Israeli Human Rights Violations in Palestine (Weekly Update 13 – 18 July 2023)

Violation of right to life and bodily integrity

5 Palestinians, including a child, were wounded, while dozens of others suffocated and sustained bruises in Israeli Occupation Forces (IOF) attacks in the occupied Palestinian territory (oPt). Details are as follows:

On 14 July 2023, a child was wounded with a live bullet in the thigh after IOF opened fire during the suppression of Palestinians who were trying to prevent settlers from establishing a settlement outpost, southwest of Kobar village in Ramallah.

On 16 July 2023, 2 Palestinians were wounded with rubber bullets, and others suffocated during clashes with IOF in Bethlehem. Before their withdrawal, IOF arrested 3 Palestinians.

On the same day, a Palestinian was wounded with a live bullet in the shoulder after IOF opened fire during their incursion into Tal village in Nablus. Before their withdrawal, IOF arrested 2 Palestinians.

On 17 July 2023, a Palestinian was wounded with a live bullet that penetrated his back and abdomen, causing gastrointestinal perforation and his condition was deemed serious. IOF opened fire when he was in front of his house during IOF’s incursion into Al-Fawar camp, south of Hebron. Before their withdrawal, IOF arrested another Palestinian.

In the Gaza Strip, 3 IOF shootings were reported on agricultural lands in eastern Gaza Strip, while 7 shootings were reported on fishing boats off the western Gaza shores.

So far in 2023, IOF attacks have killed 194 Palestinians, including 96 civilians; amongst them 33 children, 6 women and a Palestinian with disability, and the rest were members of the Palestinian armed groups, including 6 children, 7 killed by settlers, and two died in Israeli prisons. Meanwhile, 985 Palestinians, including 147 children, 30 women and 16 journalists, were injured in the West Bank and Gaza Strip.

Land razing, demolitions, notices, and settlement

IOF displaced 50 Palestinians, including 23 children and 11 women, after demolishing 11 houses and razing agricultural lands in the West Bank, including East Jerusalem, while Israeli settlers established a settlement outpost in Ramallah.

On 14 July 2023, settlers set up a tent and placed a water tank in Al-Batin area, southwest of Kobar village in Ramallah, in an attempt to establish a new settlement outpost. As a result, Kobar villagers gathered and tried to confront the settlers by throwing stones at them, but IOF instantly intervened and suppressed the villagers, wounding a child.

On 16 July 2023, IOF demolished ten 70-sqm houses of bricks and tinplate in Al-Sawahra Al-Sharqiya village in East Jerusalem, rendering 45 Palestinians, including 20 children, homeless.

On the same day, IOF forced Ahmad Qareen to self-demolish his house in Silwan in East Jerusalem under the pretext of unlicensed construction, displacing him, his wife and three children.

On 17 July 2023, IOF leveled a 3-dunum plot of land and uprooted 100 olive and almond trees in the village of Husan, west of Bethlehem.  They arrested the son of the land’s owner after assaulting him and his mother.

IOF also stopped the expansion works on the main road leading to al-Rashaida village, east of Bethlehem, and seized a bulldozer after arresting its driver, under the pretext of not obtaining a license.

On 18 July 2023, IOF leveled an 8-dunum plot of land planted with 210 olive, almond and forest trees in the village of Bern, east of Hebron, under the pretext of being state lands.

Since the beginning of 2023, IOF have made 120 families homeless, a total of 721 persons, including 154 women and 329 children. This was the outcome of IOF demolition of 128 houses; 28 were forcibly self-demolished by their owners and 13 were demolished on grounds of collective punishment. IOF also demolished 91 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks and retaliatory acts

Israeli settlers carried out 13 attacks on Palestinians and their property, threw stones at them, cut trees, and set many vehicles ablaze in the West Bank, including occupied East Jerusalem. Details are as follows:

On 15 July 2023, Israeli settlers, from “Havat Maon’ settlement outpost, which is established on Palestinian lands confiscated from Hebron, attacked Palestinians shepherds while grazing their sheep in the lands near Kherbet Saroura and Kherbet al-Mofqara. Afterwards, IOF arrived in the area, arrested a volunteer working for the Israeli Information Center for Human Rights in the Occupied Territories “B’Tselem” and released him later.

On the same day, settlers pumped wastewater at agricultural lands in Nahalin village, west of Bethlehem. The agricultural lands have a water spring and are planted with different types of crops.

On the same day, Israeli settlers attacked a house in Sebastia village in Nablus. Afterwards, IOF intervened and arrested two Palestinians, including the owner of the attacked house. 

On 16 July 2023, settlers set 4 vehicles ablaze and wrote racist slogans in Abu Ghosh village in occupied East Jerusalem.

On the same day, Israeli settlers set agricultural lands planted with olive trees ablaze in Burin village in southern Nablus, burning many olive trees. They also prevented the fire truck from reaching the area and threw stones at Palestinians’ houses in the village. When the Palestinians tried to confront the settlers, IOF fired teargas canisters at them, causing many of them to suffocate. Additionally, Israeli settlers set up a tent in the outskirts of Burin village, amid fears that it would be in a prelude to establish another settlement outpost in the area. 

Israeli settlers gathered near the intersection of Jit village, east of Qalqilya, and held banners with racist slogans against the Palestinians, blocking traffic. 

Also, settlers attacked Palestinians’ vehicles at the western entrance to Beitin village, north of al-Bireh City, breaking the windows of some of them.

On 17 July 2023, settlers, under IOF’s protection, deployed along Huwara main street in Nablus and threw stones at Palestinian vehicles. Also, the settlers threw stones at a Palestinian house near Huwara military checkpoint, south of Nablus. The settlers deployed on the road connecting Qusra village with Jalud village in Nablus and indiscriminately opened fire in the area. 

On the same day, Israeli settlers cut about 250 grape vines and wrote the phrase “price tag” in Hebrew on stone chains in al-Bouira area, east of Hebron.

Since the beginning of the year, settlers have conducted at least 281 attacks against Palestinian civilians and their property. As a result, 7 Palestinians were killed, and dozens of others were injured; most of them due to being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

IOF incursions and arrests:

IOF carried out 166 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 89 Palestinians were arrested, including 2 women.

So far in 2023, IOF have conducted 5,362 incursions into the West Bank, including occupied East Jerusalem, during which 2,981 Palestinians were arrested, including 28 women and 326 children.  Also, IOF arrested 39 Palestinians from the Gaza Strip, including 17 fishermen, 20 infiltrators into Israel, and 3 travelers at Erez Crossing. IOF also conducted 19 incursions.

Israeli closure, restrictions on freedom of movement, and collective punishment:

Israeli occupation maintains its illegal and inhuman 16-year closure on the Gaza Strip. Details available in PCHR’s monthly-update at the Gaza crossings.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 105 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 2 Palestinians at those checkpoints.

On 16 July 2023, as part of IOF collective punishment measures following the shooting attack near Tekoa village that injured 3 settlers, IOF closed all Bethlehem’s entrances, the entrance to ‘Aqbet Hasnah leading to the western rural villages, the southern  entrance to Al-Khader village “al-Nashash” with a metal detector gate, the entrances to Beit Fajjar and Tekoa villages, al-Container military checkpoint, the western entrance to Beit Jala village, and the entrances to Tekoa village, southeast of Bethlehem.

So far in 2023, IOF have established 3,298 temporary military checkpoints and arrested 142 Palestinians at those checkpoints.

Israeli Human Rights Violations in Palestine (Weekly Update 22 June – 05 July 2023)

Violation of right to life and bodily integrity:

15 Palestinians, including 6 children, were killed, while 144 others, including 19 children, 3 women and a journalist, were wounded, while dozens of others suffocated and sustained bruises in Israeli Occupation Forces (IOF)’s attacks in the occupied Palestinian territory (oPt). Details are as follows:

On 04 July 2023, IOF withdrew from Jenin refugee camp after conducting a widescale military operation backed by more than one thousand soldiers, dozens of military vehicles, and warplanes of different types.  The operation, which lasted for 40 hours, killed 12 Palestinians, including 6 civilians, amongst them 5 children; 2 of them were members of the Palestinian armed groups, and wounded 120 others, including 14 children, at least 2 women and 20 in serious condition. In addition, 109 houses were partially destroyed and became uninhabitable, while the infrastructure was extensively destroyed, including levelling of streets, and outage of power, water and internet as well as disruption of communication services. Also, about 4000 Palestinians were forcibly displaced from their homes during the operation[1][2].PCHR’s staff continues to collect information and document IOF violations and crimes during the aggression on Jenin.

On 24 June 2023, Al-Arabi Specialized Arab Hospital announced the death of Tariq Mousa Idris (39), a member of the Palestinian armed groups from ‘Askar refugee camp in Nablus, after succumbing to wounds he sustained by several bullets fired by IOF in clashes that accompanied IOF’s incursion into the camp the day before.  In the same incursion, 5 Palestinians were arrested.

On the same day, Isaac Hamdi Al-‘Ajlouni (17), from Kafr ‘Aqab village in Jerusalem, was killed after IOF fired several bullets at him when he carried out a shooting attack at the Israeli soldiers stationed at Qalandia checkpoint, north of East Jerusalem.

Mohammad ‘Imad Abu Hassanein (21) was also killed by IOF fire during clashes at the northern entrance to Al-Bireh. (Details available in PCHR’s press release).

Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages, or suppression of peaceful protests organized by Palestinian civilians.

On 22 June 2023, an elderly woman sustained a superficial bullet wound in her shoulder after IOF opened fire to protect a group of settlers who raided and attacked ‘Urif village in Nablus.

On 23 June 2023, 4 Palestinians, including a child, were wounded with rubber-coated bullets during IOF’s suppression of Kafr Qaddum weekly peaceful protest in northern Qalqilya.

On the same day, Khaled Akram Malalha (5) was shot with a live bullet in his left eye that required its enucleation. The child was injured after IOF stationed at a temporary checkpoint at the entrance to Bazariya village in Nablus opened fire at a civilian vehicle he was travelling amid clashes that broke out in the area.

On 27 June 2023, 2 Palestinians were wounded by IOF fire during confrontations in Nablus. Before their withdrawal, IOF arrested 6 Palestinians, including journalist Mohammad Anwar Mona (44) from Zawata village.

On 30 June 2023, 7 Palestinians, including a child, were wounded with rubber-coated bullets during IOF’s suppression of Kafr Qaddum peaceful weekly in northern Qalqilya.

On 03 July 2023, 3 children were wounded with live bullets during clashes with IOF at the entrance to Beit Ummar in Hebron. Another Palestinian was also wounded with a live bullet in the foot during similar clashes near Beit Einoun intersection in Hebron.

In the Gaza Strip, on 04 July 2023, 4 Palestinians, including a child, were wounded with live bullets and teargas canisters directly fired by IOF during a demonstration in solidarity with Jenin, east of Gaza. Journalist Fadi Shana’a was wounded with a gas canister in his foot, and another fired eat his camera while covering a similar demonstration in eastern Khan Yunis.

Also, 5 IOF shootings were reported on agricultural lands in eastern Gaza Strip, while 2 shootings were reported on fishing boats off the western Gaza shores.

So far in 2023, IOF attacks have killed 189 Palestinians, including 95 civilians; amongst them 33 children, 6 women and a Palestinian with disability, and the rest were members of the Palestinian armed groups, including 6 children, 7 killed by settlers, and two died in Israeli prisons. Meanwhile, 962 Palestinians, including 146 children, 29 women and 16 journalists, were injured in the West Bank and Gaza Strip.

Land razing, demolitions, seizures and settlement

On 22 June 2023, settlers began to establish a settlement outpost on the lands of Derastia village, west of Salfit, opposite to the Emmanuel settlement. The settlers, protected by IOF, leveled the land, set up tents and pens for livestock and prevented Palestinians from reaching their lands.

On the same day, IOF demolished two under-construction houses in the northern Jordan Valley, east of Tubas, under the pretext of unlicensed construction in Area (C).

IOF also delivered a notice to the residents of Qarawet Bani Hassan village in Salfit, to evacuate Beer Abu ‘Ammar, which is an agricultural recreational area for the municipality, west of the village.

On 23 June 2023, IOF confiscated an excavator while working on a dirt road, east of Al-Dhahiriya village in Hebron.

On 26 June 2023, IOF handed 6 notices to vacate lands of more than 7 dunums, west of Beit Ula in Hebron, under the pretext of being state lands.

On 29 June 2023, settlers, protected by IOF, set up tents on the Palestinian lands in Umm Lakhous area in Masafer Yatta, south of Hebron, in order to establish a settlement outpost, as IOF arrested 4 Palestinians who tried to confront the settlers.

On 03 July 2023, IOF forced ‘AbdulKareem Abu Tair to self-demolish part of his house in Jabal Al-Mukaber in East Jerusalem upon an Israeli municipal decision under the pretext of unlicensed construction.

Since the beginning of 2023, IOF have made 105 families homeless, a total of 656 persons, including 139 women and 299 children. This was the outcome of IOF demolition of 113 houses; 27 were forcibly self-demolished by their owners and 13 were demolished on grounds of collective punishment. IOF also demolished 89 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Demolitions on grounds of collective punishment

On 22 June 2023, IOF destroyed the family house of detainee Kamal Hani Jouri in Nablus as part of IOF’s collective punishment policy against Palestinian families of those accused of carrying out attacks against IOF and/or settlers. PCHR’s fieldworker reported that the destroyed house was an apartment on the second floor of a 7-storey building. IOF forced the residents of the building and 10 other families in nearby houses to evacuate, implanted explosives on the second floor, and remotely detonated it. As a result, the 180-sqm apartment, which housed a family of 5, including a child, was destroyed. It is noteworthy that IOF arrested Kamal Jouri on 13 February 2023 after he was accused of participating in an attack that killed an Israeli soldier on 11 October 2022.

Since the beginning of the year, IOF have destroyed 13 houses on grounds of collective punishment.

Money and Property Confiscation on grounds of Collective Punishment

On 26 June 2023, IOF raided and searched 16 houses belonging to former detainees in the Israeli prisons in several neighborhoods and villages in occupied East Jerusalem and seized money, vehicles, belongings, and jewelry belonging to those detainees and their families. IOF also handed some of them seizure orders and imposed on them high fines under the pretext that they receive money from the Palestinian Authority (PA).

The Israeli police said in a statement that during their campaign, they seized 270,000 shekels, gold jewelry, 7 vehicles and a motorcycle, in addition to freezing 16 bank accounts.

Family members of the former detainees said to PCHR’s fieldworker that IOF seized their vehicles and gold jewelry, which are personal assets and have nothing to do with the PA. 

Settler-attacks and retaliatory acts

On 22 June 2023, Israeli settlers, under IOF’s protection, moved into ‘Urif village in Nablus, where they threw stones at Palestinians’ houses and ‘Obadat al-Rahman Mosque, breaking its windows and ripping and setting copies of the holy Quran ablaze. Also, they burned a classroom on the first floor of ‘Urif Secondary School for Boys.

On 24 June 2023, under IOF’s protection, at least 250 settlers, from “Ateret” settlement established on Ramallah’s lands, moved into Umm Safa village, northwest of Ramallah, and conducted widescale attacks. As a result, 3 residential houses, 3 cars and about 4 cypress trees were burned, and windows and doors of 5 other houses as well as windows of 5 vehicles were broken. Also, many persons suffocated after IOF fired teargas canisters to disperse the Palestinians who tried to confront the settlers. 

On 30 June 2023, Israeli settlers, protected by IOF, expelled Palestinians from their lands in Nuweitif area in Qarawat Bani Hassan village, west of Salfit, under the pretext that the area is classified as Area (C).

