Since its emergence, Hezbollah has been fighting the Zionist enemy in addition to the defeat notions promoted by certain Arab regimes and their puppets in Lebanon.
One of the most conspicuous aspects of this struggle appeared on September 13, 1993, when the Lebanese authorities decided to suppress a peaceful protest in Beirut’s Dahiyeh against Oslo Agreement.
On the same day the Palestinian Authority signed a ‘peace’ treaty with the Zionist enemy in the US capital Washington in a process aimed at suffocating the Palestinian resistance in return for void promises made by the Israeli and American officials.
The Lebanese youths did not tolerate such a Palestinian concession and insisted on rejecting the Agreement in the same context of supporting the Islamic Resistance against the Israeli occupation of Southern Lebanon and Western Bekaa.
The Lebanese army was ordered by the political rulers to open fire at the demonstration. The result was that the army committed a massacre of killing nine peaceful protesters.
Hezbollah, whose military power was dramatically developing, showed extreme self-restraint and patience about the crime, keeping its weapon directed against the Israeli enemy.
The Resistance Party faced numerous cases in which patience and self-restraint were the perfect way to reach the ultimate goal of the Jihadi track. However, this does not mean that the blood of the martyrs was lost.
The nine martyrs’ blood paved Lebanon’s way to reject the normalization scheme which was plotted to eradicate the Resistance in the region and impose Zionist ‘peace’ treaties on the Arab countries.
Hezbollah, then, continued its resistance operations against the Israeli occupation in Southern Lebanon, Meanwhile, the Lebanese army witnessed a necessary amendment of its performance. This resulted in sharing the Resistance its sacrifice in face of the Israeli enemy,
Four years later, on September 12, 1997, a group of Hezbollah fighters, including the son of Hezbollah Secretary General Sayyed Hasan Nasrallah, Sayyd Hadi, and a number of Lebanese army officers as well as soldiers jointly embraced martyrdom Mount Rafea confrontation with the Zionist occupation forces.
In 2021, Sayyed Nasrallah indicated that Hezbollah and Dahiyeh locals reacted patiently and wisely with the Lebanese military attack on the protesters, adding the outcome of that patience appeared in the joint fight and martyrdom of Hezbollah fighter and the Army soldiers against the Israeli occupation forces in 1997.
Sayyed Nasrallah affirmed that the golden formula, Army-People-Resistance will keep protecting Lebanon and achieving victories just as in May 2000 and July 2006.
Sayyed Nasrallah stressed, in a direct address to the US administration, that all its conspiracies, schemes and policies, which had earlier failed, will repeatedly fail to tamper with Army-People-Resistance formula which protects Lebanon.
The sublimity of Hezbollah Resistance lies not only in the military confrontations with the enemy but also in the patience about oppression, unfairness, sedition, and backstab. This Resistance, whose leaders do not hesitate to send their sons to the combat fronts, could have never but emerge victorious from all its battles.
Indeed, September 13 protest against Oslo Agreement was on the fight track as the pact itself gave the Palestinian people literally nothing. The Zionist enemy has continued escalating its aggression on the Palestinians, occupying their lands and desecrating their noble shrines.
The Israeli enemy has also tried to normalize ties with some Arab countries in order to compensate for its losses inflicted by the Resistance. However, the diplomatic meetings with the Arab officials did not reflect upon the negative stance of the Arab people against the Zionist occupation entity.
Finally, between 1993 and 1997 through 2023, the principle of the Resistance is controlling the regional scene and leaving the decisive outcomes reshaping the Middle East scene.
The Transocean Barents drilling platform is expected to arrive at the drilling site in Block 9 on Wednesday, August 16, as Lebanon marks the 17th anniversary of August, 2006, Victory.
The drilling preparations are meticulously organized. A device will be initially dispatched to the designated drilling area. It would transmit signals to the platform to determine its precise position. Ideally, the device will be situated directly above the projected location of the well. Subsequently, the drilling pipes will be lowered from the platform’s center to the well site. In addition, the platform will be linked to multiple satellites, enabling automated adjustments in the event of any deviation in the drilling pipes. This feature guarantees the platform’s swift return to its accurate position.
The drilling of the well in Block Number 9 is slated to last approximately 67 days. Should any commercial discoveries be made, the platform will remain stationary for an additional 14 days to facilitate production testing. A representative from the LPA said that by mid-November, significant insights will likely emerge regarding the potential presence of oil and gas reserves within Lebanon’s economic zone.
Lebanon has steadfastly confronted the US attempts to impose a maritime border demarcation that suits the Israeli enemy’s interests. The cooperation between the state, army and Resistance has given all the Lebanese the victory of investing the maritime resources.

Al Mayadeen correspondent highlighted that this is the first time since liberation in 2000 that the Lebanese army is deployed to this area.
Our correspondent reported that a Lebanese car was hit by a tear gas canister fired by occupation soldiers at the Kfar Chouba border point.
Israeli occupation forces fired smoke bombs and tear gas on people in the area, who crossed the barbed wires placed by the occupation and headed into advanced points near the borders with occupied Palestine.

Few days ago, the confrontation in the southern border between the Lebanese army officer and the Israeli occupation soldiers gives a new example about this coordination.
The “Israelis” attempted to change the borderline when the people stood up against them, then the Lebanese army interfered and prevented the Israeli army from continuing its violation.
The “Israelis” understand very well that any continuity from their side will flare up the situation and might lead to a military confrontation with the resistance, a thing they are not ready for now.
Again, a conclusion should be summed up, with one clear theme. As long as this formula exists Lebanon and the Lebanese will always be protected from all hazards and dangers.
The resistance movements in Lebanon, namely Hezbollah, have accumulated great achievements on so many different levels which brought stability and safety to Lebanon. All the military victories were scored against the ‘Israeli’ enemy, and more recently against the takfiri terrorists in Syria and Lebanon.

As an example, the Lebanese, especially the southerners, have never been able to reach their lands and fields, the ‘Israeli’ occupation soldiers used to open fire against the farmers preventing them from planting their lands or harvesting their crops.
The Lebanese army as well, has never been allowed before 2000 to exercise its sovereign right to deploy its forces in the southern part of Lebanon along the Palestinian border. Contrary to this, the ‘Israeli’ occupation, aside from its continuous aggression has challenged Lebanon by establishing a proxy militia known as the militia of the collaborators. The ‘Israeli enemy used to call them ‘South Lebanon Army’ in an attempt to legalize their existence, thus challenging the Lebanese government and comprising the legitimacy of the army.
Now the resistance has extended the mandate of this sacred equation into a new field, namely, the economic one.
In a recent and astounding accomplishment, the Lebanese state along with the balance of deterrence imposed by the Resistance, have both been able to preserve Lebanon’s rights in its maritime boundary with the occupied Palestine.
This demarcation of the maritime boundary gives Lebanon, according to the Lebanese government, its rights in the sea oil and gas resources is another remarkable achievement that strengthens the Lebanese sovereign decision and the state sovereignty and governance over its territories in land and in sea.
In conclusion, it is evident that as long as this coordination and harmony continue to exist between the Resistance, the Lebanese Army, and the people’s support, no foreign enemy or force can threaten Lebanon or blackmail its rights.
The Lebanese sovereignty is being protected and preserved through this formula that must exist and must be preserved.
It is our national shield that we should stick to and uphold always, and we will definitely do!
In light of the end of President Michel Aoun’s term, a considerable period of presidential vacuum is expected to follow due to the political disputes among the various parties.
The presidential vacuum synchronizes with a constitutional conflict between the Free Patriotic Movement and the caretaker premier Najib Mikati about the powers of the caretaker government.
Mikati insists that the caretaker government can resume its activities and assume the powers of the presidency amid the rejection of the other party. However, Aoun signed the degree accepting the resignation of Mikati’s government, which may escalate the ongoing dispute.
The political rift among the various parties in Lebanon has so far prevented the parliamentary blocs from securing a majority for any presidential candidate.
House Speaker Nabih Berri decided to stop holding sessions to elect a new president till a certain consensus is reached, noting that he would call for a national dialogue session for this sake.
Hezbollah officials have always called for preventing the foreign interventions from affecting the presidential election process, warning that the US administration has plotted to impose a candidate that opposes the Resistance.
Head of Loyalty to Resistance parliamentary bloc, Hajj Mohammad Raad, said that the US administration is an arrogant tyrant that spreads woes everywhere, adding that it has decided to impose a new Lebanese president that opposes the Resistance.
MP Raad added that the US administration is provoking the foreign ambassadors to Lebanon in order to promote prevention of electing a president that acknowledges the right of the Resistance.
During the first four sessions, the Lebanese Forces and Progressive Socialist Party voted for Michel Moawwad who obtained an average of only 40 votes. However, the pro-Resistance alliance cast blank ballots, securing an average of 55 votes.
According to the Lebanese Constitution, in all the sessions that follow the first one, the minimum number of deputies who must attend the session is 86 and the winner candidate must obtain 65 votes.
Thus, the pro-Resistance alliance is closer to achieving the presidential election win which would be in need of sustaining and maintaining the political contacts in this regard.
Lebanese Parliament
Regarding the names of the candidates, the pro-Resistance alliance has not disclosed its choices; however, sustaining the political coverage for the Resistance requires electing a candidate who voices a clear support to the Resistance.
Candidates who exist in the grey area can never carry out the mission of protecting the Resistance that is protecting the entire nation from the Israeli enemy.
The US administration exerts heavy pressures on the Lebanese presidency whoever the president is. In 2000, US Secretary of State Madlin Albright tried to force Lebanon acknowledge the Blue Line as an international border in a phone call with the President Emile Lahoud whose patriotic affiliation and personal power made him switch off the telephone.
Thus, the political disputes and narrow interests in Lebanon can never be the criteria according to which the presidential elections will be held.
The strategic policy of preserving the Army-People-Resistance golden formula, which has protected the nation and its resources from all the enemies, must be the path of all the Lebanese officials, including the president of the republic.

Sayyed Nasrallah stressed that propaganda campaigns, distortion attempts, and lies can never destroy the will of this Resistance.
“In 2006, they failed to crush the Resistance, which came out stronger and more powerful than ever,” he stressed.
He also indicated that the Resistance is heading in the direction of developing its military structure and capabilities to keep pace with the developments at the level of weapons and technology.
During his speech, Sayyed Nasrallah emphasized that the “Army, People, and Resistance” golden equation has become solid, whether included in the ministerial statement or not, stressing that liberating the rest of the occupied Lebanese land is a national responsibility.
The Lebanese leader pointed out that the Resistance’s responsibilities in the next stage are to establish the deterrence equations necessary for protecting Lebanon’s land, people, and wealth.
Regarding the file of border demarcation with occupied Palestine, Sayyed Nasrallah stressed that the Israeli threats are to no avail, adding that Hezbollah’s decision and approach are clear and “we are waiting for the coming days to act accordingly.”

In his speech, the Secretary-General of Hezbollah underlined that the Palestinian cause is part of the religion, culture, and honor of this nation, stressing that there is no place for abandonment, neutrality, or retreat when it comes to this cause.

Addressing Syria, which Hezbollah Secretary-General described as the backbone of the Axis of Resistance and the steadfastness front, characterized by ultimate refusal to Israeli conditions, he stressed, “By the day, we grow increasingly convinced of the validity of our choice and decision to go to Syria.”
In this context, Sayyed Nasrallah stressed that “if Syria is exposed to any similar attacks, we will not hesitate to engage in the battlefields on its side.”
He said, “It is our duty to thank our fellow brothers in Syria who, throughout 40 years, stood by us, welcomed us with arms wide open, and provided us with political, diplomatic, and security protection, which we deeply thank Syria and its leadership for.”

Sayyed Nasrallah added, “We will remain an integral part of the Axis of Resistance, which we trust will always be the solid basis for confronting hegemony projects and defending holy sites,” pointing out that “Iran is the major regional power on which all the Resistance movements and the downtrodden people in the region rely.”
He also revealed that Hezbollah contributed within its capabilities to fighting ISIS in Iraq and stressed that “if Iraq is exposed to this again and asks us, as in previous years, for help, we will not hesitate to send our leaders and fellow freedom fighters to go and fight side by side with our Iraqi brothers there.”
On the relationship with Gulf states, the Lebanese leader said, “We had no problem in developing Lebanon’s relations, especially with the Gulf, but some aim at turning Lebanon into an affiliate, which cannot be tolerated.”
Sayyed Nasrallah stressed that Hezbollah “will never be dragged and will not go into a civil war or engage in a sectarian strife,” recalling the Tayouneh ambush, in which a number of Lebanese citizens were martyred after snipers opened fire at unarmed peaceful protesters in Tayouneh, Beirut from the rooftops of buildings where they had stationed themselves.
Therefore, he called for addressing this issue, just as others, as it is linked to civil peace.
Hezbollah chief stressed that throughout the party’s 40 years in Lebanon, “we avoided slipping into any civil war or sectarian strife, and this was what was being prepared for Lebanon in 2005, but we cooperated with the political forces to save Lebanon from going into war and falling prey to sectarian strife.”
In this context, Sayyed Nasrallah considered that “internal security and stability are the responsibility of the state and should be governed by the cooperation of the various state components.”
“Some are making every effort to drag the Resistance into a clash with the Lebanese army and security forces, and this is a permanent and declared American project,” he stressed.
To this end, Sayyed Nasrallah reminded the people that “the shooting on the Airport Bridge demonstration against the Oslo agreement was not the decision of the army, but rather a major breach within the personnel on the ground.”
The Resistance leader pointed out that among the achievements is the transition of the relationship between Hezbollah and the Amal movement from a negative position to a very positive one, leading to integration.
He said that Hezbollah is keen to maintain a permanent relationship with the Amal movement that is based on integration, cooperation, and unity, especially on major issues, pointing out that in the next stage, “we will remain keen on maintaining our understanding with the Free Patriotic Movement, as well as strengthening and developing it.”
Nasrallah affirmed that Hezbollah will continue to be present in future governments to defend the people’s interests mainly due to the party’s clear political vision about the internal situation, indicating that Hezbollah’s main aim in the next stage is to cooperate with various political forces in order to build a just and capable state.
“We strongly believe in the principle of partnership between the Lebanese components away from exclusivity,” he said.
The Hezbollah Secretary-General stressed that the Resistance party will continue to serve people in all frameworks, institutions, and regions, despite the siege, sanctions, pressure, and threats against anyone who donates money to Hezbollah, reiterating that the Lebanese party will strengthen its institutions and that serving people is a core commitment and one of the greatest acts of worship.
“We are now in the eye of the storm, and this expresses the extent of our commitment to alleviate the living conditions and economic situation of the Lebanese people,” Sayyed Nasrallah said.
The Lebanese leader considered that “we are looking forward to a real sovereign country that is not subjugated to an American embassy or any other embassy or foreign hegemony,” noting that “the interference of the US embassy in the affairs of the Lebanese ministries is at its utmost level.”
Sayyed Nasrallah indicated that Hezbollah sees that the international developments are positive and “in the interest of the Axis of Resistance and true sovereignty.”

قبل الدخول أيضاً في الموضوع بلغة الحوار، لا بد من تثبيت ركائز له، أولها أن نقطة الانطلاق في الحوار وهدف الحوار، ليس البحث في كيفية نزع سلاح المقاومة، بل كيفية توفير الحماية المثالية للبنان من خطر العدوان الإسرائيلي، والأطماع الإسرائيلية بثروات لبنان ومزاياه الاستراتيجية، وهذا يعني ثانياً أن الحوار يجري بين مؤمنين بأن لبنان يواجه تحدياً اسمه الخطر الإسرائيلي، ويبحث عن سبل المواجهة المثالية لهذا الخطر، على قاعدة أن الدولة التي كانت غائبة عن مسؤولياتها في ما مضى ما استدعى ظهور المقاومة وتجذر حضورها، مستعدة اليوم لتحمل مسؤولياتها، في حماية بلدها، على قاعدة اليقين بأن تخلي الدولة عن هذه المسؤولية تحت شعار الرهان على الموقفين الدولي والعربي يجب أن يكون كافياً كي لا يقول أحد، أن مثل هذا الرهان يحل مكان بناء أسباب القوة، حيث لا قيمة للدبلوماسية إلا إذا وجدت هذه القوة التي تحمي وتدافع وتحرّر.

