, and work together to address the various challenges and global issues facing humanity. The international community is confronted by regional disputes as well as global issues such as terrorism, climate change, cybersecurity and biosecurity. Only with more inclusive global governance, more effective multilateral mechanisms and more active regional cooperation, can these issues be addressed effectively. Climate change is Nature’s alarm bell to humanity. Countries need to take concrete actions to protect Mother Nature. We need to encourage green recovery, green production and green consumption, promote a civilized and healthy lifestyle, foster harmony between man and Nature, and let a sound ecology and environment be the inexhaustible source of sustainable development.

We should resolutely uphold the authority and standing of the United Nations, and work together to practice true multilateralism. Building a community with a shared future for mankind requires a strong United Nations and reform and development of the global governance system. Countries should uphold the international system with the United Nations at its core, the international order underpinned by international law and the basic norms of international relations based on the purposes and principles of the UN Charter. International rules can only be made by the 193 UN Member States together, and not decided by individual countries or blocs of countries. International rules should be observed by the 193 UN Member States, and there is and should be no exception. Countries should respect the United Nations, take good care of the UN family, refrain from exploiting the Organization, still less abandoning it at one’s will, and make sure that the United Nations plays an even more positive role in advancing humanity’s noble cause of peace and development. China will be happy to work with all countries under the principle of extensive consultation, joint contribution and shared benefits to explore new ideas and new models of cooperation and keep enriching the practice of multilateralism under new circumstances.

A review of the past can light the way forward. Standing at a new historical starting point, China will stay committed to the path of peaceful development and always be a builder of world peace. China will stay committed to the path of reform and opening-up and always be a contributor to global development. China will stay committed to the path of multilateralism and always be a defender of the international order.

As an ancient Chinese poem reads, “Green hills immerse in the same cloud and rain. The same moon lights up towns however far away.” Let us join hands, stand on the right side of history and the side of human progress, and work tirelessly for the lasting and peaceful development of the world and for building a community with a shared future for mankind!

To my great surprise, Xi Jinping did not say one word about Taiwan, but sketched out the past as a harbinger of the future while cementing the legal status of China, which is not the legal status of Taiwan.  I guess he feels that the contretemps with Taiwan is not important enough.

On the speeches, we may say that those are lofty ideals. But we also see practical and real interaction between China and Russia. The two countries just completed a first joint naval patrol in waters of the West Pacific,  between October 17th to the 23rd, according to the Chinese Ministry of Defense. The patrol was held right after China and Russia wrapped up a joint naval exercise in the Sea of Japan from October 14th to 17th.

5 Chinese vessels and 5 Russian destroyers and frigates accompanied by six carrier-based helicopters made passage through the Tsugaru Strait (which caused Japan to run for the Prozac). Yet this Strait is not territorial waters, and warships from any country have the right to transit, which means the transit of the Chinese and Russian vessels was in line with international law. What is also very interesting is that it is said that the sea lane between these two islands is specifically maintained for quick access of US submarines to the Pacific Ocean.  A Chinese expert opined as follows:

Encircling Japan, particularly sailing to the east side of Japan, is of significance because many key military installations are located on that side, including the US Navy base in Yokosuka, a Chinese military expert who requested anonymity told the Global Times.

Many US military provocations on China in places like the Taiwan Straits and the South China Sea were launched from these bases, the expert said, noting that the joint patrol by Chinese and Russian vessels could be seen as a warning to the US and Japan, which have been rallying up to confront China and Russia, serves the goals of US hegemony, and undermines regional peace and stability.

“The joint maritime patrol is aimed at further developing the China-Russia comprehensive strategic partnership of coordination for the new era, elevating the joint action capabilities of both nations and jointly maintaining international and regional strategic stability. It’s a part of the annual cooperation plan between the two nations …”

In bold are the most important words, and this is not a lofty ideal, but a very hard challenge to the western power and of course Japan. Also, if one looks at that area with a strategic eye, it breaks up the supposed ‘ring of fire’ to keep China contained. In addition, it is also a warning for Japan, which has been dragging its feet to come to an agreement with Russia on islands further North in the island chain.

So, we have to ask, was this a threat? No, not at all on the surface of it, but it was a stark reminder that the so-called freedom of navigation game that has been constant in the South China Sea and the Straight of Taiwan can be played by more than one player.

It is also notable that from 2019, air forces from China and Russia have conducted annual joint strategic air patrols over the East China Sea and Sea of Japan. We are now seeing very visibly one of the aspects of the development of the China-Russia comprehensive strategic partnership of coordination for the new era.

As is usual, we look at a few of the China data points and I want to remind that you the Chinese governance is always refining, always testing, and prototyping new methods and systems across the spectrum of modern life, and always this is done on a grassroots level.

China is in trouble, clapped-out economically, and is going to bring the west down with it, is the message that we see with monotonous regularity.  The reality is different.   Chinese GDP expanded a whopping 9.8% in the first three quarters of 2021, and major indicators are within a reasonable range.

(Evergrande has no option but to resume work and they did so today on 10 projects.  There is no quick bankruptcy for them, and certainly no bail-out).

Chinese banks have foreign-currency deposits of $1 trillion for the first time, an opportunity for Beijing to liberalize the country’s capital account. A resilient economy and strengthening currency have attracted record foreign purchases of bonds and stocks while surging demand for goods meant exporters brought back more dollars. The pace of the influx has tested the authorities’ tolerance for a strengthening yuan, with the currency now near a five-year high against a basket of its peers.

Exports grew 20% in September, up from 15.7% in August. September’s gain was higher than the median estimate of 13.3% in a Bloomberg survey of economists. Growth in imports slowed to 11% in September from 23.1% in the previous month.

China-Korea semiconductor industrial complex starts construction amid Beijing’s push for tech self-reliance. The municipal government of Wuxi and memory chip giant SK Hynix have teamed up to develop the China-Korea Integrated Circuit Industrial Park. The city is expected to become home to 19 new semiconductor-related projects with a combined investment of US$4.7 billion.

A Chinese herbal formula for coronavirus patients is undergoing clinical trials in the US for possible approval for people with mild-to-moderate symptoms of the disease. Qingfei Paidu, most commonly called QFPD, is a 21-herb formula whose name literally means lung cleansing and detoxification.

China, which pioneered controlling Covid-19 with lockdown orders and tight border rules, will  “wait and see” about adjusting its zero-tolerance policy. “We are discussing about the new strategy in China … everything is dynamic. We are ready for any possible reassessment”.  (Please do not consider this comment and the previous as an open sesame to start discussing Covid on the Saker Blog.  You all know the blog policy).

Between 1985 – 2019, the average height of a 19-year-old Chinese increased 3.5 inches, or 9 cm, supporting President Xi Jinping’s declaration in July that the country had achieved its goal of establishing a “moderately prosperous society” in time for the Party’s centenary.  This is a result of a relentless project to bring the Chinese people out of abject poverty.

An important question in auto showrooms: Can I sing karaoke in this car? The only acceptable answer is yes, as Nio and XPeng know well. Western rivals are scrambling, “We’ve identified this as a challenge,” said BMW’s Christoph Grote, “Chinese consumers are the most demanding when it comes to digital technology in the car.”

The dreaded Social Credit System which is abhorred in the West by most that do not have an idea what it is about: China’s social credit system is more of a bureaucratic interface for existing legal and regulatory systems than the widespread Western perception of a dystopian algorithm that uses “big-data collection and analysis to monitor, shape, and rate individual’s behavior”. Social credit includes new enforcement mechanisms but is an extension of the law rather than an independent rule-making authority, and all data collection and penalties require a legal basis.

This was mentioned before but as a reminder. When the Chinese students started being hunted and haunted specifically in the US, all the major universities opened campuses in China (they could not afford to lose the Chinese money). For Harvard, it did not take too long to become part of the propaganda war on China and they are moving their Chinese language program from Beijing to National Taiwan University, replacing a partnership with Beijing Language and Culture University. Harvard’s Jennifer Liu said the decision was made because of a perceived lack of friendliness from the host institution, Beijing Language and Culture University (BLCU).

In the next few China Sitreps, I will post a selection of documentaries and information on those aspects of China’s history that remain western talking points, whether correct or not. This is Tibet, Tiananmen, Xinjiang, Hong Kong, and the border skirmishes with India as a shortlist. Today we start with Tibet.

Tibet – if you have the romantic western mindset about Tibet, let’s revise that. Your knowledge most certainly comes from a book, movies, and a whole Shangri-La industry spawned in the wake.

Tibet was a dramatically brutal theocratic serfdom and never-ending debt peonage. Under the Dalai Lama in Tibet before China’s takeover:

  • 98% of the population were serfs or slaves or kept in debt peonage.
  • Disobedient serfs endured torture
  • The 14th Dalai Lama’s family owned 6,000 serfs
  • 95% of the population were illiterate
  • In 2015: 0.52% were illiterate
  • And in 2020: extreme poverty was eliminated in Tibet

From this documentary, you will learn that Tibetan Buddhism was not the sweet, and romantic Buddhist religion based on peace and high ideals and spinning colorful prayer wheels and praying in monasteries. It was based on the Indian Caste System where an extreme minority controlled the vast majority and kept them in abject poverty.

You will also learn why, on the death of a Dalai Lama (meaning God on earth), the successor, the soul boy was always found and appointed from a very poor family, in order to avoid any power struggles between the very few rich families.  The connection with the Roman Catholic Pope will astound you. And then you will see brutal sights of religious and shamanic powers whipped into inhumane forces. You will learn that Dalai Lamas regularly fled Tibet, sometimes to flee British Forces.

Tibet was the first lever that was used by at that time British forces, and this lever was seamlessly taken over by the rest of the west, to break up China, even after some territory had to be given to Japan and some even to Korea. You will learn how the Brits just simply carved out pieces of Chinese land from the Indian side. This effort to break up China is still in full swing today, by the current hegemon in its frenzied dying attempts to own the whole world using weapons, war, lawfare, internal destabilization, the appointment of external presidents, propaganda, kidnapping of high officials, outright assassinations, drugs, biological substances, and poison. Of course from the 1950s, CIA involvement around Tibet is well documented even to training ethnic Tibetans in Colorado for a planned Tibetan revolution.