On the same day, Israeli settlers, from “Kiryat Arba” settlement, east of Hebron, threw stones at Palestinians’ houses near the settlement and when the residents tried to confront them, an Israeli settler opened fire from his pistol at Matariyia family members. Afterwards, large forces of Israeli soldiers arrived and arrested 4 Palestinians.

On 01 July 2023, Israeli settlers, under IOF’s protection, attacked Palestinian farmers in Kafr ad-Dik village, west of Salfit.  Also, IOF arrested a Palestinian and beat another.

On 02 July 2023, two Palestinians were injured after Israeli settlers threw stones at a Palestinian vehicle near the entrance to Yasuf village, east of Salfit.

On the same day, Israeli settlers uprooted 35 forest and citrus trees and damaged Palestinians’ property in Bir Abu ‘Ammar area in Qarawat Bani Hassan village, west of Salfit, noting that on 22 June 2023, IOF gave notice to evacuate the area.

Since the beginning of the year, settlers have conducted at least 260 attacks against Palestinian civilians and their property. As a result, 7 Palestinians were killed, and dozens of others were injured; most of them after being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

Violations of freedom of worship:

On 28 June 2023, Israeli police moved into the vicinity of Bab al-Rahma prayer hall before the start of Eid al-Adha prayer, closed its doors, attacked, and pushed tens of Palestinian worshipers, arrested 15 of them from al-Aqsa Mosque and at its gates. This happened after the Israeli police filed a request to the Israeli Magistrate Court in Jerusalem last Tuesday demanding the re-closure of Bab al-Rahma prayer hall under the pretext of being a strategic area for the Palestinian factions. 

On 01 July 2023, IOF closed some of al-Aqsa Mosque’s gates in occupied East Jerusalem in front of Palestinian worshipers for the second time in one week under the pretext of presence of few Palestinian worshipers and few Israeli police officers to guard the mosque, in an unprecedented step as part of the Israeli occupation’s policy to change the status quo of al-Aqsa Mosque and attempts to impose a temporal and spatial division. According to the Deputy Director General of the Islamic Endowments (Awqaf) Department in Jerusalem, Najeh Bakirat, on the second day of Eid al-Adha, 29 June 2023, the Israeli police intentionally closed Bab al-Asbat (Lions Gate), one of the most important gates in the northeastern side of al-Aqsa Mosque, under the pretext of the insufficient number of police officers to guard it as well as the few numbers of Palestinian worshipers entering through it. They also closed Bab al-Hadeed, Bab al-Qawanmah, and Bab al-Malik Faisal, and other gates of al-Aqsa Mosque, while Bab_Hutta, Bab al-Majles and Bab al-Selselah remained open. Bakirat added that on Saturday, the fourth day of Eid al-Adha, the Israeli police unjustifiably re-closed Bab al-Asbat.

On 02 July 2023, IOF handed Eng. Bassam ak-Hallaq, Director of al-Aqsa Mosque’s Reconstruction Committee of the Jordanian Ministry of Endowments and Islamic Affairs in Jerusalem, an order completely banning the employees of the Reconstruction Committee from working at the Al-Aqsa Mosque and threatening to arrest any employee who returns to work inside the mosque.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 293 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 196 Palestinians were arrested, including 8 children and a journalist. Jenin refugee camp has witnessed a mass arrest campaign targeting at least 120 Palestinians. In the Gaza Strip, IOF conducted 2 limited incursions into eastern Bureij refugee camp on 26 and 27 June 2023.

So far in 2023, IOF have conducted 5,096 incursions into the West Bank, including occupied East Jerusalem, during which 2,892 Palestinians were arrested, including 26 women and 326 children.  Also, IOF arrested 39 Palestinians from the Gaza Strip including 17 fishermen, 20 infiltrators into Israel, and 3 travelers at Erez Crossing. IOF also conducted 19 incursions.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 203 temporary checkpoints in the West Bank, including occupied East Jerusalem, and arrested 2 Palestinians at those checkpoints.

On 22 June 2023, IOF closed the metal detector gate established on the road connecting Nahalin village with Jab’a village in Bethlehem to vehicles’ movement. 

So far in 2023, IOF have established 3,065 temporary military checkpoints and arrested 135 Palestinians at those checkpoints.

PERMANENT APARTHEID IN PALESTINE: WHY ISRAEL WANTS TO REACTIVATE THE E1 PLAN

The Israeli government is at it again, actively discussing the construction of thousands of illegal settlement units as part of a massive settlement expansion scheme known as E1.

Though Israeli construction in the East Jerusalem area has supposedly been halted under international pressure, the Israeli government has found ways to keep the plan alive.

It did so through constant expansion of the various settlements in the name of ‘natural expansion’, confiscation of Palestinian land and the ruthless yet routine demolition of Palestinian homes.

But why does Washington, Israel’s main defender and benefactor, oppose, at least verbally, the construction in E1 while turning a blind eye to illegal construction throughout the West Bank?

The answer lies in the fact that E1 will further expand the Jerusalem municipal boundaries, minimize any Palestinian demographic presence in the city (from the current 42 percent to about 20 percent), and prejudice any political solution that includes East Jerusalem.

East Jerusalem is a Palestinian city occupied by Israel during the June 1967 war. It is recognized by the United Nations and international law as part of the Occupied Palestinian Territory. Israel should have neither legal rights nor jurisdiction there.

Washington, which rarely cares about the rights of Palestinians, is concerned that, without East Jerusalem as part of the political equation, any discussion of a ‘two-state solution’ will become forever obsolete.

In other words, the US is more worried about the political, not territorial, consequences of the Israeli decision. Indeed, the US’ entire political program in Palestine and Israel is situated within the two-state solution template. Without it, Washington’s role would cease to serve any purpose.

This is precisely why US Secretary of State Antony Blinken criticized Israeli settlements during his speech to the American Israel Public Affairs Committee (AIPAC) on June 5.

Though he covered the habitual US commitment to Israel’s security, describing it as “non-negotiable” and “ironclad,” he also warned against “any move toward annexation of the West Bank … disruption of the historic status quo at holy sites (and) the continuing demolitions of homes.”

These steps, and more, will “damage prospects for two states,” the cornerstone of US foreign policy in the Middle East.

Israel, on the other hand, is neither interested in a two-state, one-state or any ‘solution’ to its military occupation and apartheid in Palestine. Instead, Tel Aviv is working towards a specific end, a formula of permanent domination, one that would satisfy its quest for ‘security’, demographic superiority and ‘defensible’ borders.

It matters little that Israel’s vision for its own borderlines is largely inconsistent with international law. All that matters to the current, in fact, all Israeli governments are the ‘national interests’ of the country’s Jewish population, whose future has been linked to the crushing of political aspirations and civil rights of the country’s native Arab, Palestinian inhabitants.

Jerusalem’s particular significance stems from two factors: one, its historical, spiritual, economic and administrative centrality to all Palestinians and, two, the fact that it has been the Holy Grail of Israel’s settler colonialism in Palestine for the last 75 years.

A quick look at the map of Occupied East Jerusalem is enough to explain Israel’s ultimate motive in the Palestinian city: Maximum land with an absolute Jewish majority.

For this to take place, much work has to be done, namely ensuring the territorial continuity between the massive illegal Jewish settlement of Ma’ale Adumim and Jerusalem.

Israel’s motives are not secret. A long report by the Zionist Jerusalem Center for Public Affairs champions and illustrates Tel Aviv’s objectives in detail. The report warns against allowing “security and urban discontinuity between Jerusalem and Ma’ale Adumim, or the reversion of Jerusalem to a border-town status … that would preclude the city’s eastward development.”

The reference to ‘eastward development’ is particularly dangerous, as many illegal Jewish settlements have purposely been planted in various parts of the West Bank, all the way to the Jordan Valley, for the sole purpose of linking them all up, thus dividing the West Bank into two main regions, south and north.

Considering the current administration and ‘security’ divisions of the Occupied West Bank, a major territorial division will deny Palestinians any sense of physical continuity, let alone statehood. In other words, apartheid will become permanent and, from Israel’s perspective, also sustainable.

As for the westward expansion, connecting Ma’ale Adumim to the so-called “metropolitan Jerusalem” through construction in E1 will help Israel resolve a fundamental component of its expansionist strategy. According to the Zionist Jerusalem Center, such a merger will “incorporate both settlement and security as two vital, complementary components of Israel’s national interest.”

And, wherever there is Israeli construction in Occupied Palestine, there is always the destruction of Palestinian properties and confiscation of land.

According to the European Union Office in Palestine, in 2022, 28,208 illegal settlement units “were advanced” in East Jerusalem and the West Bank, compared to 22,030 in 2021. A higher number is expected in 2023.

As for Palestinian home demolition, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) paints a grim picture: in the first quarter of 2023 alone, 290 Palestinian structures in East Jerusalem and the West Bank were demolished or seized. This represents an increase of 46 percent compared to the same period of the previous year.

East Jerusalem has had a major share of this destruction, specifically 95 homes and other structures between January 1 and March 28, according to the World Council of Churches. The outcome has been the displacement of 149 Palestinians. Among them, 88 children have been rendered homeless.

The price of Israel’s major plans in East Jerusalem and the rest of the West Bank is not just humanitarian. It is essentially political, aimed at cutting off Palestinian communities from one another, isolating Jerusalem completely, and ensuring a Jewish demographic majority for generations to come.

Though Secretary Blinken tries to emphasize the danger of such actions to the two-state solution, the real danger lies in the fact that such measures threaten the very fabric of Palestinian society and the political future of the Palestinian people.

Israel’s quest to reactivate its E1 plan requires not just mere condemnation but tangible and decisive action, especially as Benjamin Netanyahu’s far-right government is more unhinged than ever before.

Violation of right to life and bodily integrity

2 Palestinians were killed, and 23 others, including 3 children, were wounded, while dozens of others suffocated and sustained bruises in Israeli Occupation Forces (IOF)’s attacks in the occupied Palestinian territory (oPt). Details are as follows:

On 26 May 2023, the Israeli authorities announced the killing of ‘Alaa Khalil Qaysiyah (25) from Hebron, allegedly after Qaysiyah attempted to carry out a stabbing attack inside the “Tineh Amorim” settlement established on the lands of Al-Dhahiriya village.

On 29 May 2023, Ashraf Al-Sheikh Ibrahim (37), an officer in the Palestinian Intelligence Service, was killed, and 5 others were wounded during armed clashes with IOF during the latter’s incursion into Jenin. During which, one of IOF’s military vehicles attacked and pushed an ambulance belonging to Al-Hayat Ambulance Center near Al-Razi Hospital in central Jenin, crashing into two other vehicles and inflicting damage to them. Before their withdrawal, IOF arrested 6 Palestinians.

Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages, or suppression of peaceful protests organized by Palestinian civilians.

On 25 May 2023, 14 Palestinians, including two children, were injured during clashes with IOF after the latter’s widescale incursion accompanied by 70 military vehicles and backed by Yamam Special Units, 6 bulldozers and a helicopter in ‘Aqabat Jaber refugee camp, south of Jericho. The incursion included the closure of all main and subsidiary streets with sand berms, and widescale raids of around 40 houses, after blowing up some of their doors and searching their contents. Before their withdrawal, IOF arrested 14 Palestinians.

On 26 May 2023, 2 Palestinians were shot with rubber bullets during IOF’s suppression of Kafr Qaddum weekly peaceful protest against settlements in northern Qalqilya.

On 28 May 2023, 2 Palestinians, including a child, were injured, and another was arrested, during clashes with IOF at the eastern entrance to Al-Mughayyir village, northeast of Ramallah, noting that the entrance was closed before with sand berms.

In the Gaza Strip, 3 IOF shootings were reported on agricultural lands in eastern Gaza Strip, while 2 shootings were reported on fishing boats off the Gaza western Gaza shores.

So far in 2023, IOF attacks killed 155 Palestinians, including 77 civilians; amongst them 24 children and 6 women, and the rest were members of the Palestinian armed groups, including 2 children, 7 killed by settlers, and two died in Israeli prisons. Meanwhile, 661 Palestinians, including 103 children, 25 women and 12 journalists, were injured in the West Bank and Gaza Strip.

Land razing, demolitions, notices and settlement

IOF demolished 4 houses, parts of another house, and 5 facilities in the West Bank, including East Jerusalem. Details are as follows:

On 26 May 2023, IOF gave demolition notices to 2 barracks used as livestock barns in Ithna village in Hebron, under the pretext of unlicensed construction in Area (C).

On 27 May 2023, IOF forced ‘AbdulHaleem Al-Shaloudi to demolish the roof of his 20-sqm kitchen in Silwarn, East Jerusalem, under the pretext of unlicensed construction.

On the same day, IOF forced Zaid Al-Salaymeh to demolish his 60-sqm under-construction apartment in Wadi Qaddum neighborhood in East Jerusalem, under the pretext of unlicensed construction.

On 29 May 2023, IOF demolished a 150-sqm livestock farm, west of Bethlehem, under the pretext of unlicensed construction.

On the same day, IOF dismantled a 20-sqm a commercial kiosk/stall in Al-Walaja village, under the pretext of unlicensed construction.

Also, IOF forced Isaac Al-Hroub to demolish a 70-sqm well and a 3-sqm bathroom of bricks on his land near the annexation wall, west of Deir Samet village in Hebron.

IOF demolished a 200-sqm under-construction house belonging to Ibrahim ‘Ayesh in Artas village, south of Bethlehem, under the pretext of unlicensed construction.

In addition, IOF demolished a 150-sqm house belonging to Nasser Nassar in the airport land, east of Jericho.

On 31 May 2023, IOF handed 18 cease-construction notices in northwestern Deir Ballut village, west of Salfit, including 12 notices to 13 houses, 5 to agricultural rooms, and one to a commercial facility, under the pretext of unlicensed construction in Area (C).

Since the beginning of 2023, IOF have made 88 families homeless, a total of 557 persons, including 112 women and 252 children. This was the outcome of IOF demolition of 95 houses; 22 were forcibly self-demolished by their owners and 10 were demolished on grounds of collective punishment. IOF also demolished 83 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks and retaliatory acts

Settlers carried out 7 attacks on Palestinians and their property in the West Bank, injuring 11 Palestinians, cutting trees, and burning crops. Details are as follows:

On 26 May 2023, settlers, protected by IOF, threw stones at 5 Palestinians, including a child, and injured them in Sidr area between Turmusaya and A-Mughayer villages in Ramallah. The attack also included burning agricultural crops, 5 civilian vehicles and smashing the windows of 3 vehicles.

On 27 May 2023, settlers, protected by IOF, wounded a Palestinian during their raid into Al-Qaboun and Ras Al-Teen squares, east of Al-Mughayer town in Ramallah. The settlers and IOF raided homes and assaulted citizens through obstructing and searching them.

On the same day, 5 Palestinians, including a man with his wife and daughter, were injured and bruised as settlers assaulted them during the latter’s attack on their land in Bidya, west of Salfit.

On 28 May 2023, settlers cut 18 trees in their attack on Palestinians’ lands in Al-Laban Al-Sharqiya village in Nablus.

On 29 May 2023, settlers brought caravans and heavy equipment, including excavators, bulldozers, and trucks. The settlers placed the caravans in “Homesh” settlement, which is established on the lands of Silat al-Harthiya village, south of Jenin, and Burqa village, north of Nablus. This came upon IOF’s recent decision to return to the settlement, and the settlers announced the establishment of a religious school in the settlement. It is noteworthy that Homesh settlement was evacuated in 2005 as part of IOF’s redeployment plan, during which the Gaza Strip settlements were also completely evacuated along with 4 settlements in Jenin. Recently, the Israeli government has decided to return the settlers to those settlements.

On the same day, settlers set fire to a plot of land planted with wheat and barley in Deir Dabwan village, east of Ramallah, burning 15 dunums.