هذه الحال تشبه حال الأب الذي تخلى عن ابنه طفلاً وجاء إليه بعد أن أصبح رجلاً ناجحاً ذا حضور مرموق يطلب منه أن يسامحه ويسمح له لعب دور الأب. وهذا شرطه أن يجري النقاش بلغة وطنية يعترف فيها الذين غابوا عن المقاومة، سواء من تهرّبوا من الواجب الوطني أو من خانوا هذا الواجب ومدّوا أيديهم للعدو، بأنهم يطلبون التسامح من الذين ضحّوا بكل ما لديهم حتى حققوا السيادة الحقيقيّة لبلدهم وحرّروا أرضه وصانوا كرامته. والبدء من هنا للسؤال كيف نكمل معاً مسيرة الحماية، وكيف تكون الدولة شريكاً يعوّض الغياب المديد عن ساحة المسؤولية، مع الاعتراف والتقدير بما قام به الجيش وما قدّمه من تضحيات، وحاله كحال شعبه، يواجه منفرداً باللحم العاري، بغياب أية رعاية تقدمها الدولة ومؤسساتها ليكون جيشاً على مستوى الجيوش القوية القادرة على خلق التوازن بوجه جيش هائل المقدرات هو جيش الاحتلال.

هكذا أصبحت البداية بسيطة، فالذين يريدون نقاش مستقبل سلاح المقاومة من موقع وطني، يريد حماية لبنان، سيبدأون بالقول نحتاج إلى فترة انتقالية تبقى فيها المعادلة القائمة على حالها، تمتدّ من ثلاث إلى خمس سنوات، ربما نصرف خلالها حضور فائض قوة المقاومة لضمان وحماية ثروات النفط والغاز بتفويض وطنيّ، وتتجه خلالها كل الجهود والقدرات لبناء الدولة القوية القادرة. وهذا يعني بناء دبلوماسية تسليح للجيش بأسلحة نوعيّة تضم شبكات متطوّرة للدفاع الجوي وقدرات نارية متعددة جواً وبحراً وبراً قادرة على إقامة توازن ردع بوجه القوة النارية لجيش الاحتلال، وسنتفق على رصد المال اللازم لذلك، واستدراج الدعم الخارجي من الدول الغربية والعربية التي يغيظها سلاح المقاومة، ونبحث عن مصادر السلاح والدول التي تقبل تزويدنا بالأسلحة النوعيّة، ونميز علاقتنا بها على حساب مَن يرفض، حتى لو كان من يقبل في النهاية هو إيران ومن يرفض هو أميركا، وبالتوازي وكي لا نتوهمّ بأن الجيش وحده يكفي فلا بد من بناء الشعب المقاوم الى جانب الدولة القوية القادرة، ولذلك نسارع بإقرار قانون الخدمة الإلزاميّة لثلاث سنوات على الأقل، يخضع خلالها كل القادرين على حمل السلاح، بين 18 و60 عاماً، للتدريب والتنظيم ضمن وحدات للحماية الشعبيّة تعرف أدوارها ومواقعها وسلاحها عند أي عدوان، وسنوياً ضمّ الذين بلغوا الـ 18 من الذكور والإناث الى الخدمة الإلزاميّة، وإقرار بناء الملاجئ المحصنة وانشاء جبهة داخلية تعنى بمقومات الصمود خلال فترات الحرب، كما يفعل عدوّنا.

إن معيار جدية الذين يتحدثون عن أنهم يرون “إسرائيل” عدواً، ويقولون لا نقبل أن يزايد علينا احد في العداء لـ”إسرائيل”، وانه عندما تعتدي “إسرائيل” سنكون كلنا مقاومة، هو الذهاب لإقرار مثل هذه الخطة من أعلى مستويات القرار التشريعي والتنفيذي في الدولة، ومؤيّدو المقاومة يشاركون معهم، ويتحقق إجماع على استراتيجية للدفاع الوطني، تتيح بعد خمس سنوات أن نجلس ولدينا جيش قادر قويّ وشعب منظم مقاوم، لنبحث مرتبة جديدة من العلاقة بين الجيش والمقاومة، تكون فيها الكلمة العليا للجيش بصفته المسؤول الأول عن حماية البلد، وصولاً لمرحلة بعد خمس سنوات لاحقة قد لا نحتاج فيها لبقاء تشكيل منفصل للمقاومة خارج الجيش وتشكيلات الشعب المنظم. فهل من يرفع يده ويقول هيا بنا، ولنتذكر أننا منذ عشرين سنة نسمع الحديث عن نزع سلاح المقاومة من مواقع العداء، وبلا جدوى، وهذه خطة عشر سنوات من موقع الشراكة في مواجهة العدو، فهل تقبلون؟

عدم التجاوب يعني أن ما نسمعه في الداخل تحت عنوان “التيار السيادي الرافض للسلاح” هو مجرد صدى لصوت العدو، الذي يغيظه سلاح المقاومة، ويريد طابوراً خامساً في الداخل ينال من المقاومة أو يحاول، وعندها من حق الناس أن تقول، هذه المقاومة وسلاحها هي فلذات أكبادنا الذين سقطوا شهداء، ومن يريد نزع السلاح سننزع روحه وعيونه!
Despite the surprise “Hassan” Drone has caused among people in general and the enemy in particular, in which it represented an incident that scrambled the cards yet another time, in addition to the equations of the struggle; however, the observer who is aware of the Resistance’s innovative mind was expecting such an event, or at least wasn’t surprised with it. This is because the Resistance, in different occasions, has underscored the principle of cumulating its power, surprising the enemy, and transforming the threat into an opportunity. The same concept was uttered by the Leader of the Resistance.
This is how the Resistance is engaged in a sort of practical argument in which the threat is turned into an opportunity for yet another strength. The enemy responds by raising the level of its threats; then the Resistance changes the new threat into another opportunity, and so on… Once we add to this the concept of building a cumulative power, it is possible to imagine what will happen.
The Mentality of Resistance
The new logic the Arab struggle against ‘Israel’ didn’t know is that that produces the cumulative power all over the years of this struggle.
The spying and practical threat posed by the enemy has triggered a response by the Resistance which was translated into drones that were first thought of and tested by Martyr Leader Engineer Hassan Lakkis. Several types of drones were witnessed, one of which is the “Ayyoub” Drone, the one named after self-sacrifice Martyr Hussein Ayyoub.
The progressive development of military industries in the Islamic Republic of Iran has helped a lot, especially that martyr Lakkis was into that. Then the brutal war on Yemen represented an actual field to test the efficiency of the drones, their reconnaissance and practical capabilities at once.
The Resistance was up to all of this silently, developing and producing a line that makes it sufficient for it not to import drones from Iran, and so was it.
The Resistance, over decades, managed to prepare an army of young Resistance fighters, experts, and specialists who present their ideas and manufacture what is needed. Hence, it mingled efficacy with the field military power, the innovative mind, and belief. The equation of victory is composed of power which is added to both mind and belief.
Upon this equation, the enemy must be surprised with a bigger might the Resistance has, while the pride of the people of Resistance, its supporters and lovers everywhere must grow bigger.
To all those pissed off by the achievement of “Hassan” Drone: Do expect more from the Resistance!
في موقف مفاجئ أو تراءى أنه فاجأ الكثيرين أعلن وزير الحرب «الإسرائيلي» انّ «إسرائيل» عرضت على الجيش اللبناني المساعدة ولكن الجيش رفضها، ولم يكن الإعلان كما بدا من التداول الإعلامي مرحباً به من قبل فرنسا وأميركا الدولتين اللتين تتصرفان بأنهما المسؤولتان عن لبنان بشكل عام، وبشكل خاص عن الجيش اللبناني ومؤسسات رسمية هامة أخرى.
لقد صدم الإعلان البعض خاصة، وهو يتأمّل وضعاً وصلت فيه «إسرائيل» في نظرتها الى لبنان وجيشه الى الحدّ الذي تسمح لنفسها معه ان تعرض على جيشه المساعدة ليتجاوز الصعوبات التي يعانيها. طبعاً انّ أحداً ممن يعرف الجيش اللبناني لم يكن يتوقع موقفاً غير الذي اتخذته القيادة بالرفض القاطع وحتى عدم الاكتراث به الى الحدّ الذي جعلها لا تصرّح او تعلن عن الأمر شيئاً، وكأنّ الأمر لم يحدث أو أنّ عرضاً لم يكن.
فالجيش اللبناني الذي عانى منذ تأسيسه في العام 1945 على يد فؤاد شهاب، عانى الكثير من التحديات والصعوبات ما لم يعرفه جيش آخر، ورغم ذلك أعيد جمعه وتشكيله على أساس وطني على يد العماد إميل لحود، تشكيل أخرجه قوياً متماسكاً وأقول على أساس وطني مؤكد يعتنق ويعمل بعقيدة عسكرية وطنية تقوم على تحديد العدو وحصره في «إسرائيل» التي تحتلّ من لبنان أرضاً وتنتهك سيادته براً وجواً وبحراً وتهدّد ثروته، وتحديد الصديق بأنه كلّ من يمدّ الجيش بدعم ومعونة وتأييد في مهمته الأساسية التي هي الدفاع عن الوطن بوجه العدو وتمكين الجيش من حفظ الأمن والنظام في الداخل في كلّ ما يتجاوز قدرات قوى الأمن. وكان من الطبيعي جداً أن جيشاً هذه عقيدته أن يرفض من عدوّه أيّ مساعدة، ولن نناقش في الموضوع أكثر بل يكفي أن نقول بالمختصر إنّ الذي يؤمّن وحدة الجيش ويحفظ تماسكه هو تمسكه بعقيدته العسكرية الوطنية بعيداً عن الانزلاق الى متاهات وفخاخ تنصب له بعيداً عنها.
وبالفعل وخلال العقود الثلاثة الماضية نجح الجيش في مهامه وحفظ تماسكه رغم كلّ الهزات التي تعرّض لها بدءاً من العام ١٩٩٣، حيث رفض الجيش ان يتحوّل الى سور يحمي الاحتلال «الإسرائيلي» في الجنوب ويواجه المقاومة التي تتصدّى له. وفي العام ١٩٩٦ نجح الجيش في تأمين ظهر المقاومة وتناغَمَ أداؤه مع أدائها بما منع العدو من تحقيق أهداف عدوانه وأجبره على القبول بتفاهم نيسان الذي فتح الطريق الى التحرير في العام ٢٠٠٠ حيث برع الجيش في التعامل مع طرد «إسرائيل» من الجنوب ولعب الدور المميّز في التحقق من خروجها وحفظ الأمن المرن في المناطق المحررة. وفي العام ٢٠٠٦ كان الجيش متماسكاً ومنيعاً في تعامله مع الأخطار التي شكلها العدوان «الإسرائيلي» عليه وعلى لبنان. ويستمرّ الجيش في مهامه بنجاح رغم قلة الإمكانات وشحّها، الشحّ الذي تفاقم خلال السنوات الثلاث الأخيرة ما أفسح المجال للعدو بأن يعرض المساعدة، العرض الذي يجب ان يتوقف عنده كلّ معني بشأن لبنان وشأن جيشه.
قلت انّ الرفض اللبناني للعرض بالمساعدة من «إسرائيل» هو أمر بديهي وطبيعي لكلّ من يعرف الجيش اللبناني ويعرف عقيدته العسكرية الوطنية. فالجيش اللبناني هو جيش وطني يعرف كيف يتخذ قراراته وكيف يؤدّي وظائفه بما يحفظ الوطن. وطبعاً هو يختلف جذرياً عن فئة من اللبنانيين ادّعت الحاجة الى مساعدة فذهبت الى «إسرائيل» للحصول عليها وانخرطت بهذه المساعدة في حرب أهليّة لا يزال لبنان يعاني من آثارها. والجيش اللبناني هو جيش منبثق عن شعب انبثقت منه مقاومة فاعلة وقويّة استطاعت أن تحرّر الأرض وتمنع احتلالها والجيش اللبنانيّ هو جيش عرف كيف يواجه الإرهاب منذ العام ٢٠٠٠ وكيف يبقي الدولة واحدة لا ترسم فيها خطوط الحدود التي تقسمها، ولكن رغم كلّ هذا نجد العدو يملك الوقاحة التي تدفعه الى عرض المساعدة على هذا الجيش!
قد لا يستغرب البعض العرض «الإسرائيلي» الذي يأتي في زمن باتت فيه «إسرائيل» موجودة علانيّة أو سراً في كلّ عاصمة عربية باستثناء ثلاث او أربع عواصم، وقد لا يستغرب العرض في زمن تجري فيه «إسرائيل» مناورات عسكريّة مع عدة جيوش عربية، وفي زمن يطير فيه رئيس كيان العدو فوق مكة والمدينة في الحجاز، وفي زمن يشكل التنسيق الأمني مع السلطة الفلسطينية أساساً لدعم الاحتلال في الضفة الغربية، فـ «إسرائيل» رغم خيباتها في لبنان تظن أنها بما حققته مع العرب الآخرين تستطيع أن تحتوي الجيش اللبناني او تبدي حياله مراسم الودّ والصداقة بما يجعله يرتاح إليها، أو تظنّ اّن الحاجة قد تجعلها في موقع يستخفّ بهذا الجيش فتعرض مساعدته رغم أنه عدو لها.. وهو ظنّ او اعتقاد نراه حتماً خاطئاً اذ رغم كلّ ما يقول بعض اللبنانيين او ممّن يحملون الهوية اللبنانية ورغم ما تدفع اليه فرنسا وأميركا، فإننا نراه ظناً بعيداً عن الحقيقة؛ لا بل هو أمر مستحيل التحقق. لكن يبقى ان نتوقف عند الجانب او الوجه الآخر من العرض وهي أمور لا بدّ من الإضاءة عليها نذكر منها:
ـ على المسؤولين اللبنانيين ان يتوقفوا عند العرض الإسرائيلي ويتذكروا انّ الذي تسبّب بصدور هذا العرض لا بل أنتج البيئة التي استجلبته هو أداؤهم الذي قاد الى حرمان الجيش وأفراده ومن كلّ الرتب من مقتضيات العيش الكريم، ما جعل راتب العسكري لا يكفي لانتقاله الى مركز عمله، وحرمهم من الكثير من مستلزماتهم الطبية، وحمل عناصر من هذا الجيش الى الفرار والسفر خارجاً، عدد بلغ كما ذكر وزير العدو الـ ٥٠٠٠ عنصر.
ـ انّ الجيش الذي يعوّل عليه لحماية لبنان في وحدته وسيادته وصل الى مستوى صار فيه العدو يعرض عليه المساعدة، وبالتالي إنّ مجرد صدور العرض من العدو يشكل إهانة ومسّاً بمعنويات الجيش المولج بالتصدّي لهذا العدو في انتهاكه للحقوق الوطنية، وإنّ هذه المعنويات لا تستقيم الا بعمل عاجل يسدّ حاجات الجيش الفردية والشخصية والعسكرية العملانية.
ـ إنّ مَن يدّعي الحرص على الجيش من الدول الغربية خاصة أميركا هي أيضاً ساهمت في تحقق هذا الوضع، عندما منعت الجيش وانصاع المسؤولون في الدولة لإملاءاتها برفض المساعدة العسكرية غير المشروطة من أصدقاء مثل روسيا والصين وإيران، دون أن تقدّم هي المساعدة المكافئة البديلة.
وفي الخلاصة ندعو المسؤولين في الدولة الي التوقف عند هذا العرض المسموم والفعل الخطر وتشكيل هيئة طوارئ وطنية من شأنها الوقوف على حاجات الجيش مؤسسة وأفراداً والعمل على توفيرها لمعالجة الوضع الذي جعل العدو يعرض المساعدة.

