Hezbollah Deputy Secretary General, His Eminence Sheikh Naim Qassem called the family of prominent Palestinian Leader, Ahmad Jibril, to express condolences of Secretary General His Eminence Sayyed Hassan Nasrallah on Jibril’s demise.

Sheikh Qassem also called Deputy Secretary General of the Palestinian Front for the Liberation of Palestine [PFLP] – General Command, to offer condolences on Sayyed Nasrallah’s behalf to the leadership of the Palestinian movement and its fighters on the passing away of the prominent late leader.

Hailing Jibril as a leader on the path of liberating Palestine, Sheikh Qassem prayed that Allah may have mercy on his soul, and help his family and lovers in Palestine and the Arab and Muslim world to fulfill his dream of liberating al-Quds and Palestine.

Jibril, the head and founder of the Popular Front for the Liberation of Palestine – General Command, died of an illness on Wednesday, at the age of 83 in a hospital in the Syrian capital Damascus.

Hezbollah offered “the striving Palestinian people its deep condolences and its jihadi factions,” as well as the leadership and members of the Popular Front for the Liberation of Palestine – General Command over the death of the great Palestinian leader and the resistance fighter Ahmad “Abu Jihad” Jibril on Wednesday, 7th of July. 

Hezbollah issued a statement saying, “Jibril’s life was full of resistance, struggle (or jihad, as it is called), redemption, and sacrifice on the road to Palestine,” adding, “He spent his life moving between battlefields and battlegrounds, believing in the continuous struggle as the only path to liberation, being steadfast on righteousness – unwavering and unmoving – believing in the unity of all resistance fighters and Jihadis on all fronts, characterized with fierce determination, high morale, and heroic bravery – [these are all] sublime characteristics that put him in his rightful place in the history of Palestine and the region.”

Hezbollah considered that “The Palestinian people have lost a high stature of honor and redemption. We hope that our nation and our Palestinian people follow through his footsteps on the path of liberation, resistance, and victory.”

This afternoon, the Popular Front for the Liberation of Palestine – General Command announced the death of its Secretary-General, Ahmad “Abu Jihad” Jibril, who passed away Wednesday in a hospital in the Syrian capital, Damascus.

Ahmed Jibril, a Palestinian leader born in 1938, founded the Popular Front for the Liberation of Palestine – General Command, because of his belief in the “armed struggle to liberate Palestine.”

Hezbollah Deputy Secretary General His Eminence Sheikh Naim Qassem affirmed that the Lebanese party “will continue to try internally to resolve the crisis and reach a solution as much as we can,” and stressed that “we will not stop trying until things are resolved and people are relieved in light of the difficult conditions.”

While receiving an Arab delegation, Sheikh Qassem said, “Some are asking why Hezbollah did not win inland as it did against ‘Israel’,” and explained that “internal matters are much more difficult because we are not facing an enemy, we are facing political controversy, and this requires wisdom and cooperation. When there are parties that take the ship to its court, indifferent to the interests of the people in general, things get complicated and we will continue to try and show patience and fortitude.”

Sheikh Qassem pointed out that “The resistance is the only option for this stage throughout the Arab and Islamic nation. The choice of resistance aims at two fundamental things, the first is the liberation and protection of the land, and the second is the liberation of man and his convictions.” He also added “We consider the priority of the liberation of Palestine to be an undisputed one, and that priority sets the course.”

His Eminence pointed out that “The priority of liberating Palestine means that we are against the establishment of authoritarian regimes’ position that buy their tyranny with money and oil to impose their conditions on our region.” He also stressed that “This stage requires patience, endurance and effort to integrate the three things: faith, will and preparation in order to achieve the desired results. Our path is the Path of victory through martyrdom or direct victory.”

Sheikh Qassem stated that “One of the consequence of the resistance is that Lebanon has become stronger and no longer a site of settlement and that Lebanon can no longer be used as a means of putting pressure on the region and the existing reality,” noting that one of its results is also the awakening of the Arab and Islamic street after the liberation of 2000.

Sheikh Qassem continued, “The political unity is the one that unites the Axis of Resistance that is led by Iran and works with the effectivity of Syria and all the resistance movements in the region. We are with Palestine from the sea to the river, and here we must emphasize the great and important role of the al-Assad’s Syria and the Arabism, which provided a lot for liberation and was able to be a bridge for arming, sheltering and support for the resistance.” He also pointed out that “Syria today is reaping the result of its resistance by winning the presidential elections for President Bashar al-Assad with popular support, and we believe that Syria is recovering.”

Sheikh Qassem believes that “The solution is to resist until ‘Israel’ gets tired, worried and loses the capacity of its survival.” He also said, “After the “Al-Quds Sword” operation, the aggression became restricted and was no longer able to accumulate gains when it decided to attack Gaza,” and concluded that “With the resistance, there is no security for ‘Israel’, and here it can indeed be said that Al-Quds is closer.”

Sheikh Qassem to Al-Ahed: Berri Taking Steps to Form Government; the Syrian Elections Are a Success Story

Lebanon’s Parliament Speaker Nabih Berri is taking steps to form a new government. That’s according to Hezbollah’s Deputy Secretary General, His Eminence Sheikh Naim Qassem, who said that “hopes for solution” are resting on these steps.

“We need the results to appear directly this week,” Sheikh Qassem said in an exclusive interview with the Al-Ahed News.

“The country carrying on without a government means the continuation of economic and social chaos and a continuous deterioration,” he added. “Forming the government is the natural, necessary, and exclusive approach to the beginning of the solution in Lebanon.”

Sheikh Qassem also responded to the Governor of the Bank of Lebanon, Riad Salameh, in relation to the Al-Qard Al-Hasan Association. Hezbollah’s  deputy chief explained that “Al-Qard Al-Hassan Association is a charitable social institution that does not deal with banking matters and is not part of the banking system in Lebanon. Therefore, any observation that may be made by any party that considers itself to have the authority can follow it through the normal, legal channels and will find that this institution is a charitable institution, to which the accusation claimed by some does not apply.”

Regarding the elections in Syria, Sheikh Qassem asserted that “the massive turnout is proof of Syria’s recovery, and that the regime has a well-established position. This scene completely contradicts all previous bets on displaced Syrians serving as a tool to vote for someone other than President Assad, and having the president removed in a democratic and constitutional manner.”

Regarding the restoration of the relationship between Hamas and Syria and the role of Hezbollah in this regard, Sheikh Qassem noted that “the relationship was a subject of follow-up in recent months.”

“There has also been progress towards the possibility of restoring relations between them. But the honorable battle of Al-Quds Sword accelerated these steps. God willing, we will soon see a normal return of relations and repair the rifts.”

Sheikh Qassem affirmed that “the work of the resistance against ‘Israel’ does not belong to a sect, but rather belongs to the honorable Islamic, patriotic, national, and humanitarian resistance.”

“Anyone who is trying to drive a wedge between the resistance movements is acting in an absurd manner.”

Below is the full text of the interview:

1- First, all the supporters of the Secretary-General of Hezbollah are asking about the health of His Eminence, especially after his recent speech. Did you have contact with him after the speech? How can you reassure his supporters?

The Secretary-General of Hezbollah, His Eminence Sayyed Hassan Nasrallah, is fine, praise be to God Almighty. He was diagnosed with a mild condition in recent days that required him to rest for two to three days. But since his supporters have been waiting for his speech on May 25, failure to appear would have raised unnecessary questions. It was better for him to make an appearance, despite not fully recovering, to be on the side of his supporters who were waiting for his speech at this important and sensitive stage. And the Secretary-General is fine, God willing.

2- The head of the Hamas movement in the Gaza Strip, Yahya al-Sinwar, stated that “the rockets and planes deployed during the battle were sent in complete coordination between the resistance in Lebanon and Gaza.” What do you have to add regarding details of coordination between the resistance in Lebanon and Gaza?

It has become known that the level of cooperation between the Islamic Republic, Hezbollah, and the resistance in Palestine is high at the level of preparation, capabilities, training, and manufacturing. Therefore, any other details related to the coordination mechanisms remain a security matter, and we cannot disclose their details. However, it is clear that the battle that took place unfolded with close follow-up and permanent cooperation, thank God.

3- How did you read yesterday’s press conference where Al-Sinwar challenged the “Israeli” enemy to assassinate him, and then he publicly walked through the streets of Gaza despite the declared “Israeli” threats?