You will also see one of the reasons why China will not let itself be hegemonized today, specifically with its history of never fighting a war of conquest in its 4,000 years of existence. The population stands firm and resolute. Never aired footage in the west will have you take part in the joy when religions serfdom and debt peonage was abolished in 1959 and the Tibetan Religious Serfs could burn their debt peonage documents.

If your stance in life is ‘Free Tibet’, which mine was, once upon a time before I did my homework, consider if you were romanticized by the CIA and a novel called Lost Horizon (1933) by English writer James Hilton. Two movies followed (Frank Capra directing one), a Broadway play, and the world’s first mass-produced paperback, all called Lost Horizon, set in a fictional utopian lamasery called Shangri-La, high in the mountains of Tibet. ‘Free Tibet’ for you may just be based on the fiction of Shangri-La.

Escalation?  Continuation of “Sitrep : China. Is. Dead. Serious.”

China will not be conquered again, even if every last Chinese has to join the fight.

In the past four days, China has sent first 28, then 29 fighters and bombers near Taiwan. (Taiwan itself reports different numbers). Then, the US announced on Sunday that this is provocative. So, China called the statement irresponsible and sent a massive number of 59 fighters and bombers near Taiwan in a ‘take that!’ move.

But first, why would China militarily get involved in Taiwan, as it is their own territory under the 1992 Consensus for “one-China”? Taiwan is clearly China’s internal affair.  What are their red lines?

  • Taiwan declaring a flash independence (they cannot really because they are umbilically connected to the mainland)
  • Internal turmoil inside Taiwan as we saw in Hong Kong
  • Taiwan may make a non-legal military alliance with another country
  • And any violation of the 1992 consensus.

None of these conditions are currently present, but we will need expert advice on the 1992 consensus. I do not know de jure how close Taiwan is to that red line. De facto the Taiwan announcement that they are preparing for war is completely provocative.

Currently China is not threatening, she is using her air force to deliver very strong warnings that the conditions are approaching red lines.

Lets look at Global Times. Bear in mind that the Global Times is not a bullhorn for Chinese people. It is for the dissemination of information to western people. That is its function.

“If the EU simply wants to develop normal economic and trade relations with the Taiwan island, its unusual emphasis on the latter’s role in its Indo-Pacific strategy should be viewed with suspicion. Some European politicians may think that playing the “Taiwan card” will draw more attention and could help pressure the mainland to make more concessions. But confusing the right and the wrong on China’s bottom line is a dead end.

The Chinese mainland’s position on the Taiwan question remains clear and resolute. All exchanges with the island must be handled in strict accordance with the one-China principle. They cannot exceed the scope of normal nonofficial cooperation and exchange.”

So, this is where we stand in this face-off and more analysis will follow.

Continuation of “Sitrep : China. Is. Dead. Serious.”

Let’s take a look at what China overcame in our near history.

  • The NED and similar organizations’ sponsored “Color Revolutions” in Hong Kong, Tibet, and Xinjiang all collapsed. We can also be sure that this escalation that we see now is not really about Taiwan. Taiwan is playing its role, like the dissidents in Hong Kong did.
  • The Trump Trade War collapsed and his focus on tariffs is now taking a tremendous toll on the US West Coast Ports.
  • The western propaganda war on China is collapsing because of the efforts of blogs like The Saker Blog and many others that took up writing about this.
  • The economic war is collapsing. For this, we have to follow Michael Hudson who details the butt-hurt Soros types who cannot make China dance to their tune. China has done massive work so that they do not have monopolies and internal destabilization by ‘too big to fail types’.
  • The return of Meng Wanzhou as a figure of national pride, which was a very delicate operation if one follows all of the plane routes during the sensitive exchange. Meng was exchanged for two worthless Canadian spies. There is another theory and this is that Canada tumbled to pay back the US for not including them in AUKUS.
  • The idea that the Chinese are not soldiers. They are that now because they have to be. * More about this following.

Let’s see what China gained in our near history

  • The pride, persistence, and trust of the citizens.
  • Major developments in space, like their own space station (slated to be a launching platform for? For what really? I do not know but the west has declared space a warfighting domain.) Most nations are welcome to come and hook up their own module, but the western world is not. This is a little payback for not allowing Chinese astronauts on the international space station.
  • A top US general, Milley, is so fearful of China that he called his counterpart in the late days of the Trump administration and told them that the US will not attack. (General Miley called to deliver a madman message–we have a madman at the helm and he may send nukes your way, so don’t do anything to give him an excuse. The poor general also had to deliver a contradicting message–at the same time, America is not falling apart; everything is hunky-dory and the well-oiled machine is running smoothly. ) (I know this has been taken out of perspective by almost everyone, but I am thankful, no matter that he may be a sniveling idiot. He did the rest of the world a favor).
  • China is in the process of destroying the dollar hegemony slowly but surely with Russia already having done its part and divesting from the dollar in their sovereign wealth fund. This deserves an analysis all by itself. Needless to say, China is launching its digital Renminbi, or Digital Currency Electronic Payment, commonly referred to as E-CNY, a central bank digital currency issued by China’s central bank, the People’s Bank of China. It is the first digital currency to be issued by a major economy. The digital RMB is legal tender and has equivalent value with other forms of CNY, such as bills and coins.
  • The fight against a virus called Covid.
  • China is now exceeding the US in almost all economic metrics, although they still refer to themselves as the 2nd major economy.

And at this stage, China makes major military flights near Taiwan.

A few statements:

  • China has no interest in military action against Taiwan
  • Taiwan has no real desire for military action against China (it would be somewhat like swatting a fly for China and will be over in an hour whichever method China chooses).
  • Here is Taiwanese Foreign Minister warning that his country is preparing for war with China.  He asks Australia for help and Australia’s 60 minutes distributes the war propaganda.

  • Is the US interested in a war against China over Taiwan? We simply do not know.

What do we know?

Taiwan is a smaller copy of the economic miracle of China and there is no question of its economic success and high tech ability. But China mainland purchases over 40% of Taiwan’s production in both high-tech and agricultural products.

By studying Taiwan’s financial reports, MintPress has ascertained that the semi-autonomous island of 23 million people has, in recent years, given out millions of dollars to many of the largest and most influential think tanks in the United States.

It is then easy to conclude that with this revolving door, the US decided that Taiwan is an easy ingress to their hope for regime change in China itself (stated publicly by Mike Pompeo) and the AUKUS deal started the new range of increased provocations: It looks like any of the old color revolution tactics or initiatives, just now with an added threat.

This one, could end up in a hot war with both Russia and China.

Taiwan will not have a referendum for independence, because independence is not a done deal for the Taiwanese people. The ruling class fears that such a referendum will not be successful. We all know the ‘call to democracy’ and we all know that this is invoked over and over by hegemonic powers to justify their own excesses. Well today, Taiwan’s Tsai is invoking ‘a call to democracy’ via an article in Foreign Affairs Magazine. China’s interest is peace and security in the region, which is now being called Indo-Pacific. Martyanov says this terminology is hegemon speak, and I’m inclined to agree with him. It used to be Asia Pacific. I so hope someone can draw me the borders (even a dash line) where the Indo pacific and the Asia Pacific exists. Wikipedia, instead of being obscurantist as usual, this time gives the plot away.

The term first appeared in academic use in oceanography and geopolitics. Scholarship has shown that the “Indo-Pacific” concept circulated in Weimar Germany, and spread to interwar Japan. German political oceanographers envisioned an “Indo-Pacific” comprising anticolonial India and republican China, as German allies, against “Euro-America”.[2] Since 2010s, the term “Indo-Pacific” has been increasingly used in geopolitical discourse. It also has “symbiotic link” with the Quadrilateral Security Dialogue, or “Quad”, an informal grouping of in the region, comprising Australia, Japan, India, and the United StatesIt has been argued that the concept may lead to a change in popular “mental maps” of how the world is understood in strategic terms. https://en.wikipedia.org/wiki/Indo-Pacific

Martyanov says that the US has clear dominance in submarine capability and he also says that escalation is something that is very hard to predict. Here we see escalation toward war, with the US using probably the only card that they have to play, trying to kick off an ocean-wide domination conflict on the shipping lanes of communications, with probably the only weapon that they have left, submarines to try and consolidate at least something of US economy and influence across the world. Right here the issue of escalation becomes complex. Russia will not stand out of this and what happens when the Zircons start flying? How soon until Japan, Australia and Taiwan are demolished? We will leave this here for professional analysts to opine.

With that as a backdrop, let’s return to China, specifically the general belief that the Chinese are not born soldiers. That is true, yet the difference is that they prefer to solve problems non-kinetically. (Which is 100% fine with me!) But, they have other abilities, one of which is that they do not give up. The Saker has often said that morale is the greatest weapon of a military force. In this case, I would add to that: preparedness. Again Martyanov said that this thinking on the dominance of sea-lanes is not new. Well, China knows that as well, and they have prepared.

Every school child and university student in China now goes through military training. For the school kids, it is part of the initiative by the Chinese leaders to relieve the school kids from absurd requirements for STEM learning and to get them outside to take part in healthy play and strengthen them physically.

Every city has a local militia and they are armed to the teeth and drill and practice continually. This alone is estimated at 1 million feet on the ground (from Chinese sources).

If kinetic action breaks out in their own backyard, they have the numbers and home team advantage.

Following are some comments from our China correspondents. I don’t have the necessary 2 sources plus another for these, but I put them here to give you an idea of the chat.

China is known to be able to set together production lines very quickly. In these comments, this one is comical and says that China is mass producing nuclear warheads like they crank out paper lanterns. The only thing on earth that is faster is the US money machine.