On 30 May 2023, settlers from “Homesh” settlement, which is established on the village lands of Jenin and Nablus, in the northern West Bank, attacked a house with stones in the Burqa village, north of Nablus, and smashed the rear window of the house owner’s vehicle.

Since the beginning of the year, settlers have conducted at least 214 attacks against Palestinian civilians and their property. As a result, 7 Palestinians were killed, and dozens of others were injured; most of them due to being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

IOF incursions and arrests of Palestinian civilians

IOF carried out 157 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 81 Palestinians were arrested, including a child. In the Gaza Strip, IOF carried out two limited incursions into eastern Rafah on 29 May 2023, and eastern Khan Yunis on 31 May 2023.

So far in 2023, IOF have conducted 4,241 incursions into the West Bank, including occupied East Jerusalem, during which 2,446 Palestinians were arrested, including 25 women and 285 children.  Also, IOF arrested 34 Palestinians from the Gaza Strip including 12 fishermen and 19 infiltrators into Israel, and 3 travelers at Erez Crossing. IOF also conducted 12 incursions.

Israeli closure, restrictions on freedom of movement, and collective punishment:

Israeli occupation maintains its illegal and inhuman 16-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 97 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 2 Palestinians at those checkpoints.

So far in 2023, IOF have established 2,526 temporary military checkpoints and arrested 124 Palestinians at those checkpoints.

10 European Countries Urge Israel to Halt Demolition of Palestinian Homes

The statement called on “Israel, as the occupying power, to halt all confiscations and demolitions and to give unimpeded access to humanitarian organizations in the occupied West Bank including East Jerusalem.”

Ten European countries have urged Israel to halt its policy of home demolitions and confiscation of Palestinian properties in the occupied West Bank, Anadolu news Agency reported.

The call came in a joint statement issued on Friday by the consulates general of Belgium, France, Italy, Spain, Sweden, the UK, Denmark, Finland, Germany, Ireland and the Office of the European Union Representative to the West Bank and Gaza.

The statement called on “Israel, as the occupying power, to halt all confiscations and demolitions and to give unimpeded access to humanitarian organizations in the occupied West Bank including East Jerusalem.”

It also urged Tel Aviv to “return or compensate for all humanitarian items funded by the consortium of donors,” in reference to Israel’s demolition of buildings funded by the European Union since 2015 estimated at 1,291,000 euros ($1,385,300).

The 10 countries “strongly condemned the recent demolition of the donor-funded school in Jubbet Adh Dhib” and expressed “their grave concern about the threatened demolition of another 57 schools in the West Bank.”

Israel widely uses the pretext of a lack of construction permits to demolish Palestinian homes, especially in Area C, which is under the Israeli army’s control.

“NOT ON OUR DIME”: WHY DEMOCRATS ARE FINALLY CHALLENGING ISRAEL

Though the United States remains a strong supporter of Israel, there are some indications that the supposed ‘unbreakable bond’ with Tel Aviv is faltering, though more in language than in deeds.

Following the provocative ‘Flag March’ on May 18, which is carried out annually by Israeli Jewish extremists in the Occupied Palestinian city of East Jerusalem, the US joined other countries around the world in condemning the racism displayed at the event.

The language used by the US State Department was firm but also guarded. Spokesman Matthew Miller did not condemn the racist, provocative march – which involved leading Israeli officials – but the language used by the large crowds, most of whom are strong supporters of the far-right government of Prime Minister Benjamin Netanyahu.

“The United States unequivocally opposes racist language of any form,” Miller tweeted. “We condemn the hateful chants such as ‘Death to Arabs’ during today’s marches in Jerusalem.”

Carefully articulated not to appear as a condemnation of Israel itself, the US position is still more ‘balanced’ than previous positions, where Palestinians were often the ones associated with the US use of words such as “condemnation,” “incitement,” and the like.

On the other hand, during the Israeli bloody five-day war on Gaza, starting on May 9, Washington had resorted to the same old script, that of Israel having the ‘right to defend itself,’ thus entirely misrepresenting the events which led to the war in the first place.

This US position on Israel’s war on Gaza suggests that Netanyahu is the ‘defender’ of Israel against supposed Palestinian violence and ‘terrorism.’ But this purported champion of Israeli rights is yet to be invited to the White House five months after he returned to power at the helm of Israel’s most rightwing government in history.

Some want to believe that the decision by the Joe Biden administration to distance itself from Netanyahu was entirely altruistic. But that cannot be the case, as the US continues to back Israel militarily, financially, politically and in every other way.

The answer lies in Netanyahu’s major miscalculations of the past when he crossed a dangerous line by turning against the Democratic Party and allying his country entirely with Republicans. His tactics paid dividends during the term of Republican President Donald Trump but backfired when Trump left the White House.

Biden is unquestionably pro-Israel. Per his own repeated remarks, his support for Israel is not only political but ideological as well. “I am a Zionist. You don’t have to be a Jew to be a Zionist,” he has repeated, and proudly so, on several occasions.

But the US President is also anti-Netanyahu, a dislike that even preceded the Trump-Netanyahu love affair. It mostly dates back to Barack Obama’s two terms in office, when Biden was the vice president.

Netanyahu’s political shenanigans and relentless attacks on the Obama Administration at the time taught Biden that Netanyahu simply could not be trusted.

Yet, Biden, with historically low ratings among ordinary Americans, cannot possibly, on his own, challenge Netanyahu and Israel’s stronghold on Washington through its influential lobby.

Something else is at work, namely, the fact that the Democratic Party as a whole had shifted allegiances from Israel to Palestine.

This assertion would have been unthinkable in the past, but the change is real, confirmed time and again by credible polling companies. The latest was in March.

“After a decade in which Democrats have shown increasing affinity toward the Palestinians, their sympathies … now lie more with the Palestinians than the Israelis, 49% versus 38%,” the Gallup poll concluded.

The fact that such growing ‘affinity’ with Palestine has been taking place for at least a decade suggests that the position of the Democrats was a generational one, not an outcome of a single event.

Indeed, numerous organizations and countless individuals are working on a daily basis to create a link between ‘affinity’ and policy.

Buoyed by the growing sympathies for Palestine, a long-time advocate of Palestinians’ rights in the US Congress, Rep. Betty McCollum reintroduced, on May 5, the ‘Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act’.

Co-sponsored by 16 other members of Congress, the legislation demands that Israel must be prohibited from using “US taxpayer dollars in the Occupied West Bank for the military detention, abuse or ill-treatment of Palestinian children.”

Two years earlier, the Intercept had reported that McCollum and her supporters were pushing towards barring US aid to Israel from “subsidizing a wider array of Israeli occupation tactics.”

Alex Kane wrote this is “an indication of just how far the debate over the US aid to Israel has come in the past six years,” a reference to 2015 when McCollum introduced the first legislation on the matter.

Since then, things have moved forward at an even more accelerated speed. The effort to hold Israel accountable has now reached the New York state assembly.

On May 16, The New York Post reported that legislation was introduced by several Democratic lawmakers aimed at blocking registered US charities from funneling money to fund illegal Israeli Jewish settlements.

The legislation, “Not on Our Dime!: Ending New York Funding of Israeli Settler Violence Act,” dares to challenge Israel on multiple fronts: the traditional power of the pro-Israel lobby, questioning US funding of Israel and confronting the channeling of funds to illegal settlements in the name of charity work.

Several reasons compel us to believe that the shift in US policy on Palestine and Israel, though slow, nuanced and, at times, symbolic, will likely continue.

One is the fact that Israel is turning towards far-right nationalism, which is increasingly difficult to defend by US liberal government and media.

Two, the steadfastness of Palestinians and their ability to overcome mainstream media restrictions and censorship that had prevented them from having any fair representation.

And finally, the dedication of numerous civil society organizations and the widening network of support for Palestinians throughout the US, which allowed courageous lawmakers to push for substantive change in policy.

Time will tell what direction Washington will take in the future. But, considering the current evidence, support for Israel is dwindling at rates that are unprecedented

European Diplomats Visit Palestinian School at Risk of IsraelI Demolition

European diplomats visited a Palestinian school at risk of Israeli demolition in the occupied West Bank on Wednesday, The New Arab reported.

The British Consulate in Jerusalem said it had joined other missions at the Jubbet Al-Dhib school near Bethlehem, noting that the school is one of 58 in the West Bank and East Jerusalem that is threatened with demolition.

“We urge Israel to reverse the demolition order and protect the right to education for all,” the consulate tweeted.

The EU Delegation to the Palestinians said about 70 children in the first to fourth grades would be impacted and lose the chance to attend school if the demolition goes ahead.

“Such demolitions should not take place,” the mission said on Twitter.

“The EU remains concerned at the continued humanitarian suffering of such actions to Palestinians.”

The Irish mission in Ramallah tweeted that Israel “must safeguard access to children’s education” in the occupied Palestinian territory.

The Society of St. Yves Catholic rights group said it brought the diplomats up to speed on news concerning the school, with pupils urging them to save it from demolition, the official Palestinian news agency WAFA reported.

The rights group said “We need to do everything” to prevent the school’s demolition and “guarantee Palestinians’ right to education”.

It also urged greater advocacy and the release of statements urging a stop to school demolitions, calling for international presence at schools threatened with demolition.

The visit comes after the general secretaries of eight British and Irish trade unions last month “urged the Israeli government immediately to call a halt” to the demolition of the Jubbet Al-Dhib school and other planned West Bank school demolitions.

Violation of right to life and bodily integrity:

Two Palestinians were killed, and 23 others were injured, including 4 children, a woman and a paramedic, while dozens of others suffocated and sustained bruises in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem. In the Gaza Strip, several houses and facilities sustained material damage due to Israeli airstrikes. Details are as follows:

On 24 April 2023, Suliman ‘Ayish ‘Owaid (22) succumbed to his wounds only hours after being arrested.  ‘Owaid and 3 other Palestinians were wounded by an Israeli Special Force when the latter sneaked into ‘Aqabat Jaber refugee camp in Jericho. According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at around 03:14, an Israeli Special Force sneaked via a cargo truck and a Volkswagen Caravelle van into the camp and opened fire at a group of Palestinian young men present in front of a house, wounding 4 of them. The young men managed to evacuate two of those injured to Jericho Hospital, while the 2 others remained on the ground and the Special Force pulled them to an empty warehouse in the area, where they were stripped of their clothes, arrested, and taken away after 40 minutes. At approximately 20:30, IOF declared that death of one the wounded namely Suliman ‘Owaid and kept his body.

On the same day, Hatem As’ad Abu Najma (39), from Beit Safafa village in occupied East Jerusalem, was killed after being shot with several live bullets by an Israeli settler, claiming that he carried out a run-over attack at Agribous intersection adjacent to Machaneh Yehudah Market in central West Jerusalem

Meanwhile, those injured were victims of excessive use of force that accompanied IOF’s incursion into the Palestinian cities and villages, or IOF’s suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 14 April 2023, 3 Palestinians, including a child, were shot with rubber-coated bullets in their limbs during IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On 17 April 2023, a Palestinian was shot with a live bullet in his abdomen by IOF in Neve Ya’akov neighborhood in occupied East Jerusalem, under the pretext that he set an Israeli vehicle ablaze in the area, according to a statement by the Israeli police.

On 18 April 2023, a child was shot with a live bullet in his foot during clashes with IOF after the latter’s incursion into Beit Ummar village in Hebron. Before their withdrawal, IOF arrested 3 Palestinians, including a child.

On the same day, 8 Palestinians were injured by IOF fire during clashes that accompanied the latter’s incursion into Jenin refugee camp. Due to the IOF shooting, the main power transformer in the camp was damaged and led to a power outage. Also, the shooting hit the walls of an UNRWA Clinic in the camp causing damage to the building and an ambulance that tried to evacuate those injured.  Before their withdrawal, IOF arrested 3 Palestinians and confiscated a car belonging to one of the arrestees.

Moreover, a Palestinian woman was injured with 2 live bullets in her shoulder and leg after IOF opened fire at her claiming that she carried out a stabbing attack that injured an Israeli settler near Gush Etzion settlement intersection in southern Bethlehem. The wounded woman was taken to Shaare Zedek Medical Center in West Jerusalem for treatment while she is under arrest.

Also, a Palestinian sustained bruises after being severely beaten by IOF who stopped his vehicle at a checkpoint at the northern entrance to Jericho.

On 21 April 2023, 3 Palestinians were shot with live and rubber-coated bullets, and others suffocated during clashes with IOF after the latter’s incursion into Beita village, southeast of Nablus, on the first day of Eid al-Fitr.

On 24 April 2023, 3 Palestinians, including 2 children and a paramedic, were shot with rubber-coated bullets, and hit with a stun grenade during IOF’s suppression of Palestinians who tried to stop IOF’s confiscation of a vehicle in Qarawat Bani Hassan village, west of Salfit.

In the Gaza Strip, at least 11 IOF shootings were reported on agricultural lands in eastern Gaza Strip, and 9 shootings were reported on fishing boats off the Western Gaza shores.


So far in 2023, IOF attacks killed 99 Palestinians, including 51 civilians; 16 of them were children and 1 woman, and the rest were members of the Palestinian armed groups, including 2 children, 7 killed by settlers, and one died in Israeli prisons. Meanwhile, 456 Palestinians, including 60 children, 3 women and 11 journalists, were injured.

Land razing, demolitions, and notices

IOF demolished 6 shops, confiscated lands and vehicles, and handed dozens of cease-construction notices in the West Bank. Details are as follows:

On 16 April 2023, IOF confiscated a Tucson SUV near al-Jalama military checkpoint in northern Jenin.

On 18 April 2023, IOF demolished 6 closed shops with a JCB digger in the Old Market in Hebron’s Old City. It is worth noting that Israeli authorities had declared that area as a closed military zone in 2002, and forced the shops’ owners to close them completely, as there are about 30 shops in the market.

On 19 April 2023, IOF handed 3 cease-construction notices to 3 residential houses in Ni’lin village, west of Ramallah, under the pretext of unlicensed construction.

On the same day, IOF issued a military order to seize 53 dunums for military purposes in Sanniriya village in southern Qalqilya. Upon the order, the seizure will be in force until the end of 2027, and might be renewed similar to previous orders.

On 20 April 2023, the Israeli Civil Administration fixed an order to confiscate a dunum of land in order to expand a settlement road in Al-Khader village, southwest of Bethlehem.

On the same day, IOF confiscated a bobcat bulldozer while working in Kafr ad-Dik village, under the pretext of working in Area C.

Also, IOF confiscated a tractor in Deir Ballut village, west of Salfit, under the pretext of being in Area C.

On 24 April 2023, IOF prevented a Palestinian from levelling his land by a bulldozer to establish a parking lot near a road connecting Nabi Ilyas village with Jayyous village in eastern Qalqilya, under the pretext of working in Area C.

On 25 April 2023, IOF handed 23 cease-construction notices to inhabited houses, others under-construction and a mosque in Az-Zawiya village, west of Salfit.

Since the beginning of 2023, IOF made 64 families homeless, a total of 406 persons, including 81 women and 183 children. This was the outcome of IOF demolition of 67 houses; 16 were forcibly self-demolished by their owners and 6 were demolished on grounds of collective punishment. IOF also demolished 64 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks on Palestinian civilians and their properties:

Israeli settlers seized a house and assaulted Palestinians and their vehicles in 6 attacks in the West Bank. Details are as follows:

On 13 April 2023, Israeli settlers seized an agricultural house near an IOF camp, south of Al-Mazra’a al- Gharbiyia village, north of Ramallah. The settlers fixed an Israeli flag on the house, placed a tent in its yard, stayed inside it, and prevented its owners from entering it.

On 14 April 2023, Israeli settlers threw stones at Palestinian shepherds in pastoral land in eastern Yatta in Hebron and tried to beat them with sticks. IOF then arrived, detained the shepherds and ordered them to leave.