The “Israelis” usually make many threats in order to leave a psychological effect on their enemies, but it seems that they have not yet understood what the resistance and the resistance fighters are. They are confident in the victory of God Almighty and stand in the front row during confrontations alongside the honorable mujahideen. Hence, the public appearance of Al-Sinwar is a clear challenge to the “Israeli” enemy that their threats could not affect the resistance and its leadership.

4- To what extent can the equation referred to by the Secretary-General of Hezbollah, “Al-Quds versus a regional war,” be enforceable in the foreseeable future?

It is not possible to define anticipated times for wars that “Israel” might initiate or for developments that could lead to a comprehensive regional war. This matter has to do with field data that are not currently available, and the conditions are not favorable to them, but it must remain clear that we, as Hezbollah, are in a state of constant readiness for any calculated or unpredictable development.

5- Did the Al-Quds Sword battle contribute to repairing rifts that appeared between some Palestinian resistance movements and Syria? Does Hezbollah have a role in this?

The relationship between the Hamas movement and Syria has been the subject of follow-up in recent months, and there has also been progress towards the possibility of restoring relations between them. But the honorable battle Al-Quds Sword accelerated these steps. This was highlighted by the announcement of Syrian President Bashar al-Assad to receive all the resistance fighters in Damascus, as well as the response of the Hamas leadership about expecting this from Syria, which has always been on the side of the resistance. God willing, we will soon see a normal return of relations and repair the rifts that have risen as a result of developments in Syria in the last stage.

6- What is your response to those who are trying to play on the sectarian chord to divide the resistance factions in the area?

The work of the resistance against “Israel” does not belong to a sect, but rather belongs to the honorable Islamic, patriotic, national, and humanitarian resistance. Therefore, whoever tries to drive a wedge within the relations of the resistance movements is acting in an absurd manner because the level of interaction and integration in the resistance work has been evident at various stages, especially at the last stage, where the level of interaction between the resistance fighters throughout the region is extensive without any sectarian dismissions.

7- After 21 years since the liberation of Lebanon, to what extent can it be said that the resistance is able to deter “Israeli” aggression and attacks?

Talking about Hezbollah’s resistance deterring “Israel” doesn’t need any further verification. “Israel” committed an aggression in 2006 with the expectation that it would crush the resistance in Lebanon, but it failed miserably. For the last 15 years (from 2006 to 2021), “Israel” is still deterred in every sense of the word. This is evidence of the effects that the liberation and the victory in the 2006 aggression left on “Israel”; it does not dare to launch an aggression in any way or form because it is fully aware that the resistance’s response will be very harsh, especially since its capabilities and methods developed extraordinarily in recent years. It is now in a much better position than it was during the liberation or following the 2006 aggression.

8- In the last two years, Lebanon entered an unprecedented phase of economic and monetary deterioration. In your view, does the path of salvation begin from the formation of the government? Do you bet on this matter, especially since there are those who doubt that a government will be born under the current circumstances? Following the disagreement between President Aoun and Hariri, [the government] will not be productive but tensions and mutual obstacles will move to the cabinet table.

There are two options in Lebanon, and there is no third. There is the option of the country carrying on without a government, and this means the continuation of economic and social chaos and a continuous deterioration without reaching any solution. The second option is to form a government so that there is an official body responsible in the country. Even if this government does not achieve everything that the Lebanese people aspire for, at least it introduces the first rescue steps on the path to a solution and begins with efforts to stop the deterioration we are in. Therefore, the formation of the government is the natural, necessary, and exclusive entry point for the beginning of the solution in Lebanon. Then, we must follow up so that the solution is effective. We must also address the gaps that slow the solution down or affect it. There are no other options in Lebanon.

9- After the Secretary-General of Hezbollah confirmed that Speaker Nabih Berri is the only party capable of solving disagreements between President Aoun and Hariri, do you know what he is preparing in this regard?

There are steps that Speaker Berri is now taking, which he hopes will create an opportunity for a solution, and we are helping and cooperating so are other parties. We need the results to appear directly this week.

10- While waiting for the formation of the government, who will the citizens that are looking for fuel, medicine, and basic needs turn to? Does Hezbollah have an alternative plan to protect societal security in Lebanon? Is there anyone who can guarantee that the street will not explode again in light of the continuous deterioration?

Social security is the responsibility of the state and not the responsibility of a particular party. No matter what any party does, it will not be able to achieve social security for the people. It may fill some gaps and address some problems, but there must be a responsible government that the Parliament will hold accountable and follow up with in order to take us to steps for social security and resolve chaos. Any betting outside the framework of forming a government is futile and a waste of time and unrealizable hopes.

11- Does Hezbollah have a project to benefit in a way from the continuous Iranian offers to Lebanon to help in several areas, including electricity, in case Lebanese officials continue to refuse or escape from it?

It is better to wait for the formation of the government, and we will try to help the state cooperate with Iranian, Russian, Chinese, and Western offers, which can speed up dealing with the electricity problem or other problems.

12- In an interview with Al-Hadath channel a few days ago, the Governor of Bank of Lebanon, Riad Salameh, said, “We learned from Washington about Al-Qard Al-Hasan’s connections, and we will investigate this, and the activity of this institution harms the banking system.” What is your response?

Al-Qard Al-Hassan Association is a charitable social institution that does not deal with banking matters and is not part of the banking system in Lebanon. Therefore, any observation that may be made by any party that considers itself to have the authority can follow it through the normal, legal channels and will find that this institution is a charitable institution, to which the accusation claimed by some does not apply.

13- Does Hezbollah support the removal of Riad Salameh from his position?

Any matter related to the governor of the Bank of Lebanon, remaining [in his post] or being ousted, requires a government to make this decision. Discussing this subject is a mere form of entertainment if it is not translated into a discussion within the government, which must take the right position on this issue according to the data presented to it.

14- How is Hezbollah’s relationship with Bkerke today?

The liaison committee between Hezbollah and Bkerke continues its regular and periodic meetings, and there is nothing new in this regard.

15- The Saudi media maintains that Hezbollah is part of the drug trade, and these allegations intensified among Gulf countries preventing Lebanese trucks from passing through their territories. Some Lebanese parties recommended accusing Hezbollah of harming Lebanon’s image and Lebanese production, what is your response?

The link between Hezbollah, drugs, the Gulf states, accusations, and evidence must be dismantled. First, Hezbollah does not trade in drugs and has nothing to do with it, neither from near nor from afar, and it prohibits drug trade and consumption. And the Lebanese security services are fully aware of the extent of Hezbollah’s contribution in providing aid and support when it comes to arresting people or raiding groups in different regions, where we have the ability to help the security services to do so.

As for Western allegations that talk about drug trafficking at the international level, they lack evidence. All the reports they announce say, “This person is close to Hezbollah, “it was leaked to us that Hezbollah may have a relationship,” and “here is an analysis saying that Hezbollah is the one benefiting.” No report dares to accuse Hezbollah directly because it has not been proven to anyone. But they are trying, in a twisted way, to pin it on Hezbollah, and so far, internationally and locally, this matter has not been proven and will not be proven because we are against drugs, drug trade, and anything related to drugs.

Secondly, the drugs seized in pomegranate shipments belongs to one or some drug traffickers, and it has absolutely no connection to Hezbollah. The measures taken by Saudi Arabia, or some Gulf countries are measures related to the shipment of drugs or other shipments. What does this have to do with Hezbollah and the position of the Gulf states with Hezbollah? Linking the matter to Hezbollah is part of the political rivalry and an attempt to tarnish the party’s image. We no longer comment on such accusations because we considered them both frivolous and degrading at the same time and based on unjustified hostility and accusations that do not have the slightest basis. So, if this matter is mentioned repeatedly and Hezbollah did not respond, it is because it has become one of the issues that do not concern us, and the people concerned know very well that we are outside the circle of drugs or the likes.

Does Hezbollah intend to file lawsuits against the media that deliberately insist on placing Hezbollah’s name in this file?

We may need to activate the entire judiciary in Lebanon if we wish to prosecute for every accusation because some throw around accusations a lot without evidence. We do not have the conviction to pursue every matter through the judiciary. We may pursue very specific and very restricted matters if we find that there is a benefit, but this is not our approach.

16- What is your reading of the high turnout in the presidential elections in Syria? And how did you interpret the tension between Lebanese factions over the turnout of the Syrians in Lebanon?