It may be a comical comment, but the underlying issue here is that the average Chinese person has no doubt that China will, and is able to build whatever is necessary, any war materiel of any kind, to withstand kinetic action.

Is this meaningful in discussing this escalation? I would say yes.

More comments:

If you think a war against China (and Russia – we have to call in Russia at this stage) will be a perpetual war, kindly think again. This is not a win or a lose – it is total destruction of the one that fires the first shot or shoots the first missile or positions the first submarine to destabilize sea-lanes.

This represents the average Chinese and their chat and it is not the type of barroom soldier chat. These are ordinary people.

China is a merit nation and very serious. One can expect precision and ruthlessness. You may want to believe that the Chinese are not born warriors or you may want to believe that they cannot innovate. You can believe what you want, but take a look at these comments:

They do not believe in surgical strikes should anyone attack them. They believe in pounding the source of the attack and whatever is around it, into oblivion. They have their own history as a template.

Btw, does this remind you of the Russians, who said that any strike on Russia will not only take out the strike, but also the platform where the strike comes from? The interaction between Russia and China militarily has grown tremendously as well, but again, this is another analysis.

I expect full-on military readiness as the Chinese military has been on a readiness footing for about a year now.

An outstanding question is how unified Asia is around China. Again we come up against Martyanov’s principle of escalation and this is really difficult to predict.

There is the old saying that goes like this: Do not march on Moscow!. We need to add one. Do not militarily threaten Baba Beijing!. It does not matter how for how long, they do not count their own possible dead, but they will stay the course.

Can we hope for level heads in Washington DC? Realism tells us that we have to hope for the best, but prepare for the worst. China is doing that.

Part 2:  International Files

 What external files will there be a conflict between the  interests of the interventionists and the interests of the forces that want to focus on the internal files?  The contours of foreign policy began to be clarified  after the Senate hearings of Blinken (State Department)  and Heinz (Director of National Intelligence DNI). The  bottom line is that there is little change in substance  about  Obama and Trump’s policies  except  in style and approach. We’ll show here some files, not all of them,  because of the limited space available.

At the international  level, relations with Russia and China are number one. The first signs issued by a number of figures of the President-elect’s transition team do not suggest any future solution in relations with  Russia. Let’s no forget that most of the employees in the new administration were in the Obama  administration,  which  was  anti-Russian.  The Ukrainian crisis was triggered by the Obama administration and then the Vice President, the president-elect today, which had major interventions in Ukrainian affairs,  not to mention the suspicions of corruption that accompanied it. On the other hand, let’s not forget that the entire Democratic Party, the deep state and the dominant corporate media have spent the past four years  demonising President Trump and accusing him of working for Russia. The latter is also accused of  interfering  in the 2016 election in favour of Donald Trump. Taking into account some statements by intelligence leaders supporting Biden that the Russians are lying because lying is an essential part of Russian  DNA, we see that the climate within the new administration is a tough one for Russia. This pessimism is reinforced by the fact that prospective officials  in the new administration n the second  row of foreign affairs, defence and  national security are neoconservatives such as Victoria Newland and liberal  interventionists such as Kathleen Hicks, Wendy Sherman and John Weiner as deputy national security  adviser.  All of them have close ties with the military security complex, research centres and  major    universities, as we explained in an earlier article.  What has attracted the attention of observers  is that  to  date there has been no contact between the transitional administration and the Russian leadership, although  this  is  a tradition that has spanned over the  past decades.

Multifaceted U.S. Retreat

But the fact of the matter is that U.S. competitiveness has declined in politics and the economy, and perhaps most importantly in military matters, as we have also explained in previous articles. Confronting Russia is  by  raising the human rights issue in Russia, by deploying a missile belt in neighbouring countries and by  overthrowing neighbouring regimes that are in agreement with Russia. By the way,  despite the Democratic  Party accusing U.S. President Donald Trump of working for Russia it was the U.S. president who imposed the most sanctions on Russia that his predecessor, Barack Obama, had initiated. The main strategic point of contention is the Russian gas file and its role in supplying it to the European Union, while the dispute over  Ukraine comes in the context of attempts at Atlantic expansion in Eastern Europe.  The security issue    being  waved is to cover up the main target.  There is no evidence that Russia is seeking to destabilization’s  European  security and stability, on the contrary it is seeking the best relations  and cooperation  with the EUROPEAN Union.

That’s what  Germany  understood,  but it  bowed to U.S. pressure, as former German Foreign Minister  Frank-Walter Steinmeier said in justifying his government’s acquiescence to U.S.  dictates when he made  it clear  that Germany was economically affected  by those sanctions, but that the policy had a strong errand  on the  economy. But over the past months, Germany has been able to reduce the arrogance of the United  States with regard to its economic interests with Russia and China. Germany has agreed to extend the Russian Laurel  Pipeline (“Tor  Stream 2” in its Baltic Economic Zone (every  day a kilometre of the pipeline is extended).    This was also the case with the Czech Republic to extend the “Yugal” land line, which is an extension  of “North stream  2” on the  German-Czech Saxon border. This reflects the extent of the U.S. retreat at the  European  ally and cuts the road to the pressures that the new administration could  put on it.

On The Other  Hand, on December 30, 2020, China and the European Union signed an agreement that would open the door to mutual investment, despite opposition from the United States and despite traditional human rights pretexts that were being raised against China to prevent any rapprochement with it. This is another  sign  that Western Europe has felt American weakness and is starting to think about the priority of its interests. The EU would not have taken the move without the approval of Germany and France.

Among the outstanding files between the United States and Russia are  Ukraine, particularly eastern Ukraine (Dombesk), the annexation of Crimea, the file of the Caucasus states in Georgia and Nagorno-Karabakh, and the proliferation of Atlantic weapons in the Baltic states and Poland. Recently, the United States tried to  create unrest in Belarus but failed to do so. Russia’s rapprochement with Russia is intensifying and we do not rule out the accession of Belarus to the Russian Federation, which is a resounding blow to the American administration.  Today, Belarus is mandated to confront Poland and the Baltic states on Russia’s  behalf.  In addition  to the Syrian file and the nuclear file with Iran and of course the treaties in the matter of medium-range ballistic missiles. In the context of the treaty file that the United States has emerged on the subject of  ballistic missiles, Russia is no longer committed to it.

The state of denial is in the  mind of  the ruling elites. 

“We  don’t know what the United  States  can  offer  in  all  these  files other than to back down  from its escalatory positions, which will perpetuate the decline of its influence,”he said. But  in the  current  mood  in the transitional administration, it is not ready  for  any  concession.  Since the denial of that retreat is in control of the ruling elites in the  next administration on the basis of “American exceptionalism” and”its manifest value” and in the absence of any theoretical or concrete evidence to acknowledge that retreat, what we can expect is the continued high and hostile tone in addressing Russia without translating into  confrontation on the ground.   The sanctions regime on Russia continues and began under Obama,  and the next  administration cannot lift it for free to market it in the domestic scene.   There is no creativity in thinking about the American side and the Russian side does not consider itself obliged to make concessions,  especially since there is no confidence in the commitments of the  United States. That’s why  we’re seeing  growing  indifference on the Russian side to what could come from the Biden administration as long as  the  horizon of open armed confrontation is blocked. Russia has been able to adapt to sanctions  and even turned it into a self-sufficiency opportunity freeing it from American blackmail.  Sanctions have only succeeded in increasing the isolation of the United States in the world, especially with its European allies. The elites in  Russia see as we see that the new administration will be focused on the internal files because of their seriousness  and complexity and  therefore do not consider that  they can interact permanently in  external files.

But that doesn’t mean that communicating with Russia is out of the way. If it is necessity or inventions, it is  also the mother of understandings. In  this context, the Russian President announced in a letter to the   president-elect that he hopes for friendly relations on the basis of club and mutual respect, a sign that a return  to the method of transcendence is no longer acceptable. On the other hand, the response of the secretary of  state, Anthony Blinken, was that at the height of the nuclear rivalry between the United States and the Soviet Union and under the existential nuclear threat of thousands of nuclear ballistic missiles  directed against each of  the two countries, areas of cooperation in many hot files were possible. Therefore,  “opportunities for cooperation”  can be looked forward to controlling the rhythm of  tensions so as not to lead  to  confrontations  from which no one will emerge  unscathed.  Does this mean that the climate for settlements will exist?  Not necessarily, the most realistic case is that there are no major settlements, no major confrontations and everything is possible under that  roof. In  summary, it can be said that the ceiling of the  possible “understanding” with Russia does not go beyond the limits of  linking  the conflict until new balances of power are established and this will not happen in the foreseeable future, i.e. in the  mandate of the new administration.

One might ask why not settle? The simple answer is that Russia sees no justification for settling matters with a party that has always proved that it does not respect treaties. The Russian also believes that the American is in a state of structural weakness that may not survive it and therefore make concessions to a country whose fate is unknown may not be justified. On the other hand, the U.S. side believes that if the balance of power is not in its favour at the current stage, it should only adjust it to its advantage and therefore there is no need to give up anything substantial that might constitute the  board of settlement. The ruling elites of the United  States believe that it is destined to lead the world and that  its exceptionalism will enable it to do so. There is no willingness to acknowledge that the United States has entered the stage of strategic decline, even a likely internal collapse, and therefore the narrative prevailing among those elites will be  that the United States has valued the world regardless of the difficulties it is encountering at this stage.

Why not  face… I don’t think

The other question is why not face? The answer here is that both sides are well aware that confrontation  ultimately means the end of the globe in limited minutes!  The next war will not  be as long as it did in the two world  wars, not even in  regional wars.  It will be related to the duration of ballistic missiles reaching their targets and here we are talking about minutes, not hours! But what is the alternative to confrontation  and compromise?