On 15 April 2023, Israeli settlers, who gathered near the eastern entrance to Jab’a village in Bethlehem, threw stones at Palestinians and their vehicles, breaking windows of a vehicle and wounding its driver with a stone in his head.

On 18 April 2023, Israeli settlers broke into agricultural lands in Al-Khader village in Bethlehem, assaulted a number of Palestinians and wounded one of them.

On 19 April 2023, Israeli settlers broke into Palestinian lands in Kisan village, east of Bethlehem, damaged its property and stole 3 sheep.

On 22 April 2023, Israeli settlers punctured tries of an agricultural tractor in Turmus Ayya village, east of Ramallah, after putting nails on the road used by the farmers and other Palestinians.

Since the beginning of the year, settlers have conducted at least 180 attacks against Palestinian civilians and their property. As a result, 7 Palestinians were killed, and dozens of others were injured; most of them after being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

Violations of freedom of worship

On 15 April 2023, IOF intensified their deployment around occupied East Jerusalem’s Old City and in its alleys, closing some of its gates with iron barriers, and turned it into a military barrack.  They hindered the access of thousands of Christian worshipers to the Church of the Holy Sepulcher in the Old City to participate in the celebrations of Holy Saturday, which precedes Easter.

Moreover, IOF suppressed hundreds of those participating in the celebrations, pushed them and beat them in several areas after they tried to cross the iron barriers established by the Israeli police on all occupied East Jerusalem’s roads. At around 13:00 with the start of the three Orthodox churches’ celebrations of the Holy Saturday at the Church of the Holy Sepulchre, thousands of Christians were prevented from passing through these barriers, causing a stampede, during which IOF assaulted some of the protesters, including foreign pilgrims, in the church outside yard.

On 24 April 2023, IOF banned raising Ish’a prayer call “adhan” at al-Aqsa Mosque and prevented the muezzin “an official who proclaims the call for prayer” from completing the call, under the pretext of settler celebrations in the Western Wall of al-Aqsa Mosque.

On 25 April 2023, IOF suppressed dozens of Palestinian worshipers present near Bab al-Rahma (Golden Gate) at al-Aqsa Mosque in occupied East Jerusalem, assaulted, pushed and beat them and forcibly dispersed them. They also arrested a Turkish tourist who was with the worshipers and violently assaulted her. It should be noted that since 22 April 2023, IOF have continued its attacks at Bab al-Rahma Mosque, which they raided several times while wearing shoes.  IOF prevented the prayer call at al-Rahma Mosque, damaged the electricity networks, loudspeakers and lightings, took its contents out, expelled the worshipers, and confiscated their IDs.

IOF incursions and arrests of Palestinian civilians:

 IOF carried out 294 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, at least 158 Palestinians were arrested, including 10 children and 2 women. In the Gaza Strip, on 16 April 2023, IOF arrested 4 fishermen and confiscated their fishing boat after intercepting it while sailing within 8 nautical miles off Rafah Shore. Three of the fishermen were released on the next day while the fourth was released a week later. Also, on 23 April 2023, IOF conducted a limited incursion into eastern Rafah.

So far in 2023, IOF conducted 3292 incursions into the West Bank, including occupied East Jerusalem, during which 2011 Palestinians were arrested, including 25 women and 242 children.  Also, IOF arrested 27 Palestinians from the Gaza Strip, including 10 fishermen and 14 infiltrators into Israel, and 3 travelers at Erez Crossing. IOF also conducted 10 incursions.

Israeli closure and restrictions on freedom of movement and collective punishment policy:

Israeli occupation maintains its illegal and inhuman 16-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

IOF declared a comprehensive closure on the West Bank and closed all crossings with the Gaza Strip from 24 to 25 April 2023, under the pretext of the “Independence Day” in Israel and the commemoration of the dead Israeli soldiers.

In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 155 temporary military checkpoints in the West Bank, including occupied East Jerusalem, where they arrested 14 Palestinians.

For the fifth week in a row, IOF continues to impose a closure on Huwara village, southeast of Nablus, after announcing it a “closed military zone” on 25 March 2023, and imposed a cordon on it. They also closed the internal streets with sand berms, established more military checkpoints and placed cement cubes on the village’s main street, as part of a collective punishment policy following the shooting attack that targeted IOF in the village.

This week, IOF closed the military checkpoints several times in occupied East Jerusalem and Bethlehem and blocked traffic.

So far in 2023, IOF established 1958 temporary military checkpoints and arrested 88 Palestinians at those checkpoints.

According to Israeli NGO Ir Amim, the project aims to undermine the prospect of Palestinian statehood

Israel has launched a new plan to expand construction in the Givat Hamatos settlement in occupied east Jerusalem’s Beit Safafa neighborhood, aimed at severing communication between the holy city and the occupied West Bank city of Bethlehem, Al-Quds newspaper reported on 20 April.

According to the Ir Amim organization – an Israeli NGO which works to make Jerusalem “a more equitable and sustainable city” for both Israelis and Palestinians – Israel seeks to expand building rights to increase the number of housing units in Givat Hamatos.

This will “permanently cut off Palestinian geographical contiguity between East Jerusalem and Bethlehem” and particularly, will “prevent the linking of Beit Safafa to any future Palestinian state,” Ir Amim said, representing Israel’s continuous obstruction of any prospect for a two-state solution.

“The … plan was approved a decade ago, and the settlement contains 2,610 housing units. Tenders for the construction of 1,200 of the aforementioned units were published three years ago, but today, extensive work is underway on the land in order to extend the infrastructure. This is … to prepare the ground for future Jewish construction in the neighborhood,” it added.

Israel has also been working on expanding the Givat Shaked settlement. Just yesterday, 700 new units for Givat Shaked were approved by the Israeli Jerusalem municipality.

The plan is a violation of international regulations regarding the illegal expansion of Israeli settlements and has also been criticized by Israel’s left-wing for “cutting off development options for Arab residents” in Beit Safafa.

“Givat Shaked will be located on the last remaining plot of land on which Beit Safafa could develop, given that the crowded Palestinian neighborhood is hemmed in on almost all sides,” The Times of Israel cited the Peace Now settlement watchdog as saying last year.

The Al-Quds newspaper report comes a day after it was reported that Israeli Finance Minister Bezalel Smotrich and Transportation Minister Miri Regev plan to allocate billions of shekels (over $1 billion) to settlement expansion in West Bank and Jerusalem.

This comes despite recent pledges made by Israel at a summit in Egypt’s Sharm al-Sheikh, where it vowed to “stop discussion of any new settlement [housing] units for 4 months and to stop authorization of any outposts for 6 months.”

Israeli Human Rights Violations Occupied Palestine (Weekly Update 30 March – 05 April 2023)

Violation of right to life and bodily integrity:

4 Palestinians, one of them from the Negev, were killed, and 16 others were wounded, including two children while dozens of others suffocated in the Israeli Occupation Forces (IOF) attacks in the occupied Palestinian territory (oPt), including East Jerusalem. Details are as follows:

On 01 April 2023, Mohammad Rateb Baradhiya (23) was killed after IOF opened fire at him and his vehicle that he was driving.  His vehicle crashed into an IOF military vehicle parked on the side of the Bypass Road (60) near the entrance to Beit Ummar in Hebron. IOF announced that they opened fire at a Palestinian, who carried out a run-over attack that injured two soldiers. IOF kept the body of Baradhiya and took it with them.

On 31 March 2023, Mohammad Khaled Al-‘Osaibi (26), a doctor from Houra village in Negev  in Israel, was killed with several live bullets fired by IOF from a distance of 1-meter, after altercations erupted between him and an Israeli police officer during interrogation at the Chain Gate leading to Al-Aqsa Mosque.  He was detained at the time IOF was trying to evacuate the area after Tarawih prayers. IOF claimed that Al-‘Osaibi snatched a weapon from a police officer and used it to open fire. As a result, the police officers fired several bullets at him and immediately killed him.  While IOF were evacuating the area, they assaulted shopkeepers and Palestinians by beating and pushing them and destroying the goods of some shops, and arrested a Palestinian in central Qattanin Market after severely beating him.

03 April 2023, Mohammad Naser Sa’eed (21) and Mohammad Mustafa ‘Ali Abu Baker (42), from Nablus, both members of the Palestinian armed groups, were killed by IOF’s fire during clashes after the latter’s incursion into Al-Makhfiyya neighborhood in Nablus and cordoning one of the houses. During the incursion, IOF broke into several apartments, interrogated their residents, and unleashed a detection dog at a university student, biting his left leg while interrogating his colleague. Before withdrawal, IOF arrested two Palestinians, claiming that they were “wanted”.

Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages or suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 30 March 2023, 2 Palestinians were injured during clashes with IOF after the latter’s incursion into Qabatiya in Jenin. Before withdrawal, IOF arrested Palestinians.

On the same day, dozens of players and spectators suffocated and fainted due to tear gas inhalation, after IOF heavily fired tear gas canisters at Faisal Al-Hussini Stadium in Al-Ram village in occupied East Jerusalem. The incident coincided with the presence of the Turkish Ambassador inside the stadium to watch the match along with Jibril Rajoub, President of the Palestinian Football Association (PFA).

On 31 March 2023, 3 Palestinians, including two children, were injured during IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On 02 April 2023, a Palestinian was injured with a rubber-coated metal bullet in the chest during clashes with IOF in the town of Beit Ummar in Hebron.

On 04 April 2023, 3 Palestinians were injured; one of them was seriously wounded after being shot with a live bullet in the abdomen, during clashes with IOF, after the latter’s raid on Dheisheh refugee camp in Bethlehem. Before withdrawing, IOF broke into dozens of residential homes and arrested 7 Palestinians, including a woman.

On the same day, an undercover Israeli force dressed like Palestinian civilians, opened fire at ‘Omar Ibrahim Abu Mayyalah (15), after claiming that he attempted to put a Molotov Cocktail inside a vehicle belonging to the settlement outpost guards, in conjunction with the clashes with IOF in Silwan, East Jerusalem. As a result, Abu Mayyalah was wounded with a live bullet, and while people tried to provide him first aid and take him to Al-Makassed Hospital in Al-Tur neighborhood via a private vehicle, IOF chased them, closed the streets, raided the Hospital, arrested the child, and referred him to Hadassah Al-Issawiya Hospital. Also, IOF arrested 6 Palestinians after chasing young men and boys and raiding several homes.

During this week, confrontations with IOF repeatedly broke out, where tear gas canisters were fired. As a result, dozens were suffocated during IOF’s raids of Hebron neighborhoods.

In the Gaza Strip, 5 Palestinians were injured with live bullets, and others suffocated, after IOF stationed along the security fence in eastern Gaza, opened fire at them and fired tear gas canisters at a youth gathering in Malka area, east of Al-Zaytoun neighborhood, to commemorate Earth Day on 30 March 2023. Also, 6 IOF shootings were reported on agricultural lands in eastern Gaza, and 8 shootings were reported on fishing boats off the Western Gaza shores. IOF carried out several airstrikes and artillery shelling targeting two sites of the Palestinian armed groups and border control points, east of the Gaza Strip at dawn on 05 April 2023, causing damage but no injuries.

So far in 2023, IOF attacks killed 93 Palestinians, including 47 civilians; 15 of them were children, a woman, and the rest were members of the Palestinian armed groups, including 2 children, 6 killed by settlers, and one died in Israeli prisons. Meanwhile, 414 Palestinians, including 56 children, 2 women and 10 journalists, were injured.

Al-Aqsa Mosque Raid

On the evening of 04 April 2023, IOF raided al-Aqsa Mosque and its praying halls, violently assaulted Palestinian worshipers inside the mosque and in its yards and fired stun grenades and rubber bullets at them until dawn of the following day. IOF also arrested and attacked more than 400 Palestinians, including 65 children, after cordoning off and storming al-Qibli Mosque, assaulting the worshipers and severely beating them with batons and helmets, sustaining dozens of them bruises and wounds. Afterwards, IOF released 397 detainees, on the condition of deportation from Al-Aqsa and the Old, after conducting field investigations, and kept the rest in detention. On 05 April 2023, IOF arrested journalist Wahbi Kamel Makiya (39), when he was trying to cover the raid of Al-Aqsa Mosque, and document IOF assaults on the worshipers while securing the settlers’ raids on the first day of Jewish Passover.

In the evening, IOF re-stormed Al-Aqsa Mosque, and assaulted worshipers with stun grenades, tear gas canisters and rubber bullets. Following Tarawih prayer, IOF surrounded Al-Qibli Mosque, attacked worshipers, forced them out of the prayer hall and did not allow them to perform Witr prayer which is usually performed after Tarawih. IOF then forced all those present at the Mosque’sl doors and violently beat them with sticks. Minutes later, the heavily-armed forces raided al-Qibli Mosque amid heavy firing of rubber-coated bullets, assaulted the worshipers inside while performing Witr prayer, severely beat them with sticks, and fired rubber bullets and stun grenades inside to force them to leave immediately. As soon as the worshipers left Al-Qibli Mosque, Israeli Special Forces chased them in the Mosque’s yards to force them out via Al-Aqsa gates. They also chased them outside the gates, beat them with sticks and pushed them especially at Al-Asbat gate (Lions Gate), Hitta Gate (Remission Gate) and Chain Gate.

It should be noted that IOF, since the beginning of Ramadan, prevent Palestinians from performing I’tikaaf prayers and staying in Al-Aqsa Mosque after performing Tarawih prayers.  They force them to leave and prevent them entry to the Mosque until the dawn prayer.

Land razing, demolitions, and notices

On 30 March 2023, IOF demolished a 170-sqm under-construction house and a 30-sqm barracks during the latter’s raid into Al-Nuwaimeh village in Jericho, under the pretext of unlicensed construction. It is noteworthy that the owner of the house has a wife and 7 children.

Since the beginning of 2023, IOF made 64 families homeless, a total of 406 persons, including 81 women and 183 children. This was the outcome of IOF demolition of 67 houses; 16 were forcibly self-demolished by their owners and 6 were demolished on grounds of collective punishment. IOF also demolished 58 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks and retaliatory acts

Settlers carried out 6 attacks against Palestinians and their property in the West Bank, including uprooting and burning trees and wounding a Palestinian woman after attacking her with stones. Details are as follows:

On 31 March 2023, settlers uprooted 400 olive and grape seedlings from the agricultural lands in Al-Khader village, southwest of Bethlehem. On 03 April 2023, settlers broke into the area again and uprooted 40 more olive trees and stole them.

On 01 April 2023, settlers uprooted branches of 20 olive trees in Khalayel Al-Luz village, south of Bethlehem.

On 02 April 2023, settlers, protected by IOF, attacked lands and homes of citizens in Sha’ab Al-Sir area in Hebron, burned 20 old olive trees, and attacked Palestinians’ homes with stones.  As a result, a woman was injured with a stone in her abdomen. When the villagers tried to confront them, IOF intervened and fired teargas canisters at them. Later, the settlers withdrew, but they returned in the next 2 days and attacked the Palestinians’ home.

Since the beginning of the year, settlers have conducted at least 168 attacks against Palestinian civilians and their property. As a result, 6 Palestinians were killed, and dozens of others were injured; most of them after being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 229 into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 547 Palestinians were arrested, including 69 children, 2 women and a journalist. Most of the arrests were in the city of Jerusalem, the largest was an arrest campaign that targeted hundreds of Palestinians after being assaulted inside Al-Qibli Mosque in al-Aqsa Mosque at dawn on 05 April 2023.

So far in 2023, IOF conducted 2806 incursions into the West Bank, including occupied East Jerusalem, during which 1790 Palestinians were arrested, including 23 women and 227 children.  Also, IOF arrested 23 Palestinians from the Gaza Strip; 6 were fishermen and 14 were trying to infiltrate into Israel, and 3 travelers at Erez Crossing. IOF also conducted 9 incursions.