The massive turnout is proof of Syria’s recovery, and that the regime has a well-established position and that people, contrary to what they say about them in the West and some Gulf countries, are supporters of the structure and continuation of the regime. They are opposed to chaos and the fragmentation of Syria. This scene completely contradicts all previous bets on displaced Syrians serving as a tool to vote for someone other than President Assad, and having the president removed in a democratic and constitutional manner.

It became clear to all of them that this bet was unrealistic because even in the centers outside Syria where people have been displaced, the huge turnout was in favor of Syrian President Bashar al-Assad. I consider this a success and a victory at the same time for Syria’s continuity and stability in the future. Anyone looking for a solution in Syria must deal with the regime and not with America, “Israel,” and those on their side, including Daesh and others who destroyed Syria.

As for those who tried to attack some voters in Lebanon, Hezbollah issued a statement and made it clear that these people attacked others who have the right to express their opinion. Therefore, this attack is unacceptable and rejected, regardless of their arguments. Unfortunately, some feel that the aggressor has a justification because the voter passed in front of him. This justification is illogical and unreasonable. In any case, they have offended themselves with this attack and highlighted the ugly racist image that no one embraces.

الفرنسيّون استأنفوا اتّصالاتهم: باريس «مصدومة» والحريري يفقد صوابه!

فقد الرئيس سعد الحريري صوابَه بعدما انكشف أمام الجميع بأنه غير قادِر على تأليف حكومة من دون موافقة السعودية. فردّ ببيان اشتباك طاول حتى حزب الله، بينما لا تزال باريس مصدومة من رفضه مبادرة الرئيس ميشال عون

ساء الرئيسَ سعد الحريري انكشافُ «ملعوبه» في ملف تأليف الحكومة. خرج أمس للردّ على ما نشرته «الأخبار» عن رفضه مبادرة رئيس الجمهورية العماد ميشال عون التخلّي عن الثلث المعطّل، إذ أبلغ المدير العام للأمن العام اللواء عباس إبراهيم أنه سيكتفي بتسمية خمسة وزراء، إضافة إلى وزير لحزب الطاشناق، في حكومة من 18 وزيراً (راجع «الأخبار»، أمس). فهذا الخبر، بحدّ ذاتِه، يُشكّل إحراجاً كبيراً للرئيس المكلف الذي ظهر أخيراً بأنه غير مستعدّ للقبول بأي صيغة وزارية قبل أن تُعطيه المملكة العربية السعودية الضوء الأخضر لزيارتها، أو تومئ إليه بإشارة قبول بالتأليف. فحتى لو قبِل عون بكل شروطه المعروفة، سيخترِع الحريري شروطاً إضافية للعرقلة. هذا ما تؤكّده «كمالة» القصة التي بدأها اللواء إبراهيم منذ أسبوعين، ربطاً بالجهود التي يقوم بها على خط الحكومة، لتقريب وجهات النظر بين بعبدا ووادي أبو جميل. فقد علمت «الأخبار» أن الفرنسيين دخلوا بعدها على خط الوساطة، معتبرين أن إظهار الرئيس عون بعض الليونة في ملف الحكومة لاستعجال التأليف يُبنى عليه، وذلك بعدما تحدث اللواء إبراهيم معهم عن أن العقدة الوحيدة التي لا تزال تشكّل عائقاً أمام ولادة الحكومة هي وزارة «الداخلية» التي يُطالِب عون بأن تكون من حصته، بينما يرفض الحريري ذلك. حينها تولّى مستشار الرئيس الفرنسي باتريك دوريل الاتصال بالحريري في محاولة لإقناعه بالتراجع عن تمسكه بهذه الوزارة إلى جانب وزارة العدل. فقال المسؤول الفرنسي ما معناه: «حلّينا عقدة الثلث المعطّل، والآن لم يعُد هناك ذرائع»، لكن الحريري قال بأنه «لم يتبلّغ رسمياً من عون هذا الأمر»، مع أن اللواء إبراهيم زاره مرتين وأبلغه بذلك.

اتصال الفرنسيين أزعج الحريري، فتواصل مع إبراهيم معبّراً عن استياء شديد، إذ اعتبر بأن هناك من يتدخّل لدى الفرنسيين للضغط عليه. وليس ذلك وحسب، فمن بين «مواويل» الحريري لنسف أي جهود، أنه رداً على موقف الوزير باسيل عدم المشاركة في الحكومة أو إعطائها الثقة، قال الرئيس المكلّف إن «عدم مشاركة التيار الوطني الحر في الحكومة يعني أن رئيس الجمهورية لا يحقّ له الحصول على خمسة وزراء، إضافة إلى وزير الطاشناق، وأنه سبق أن وافق على هذا العدد على اعتبار أنهم وزراء يمثّلون الرئيس والتيار معاً، أما وقد رفض باسيل المشاركة في الحكومة، فهذا يعني أن حصة الرئيس عون ستكون أقل».

الفرنسيّون دخلوا على خطّ الوساطة بعدما أبدى عون استعداده للتخلّي عن الثلث المعطل


قبل فترة، أجاب أحد المقرّبين من الحريري عن سؤال عن قرب التأليف فأجاب: «انسَ… الآن ما في حكومة». ولعلّ كلامه لا يرتبِط بالعراقيل الداخلية من حصص وأسماء وحقائب، بقدر ما هو تعبير عن عجز الحريري الذي أقرّ سابقاً أمام من تحدثوا إليه «بصعوبة تجاوز السعوديين» (راجع «الأخبار»، 19 شباط 2021). وإلى أن تحدّد المملكة «الموعِد المنتظر» سيخترع الحريري المعضلة تلو الأخرى ويحتجِز التشكيل في جيبه، كما أشار مكتب باسيل في بيان له أمس.

وبينما جزمت مصادر قريبة من الجوّ السعودي منذُ أسابيع بأن «زيارة الحريري للمملكة أكيدة، وربما قريبة جداً»، غادر الرجل إلى الإمارات في زيارة هي الثالثة له منذ تكليفه، من دون أن يظهر بعد ما إذا كانت هناك نتيجة سياسية لهذه الزيارات، بما أنه يعوّل على الإماراتيين والفرنسيين لتمهيد الطريق له، فيما اقتصرت المكاسب منها على بعض اللقاحات ضدّ كورونا أعطيت للحريري على دفعتين، وجرى توزيعها على المقربين منه، ومشروع مستشفى ميداني وعدت الإمارات بتقديمه للمساعدة في مواجهة الجائحة ليس إلا.

إلا أن الكلام الذي صدر عن الحريري أمس رداً على ما كُتِب، كان لافتاً لجهة أنه للمرة الأولى منذُ تكليفه يفتح الهجوم باتجاه حزب الله، الذي «ينتظر قراره من إيران، فيما لا ننتظر رضى أيّ طرف خارجي لتشكيل الحكومة»، على حدّ قول الحريري.

هذا الكلام جاء تعليقاً على ما قاله نائب الأمين العام لحزب الله الشيخ نعيم قاسم في مقابلته على قناة «الميادين» أول من أمس بأن «المطلوب سعودياً لا يتحمّله الحريري وهو مواجهة حزب الله». وبينما رأى البعض موقف الحريري «طبيعياً» لأن عقدة الأسماء الشيعية في الحكومة لم تُحلّ بعد، إلا أن مشكلة الحريري ــــ باسيل طغت عليها، قال آخرون إنه بيان «مواجهة» قد يكون إما رسالة إلى المملكة أو استباقاً لزيارة قريبة جداً!

لكن هل بإمكان السعوديين الذين يستولي عليهم شعور القلق من سياسة الإدارة الأميركية الجديدة، وخاصة بعد الكشف عن تقرير جريمة قتل الصحافي جمال خاشقجي أن يُخصّصوا وقتاً للحريري ما داموا غير متأكدين من قدرته على تزعّم مشروع مواجهة حزب الله؟

بكل الأحوال، وضع الحريري نفسه في موقف محرج، ولا سيما مع طرف أساسي تمسّك بتكليفه، أي حزب الله. وإذا لم تأتِ زيارة الرياض، فقد يُصبِح الرئيس المكلف أضعف من أي وقت مضى. فلا هو قادر على زيارة الولايات المتحدة الأميركية التي تتجاهل إدارتها تحديد موعد له، ولا مستشاره للشؤون الروسية جورج شعبان أمّن له المواعيد لزيارة موسكو. وبين انشغال الخارج عنه والاستياء الداخلي منه، هل يُدفع الحريري الى الاعتذار؟ المعلومات المؤكدة إلى الآن هي أن الفرنسيين أجروا اتصالات يوم أمس بعدد من القوى، من بينهم عون وياسيل والحريري وجنبلاط، وعبّروا عن استغراب كبير وغضب من تعامل القوى السياسية مع ملف الحكومة، فيما البلد ذاهب الى الانفجار، بينما أكدت مصادر مطّلعة أن «باريس لم تُصدق ما فعله الحريري، وأنه هرب من التشكيل رغم تراجع الرئيس عون»!