The alternative is limited tensions in space and time determined by changing objective and regional  circumstances.  But this imposes careful cooperation to prevent slippage, which could lead to an all-out  confrontation that no one wants. On the other hand, multiplayer on the one hand and the absence of  any  force  capable of adjusting  the rhythm alone makes it very difficult. Hence we understand the role and value of the axis where each component has no ability to control whatever its own abilities. But the axis gives  added value to those capabilities and therefore the axis will be the rhythm officer and not the pole. Here the role of  regional gatherings or hubs is highlighted.  We are in a multi-axis world, not a multipolar world.

If we want to sum up the international landscape between the competing pivots, we see that the U.S. axis in    strategic decline may reach a collapse, but it does the work of its tactical  and show-off nature that does not  change anything in the  balance of power on the ground. On the other hand, the  other Axis of Russia and the Chinese with it the axis of resistance in the event of a strategic rise interspersed with acts of a tactical  and defensive character fortify the balances of power that created it. The anti-American axis does not believe  that a tactical confrontation is necessary at this stage because of the strategic decline of the U.S. axis.  The  time factor works in favour of the anti-dominance axis. Therefore, we do not rule out a very fragile stabilisation  phase of tensions between brief periods of calm. In our view, the balances of  power that change in favour of the anti-Western axis also include cultural and intellectual structures. It also includes political  systems where Western neoliberalism has reached an impasse and that all decisions taken by the ruling  elites in the United States and in the West in general  are an escape  from the structural internal  entitlements  facing all  states. Until a political and economic system takes into account the radical  transformations  that  have taken place in societies, especially economic and social gaps, the general  landscape will be the internal  tension in the western countries, which influence their foreign policies. These remarks apply to all  contentious files between the United  States and its competitors.

 On the Chinese issue, there appear to be two conflicting currents within the democratic party leadership.   On the  one hand, there is the  legacy of former President Barack Obama, who was the author of the theory of east-shifting to counter the rising threat posed by China. This trend to the East uses a political narrative  of  protecting human rights that are violated by the Chinese government. The U. S. needs a “moral” justification for interfering in China’s domestic affairs, whether in the Tibet, Hong Kong or Uighur Muslim stooum.   ut after the January 6 spectacle of the ruling elites dealing with angry crowds and the condemnation of these  demonstrations by elites, some leaders have come to demand that public freedoms be undermined, and it is difficult to put forward such rhetoric condemning freedoms in countries that want to submit to American  will.

The actual goal of U.S. policy is to undermine China’s competitiveness,  especially in the field of technology and artificial intelligence, by imposing sanctions on it (here new arguments will be sought for it!) And curbed  its military rise to prevent the expansion of its influence in East and South Asia. In the context of the conflict we mentioned between the group of interventionists and the “realists” the issue of dealing with  Chinese  t-communication companies, Huawei, which has been the target of sanctions in the Trump administration. If  the Biden administration wants to ease the conflict with China, it will settle the Huawei file at least  in its legal dimension. But is this in line with the interests of U.S. companies affected by Chinese competition that    have mostly supported Biden’s presidential bid? Here we see the extent of the contradiction within the  administration. This is where  Obama’s policy meets Trump’s policy f  confronting china’s rising  influence    and hitting the OneWay/One Belt project. But the capabilities of the United States, no matter how limited the governing  team may be, are too limited and cannot change the equations imposed by the transformations.

On the other hand, there is the BidenGroup, which has made confusing and suspicious deals with Chinese companies.  A large number of  Democratic party leaders are involved in suspicious deals with Chinese  government institutions such as former California State Attorney Barbara Boxer, who became the agent of a   Chinese state-owned eavesdropping  company, the current senator’s husband, Diane Feinstein, who has close ties to Chinese companies, or Representative Eric Swal of California, who is accused of having sexual  relations with a Chinese intelligence officer.  The president will be among the hammer of the Obama team,  which  wants to surround China, curb its rise, and the sanders of the special interests of the Biden family  and a number of senior Democratic officials in their dealings with China. The Republicans will undoubtedly raise the scandals championed by Hunter Biden, the president’s son, and James Biden, the president’s brother. They are the subject of investigations by the Federal Bureau of  Investigation (FBI), which refused to disclose  before the election, and William Barr, the outgoing Justice Secretary in the Trump administration, could have undermined Biden’s chances of winning the last election, reinforcing  the theory that the deep state of all its components wanted to get rid of Donald Trump and succeeded in disrupting  his mandate and success  in the  election.

One of Obama’s attempts to blockade China is the Trans Pacific Partnership/TPP,  which aimed to create a large  economic space similar to the European Common Market  before it became the European Union,    without China’s participation.  This project is similar to a European project that excludes Russia! Here is the grave  geopolitical error because it runs counter to the constant geography and changing history, how can an Asian  grouping be conceived without China and how can Russia be excluded from Europe? But Trump’s first  decision when he entered the White House was to destroy the Trans-Pacific Partnership project. In the fall  of 2020, China was able to conclude an economic agreement with Southeast Asian countries that effectively  eliminates  any  possibility of economic blockade of China.  The title of this new economic gathering is the Comprehensive Regional Economic Partnership Agreement (RCEP) signed on November 12,  2020 at a summit  of  regional  heads of  state such as China, Japan, South Korea, India and other ASEAN countries. 

China’s  most important economic influence…

The Rand Corporation, a Pentagon think  tank, considers  China’s economic influence more important than  U.S. influence in the Pacific and Asia. Asean countries also prioritise economic considerations and interests at the expense of security considerations. China’s economic influence weakens U.S. military influence, according to the RAND Corporation study, especially since countries in that region do not believe that U.S. military  influence is equivalent to China’s economic influence. There is also a conviction in those countries, according to the study, that the USA commitment to the region is questionable. Based on those considerations in the study, the Biden administration’s policy will be very complicated, especially since  the enthusiasm of the countries in the region to align  with them will be weak.

On the other hand, in recent days, the Trump administration has poisoned the atmosphere  between the United States and China by lifting all restrictions on Taiwan. It is clear that the move will anger China and strain relations with the new U.S. administration. The question is how the Biden administration can reinstate the restrictions lifted by the Trump administration, which means that there is no continuity in the outside  decision and weakens confidence in any U.S. pledge. The decisions of any administration become subject to veto by the administration that follows, and this is the result of  falling signs.  We therefore believe  that the Biden administration’s attempts will not go beyond the point of linking the conflict to conflicts of  interest  between the interveners and the realists, while  weighing  in favour of the interventionists  and the weakness of the realists because of the suspicions of corruption surrounding the president-elect and his family. 

 Some of the”positive” steps of the new administration will be to return  to the climate  agreement and the World  Health Organisation and to demand a return to the ballistic agreement. There is little cost here, but  a material for media propaganda to improve the image of the United States. Blinken’s remarks that he should”consult” with allies are a step toward restoring consideration to “diplomacy” that  his predecessor Mike Pompeo did not believe in. But what is the value of diplomacy if it is not  accompanied by  actions that take into account the interests of the various  parties?  The United States has not  yet acknowledged  this,  and it is continuing  its efforts to achieve its goals of domination and domination, but with far  fewer  possibilities.

الجزء الثاني: الملفّات الدولية

فما هي الملفات الخارجية التي ستشهد صراعاً بين مصالح المتدخلّين ومصالح القوى التي تريد التركيز على الملفّات الداخلية؟ ملامح السياسة الخارجية بدأت تتوضح بعد جلست الاستماع في مجلس الشيوخ لكلّ من بلينكن (وزارة الخارجية) وهاينز (مديرة الاستخبارات الوطنية DNI). الخلاصة الأساسية هي لا تغيير يُذكر في الجوهر عن سياسات أوباما وترامب الاّ في الأسلوب وطريقة التعاطي. سنعرض هنا بعض الملفّات وليست جميعها لضيق المساحة المتاحة.

فعلى الصعيد الدولي تأتي في المرتبة الأولى العلاقات مع كلّ من روسيا والصين. الإشارات الأولى التي صدرت عن عدد من رموز الفريق الانتقالي للرئيس المنتخب لا توحي بأيّ حلحلة مرتقبة في العلاقات مع روسيا. فلا ننسى أنّ معظم العاملين في الإدارة الجديدة كانوا في إدارة أوباما التي كانت معادية لروسيا. فالأزمة الأوكرانية فجّرتها إدارة أوباما ونائب الرئيس آنذاك، الرئيس المنتخب اليوم، والتي كانت له تدخّلات كبيرة في الشأن الأوكراني ناهيك عن شبهات الفساد التي رافقتها. من جهة أخرى لا ننسى أنّ مجمل الحزب الديمقراطي والدولة العميقة والإعلام الشركاتي المهيمن أمضى السنوات الأربع الماضية على شيطنة الرئيس ترامب واتهامه بالعمالة لروسيا. كما أنّ الأخيرة متهمة بالتدخل في انتخابات 2016 لصالح دونالد ترامب. وإذا أخذنا بعين الاعتبار بعض التصريحات لقيادات استخبارية داعمة لبايدن بأنّ الروس يكذبون لأنّ الكذب جزء أساسي من الحمض النووي الروسي نرى أنّ المناخ المرتقب داخل الإدارة الجديدة مناخ متشدّد تجاه روسيا. وما يعزّز ذلك التشاؤم هو أنّ المسؤولين المرتقبين في الإدارة الجديدة في الصف الثاني في الخارجية والدفاع والأمن القومي هم من المحافظين الجدد كفيكتوريا نيولند ومن المتدخّلين الليبراليين كـ كاثلين هيكس ووندي شرمان وجون فاينر كنائب مستشار الأمن القومي. وجميعهم لديهم ارتباطات وثيقة مع المجمع العسكري الأمني ومراكز الأبحاث ومن الجامعات الكبرى كما شرحناه في مقال سابق. وما لفت انتباه المراقبين أنه حتى الساعة لم يتمّ أيّ اتصال بين الإدارة الانتقالية والقيادة الروسية علماً أنّ هذا تقليد امتدّ طيلة العقود الماضية.