– So as not to embarrass the Lebanese government (and certain parties), we went for the second option, which is sending the (Iranian fuel) ship to the Syrian Baniyas Port, and Syria (who accepted receiving the ship) has facilitated (the ship’s) movement at the Baniyas Port and secured fuel tanks for the transportation process of the oil derivatives (across the Lebanese-Syrian border).
– Our sincere thanks goes to the Syrian leadership for their support and facilitation (of the process), and their understanding and contribution to the success of this step so far and for the next stages (as well).
– The first ship arrived at the Baniyas Port, Sunday night at 2:30 a.m., and the unloading of its cargo will be finished today (Monday), and the transfer of this material is supposed to begin this Thursday to specific reservoirs in the Baalbek region (in Lebanon), from where it will be distributed to the rest of the regions of Lebanon
– There were some (sides who) considered (i.e. framed) our promise to import oil derivatives from Iran as mere media talk, (which is) an effort that has failed.
– The existing deterrence equation (imposed by Hezbollah that protects) Lebanon, (also protects) the fuel ships and allowed the safe arrival of the first ship and (will ensure) the other ships (arrive safely too God willing).
– The ship that arrived carries diesel oil and the second ship that will arrive in a few days to Baniyas Port will be carrying diesel too.
– All the administrative prerequisites have been completed to begin the transport of the third ship (from Iran), which will be carrying gasoline (petrol).
-The fourth ship, which will be sent later, will carry diesel due to the coming winter seasons
– As for the method of delivery, we have adopted the following mechanism: for one month, starting September 16 till October 16, oil derivatives will be made available as donations to the following entities (in Lebanon): public hospitals, retirement homes (for the elderly), orphanages, special needs facilities, water institutions, and (poor) municipalities (local government councils) that use water wells.
– Civil Defence regiments and the Lebanese Red Cross will be receiving (diesel in the form of) donations too.
– A month after the arrival of the first ship, (the second category to be provided with diesel) will be pharmaceutical factories, serum laboratories, bakeries, (local) markets/shopping centres, as well as private power companies providing people with electricity through (private) power generators.
– In selling oil derivatives for private power companies at a price lower than the cost, we will reach an agreement to (ensure) the lowering of the (currently) exaggerated (artificially inflated) prices that are set for citizens.
– Our (great) concern is that the diesel oil is utilised for the sake of easing the suffering of the Lebanese people and (not to be sold) in the black market.
– We stress that the oil derivatives will be sold at less than the cost price, and we will consider the losses as an aid and gift from the Islamic Republic of Iran and Hezbollah.
– The main focus in terms of distributing (the diesel to Lebanese organisations/entites) will primarily occur via the US-sanctioned Al-Amanah Company (since it is already sanctioned!), while other (distribution) companies will be considered later on.
– My advice to the new government – which would not want (to bear the consequences of) lifting (government) subsidies – is to ensure that subsidised oil derivatives reach the citizens so that traders and monopolists won’t monopolise and sell them at (higher) new prices next month.
– Initially we (Hezbollah) were able to organise a a convoy of ships (from Iran), but we did not want to provoke (and antagonise) anybody because our goal is to alleviate (the Lebanese people’s) suffering, and so we used minimum media coverage in order to allow the process to actualise and achieve its intended purpose.
– We must thank the Islamic Republic of Iran, the leader Imam Khamenei (may his life be prolonged), President Ibrahim Raisi, and the Iranian officials.
– We thank Syria’s leadership and government for the facilitation, understanding, and cooperation it has shown and will show during the next stage.
– One of the blessings of this course (of organising fuel shipments from Iran), was that it opened new doors, especially after the immediate American actions following our move (i.e. suddenly allowing Lebanese officials to meet some of Lebanon’s electricity needs from Egypt & Jordan via Syria)
– We welcomed the visit of the official Lebanese delegation to Syria, and (thank Syria’s government) for handling the situation with openness and love despite the delicacy of the matter.
– Iraqi fuel is supposed to arrive soon by the end of September (too), which will (contribute to) alleviating (the Lebanese) people’s suffering, and we reiterate our thanks to the Iraqi government for their efforts.
Nasrallah: ‘1st Iran fuel-laden ship to set sail for Lebanon in hours, won’t be last’
Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah delivered a televised speech on Monday evening in which he tackled the latest political developments in Lebanon and the region.
At the beginning of his speech, Sayyed Nasrallah mourned the demise of prominent cleric Sayyed Mohammad Said al-Hakim in Iraq and the Head of the Supreme Shia Council in Lebanon Sheikh Abdul Amir Qabalan.
Moving to politics, Sayyed Nasrallah welcomed the formation of the Lebanese government that was announced on Friday and thanked all those who contributed to this achievement. His eminence didn’t forget to thank the caretaker prime minister Hassan Diab for his patience and patriotism and shouldering the responsibility over the period of caretaking the responsibilities of the already resigned government.
Highlighting that the current government’s priorities must be to save the nation from the heart of the downfall, carry out reforms, and take care of people’s livelihood, the resistance leader also voiced support for getting prepared to hold the municipal elections in the due time, and insisted on this issue.
Also on the governmental level, Sayyed Nasrallah called for finishing the ministerial statement as soon as possible for the government to gain confidence and drive the country out of the crises, urging everybody to stand in solidarity to grant the government the sufficient time before judging it.
Fuel bound to Lebanon
In key notes that were the reason for delivering Monday’s speech, Sayyed Nasrallah commented on the fuel shipments heading for Lebanon, explaining that Hezbollah had two choices regarding the destination where the ship docks, one was Lebanon and the other was Syria.
“Not to embarrass certain parties inside Lebanon, we decided to send the ship to Syria, which agreed on the matter of receiving the ship at one of its ports,” His Eminence stated, adding that Syria facilitated the movement in Baniyas Port for the storage and transferring the oil via the borders, and it also provided the cisterns in which the oil will be transferred.
Sayyed Nasrallah announced that the first ship carrying oil derivatives docked at the Syrian Port of Baniyas on Sunday evening, and today [Monday] unloading its cargo will be finished.
His Eminence further declared that transferring the oil derivatives to Beqaa area will start on Thursday and will be stored in certain reservoirs in Baalbek.
Lashing out at some bets that considered the promise to send the ships is just for media consumption, the resistance leader said the matter is left behind as the ship already arrived.
“The ‘Israeli’ was in trouble as the equation of deterrence was set, and it is the one that protected and allowed the arrival of the first ship,” Sayyed Nasrallah underlined, slamming those who betted on the Americans who failed to prevent the arrival of the ships despite the pressures and threats.
Additionally, His Eminence noted that betting on causing a trouble between Hezbollah and the Lebanese state has also collapsed thanks to the cooperation of the Syrian state: “All bets have collapsed and serious work has started although we expected setting new gamblings.”
The Hezbollah leader elaborated that the ship that has already arrived was carrying diesel oil, and the second ship will arrive at the Baniyas Port within a few days. Meanwhile, all administrative measures to send the third ship have been finished, and it will carry gas oil from Iran.
The fourth ship will later be carrying diesel oil to be used for heating as winter approaches, Sayyed Nasrallah made clear.
Elsewhere in comments on the same issue, the Hezbollah leader mentioned that based on the new government’s track and the given data, the destination of other ships would be decided.
Ruling out any intention of making profits, Sayyed Nasrallah stressed that Hezbollah doesn’t seek trade or benefits from such ships, and it only aims at easing the suffering of the people. “The cargo that will arrive will be handed to all classes in Lebanon and is not limited to certain people,” His Eminence assured.
“We prepared a specific mechanism to deliver the oil derivatives, and we don’t aim at competing with others,” Sayyed Nasrallah said. “As per distribution, we adopted several divisions; the first of which is a donation that will be sent for a one-month supply for several sides.”
Those sides are public hospitals, nursing homes, orphanages, and centers that take care of people with special needs, Sayyed Nasrallah said. Additionally, water facilities and poor municipalities that has water wells, the civil firefighting centers, and the Lebanese Red Cross will be considered in this donation.
According to Sayyed Nasrallah, the second section that will receive those derivatives with appropriate prices – and there are priorities in this regard – are the private hospitals, serology laboratories, bakeries, and supermarkets, the food industry, and the agricultural equipment.
“We will sell the oil derivatives to the second section with prices that are lower than the costs at the market and there will be no oil that will be sold to individuals,” the resistance leader underscored.
In the phase of distribution, Hezbollah will depend in the first place on the Al-Amana company that is already blacklisted by the US and will deal with other companies later. The quantities will be distributed gradually to increase the amount of the beneficiaries and Hezbollah will focus mainly on the municipal unions, according to Sayyed Nasrallah.
His Eminence underscored that the important point for Hezbollah is that the material reaches the due recipients and not the black market. “We will shoulder a big amount of the costs against the greed and monopoly found in Lebanon.”
The resistance group will sell the material in prices that are less than their expenses as it doesn’t seek profits and will consider the losses as an aid from Hezbollah and Iran, its leader added.
The official price for selling the diesel oil will be either announced on Wednesday or on Thursday, and it will be less than the expenses. The material will be sold in exchange for the Lebanese pound and Hezbollah will not cost the country’s treasury anything, Sayyed Nasrallah emphasized.
“We aim at breaking the black market and the greed of the monopolists,” His Eminence reiterated.
Sayyed Nasrallah called on the new government to have the Lebanese Army as the guarantor in the process of delivering subsidies to the people.
In clear remarks highlighting Hezbollah’s capabilities, Sayyed Nasrallah said the party was able to get a convoy of ships at once with a media coverage, but it didn’t do so because it didn’t want to incite anybody and it is why Hezbollah achieved the matter with the minimum of media coverage.
“We don’t aim at any political employment of what happened,” His Eminence noted, affirming that among the blessings of what happened is that it opened new doors to Lebanon, especially after the direct US move to bring Egyptian gas through Jordan and Syria.
On the same level, Sayyed Nasrallah welcomed the official visit of the Lebanese delegation to Syria that was open and loving despite the critical situation.
Regarding the agreement of exchanging Iraqi fuel, Sayyed Nasrallah said it is supposed to arrive in Lebanon and thanked the Iraqi government for its efforts in this respect.
Also on the local level, Sayyed Nasrallah warned that the ration card might open another door to stealing, corruption, and politicization and called on the Lebanese to adhere to the law related to the ration card without any fraud: “Those who don’t meet the restrictions should leave the money offered by this card to other people in need.”
Gilboa Heroic Op
Hailing the operation of Gilboa Prison break, Sayyed Nasrallah described the “Tunnel of Freedom” Operation that was carried out by Palestinian heroes and resistance men as an event with major and very important significances.
“The “Tunnel of Freedom” Operation expresses the creativity of those heroes and it is a source of pride for every honorable man, it also expresses the Palestinian insistence on freedom,” Sayyed Nasrallah said.
Additionally, His Eminence ruled out that detaining four of the six escapees would undermine the success of the operation and underscored that the responsibility of protecting the two remaining escapees should be shouldered by all Palestinians.
July 13 Events: Gaza Liberation, Airport Massacre, Jabal al-Rafei Confrontation
As today marks the 16th anniversary of liberating the Gaza Strip, Sayyed Nasrallah commented on this “major victory the resistance has scored and it emphasized the benefit of the choice of resistance”, noting that liberating the Gaza Strip led to turning it into a main base for resistance and a source of hope for all the people of Palestine.
July 13 also marks the day when the Lebanese Army opened fire at the heads of people protesting against the Oslo Agreement, in comments on the tragic massacre, Sayyed Nasrallah stressed that “We were very patient on this calamity to ward off sedition some sides wanted to create against the Lebanese Army.”
“Nobody in Dahiyeh has opened fire against the security forces although they were killing their sons and daughters. Our people blocked the road in front of the sedition that was desired and later, the blood of our martyrs blended with that of the army’s martyrs,” Sayyed Nasrallah underlined, in reference to the martyrdom of a group of resistance men, including his own son, martyr Hadi Hassan Nasrallah, and a group of Lebanese Army soldiers on July 13, 1997 while combatting an ‘Israeli’ commando unit in Jabal al-Rafei, south Lebanon.
“The blood of our resistance men blended with the blood of the Lebanese Army officers, which led to victory,” the Hezbollah leader.
US will always fail
Sayyed Nasrallah concluded his speech by assuring the Americans that they will fail in every conspiracy they hatch against Lebanon: “Just as your hopes and conspiracies failed, you will fail once again and the golden equation [of Army, People, and Resistance in Lebanon] will persist.
خلال أربعة عقود نجحت المقاومة بتقديم نموذج استثنائي لمقدرتها على بناء مشروع قادر على تحرير الأرض وردع العدوان، وتحوّلت بفعل فائض القوة الذي راكمته والمكانة الأخلاقية التي رافقت مسيرتها، والمواهب الاستثنائية التي تميّز بها قائدها السيد حسن نصرالله، الى قوة إقليمية يُحسب حسابها في كلّ أحداث المنطقة، ونجحت بتوظيف كلّ ذلك لهزيمة مشروع الهيمنة الأميركية في سورية والعراق واليمن كشريك للقوى والحكومات والجيوش، وعمّمت معادلة الشعب والجيش والمقاومة على ساحاتها، لتتوّج ذلك كله ببلورة معادلة حماية القدس بعد المعركة الباهرة التي خاضتها المقاومة الفلسطينية في غزة ونتائجها، تحت عنوان حماية القدس تعادل حرباً إقليمية، لكن المقاومة التي راكمت خبرات إدارة الملفات السياسية والدبلوماسية، وتفاعلت مع قوى ودول إقليمية ودولية، فتعرّفت على روما من فوق بعدما عرفت روما من تحت كما تعرف كفّ يدها، وصارت عضواً معترفاً به في نادي اللاعبين الكبار، نجحت بالتقرّب من الملفات الاقتصادية الاستراتيجية ودراستها بهدوء، واكتشاف القطب المخفية فيها، والعقد التي تفسّر أزماتها وشبكات المصالح التي تحرّكها، للتهيؤ خلال السنوات الـ 15 الماضية للحظة تحوّل نوعي في مسارها، كانت تنتظر التوقيت المناسب.

لم يكن لمشروع المقاومة الإستراتيجي كحركة تحرر وطني كاملة الأوصاف أن يكتمل على مستوى المنطقة، وليس على مستوى لبنان فقط، لاستحالة اكتماله لبنانياً دون المنطقة أصلاً، إلا إذا بلورت المقاومة على الطريقة التي كانت تبلور فيها خطواتها النوعية المفصلية في مسيرتها العسكرية كمقاومة مسلحة، مفاتيح تشكل نقاط اتصال بنيوية بين الملفات الحاسمة في المشاهد الاقتصادية والسياسية والاستراتيجية في آن واحد، تعيد من خلالها فك وتركيب هذه المشاهد على عناصر جديدة، تتمثل بفرض حضورها المتفوّق أخلاقياً والملتزم اجتماعياً بالناس وبسطائهم وفقرائهم، لتكسر المعادلات السائدة، وتنشئ معادلات جديدة تراكمية، تتيح شقّ الطريق لمسار تنموي واجتماعي وسياسي يحمل مفهوم التغيير الجذري، الذي كان يسطحه بعض المتحمّسين بتوجيه الدعوات للمقاومة لقلب الطاولة بقوّتها العسكرية في لبنان والغرق في مستنقع اللعبة الطائفية ونزاعاتها، والمخاطرة بفقدان تفوّقها الأخلاقي، ومهابتها العسكرية، وحكمتها السياسية.

رمت التطورات الدولية والإقليمية الدراماتيكية الناشئة عن صعود محور المقاومة بعد معركة سيف القدس وعن التراجع الأميركي بعد الانهزام في أفغانستان من جهة، والتطورات الإقليمية واللبنانية التي ظهرت خلالها المكانة المحورية لقطاع الطاقة بعنواني الكهرباء والنفط وصولاً للطاقة النووية كقطاع قيادي في صناعة معادلات الاقتصاد الداخلي والإقليمي والدولي وصناعة السلم والحرب وصياغة السيطرة على البحار والتفاوض على الحدود السيادية ورسم العلاقات بين الدول وداخلها بين الكتل الكبرى ومصالحها، من جهة ثانية، ودخول الأزمة المعيشية والاجتماعية والإنسانية في لبنان حدّ الانفجار والانهيار الكبير، في مقابل توحّش آلات صناعة السياسة والاقتصاد وانصرافها لمراكمة أرباح خيالية تعادل في قطاع الطاقة عشرة أضعاف الرساميل الموظفة في كلّ عملية متاجرة، أيّ بمعدل مراكمة الرأسمال ألف ضعف في السنة، بينما تهاوت الطبقات الوسطى، وزاد الفقر اتساعاً، وتبخرت الودائع المصرفية كمخزون وقائي لمواجهة الأزمات، وتهدّد قطاع الاستشفاء وصارت العتمة على الأبواب، في ظلّ انسداد سياسي أمام المسار الحكومي وسادية اقتصادية يمارسها الخارج والداخل أملاً بأن تسقط المقاومة مع سقوط الشعب اللبناني في القعر العميق للانهيار، من جهة ثالثة، لتقدّم التوقيت الاستراتيجي والعنوان المحوري في ضربة واحدة لتتقدّم المقاومة نحو النقلة التاريخية لإكتمال مشروعها.

المسألة الآن ليست سفينة مازوت ولا سفن محروقات، بل معادلة مركبة متعددة المراوح والشفرات، لصياغة بيئة سياسية اقتصادية استراتيجية جديدة في المنطقة الممتدة من مضيق هرمز حتى سواحل لبنان وسورية، وموقع خطوط نقل الطاقة فيها، وتوازناتها ومعادلاتها، وبالتوازي بيئة سياسية اقتصادية استراتيجية داخل دولها انطلاقاً من المسار الذي ستسلكه التجربة اللبنانية، والمقاومة عندما تحزم أمرها وتعلن إبحار سفنها فهي تعلن بدء مسار سيمتدّ طويلاً في مراكمة البناء، فالمقاومة تقرّر الجمع بين مسؤوليتها الراسخة في صناعة وتطوير معادلات الردع المتصلة بالمواجهة مع كيان الإحتلال حتى لحظة تاريخية مشبعة بمصادر القوة والمشروعية الأخلاقية تندلع خلالها شرارة إشتباك يتحوّل منازلة كبرى تنتهي بزواله، وبين دخولها حقل الألغام الشائك للغرف السوداء التي تسيطر على سوق الطاقة وممراتها، واحتكاراتها المحلية والإقليمية، طريقا لبلورة مشروع تنموي وطني قابل للتكرار كالمقاومة، بعمق إنساني اجتماعي غير قابل للمساومة.