Sayyed Nasrallah Has Consecrated “Spider Web” Theory in Confrontation with ‘Israel’: Zionist Studies Institute

The Zionist circles continued scrutinizing the recent speech of Hezbollah Secretary General Sayyed Hasan Nasrallah in which his eminence warned the Israeli officials against waging an all-out war on Lebanon.

Experts at the Zionist Institute for “National Security” Studies considered that Sayyed Nasrallah is determined to maintain the balance of deterrence by striking the Israeli cities in response to any aggression on the Lebanese cities and killing an Israeli soldier whenever ‘Israel’ kills any of Hezbollah fighters.

The experts also indicated that Hezbollah aims at accumulating its military power and focuses on obtaining precision-guided missiles, adding that such capabilities will inflict heavy losses upon the Israeli ‘home front’ during any upcoming war.

The Zionist experts stressed that Sayyed Nasrallah has consecrated the “Spider Web” theory in the confrontation with ‘Israel’, adding that this notion managed to target the collective conscience of the Israelis.

Hezbollah “Will Make Israel See Stars” in Case of Any Attack on Lebanon: Sheikh Qassem

Hezbollah Deputy Secretary General Sheikh Naim Qassem warned that the Resistance movement will make the Zionist occupation ‘see stars’ if it attacks Lebanon.

In an interview with Al-Mayadeen on Wednesday night, Sheikh Qassem said Hezbollah “remains in state of defense, but we will make ‘Israel’ see stars if it attacks” Lebanon.

“Hezbollah clearly declares that it has no intention of starting a war. Israel must understand that the arena is not open to it, and today the battle will be within the Israeli entity.”

On Hezbollah’s retaliation to the killing of one of Hezbollah fighters in Syria last summer, Sheikh Qassem stressed that the equation set by Secretary General Sayyed Hasan Nasrallah is still in place.

“When they attacked a brother of ours in Syria, we decided that we will respond to this attack, and such decision is still in place,” Hezbollah deputy chief added.

Meanwhile, Sheikh Qassem revealed that the US Embassy in Beirut has contracted two Lebanese media outlets in a bid to tarnish Hezbollah’s image.

“The US Embassy in Beirut is paying much money to these two media outlets in order to publish daily reports on Hezbollah,” Sheikh Qassem told Al-Mayadeen.

On the issue of Beirut Port blast, Sheikh Qassem said the investigation is ongoing and is aimed at trying to determine whether the incident was caused by an act of sabotage, errors or an Israeli attack.

Investigations conducted by the US, France and Germany that were leaked found “mistakes committed, not an intentional criminal act.”

He demanded that the investigations be revealed so that families can receive compensation from insurance companies and stressed that it’s not Hezbollah’s job to announce the results of the investigation, but rather the job of the judiciary and concerned authorities.

In this context, Sheikh Qassem pointed to “a group of Lebanese politicians whose primary job is to link any incident directly to Hezbollah to discredit him.”

Touching upon the issue of forming government, he stressed that the problem lies in disagreements between President Aoun and Designate-PM Saad Hariri, stressing an urgent need to solve this crisis.

In this regard, Sheikh Qassem voiced Hezbollah’s continuous readiness to help solve disagreements between Aoun and Hariri.

The International Union of Resistance Scholars assembled Tuesday in Beirut, expressing ultimate support to Palestine and voicing firm rejections to all forms of normalization with Zionist entity.

Entitled “The Uprising of the Ummah (nation) in Face of Normalization Conspiracies”, the Sixth Conference of the International Union of Resistance Scholars convened in Beirut on Tuesday.

The Head of the International Union of Resistance Scholars Sheikh Maher Hammoud stressed that the First Intifada which took place in December 33 years ago proved that Palestinian people in no need of Arab armies and Arab “shameful” summits.

“33 years on First Intifada, the stones are still more powerful than bullets.”

Sheikh Hammoud denounced all forms of normalization of ties between Arab regimes and Zionist entity.

“Normalization came after all conspiracies against Resistance in 2006 and in Syrian War have been foiled.”

Slamming Gulf regimes, Sheikh Qassem said they have never stood by Palestine, “they have backed all schemes of surrender.”

“Normalization has exposed all traitors and revealed those who support Resistance,” he said via video link, stressing: “Either to stand by Resistance, or by normalization, no third choice!”

“Axis of Resistance has secured promising achievements thanks to steadfastness and firm will to liberate Palestine.”

Sheikh Qassem vowed that the Resistance will work hard to develop its capabilities on basis of military, politics and media.

Ziad Nakhale, the Secretary General of Islamic Jihad Palestinian Resistance movement, said the Zionist entity has broken all moral, human and religious norms.

He slammed Palestinian Authority for “fleeing forward,” stressing that this policy won’t retrieve rights, but rather will set up new formula on the field.

Touching upon the assassination of Iranian scientist Mohsen Fakhrizadeh, Nakale said the enemies have been trying to deprive us from everything including scientific capabilities,” Nakhale addressed the conference via video link.

“Assassination of Fakhrizadeh is part of Israel’s revenge from Iran for its stance towards Palestine.

Mahmoud Zahhar

Hamas official Mahmoud Zahhar stressed that the Resistance in Gaza stands dignified against the Israeli enemy.

He warned that the enemies of this Ummah have been dedicating capabilities in a bid to weaken the Resistance.

Zahhar, meanwhile, noted that the last battle in which Palestine will be liberated is ‘inventible’ hoping to be one of the soldiers in such battle.

“Our weapons have been developed from the stones to missiles. This proves that we will go ahead until the elimination of the occupation entity,” the official in the Palestinian Resistance movement addressed the conference attendees via video link.

For his part, Grand Mufti of Syria Sheikh Ahmad Badreddin Hassoun slammed some Arab regimes over normalizing their ties with Zionist entity.

He called for unity on Palestine between Arab and Muslim countries.

Hezbollah Deputy Leader Sheikh Naim Qassem said on Friday that the retaliation for the assassination of Iranian scientist Mohsen Fakhrizadeh was in Iran’s hands, warning that Hezbollah was fully prepared for any Israeli aggression.

“We condemn this heinous attack and see that the response to this crime is in the hands of those concerned in Iran,” Sheikh Naim Qassem said in an interview with Al-Manar’s Hadith Sa’a (Talk of the Hour).

Sheikh Qassem said Martyr Fakhrizadeh was killed by “those sponsored by America and ‘Israel’” and said the assassination was part of a war on Iran and the region.

However, on the possibility of a direct strike on Iran, His eminence said it was unlikely as it would “ignite the whole region”. “We cannot rule out the possibility of a limited attack and the Iranians are ready for this and more, but I don’t see an all-out war on the horizon,” he said.

Asked whether the Zionist entity could attack Lebanon, Sheikh Qassem said he did not believe so but that if it did Hezbollah was “fully prepared” for a confrontation.
“Hezbollah has achieved many victories, one of which that our country is not dependent on the arrogant America or others, and all the pressure put on Hezbollah is because it has achieved many victories in various fields,” the deputy leader stated. “In spite of everything we are worriless. Rather, we act calmly, we realize the importance of the position we are taking.”

“Hezbollah is always ready for any confrontation and Israel knows very well that any step taken by it will have major consequences.”

Regarding the cabinet formation, Sheikh Qassem said that “the methodology of forming the government and American pressures by various means are the reason for the delay of the government onset. Some are waiting for the inauguration of the new US president so that the government will be in line with the American orientations.” He called on the caretaker government to hold permanent constitutional meetings to deal with popular demands in the absence of the new government.