تراجع أميركي متعدّد الجوانب

لكن حقيقة الأمر هي أنّ القدرة التنافسية الأميركية تراجعت في السياسة والاقتصاد، وربما أهمّ من كلّ ذلك في الشأن العسكري كما شرحناه أيضاً في مقالات سابقة. فمواجهة روسيا تكون عبر إثارة ملف حقوق الانسان في روسيا وعبر نشر حزام صاروخي في الدول المجاورة وعبر إسقاط أنظمة مجاورة تتفاهم مع روسيا. بالمناسبة ورغم اتهام الحزب الديمقراطي الرئيس الأميركي دونالد ترامب بالعمالة لروسيا فإنّ الرئيس الأميركي هو الذي فرض أكثر العقوبات على روسيا والتي كان قد بدأها سلفه باراك أوباما. ونقطة الخلاف الرئيسية الاستراتيجية هي ملف الغاز الروسي ودوره في تزويده للاتحاد الأوروبي بينما الخلاف على أوكرانيا يأتي في سياق محاولات توسع الأطلسي في أوروبا الشرقية. قضية الأمن التي يتمّ التلويح بها هي للتغطية على الهدف الرئيسي. ليس هناك أيّ دليل بأنّ روسيا تسعى لزعزعة الأمن والاستقرار الأوروبي بل العكس تسعى إلى أفضل العلاقات والتعاون مع الاتحاد الأوروبي.

هذا ما فهمته ألمانيا لكنها رضخت للضغوط الأميركية كما صرّح وزير خارجية ألمانيا السابق فرانك والتر ستنماير في تبرير رضوخ حكومته للإملاءات الأميركية عندما قال بوضوح إنّ ألمانيا متضررة اقتصادياً من تلك العقوبات غير أنّ السياسة لها القوّامة على الاقتصاد. لكن خلال الأشهر الماضية استطاعت ألمانيا أن تحدّ من غطرسة الولايات المتحدة فيما يتعلّق بمصالحها الاقتصادية مع روسيا والصين. فقد وافقت ألمانيا على تمديد أنبوب الغار الروسي (“تور ستريم 2) في المنطقة الاقتصادية التابعة لها في بحر البلطيق (كلّ يوم يتمّ مدّ كيلومترا من الأنبوب). كذلك الأمر حصل مع الجمهورية التشيكية لتمديد الخط البرّي “يوغال” الذي هو امتداد لـ “نور ستريم 2) على الحدود السكسونية الألمانية التشيكية. هذا يعكس مدى التراجع الأميركي عند الحليف الأوروبي ويقطع الطريق على الضغوط التي يمكن أن تصدرها الإدارة الجديدة.

من جهة أخرى تمّ التوقيع في 30 كانون الأول 2020 بين الصين والاتحاد الأوروبي على اتفاق يفتح باب الاستثمارات المتبادلة وذلك رغم معارضة الولايات المتحدة ورغم الذرائع التقليدية حول حقوق الإنسان التي كانت تُرفع بوجه الصين لمنع أيّ تقارب معها. هذه إشارة أخرى أنّ أوروبا الغربية شعرت بالضعف الأميركي وبدأت تفكّر بأولوية مصالحها. ولم يكن الاتحاد الأوروبي ليقدم على تلك الخطوة لولا الموافقة لكلّ من ألمانيا وفرنسا.

من ضمن الملفّات العالقة بين الولايات المتحدة وروسيا ملف أوكرانيا وخاصة شرق أوكرانيا (الدومبسك) وضمّ شبه جزيرة القرم، وملف دول القوقاز في جورجيا وناغورنو كراباخ، وانتشار السلاح الأطلسي في دول البلطيق وبولندا. ومؤخراً حاولت الولايات المتحدة خلق القلاقل في بيلاروسيا إلاّ أنها فشلت في ذلك. فالتقارب الروسي البلاروسي يشتدّ ولا نستبعد انضمام بلاروسيا على الاتحاد الروسي ما يشكّل صفعة مدوية للإدارة الأميركية. وبلاروسيا اليوم موكّلة في مواجهة كلّ من بولندا ودول البلطيق نيابة عن روسيا. ويُضاف إليها ملف سورية والملفّ النووي مع إيران وطبعاً المعاهدات في الشأن الصواريخ الباليستية المتوسطة المدى. في سياق ملف المعاهدة التي خرجت عنها الولايات المتحدة في موضوع الصواريخ الباليستية لم تعد روسيا متمسّكة بها.

حالة الإنكار متحكّمة في عقل النخب الحاكمة

لا ندري ماذا يمكن أن تقدّم الولايات المتحدة في كلّ هذه الملفّات غير التراجع عن مواقفها التصعيدية الذي سيكرّس تراجع نفوذها. لكن ليس في المزاج الحالي في الإدارة الانتقالية جهوزية لأيّ بادرة لتقديم أيّ تنازل. وبما أنّ حالة الإنكار لذلك التراجع متحكّمة في عقل النخب الحاكمة في الإدارة المقبلة على قاعدة “الاستثنائية الأميركية” و”قدرها المتجلّي” وبغياب أيّ دليل نظري أو ملموس للإقرار بذلك التراجع، فما يمكن أن نتوقّعه هو استمرار النبرة العالية والمعادية في مخاطبة روسيا دون أن تترجم بمواجهة على الأرض. فنظام العقوبات على روسيا مستمرّ وهو بدأ في عهد أوباما ولا تستطيع الإدارة المقبلة رفعها دون مقابل ملموس لتسويقه في المشهد الداخلي. فليس هناك ابداع في التفكير في الجانب الأميركي والجانب الروسي لا يعتبر نفسه ملزما بتقديم تنازلات خاصة أن لا ثقة بتعهدّات الولايات المتحدة. لذلك نشهد تزايد عدم الاكتراث في الجانب الروسي لما يمكن أن يصدر عن إدارة بايدن طالما أنّ أفق المواجهة المفتوحة المسلّحة مسدود. فروسيا استطاعت التكيّف مع العقوبات بل حوّلتها إلى فرص اكتفاء ذاتي حرّرها من الابتزاز الأميركي. فالعقوبات نجحت فقط في زيادة عزلة الولايات المتحدة في العالم وخاصة عند حلفائها الأوروبيين. والنخب في روسيا ترى كما نرى نحن أنّ الإدارة الجديدة ستكون منصبّة على الملفّات الداخلية لخطورتها وتعقيداتها وبالتالي لا تعتبر أنّ باستطاعتها التفاعل الدائم في الملفّات الخارجية.

لكن هذا لا يعني أنّ التواصل مع روسيا خارج الاحتمالات. فإذا كانت الضرورة امّ الاختراعات فهي أيضاً أمّ التفاهمات. في هذا السياق أعلن الرئيس الروسي في رسالة للرئيس المنتخب أنه يأمل بعلاقات ودية على قاعدة الندّية والاحترام المتبادل، وهذه إشارة إلى أنّ العودة الى أسلوب التعالي لم يعد مقبولاً. من جهة أخرى كان ردّ وزير الخارجية المسمّى أنطوني بلينكن أنّ في ذروة التنافس النووي بين الولايات المتحدة والاتحاد السوفياتي وفي ظلّ الخطر النووي الوجودي المتمثّل بآلاف الصواريخ الباليستية النووية الموجهة ضدّ كلّ من البلدين كانت مجالات التعاون في العديد من الملفات الساخنة ممكنة. وبالتالي يمكن التطلّع إلى “فرص تعاون” لضبط إيقاع التوترات كي لا تؤدّي إلى مواجهات لن يخرج أحد سالماً منها. هل هذا يعني أنّ مناخ التسويات سيكون قائماً؟ ليس بالضرورة، فالحالة الأكثر واقعية هي أن لا تسويات كبرى ولا مواجهات كبرى وكلّ شيء ممكن تحت ذلك السقفين. في الخلاصة يمكن القول إنّ سقف “التفاهم” الممكن مع روسيا لا يتجاوز حدود ربط النزاع إلى ان تتبلور موازين قوّة جديدة وهذا لن يحصل في المدى المنظور أيّ في ولاية الإدارة الجديدة.

قد يسأل المرء لماذا لا تسوية؟ الإجابة البسيطة هي أنّ روسيا لا ترى أيّ مبرّر لتسوية الأمور مع طرف برهن دائماً أنه لا يحترم المعاهدات فما بال التسويات! كما يرى الروسي أنّ الأميركي في حالة ضعف بنيوي قد لا ينجو منها وبالتالي تقديم تنازلات لدولة مصيرها مجهول قد لا يكون مبرّرا. في المقابل، يرى الطرف الأميركي إذا كانت موازين القوّة ليست لصالحه في المرحلة الحالية فما عليه إلاّ أن يعدّلها لمصلحته وبالتالي لا داعي للتنازل عن أيّ شيء جوهري قد يشكّل متن التسوية. وتعتقد النخب الحاكمة في الولايات المتحدة أنّ قدرها هو أن تقود العالم وأن استثنائيتها ستمكّنها من ذلك. ليس هناك استعداد للإقرار بأنّ الولايات المتحدة دخلت مرحلة التراجع الاستراتيجي بل حتى الانهيار الداخلي المرجّح وبالتالي ستكون السردية السائدة عند تلك النخب بأنّ الولايات المتحدة قدر على العالم بغضّ النظر عن الصعوبات التي تلاقيها في المرحلة الحالية.