التفاعل الأميركي و”الإسرائيلي” مع قرار المقاومة يكشف حجم الخطوة والقرار، فالجواب الأميركي “الإسرائيلي” تلاقى تحت عنوان واحد هو سورية، واشنطن سارعت لفك جزء من عقوباتها على التعامل مع سورية لفتح الطريق أمام الغاز المصري والكهرباء الأردنية نحو لبنان، كتعبير عن خيار قبول التنافس مع المقاومة ممثلة بحزب الله بدلاً من خيار المواجهة في لحظة التراجع التاريخي مع هزيمة أفغانستان المذلة، وكيان الاحتلال قرّر الهروب من المواجهة نحو تصعيد الغارات على سورية لاجتذاب الضوء الى هناك والتغطية على العجز عن خوض مواجهة قد تتحوّل الى الحرب التي تحتاج المقاومة الى درجة من المشروعية لخوضها يوفرها عنوان الحاجات الإنسانية للبنانيين، لكن التلاقي على عنوان سورية ليس عابراً، هو كلمة السر التي تختصر حلقات الصراع المقبلة، فحجر الرحى في التوازانات بين مشروع المقاومة ومشروع الهيمنة والإحتلال كان ولا يزال سورية، وهناك ستدور مواجهة من نوع مختلف سياسياً واقتصادياً وعسكرياً، مع محور تقع المقاومة في قلبه، لكنه هناك يضمّ شريكين دوليين كبيرين، واحد متجذر راسخ عسكرياً منذ سنوات هو روسيا، وثان وافد بقوة حضور اقتصادي وازن هو الصين، وقوة هذه الشراكات المرشحة للمزيد من النمو، في مناخات ما بعد أفغانستان، ستمثل عنواناً مركزياً في صورة المشروع الجديد الذي ترعاه المقاومة تحت شعار فكّ الحصار وتفكيك الإحتكار وفقاً لمعادلة التوجه شرقاً.

التعليقات الصادرة عن خصوم المقاومة من القيادات اللبنانية بدت تافهة دون مستوى الحدث ودون مستوى النقاش، وهي بدت مجرد ظاهرة صوتية في واد بعيد، أو طلقة خلبية في منطقة مفتوحة، أو معلبات سياسية منتهية الصلاحية بعد صدور الموقف الأميركي.
Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah delivered on Sunday a speech in which he commented on Akkar incident that led to the death of dozens of citizens and Lebanese Army soldiers.
On the 7th night of Ashura, Sayyed Nasrallah lamented the fact that “What happened today in Akkar is full of sorrow and pain to every human and Lebanese.”
His Eminence further offered condolences to the Lebanese Army as well as the families of Akkar who lost their beloved ones. In parallel, he wished the injured a speedy recovery.
Meanwhile, he announced setting everything Hezbollah is capable of as well all its institutions in service of Akkar people and the Health Ministry to help people overcome the horrible tragedy.
As His Eminence called for investigation to the incident, helping the people and punishing all those who are responsible, he insisted that “What is required is to uncover the details of the incident and hold those responsible for it into account, and learn from this tragic incident not to be repeated in Akkar or any other place in Lebanon.”
In addition, the Resistance Leader lamented the fact that “Instead of relieving the pains, officials in the internal Lebanese political arena started trading blames, insults, and mastered political investment,” recalling the same scene that the Lebanese have suffered after Beirut Port explosion on August 4.
“This incident must lead to the speedy formation of the government as we have no more time,” he said, noting that “The incident should be a decisive element for those concerned with forming the government as the country could no more tolerate [delays].”
On this level, Sayyed Nasrallah warned that “The first message from the martyrs and their families is that a government should be formed with two or three days. Lebanon could longer tolerate, a government should be formed and everybody should sacrifice. We’re in the phase of collapse and chaos. The situation might develop to an inclusive state of chaos.”
To the Lebanese political sides, His Eminence sent a clear and sounding message: “Form a government at any cost and in any form. For Lebanon, the game of time is over.”
Regarding the issue of lifting subsides, he stressed that “The solution for lifting subsidies isn’t to trade blames but to form a government,” cautioning that “We have a failed and disabled authority, and we have no authority to run the crisis. People are left to live with the current situation.”
As he urged all sides to facilitate the formation of the government; His Eminence viewed that “Many Lebanese people are partners in responsibility for the people’s suffering due to their greed.”
“Those who stored and sold fuel derivatives at the black market have betrayed the trusteeship,” he clarified, criticizing “Most of the companies that are keeping fuel derivatives to sell them at the black market. Those who monopolized or smuggled Lebanon’s oil to Syria are treacherous and their cash is religiously forbidden.”
The Resistance Leader reiterated that Hezbollah has continuously urged the state to follow up the issue of medicines and food warehouses but it refused.
“The Lebanese Army’s decision to raid gas stations, although it was late, it pushed some station owners to retreat their acts,” he added, addressing those stocking gasoline at their homes by saying: “What you are doing is a crime, this gasoline might explode and you might be a partner in the crime.”
He also reminded that “Confiscating oil cisterns is a robbery and whoever does this is a thief.”
Back to the issue of importing fuel from Iran, Sayyed Nasrallah wished that “The Lebanese government has taken the step.”
“There is fuel in Iran to the extent that ships are loaded and are waiting for the customers,” he declared, affirming that “By God’s will, Hezbollah will definitely bring gasoline and diesel oil from Iran to Lebanon.”
According to His Eminence “When we will bring gasoline to Lebanon it won’t happen at night, but rather in the broad daylight. We’ve promised, we won’t break out promise and won’t leave the country face this situation. It is settled. I will tell you [the timeline] in two or three days.”
“Wait for me or wait for a statement from Hezbollah,” he went on to say.
“The Americans are responsible for all what is happening in Lebanon. They’re running the chaos from inside their embassy,” Sayyed Nasrallah stated, pointing out that “There is a room running the events and targeting the electric facilities in Iraq and Lebanon is not a coincidence.”
His Eminence underscored that “The time must come when we depend on our people, minds, and right policies to build our nation. We do believe that what protect Lebanon is its people, resistance, and army.”
Bringing Afghanistan scene in front of the Lebanese, Sayyed Nasrallah warned that the US continues to betray its allies and tools. “America occupied Afghanistan for 20 years. It used to topple a government and form a new one. Now the Americans have gone and forgotten all their friends and allies. If the agreement with the Taliban has been confirmed, it means that Washington has abandoned its friends and stabbed them in their backs. The Lebanese people betting on US guarantees should bear in mind the Afghan example.”
“They’ve destroyed Lebanon by relying it on foreign powers and by destroying agricultural and industrial sectors,” he emphasized, pointing out that “There must be industry and agriculture and we have to turn into a productive nation. The US has left millions of Afghans starving, thirsty and displaced.”
Recalling August 15th Ruweiss blast anniversary, Sayyed Nasrallah addressed those sending booby-trapped cars by saying: “We will reach you wherever on Earth you happen to be.”
“The crowds and the minds that support Imam Hussein [PBUH} on the tenth of Muharram won’t be affected by famine, poverty, siege, lies, or rumors,” he concluded.
– بعد شهر من انطلاق معركة سيف القدس، شهد خلاله كيان الاحتلال عمليات فك وتركيب سياسيّة عبرت عن نتائج الفشل السياسي والعسكري خلال المعركة، والذهاب الى ارتضاء الوصاية الأميركيّة طلباً للحماية، وتلبية شروطها بإزاحة بنيامين نتنياهو من رئاسة الحكومة، تعود القضايا التي فجّرت المعركة الى الواجهة مجدداً، المستوطنون يمسكون بدفة القرار الميداني في شارع الكيان ويقودون الصف السياسي، وقد حسموا أمرهم بالمضي في عمليات التطهير العرقي داخل الأراضي المحتلة عام 48 وفي القدس تحقيقاً لدولتهم اليهودية. وبالمقابل الجيل الفلسطيني الثالث أو جيل الألفية الثالثة الناهض لمواجهة توحّش المستوطنين وانكشاف كذبة الديمقراطية، والجامع للضفة الغربية والقدس والأراضي المحتلة عام 48، بعدما منح مشاريع التفاوض والرهانات الفصائليّة المتقابلة أكثر من عقدين خسر خلالهما الفلسطينيون مزيداً من الأرض واختلّ خلالهما ميزان السكان أكثر لصالح مزيد من الاستيطان، ومع هذا الجيل وخلفه تقف قوى صاعدة في الفصائل، وخصوصاً في قوى المقاومة، أعادت ترتيب أوراقها على قاعدة بناء قدرات الردع، وحسمت هويتها ضمن محور المقاومة، واستثمرت على انتصاراته في الإقليم، واعادت تصويب البوصلة بعيداً عن لعبة المصالح الفئوية والسلطوية المحلية.
– الصدام يبدو حتمياً، بين المسارين الحاكمين لمستقبل حركة الكيان ومستوطنيه، وحركة الشعب الفلسطيني والقوى الصاعدة فيه، ومأزق الأميركيين يأتي من كونهم لم يستوعبوا حجم التغيير الجاري على الضفتين، فهم لا زالوا ينظرون للقضية الفلسطينية بعين اللحظة التي سبقت زمن دونالد ترامب وبنيامين نتنياهو، عشية نهاية ولاية الرئيس الأميركي الأسبق بيل كلينتون ورئيس حكومة الكيان السابق ايهودا باراك والزعيم الفلسطيني الراحل ياسر عرفات، وفشل مفاوضات عام 2000 في كامب ديفيد، ويتحدّثون عن حل الدولتين كإطار عاجز عن الإجابة على قضية الاستيطان في الضفة، وعاجز عن الإجابة عن تساؤلات أبناء مناطق الـ48 وعاجز عن الإجابة على الأسئلة التي يطرحها مصير القدس، وسقف ما يسعى اليه الأميركيون هو تهدئة للتهدئة، أو تفاوض للتفاوض، لأن المطلوب نزع فتيل التصعيد الذي يخشاه الأميركيون كمدخل لحرب إقليمية تهدّد بها قوى محور المقاومة، دفاعاً عن القدس، كما يخشون قيام كيان الاحتلال بتوريطهم بحرب إقليمية لنسف مفاوضاتهم الهادفة للعودة الى الاتفاق النووي مع إيران، كما هو تماماً حالهم مع نتنياهو.
– الفراغ الاستراتيجي قائم بنظر الفلسطينيين، فالأميركيون لم ينجحوا بترميم ما فقدوه خلال عقدين من حضور ونفوذ ومقدرات في المنطقة، وصعود محور المقاومة فرصة يجب الاستثمار عليها، ومنازلة القدس التي تبدو اليوم حدثاً متوقعاً، لا يمكن أن تنتهي بلا غالب ولا مغلوب، كما حاول نتنياهو تصوير نهاية معركة سيف القدس، بينما يعلم الجميع أن وقف المعركة دون توقف الصواريخ الفلسطينية التي أمطرت مدن الكيان، وفشلت القبة الحديدية بصدّها، ودون حرب بريّة ردعها وجود صواريخ الكورنيت التي ظهرت في الأيام الأولى للمعركة، قد تمّ بطلب نتنياهو تسليماً بالفشل، بعد رفضه لطلبات أميركية وأوروبية متكررة لوقف النار، وهذا الفراغ الإستراتيجي قائم بنظر قادة المستوطنين، الذين يريدون فرض اختبار الخيارات على الحكومة الجديدة التي يترأسها أحد رموز الاستيطان نفتالي بينيت، واستثمار حاجة نتنياهو لإحراج الحكومة وإذلالها في الميدان وتظهير خضوعها لواشنطن، واستعراض القوة بوجهها، ما يجعل مشهد التصعيد الاحتمال الأشد قوة لما سيحدث اليوم.
– الدعوة لمسيرة الأعلام الصهيونية في القدس اليوم ومقابلها الدعوة للنفير الوطني الفلسطيني لنصرة القدس، يضع القدس في واجهة الأحداث العالمية، ولم يغب عن بيان الدعوة للنفير الوطني الذي أصدرته لجنة المتابعة الوطنية للفلسطينيين في الأراضي المحتلة عام 48، دعوة قوى المقاومة في غزة ولبنان للاستنفار تحسباً لمسار الأمور، ما يجعل الأمور مفتوحة على كل الاحتمالات، والباب الوحيد لنجاح محاولات منع التصعيد هو منع المستوطنين من الاقتراب من الأحياء العربية في القدس ومن المسجد الأقصى، وإن حدث ذلك تحقق انتصار كبير بفرض قواعد اشتباك تجعل القدس خطاً أحمر غير قابل للانتهاك، وإن لم يحدث فالمواجهة ستتسع وتكبر ولا أحد يستطيع رسم سقوف مسبقة لها.
لا شك بأنّ لبنان بحاجة الى فضّ النزاع حول المنطقة الاقتصادية الخالصة العائدة له في حدّها الجنوبي للانصراف الى التنقيب عن ثروته من النفط والغاز في حقول يتوقع وجودها في الجزء الجنوبي من تلك المنطقة. وهو نزاع نشأ بعد أن اكتشف الجيش اللبناني خطأ ارتكبه الوفد الذي أوفده رئيس الحكومة آنذاك فؤاد السنيورة الى قبرص في العام 2007 وتمثل في وضع العلامة الأساس في النقطة 1 بينما كان يجب ان يضعها في النقطة 23 كما اكتشف الجيش اللبناني عند التدقيق عندما أحيل إليه الملف بعد أكثر من سنة من تنظيمه.
ولا شكّ بأنّ فضّ النزاع على الحدود بين الدول يكون على وجهين اثنين وفقاً لقواعد القانون الدولي العام، اما رضاءً أو قضاءً. ويتشكّل الرضا والتوافق عبر تفاوض مباشر او غير مباشر بينهما ويعمل به تطبيقاً لقاعدة أساسية في القانون الدولي العام تقول «الدول ترسم حدودها»، أما الفصل القضائي فيكون عبر لجوء الدول المتنازعة الى التحكيم أو القضاء الدولي، وهو مسار يشترط لتطبيقه توافق الأطراف على اختيار المحكم أو المحكمة، مع التزام متبادل بينهما على تنفيذ قرار المحكم أو المحكمة، أو قدرة أحد الطرفين على إلزام الآخر بتنفيذ القرار وأخيراً استيفاء الطرفين شروط التقاضي الدولي الى الحدّ الذي قد يفسّر قانوناً بأنه نوع من الاعتراف المتبادل بينهما بالشخصية المعنوية العمومية لكلّ منهما.
ولا شك بأنّ لبنان لم يلجأ إلى خيار الضرورة بالتفاوض غير المباشر وبوساطة أميركية وبرعاية من الأمم المتحدة إلا لأنه رأى أنّ هذه الطريق هي الأقلّ خطراً وسوءاً والأكثر ضماناً للوصول الى نتيجة ممكنة التطبيق مع ضمان لتنفيذ ما قد يتمّ التوصل اليه وذلك لأنّ «إسرائيل» لا تنصت ولا تخضع لأيّ هيئة دولية او قانون دولي وهي محترفة في الخروج على القانون والتملص من تنفيذ قرارات المجتمع الدولي بما في ذلك مجلس الأمن الدولي او الجمعية العامة للأمم المتحدة او المحاكم والهيئات القضائية الدولية، ولكن الأمر يختلف معها اذا تدخلت أميركا وضمنت الوصول الى اتفاق وضمنت تنفيذه فهنا قد يكون الحصول على نتائج إيجابية اكثر احتمالاً.
بيد انه وبقطع النظر عن الملاحظات والثغرات التي سجلناها على ما تمّ التوصل اليه مع أميركا من «تفاهم إطار إطلاق المفاوضات» غير المباشرة مع «إسرائيل» (وُصف خطأ بانه اتفاق )، وبعيداً عن النقاش الذي يطول حول الموضوع شكلاً ومبنى وأصول وإجراءات، خاصة أننا لسنا من المشجّعين على هذا السلوك أصلاً وقد رفضناه في العام 2000 وتمكنّا من فرض صيغة غير تفاوضية تمكننا من استعادة حقوقنا، بقطع النظر عن كلّ ذلك بعد تحفظنا عليه، فإنّ لبنان وصل الى ما وصل اليه وسيجد نفسه اعتباراً من 14\10\2020 تاريخ بدء المفاوضات المنوّه عنها أمام تجربة جديدة ليست بالسهلة، ولكنه ليس بالضعيف في خوضها، وأعود وأكرر رغم عظيم ملاحظاتنا على المرحلة التي أفضت الى ما أصبحنا عليه، فإنّ الوفد اللبناني بحاجة الآن الى كلّ الدعم والمؤازرة الوطنية، لأنّ التماسك الوطني مع الوفد المفاوض من شأنه أن يشحذ إرادة الوفد ويرفع من معنوياته ويؤكد ثقته بنفسه ويشجعه على التمسك بصلابة بالحقوق الوطنية دونما خضوع لأيّ ضغط من أيّ نوع كان وبما قد يستفيد منه العدو.
انّ الوفد العسكري الوطني اللبناني يستحق كلّ الدعم في تجربته الجديدة في مفاوضاته غير المباشرة مع العدو الإسرائيلي لتمكينه من الإمساك ثم استعمال مصادر القوة التي تجعله أشدّ بأساً وأرسخ موقفاً، وقد سجلت كما بات معلناً مواقف رسمية وتبلورت توجيهات قاطعة بأنّ الوفد العسكري اللبناني المطعم بتقنين ومستشارين غير سياسيين وغير دبلوماسيين قد نظم نفسه وحدّد برنامج عمله في المهمة التي كلف بها على أسس واضحة حدّد بيان قيادة الجيش معالمها عندما ذكر بأنّ قائد الجيش في توجيهاته للوفد أكد على «أنّ التفاوض بهدف ترسيم الحدود البحرية على أساس الخط الذي ينطلق من نقطة رأس الناقورة براً والممتد بحراً تِبعاً لتقنية خط الوسط، من دون احتساب أيّ تأثير للجزر الساحلية التابعة لفلسطين المحتلة استنادا الى دراسة أعدتها قيادة الجيش وفقا للقوانين الدولية. وعليه سيكون الوفد اللبناني محكوماً في عمله بما يلي:

ـ المهمة والموضوع. انّ لبنان في مفاوضاته غير المباشرة مع العدو الإسرائيلي سيلتزم بموضوع واحد هو ترسيم الحدود البحرية وفضّ النزاع حول ملكية المساحة المحدّدة بـ 862 كلم2 والمتشكّلة من مثلث رؤوسه الثلاثة هي النقاط 1-23-B1 وانّ مهمة الوفد هي حصرية لا يمكن ان تتعدّى ذلك فلا مسّ بالحدود البرية المرسمة ولا حديث من قريب او بعيد بأيّ شأن ذي طبيعة سياسية.