“There is no problem with Hezbollah in forming the government, and the basis of its formation is the understanding between the two presidents,” Sheikh Qassem said. “The approval of the parliamentary blocs is a prerequisite for forming a government, and this is what the American must understand,” he said, noting that “the Launchpad of the French initiative is economic, and we agree on that in principle and we never accept the hegemony of this initiative.”

“Our problem is with corruption that exists everywhere and not with people, whether they are politicians or specialists to form the government,” Sheikh Qassem emphasized, stressing that “fighting corruption should be through the judiciary, the government, and by activating the supervisory and legal mechanisms, and Hezbollah adheres to it exclusively.”

“Hezbollah rejects any conditional aid and accept aid from the International Monetary Fund after being discussed because we know our country very well,” he added, pointing that “the basic rule in solving our problem in Lebanon is to defend ourselves and work for Lebanon’s interest first, and the US does not scare us.”

Hezbollah Deputy Secretary General Sheikh Naim Qassem stressed Friday that all the accusations made by some political parties against the party of being behind Beirut port blast proved to be futile, adding that all that propaganda failed to undermine the Resistance power.

Delivering a speech during Hezbollah televised ceremony to mark the second Ashura Night, Sheikh Qassem said that all the claims that Hezbollah had stored munitions in the port warehouses, possessed the big amounts of ammonium nitrate which exploded, or knew about their presence before the blast were refuted.

“Some political parties set a hypothesis based on accusing Hezbollah of being behind Beirut blast and started searching for pieces of evidence to prove it.”

Hezbollah will not resort to fabricating slanders in face of the opponents’ lies, according to Sheikh Qassem who urged the Resistance supporters to stick to patience in face of their provocations.

Sheikh Qassem stressed that Hezbollah will not be affected by that propaganda, confirming that the Resistance military units will always be ready to confront the Zionist aggression and liberate the Israeli-held territories.

Sheikh Qassem also underscored that Hezbollah supports creating a new government that is capable of rebuilding Beirut, carrying out the needed reforms and having a wide popular representation.

What happened —and didn’t happen— at the Israel-Lebanon border?

On the night of Sunday, July 19th, airstrikes hit Damascus International Airport. Though Israel didn’t claim responsibility for them, sticking to their longtime “zone of denial” policy, no one doubts they were the perpetrators. On Monday, the Syrian Army announced 7 soldiers were injured. It could have been one strike among hundreds of others, soon forgotten because of the lack of Syrian retaliatory measure. But the day after, Hezbollah announced the martyrdom of one of its combatants, Ali Kamel Mohsen, killed during the Israeli raid. As an Israeli commentator on Arab affairs put it in a tweet, this announcement “certainly changes the picture”. In fact, it is an understatement: it turned a tactical success into a PR disaster for the Netanyahu government, and a nightmare for the Israeli’s Army Northern Command and settlers living close to the Lebanese border. Because as everyone knew, a Hezbollah retaliation was inevitable.

We cannot understand what is happening now if we don’t put it in its broader context. Hezbollah’s rules of engagement against Israel in Syria were spelled out in January 2015, after Israel targeted two of their vehicles in Syria’s Quneitra region, killing 6 Hezbollah fighters (including Jihad Moghniyeh, son of Hezbollah’s martyred commander Imad Moghniyeh), along with an Iranian IRGC colonel. Back then, Nasrallah didn’t make any speech until the retaliation, which came out 10 days later, on January 28, when Hezbollah destroyed 3 vehicles in an Israeli convoy patrolling the occupied Shebaa farms, killing 2 to 5 soldiers —the sources differ— and wounding seven others (Israel retaliated by symbolic strikes, harming no Lebanese life or property but killing a Spanish UN soldier). “The Resistance operation happened in broad daylight (just before noon), at the highest state of alert of the Israeli enemy, who until now is incapable of understanding how it happened. […] Because they are cowards and not (real) men, and because “They will not fight you (even) together, except in fortified townships, or from behind walls” (Quran, 59, 14), they struck us treacherously and didn’t dare to claim responsibility for the attack. As for Hezbollah fighters, because they are (real) men who don’t fear death, they attacked them frontally, face to face, and we claimed responsibility for the attack immediately after it happened. […] My message today is the following: from now on, any Hezbollah cadre or commander, any young Hezbollah (combatant) who will be assassinated (in Lebanon or in Syria), we will blame Israel for it, and we will consider it our right to retaliate anywhere, anytime and in any way we see fit.”

This equation was put in practice and even broadened in August 2019, after Yasser Dhaher and Hassan Zbib, two Hezbollah combatants, were killed in an Israeli airstrike in Damascus suburbs, and an Israeli drone attack against Beirut’s southern suburb, a Hezbollah stronghold, was foiled. Here is what Nasrallah stated in an August 25th speech:

“We will retaliate from Lebanon, and not (necessarily) from the Shebaa farms! I declare to the Israeli soldiers at the border tonight: wait for us against the (separation) wall (standing) on one foot and a half (be ready to flee for your lives)! Wait for us on one foot and a half! Wait for us (because we’ll certainly come at you)! In one day, two days, three days, four days… Just wait for us!”

While Hezbollah used to attack Israel exclusively in the Shebaa farms, a Lebanese territory occupied by Israel, they now vowed to strike anywhere, a dramatic development which put tremendous pressure on the Israeli side, for whom any human loss is a national disaster. Drastic & unprecedented measures were taken to foil Hezbollah’s retaliation: Israeli forces didn’t “hole up” in their bases as Nasrallah had advised them to, but went as far as evacuating all their positions close to Lebanon, in a width of 5 to 7 kilometers, and along the whole length of the border line. All Israeli defenses were activated. Strict security measures were taken to evacuate some settlements and forbid the remaining settlers to perform most daily activities —video footage showed empty streets & closed shops, most people being holed up in their house all day long.https://www.dailymotion.com/embed/video/x7kl8ej

For 8 days, the mighty Israeli army appeared as the “spider web” it was, frightened and terrorized, its border barracks and outposts left deserted —as was shown by an RT crew who got inside—, its vehicles abandoned with dummy soldiers inside, with tanks scattered everywhere for days hoping to lure Hezbollah to attack an empty target (see all security measures Israel took detailed in Nasrallah’s speech back then).

Psychological warfare, perfectly mastered by Hezbollah, is a key element to understand what is happening —and not happening— right now, even before we speak of the retaliation itself. As Nasrallah put it in his 2019, September 2nd speech,

“We warned the enemy that he had to expect us (any time) from now on. This is a strength point of the Resistance. We could have remained silent, refrained from threatening (Israel of an imminent retaliation), not revealing our intentions, keeping quiet as we say, for 1, 2 or 3 days, then hit them by surprise. The military know that one of the most important aspects of a military operation is the element of surprise. But we have not done so, because our fight against the Zionist entity has a major psychological component, affecting the morale and soul of the enemy (which we strive to undermine). So we told them from the beginning to wait for us, because we were coming. In itself, it is an enormous challenge issued by the Resistance.[…] [This high alert of the enemy and the evacuation of the border outposts] are part of the punishment (we inflicted on Israel). Before we retaliated with our military operation, some people were (ironically) asking: where is your response? But (this terror situation on the Israeli side) was already a punishment and a retaliation. […] [The whole world saw the staggering difference between] our good Lebanese people (who) was normally moving in border areas, whether in villages or fields, and led a completely normal life, [while Israeli settlers were forbidden to approach “their” fields in occupied Palestine and where holed up in their houses].”

Thus, Israel seemed humiliated and defeated even before the retaliation came. It did happen on September 1st, when a moving Israeli military vehicle was destroyed in broad daylight by two anti-tank missiles near Avivim barracks, killing or wounding its occupants. While Israel had promised to hit Lebanon hard and return it to the Stone Age via all channels (diplomatic, media, etc.) in case of retaliation, the IDF didn’t hit back at all, merely firing “defensive phosphorous strikes aimed at building a smokescreen to protect themselves from further strikes”, as Nasrallah put it. Israeli TV channels showed the evacuation of a seemingly badly wounded soldier by helicopter, and his arrival at a Haifa hospital.