Israeli closure, restrictions on freedom of movement and collective punishment

On 05 April 2023, in the evening, IOF imposed a comprehensive closure on the West Bank, and closed the crossings with the Gaza Strip to be later opened on 08 April 2023 under the pretext of the Jewish Passover holiday.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 124 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 7 Palestinians at those checkpoints.

For the second week in a row, IOF continue to impose a closure on Huwara village, southeast of Nablus, after announcing it a “closed military zone” on 25 March 2023, and imposed a cordon on it. They closed the internal streets with sand berms, established more checkpoints and placed cement cubes on the village’s main street, as part of the collective punishment policy following the shooting attack against IOF in the village. IOF’s restrictions extended to affect all Nablus, as they closed all military checkpoints leading to the village, rendering entry into the city almost impossible.

On 03 April 2023, IOF closed the entrance to Beita village adjacent to Huwara village, southeast of Nablus with berms, cement blocks and an electronic detector gate  and denied entry into the village.

So far in 2023, IOF established 1682 temporary military checkpoints and arrested 70 Palestinians at those checkpoints.

March 16, 2023

Violation of right to life and bodily integrity

Nine Palestinians were killed, including 3 civilians: 2 of them were children. One of the children succumbed to his previous injury, while a Palestinian was killed by an Israeli settler. Meanwhile, 10 Palestinians, including a child and a journalist, were injured, while dozens of others suffocated in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem. Also, 4 fishermen were injured in the Gaza Strip. Details are as follows:

On 09 March 2023, as part of their extrajudicial execution crimes, IOF killed 3 Palestinians after intercepting their vehicle and directly shooting and killing them in Jaba’ village in Jenin, north of the West Bank.( Details available at PCHR’s press release).

On 09 March 2023, medical sources at al-Maqassed Hospital announced the death of Waleed Sa’d Nassar (14) after he succumbed to a live bullet injury in his waist. IOF shot him when he was in front of his house during IOF’s incursion into Jenin on 07 March 2023.  He was then taken to al-Razi Hospital in the City, but due to his serious health condition, he was referred to al-Maqassed Hospital.

On 10 March 2023, ‘Abdul Karim Badee’ al-Shaikh (21), from Qalqilya, was shot dead by an Israeli settler near “Ma’ale Shomron” settlement in eastern Qalqilya. IOF announced that the settler claimed that al-Shaikh attempted to stab him with a knife, but there were no eyewitnesses to the incident.

On the same day, medical sources at Darwish Nazal Governmental Hospital in Qalqilya declared the death of Ameer Ma’moun ‘Odah (16) shortly after being shot with a live bullet in his chest by an Israeli sniper only few meters away from him. IOF claimed that ‘Odah tried to throw a Molotov Cocktail at IOF during clashes near a military checkpoint established at the northern entrance to Qalqilya. Also, another Palestinian was injured during the same clashes.

On 12 March 2023, IOF killed 3 members of Palestinian armed groups and arrested another one after they laid an ambush for them and clashed with them near the military checkpoint established between Jit and Sarra villages, west of Nablus. Those killed were identified as: Jehad Mohammed al-Shami (24), ‘Odai Rafeeq al-Shami (22) and Mohammed Raied al-Dabeek (18) and their bodies are so far under Israeli custody.

Meanwhile, those injured were victims of excessive use of force that accompanied IOF’s incursions into the Palestinian cities and villages, or IOF’s suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 09 March 2023, a Palestinian was shot with a rubber bullet in his foot during clashes that accompanied IOF’s incursion into Ni’lin village in Ramallah. Before their withdrawal, IOF arrested a Palestinian and his son.

On the same day, IOF opened fire at a vehicle in Kafr Qaddoum village in Qalqiliya, breaking the front and rear windows and causing damage to the front seat.  The shooting was unjustified and came only moments after the vehicle had stopped and the driver had left with his family to their house.

On 10 March 2023, 3 Palestinians were shot with rubber bullets during IOF’s suppression of  Kafr Qaddoum peaceful weekly protest in northern Qalqilya.

On 11 March 2023, IOF arrested a child after he sustained wounds and bruises in attacks carried out by IOF and settlers in Bab al-‘Amoud area in occupied East Jerusalem.

On the same day, a Palestinian was shot with a live bullet in his left foot during clashes with IOF at the entrance to Beit Ummar village in northern Hebron.

On 13 March 2023, journalist Mo’tasem Saqif al-Heit was hit with a stun grenade in his head after IOF targeted him while on duty covering the clashes that accompanied IOF’s incursion into Ni’lin village in western Ramallah.

On 15 March 2023, a Palestinian was injured with a live bullet in his thigh during clashes with IOF in Husan village, west of Bethlehem.

In the Gaza Strip, on 09 March 2023, four Palestinian fishermen were shot with rubber bullets after Israeli naval forces targeted their fishing boat off northwestern Beit Lahia Shore, northern Gaza Strip. (Details available in PCHR’s press release).  Also, 6 IOF shootings were reported on agricultural lands in eastern Gaza Strip, and 3 shootings were reported on fishing boats off the Western Gaza shores.

So far in 2023, IOF attacks killed 83 Palestinians, including 41 civilians; 14 of them were children and one woman, and the rest were members of the Palestinian armed groups, including 2 children, as well as 6 killed by settlers, and one died in Israeli prisons. Meanwhile, 349 Palestinians, including 47 children, 2 women and 9 journalists, were injured.

Land razing, demolitions, and notices

IOF displaced 12 Palestinians, including 7 children and 3 women, after demolishing a house comprised of 2 apartments. Also, IOF demolished a commercial facility in occupied East Jerusalem.

On 14 March 2023, IOF demolished a house comprised of two 165-sqm residential apartments in Umm Tuba village in occupied East Jerusalem, under the pretext of unlicensed construction. As a result, 12 persons, including 7 children and 3 women, were displaced.  During the demolition, IOF suppressed the house’s owners and press crews, forcing them to leave while IOF arrested the house owner’s brother after beating him.

On 13 March 2023, IOF demolished a commercial facility for construction materials that includes 3 rooms built of bricks, in Wadi Al-Joz neighborhood in occupied East Jerusalem, after confiscating the construction materials.

Since the beginning of 2023, IOF made 62 families homeless, a total of 395 persons, including 79 women and 178 children. This was the outcome of IOF demolition of 63 houses; 16 were forcibly self-demolished by their owners and 6 were demolished on grounds of collective punishment. IOF also demolished 56 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks and retaliatory acts:

Israeli settlers carried out 6 attacks in the West Bank, where 3 Palestinians were injured, many trees were damaged, and livestock were stolen. Details are as follows:

On 11 March 2023, a Palestinian sustained wounds after being thrown with stones during a settlers’ attack on Palestinians’ vehicles passing through Kherbet Bani Haris Intersection leading to Ramallah.

On the same day, Israeli settlers, from “Halamish” settlement established on Ramallah lands, threw stones at Palestinian vehicles passing by the area. Also, settlers from “Dolev” settlement, threw stones at Palestinian vehicle traveling on ‘Ein Ayoub area near Ras Karkar village, west of Ramallah. However, no injuries were reported in both incidents.

On 15 March 2023, Israeli settlers sneaked into “Kawkab al-Sabah” settlement between Deir Jarir and Taybeh villages, east of Ramallah, where they stole about 25 livestock and a donkey and threw stones at the villagers. When the latter tried to confront the settlers, IOF intervened to protect the settlers and secured their withdrawal. 

On the same day, Israeli settlers, from “Havat Maon” settlement outpost in eastern Yatta city, Hebron, cut 34 olive trees in eastern at-Tuwani village, which is 100 meters away from the outpost. When the villagers arrived at their lands, IOF’s patrols and police came and claimed that they will open an investigation into the incident, asking the the lands’ owners to file a complaint.

In the evening, two Palestinians sustained wounds and bruises after being assaulted by Israeli settlers while they were working in their agricultural lands in Qarawat Bani Hassan village, west of Salfit.

Since the beginning of the year, settlers have conducted at least 149 attacks against Palestinian civilians and their property. As a result, 5 Palestinians were killed, and dozens of others were injured; most of them after being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 198 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, at least 86 Palestinians were arrested, including 10 children and 2 women. Also, IOF confiscated many vehicles while crossing through checkpoints.

So far in 2023, IOF conducted 2,174 incursions into the West Bank, including occupied East Jerusalem, during which 1060 Palestinians were arrested, including 20 women and 140 children. Also, IOF conducted 9 incursions and arrested 15 Palestinians from the Gaza Strip: 6 were fishermen, 8 were trying to infiltrate into Israel, and a traveler at Erez Crossing.

Israeli closure and restrictions on freedom of movement:

Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 119 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 8 Palestinians at those checkpoints.

This week, IOF closed checkpoints in Jerusalem and Bethlehem several times and reopened them later.

So far in 2023, IOF established 1,326 temporary military checkpoints and arrested 60 Palestinians at those checkpoints.

Israeli Human Rights Violations in the Occupied Palestine (Weekly Update 02 – 08 March 2023)

Violation of right to life and bodily integrity:

7 Palestinians, including a child, were killed, and 32 were wounded, including 3 children and 3 others in serious condition, by Israeli Occupation Forces (IOF) fire while dozens of others suffocated in IOF attacks in the West Bank, including East Jerusalem. Details are as follows:

On 02 March 2023, Mohammad Nedal Saleem (15) was shot dead with a live bullet to the back while another child and a teenager were injured with live bullets fired by the Israeli Occupation Forces (IOF) in front of a school in western ‘Azzun village, east of Qalqilya. IOF claimed that they chased a group of young men who threw Molotov cocktails at Street 55 where the settlers’ vehicles pass.

On 07 March 2023, 6 Palestinians were killed, and 26 others, mostly civilians, were wounded, including 3 in serious condition, during a widescale brutal military operation conducted by IOF in Jenin refugee camp. (Details available at PCHR’s press release).

Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages and suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 03 March 2023, 2 Palestinians were injured during clashes with IOF after IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On the same day, IOF suppressed a peaceful assembly in Silwan in East Jerusalem, where dozens of activists and residents of Silwan protested against IOF’s policy of demolishing, evacuating the homes, and displacing their residents.  IOF fired stun grenades, tear gas canisters and rubber-coated bullets at the protestors and dispersed them by force; as a result, clashes broke out for several hours during which IOF arrested 5 Palestinians, including 3 children.

IOF also suppressed the weekly protest against the occupation and settlement activity in Sheikh Jarrah neighborhood in occupied East Jerusalem, assaulted the protesters by pushing and beating them and spraying skunk water.  IOF also arrested 8 International solidarity activists and a Palestinian activist.

On 04 March 2023, IOF arrested a child after wounding him with a live bullet in the foot, during IOF’s raid on agricultural lands near the entrance to Al-Fawwar refugee camp in Hebron, under the pretext of pursuing stone-throwers. IOF also arrested a child after he was shot with a live bullet in the right foot at the entrance to Al-‘Aroub refugee camp in Hebron.

In the Gaza Strip, a Palestinian sustained a mild injury due to the Israeli artillery shelling in eastern Khan Yunis on 08 March 2023. Moreover, 11 IOF shootings were reported on agricultural lands in eastern Gaza Strip, and 4 shootings were reported on fishing boats off the western Gaza shores.

So far in 2023, IOF attacks killed 73 Palestinians, including 36 civilians; 12 of them were children and a woman, and the rest were members of the Palestinian armed groups, including 2 children, as well as 5 killed by settlers, and one died in Israeli prisons. Meanwhile, 335 Palestinians, including 45 children, 2 women and 8 journalists, were injured.

Land razing, demolitions, confiscation, and settlement activity

IOF displaced 8 families of 68, including 12 women and 29 children, after demolishing 8 houses, a praying hall, a commercial facility, and agricultural rooms, as well as confiscating a bulldozer in the West Bank, including East Jerusalem. Details are as follows:

On 02 March 2023, IOF demolished a 120-sqm house in Ethna village in Hebron, displacing a family of 9, including 6 children, under the pretext of unlicensed construction in Area (C).

On 05 March 2023, IOF confiscated a bulldozer, and arrested its driver in the village of Jalboun, east of Jenin, under the pretext of working in Area (C). During the operation, IOF fired tear gas canisters at the citizens amidst clashes that caused suffocations.

On 06 March 2023, IOF demolished 4 tin-plated dwellings, east of Yatta in Hebron, under the pretext of unlicensed construction in Area (C), rending 4 families of 36, including 13 children and 4 women, homeless.

On the same day, IOF demolished three 280-sqm houses belonging to Totah family in Wadi Al-Joz neighbourhood in East Jerusalem, under the pretext of unlicensed construction, displacing 3 families of 23, including 7 women and 10 children.

On the same day as well, IOF demolished an under-construction praying hall and a tin=-plated commercial facility of tin in Bethlehem, under the pretext of unlicensed construction.

In addition, IOF demolished 3 agricultural rooms built of tin plates and uprooted dozens of trees while razing agricultural lands in al-‘Issawiya village in East Jerusalem, under the pretext of unlicensed construction. IOF also delivered 14 notices to cease construction works in 3 inhabited houses, 2 barrack and 9 agricultural rooms in Al-Zawiya village, west of Salfit, under the pretext of unlicensed construction in Area (C).

Since the beginning of 2023, IOF made 60 families homeless, a total of 383 persons, including 76 women and 171 children. This was the outcome of IOF demolition of 62 houses; 16 were forcibly self-demolished by their owners and 6 were demolished on grounds of collective punishment. IOF also demolished 55 other civilian objects, razed other property, and delivered dozens of notices of demolition and cease-construction in the West Bank, including East Jerusalem.

Settler-attacks and retaliatory measures

Settlers carried out 4 attacks in the West Bank, where they uprooted olive trees and attacked Palestinians in the West Bank. Details are as follows:

On 06 March 2023, settlers uprooted about 80 olive trees in Yasuf village, east of Salfit.

On the same day, settlers, from “Yitzhar” settlement, which is established on Palestinian lands in Nablus, attacked and threw stones at the western outskirts of Huwara village, and assaulted a family inside their vehicle, breaking the windows and wounding the elderly driver. The settlement’s guard opened fire at the vehicle and sprayed pepper gas at the passengers.

On 08 March 2023, settlers, from “Otniel” settlement, which is established on the Palestinian lands confiscated from Hebron, raided an archeological hill in the village of Raboud, near the settlement, under the protection of IOF, and performed their rituals on the hill, denying the villagers’ access to their lands.

Since the beginning of the year, settlers have conducted at least 143 attacks against Palestinian civilians and their property. As a result, 5 Palestinians were killed and dozens of others were injured; most of them after being beaten and thrown with stones. Also, dozens of houses, vehicles and civilian facilities were set ablaze.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 211 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 83 Palestinians were arrested, including 11 children and 2 women.

In the Gaza Strip, IOF arrested 3 Palestinians; 2 of them, including a child, tried to infiltrate in eastern Rafah and eastern Beit Hanoun on 02 March 2023, while the third was arrested at Beit Hanoun “Erez” crossing, while accompanying his sick daughter-in-law in her travel for treatment. (Details available in PCHR’s press release).  Also, IOF carried out limited incursions into eastern Juhr al-Dik, south of Gaza, and into eastern Khan Yunis on 02, 07 and 08 March 2023.

So far in 2023, IOF conducted 1,976 incursions into the West Bank, including occupied East Jerusalem, during which 974 Palestinians were arrested, including 18 women and 130 children. Also, IOF conducted 8 incursions and arrested 15 Palestinians from the Gaza Strip: 6 were fishermen, 8 were trying to infiltrate into Israel, and a traveler at Erez Crossing,.

Israeli closure and restrictions on freedom of movement:

Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

The Israeli authorities announced the closure of the crossings with the Gaza Strip and the West Bank from the evening of 06 March 2023 until the evening of 08 March 2023 on the occasion of so-called “Purim” Jewish holiday.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 133 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 2 Palestinians at those checkpoints.