لماذا لا مواجهة…؟

والسؤال الآخر لماذا لا مواجهة؟ الإجابة هنا أنّ الطرفين يدركان جيّداً أنّ المواجهة تعني في آخر المطاف نهاية المعمورة في دقائق محدودة! لن تكون الحرب المقبلة ممتدّة على مدى سنوات كما حصل في الحربين العالميتين ولا حتى في الحروب الإقليمية. ستكون مرتبطة بمدة وصول الصواريخ الباليستية إلى أهدافها وهنا نتكلّم عن دقائق وليس ساعات! لكن ما هو البديل عن المواجهة وعن التسوية؟

البديل هو توتّرات محدودة في المكان والزمان تحدّده الظروف الموضوعية والإقليمية المتغيّرة. لكن هذا يفرض تعاوناً دقيقاً لمنع الانزلاق الذي قد يؤدّي إلى مواجهة شاملة لا يريدها أحد. في المقابل، تعدّد اللاعبين من جهة وعدم وجود أيّ قوّة قادرة بمفردها على ضبط الإيقاع تجعل ذلك الأمر في غاية الصعوبة. من هنا نفهم دور وقيمة المحور حيث كلّ مكوّن له لا قدرة على التحكّم مهما كانت قدراته الذاتية. لكن المحور يعطي قيمة مضافة لتلك القدرات وبالتالي المحور هو الذي سيكون ضابط الإيقاع وليس القطب. هنا يبرز دور التجمّعات أو المحاور الإقليمية. أصبحنا في عالم متعدّد المحاور وليس في عالم متعدد القطبية.

إذا أردنا تلخيص المشهد الدولي بين المحورية المتنافسين نرى أنّ المحور الأميركي في تراجع استراتيجي قد يصل إلى الأفول والانهيار ولكنه يقوم بأعمال طابعها هجومي تكتيكي واستعراضي لا يغيّر أيّ شيء في موازين القوّة على الأرض. في المقابل فإنّ المحور الآخر الروسي الصيني ومعه محور المقاومة في حال صعود استراتيجي تتخلله أعمال طابعها تكتيكي دفاعي تحصّن موازين القوّة التي أوجدتها. والمحور المقاوم للهيمنة الأميركية لا يعتقد أنّ مواجهة تكتيكية ضرورية في المرحلة الراهنة بسبب التراجع الاستراتيجي للمحور الأميركي. عامل الوقت يعمل لصالح المحور المقاوم للهيمنة. لذلك لا نستبعد مرحلة استقرار هشّ للغاية تسوده التوترات بين فترات وجيزة من الهدوء. في رأينا، موازين القوّة التي تتغيّر لصالح المحور المناهض للهيمنة الغربية تشمل أيضاً البنى الثقافية والفكرية. وتشمل أيضاً المنظومات السياسية حيث النيوليبرالية الغربية وصلت إلى طريق مسدود وأنّ كلّ القرارات التي تتخذها النخب الحاكمة في الولايات المتحدة وفي الغرب عموما هي هروب إلى الأمام من الاستحقاقات الداخلية البنيوية التي تواجه كلّ الدول. إلى أن يتبلور نظام سياسي اقتصادي يأخذ بعين الاعتبار التحوّلات الجذرية التي حصلت في المجتمعات وخاصة الفجوات الاقتصادية والاجتماعية فإنّ سمة المشهد العام سيكون التوتر الداخلي في دول الغرب العامل المؤثر على سياساتها الخارجية. هذه الملاحظات تنطبق على كافة الملفات الخلافية بين الولايات المتحدة ومنافسيها.

وفي ما يتعلّق بالملفّ الصيني فهناك تياران متصارعان على ما يبدو داخل قيادات الحزب الديمقراطي. فمن جهة، هناك إرث الرئيس السابق باراك أوباما الذي كان صاحب نظرية التحوّل إلى الشرق لمواجهة الخطر الصاعد الذي تمثّله الصين. وهذا التوجّه إلى الشرق يستعمل سردية سياسية هي حماية حقوق الانسان التي تنتهكها الحكومة الصينية. فالولايات المتحدة بحاجة إلى مبرّر “أخلاقي” للتدخل في الشأن الداخلي في الصين سواء في قضية التيبت أو هونغ كونغ أو المسلمين الأويغور! لكن بعد المشهد الذي قدّمته النخب الحاكمة في 6 كانون الثاني/ يناير في التعامل مع الجماهير الغاضبة وتنديد النخب بهذه المظاهرات وصلت عند بعض القيادات إلى المطالبة بتقويض الحرّيات العامة يصعب عندئذ طرح ذلك الخطاب المندّد للحرّيات في الدول التي تريد الخضوع للمشيئة الأميركية.

الهدف الفعلي لسياسة الولايات المتحدة هو تقويض القدرات التنافسية للصين خاصة في الميدان التكنولوجي والذكاء الاصطناعي وذلك عبر فرض العقوبات عليها (وهنا سيتمّ التفتيش عن حجج جديدة لذلك!) وكبح صعودها العسكري لمنع تمدّد نفوذها في شرق وجنوب آسيا. وفي سياق الصراع الذي ذكرناه بين جماعة المتدخلين وجماعة “الواقعيين” مسألة التعامل مع شركات التواصل الصينية كهواوي التي كانت هدفاً للعقوبات في إدارة ترامب. فإذا أرادت إدارة بايدن التخفيف من حدّة الصراع مع الصين فستقوم بتسوية لملف هواوي على الأقلّ في بعده القانوني. لكن هل هذا يستقيم مع مصالح الشركات الأميركية المتضرّرة من التنافس الصيني وهي التي دعمت إلى أقصى الحدود وصول بايدن إلى الرئاسة؟ هنا نرى مدى التناقض الموجود داخل الإدارة. هنا تلتقي سياسة أوباما مع سياسة ترامب في ضرورة مواجهة النفوذ الصيني الصاعد وضرب مشروع الطريق الواحد/ الحزام الواحد. لكن قدرات الولايات المتحدة مهما كان الفريق الحاكم محدودة للغاية ولا تستطيع تغيير المعادلات التي فرضتها التحوّلات.

ومن جهة أخرى هناك “جماعة بايدن” التي عقدت صفقات مثيرة للالتباس والشبهات مع شركات صينية. ويشاركه في ذلك عدد كبير من قيادات الحزب الديمقراطي في صفقات مشبوهة مع مؤسّسات صينية حكومية كالشيخة السابقة لولاية كاليفورنيا بربرا بوكسر التي أصبحت وكيلة شركة صينية حكومية مختصة بالتنصّت، أو زوج الشيخ الحالية دايان فاينشتين الذي له علاقات وثيقة مع الشركات الصينية، أو النائب أريك سوالوال من كاليفورنيا المتهم بعلاقات جنسية مع ضابطة من الاستخبارات الصينية! فالرئيس سيكون بين مطرقة فريق أوباما الذي يريد محاصرة الصين وكبح صعودها وسندان المصالح الخاصة العائدة لعائلة بايدن ولعدد من كبار المسؤولين في الحزب الديمقراطي في تعاملهم مع الصين. الحزب الجمهوري سيثير دون أيّ شكّ الفضائح التي بطلها هنتر بايدن نجل الرئيس وجيمس بايدن شقيق الرئيس. فهما موضوع تحقيقات يقوم بها المكتب الاتحادي للتحقيقات (أف بي أي) التي رفض الكشف عنها قبل الانتخابات وليم بار وزير العدل المستقيل في إدارة ترامب والتي كان بإمكانها تقويض فرص فوز بايدن في الانتخابات الأخيرة، ما يعزّز نظرية أنّ الدولة العميقة بكافة مكوّناتها أرادت التخلّص من دونالد ترامب وقد نجحت في تعطيل ولايته ونجاحه في الانتخابات.

من محاولات محاصرة الصين التي أطلقها أوباما مشروع الشراكة في المحيط الهادئ ((Trans Pacific Partnership/TPP التي كانت تهدف إلى إيجاد فضاء اقتصادي كبير شبيه بالسوق الأوروبية المشتركة قبل أن تصبح الاتحاد الأوروبي، وذلك دون مشاركة الصين. يتماثل هذا المشروع مع مشروع أوروبي يقصي روسيا! وهنا الخطأ الجيوسياسي الفادح لأنه يتنافى مع الجغرافيا الثابتة والتاريخ المتغيّر، فكيف يمكن تصوّر تجمع آسيوي دون الصين وكيف يمكن أقصاء روسيا من أوروبا؟ لكن أول قرارات ترامب عند دخوله البيت الأبيض كان وأد مشروع الشراكة في المحيط الهادئ. والصين استطاعت أن تعقد في خريف 2020 اتفاقاً اقتصادياً مع دول جنوب شرق آسيا يلغي فعلياً أيّ إمكانية محاصرة الصين اقتصادياً. عنوان هذا التجمّع الاقتصادي الجديد هو اتفاق الشراكة الاقتصادية الإقليمية الشاملة (RCEP) الذي وقّع في 12 تشرين الثاني/ نوفمبر 2020 في اجتماع قمة لرؤساء دول المنطقة كالصين واليابان وكوريا الجنوبية والهند وسائر دول جمعية دول الجنوب الشرقي الاسيوي (ASEAN).

نفوذ الصين الاقتصادي أهمّ…

وتعتبر مؤسسة راند كوربوريشن، وهي مؤسسة أبحاث تابعة للبنتاغون، أنّ نفوذ الصين الاقتصادي أهمّ من النفوذ الأميركي في منطقة المحيط الهادئ وآسيا. كما أنّ دول جمعية جنوب شرق آسيا تعطي الأولوية للاعتبارات والمصالح الاقتصادية على حساب الاعتبارات الأمنية. والنفوذ الاقتصادي الصيني يضعف النفوذ العسكري الأميركي وفقاً لدراسة مؤسسة راند خاصة أنّ دول تلك المنطقة لا تعتقد أنّ النفوذ العسكري الأميركي يوازي النفوذ الاقتصادي الصيني. وهناك أيضاً قناعة عند تلك الدول وفقاً للدراسة المذكورة أنّ التزام الولايات المتحدة تجاه المنطقة مشكوك بأمره. بناء على تلك الاعتبارات التي جاءت في الدراسة المذكورة ستكون سياسة إدارة بايدن معقّدة للغاية خاصة أنّ حماس دول المنطقة للاصطفاف معها سيكون ضعيفاً.