But Netanyahu claimed there was not as much as a scratch in the Israeli side, and that everything had been staged in order to convince Hezbollah they had avenged their martyrs and avoid any further escalation. While this seems like a PR stunt aimed at damage control (especially when we consider that at the same time, Israeli media reported that a soldier stationed in the North was severely injured by a bizarre game of stone-throwing, suggesting a ludicrous cover-up only made possible by the strict military censorship), Nasrallah didn’t rule it out, and stated in a September 10th speech:

“Everything that was done by the Israelis in recent days, for example the Israeli dummy soldiers (in their vehicles), this shows the weakness of the Israeli army. And when things have come to what they called “the deception operation”, in which they allegedly staged the evacuation of soldiers with fake injuries that they carried on stretchers, covered in fake blood, and would thus have deceived Hezbollah (into believing that his goal was reached, to prevent him from launching new strikes). Let us imagine that you really tricked us: all that would prove is, in few words, that your renowned legendary and invincible army has turned into a Hollywood army, which makes movies for the cinema, because it became helpless on the ground, incapable, weak, fearful and cowardly, withdrawing from the border to a width of 5 to 7 kilometers (for fear of the promised response by Hezbollah.”

It would be difficult to conclude that this 2019 round ended in anything but a crushing defeat for Israel, be it on the military, psychological or PR level. Though all of this is little known to the Western public, where the media is but an echo chamber of the Israeli Army’s propaganda (even RT, Sputnik and most alternative media often take their claims at face value), there is no doubt that it was strongly present in the mind of Israel’s political & military leaders when they heard of a Hezbollah operative killed in their latest strike on Syria ten days ago. Israeli media reported the high alert status of the Army in the North, where military drills were canceled, reinforcements sent and units & defenses put in high alert in the expectation of an imminent Hezbollah attack. The usual huff and puff about Israel’s forceful response in case of an attack was heard from Netanyahu & Gantz. But as Israel is in the eye of the storm because of the coronavirus crisis & current civil unrest and daily & violent protests against Netanyahu, another round against Hezbollah, Israel’s most dreaded enemy, is the last thing they’d want. That’s why Israel took the unprecedented step of sending an apology letter to Hezbollah via the UN representative in Lebanon, as was reported by Lebanese & Israeli media, and confirmed by Hezbollah’s Deputy Secretary General Naim Qassem, though the latter wouldn’t speak of its contents, and only stated that Hezbollah didn’t and wouldn’t reply to it.

Commenting on this development, Senior Lebanese political analyst Anis Naqqash, closely linked to Hezbollah, stated the following in an interview to Al-Mayadeen on July 26:

Anis Naqqash: This letter is the greatest proof of Israel’s weakness and fear of Hezbollah’s response. (Recall that in the past) Israel slaughtered (civilians) by the hundreds, and did not apologize or send (explanatory) letters. Israel committed aggressions and occupied territories, and did not apologize or send (explanatory) letters. (But) today, fearing Hezbollah’s reaction, Israel sends an urgent letter via the UN as an apology, because they are afraid of the reaction.

First, the fact that Hezbollah did not make the contents of the letter public helps to make it irrelevant. If they had published it, they would have given the impression of wanting to make public what Israel said. Second, the fact that Hezbollah did not respond to the letter confuses Israel. Despite their apologies and asking for forgiveness, what is Hezbollah’s response? Absolute silence. This leaves Israel in a state of great disarray. (Hezbollah) has also confirmed (via its Deputy Secretary General) that Hezbollah will do what they have to do when the time comes, which also leaves more to fear (in Israel).

Therefore, today Israel is clearly in a state of continued confusion and fear, and the statements of Sheikh Naim (Qassem) today will not allow them to sleep peacefully, on the contrary, they are even more worried (after hearing him).

Journalist: Israel therefore stands on one foot and a half (Nasrallah’s formula to designate the fear and terror of Israeli soldiers, ready to flee at full speed at the slightest alarm) without even the Hezbollah Secretary General needing to speak (and warn them of an imminent response)?

Anis Naqqash: The last time he warned them, but this time they (already) know what to expect. It’s like an unruly pupil standing up and facing the wall on his own every time he does something silly. Today Israel stands up and faces the wall, and does so on one foot and a half, taking (drastic) precautions. No one can say if the response will come before the Eid-el-Kebir (on July 31st) or after, or even if the response will take the Eid festival into account or not. Everything is possible on the part of the Resistance.

Journalist: But isn’t the fact that Hezbollah has not made public the contents of the letter a sign of seriousness, respect and responsibility given that it is an official letter that has been delivered via the United Nations? Isn’t that an important sign (of maturity)?

Anis Naqqash: This can only be understood by comparison with what the Arab leaders and Presidents, and even the former leaders of the Palestinian resistance factions, used to do when they received such marks of attention from the (Israeli) enemy, or from the United States or Europe. The mere fact that one of these countries paid attention to them, made a mere gesture of consideration towards them, they were quick to show it to everyone (as a sign of pride), (boasting) that they had received a glance, a letter from such or such country, an apology, etc. Their opponents saw them as eager for any sign of recognition from the enemy.

As far as Hezbollah is concerned, it is quite the opposite. Hezbollah does not attach any importance to the enemy and its stances. Of course, they study them closely (one has to know its enemy very well), but they do not give them this importance; they don’t manifest this avidity (towards any sign of respect from the enemy). Hezbollah doesn’t rush to their people telling them, “Look, look, they’ve apologized to us!” The confidence of Hezbollah’s grassroots in the Resistance is much higher than that, and they know Israel is afraid of it regardless of what they can say in any letter. While Israel’s “apologies” to Hezbollah are pathetic and can prevent in no way the inevitable retaliation, it must be emphasized that Israel certainly does everything it can to avoid hitting Hezbollah operatives when it strikes Syria —and therefore tries hard not to kill anyone at all—, going so far as warning them before hitting one of their vehicles, as we can see in this video from last April.

Israel was therefore left with the crushing pressure of the unknown, especially that Hezbollah didn’t comment on what it would do or not do, Naim Qassem merely stating that the rules of engagement previously stated were still in force, and that the coming days would answer everyone’s questions. There were no doubts in Israel & Lebanon that an imminent Hezbollah retaliation was coming. The pressure & nervousness —and downright panic— at the border are probably the cause of the death of an Israeli soldier on July 22 when his car crashed in the Shebaa farms, near the Lebanese border. As a Koweiti put it on Twitter, “Hezbollah’s silence is sometimes more powerful and painful to the Zionist enemy than their missiles, because they live hours, days and weeks in a state of fear, terror and high nervousness. Silence is a destructive weapon of psychological warfare against the Israeli entity, both at the political and psychological levels.” Avigdor Lieberman, former Israeli Defense Minister, stated that “I am still worried because the North is paralyzed by the killing of one single Hezbollah member in Damascus. Unfortunately, Nasrallah proved that he does what he says, an eye for an eye, a tooth for a tooth.”

In this extremely tense situation, on July 27th, the Israeli Army, parroted by the Western media (both mainstream and alternative), stated that it had foiled a Hezbollah attempt to infiltrate the Israeli-occupied Shebaa Farms, killing and wounding the operatives in the following skirmish while suffering no death or injuries itself. Later reports made no mention of Hezbollah casualties, alleging that their lives were willfully spared as a de-escalation measure. Here is the account of the “battle” by Haaretz’s military correspondent Amos Harel:

“While some of the details are still shrouded in fog, it’s clear that the IDF forces – soldiers from the Nahal Brigade, the elite Egoz unit and a tank crew – weren’t taken by surprise and were well prepared for their mission. An IDF lookout spotted the Hezbollah cell while it was still moving toward Har Dov (Shebaa Farms). When the cell had made it about 20 meters into Israel, in a hilly, wooded area where there’s no border fence, tanks and machine guns opened fire at it from a few hundred meters away.The Shi’ite militiamen quickly left the area.

There have been no reports of them taking casualties.

They entered Israel not that far from an IDF outpost and a road that serves troops in the area. (Har Dov is always closed to civilian traffic.) Their goal was presumably to carry out an attack – via sniper fire or bombs – on the IDF forces posted there. But given what has been reported about how the cell operated, the attempt does not seem to have been particularly sophisticated.

Thick vegetation makes it hard to hit an enemy moving cautiously even in broad daylight. The IDF has refused to say whether the soldiers were ordered to shoot to kill, or whether the plan was always to drive off the Hezbollah cell without causing casualties.

Nevertheless, there are fairly solid grounds for assuming that Israel deliberately decided on the latter course of action. Any such decision would have had to be made at the highest levels.