During this week, IOF closed checkpoints in Jerusalem and Bethlehem several times and reopened them later.

So far in 2023, IOF established 1,207 temporary military checkpoints and arrested 52 Palestinians at those checkpoints.

Violation of right to life and bodily integrity

Five Palestinians were killed, including 4 civilians; one of them was a child, and another civilian succumbed to his previous injury. Meanwhile, 21 Palestinians, including a woman, 2 children and a journalist, were injured, while dozens of others suffocated in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem. Details are as follows:

On 12 January 2023, IOF killed Sameer ‘Awni Aslan (41) and arrested 14 Palestinians, including his child, during IOF’s incursion into Qalandia refugee camp in East Jerusalem. (Details available at PCHR’s press release).

On the same day, IOF killed 2 Palestinians, including a civilian, wounded 3 others, including a child, and arrested another during IOF’s incursion into Qabatiya village in Jenin. ( Details available at PCHR’s press release).

On 14 January 2023, Yazan Samer al-Ja’bari (19) succumbed to a live bullet injury in the abdomen after IOF opened fire at him during their incursion into Kafr Dan village in Jenin on 02 January 2023. During their incursion, IOF killed 2 Palestinians and demolished two houses as part of their collective punishment policy. ( Details available at PCHR’s press release).

On 15 January 2023, IOF killed in cold blood Ahmed Hasan Kahleh (45) after directly open fire at him in an operation that amounts to an extrajudicial execution near Silwad village, east of Ramallah in the West Bank. IOF also arrested his son and released him later. ( Details available at PCHR’s press release).

On 16 January 2023, ‘Amr Khaked Khmour (14) was killed after being wounded with a live bullet in his head by IOF during clashes that accompanied IOF’s incursion into Dheisheh refugee camp in Bethlehem. Before withdrawing, IOF arrested a Palestinian and a female Italian solidarity activist, who was later deported to her country.

Meanwhile, those injured were victims of IOF’s shooting and excessive use of force during IOF’s incursions into the Palestinian cities and villages, or suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 12 January 2023, 5 Palestinians, including a journalist, were injured with live bullets, their shrapnel and rubber-coated bullets during IOF’s incursion into Nablus’s Old City. Before withdrawing, IOF arrested 5 Palestinians.

On 13 January 2023, 3 Palestinians were injured with rubber-coated bullets during IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On the same day, a Palestinian was shot with a live bullet in his chest in clashes with IOF during their incursion into Jalazone refugee camp in northern Ramallah. Before withdrawing, IOF arrested a Palestinian. Meanwhile, a Palestinian was injured with a live bullet in his foot during clashes with IOF in Beit Ummar village, north of Hebron. Also, a Palestinian sustained a rubber-coated bullet injury during clashes with IOF in al- Tur village in East Jerusalem.

On 14 January 2023, 3 Palestinians, including a child, were shot with rubber-coated bullets during IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.

On the same day, IOF fired live bullets at two Palestinians, wounding them in their feet when they approached the annexation wall in Hableh village in Qalqilya.

On 17 January 2023, a Palestinian and his sister were injured by IOF’s indiscriminate gunfire after the latter killed a Palestinian claiming that he opened fire at them at a checkpoint on al-Nabi Younis Road in northern Hebron.

In the Gaza Strip, 5 IOF shootings were reported on agricultural lands in eastern and northern Gaza Strip, and 3 shootings were reported on fishing boats off the Western Gaza shores.

So far in 2023, IOF attacks killed 15 Palestinians, including 7 civilians; 3 were children, and the rest were members of the Palestinian armed groups; one was a child, and a young man killed by an Israeli settler allegedly for carrying out a stabbing attack. Meanwhile, dozens were injured in the West Bank, including East Jerusalem.

Land razing, demolitions, and notices

IOF displaced a family of 9, including a woman and 7 children, after demolishing 3 houses.  IOF also destroyed 16 civilian facilities in the West Bank, including East Jerusalem. Details are as follows:

On 13 January 2023, IOF forced a Palestinian to self-demolish his 100-sqm house in Beit Hanina in East Jerusalem, under the pretext of unlicensed construction in Area C, rendering a family of 9, including 7 children, homeless.

On 15 January 2023, IOF demolished 16 industrial and commercial facilities in Hizam village, north of occupied East Jerusalem, under the pretext of unlicensed construction in Area C.

On 17 January 2023, IOF demolished a 200-sqm house of 2 floors in Beit Safafa village in occupied East Jerusalem, under the pretext of unlicensed construction in Area C.

On 18 January 2023, IOF demolished a 200-sqm under-construction house, a wooden hut, a steel container, and another built of tinplate, a fence surrounding a 500-sqm plot of land, and 3 electricity poles in Arab Ramadin village in southern Hebron, under the pretext of unlicensed construction in Area C.

Since the beginning of 2023, IOF made 17 families homeless, a total of 112 persons, including 17 women and 40 children. This was the outcome of IOF demolition of 16 houses: owners of 5 of these houses were forced to self-demolish them while 2 were demolished on grounds of collective punishment. IOF also demolished 20 other civilian objects, razed other property and delivered dozens of notices of demolition, cease-construction, and evacuation in the West Bank, including East Jerusalem.

Settler-attacks on Palestinian civilians and their properties

Settlers, protected by IOF, carried out 3 attacks on Palestinians and their property in the West Bank, including East Jerusalem. Details are as follows:

On 13 January 2023, Israeli settlers uprooted 65 olive trees in Kafr ad-Dik village, west of Salfit.

On the same day, settlers wrote racist slogans, such as “Death to Arabs” “Death to Christians” on the walls of the Armenian Patriarchate Building near Hebron Gate in East Jerusalem.

On 15 January 2023, settlers conducted construction works to fix a gate on al-Hamra land, which they had recently seized, in Silwan village in occupied East Jerusalem.  

Since the beginning of the year, settlers conducted at least 13 attacks against Palestinians and their properties.

IOF incursions and arrests of Palestinian civilians

IOF carried out 193 incursions into the West Bank, including East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 111 Palestinians were arrested, including a female Italian solidarity activist, a woman and 18 children.

So far in 2023, IOF conducted 541 incursions into the West Bank, including East Jerusalem, during which 291 Palestinians were arrested, including 2 women and 38 children. IOF also conducted 2 limited incursions into eastern Gaza Strip.

10 Palestinians, including 2 children, were injured, and dozens of others suffocated in IOF attacks in the West Bank, including East Jerusalem. Details are as follows:

On 05 January 2023, a 14-year-old child was wounded with a live bullet in the foot during clashes with IOF in Al-‘Aroub refugee camp, north of Hebron.

On 06 January 2023, 2 Palestinians were wounded with rubber-coated metal bullets during IOF’s suppression of Kafr Qaddoum peaceful weekly protest, northern Qalqilya. On the same day, a 15-year-old child was wounded with a live bullet in the head during clashes with IOF in ‘Aqabat Jaber refugee camp in Jericho.

On 07 January 2023, 2 Palestinians were wounded with rubber-coated metal bullets during IOF’s suppression of a peaceful protest in Beit Ummar, north of Hebron. On the same day, 2 Palestinians were injured by stun grenade shrapnel during IOF’s suppression of a peaceful protest in the eastern desert of Yatta, south of Hebron, and arrested 2 Palestinians.

On 09 January 20232 Palestinians were wounded with live bullets during clashes with IOF after the latter’s incursion into ‘Aqaba village in Tubas. IOF arrested one of them and handed him to the Palestine Red Crescent later at the Jalameh checkpoint, north of Jenin.

In the Gaza Strip, 10 IOF shootings were reported on agricultural lands in eastern and northern Gaza Strip, and 8 shootings were reported on fishing boats off the Western Gaza shores. No injuries or damage were reported.

So far in 2023, IOF attacks killed 6 Palestinians, including 2 children, and the rest were members of the Palestinian armed groups; one was a child, and dozens were injured in the West Bank, including East Jerusalem.

Land razing, demolitions, and notices

On 06 January 2023, IOF confiscated an excavator and a truck belonging to Al-Dhahiriya municipality, east of Al-Dhahiriya, southern Hebron, while collecting garbage before taking it to the main landfill.  As a result, the waste collection crisis exacerbated as the municipality provides services to about 35,000 citizens. This is the second excavator confiscated by IOF within 2 days under the pretext that the landfill is located in Area C.

On 08 January 2023, IOF notified 5 Palestinians to stop construction works in 3 houses, 2 wells and a wooden shed in Yatta, south of Hebron, under the pretext of unlicensed construction in Area C.

On 09 January 2023, IOF, accompanied with the Israeli occupation municipality crews and surveyors, raided a plot of land in Beit Safafa village in East Jerusalem, and surveyed it in a prelude to seize it for settlement purposes.  IOF then arrested one of the land owners after beating and pushing him, but later released him. The plot of land is 24 dunums and parts of it were previously confiscated by IOF to establish settlement units as announced last year in the “Givant Hatmos” settlement established on the neighborhood lands. At the time, the landowners resorted to the Israeli court which issued a ruling in favor of the landowners. However, the occupation municipality crews raided the land again and began surveying it.

On 10 January 2023, IOF demolished a 90-sqm house of one floor in Al-Dayouk Al-Tahta village, west of Jericho, rendering a family of 7 homeless, under the pretext of unlicensed construction in Area C.

On the same day, IOF demolished a 2-storey house and a well in Kafr Al-Dik village, west of Salfit, displacing a family of 11, under the pretext of unlicensed construction in Area C. IOF also demolished fences around two plots of 3000-sqm land, a stone chain and a container of car ties in ‘Anata village in East Jerusalem, under the pretext of unlicensed construction.

On 11 January 2023, IOF demolished a 300-sqm under-construction house of 2 floors, east of Hebron, under the pretext of unlicensed construction in Area C. IOF previously demolished another house for the same owner on 23 October 2022 as 3 families of 18, including 11 children and 3 women, was supposed to move into the house.

On the same day, IOF handed a notice to a Palestinian to demolish his 100-sqm house, where 6 people, including 4 children, lived in Yatta, south of Hebron, under the pretext of unlicensed construction in Area C.

Since the beginning of 2023, IOF made 16 families homeless, a total of 103 persons, including 16 women and 33 children. This was the outcome of IOF demolition of 13 houses: owners of 4 of these houses were forced to self-demolish them while 2 were demolished on grounds of collective punishment. IOF also demolished 4 other civilian objects, razed other property and delivered dozens of notices of demolition, cease-construction, and evacuation in the West Bank, including East Jerusalem.

Settler-attacks

Settlers, protected by IOF, carried out 5 attacks on Palestinians and their property in the West Bank, including East Jerusalem. Details are as follows:

On 08 January 2023, settlers uprooted 30 olive seedlings in Tarqumiya village in Hebron.

On 09 January 2023, a settler tried to run over a group of Palestinians in Sheikh Jarrah neighborhood, north of East Jerusalem, coinciding with IOF’s incursion into the neighborhood. Instead of arresting the settler, IOF arrested one of the Palestinians, whom the settlers ran over, from his home.

On the same day, settlers attacked 2 Palestinians, including a woman, with sticks and stones, causing them injuries and bruises and breaking the windows of 3 vehicles in Khalayel Al-Louz village, south of Bethlehem. Settlers also assaulted a Palestinian after IOF stopped his vehicle at a military checkpoint at the entrance to the Nabi Saleh village in Ramallah, before arresting him.

On 10 January 2023, it was found out that settlers uprooted and cut down 18 olive trees in Yasouf village in Salfit, as the owner knew about it at the moment he arrived at his land.

Since the beginning of the year, settlers conducted at least 10 attacks against civilian Palestinians and their properties.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 187 incursions into the West Bank, including East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 108 Palestinians were arrested, including 11 children; one was arrested inside the Israeli Magistrate’s Court in East Jerusalem while attending his brother’s court hearing. During this week, IOF used violence during their house raids, including beating the detainees and their families during their arrests and damaging the houses’ contents. In the Gaza Strip, on 10 January 2023, IOF carried out a limited incursion in eastern Khan Yunis.

So far in 2023, IOF conducted 348 incursions into the West Bank, including East Jerusalem, during which 180 Palestinians were arrested, including 20 children. IOF also conducted 2 limited incursions into eastern Gaza Strip.

New Israeli Steps against PA in Response to Latter’s Moves at ICJ

On Thursday, 05 January 2023, the Israeli Security Cabinet approved new steps in response to so-called “the Palestinian Authority’s decision to wage political and legal war against the State of Israel.” These measures include disbursement of 139 million shekels to the families of so-described as “victims of Palestinian militant attacks” from the tax revenues, which Israel collects on behalf of the PA (according to the Palestinian-Israeli Interim Agreement), as well as offsetting the stipends the PA pays to the families of Palestinian detainees in the Israeli prisons. These punitive measures also include a freeze on Palestinian construction projects in the West Bank’s called Area C that is under full Israeli control; repealing the VIP passes, which the Israeli occupation issues for the Palestinian figures; and taking steps against organizations in the West Bank promoting hostile activity, including legal and political activity under the “guise of humanitarian work.” PCHR believes that these measures constitute a complex crime against the Palestinian people: Israel commits the crime and punishes anyone trying to prosecute it or hold it accountable before the international courts! These measures will have serious consequences on the PA’s financial performance and the movement of the PA figures, especially the staff of the Palestinian Foreign Affairs Ministry, which leads Palestine’s efforts at the UN and international forums. These measures also foreshadow a new campaign targeting the human rights organizations, which work on prosecuting Israel before the international courts. (For more details: press release)

Banning peaceful assemblies and meetings

On 07 January 2023, IOF banned the convening of a students’ parents meeting in Jerusalem in Arba’een Diwaniya Hall in Al-‘Issawiyya in East Jerusalem, under the pretext of being sponsored by the Palestinian Authority.  The ban came upon the orders of the new Israeli National Security Minister, Itamar Ben Gvir.

Raed Taha, Member of the Students’ Parents Council, told PCHR’s fieldworker that moments after the meeting began, Israeli intelligence and police officer raided Al-Diwaniyya Hall, interrogated members of the Students’ Parents Council, summoned many of them for interrogation, and forced everyone in the hall to leave.  They then closed the hall and fixed a decision signed by Ben Gvir at its gate banning the meeting according to the Law Implementing Agreement on Gaza and Jericho Areas (Restrictions of Activity) 1994.

Israeli closure and restrictions on freedom of movement:

On 10 January 2023, IOF prevented Diaa Abu Daher (28), from Rafah, from traveling via Beit Hanoun “Erez” crossing in the northern Gaza Strip while he was on his way for treatment from a brain tumor to Al-Mutala’ Hospital in East Jerusalem.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 106 temporary military checkpoints in the West Bank, including East Jerusalem, arrested 9 Palestinians at those checkpoints.

During this week, IOF closed Al-Jib military checkpoint on 08 January 2023 and reopened it at a later time while they tightened procedures at al-Jabe’a military checkpoint on 06 January 2023. On 05 January 2023, IOF closed the detector gate at the northern entrance to Tekoa village, and on 07 January 2023, closed the eastern and western entrances to Husan village and reopened them later on the same day.

So far in 2023, IOF established 191 temporary military checkpoints and arrested 10 Palestinians at those checkpoints.

Israeli Human Rights Violations in Palestine (Weekly Update 29 December 2022- 04 January 2023)

Violation of right to life and bodily integrity:

Three Palestinians, including 2 children, were killed, noting that the 2 children were killed within 24 hours.  Meanwhile, 31 other Palestinians, including 5 children, a journalist and a paramedic, were injured, and dozens of others suffocated in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem.