ـ الشكل: لن يكون هناك حوار او اتصال اونقاش مباشر بين الوفدين اللبناني والإسرائيلي حتى ولو جمعهما سقف واحد، والأفضل ان يكون كلّ وفد في غرفة منفصلة عن غرفة الوفد الآخر ويكون الوسيط ساعياً بينهما، كما أنه لن يكون هناك توقيع على محضر واحد يجمع توقيع الطرفين بل سيكون هناك محضر من نسختين متطابقين يوقع إحداهما لبنان مع الراعي والوسيط والأخرى توقعها «إسرائيل» مع الراعي والوسيط أيضاً.

ـ قيود التفاهم حول إطار المفاوضات. بات واضحاً للوفد اللبناني من خلال التوجيهات التي تلقاها من رؤسائه في المستويين السياسي والعسكري، انّ ما أغفل ذكره في تفاهم الإطار او ما استعمل في غير محله في هذا التفاهم ليس من شأنه ان يشكل قيوداً للوفد او ينقص قيمة الحق اللبناني به بل للوفد التمسك بمرجعياته القانونية وبالمصطلحات العسكرية كما وبالحقوق اللبنانية المكتسبة.

ـ الإجراءات التمهيدية: بات واضحاً لا بل بديهيا انّ لبنان لن يناقش الترسيم البحري قبل ان يصحّح موقع النقطة ب 1 ويعيدها الى مكانها على صخرة رأس الناقورة بعد ان عبثت بها «إسرائيل» وحركتها شمالاً لمسافة 25م وترسيم الحدود البحرية يلزمه ان تكون النقطة الأساس المبتدأ على البرّ في الموقع الذي حدّدته اتفاقية «بولييه نيوكمب»، ولن يتوقف الوفد اللبناني عند الجدل حول ترسيم في البر متلازم مع ترسيم في البحر لأنّ الترسيم البري غير مطلوب كونه موجود أصلاً منذ العام 1923، ولكن الوفد سيكون ملزماً بإزالة العدوان عن الحدود البرية ليتمكّن من الانطلاق الصحيح نحو ترسيم الحدود البحرية التي تبدأ من النقطة ب 1 بعد إعادتها الى موقعها الصحيح حسب الاتفاقية.

ـ ردّ الفعل على احتمال خروج المفاوضات عن مسارها. لن يكون الوفد اللبناني ملزماً بالبقاء في مجلس التفاوض بل سيكون ملزماً بالخروج منه عندما يلمس خروجاً عن الموضوع او خرقًا للشكل او تهاوناً او انحيازاً من قبل الراعي او الوسيط، وسيتذكر الوفد اللبناني دائماً انه ليس ضعيفاً ففي يديه أوراق قوة أساسية تؤكد على الحقوق التي يطالب بها ويريد تكريسها بالاستناد الى تلك الوثائق التي تبدأ باتفاقية «بوليه نيوكمب» 1923 وبعدها اتفاقية الهدنة 1949 وبعدها القرار 425 ثم قانون البحار 1984 وأخيراً القرار 1701، وثائق تشكل أسلحته القانونية التي ترفدها القوة المادية التي تشكلها ثلاثية الشعب والجيش والمقاومة.

ـ وسيتذكر الوفد عند كلّ خطوة او كلمة او أشارة او تلميح انّ العدو سينصب له الكمائن والأفخاخ وسيستدرجه الى ما لا يريد او الى ما لم يفوّض به من قبل السلطة السياسية فهو يسعى الى التطبيع والاعتراف به والتأسيس لسلام الإذعان مع التنازل عن الحقوق، وكلّ ذلك سيكون مرفوضاً من قبل لبنان ووفده المفاوض الذي سيتمسك بكون المفاوضات هي مفاوضات غير مباشرة لترسيم حدود بحرية حصراً بين لبنان وفلسطين التي يحتلها كيان العدو الإسرائيلي الذي لا يعترف به لبنان ليس أكثر.
بين انتصار المقاومة 14 آب 2006 وانفجار الفاجعة 4 آب 2020 وفي أعقابِ التّطوراتِ والمستجِدّات الأخيرة…
سَواءٌ على صعيدِ الجائحةِ الكورونيّةِ وطنيّاً وإقليميّاً ودوليّاً…
أو على صعيدِ الانفجارِ الفاجعة في المرفأ التاريخيّ العريق لبيروت «اُمِّ الشرائع»، والتّداعيات المُزلْزِلة، التي أقلُّ ما خلّفت وراءها: رعباً… ودماً… وألماً… ودَماراً… وَرُكاماً… وتهجيراً…
بين الانفجار الزّلزلَة.. وتفرُّد الحكومة باستقالةٍ متسرِّعة!
فوَّتتِ الحكومةُ فرصةً ثمينةً بِرِهانِها الطويلِ المدى على صندوق النّقد الدولي، وبعدم التوجُّهِ شرقاً، لملاقاة عروضٍ سخيّةٍ قدّمتها دولٌ صديقةٌ لو استُجيبَ لها، لكانت فَتحت للحكومةِ منافذ واسعةً أمامَ حُلولٍ عمليّةٍ فوريَّة، وشقّت طُرُقاً لإنقاذِ لبنانَ من فظيعِ محنتِهِ والمآسي. أوَلم يكنِ الأجدى للبنانَ، بألّا تُقدِمَ الحكومةُ على تركِ المسؤوليةِ فجأةً بِلا استشارة؟ وفي تِلكُمُ الظروفِ العصيبة؟ وإذا كان في ما نقولُ الكثيرُ من الأسف وبعضُ العتب، فهو على قدرِ المودَّة. وتبقى الغلطةُ الكبيرةُ بالتردُّدِ والتفرُّد، وبعدمِ قراءةِ موازينِ القُوى موضوعِيّاً بعينِ العقل. ولو فعَلتِ الحكومة ذلك، لما خَذَلت أو خُذِلت، لأنّ موازينَ القُوى كانت لِتسمَحَ للحكومةِ بالفلاح، لو كانت لبَّت نداءَ التوجُّه شرقاً، ولكانت وضعت لبنانَ فوراً، على سكّةِ الخلاصِ الاستراتيجيّ. أمّا الأدلَّةُ الثبوتيةُ على صحّةِ ما نقولُ فعديدة، ويكفي أن نُشيرَ الى شاهدٍ من أهْلِهِ، هو نفسُهُ المبعوثُ الأميركيُّ السّيد هيل، الذي، في زيارته لبنان، جاءنا مُتكبِّراً مُتجبِّراً لِيفرِضَ شروطاً أميركيةً على لبنان، توحي بإقصاءِ حزبِ الله عن الحكومة اللبنانيّة تمهيداً لنزعِ سلاحِه، وإذ بالمبعوثِ نفسِهِ، بعد تصريحاته المزَلزِلة، وبعد صدورِ الحكمِ المهزلة عن المحكمةِ الدوليَّة، يُصرِّحُ بما معناه: إنّ أميركا تعايشت وتعاملت مع حكوماتٍ سابقةٍ شاركَ فيها حزبُ الله (وفي مثل هذا التّصريح الفصيح طبعاً) إشارةٌ واضحةٌ إلى أنَّ أميركا على استعدادٍ للتعاملِ مع الحكومة اللبنانيّة المُقبلة، التي لن تُشكَّلَ إنْ لم يكن حزبُ اللهِ، فيها، شريكاً.
أمّا بعدُ، وعلى ضوء ما سبق، وبحصيلة مشاوراتٍ دَؤوبةٍ مع الرِّفاق في القيادةِ المركزيَّةِ لرابطةِ الشَّغيلة… وكوادرَ ناشطةٍ في تيَّار العُروبةِ للمقاومةِ والعدالةِ الاجتماعيَّة.
ارتأيتُ ضَرورةَ التوجُّه لأبناءِ الوطنِ العربيّ ولا سِيّما فلسطين وسورية والعراق واليمن وسائر الأقطار، والى الأحرار والشرفاء في العالم بِنداءٍ وجدانيٍّ، أو فلنقُلْ بصريحِ بيانٍ عقلانيٍّ موضوعي، بعناوينَ ثلاثة، أُوجِزُ مضامينَها تمهيداً، كما يلي:
العنوانُ الأول: «المقاومة شرطُ وجودِ لبنان»
المقاومة شرطُ حماية انتصار شعبه في العام 2000.
المقاومة شرطُ صونِ سيادته بسمائهِ وأرضِهِ ومياهِهِ والثروات ما ظهرَ منها وما بَطَن.
أوَلم يؤكد ذلك أمين عام حزب الله السيد حسن نصر الله في ذكرى انتصار آب 2006؟
العنوان الثاني: أليسَ لِغاياتِها وأهدافِها السياسيّة تُشَنُّ الحروبُ العسكرية والعدوانية،
أوَليس الحِصارُ والعقوباتُ والاغتيالاتُ والفوضى الخلّاقةُ والثوراتُ الملوّنةُ والإرهابُ الوحشيُّ وقطعُ الطرقاتِ والأموالُ، هي البدائلُ الجاهزةُ للحروبِ الاقتصاديةِ عند فشلِ الحروبِ العسكريّةِ الظالمةِ من تحقيقِ غاياتِها وأهدافِها السياسية؟
العنوان الثالث: ما العملُ لإنقاذِ لبنان
وما هو عِلميّاً وعَمليّاً مُقتَرحُنا الخَلاصيّ؟
تمهيدٌ… في البُعد الفلسفيّ: المقاومةُ شرطٌ وجوديّ
إنّ المقاومةَ شرطٌ وجوديٌّ في حياةِ الإنسان، لأنه فطرةٌ طبيعية وسُنَّةٌ تواكِبُه مع نشأتِه وفي تكوينه، سواء بمناعته الجسدية، أم بمناعته النفسيّة، مناعةٌ جسدية لِدفع أذىً يطالُ الجسد، ونفسيّة لِردعِ ظلم ينالُ من النّفس… أولم تلِدْنا أمهاتُنا أحراراً؟
ألا تتجلّى هذه السِّمات في سِيَرِ الأنبياءِ والشهداءِ والعلماءِ والقادةِ العظماء؟ وعند الشعوب المناضِلة والأقوياءِ في نفوسهم مُذ كان التمرّد على الظلم والطغيان؟
أليس جدلُ الكونِ والإنسان قائمٌ على الدِّيالكتيّة، أي الثنائيّة في صراع الأضداد، كالصّراع الدائر بين الخير والشرّ على صعيد الإنسان والمجتمع، أو كالصّراع الدائرِ بين الحقِّ والباطل، أو بين النور والظُلمة، أما في الموضوعةِ التي نحن بصددها ففي الصّراع الدائرِ بين الحرية والعبودية.. بين حرية الإنسان في خِياراته بإعطاء المعنى الذي يريدُ لِوجودِه سيّداً حرّاً مستقلّا عن أيِّ ارتهان أو استلاب أو استغلال من أيِّ نوعٍ كان، وعبوديةٍ تكبِّلُهُ بالسلاسل الحديدية والأغلال الى الأذقان، أو عبودية أشدُّ وأدهى، تتبدّى خبيثًةً بالعبودية الفكريّة والعنصريّة والطائفيّة والمذهبيّة والفئويّة والمناطقيّة والعائليّة والعُصبويّة، وهي أخطرُ أنواعِ العبوديات. وفي حديثٍ شريفٍ عن التعصُّب والعصبيّة: «إنها لجاهليَّةٌ نتِنة».

ـ المقاومةُ شرطُ وجودِ لبنان
أربعةَ عشر عاماً مضت على انتصار شعبِنا على العدو الصّهيوني في حرب تموز 2006، استطاعت خلالها المقاومةُ مجابهةَ تحدِّيات الحرب الصُّهيو – أميركيّة العدوانيّة الهمجيّة، وإسقاطَ مشروع الشرق الأوسط الجديد، الذي كانت قد بشّرت به السيدة رايس الحكومة اللبنانية بشخصِ رئيسِها فؤاد السنيورة، ولم يكن قد مضى أكثر من ثلاثةٍ وثلاثين يوماً حتى خاب فألُ أميركا بعد أن ساء ظنُّها بقوةِ أداة التنفيذ الصُّهيونية، التي لم توفّر حتى أطفال قانا في ارتكاب مجازرها، فجعلتهم أشلاءَ متناثرة في مركز القُوات الدولية. وقد تمكّنت المقاومة بعد ذلك من تثبيت معادلاتٍ للرّدع، غلّت يد الصّهاينة عن استسهالِ العدوان على لبنان، بفضل القوةِ المتعاظمة للمقاومة وموقفها الثَّوريِّ المبدئيّ، وتطوير قدراتها التي قلّصت، إنْ لم نقل، كفّت الى حدٍّ بعيد شرَّ الصّهاينة الغادرين بغزو لبنان أو استمراء تَكرار اعتداءاته. ويعود الفضلُ الأول في ذلك الى المقاومة في خِيارها بتأكيدِ قوتها ورفضِها رفضاً مطلقاً قبولَ الذُلِّ والهوان لأبناء شعبها والوطن، فكانت لِتردعَ بقوةٍ، أيَّ عدوانٍ على سيادتنا، لا سيما بعد أن طوّرت المقاومةُ قدراتِها الرّدعية، وبذلت من الجهود والجهاد ما يوافرُ المقدرةَ على كبحِ جموح الحِلف الاستعماري الصُّهيوني ومنعِه من شنِّ حروبٍ جديدةٍ، فالمقاومةُ الباسلةُ باتت تفرِضُ على العدو الصُّهيوني حسابَ الكِلفة في حال إقدامِهِ على أيّ مغامرةٍ غير محسوبة، وذلك بفعل امتلاكها قوة قاهرة تُخفي المفاجآت، وتسهر لياليها بضناء في مواصلة بناء قوّتها وتعزيزها تدريباً وعدّةً وعتاداً بفضل الشراكة المصيريّة مع سوريّة وإيران، اللتين تواصلان دعم المقاومة في أقسى الظروف، ولَمْ يَصرِفهُما عن ذلك الالتزامِ المصيريِّ الأخويِّ الأخلاقيِّ، أيُّ عدوانٍ أو حصارٍ أو تهديدٍ أو تآمرٍ مع شياطينِ الداخلِ أو الخارج، وإنّ شرفاءَ لبنان وأحرارَ العالم لَمَدينون لتلك الأرواحِ الغاليةِ والدماءِ الزكيّةِ والجهودِ المضنية، التي تبذلُها المقاومة بعناءٍ وسخاء، والتي لا يجوز أن يطمسها أو يغيِّـبَها أيُّ جحودٍ أو نكران.