Had Hezbollah suffered losses in the incident, it might have felt compelled to mount an additional retaliation, and that could have escalated the situation along the border. Thus what looks like a tie with no casualties appears to be very convenient for both sides.”

This scenario makes Israel look good: according to this report, not only did they successfully foil an attack, but they did it with a concern for enemy human lives in order to avoid an escalation. Hezbollah’s “unsophisticated” attack, for a change, is supposed to make its outcome more plausible, and more acceptable to the Party of God, who can go along with it, claim he retaliated somewhat and climb down the ladder. Thus, this alleged round would give a military & PR victory for Israel, while allowing Hezbollah to save face, and Netanyahu & Gantz wasted no time in collecting their medal and warning Nasrallah that he was “playing with fire”, and that any further Hezbollah operations against Israel “would be a mistake and would be followed by a harsh military response”. Interestingly, both Netanyahu and Gantz left directly after reading their short statement, without taking any questions from the journalists. One wonders why they wouldn’t enjoy their victory.

In reality, this story is very unlikely, as the Israeli media themselves were quick to point out. In an article titled ‘Was Mount Dov incident another Hollywood show for Hezbollah?’, the Jerusalem Post recalled the Avivim mascarade and asked:

“In this day and age, everything is filmed. So where is the footage of the infiltrators crossing into Israel? Where is the drone footage of the area at the time of the incident?”

The IDF stated that they had footage of the incident and were considering releasing it, but haven’t done so far, which adds to the skepticism. Even Naftali Bennett, former Defense Minister, seemed to indirectly deny that any skirmish happenned, stating to Israel’s Channel 13 that in the region of the incident, one can get the impression that something is moving while there is nothing at all.

As for Hezbollah, they denied that any skirmish had taken place in the following statement:

“It appears that the state of terror in which the Zionist occupation army and its settlers on the Lebanese border find themselves, the high alert status and the extreme concern over the Resistance’s reaction to the enemy crime which led to the martyrdom of our mujahid brother Ali Kamel Mohsen, as well as the enemy’s complete inability to know the intentions of the Resistance, all these factors made the enemy extremely nervous on the ground and in the media, and he behaves as someone afraid of his own shadow.

Everything that the enemy media claim about Israel thwarting an infiltration operation from Lebanese territory into occupied Palestine, as well as their claims that there were martyrs and wounded on the Resistance side as a result of the bombardments which took place near the occupation sites in the Shebaa farms, is absolutely not true. This is just a futile attempt to forge illusory & bogus victories.

The Islamic Resistance affirms that there has been no clash or shooting on its part in the events of the day so far. Rather, it was one single part, meaning the frightened, anxious and nervous (Israeli) enemy, who fired all the shots.

Our response to the martyrdom of our mujahedin brother Ali Kamel Mohsen, who found martyrdom in the Zionist aggression on the outskirts of Damascus International Airport, will inevitably come, and the Zionists have only to await punishment for their crimes.

Moreover, the strikes which took place today on the (Lebanese) village of Al-Habaria and hit a civilian’s house will not go unpunished.

The next few days will soon deliver their verdict (our response to all of this is imminent).

Islamic Resistance in Lebanon”

Even if it was a matter of Hezbollah’s word against Israel’s, given their respective PR record, it would be safe to trust Hezbollah’s account. In fact, the Israelis themselves believe Nasrallah more than their own leaders, as was shown by polls held in Israel, Hezbollah’s huge credibility being one of its great achievements —as Norman Finkelstein statedIsraeli leaders carefully scrutinize Nasrallah’s every word. Anyway, Israel has gained nothing from what is most likely a new PR stunt. Whether the incident started as a mistake of Israeli troops firing at inexistent Hezbollah combatants conjured by their panicked imagination (IDF soldiers are world-class cowards), or whether it was all staged from the beginning in order to claim a fake victory before the inevitable, real retaliation, it is safe to believe that no Hezbollah attack happened, and that Israel further humiliated & discredited itself with this umpteenth lie.

However, it would be a mistake to think that all this show was futile. First, Hezbollah stated for the first time that the retaliation was coming indeed, though it was pretty much a given anyway. Second, they now have two reasons to strike back: their combatant killed in Damascus, and the attack against a civilian house, which puts all the Israeli settlers in the line of fire. Thus, Israel went from a bad situation to an even worse one. Back in August 2019, Nasrallah had already stated that the failed drone attack against Beirut’s southern suburb meant that from now on, the settlers would be seen as fair game:

« I declare to all the inhabitants of northern Israel and everywhere in occupied Palestine: do not live (normally), do not be in peace, do not feel safe, and do not think for one second that Hezbollah will accept such a scenario (where he would suffer such attacks in his neighborhoods without retaliating against settlers). »

Hezbollah still refrained from attacking settlements back then, focusing on military targets, but the latest escalation, even if it was likely accidental, could very well change their mind.

The only remaining question is when and where Hezbollah’s retaliation will come, and how will it unfold? As surprise is a major component of Hezbollah’s strategy, it would be vain to speculate, even if one can think that Hezbollah will take its time, in order to keep the enemy on tenterhooks. But Nasrallah gave us an interesting hint in his ‘Hollywood Army’ Speech:

“O Hollywood army, the lesson we draw from this experience, if indeed it is real (it remains to be proven true that you tricked us), is that the next time, you invite us not be content to hit one vehicle or one place, but several vehicles and several positions, so as not to be fooled by new Hollywood movies. (This comedy simulating injuries so that we’d stop hitting you) is a demonstration of weakness and helplessness (and not a sign of strength or intelligence).”

Also, many wonder if Hezbollah’s inevitable retaliation can lead to a war. It is most unlikely, and this idea has been dismissed by Hezbollah Deputy Secretary General, though he stated that they were always ready for war. But the daily threats from Netanyahu or Gantz should fool no one: Israel’s bite has never been a match for its bark, and their threats towards Hezbollah always turned out to be a damp squib. Netanyahu boasted of having won an imaginary round only because he knew that he had already lost the real one at all levels —military, psychological, PR—, and that when the deterrence & rules of engagement between Hezbollah and Israel change, it is only at the latter’s expense.

Senior Lebanese political analyst Anis Naqqash, closely linked to Hezbollah, stated the following in an interview to Al-Mayadeen on July 26:

[…] Anis Naqqash: This letter is the greatest proof of Israel’s weakness and fear of Hezbollah’s response. (Recall that in the past) Israel slaughtered (civilians) by the hundreds, and did not apologize or send (explanatory) letters. Israel committed aggressions and occupied territories, and did not apologize or send (explanatory) letters. I will not reply to this question in an indirect way. However, there is something clear to all: that (this) rule of engagement with Israel still stands. Subsequently, we have no intention of altering or changing this rule of engagement, no matter how much Israel tries to change it.

This is based on the fact that Lebanon cannot be protected from Israeli aggression except via the rules of engagement that (Hezbollah) has established after the year 2006. What safeguarded Lebanon for these past 14 years is the existence of a deterrence, the (serious) nature of which the Israelis know very well, and the Israelis also know very well that Lebanon is not a forsaken land, and that they cannot do with it whatever they please.

If here we are talking about the rules of engagement, then (I can confirm) that there are no changes in the rules of engagement.

The Lebanese government must express its opinion on this issue, and to announce its stance towards this incident, because the plane was holding Lebanese (citizens), and the plane reached Beirut airport. This means that (the Lebanese government) is directly concerned with this issue.

I do not know if at the next meeting of government ministers they will come out with a stance, yet we as Hezbollah have announced our stance, and we said clearly that this is a terrorist act, and this is American state terrorism that is reoccurring in various forms.

Is it conceivable that a civilian plane is attacked by two warplanes, as the civilian plane is running its normal course from Tehran to Beirut? This act runs contrary to international law, human rights charters, and all standards.

What I understood is that the Iranian officials intend to submit a complaint on the international level via the United Nations Security Council and these known channels. We (as Hezbollah) issued the required stance.

Yes, it is required that the entire international community, and that all forces – including the Lebanese government – at the very least express their objection to this act, based on the principle that such (sovereign and civilian) cannot be the place for sending (political and military) messages, nor for carrying out aggression. Whoever wishes to settle scores can go carry out attacks on (military-related) personnel and we will then see the result.

Hezbollah Deputy Secretary General Sheikh Naim Qassem stressed that the Resistance will not allow the Israeli enemy to change the rules of engagement, reiterating its capability to confront any Zionist war.