On 02 January 2023, IOF killed 2 Palestinians, including a child namely Fo’ad Mahmoud ‘Abed (17), and injured 6 others during IOF’s incursion into Kafr Dan village in Jenin. Before withdrawing, IOF arrested a Palestinian and demolished 2 houses as part of their collective punishment policy. (Details available in PCHR’s press release)

On 03 January 2023, IOF killed Adam ‘Issam ‘Ayyad (15) after being shot with a live bullet in his chest while another child sustained wounds by IOF fire during clashes that accompanied their incursion into al-Dheisheh refugee camp in Bethlehem.  (Details available in this press release)

Meanwhile, those injured were victims of IOF excessive use of force and shooting during their incursions into the Palestinian cities and villages, or IOF suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 30 December 2022, 7 Palestinians were injured, including a journalist and a child, with rubber-coated bullets during IOF’s suppression of Kafr Qaddoum weekly peaceful protest in northern Qalqilya. On the same day, 5 Palestinians, including a paramedic in serious condition, were injured by IOF fire during the latter’s incursion into Nablus’s Old City. Before withdrawing, IOF arrested a child claiming he was wanted.

On 31 December 2022, a 22-year-old Palestinian was injured with a rubber bullet in his foot during IOF’s suppression of Kafr Qaddoum weekly peaceful protest in northern Qallqiliya.

On 02 January 2023, 11 Palestinians, including 3 children, were wounded: 7 with live bullets and 4 with rubber-coated bullets during IOF’s incursion into Beit Rima village in Ramallah.  Before withdrawing, IOF arrested a Palestinian after assaulting his family and searching their house.

On 03 January 2023, 7 Palestinians were wounded, including suffocation of 4 children, after their house was burnt due to IOF’s firing 4 teargas canisters in clashes that accompanied their incursion into Abu Dis village in occupied East Jerusalem.  Fadi Abu ‘Awwad, the house owner, said that his house was completely burnt and he could difficultly rescue his wife and children and leave from the house.  His 4-month-old baby girl severely suffocated due to teargas inhalation.

In the Gaza Strip, 8 shootings were reported on agricultural lands in eastern Khan Yuni and northern Gaza Strip, but  no casualties were reported.   

Land razing, demolitions, and notices

IOF demolished 8 houses, displacing 8 families of 50, including 8 women and 22 children.  Meanwhile, they demolished 2 civilian facilities and confiscated a tent used as a classroom as well as an excavator in the West Bank, including East Jerusalem. Details are as follows:

On 31 December 2022, IOF forced 2 Palestinians to self-demolish their two residential buildings of 2 floors built on an area of 140 sqms in al-Joz Valley neighborhood in East Jerusalem under the pretext of unlicensed construction.  As a result, 2 families of 9, including 2 women and 5 children, were displaced.

On the same day, IOF forced a Palestinian to self-demolish his 100-sqm house in Silwan village, East Jerusalem, under the pretext of unlicensed construction, displacing a family of 5, including 3 children.

On 03 January 2023, IOF confiscated a tent built of shed and steel by the villagers on the rubble of Safi School that was destroyed by IOF on 23 November 2022 in Safi village, southern Hebron.  It should be noted that 22 female and male students used to study in that school.

On the same day, IOF demolished four 60-sqm dwellings after vacating their contents in Sha’ab al-Batem village, southern Hebron, under the pretext of unlicensed construction in Area C. As a result, 4 families of 30, including 10 children, were displaced.  On 22 March 2022, IOF demolished dwellings for the same persons under the same pretext and they were rebuilt and funded by ACTED Foundation after 2 months of their demolition; however, IOF re-demolished them.

Moreover, IOF demolished a 170-sqm under-construction house and a 150-cbm water well in Ma’in village, southern Hebron, under the pretext of unlicensed construction in Area C. It should be noted that a family of 6, including 4 children, was supposed to live in that house.

On 04 January 2023, IOF demolished a livestock barrack of 70 sqms in al-Khader village in Bethlehem under the pretext of unlicensed construction.  IOF also demolished an under-construction house of 160 sqms in Silwan village in East Jerusalem.

On the same day, IOF confiscated an excavator for Ad-Dahiriya Municipality, southern Hebron, and arrested mayor Bahjat Jabarin and Nayef Makharzah, a municipal council member.  They were later released and notified that the excavator will be kept under IOF’s custody allegedly for working in Area C. 

Settler-attacks:

Settlers carried out 5 attacks, most notably destroying 30 graves in a Christian Cemetery in East Jerusalem and assaulting shepherds and vehicles in the West Bank.

On 01 January 2023, settlers broke into Jerusalem Protestant Cemetery that is maintained by the Lutheran and Anglican Churches on Mount Zion in central East Jerusalem.  They broke crosses and destroyed headstones of 30 graves. 

Hosam Na’oum, a bishop in the Anglican Church, said in a press conference on 04 January 2023 that the surveillance cameras in the cemetery showed how settlers assaulted and vandalized the cemetery as well as breaking crosses and smashing iconography.

On 02 January 2023, settlers, under IOF’s protection, assaulted and opened fire at shepherds in ‘Arab al-Maleihat area, northwest of Jericho, while herding their sheep near their houses. However, no casualties were reported.

On the same day, settlers threw stones at Palestinian vehicles while on their way out of Kafl Haris village, northern Salfit, smashing the windows of vehicles parked in the area.

On 03 January 2023, dozens of settlers gathered near al-Aqsa Mosque and organized a provocatory protest that included dances and rituals.  When the protest arrived near Hatta Gate, IOF assaulted Palestinians and arrested one of them.

On the same day, settlers threw stones at a restaurant in Kafl Haris village in Salfit, smashing the front door.

Israeli Minister’s raid into al-Aqsa Mosque:

On 03 January 2023, the Israeli National Security Minister, Itamar Ben Gvir, under IOF’s protection, raided al-Aqsa Mosque via al-Magharbah Gate in his first raid after taking office.  During the raid, IOF prevented Muslim worshipers from entering al-Aqsa Mosque.  Before the dawn, large forces of Israeli soldiers stationed around the Old City and at al-Aqsa gates and turned the alleys and streets into a military barrack.  They also imposed restrictions on the entry of worshipers into al-Aqsa Mosque, including banning entry of men under 50 years old.

Collective Punishment:

On 02 January 2023, IOF demolished 2 houses as part of their collective punishment policy against the families of Palestinians who are allegedly accused of carrying out attacks against IOF or settlers. (Details available here)

On 03 January 2023, IOF raided 2 houses belonging to the family of Islam Harbi al-Faroukh (26) in Ramallah and Kafr ‘Aqab in East Jerusalem.  They took the houses’ measurements preluding to demolish them as part of their collective punishment policy.  IOF announced in a statement that their forces took measurements of the 2 houses to review the possibility of their demolition based on decisions will be taken.  IOF allegedly accuse al-Faroukh of carrying out bombing attacks in Jerusalem on 23 November 2022 that killed 2 Israelis and wounded 2 others.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 161 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 72 Palestinians were arrested, including 9 children. In the Gaza Strip, on 02 January 2023, IOF conducted a limited incursion into eastern al-Fokhari, east of Khan Younis.

In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 110 permanent checkpoints, IOF established 87 temporary military checkpoints in the West Bank, including East Jerusalem, arrested a Palestinian at those checkpoints.

During this week, IOF closed Qalendia, Jab’a and al-Za’eem checkpoints in East Jerusalem several times to the vehicles and later reopened them. Also, on 31 December 2022, IOF closed the detector gate at Beit Jala village, western Bethelhem, and on 03 January 2023 closed the western entrance to Tekoa village, eastern Bethlehem, but reopened both of them later.

UN Asks ICJ for Legal Opinion on “Israeli” Occupation

The United Nations General Assembly [UNGA] has adopted a resolution asking the International Court of Justice [ICJ] for its legal opinion on the “Israeli” regime’s occupation of Palestinian territories.

The 193-member assembly voted on the resolution on Friday. Eighty-seven countries voted in favor of the resolution against 26 negative votes cast by the “Israeli” regime, the United States, its oldest and strongest ally, and 24 others, and 53 abstentions.

The “Israeli” regime claimed existence in 1948 after occupying huge swathes of Palestinian territories during a Western-backed war. It occupied more land, namely the West Bank, which includes East al-Quds [Jerusalem], and the Gaza Strip in another such war in 1967.

Ever since, the regime has built hundreds of illegal settlements upon the occupied territories and deployed the most aggressive restraints on Palestinian freedoms there. Tel Aviv withdrew from Gaza in 2005, but has been keeping the coastal territory under an all-out land, aerial, and naval siege since a year after it left the enclave.

Addressing the Assembly’s session before the vote, Palestinian UN envoy Riyad Mansour said the world body was about to weigh in on the resolution one day after the swearing-in of an “Israeli” cabinet led by Benjamin Netanyahu. Mansour reminded that the cabinet – which has been billed as the most extremist one yet in the regime’s history – had promised to expand the illegal settlements.

“We trust that, regardless of your vote today, if you believe in international law and peace, you will uphold the opinion of the International Court of Justice when delivered and you will stand up to” the “Israeli” officials, the envoy said.

The occupying regime’s ambassador to the world body, Gilad Erdan, however, called the United Nations a “morally bankrupt and politicized” body for deciding to go ahead with the vote. Erdan also said any decision by any judicial body that would receive its mandate from such an organization “is completely illegitimate.”

Via the resolution, the General Assembly asked the ICJ to give an advisory opinion on the legal consequences of “Israel’s” “occupation, settlement, and annexation…, including measures aimed at altering the demographic composition, character, and status” of the holy city of al-Quds.

Palestinians want East al-Quds  [Jerusalem] as the capital of their future state, while the occupying regime lays claim to the entirety of the city as its so-called “capital.”

Ever since occupying the West Bank, the “Israeli” regime has been trying to manipulate al-Quds’ status quo through various measures, including by enforcing restrictions on the Palestinians’ right to worship at the al-Aqsa Mosque’s compound – Islam’s third-holiest site – which is located in al-Quds’ Old City.

The regime’s military, however, regularly provides protection for its illegal settlers’ tours of the holy site as means of hurting the religious sentiments of the Palestinians and their fellow Muslims around the world.

On Thursday, the Palestinian Wafa news agency cited the official heading the Islamic organization that runs the compound’s affairs as saying that a record number of “Israeli” settlers, namely 48,238, had stormed the Muslim holy site in 2022.

According to Azzam Khatib, director of the Islamic Waqf Department, the “Israeli” extremists have been resorting to provocative conduct while storming the compound, including performing Jewish rituals at the site and raising the occupying regime’s flag there.

Palestinian resistance makes 2022 deadliest year for Israelis since 2015

Since the beginning of the year, Israeli raids in the West Bank and East Jerusalem have been responsible for killing 125 Palestinians

On 30 October, the Hebrew newspaper Yedioth Ahronoth reported that 25 Israelis had been killed since the start of the year, the highest toll since 2015, due to the increase in Palestinian resistance operations.

According to the special coordinator for the Middle East Peace Process, Tor Wennesland, 2022 could also be the deadliest year for Palestinians since 2005. In the past month alone, 32 Palestinians, including six children, were killed by Israeli forces during their frequent raids in the occupied territories in the West Bank.

Since the beginning of the year, Israeli raids in the West Bank and East Jerusalem have been responsible for killing 125 Palestinians.

By comparison, only two Israeli military personnel were killed during Palestinian resistance operations, with 25 Israeli civilians injured over the past month.

Wennesland stated that “mounting hopelessness, anger, and tension have once again erupted into a deadly cycle of violence that is increasingly difficult to contain,” and that “too many people, overwhelmingly Palestinian have been killed and injured.”

He added that it is a priority to ease tensions between the Palestinians and Israeli authorities, further emphasizing that the goal must be “to empower and strengthen the Palestinian Authority (PA) and build towards a return to a political process.”

On 18 October, a report released by the UN’s Special Rapporteur on human rights in the occupied Palestinian territories recommended that UN member states develop “a plan to end the Israeli settler-colonial occupation and apartheid regime.”

“The realization of the Palestinian people’s inalienable right to self-determination requires the definitive dismantling of Israel’s colonial occupation and apartheid practices”, wrote Francesca Albanese, UN Special Rapporteur.

According to the report, nearly 4,500 Palestinians are currently detained, 730 of whom are held without charge and largely on the basis of secret evidence, while children as young as 12 are subjected to arbitrary arrests and detention measures – between 500 and 700 minors are detained by the Israeli government each year.

Over 600 Palestinian political prisoners suffer acute illness inside the Israeli occupations and are at risk of dying, according to a statement released by human rights lawyer Abdel Nasser Farwana on 10 September.

One such case is that of Nasser Abu Hamid, who is dying in prison from cancer and is not receiving the care he needs.

Israeli forces are largely overstretched to take on a united Palestinian resistance front within the occupied territories, according to a report released by Israel’s State Comptroller Matanyahu Englman.

The report published on 2 October highlights growing concerns about the IDF conducting operations inside the West Bank, citing missing equipment and the poor living conditions of conscripts.

Last night, four Israelis and a Palestinian were injured in a shooting operation on the evening of 29 October in the Kiryat Arba settlement of the West Bank city of Hebron, with the attack resulting in the death of one settler.

Meanwhile, a Palestinian driver rammed into the positions of Israeli soldiers in two locations in Jericho on 30 October, leaving five soldiers injured and resulting in the death of the driver who was killed on sight.

A Jewish settler was killed and five others wounded in a shooting attack on the illegal Jewish settlement of Kiryat Arba in the occupied Palestinian city of Al Khalil, Hebron, Israeli media reported late Saturday.

Israeli sources also claimed that the attacker was killed by Israeli occupation forces in the area. 

According to reports, it seems that the attack on the settlement was not random, targeting instead the house of extremist Knesset member Itamar Ben-Gvir.

Ben-Gvir is known for his violent rhetoric and incitement against Palestinians in occupied East Jerusalem and West Bank.

News  about the targeting of Ben-Gvir’s house, however, remains contested in Israeli media. While Israeli Channel 7 confirmed that Ben-Gvir’s house was the target, other Israeli sources claimed that the attacker targeted an Israeli military checkpoint. 

Palestinian news agency Quds News Network said that the attacker was a Palestinian young man by the name of Mohammad Kamal Jabari. 

RT Arabic website also said that a Palestinian paramedic was shot while trying to respond to an emergency call of a Palestinian wounded near the Kiryat Arba settlement. The paramedic is currently being treated at the al-Ahli hospital. 

Moreover, Israeli media said that one of the settlers is in a critical condition.

On 15 October 2022, a Palestinian succumbed to wounds he sustained by IOF fire the day before their incursion into the entrance to Qarawat Bani Hassan village, west of Salfit, while four other Palestinians, including a child and a teenager, were wounded. Meanwhile, those injured were victims of excessive use of force that accompanied IOF suppression of cities and villages and suppression of peaceful protests organized by Palestinian civilians and they were as follows:

On 13 October 2022, a number of students suffocated after IOF fired teargas canisters near al-Qisariyia Mixed School in Gaza Valley village (Juhor al-Deek), southeast of Gaza, that is located 1000 meters away from the border fence., forcing the school administration to evacuate.  In the evening, a teenager was shot with a live bullet in his hand in clashes with IOF during their incursion into Nablus to secure Israeli settlers’ raid into Joseph’s Tomb. Also, dozens of Palestinians, suffocated, including 3 children had severe suffocation, and six others were arrested during clashes with IOF in Silwan village in occupied East Jerusalem. Moreover, a child was shot with a live bullet in his foot during clashes with IOF at the entrance to Al-Arroub refugee camp following the funeral of Osama ‘Adawi, who was killed by IOF’s fire the day before. (Details are available in this press release).  Also, a child was shot with a live bullet in his foot during clashes with IOF at the entrance to the closed al-Shuhada Street in Hebron.