ـ المقاومةُ شرطُ حماية انتصار لبنان العام 2000 وردع أيّ عدوان على شعبه وترسيخ قوَّته وإسقاط مقولة قوة لبنان بضعفه، والثلاثية التي أرساها الشعب اللبناني هي «قوة لبنان بجيشه وشعبه ومقاومته» ضدّ العدو الصهيوني الاستيطاني الذي دسَّه الاستعمار في قلب الوطن العربي لدورٍ وظيفي، يقضي بتجزئة الوطن العربي وقمع حركات التحرُّر فيه طامعاً بعد احتلال فلسطين بجعل لبنان محمية صُهيونية بلا سيادة، مستبيحاً سماءنا وأرضنا ومياهنا ونفطنا والغاز والثروات، ما ظهر منها وما بطن.
أما وقد دخلنا بهذه المعادلة الثلاثية العصرَ الذي ولّى فيه زمن الهزائم وجاء زمن الانتصارات، وخاض فيه لبنان مع محور المقاومة معارك التحرير الظافرة.
«فقد أصبحت المقاومة تحمي لبنان وتردعُ العدو الصُّهيوني ورعاته في العالم، وشركاءَه في المنطقة، وهي بالشراكة مع الجيش اللبنانيّ، ومع غالبية الشعب الحاضنة والداعمة، تقيم منظومة الدِّفاع والحماية ضدّ التهديد الصُّهيوني… وضدّ الإرهاب التكفيري… وأخطارِه… وإجرامه الدموي. وقد بذل المقاومون بكلّ تواضع تضحيات جمّة في معركة وجودٍ مصيريّة، فدافعوا بالدماء عن حق شعبهم في الحياة والأمان، وحرسوا بأرواحهم مع أبطال الجيش اللبناني وحدة الشعب والوطن، كما منعوا الغزوة الإرهابية من تمزيق الشرق العربي، فكانوا خلال السنوات الأخيرة يبذلون الدماء والأرواح دفاعاً عن لبنان وعن سوريّة والعراق في ملحمة شرقيّة عربيّة تاريخية عظيمة، تؤكد وحدة مصير الشرق، رغم جميع خطط الهيمنة الاستعماريّة الهادفة لِتمزيقه وإخضاعه ونهبه. وقد كانت شراكة المقاومة المصيريّة، وبالذات مع الشقيقة سورية، مثالاً للأخوّة، ولوحدة المصير القومي. بينما كان لإيران الشقيقة الفضلُ العظيمُ، الذي لا يُنسى في تمكين سورية وفلسطين ولبنان والعراق واليمن من التّصدّي للغزوة الإرهابية، المدعومة من الحلف الاستعماري الصُّهيوني الرجعيّ العربيّ الأشدّ صهينًة أو قُل العِبري الأشدّ كُفراً».
العنوان الثاني: الحروبُ الاقتصاديةُ العدوانيةُ بديلاً عن الحروب العسكرية الظالمة عند فشلها في تحقيقِ غاياتها وأهدافها السياسيّة.
«لقد سارع حلف العدوان بعد تعثُّر مخططه الدمويّ الى إحكام أدوات الحصار والخنق الاقتصادي على سوريّة وإيران، وكذلك على لبنان، بينما كانت الحكوماتُ اللبنانية المتعاقبة قاصرةً بخططها وتوجهاتها عن ابتكار وتنفيذ البرامج الوطنية، التي ترعى فرصاً جِديّة لتوفير مستلزمات الصمود، ولتطوير القُدرة على كسر الحصار الغربي الاستعماري، والتصدّي لمسار الانهيار الاقتصادي والمالي، الذي كان أبرزُ وجوهِه النافرة اختناق القطاعات المنتجة، وتمادي الريعيّة والفساد. وما تزال الضرورة الوطنية تفرض على لبنان اعتمادَ خطةٍ للصمود الوطني، ترتكز الى تطوير قطاعات الإنتاج وإحياء الثروة الحقيقية، وتثبيت دعائم الاستقلال الوطني، والتحرُّر من الهيمنة الاستعمارية عبر التمسُّك بشراكة الحياة مع سوريّة والعراق وإيران وسائر دول الشرق. وإنّ عدم ملاقاة هذه الفرص بخطوات عملية يوقعُ لبنان رهينة في فخّ الهيمنة الغربية اللصوصية أيا كان غطاؤها الخادع، وهو ما يجب أن ينتبه إليه جميع اللبنانيين القادرين على توسيع الفرص ومضاعفة القدرات عبر تنويع الخيارات».
نداء إلى أبناء الأمّة جمعاء
بيننا وبين الاستعمار قضايا لن تُصفَّى بالمناشدة والخنوع أو التملّق العاطفي… بل هي تدعونا الى كفاح عمليٍّ شاقٍّ وطويل…
بيننا وبين الاستعمار قضية فلسطين التي شاؤوها لقمة سائغة للصُّهيونية المجرمة، ولكنها، لن تكون في معركة الوجود مهما أبطأ الزمن إلَّا لأبنائها بدمائنا وبجهادِ الأجيال ستكون. فلا صفقة قرنٍ ولا صفقاتِ قرونٍ تعيد فلسطين لأهلها عربيّةً أبيّةً. لقد ضاع عمرُنا الرّخيص بالمساومة، وفلسطين لن تعود إلّا بالمقاومة المسلّحة أساساً، وتجلياتها السياسيّة والدبلوماسيّة والجماهيريّة والثقافيّة، تكون في خدمة الكفاح المسلّح. قضية فلسطين هي قضيتُنا المركزيّة في الصراع العربيّ الصُّهيونيّ.
«لا صلح لا تفاوض لا اعتراف»، المقاومة وُجِدت لتبقى «ما أخذ بالقوة لا يُستردّ بغير القوة»، الرئيس الراحل جمال عبد الناصر.
«لا شراكة مشرقيّة وعربيّة إلّا والمقاومةُ جوهرها»، الرئيس بشار الأسد.
نهضة الأمة وتوحيدُ الوطن العربي رهنٌ بوحدةٍ وطنيةٍ قوميةٍ أمميّة لمعسكر الشرفاء والكادحين من أحرارِ العالم، على مبدأ «نُصادِقُ مَن يُصادِقُنا ونُعادي مَن يُعادينا».
العنوان الثالث: ما العمل لإنقاذ لبنان ما هو علميّاً وعمليّاً مقترحنا الخلاصي؟
«إنّ ابتكار خطة وطنية لكسر الحصار وللخروج من حلقة الاستنزاف والدمار، يوجبُ أمرين اثنين علميّاً وعمليّاً».
علميّاً: رؤية برنامجيّة سياسيّة اقتصاديّة اجتماعيّة إنتاجيّة وطنيّة.
عمليّاً: خطوات شجاعة عاجلة لإحياء قطاعات الإنتاج، والتحرُّر من الرَّيعيّة التّابعة، وبناءُ الشّراكات العربيّة والإقليميّة والدوليّة، التي تدعمُ إعادةَ بناءِ الاقتصاد الوطني، وتطويرُ موارد جديدة تُنعش الحركةَ الاقتصادية، وهذا يوجب خروج لبنان من الارتهان لأحادية الارتباط بالغرب الساعي الى الهيمنةِ والنّهبِ والسّلبِ والحلب. «والعملُ على اعتماد توجُّهات جديدة تحقِّق التوازنَ في البناء الاقتصادي، والخلاص من الريعية لردّ الاعتبار الى الصناعة والزراعة والصناعة السياحيّة وجميع فروع الإنتاج المعرفيّ، مما يُسهمُ في توسيعِ المجالاتِ الاقتصاديّة المجدية، والاعتمادُ على الشراكات المفيدة، وملاقاةِ الفرصِ، التي تمنعُ الاختناق في قبضة الهيمنة الغربية الاستعمارية. وقد أثبتت الكارثةُ، التي تعرّضت لها البلاد أنّ لنا في هذا الشرق دولاً شقيقة وصديقة، يمكن أن نستندَ الى الشراكة الوثيقة معها في المصالح والتوجُهات الاستقلالية بعلاقات متكافئة بعيدةٍ عن الأطماع والهيمنة والنهب، وقد قدّمت مساعدتِها لنا دون سؤال أو أيّ شكل من أشكال الاستثمار السياسي التملّقي الرخيص.
إنّ وضع حدًّ للنزف الخطير، الذي يعيشه اللبنانيون، ومنعَ الاختناقات المعيشيّة المتزايدة يستدعي التزامَ فكرةِ التحرُّر من الارتهان للغرب، وأقلُّه، الانتقال الى علاقات وشراكات متوازنة على أساس تكافؤ المصالح مع الشرق والغرب، والارتكاز على تنمية القطاعات الإنتاجية، وملاقاةُ فرصِ الشّراكة مع الجِوار القومي والإقليمي والشرقي على أساس المصالح المشتركة والمتكافئة. والبديل عن هذا الخيار ليس سوى المزيدِ من التسوُّلِ والاستدانة، وفي الاستدانة تبعيةٌ وإذلالٌ، وفي مطلق الأحوال لم تعد متاحة كالسابق، وباتت قرينةَ شروطٍ وإملاءاتٍ تخنقُ البلادَ مالياً واقتصادياً، وترهن إرادتَها السياسيّة للهيمنة الأجنبيّة».
أيُّها اللبنانيون: لماذا لا نُجاوِزُ اليأسَ والكآبةَ والاستسلام، ونبعثُ في نفوسنا والأذهان، آمالَنا والأحلام؟ لماذا لا نُزيحُ الغشاوةَ عن أعيننا، لنُحرِق بحرارةِ الشّمس نتنَ الفسادِ والعفن؟ لماذا القُصورُ في البَصرِ والبصيرةِ، فنُعادي مَن يصادِقَنا، ونُصادق مَن يُعادينا؟
أيها اللبنانيون: ألم يئنِ الأوانُ لإنقاذ لبنانَ ببناءِ دولةِ المواطنة؟ والتمسُّك بشُرعةِ حقوقِ الإنسان، والخياراتِ والثوابت الوطنية المنصوص عنها في وثيقة الوِفاق الوطنيّ الفقرة ب «لبنان عربيّ الهوية والانتماء. وفي الدُّستور اللبناني، الفقرة عينُها «لبنان عربيُّ الهويّة والانتماء»، (أحكام رئيسة).
أوَلم يئنِ الأوانُ بعدُ لنرفع في ساحات النّضال الجماهيري السلميّ شعارَ تطبيق الميثاقِ الوطني اللبناني، ووضع موضع التنفيذ الفوري المادة 95 من الدستور اللبناني بإلغاء الطائفية السياسية السمُّ الزعاف، الذي دسَّه الانتداب الفرنسي في دستور 1926. وتطبيق المادة 22 المعدّلة في دستور 1990 (مجلس نواب وطني لا طائفي ومجلس شيوخ تتمثّل فيه العائلات الرّوحية وتنحصرُ صلاحياتُه في القضايا المصيريّة، لا سيما في الأحوال الشخصية المادة 65 – بند 5) والمادة 27 (عضو مجلس النواب يمثّل الأمة جمعاء). (ما يستوجب الدائرة الوطنية الواحدة) وسواها من الإصلاحات.
أيها اللبنانيون: فلندفع بوعينا لتقوية النّفوس وإلغاء النصوص، وتحرير العقول من أوهام سلطان الهيمنة والارتهان، فدربُ النّضال شاقٌّ وطويل لاستكمال التحرّر والتحرير من عَوزٍ واحتلال، ولْنَدفع بمسار الإصلاح والتغيير، ومحاربة الفساد، ومعاقبة المفسدين بتطبيق الدستور والقوانين، وليكن مسارُ النضال الجماهيري سلميّاً، لا سيّما أنّ الجيشَ وقوى الأمن هم أهلنا بالبزّة العسكرية، وحَذارِ من المندسّين والإعلام التضليلي المأجور، وجمعيات الأنجوز» المشبوهة المموّلة بشعاراتِ الحريّة المزيّفة والديمقراطية!
وحَتَّامَ الانتظار لاسترداد المنهوبِ من أموالِ الشعب، وتطبيق قانون من أين لك هذا، وقانون العقوبات بمحاربة الفساد والاقتصاص من المفسدين والقتَلة والخونة المتعاملين جَهاراً نهاراً مع العدو الصُّهيوني، وليلاً في العتمةِ مع الموساد. فهل يندرجُ ذلك في بابِ حرية الرأي أو حرية التعبير عن وجهة نظر؟. وهل ثمةَ حياديّةٌ في الصراع الدائر بين الحقّ والباطل؟
وهل الحدودُ الجغرافية فواصلُ عنصرية تُسقط عن الشرفاء والأحرار المسؤولية والقيمَ الإنسانية. «وإذا قلتم فاعدلوا ولو كان ذا قربى». «فلبــنان جمــهورية تعــدُّدِيّــة». قائمٌ نظامُها السياسي على الطائفيّة والمذهبيّة، فهل نقيم على بعضنا البعض الحواجز والمتاريس، ونحفرُ الخنادقَ، ونبني بيننا الجدران؟