من جهة أخرى أقدمت إدارة ترامب في أيامها الأخيرة على تسميم الأجواء بين الولايات المتحدة والصين عبر رفع جميع القيود على تايوان. من الواضح أنّ ذلك الإجراء سيغضب الصين ويوتر العلاقات مع الإدارة الأميركية الجديدة. والسؤال كيف يمكن لإدارة بايدن إعادة القيود التي رفعتها إدارة ترامب ما يعني أنّ ليس هناك من استمرارية في القرار الخارجي فيضعف الثقة بأي تعهّد أميركي. فقرارات أيّ أدارة تصبح معرّضة للنقض من قبل إدارة تليها وهذا من إرهاصات السقوط. لذلك نعتقد أنّ محاولات إدارة بايدن لن تتجاوز مرحلة ربط النزاع لتضارب المصالح بين المتدخلّين والواقعيين مع ترجيح الكفّة لصالح المتدخلين وضعف الواقعيين بسبب شبهات الفساد التي تحيط بالرئيس المنتخب وعائلته.

بعض الخطوات “الإيجابية” للإدارة الجديدة ستكون في العودة إلى اتفاق المناخ ومنظمة الصحة العالمية والمطالبة بالعودة إلى الاتفاق الباليستي. لا كلفة هنا تذكر بل مادة للدعاية الإعلامية لتحسين صورة الولايات المتحدة. كما أنّ تصريحات بلينكن بضرورة “التشاور” مع الحلفاء خطوة نحو إعادة الاعتبار إلى “الدبلوماسية” التي لم يكن يؤمن بها سلفه مايك بومبيو. لكن ما قيمة الدبلوماسية إن لم ترفقها أفعال تأخذ بعين الاعتبار مصالح مختلف الفرقاء؟ لم تصل الولايات المتحدة حتى الساعة إلى الإقرار بذلك فهي مستمرّة في جهودها لتحقيق أهدافها في السيطرة والهيمنة لكن بإمكانيات أقلّ بكثير ما يؤهّلها بذلك.

HONG KONG – British and American media in China for as long as we scribblers remember have empowered Chinese saboteurs and secessionists just so as to annoy Beijing. Without fail, if there ever was some corrupt princeling (local Chongqing tyrant Bo Xilai), a fugitive from the tax law (mafioso Miles Guo), or just another crackpot religious charlatan (Falun Gong founder Li Hongzhi), you could draw your own square Tiananmen with a Tank-man on top there was going to be endless China-bashing.

None of those famous trouble-makers, however, is more idoneous and adaptable to the Western master narrative about the eternal battle between Good and Evil (God’s chosen people versus the godless Chinese) than “Joshua” Wong – the eternal Jewish instigator.

Forget for a moment about his Holiness the Dalai Lama, nude artist Ai Weiwei, blind lawyer Chen Guangcheng or activist Liu Xiaobo, and welcome China’s most powerful spiritual leader (second only to the Republic’s true leader and president, Xi Jinping, of course): the Hong Kong teenage-hero “Joshua” Wong Chi-fung.

Metaphysics of Western Foreign Interventionism

This Carry-on-England savior, named after the key character of Jewish persecution in King James’ translation of The Old Testament, who, according to The British Sunday Times, started his anti-China activism during Middle School at the age of thirteen, is not an ethnic Jew (which is a racist construct), but a Neocolonial Christian nationalist and Cantonese identitarian. He insists, perhaps honing the influence of his devout believer mother “Grace,”  that the Wong people – the people of Hong Kong – are systematically oppressed not by Ramses and the ancient Egyptians but by Xi Jinping and the 21st Century Hans. “Joshua” wants his special fellow students to rise up against China and to lead the Wongs out of Zhongguo and into God’s holy safe space – Birmingham in England.

Imagine the bombastic hurrah at our Foreign Correspondents Club in Hong Kong, the Jewish-run Western media complex, the Christian lobby and ultra-liberal Hollywood upon hearing that such an insanely unlikely Asiatic shepard exists. They had to make him the greatest Chinese philosopher that ever walked the planes since Saint Confucius and Catholic Bruce Lee (though the latter was not a Christian, he must have been, according to the Christian Post).

If this sounds like Hollywood claptrap and eerie dream fabric, that’s because “Joshua” was carefully staged that way:

“…the 18-year-old Wong doesn’t look like Hollywood’s idea of a charismatic rebel leader. But…” (Fortune Magazine).

…BUT he doesn’t have too, as an early opinion piece by Alex Lo in the South China Morning Post explains. It’s like trying to demonstrate that the 14th Dalai Lama is not a reincarnated Bodhisattva: We cannot prove a negative. We cannot possibly show that Joshua Wong is not a global leader – after Hollywood and Fortune magazine made him out to be one – ‘No 10’ in the world, to be precise, only four slots behind Taylor Swift, the #blessed and #flawless singer of ‘Call Me Maybe’.

And there it sailed, the propaganda ship of folly. But first, don’t get me wrong on this: It’s all gold for Chinese “Joshua.” Other Hong Kong teenagers worked and volunteered equally hard, but “Joshua” – back than he was just 16 – was perfect for the Western narrative and thus chosen by the globalist Anglo-Zionist media cartel to personify the ‘Umbrella Movement’ – yes, we are talking about as in: …for the Western history books. China bullies Christians in Hong Kong!

Virtuous Campaign for Wong Justice

To most China experts with a gun-boat mentality, the sheer audacity of Western planners to pitch Israeli spy “Joshua” against the Chinese civilization was genius. In Europe, questioning the global Jewish cause is instant career seppuku – worse than hell, the C-plague and Trump-voters combined. Countries smaller than China have been terminated because of it. How on earth could Beijing ever wiggle itself out of these horrible Western accusations of religious persecution of… well…”Joshua” himself?

Pro-Joshua Berlin immediately invited Mr. Wong over and had him address 80 million Germans via its tax-payer-funded 8.4-billion-euros state-TV. Pro-Joshua London offered social housing to half of China willing to relocate to Milton Keynes. Meanwhile, pro-Joshua Washington dispatched aircraft carriers, nuclear submarines and a 20th Century Fox Christian Bale blockbuster movie to Devil’s Peak.

Mr. Wong thus earned his first multi-million dollar campaign co-sponsored by pro-Joshua media ReutersAPdpaNew York TimesLA TimesCNNBBCGuardianSpiegelEconomist and hundreds more. The viral factor was absurd, comical even, because Hong Kong students themselves didn’t know at first they were marching for “Joshua.” Fortune magazine framed the protesters’ gullible street performances as backdrop to this rising star’s fame:

“His nonviolent protest message and energetic idealism galvanized crowds that, over months, numbered in the hundreds of thousands.”

How many “hundreds of thousands” – six hundred thousands maybe? (That’s the actual number given in the Old Testament.) All the media hyperbole made the young man with glasses and asymmetric face appear to be the spiritual leader of an oppressed Hong Kong people, but was he really? Well, he clearly wasn’t, says Alex Lo. “Joshua” was not elected but selected by the Western interest groups – as in: China must never be allowed to do politics on its own terms.

Most self-respected university students in Hong Kong who participated in the protests, if they believed in freedom and self-determination, would probably resent the idea of being put into (((the brackets))) of some superimposed, manufactured Western master narrative and personality cult. But that’s all irrelevant now, because the Western media wanted Joshua Wong to be the leader of that movement, and that is what it is.

Back in 2014, “Joshua” was barely among the 50 Greatest Leaders (Fortune). By 2017, he was personifying geopolitics: “Joshua vs Superpower” (Netflix). By early 2020, German Die Welt described Mr. Wong’s cursory vision is near transcendental: “Joshua: China is Threat to World Freedom.”

So here we were at movie plaza and watching that 20h Century Fox Christian Bale blockbuster ‘Exodus: Gods and Kings’. US director Ridley Scott and his writers decided to have the Lord speak through the body of “a Boy-angel” who orders Bale (Moses) to lead God’s favorite people out of Ancient Authoritarianism. Boy-angel, Israeli Joshua, God’s puppet whatever. The scriptural “Joshua,” which Wong Chi-fung goes by in Western media (they don’t care about his Chinese name, it is “Yellow”), has his own chapter in the Hebrew Bible – ‘The Book of Joshua’The titular hero leads the slaves into crossing the Jordan by dividing the South China sea, basically. Anyway, that was my reading of it. As the HK-British flagship media SCMP notes: “To make a film of the Israelites’ exodus from Egypt is brave.” Yeah.

“How Joshua Wong’s faith motivates his activism” celebrated ABC News. “The Christian Spirit flows through Hong Kong protests” mused The Liberty. “Hong Kong’s Religious Revolutionaries” blasted Foreign Policy. “Joshua Wong: We long to see Hong Kong free from tyranny,” hailed the Economist.

Sacred, religious narratives are problematic for social science. Nothing good comes of them. Except of course, if they help to debilitate and collapse your enemy. US and European diplomats in Beijing and Shanghai, their intelligence services and Foreign Correspondents Clubs in cahoots, love to explore all ways of delegitimizing China’s government, including accusations of religious persecution in Shanghai (Christians), Tibet (Buddhists) and Xinjiang (Muslims).

These Western conspiracies are nonsensical. China is a pluralistic, multilingual and multi-ethnic civilization that has all kinds of beliefs, including magicians, healers and pagans. It is more diverse than any other Western nation. There are over 52 thriving minorities. China has more foreign students, including Africans, than Europe and North America. It certainly has more Muslims than France, Germany, the UK and the USA combined. It has millions of Taoists and Confucianists, a multitude of Buddhist fractions and Orthodox and Protestants and Catholics and everything. It is a difficult task to keep the harmony between them – tian ren he hi: all under Heaven. The British Empire, which collapsed, and the US Empire, which is waning, would love to stir hatred, spread misinformation and fake news. China can respect that. But it will never let foreign powers divide it.