On 14 October 2022, three Palestinians, including a child, were shot with rubber-coated bullets in clashes with IOF after the latter’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.  On the same day, a child was shot with a rubber-coated bullet during clashes with IOF near the annexation wall gate on the road connecting Beit Duqqu village with Beit Ijza village in occupied East Jerusalem. Additionally, two Palestinians were shot with two bullets and two others were arrested in clashes with IOF who were protecting Israeli settlers while carrying out attacks in Huwara village in Nablus.  Also, three Palestinians, including a child, were wounded and another one was arrested during clashes with IOF at the entrance to the closed al-Shuhada street in Hebron.

On 15 October 2022, IOF arrested a Palestinian after opening fire at him and wounding him under the pretext of throwing stones at IOF near the northern entrance to Yatta in Hebron. Also, IOF arrested a Palestinian after opening fire at him and wounding him when he tried to approach the annexation wall, southwest of As-Samu village in Hebron.

On 18 October 2022, IOF arrested a teenager after opening fire at him and wounding him under the pretext of throwing a Molotov Cocktail at the intersection of Al-Majdal village in Nablus.

In the Gaza Strip, 7 shootings were reported on agricultural lands in eastern Gaza Strip, and 6 others were reported on fishing boats off the western Gaza shores.

So far in 2022, IOF attacks killed 144 Palestinians, including 100 civilians: 27 children, 8 women, 2 Palestinians killed by Israeli settler and the rest were activists; 15 of them were assassinated. Also, hundreds of Palestinians were wounded in IOF’s attacks in the Gaza Strip and West Bank while 4 Palestinian detainees, including a woman, died in the Israeli prisons.

Land razing, demolitions, and notices

On 13 October 2022, IOF forced a Palestinian to self-demolish his house in Sur Baher village under the pretext of unlicensed construction, rendering him, his wife and daughter homeless.

Since the beginning of 2022, Israeli occupation forces made 119 families homeless, a total of 702 persons, including 136 women and 318 children. This was the outcome of IOF demolition of 127 houses and several residential tents. IOF also demolished 92 other civilian economic objects, leveled vacant areas of land, and delivered dozens of notices of demolition, cease-construction, and evacuation.

Settler-attacks on Palestinian civilians and their properties:

Many Palestinians sustained bruises, an Israeli solidarity activist sustained wounds and Palestinian property sustained severe damage in 9 attacks conducted by Israeli settlers under IOF’s protection, including continuous attacks on Palestinian farmers during the olive harvest season in the West Bank, including occupied East Jerusalem. Details are as follows:

On 13 October 2022, five Palestinians sustained bruises after Israeli settlers attacked shops and vehicles in Huwara village in Nablus, causing damage to two vehicles. On the same day, Israeli settlers attacked agricultural lands in al-Montar area in Nablus and cut the branches of 120 olive trees. In the evening, Israeli settlers set a restaurant and a truck ablaze during their attack in Huwara village. Also, under IOF’s protection, dozens of Israeli settlers; some of them were masked, accompanied with the Extremist Israeli Member of Knesset (MK), Itamar Ben Gvir, stormed Sheikh Jarrah neighborhood. They raided residential houses, assaulted their residents and damaged their property. Meanwhile, IOF suppressed Palestinians, who tried to confront the settlers, instead of providing protection for the neighborhood’s residents, and dispersed them after firing a barrage of teargas canisters, pumping skunk water at them and arresting and assaulting 9 Palestinians. The Palestinian Red Crescent Society stated that its crews treated 20 Palestinians who were beaten and thrown with stones while 5 of them were evacuated to hospital.

On 14 October 2022, Palestinians found that Israeli settlers cut 12 old olive trees, north of Qaryut village in Nablus. In the evening, Israeli settlers raided Huwara village and attacked shops on the main street amid clashes with Palestinians. On the same day, Israeli settlers, under IOF’s protection, threw an incendiary at the Awarif Secondary School Principal’s room in Urif village Nablus, setting it ablaze. Also, they smashed the glass of 20 solar cells on the school roof. Moreover, dozens of Israeli settlers, under IOF’s protection, raided al-Sumod building in Sheikh Jarrah neighborhood in occupied East Jerusalem, where they broke the windows of several vehicles parked in front of the building and beat and pushed its residents.  As a result, dozens of the neighborhood’s residents gathered in front of the building entrance to confront the setters’ attacks. During which, IOF fired sound bombs at the neighborhood’s residents, forcibly suppressed and attacked them, and arrested seven of them, including a child.

On 15 October 2022, Israeli settlers attacked Palestinians’ vehicles passing by Omar Abu Laila roundabout (Ariel), north of Salfit. As a result, windows of some vehicles were broken.  

On 19 October 2022, Israeli settlers attacked Palestinian farmers and volunteers with knives, sticks and batons when they tried to reach an agricultural land near “Ma’ale Amos” settlement in Kisan village, east of Bethlehem. As a result, an Israeli solidarity activist sustained wounds and fractures.

Since the beginning of the year, settlers conducted at least 203 attacks. In two of the attacks, 2 Palestinians were killed.

IOF incursions and arrests of Palestinian civilians:

IOF carried out 239 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 110 Palestinians were arrested, including 15 children, 2 women and a paramedic. During this week, IOF blew up the doors of three houses in Ramallah, maltreated their residents and seized money from them.  In occupied East Jerusalem, IOF conducted a widescale arrest campaign, whether during their incursion into Shu’fat refugee camp or in settlers’ attacks in Sheikh Jarrah neighborhood. Also, IOF arrested a PRSC paramedic after stopping an ambulance driven by him at Za’tara military checkpoint.

So far in 2022, IOF conducted 7,136 incursions into the West Bank, including occupied East Jerusalem, during which 4092 Palestinians were arrested, including 388 children and 38 women. IOF also conducted 33 limited incursions into eastern Gaza Strip and arrested 86 Palestinians, including 49 fishermen, 32 infiltrators, and 5 travelers via Beit Hanoun “Erez” Crossing.

Israeli collective punishment and closure policy and restrictions on freedom of movement:

Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details available in PCHR’s monthly-update in the Gaza crossings.

Israeli authorities announced crossings with the West Bank and Gaza Strip will be closed from Sunday noon, 16 October 2022, to Tuesday midnight, 18 October 2022, for Jewish Holidays.

On 17 October 2022, a patient namely Akram Ahmad Mohammad Al-Sultan (62), from the northern Gaza Strip, died after he was denied travel for treatment at Al-Muttala’ Hospital in occupied Jerusalem. Thus, since the beginning of this year, the number of deaths among patients denied travel for treatment abroad has risen to 8, including 3 children. In the West Bank, including occupied East Jerusalem, IOF continue to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 156 temporary military checkpoints in the West Bank, including occupied East Jerusalem arrested 5 Palestinians at those checkpoints.

Since 11 October 2022, IOF continue to impose a siege and a closure on Nablus and its three camps: Balata, ‘Ein Beit el Ma and Askar, including the closure of entrances and checkpoints and blocking some roads with sand berms and cement cubes, as part of collective punishment measures against tens of thousands of Palestinians. The siege was imposed following a shooting attack against IOF stationed near “Shavei Shomron” settlement, northwest of Nablus, that killed an Israeli soldier. Due to the closure of checkpoints, the city’s residents need 3-4 hours to enter or exit the city, as they use dirt and bypass roads. 

So far in 2022, IOF established at least 3683 temporary military checkpoints and arrested 165 Palestinians at those checkpoints

Violation of right to life and bodily integrity:

Five Palestinians were killed, and 31 others were injured, including 9 children, a woman and a paramedic, while dozens of others suffocated in Israeli Occupation Forces (IOF) attacks in the West Bank, including occupied East Jerusalem.  Also, a Palestinian detainee died due to medical neglect policy.  Details are as follows:

On 01 September 2022, IOF shot dead Yazan Na’iem ‘Afanah (24) after being wounded in his chest during their incursion into Ramallah in the West Bank. (Details available in this press release).

On 02 September 2022, Fadi Mohammed Ghattas (24), from Dheisheh refugee camp in Bethlehem, was killed after IOF fired 6 live bullets at him and left him to bleed for 40 minutes at the entrance to Beit ‘Einun Road in northern Hebron.  IOF took the dead body and kept it in custody, claiming that he stabbed and wounded an Israeli soldier. Later, IOF summoned Ghattas’s father for interrogation and to identify the corpse.

On 03 September 2022, Palestinian Detainee Mousa Haron Abu Mehamid, from Bethlehem, died at the Israeli hospital “Assaf Harofeh.” ( Details available in this press release).

On 05 September 2022, IOF killed Taher Zakarna (19) after they fired a live bullet at his head during the suppression of protestors after IOF moved into Qabatia village, southeast of Jenin in the West Bank. Before their withdrawal, IOF arrested two Palestinians. (Details available in this press release).

On 06 September 2022, Mohammed Saba’nah was killed, and 17 other Palestinians were injured, including 6 children, a woman and a paramedic, by IOF fire during the latter’s incursion into Jenin, northern West Bank, and demolition of the house of a Palestinian who was killed after carrying out a shooting attack in Israel in April. The house demolition falls under IOF’s collective punishment policy against the families of Palestinians who are allegedly accused of carrying out attacks against Israeli targets. On 07 September 2022, Yunis Ghassan Tayeh (21) was killed by IOF fire during the latter’s incursion into al-Far’a refugee camp, south of Tubas in the West Bank. Before their withdrawal, IOF arrested Yunis’s uncle. (Details available here)

Meanwhile, those injured were victims of excessive use of force that accompanied IOF incursions into cities and villages and suppression of peaceful protests organized by Palestinian civilians, and they were as follows:

On 02 September 2022, 7 Palestinians, including 2 children, were shot with rubber-coated bullets during clashes that followed IOF’s suppression of Kafr Qaddoum weekly protest in northern Qalqilya.  On the same day, several Palestinians sustained wounds after being beaten, and others suffocated due to teargas inhalation, while 4 Palestinians, including a child, were arrested during IOF’s suppression of a peaceful protest organized in solidarity with Nabi Samuel villagers near al-Jeeb military checkpoint in occupied East Jerusalem.

On 06 September 2022, a child was hit with a stun grenade in his head during clashes with IOF at the western entrance to al-‘Arroub refugee camp in Hebron. On the same day, 5 Palestinians sustained wounds after IOF opened fire and fired teargas canisters during their incursion into Jalazone refugee camp, north of al-Bireh city. Before their withdrawal, IOF arrested 4 Palestinians, including 2 siblings.

On 07 September 2022, a Palestinian was shot with a live bullet after IOF opened fire at him, noting he was riding his motorcycle by Salem Palin in Nablus. IOF then arrested him.

In the Gaza Strip, 2 shootings were reported on agricultural lands in eastern Gaza Strip, and 4 other shootings were reported on fishing boats off the western Gaza Strip shore. On 01 September 2022, a burnt boat was pulled out of Khan Yunis Sea, and it turned out that Israeli gunboats fired several live bullets at the boat. 

So far in 2022, IOF attacks killed 116 Palestinians, including 84 civilians: 24 children, 8 women, 2 Palestinians killed by Israeli settler and the rest were activists; 15 of them were assassinated. Thirty-two of those killed, including 19 civilians: 8 children and 3 women were in the latest Israeli offensive on the Gaza Strip. Also, 1,308 Palestinians were wounded in IOF’s attacks, including 204 children, 40 women, and 22 journalists, in the Gaza Strip and West Bank. Moreover, 4 Palestinian detainees, including a woman, died in the Israeli jails.

Land razing, demolitions, and notices

IOF demolished 3 houses, rendering 4 families of 18 persons, including 6 women and 7 children, homeless. Also, IOF demolished 9 civilian economic facilities and razed a plot of land and property in the West Bank, including occupied East Jerusalem. Details are as follows:

On 02 September 2022, upon an Israeli municipal demolition decision allegedly for unlicensed construction, a Palestinian self-demolished his house in Ras al-‘Amoud neighborhood in occupied East Jerusalem, rendering his family and his two brothers’ families of 11 persons, including 4 women and 3 children, homeless.  On the same day, upon a similar decision, a Palestinian self-demolished part of his 80-sqaure-meter house in occupied East Jerusalem. The house sheltered a family of 7 persons, including 2 women and 4 children.

On 03 September 2022, IOF’s bulldozers razed 8 dunums in Sinjil village, east of Ramallah. The levelled land is located in an area of 5200 dunums that IOF attempt to seize them, as these dunums are surrounded by 3 Israeli settlements and a military camp.

On 06 September 2022, IOF demolished 2 agricultural facilities, sealed off a water well and seized two containers full of construction equipment in Al-Khader village, southwest of Bethlehem, under the pretext of unlicensed construction. Also, IOF demolished for the second time a 95-meter retaining wall surrounding a plot of land in Jabal Mukaber in occupied East Jerusalem.

On 07 September 2022, IOF demolished a house and 7 civilian economic facilities, including 3 livestock barns, a carwash, tires shop, and 2 stores, in the rented Islamic Endowment property (Waqf) at ‘Anata entrance in East Jerusalem, under the pretext of unlicensed construction.

Since the beginning of 2022, Israeli occupation forces made 112 families homeless, a total of 666 persons, including 129 women and 307 children. This was the outcome of IOF demolition of 116 houses and 41 residential tents. IOF also demolished 89 other civilian economic objects, leveled vacant areas of land and delivered dozens of notices of demolition, cease-construction, and evacuation.

Settler-attacks on Palestinian civilians and their properties:

On 02 September 2022, under IOF’s heavy protection, hundreds of Israeli settlers accompanied by the Extremist Israeli Member of Knesset (MK), Itamar Ben Gvir, moved into Nabi Samuel village in occupied East Jerusalem. They roamed its streets raising Israeli flags and attempted to provoke Palestinians. The settlers then gathered at the village’s entrance opposite to a protest organized by the village’s residents.

On 06 September 2022, Israeli settlers, under IOF’s protection, attacked Palestinian houses in Khelet al-Nahlah and Khalayil al-Louz areas opposite to “Efrat” settlement, south of Bethlehem. They attempted to raid the houses by force, beat their residents and threw stones at them. As a result, many residents sustained bruises. Also, IOF attacked the residents, who tried to confront the settlers, and arrested 6 of them. 

Since the beginning of the year, settlers conducted at least 178 attacks. In two of the attacks, 2 Palestinians were killed.

IOF incursions and arrests of Palestinian civilians:

 IOF carried out 190 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and establishment of checkpoints. During those incursions, 96 Palestinians were arrested, including 3 children and a female journalist.  In the Gaza Strip, on 07 September 2022, IOF conducted two limited incursions into eastern al-Bureij camp in central Gaza Strip and into eastern Khuza’a in Khan Yunis.

So far in 2022, IOF conducted 5,930 incursions into the West Bank, including occupied East Jerusalem; during which, 3,540 Palestinians were arrested, including 334 children and 31 women. IOF also conducted 28 limited incursions into eastern Gaza Strip and arrested 78 Palestinians, including 45 fishermen, 28 infiltrators, and 5 travelers via Beit Hanoun “Erez” Crossing.

On 06 September 2022, Mohammed Yaser al-Leddawi (32), from Rafah, died after IOF obstructed his travel to receive treatment at Patient’s Friends Society Hospital in Nablus and at Al-Mutala’ Hospital in occupied East Jerusalem, after he applied for a travel permit 8 times in a row to receive treatment for lymphoma.

In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on the freedom of movement. On top of its 108 permanent checkpoints, IOF established 104 temporary military checkpoints in the West Bank, including occupied East Jerusalem, and arrested 8 Palestinians at those checkpoints.

On 04 September 2022, IOF closed the metal detector gate established at the main entrance to Nabi Saleh village in Ramallah, and reopened it on 07 September 2022, as part of the collective punishment policy for an alleged shooting at the military watchtower established there.