[Israel assassinated a Hezbollah fighter in Syria, and our retaliation in kind is inevitable]
[…] Today there is an equation that protects Lebanon, namely the deterrence equation (against Israel). And this equation grows stronger and stronger (to our advantage) day after day through the development of our equipment, our state of readiness, our personnel, our abilities, our human, military and material capacities (and our experiences on various battlefields —Syria, Iraq, Yemen…). And Israel and its (American) masters know it (very) well, and they fear and dread it. This is the equation that protects Lebanon today. There is nothing else that protects Lebanon. It is the golden equation Army-People-Resistance, and essentially (the) Resistance (Axis) through the equation of deterrence, that protects Lebanon. It is neither the Arab League, nor the Organization of the Islamic Conference —which is now called the Organization of Islamic Cooperation— nor the United Nations, nor the Security Council, nor the international resolutions (that protect Lebanon). And anyone who claims otherwise, let him come forward and enlighten us with his perspective. […]
[Having spoken at length about the 2006 victory and the reasons for America’s fierce hostility towards us], I will now address three points. The first is about the atmosphere that prevailed in southern Lebanon for several weeks. The second is the historic peace agreement between the United Arab Emirates and Israel. The third point relates to claims that Israel is responsible for the explosion in Beirut. And while speaking of the explosion in Beirut, I will follow up with several points relating to the internal (Lebanese) situation.
First point: two or three weeks ago, or even more, an Israeli aggression in the suburbs of Damascus led to the martyrdom of dear brothers, including a Lebanese martyr of Hezbollah, the martyr Ali Kamel Mohsen. Of course, since (this equation) had already been announced (before), the Israelis were well aware that ultimately, Hezbollah would not remain silent about this aggression and would retaliate (inevitably). And that is why on its own, with no need for any speech of mine, (nor any Hezbollah promise to retaliate and without) any communiqué or statement (from us), Israel has taken drastic (security) measures on the whole length of the border, from Naqqoura to the Golan Heights, over the entire Lebanese-Syrian border with occupied Palestine and with the occupied Golan. Israel remained (standing) on one leg and a half (ready to flee at the slightest alert), and took all necessary measures so that none of its soldiers would be exposed (to Hezbollah) and thus deny us any opportunity to strike back.
Of course, as far as we’re concerned, from day one our decision was to strike back. Naturally, our decision to retaliate, and the retaliation we will conduct, will be aimed at confirming the rules of engagement. Therefore, it needs to be a well-prepared, well-studied (and proportionate) attack, and a serious one (with casualties on the Israeli side). Our aim is not to make any fuss in the media, to show off, or to get on or off our high horses as soon as we are given the opportunity [reference to the pseudo Hezbollah incursion repelled by Israel, with the probable aim of defusing the real response while allowing Hezbollah to save face]. You misunderstood us. We are not looking for media (attention), we are not bragging, and we don’t seek any recognition. There is a real equation, there are rules of engagement in place and very present, and we want to preserve and uphold them. And we will confirm them with a serious, studied and calculated attack: this is (the only way) to confirm them.
And that is why everything that happened since the first day of the martyrdom of our dear martyr Ali Kamel Mohsein and until this day is part of the punishment. Just imagine… And of course, this has caused a great debate within the Zionist entity, the fact that for three weeks this (alleged) powerful regional army has been on high alert along the entire length of the border, taking all safety, prudence and precautionary measures, canceled training & maneuvers, and canceled (the majority) of the movements and patrols in the border area, pending the (imminent) Hezbollah response. It is all part of the punishment. If you kill one of our fighters, then you must expect a response which can come at any time and at any point on the border, and you will have to pay the price for your crime.
And tonight, I (only) want to say that this decision (to retaliate) is still valid, that absolutely nothing has changed (following the explosion in the port of Beirut). It’s just a matter of time. And they must continue to wait (our attack which can come at any time).
[The UAE-Israel Peace Agreement]
Second point: Yesterday, US President Trump announced a historic peace agreement between the United Arab Emirates and the Israeli enemy. Of course, he had some sort of (party) at the White House, (just like a wedding, surrounded by his administration officials standing) to his right and left (and clapping). As a member of this (Arab-Muslim) Community, as a person believing in God the Most High and the Exalted and in the Day of Judgment, and considering that I will be questioned in the Hereafter on my stance about this issue, on a personal level, and on behalf of Hezbollah and the Islamic Resistance in Lebanon, I must say certain things about this.
Of course, I’m not going to get into (long) historical and geographic analyzes, or dwell (at lenght) upon the reasons that prompted the Emirates to do this. I only have a few clear and unequivocal words to say (on this subject).
First, we were (not at all) surprised by what the leaders, or some leaders of the Emirates, did. We were hardly surprised. It was the logical consequence and the inevitable destination of the path they were on. Anyway, normalization (of relations) was already a reality: planes were already flowing back and forth between the two countries, Israeli ministers were already (often) traveling to the Emirates, Israel was already participating in conferences and events (held in the Emirates), economic and medical aid, agreements and cooperation against the coronavirus were in place, etc. It was already a reality.
But it seems (manifest) that the need to announce a (peace) agreement was first and foremost an American need, a need for President Trump to put forward some accomplishment, for (the Emirates and Israel) could very well have continued at this pace for months, a year, two years, three years, etc. I mean if the goal was normalization (of relationships), it was already in force and (almost) total. So there is nothing surprising (in this announcement), which is the natural culmination of the path the UAE leadership has been trodding (for a long time). The current result (was eminently predictable).
The timing (of this announcement) confirms how some Arab regimes are just (docile) servants of the US administration. Trump needs a foreign political accomplishment because his term is coming to an end, and he has no foreign policy accomplishment to show off. (Not to mention) the internal situation (which sees the United States ravaged by) the coronavirus, unemployment, lock-downs, the (disastrous) economic situation, which constitute Trump’s great predicament. But even at the level of foreign policy, he left the Iran nuclear deal in the hope of breaking (the regime), but he failed; in North Korea, he got nowhere; as far as China is concerned, nothing has happened; the Deal of the Century was unanimously rejected by the Palestinians, and there was no real opportunity to get it accepted (by the Palestinians or the international community). (All his foreign policy) is nothing but a series of failures. That’s why he needs (any kind of) accomplishment. Who is ready to provide him with (illusory) accomplishments? His tools in the Middle East!
What the Emirates have done is an electoral, political and personal favour to President Trump, so that he can benefit from it during the (upcoming) election. That’s the reason for its timing. (This peace agreement was achieved) during Trump’s weakest electoral period, according to all polls in the United States (which, unsurprisingly, predict that he’ll lose the elections by a great margin). Likewise, it is a personal and political favour to Netanyahu. Within the Zionist entity, Netanyahu is today weaker than ever since the beginning of his political life: he is accused of corruption, he awaits a trial, demonstrations against him (are organized every day), his government is in decomposition, there have been three elections and there will perhaps be a fourth… He therefore needs to assert something in order to be able to present himself to his people —the people who occupy Palestine— as the one who achieved this historic peace agreement, an historic achievement, (has an) exceptional diplomacy, etc. Unfortunately, such is (the opportunity) that (the Emirates) provide (to Trump and Netanyahu).
And we must expect, until the US elections, that a number (of other) Arab countries and Arab regimes (do the same), and they are ready and (obediently) waiting their turn in the queue, just waiting for a snap of the finger not from Trump, but from (his special envoy to the Middle East Jared) Kushner. As soon as he signals them, they will travel (one after the other) to Washington, to the White House, and there will be several such historic peace agreements between certain Arab regimes (and Israel).
In truth, just as Trump wanted to strengthen America’s economic situation for years, and did it by milking —I use the verb ‘to milk’ (like dairy cows, as Trump said during his campaign) on purpose— financially some Arab Gulf regimes, extracting (hundreds of) billions of dollars from them, today, in order to improve his electoral situation until the presidential elections, he wants to milk them politically. He will extract from them (evertyhing, to the last drop) of their dignity, their image, their history and their religion, if they still have a religion. He is going to strip them of everything they have left, just for his sake and the sake of his friend Netanyahu, who is in disarray within the (Zionist) entity. And that’s why we shouldn’t be surprised if tomorrow such or such country, and maybe even more than that, (announces a peace agreement with Israel). It has to do with (Trump’s) electoral needs. It’s not a necessity. Maybe one country will suffice, or maybe the US administration will think they need two or three countries. All these (subservient Arab) countries are ready, and waiting their turn in the queue. This will not be a problem for the United States.
Either way, what was announced is now common knowledge and will be ratified within days or weeks by the current ruler of the Emirates. It was something to be expected, and reflects many Arab (treacherous) policies in our region, in which the (only) criterion is the approval of the United States. Whatever pleases the United States, they do (eagerly). What pleases the United States is to be at the service of Israel, to make peace with Israel, to recognize Israel, and so they all line up (obediently to do whatever their US master asks of them). (Likewise, when Washington asks them) to be hostile to the enemies of Israel, to fight the enemies of Israel, to fight (the Axis of) Resistance, to turn their backs on the Palestinian people, to abandon Al -Quds (Jerusalem), they all cry out ‘We hear and obey’ (Quranic verse adressed by believers to God and His Messenger) and just do it. This is the real situation today.
Anyway, day after day, it is shown that what the official Arab media and a large number of Arab regimes have done, especially in the Gulf, by speaking (constantly) of “the Iranian enemy”, by portraying Iran as a great threat, etc., it was all just smoke bombs to make peace with Israel, to recognize Israel and to establish relations with Israel, in order to (enable it to) devote itself (to its) real enemy, namely Iran. But at the same time, many of all (these countries) who speak of Iran as an enemy are trying to contact Iran behind the scenes, reassure Iran, and build relationships with Iran. Their public statements are hostile and aggressive, but behind the scenes they are saying something quite different. And they hope to get to a point where they will have very good relations with Israel, and very good relations with Iran, because they are weak, and have no color, no taste and no smell. In truth, the smallest storm from here or there can shake their thrones. I will say no more and I will express our position in two points.
The first point is that we all have a humanitarian, religious, legal, jihadist, moral, national and community obligation to stand up and say (loud and clear) that we denounce, reject and condemn this (peace agreement). It is a betrayal of Islam, a betrayal of Arabity, a betrayal of the (Muslim) Community, a betrayal of Al-Quds (Jerusalem) and of the Palestinian people, a betrayal of the (Muslim and Christian) holy places. What the Palestinians said is true: it was an act of treason, a stab in the back. Any similar words (of condemnation) are fair to characterize this position (of the Emirates). If we cannot do anything concrete to fight this most execrable and detestable act perpetrated by the rulers of the Emirates, we can at least reject it by words (of condemnation). And the weakest degree of faith (for those who are at risk if they speak out publicly, especially inside Arab dictatorships) is to cast it into our hearts. But many can denounce it through a public stance (without endangering their life, freedom or livelihood), and if they keep silent today, they will pay (for this silence) on the Day of Judgment. The first point is therefore the necessary denunciation and condemnation of this peace agreement.
And in the second point, I address the Palestinian people who is oppressed and betrayed today, as well as the Arab and Muslim peoples who remain (committed) to the heart of the Palestinian cause, and to the Resistance movements: I tell them that we have to be angry in our hearts, and view this heinous act as despicable betrayal, but we are not to be saddened. Don’t be saddened. On the contrary, it is good that the masks fall off. It is good that what was happening under the table is done above the table. It is good that what was done in secret is now done in public. Basically, it is one of the divine, historical and social customs, as we have seen (time and time again) through the ages and in societies, just as it is something clearly established in the Holy Quran: when God the Most High decrees that the Front of Truth is approaching (the ultimate) victory, it must get rid of its burdens, purify itself, cleanse its ranks, expel hypocrites, liars and those who plot (against it), the submissive, those who stab him in the back. The fact that these people get out of the Front of Truth, the Position of Truth and the Cause of Truth —in this case the Palestinian cause—, far from being harmful, will on the contrary make the Resistance movements, the peoples of the Resistance and the regimes that believe in the Resistance (stronger), because this will allow the Resistance Front to clearly distinguish its friends from its enemies, to purge its ranks by getting rid of the hypocrites. This is a natural condition (for success).
Therefore, just as we are well aware of the hateful aspect of this betrayal of the Emirates, which must make us angry, we must say “You may hate something, and it may be (yet) a blessing for you” (Quranic verse). When the ranks of the (Muslim) Community become clean, healthy and purified of all those people who (can) stab you halfway, at a quarter of the way or (just) before the end of your journey and thus upset the equations, of those who plot against you, who present themselves as your friends but are your enemies, your adversaries and are nothing but spies (in the service of the enemy), on the contrary, it is a (very) good thing, even if it is painful. This is a (very) good thing, even if it is painful, just as it is painful to get rid of unhealthy parts of the body so that the body can regain its health, and get stronger and healthier.
The third point with regard to Israel is the explosion at the port of Beirut… (Before getting to this) I just want to mention one last thing: in Lebanon, we were always accused of going against the “Arab unanimity” (in the Israeli-Palestinian question) and we were accused of “leaving Arab unanimity” (by making the choice of the armed Resistance), but where is the Arab unanimity? The Emirates are going their own way. Where is the Arab peace initiative on the table? Is there even a table (of negotiations) and an Arab peace plan left? Does the Arab League still exist? Do we still have official Arab regimes? I’m not asking the question “Are there any Arabs left” because (these Arab rulers) are not the (genuine) Arabs. Arabs are other people (the resistant peoples of Lebanon, Syria, Iraq, Yemen, Palestine, etc.).
[Beirut explosion: accusations against Israel cover up slanderous accusations against Hezbollah]
The third point is (the explosion at) the port of Beirut. I will approach this issue by mentioning Israel’s (alleged implication) and continue with the Lebanese internal situation. Of course, we in Hezbollah do not (yet) have a conclusion as to the causes of the explosion in the port of Beirut. If anyone asks us what the analysis (and conclusion) of Hezbollah are, we will say that we have no account (certain and proven of how the events unfolded). The correct conclusions will be made by the authorities conducting the investigation, and we are not in charge of the investigation. We have not been charged with this responsibility. It is not our responsibility (anyway), it is that of the State, justice and security authorities of Lebanon. And now we hear that they have asked for help from American experts, we have heard that FBI experts are coming or are already there, as well as French experts, etc.
In theory, there are two main possibilities. Either the first or the second (must be true). The first possibility is that it was an accident. It’s a possibility. I did not discuss these assumptions in my previous speech. Maybe there was this stockpile of nitrate (ammonium) on one side, a stockpile of fireworks nearby, some workers were using blowtorches, the flames hit the fireworks and started the fires, and the fireforws exploded (in all directions) and detonated the nitrate. This explosion would therefore be an accident (according to this theory). And all this would only be due to negligence, corruption of the administration, irresponsibility, recklessness, etc. Therefore, the first theory excludes the intentional act. The second theory is that this is an intentional act. It could have been executed in various ways: some have spoken of warplanes or drones carrying out strikes, which is not supported by any evidence so far. Another theory is a direct human intervention which would have started the fire or placed a small explosive charge which would have caused this fire and these successive explosions. Who could be the instigator of this intentional criminal act? Maybe this or that part, or maybe Israel. No one can rule out this possibility.
As for us, Hezbollah, we are awaiting the results of the investigation. Some claim that Hezbollah (already) knows how this explosion occurred, and that anyway Hezbollah knows (absolutely) everything about Lebanon, and that it has intelligence capabilities that keep it informed of everything that happens inside Lebanon. I’ve said in the past that (most of the time) we’re either underestimated or overestimated (by both friends and enemies). But I swear by God that we are not (omniscient nor omnipotent)! There are a lot of things, a lot of regions, a lot of organizations and a lot of events that we ignore, and it’s not our job (to know everything) anyway. This is the job of the State and its security agencies. What concerns us is the Resistance, it is Israel. Of course, the direct security of the Resistance concerns us. But let me be clear, because there are some of our friends and supporters who speak out on TV (asking from us the impossible): We don’t have the capacity to take responsibility for internal national security. We are incapable of it. I’m not (merely) saying we don’t want to do it. Of course, we don’t want to do it anyway (if we were tasked with police tasks, it could lead to many problems and ultimately civil war), but (even if we wanted to), we wouldn’t be able to! Why do you want to place an unbearable burden on us? This is the responsibility of the State, which has a budget, collects taxes, has a very large number of soldiers, security forces, an Army, (legions of public servants), etc. Either way, we do not have a full account of what happened, we are not in charge of the investigation, and we do not have precise (and definitive) information about the way this explosion happened. We are therefore awaiting (the results of) the investigation.
If the investigation establishes that it was an accident, then the judiciary will have to establish who is legally responsible for the carnage and punish them. If it is an act of sabotage, then there will still be (Lebanese) officials to identify and punish, because the fact that these explosives were stored for 6 years and that fireworks were stored nearby is in itself criminal negligence. But it will be necessary to identify who is the instigator of this act of sabotage. If this is Israel, then everything will be turned upside down.
I have read certain statements, and listened to certain press conferences, just as I have been informed that in Lebanon and outside Lebanon is said the following: the person responsible for this act of sabotage is the Israeli enemy… But of course, the purpose of these allegations is not to condemn Israel, but Hezbollah! (These rumors therefore say that the responsible for the explosion is Israel), that Hezbollah knows it (very well) but that we remain silent and hide this truth because we don’t want an escalation by retaliating against Israel, and that we are weak and incapable of retaliating against Israel. These are the rumors that prompt me to bring up this point.
Anyway, the investigation must continue, and give (clear) answers to the Lebanese people, and not to Hezbollah: to the Lebanese people as a whole and to the entire Lebanese State, because it is a huge national and humanitarian disaster that affected everyone. And God’s mercy has (largely) spared us. The mercy of God caused a large part of the explosion to be absorbed by the sea, and it is now said that a large part of these explosives did not explode, for if the 2,750 tons of nitrate of ammonium had exploded, the disaster and tragedy would have been much more serious. Either way, I’m not the one leading the investigation, and I’m not the one making the accusations. We are awaiting (the results) of the official Lebanese investigation.
Of course, I have to say that if the FBI steps in, and if Israel is really involved in this explosion, that means Israel will be cleared of all accusations. (This is sure to happen) if the FBI leads the investigation. Likewise, if Lebanon accepts an international investigation, its primary role will be to clear Israel of all responsibility for the explosion —if Israel is indeed involved. And this is why if some voices say that they do not trust a Lebanese investigation, just as you are Lebanese and it is your right not to trust a local investigation, we are also Lebanese and we declare that we have no trust (whatsoever) in an international investigation.
[If Israel is to blame, Hezbollah’s response will be more devastating than the explosion in Beirut]
If the Lebanese investigation concludes that this is an act of terrorism and sabotage, and that Israel is involved, it is not just Hezbollah that will have to respond. The Lebanese State in all its institutions, the Lebanese people in all its components, all forces and all political parties and all the Lebanese will have to stand up and respond to this Israeli aggression against the port of Beirut, against a warehouse storing such (quantities of) explosives. This is not an operation that targets Hezbollah, but all the Lebanese people, the Lebanese State and all the sects of Lebanon —I regret to have to specify it (because some Lebanese are still locked in a sectarian logic). So what will be your position, O Lebanese State, O Lebanese people? Are you going to say that since it was Israel that killed, wounded and massacred us, we must forget about it because we can’t do anything against Israel? What will be your position (if it turns out that Israel is responsible)? In truth, every Lebanese and all Lebanese political forces must be ready to respond to this theory, before Hezbollah responds to it.
But with regard to the response of Hezbollah and the Resistance, I tell you right now, I tell you right now (very clearly): (this) Hezbollah for whom it is impossible to remain silent & idle about the assassination of one single of its fighters, and which forces the Israeli Army to remain (on high alert) on one leg and a half across the whole border for weeks, and who is firmly committed to upholding the equation (of deterrence), (this) Hezbollah can in no way be silent in the face of a huge crime of this magnitude against the Lebanese people if it turns out that it Israel is the one who perpetrated it. And Israel will pay a price commensurate with the crime it has committed, if Israel did it, without the slightest thought required, without the slightest hesitation. It is not our answer that is unclear. If this theory turns out to be correct, it is the other political forces and the Lebanese people who must begin to wonder right now what will be their response to those who target them with such colossal violence. Because if it is indeed an attack, (the culprits) will have to pay not only for what happened, but for everything that might have happened (in terms of further bloodshed and desolation). But God the Most High and the Exalted (saved us from much worse). […]