Your author recalls fondly our desperate liberal media’s attempt – such as the Wall Street JournalCNNAtlanticSouth China Morning PostIndependent and a thousand more -, between 2005 and 2019, to elevate a cult leader in Chengdu, a certain Pater Wang Yi, of the evangelist Church of Early Rain, to the status of a Sinitic super-saint. The man was conscripted by the US state department and rushed to the White House where he met then-president George W. Bush in 2006. Pater Wang was all over the global news, yet left no lasting impression on the general American public. Years later, in early 2020, Pater Wang was shipped to Vatican City in order to meet Pope Francis. However, those CIA expert idiots couldn’t tell the difference between the Holy Roman Catholic Church and hard-core Protestantism, so naturally it was a bit awkward for everyone. The Messenger of God Francis instead sent an archbishop to greet the Messenger of God Wang, and that was that. Just for your reference, the Early Rain cult – despite its millions of dollars worth of US media press coverage, at no point had more than 600 members. Worse, Western social media users, especially young people, could not identify with this Chengdu toad. Jehova-style proselytism is not cool. Cult leaders are not cool. The Pater Wang act collapsed.

That said, even the most militant Western press soldiers could not have anticipated that one day they would be able to play “the Jewish card” against Beijing and call its leadership antisemitic. And thus we have barely survived the Trump-era (roughly the reign of US president Trump from 2016 to 2021) of associating Han Chinese with neo-Nazis (the have a Nation, they have Sozialismus) – for prosecuting “Joshua” and the Hong Kong Wongs, the Uighur Tohtis and the Tibetan monks, and all religious people under Heaven.

Now the world was hooked of course. Holocaust in China everywhere! “Genocide” and “concentration camps” and “exodus” made the global China-headlines.

So there you have it. The news of the coming of a new leader, or Chinese Boy-angel, or God’s messenger – known to Christians as the ‘Holy Trinity’ – quickly consumed our Abrahamic sense of mission to subdue Asiatic people – only the 1.4 billion mainland evil ones, not the 8 million colonial good ones -, and trickled down to second and third tier media organizations and Youtube channels. No investigation, no fact-checking. Just mindless repetition: China is really really bad.

Mass Brainfuggery and Fremdbestimmung [foreign rule]

It is now six years of “Joshua arrested,” “Joshua on bail,” “Joshua protested,” “Joshua in court again.” He barely talks sensible. His parents checked his boxes for “dyslexic” – a middle-class exculpation for being partially illiterate. He is the ultimate message board – plane as a pan. There are more Western TV stations, microphones and cameras following him than actual people. Most of his appearances are clearly montages, edited for mass (social) media consumption. He also came to adapt the lifestyle of a true übermega-celebrity – alleged private jets, five star hotels, meeting pop singer Pakho Chau Pak-ho. His finances are taboo. He may be totally dependent on foreign services. He certainly is by far the greatest asset the CIA, MI6 and BND ever had.

Yes, there are back-up dissidents, just in case: One is the female Hong Kong activist, Agnes “the real Mulan” Chow (22). She is pretty and touted as the savior of oppressed Chinese women. Another is Nathan “the Law” Luo (27) – get it? his surname sounds like Law! The West primed him for future HK politics. But, really, both real Mulan and Mr. Law can’t hold a candle to holy “Joshua.”

This drama of re-enacting the ‘Exodus’ of our ideological enemies over and over again is, I claim, brought to near perfection in the West. We call it “creativity” [a divine inspiration] and often blame the Chinese for their lack of it. To be sure, this creativity is seen by our enemies as a demonic superpower; it makes the West unpredictable to foreign governments (are they really that sadistic?); yet the unpredictability obviously has a system: The messianic creed with its biblical superpowers creates world history. Let us briefly digress:

The power of world history often surprises even our own children. They looked at Leonardo Da Vinci’s alleged master painting ‘Mona Lisa’ and asked: “Is it good? Why him?”, or Vincent Van Gogh’s ‘Sunflowers’ and went: “Really? I could have painted that!” Remember reading about Christopher Columbus’s discovery of America? That America is real. However, it was only called this way decades later and Columbus didn’t discover it, but, you know, he existed tangibly and close enough in that area (the Bahamas) in 1492 and he was Christian and European. Bam! Ownership claimed. So that counts as world history.

From Jesus “I-am-the-king-of-Jews-and-son-of-God” Christ to modern saviors like Barack Obama, Steve Jobs or Greta Thunberg: It’s all irresponsible make-belief, designed to disrupt the lives of as many humans as possible. To our enemies, our creations can be terrifying. And so is “Joshua” to Beijing.

Hong Kong was nominated a new historic figure, superimposed by Western description. The real leaders in the city state look like insignificant cunts. China’s own [attempts to create] history looks like alternative history, unauthorized history, fake history. “Joshua” wasn’t elected but selected – and certainly not by his own people. He is shamelessly exploited by a Western biblical narrative and sense of mission to civilize China. And if China doesn’t comply, according to The Book of Exodus, the country will be exposed to the Wrath of God in form of the ten plagues: economic sanctions, political assassinations, secessionist movements, a new nationalist party, pseudo-religious fundamentalism, identity politics, diversity task forces, cancel culture, and probably #BLM (Black Lives Matter) mindless terror. Good times for Western satanists: The New York Times in autumn of 2020 suggested Beijing was accusing “Joshua” of worshiping the Devil. I’m not inventing this, here are the headlines: “Chinese Propaganda Video Warns of West’s ‘Devilish Claws’.

Siege to China’s Jerusalem

Titled our all-favorite anti-China propaganda press UK Guardian: “Joshua Wong, the Student who Risked the Wrath of Beijing” and, in the opening paragraph, this: “Cometh the hour, cometh the boy,” an idiom attributed to three prophets of your choice: Moses, Shakespeare or Winston Churchill. That’s the Guardian for you. It’s a mental institution.

I’m almost done with chronicling this prophetic lunacy and suspect where the West is going with it – regime change or worse. Regardless of what we are told in the liberal press, China must promote law and order and reason and science; still: the epic sway of Western interventionism terrifies me: “Joshua” is leading his fine people away from the former British hub for human trafficking and money laundry and into the promised land – America? Canada? Germany? The United Kingdom?” How to do it? Have you asked your own citizen? Of course not. Australia wants 100,000 HK refugees, it says. The rich ones. The UK Johnson regime doubled down on its pledge to welcome 3,000,000 or so “new English” to enter Albion and settle… I don’t know… in Brighton on the cliff by the sea?

“Joshua” is 22 now. Since he is dyslexic and has no job, he wants to become a democrat. A local Hong Kong district court sentenced him to a short-term prison sentence over sedition, which he, after consulting with Western Powers Inc., now eagerly anticipates. He was told his was world history in the making. And he better believe it.

China’s Reaction to a US Unannounced visit to Taiwan – PressTV Interview

China has reacted strongly to a senior US official’s unannounced visit to Taiwan, warning that it will take legitimate and necessary action according to circumstances.

The Chinese foreign ministry spokesman reiterated Beijing’s firm opposition to any official ties between Taiwan and the US. The reaction came after the media cited sources, including a Taiwanese official, as saying that US Navy’s Rear-Admiral Michael Studeman was on a trip to the self-ruled island. He’s the director of an agency which oversees intelligence at the US military’s Indo-Pacific Command. The administration of US President Donald Trump has recently ramped up support for Taiwan, including with the approval of new arms sales and high-level visits. Beijing has long warned against such moves. China considers Taiwan a breakaway province and maintains its sovereignty over the region under the One-China policy.

China has of course every right to protest against any visit and any US intervention in Taiwan, be it weapons sales, or provoking conflict over Taiwan self-declared “sovereignty” which it clearly has not, as it is but a breakaway part of Mainland China.

By and large this looks to me like one of Trump’s last Lame Duck movements to do whatever he can to ruin relations between the US and China.

In reality, it will have no impact of significance.
In fact, China’s approach to Taiwan over the past 70 years, has been one of non-aggression. With various attempts of rapprochement – which most of the times were actually disrupted by US interference – as Taiwan is used by the US, not because Washington has an interest in Taiwan’s “democracy’ – not at all – but Taiwan is a tool for Washington to seek destabilizing China – not dissimilar to what is going on in Hong Kong, or Xinjiang, the Uyghur Autonomous Region, or Tibet.

But China’s objectives are long-term and with patience – and not with force.

Just look at China’s recently signed Trade Agreement with 14 countries – the so-called Regional Comprehensive Economic Partnership. This agreement alone is the largest in significance and volume of its kind ever signed in recent history. It covers countries with some 2.2. billion people and controlling about one third of world GDP.

And the US is not part of it.
Worse, the US-dollar is not even a trading currency.
This must upset the US particularly – especially since the 2-year trade war Trump was waging against China resulted in absolutely zilch – nothing – for the US. To the contrary, it pushed China towards more independence and away from the US.

The same applied to Chinese partners, happy to have honest trading partners, not of the western, especially the Washington-type, that dish out sanctions when they please and when they don’t like sovereign countries’ behavior.

So – no worries for China, but geopolitically, of course, they must react to such acts against international rules of diplomacy.

What will change under President Biden?

Most likely nothing. To the contrary, Biden’s likely Secretary of Defense, Michèle Flournoy, played an important behind the scene role in the Obama Administration. She has not changed the aggressive position of Obama’s “pivot to Asia” which essentially consisted in surrounding China with weapons systems and in particular stationing about 60% of the US navy fleet in the South China Sea.

Though at this point, it looks like China is but the target of an off-scale aggression by President Trump, in reality, China is part of a long-term policy of the US, not only to contain China, but to dominate China.

As we see, though, to no avail.

Interestingly, China does not respond with counter-aggression, instead she moves steadily forward with new creations, towards an objective that does not seek domination, but a multi-polar, multi-connected world, via, for example, the Belt and Road Initiative (BRI) – not the type of globalization that especially the Biden camp – along with the corporatocracy behind the World Economic Forum (WEF) is seeking.

The US empire is on the decline and China, of course, is aware of it. Washington may be lashing around in its deteriorating times, to create as much damage as possible and to bring down as many nations as they can. Case in point is the constant aggression, sanctions and punishment against Iran and Venezuela – but here too, these two countries are moving gradually away from the west and into the peaceful orbit of China – pursuing after all a shared bright future for mankind.