“Israel’s political confusion and low expectation from war outcomes as well as the US President Donald Trump’s quagmire eliminate the possibility of an imminent eruption of the war.”

In an interview with Al-Mayadeen News Channel Sunday night, Sheikh Qassem pointed out that what happened in Syria was an Israeli attack which claimed the martyr Ali Kamel Mohsen, rejecting to clarify the nature of Hezbollah response to this assault.

Let the Israelis have their own estimations and calculations in this regard, according to Hezbollah Deputy Secretary General who added that the Resistance response to any Zionist war will employ military capabilities much more developed than those it used during 2006 War.

Commenting on the US interception of the Iranian passenger plane in the Syrian airspace, Sheikh Qassem emphasized that the Americans want to frustrate and deactivate the strategic pact between Iran and Syria.

“Absence of US strategic project in the Middle East will allow the axis of resistance to achieve more victories.”

Sheikh Qassem indicated that the major countries do not want to help Lebanon financially in order to impose on it to play a role that serves the ISraeli interests in the region.

Hezbollah seeks Lebanon’s strength and independence, Sheikh Qassem said, adding that the party’s popularity, not military power, enabled it to be represented effectively in the parliament and the government.

Sheikh Qassem indicated that Turkey is trying to establish a political influence in northern Lebanon through supporting certain figures, like Ashraf Rifi and Nabil Al-Halabi.

His eminence clarified that the reason behind the resignation of the former PM Saad Hariri is not Hezbollah conditions, yet US pressures and the Lebanese Forces “which let him down at the last moment.”

Regarding the performance of the Central Bank Governor Riad Salameh, Sheikh Qassem stressed that Hezbollah does not discuss this issue publicly, but in the cabinet sessions.

Sheikh Qassem underscored that Hezbollah does not aim at changing the economic system in Lebanon, adding that establishing cooperation with the eastern states targets averting the US blackmail and preventing starvation in Lebanon.

Hezbollah Deputy S.G. denounced the acts of sabotage which stormed Beirut and Tripoli during the recent protests, calling on the security forces to arrest the vandals.

Sheikh Qassem also stressed that Hezbollah is not responsible for the illegal border crossings, adding that the army units ought to stop the acts of smuggling.

Economic Pressure Won’t Force Hezbollah to Make Concessions - Deputy SG

Hezbollah’s Deputy Secretary General His Eminence Sheikh Naim Qassem blamed the crises plaguing Lebanon on successive policies of previous governments.

“The current government is working to address files in various ways to reach the best result, so it must be given a chance,” he said.

In an interview with Al-Nour radio station, Sheikh Qassem explained that “Lebanon’s Central Bank governor bears responsibility for the crisis we are in now. But he is not the only one responsible.”

“Hezbollah’s position regarding the issue of the governor is clear. It is a necessity to discuss the issue of the Central Bank within the government and not in the media so that an appropriate decision is made in this context based on placing the country’s interest above anything else,” Sheikh Qassem stressed.

His Eminence pointed out that “the dollar reaching record levels means that there are accumulated errors and a negative performance from Lebanon’s Central Bank that led us to this result. The follow-up must be to diagnose the cause and try to correct it to put an end to this chaos, and this is what the government is working on.”

The Hezbollah official noted that “the government’s economic plan is both broad and detailed. If it is approved with additional integrated plans, we will witness the beginning of solutions to the current crises.”

“The problem lies within those who reject this,” Sheikh Qassem warned.

“We have seen the draft, and we have notes on some of its provisions. The cabinet will discuss it and make a decision on it. In principle, we are against privatization. However, there is a partnership that may be useful in some matters that we can discuss separately. We might reject or agree when the time comes,” he added.

“Hezbollah has an integrated socio-economic plan that it won’t be putting forward, so it does not become the focus of discussion. It will be a point of reference for us through which we show our viewpoint in the government.”

Sheikh Qassem also stressed that “there are parties who want to overthrow the government, but their capabilities and the objective conditions do not allow them to do so.”

“The government is strong, stable, and coherent. It made practical steps to put the country on the right course.”

The senior Hezbollah official urged people not to downplay the government’s progress in combating coronavirus pandemic.

“Hezbollah supports a strong and effective state in Lebanon. It supports drawing up comprehensive reform and salvation plans. And this is what the party is exercising in the parliament and government,” Sheikh Qassem said.

“Holding Hezbollah responsible for what is going on in Lebanon is unrealistic. Hezbollah will not respond to campaigns launched against it because it is interested in working for the country and not in political wrangling.”

“All attempts to bring about sedition at home have failed,” he added.

Regarding the fight against corruption, Sheikh Qassem asserted that “this battle has its tools, while reform has practical steps.”

“Hezbollah is not the only responsible side in this field, and it is doing the best it can within the Lebanese structure.”

Sheikh Qassem said he believes that “the 2000 liberation resulted in Lebanon regaining its freedom, independence, and well-being.”

He also underscored the readiness of the resistance “to defend Lebanon and respond to any aggression decided by any Zionist government.”

“The liberation’s great results also impacted those who refused to recognize them. We now feel that we are a country that is not under the guillotine of the ‘Israeli’ enemy.”

“‘Israel’ knows exactly what happened on the border and who was behind it. It is enough that the enemy understood the message behind what happened. That is sufficient.”

“The US and ‘Israel’ will utilize all weapons against their enemies and opponents, and I do not absolve them from tampering with the Lebanese home front,” Sheikh Qassem concluded.

“Hezbollah does not make concessions through economic pressure. It is in their [‘Israel’ and the US] interest that matters do not reach the abyss.”

Hezbollah Deputy Secretary General Sheikh Naim Qasem stressed that on April 11, 1996, the Israeli enemy wanted to rift the relation between the Islamic Resistance and the Lebanese people by committing massacres, adding most of the world governments conspired with the Zionists after Sharm el-Sheikh summit.

In an interview with Al-Manar TV Channel, Sheikh Qasem confirmed that the steadfastness of the Resistance, people and Army in the context of the golden formula led the Israeli enemy to humiliatingly stop its aggression on Lebanon and recognize a written pact that guarantees Hezbollah right to fire rockets in response to any Zionist assault on the Lebanese civilians.

His eminence indicated that 1996 confrontation established the principles of the balance of deterrence which subdued the Zionists, stressing that Hezbollah is now ready to confront any Israeli war on Lebanon whenever it erupts.

Sheikh Qassem said that the coronavirus is an enemy for the entire humanity, pointing out that the US administration enhances the pandemic outbreak by insisting on its sanctions against certain countries and pirating the medical stuffs while being sent to EU states.

Hezbollah Deputy Chief maintained that after the coronavirus stage, the world will witness major political and economic changes, adding that the US will no longer be able to lead the world.

Sheikh Qassem considered it is obligatory to thank the Lebanese health minister Dr. Hamad Hasan and all the governmental institutions which cooperated with him to fight the coronavirus, noting that Dr. Hasan works professionally and in accordance with the recommendations of the World Health Organization.

Sheikh Qassem stressed that the international testimonies confirm the Lebanese government’s success in controlling the coronavirus outbreak, adding that Hezbollah plan in this regard is not a substitute for the governmental role.

His eminence asserted that Hezbollah used to have the structure of the aid institutions before the coronavirus outbreak, pointing out that the party intensified its efforts in providing people with the socioecoromic support during the pandemic crisis.

Sheikh Qassem also highlighted that Hezbollah anti-coronavirus plan aimed at reassuring the Lebanese people, expressing readiness, if asked, to support any town against the pandemic.

Sheikh Qassem reiterated that Hezbollah endorses the return of the Lebanese expats, adding that the party set only one condition in this regard which is observing the safety measures in this process.

Hezbollah Deputy Chief added that the Rasoul Aazam Hospital is not concerned at all with the fake video circulated via social media to disrepute the medical institution, pointing out Hezbollah specialized a different hospital for the coronavirus cases.

Sheikh Qassem stressed that PM Hassan Diab invited all the Lebanese political parties to have a ministerial share in his government, adding that this grants it a national legitimacy.

His eminence called on certain parties to avert the slogan of the one-color government, considering that it is the government of the brave who accepted to assume the responsibility of addressing the crisis caused during the past 30 years.

Sheikh Qassem voiced Hezbollah support to the government, adding that the party will propose a plan to address the economic crisis in a way that protects the rights of all the Lebanese.