شهد تاريخنا المعاصر رجالاتٍ وقادةً مضوا على طريق الحقّ الذي لم يستوحشوه لقلّة سالكيه بل كانوا من الثّابتين الأشداء واستطاعوا بمواقفهم الأبيّة أن يغيّروا التّاريخ وأن يصنعوا مجد الأمّة وعزّتها، تميّزوا بقلّتهم التي تحوّلت إلى مدرسةٍ أنتجت أمّةً أبيّةً ومقاومةً لا ترضخ ولا تلين فشكّلوا بارقة أملٍ وعزّزوا للأمّة يقينها بالانتصار بالرّغم من قلّة قدراتها، وقد قرأنا عن زعماء ورؤساء تركوا بصمة عزٍّ في تاريخنا مثل الرئيس الراحل جمال عبد النّاصر والرئيس الراحل حافظ الأسد وقيادات مقاومة قدّمتِ الغالي والنّفيس على طريق المقاومة، أولئك الرّجال الرّجال حقّاً الذين كانوا استثنائيين بل رُسل المقاومة للأمّة التي لم تخلُ من الأبطال والنّجباء، إذ شكّلوا خطّ الدّفاع الأوّل في مواجهة الغطرسة الأميركية الإسرائيليّة وهزيمة مشروعها شرّ هزيمة، من بين أولئك الرّجال جنرال تمرّد على المتآمرين وثائرٌ أرعب العدوّ «الاسرائيليّ» وأعداء المقاومة وشكّل لهم صدمةً بمواقفه وثباته وثقته بوطنه وجيشه وشعبه ومقاومته ليقلب المشهد ويغيّر المعادلات ويقف في زمن الرّدّة والتّخاذل ليقول بأنّ لبنان قوّته في جيشه وشعبه ومقاومته وليس كما يقول العدوّ لبنان قوّته في ضعفه ليرسي ثلاثيّةً ذهبيّةً صانت لبنان وحمته من مؤامرات الدّاخل والخارج. إنّه فخامة الرّئيس المقاوم العماد إميل لحود الذي حمى المقاومة من المؤامرات منذ أن كان قائداً للجيش، فهو العين التي قاومتِ المخرز الاسرائيليّ وكسرته.
لم ننسَ مواقفه التي يخلّدها التّاريخ منذ توليه لقيادة الجيش اللّبناني وإبّان عدوان (تصفية الحساب في تموز عام 1993، إذ طلب منه رفيق الحريري العائد من دمشق بعد انتهاء العدوان ضرب حزب الله ونزع سلاحه (بقرارٍ سوري) مدعوماً بقرارٍ سيصدر من مجلس الأمن واضعاً مساعدة قوّات الطوارئ في عمليّة (تنظيف الجنوب) من حزب الله ومصادرة سلاحه إضافةً إلى التخلّص من الجبهة الشّعبية في الناعمة محاولاً إغراء العماد لحود بوعده أن يكون الرئيس القادم للبنان بعد تنفيذ العمليّة فكان ردّ العماد لحود البديهي والصّاعق (ضميري لا يسمح بأن أضرب لبنانيين يريدون العودة إلى منازلهم وإسرائيل تحتلّ أرضهم فتشوا عن غيري) فكان ردّ الحريري بأنه سيقوم بتعيين قائدٍ جديدٍ للجيش غيره. وبالرّغم من التّرهيب والتّرغيب بقي العماد لحود ثابتاً على موقفه رافضاً حضور اجتماع المجلس الأعلى للدّفاع، ومع إصرار رفيق الحريري ووزير الخارجية اللّبناني آنذاك فارس بويز ووزير الدّفاع محسن دلول واللّواء غازي كنعان وأمين عام مجلس الأمن الدّولي بطرس غالي لم يتزحزح موقف العماد الثّائر قيد أنملةٍ، ليؤكّد ردّه الصّارم والحاسم للجميع بكلمتين قائلاً لهم (عيب عليكم) ليلتقي بعدها بالرّئيس الرّاحل حافظ الأسد الذي لم يكن على علمٍ بقرار ضرب المقاومة وكان اللّقاء الأوّل الذي جمعهما فسأله الرّئيس عن سبب رفضه تنفيذ القرار بضرب المقاومة فكان جوابه لأنّني منذ ولادتي ووالدي يوصيني بأنّ: «حياتك لا شيء أمام ضميرك وكرامتك»، لذلك رفضت لأنّي إذا نفّذت هذا الأمر أخسر الاثنين معاً، ليخرج العماد مؤيّداً من الرئيس الأسد ومنتصراً على المتآمرين على المقاومة مسجّلاً انتصارين بانتصاره للوطن والمقاومة التي حماها بموقفه وإصراره على استمرار مواجهة الاحتلال الإسرائيلي، فكان عدوان 1996 الذي شنّه العدوّ الاسرائيلي باسم عمليّة (عناقيد الغضب) حينها تصدّى الجيش لطائرات العدوّ من وزارة الدفاع ممّا دفع رئيس الجمهورية آنذاك الياس الهرواي للاتصال بالعماد لحود ويخبره بأنهم سيقصفون القصر فكان ردّ العماد ليقصفوا (وإذا ما عاجبكم أقيلوني) ليستمرّ القائد المقاوم في مسيرة المقاومة والتّصدي للاحتلال التي تكلّلت بهزيمة الجيش الذي لا يُقهر، فكان الانتصار التّاريخي الأكبر للبنان والعرب ولكلّ شرفاء الأمة وأحرارها في عمليّة تحرير الجنوب عام 2000 التي كان له دورٌ بارزٌ بدعمه للمقاومة التي تعزّزت في عهده.
انتصار تكلّل بزيارة الرّئيس لحود للمناطق المحرّرة ليشارك النّاس والمقاومة فرحة الانتصار في سابقةٍ لم يشهدها الجنوب اللّبناني، زيارة أرعبتِ العدوّ وأثلجت قلوب المنتصرين الذين استقبلوه برشّ الورود والأرز وذبح الأضاحي، حينها بدأ المنهزمون التّصويب على الرّئيس لحود الذي لم تهزّه مؤامرتهم بل ازداد صلابةً وثباتاً في موقفه، فكان عدوان تموز 2006 وتحت غزارة النّيران والغارات توجّه إلى الضّاحية، مخاطباً الشّعب بأنّنا نملك أشدّ الرجال الذين يقدّمون التّضحيات من أجل لبنان وسننتصر يداً بيدٍ مع سماحة السّيد بإرادتنا وعزمنا وسنهزم هذا العدو. تصريح أثار حفيظة الرّعاديد أشباه الرّجال وعلى رأسهم رئيس الحكومة آنذاك فؤاد السنيورة ومعه مروان حمادة الذي توجّه بالقول للرّئيس لحود (شوف أصحابك شو عملوا (حزب الله)، وكان ردّ الرّئيس الأبيّ (وصلوا ع بيروت في 82 لأنو ما كان فيه مقاومة بس هالمرّة حتماً سننتصر) ردّ يحمل اليقين بالانتصار مثلما يحمل الثبات في الموقف والاستعداد للتضحية والشّهادة تجلّى ذلك الموقف من خلال اتصال السّفير الفرنسي خلال العدوان بالرّئيس لحود ليحذّره من أنّ الطّائرات الاسرائيليّة ستقصف القصر الجمهوري خلال عدوان تموز فكان جوابه كالسّيف الصّارم سأبقى في القصر الجمهوري وليكن قدري الشّهادة.
ذلك هو العماد الثّائر والجنرال العنيد والرّئيس المقاوم من وقف في وجه رئيس الحكومة فؤاد السنيورة الذي كان يقاتل من أجل نزع سلاح المقاومة، قائلاً له توقّف عندك لن أسمح بتحقيق أهداف العدوان وتسليم سلاح المقاومة، فحمى المقاومة دستوريّاً وقاتل معها ميدانيّاً وتصدّى للمتآمرين عليها ومنهم قائد الجيش حينها العماد ميشال سليمان الذي طرده الرّئيس لحود أثناء تلاوته لخطّة نزع السّلاح في تموز 2006.
ذلك هو العماد الثّائر على المتآمرين والفاسدين والرئيس المقاوم والمقاتل على جبهات الدّاخل والخارج. فهنيئاً لمن عاش عصر العماد والرّئيس الذي استحقّ أن يكون فخامةَ المقاوم…
Beirut – Hezbollah Secretary General His Eminence Sayyed Hassan Nasrallah delivered on Friday a speech commemorating August’s 2006 historic victory over the “Israeli” enemy.
Hailing the sacrifices of the martyrs and their families, Sayyed Nasrallah congratulated all the Lebanese and all free people of the world on this victory.
He further thanked all those who had a role in this battle and in writing this epic of steadfastness and victory. Sayyed Nasrallah also thanked those who contributed to the political administration of this war, particularly President Emile Lahoud. “President Lahoud was unable to manage the negotiations because of the isolation decision that was taken regionally and internationally so this mission was assigned to Lebanese House Speaker Nabih Berri.”
According to His Eminence, “Lebanon fought alone militarily against an army that considers itself the most powerful army in the Middle East and among one of the most powerful armies in the world.”
“2006 war had great strategic, military, security, and cultural results. I will just mention three of them,” he added, noting that “The first result is toppling the new Middle East scheme that the American administration was aiming at implementing.”
In parallel, the resistance Leader underscored that “The new Middle East scheme and the huge push that began with the occupation of Afghanistan and reached Iraq, was toppled in Lebanon.”
“The capture of the two “Israeli” soldiers expedited the timing of the US scheme,” he mentioned, stating that “For the first time, the “Israelis” are living the fear of the existence and survival of this entity in the region is questioned.”
Sayyed Nasrallah also highlighted that “Resilience and resistance in Lebanon toppled the US scheme,” mentioning that “The effects of the military, political and psychological defeat are still strongly present in this entity, and we are still enjoying victory as hope is strongly present.”
“The achievement of the 2000 is liberation, and the achievement of 2006 is protection through the balance of deterrence,” he confirmed.
In addition, His Eminence confirmed that “There is an equation that protects Lebanon, called resistance, through the deterrence equation, and nothing else protects it.”
“Lebanon is strong by this equation, while they seek to get rid of this force,” he stressed, confirming that “The balance of deterrence is getting stronger day after day.”
Meanwhile, Sayyed Nasrallah affirmed that “The Americans cannot tolerate the survival of a force in Lebanon that will protect Lebanon, its sovereignty, pride, honor and people.”
“Only the balance of deterrence and the ‘army-people-resistance’ equation are protecting Lebanon at the moment,” he said, noting that “They failed in the military war and they know that no military war will be able to affect Hezbollah, so they are trying with other wars, and what is happening with us in Lebanon is part of this battle.”
In addition, His Eminence underlined that “Claims that Hezbollah is practicing hegemony over the Lebanese political life are mere lies and they know this.”
“To us, the resistance is an existential matter. It is the air that we breathe and the water that we drink to stay alive,” Sayyed Nasrallah confirmed highlighting that “Until further notice, and as long as no alternative has been presented, the resistance will remain our choice.”
“For Lebanon and its people, resistance is a condition of existence, and it is our choice,” he asserted, noting that “From the very first day, our choice was to respond to “Israel’s” airstrike in Syria.”
Sayyed Nasrallah went on to say: “What happened since the first day of martyr Ali Mohsen’s fall until today is part of the punishment for the Zionist enemy. The decision to respond aims at fixing the rules of engagement, it doesn’t aim at media exhibition. This is proven by the calculated and serious action.”
In a sounding message to the apartheid “Israeli” entity, Sayyed Nasrallah stated: “The decision to respond to the “Israeli” strike in Syria is still on the table. It is a matter of time and they have to wait. The “Israeli” is still standing on a “one and a half leg” so that his soldiers are not targeted, and this is part of the punishment.”
Commenting on the recent Emirati step of announcing normalization with the apartheid “Israeli” entity,” Sayyed Nasrallah said:
“We have not been surprised by the move of some of the UAE’s rulers. The timing of the agreement between “Israel” and the UAE confirms that some Arab regimes are servants to the Americans. The UAE’s deal is a personal electoral service for Trump and Netanyahu,” he clarified.
Moreover, His Eminence predicted that “We have to expect from now until the time of the American elections that some Arab regimes sign ‘peace’ agreements with ‘Israel’.”
“Until the US Presidential Elections, Trump will continue ‘milking’ the Gulf regimes financially and religiously in what serves him and his friend [“Israeli” PM Benjamin] Netanyahu,” he expected.
Sayyed Nasrallah also said: “The humanitarian, religious, jihadist, national and regional duty makes it a must for me and everybody to stand up and condemn this act which is a betrayal of Islam, Arabism, al-Quds and sanctities.”
“Let us reject with our tongue and the weakest faith is to reject by our hearts,” he stressed.
To the Palestinians, he stated: “We should be angry in our hearts, but not be sad because the masks fell and this is a good thing. When it is destined that the front of right approaches victory, the traitors and stabbers in the back are to get out of it. Their departure from the cause of right, which is the Palestinian issue, will make the resistance front acknowledge well its friend from its enemy.”
“Hezbollah does not have an account of events about the Beirut port blast,” His Eminence asserted noting that “Hezbollah is awaiting the results of the investigation.”
Sayyed Nasrallah underlined that “Theoretically, there are two hypotheses about the causes of the Beirut Port explosion, whether it is accidental or sabotage. Hezbollah is concerned with the resistance’s direct security and we are not capable of shouldering the responsibility for the entire national security with its internal dimension.”
“If the FBI want to investigate in Beirut Port Blast, it means that they will rule out any ‘Israeli’ responsibility in case ‘Israel’ was involved in it,” the Resistance Leader declared, pointing out that “The investigation should be continued and answers should be offered to the Lebanese people.”
He also announced: “Hezbollah, that would never turn a blind eye to killing one of its fighters and insists on fixing this equation, would never remain silent towards a major crime such as the Beirut Port blast if it was committed by ‘Israel’.”
“We do not trust any international investigation,” Sayyed Nasrallah said.
To the enemy and the friend, Hezbollah Secretary General explained: “The account won’t be only for what happened. It will also be for what could have happened. ‘Israel’ will pay a similar price to the size of this crime [Beirut Port blast] if it had committed it. If the investigation determines that ‘Israel’ is involved, the Lebanese state and people should have a say in the issue.”
In addition, he underscored that “The most dangerous thing is that in front of a national calamity of this level, we have witnessed a scheme to topple the state, from which Lebanon escaped. Any political movement must be limited with preventing the collapse of the state and its institutions and the outbreak of a civil war in Lebanon.”
Slamming that “Some Lebanese political forces and media outlets exploited people’s pain to target not only Hezbollah, but also Lebanese President Michel Aoun,” Sayyed Nasrallah announced “In the name of Hezbollah, I do thank PM Hassan Diab and his cabinet, and hail their courage amid all circumstances as they made the best they could, and we understand their resignation.”
“It was not those who toppled the government. The government was toppled by a host of circumstances and difficulties. In fact, a blast of such magnitude would have made it difficult for any government to continue. The Lebanese political forces had sought in the past days to topple the state and put Lebanon on the brink of civil war to serve personal and foreign interests. Hezbollah have always demanded a national unity government or a most possible political and popular representation government,” he said.
Moreover, His Eminence revealed that “The second institution that was targeted is the parliament, with collective resignations, and under the pretext of the constitution, they are practically heading towards toppling the parliament and then calling for early parliamentary elections, and this attempt is doomed to fail.”
According to the Resistance Leader, “Whoever does not abide by the ceiling of not toppling the state, he must have his nationality under question.”
“The caretaker government will assume its responsibilities until a new government is formed,” he said, demanding “a strong, capable and politically protected government.”
Once again, Sayyed Nasrallah reiterated that “The talk of a neutral government is a waste of time. Many unethical and provocative practices are suspicious and some embassies which stand behind them will be named someday. The government’s priorities are reforms, reconstruction, and healing the wounds after the port bombing, the financial, economic, and livelihood issue, the criminal and financial investigation, and the fight against corruption.”
Moving to the Special Tribunal of Lebanon [STL], His Eminence repeated: “We’re not concerned with the STL’s rulings. The content of the international tribunal’s decision is not the important thing, it is rather some people’s attempts to abuse it to target the resistance. We cling to the innocence of our brothers should unjust STL verdicts be issued against them.”
To the resistance people, Sayyed Nasrallah said: “There was a state of anger among our supporters over the past days and we sought to control the situation, because clearly some were trying to incite strife. Preserve your anger, as we might need it one day to end the attempts seeking to drag Lebanon into a civil war. As Lebanese, we should be aware that some will try to exploit the rulings and we should show awareness.”
Commenting on the coronavirus developments in Lebanon: Sayyed Nasrallah said: “The Covid-19 pandemic in Lebanon is out of control, we have to live with the Coronavirus measures and those who infects others and lead to their death are killers and have to pay their blood money.”
“With God’s help and the people’s support, we and our allies are the strongest in the region,” he concluded.
